Surface coal mines in West Virginia are receiving stringent NPDES discharge limits for total recoverable selenium. With limits in the low parts-per-billion range, selection and implementation of proper sample collection and analytical methods are imperative for quality assurance and control and for consistency in results. Given the typical oxidized form of selenium in the water, the low limits and the large and variable flow rates from the watersheds, end-of-pipe treatment is difficult and cost-prohibitive to implement. Discharge locations in the remote and steep terrain exacerbate the problem. To evaluate options for end-of-pipe treatment at a Patriot Coal Corporation surface mining operation in West Virginia, CH2M HILL performed wastewater characterization for a range of key constituents and selenium species at three outfalls for selection and preliminary sizing of appropriate treatment processes. A preliminary evaluation of base and wet-weather flows was done to understand flow variability considerations for discharges. A conceptual evaluation of technologies to treat selenium to permitted levels was conducted in con-junction with order-of-magnitude life-cycle cost estimates.

Large is the applicable adjective here. The largest hydraulic shovel in the world, the largest copper mine in the world, the largest copper producing company in the world. The O&K RH 300 hydraulic excavator has been put into service to move overburden and mine ore at the Chuquicamata open pit mine of the Chilean state copper mining company, Corporation Nacional de Corbre de Chile (Codelco). A large shovel: Equipped with a 26-m3 (34-yd') rock shovel, the RH 300 is able to fill a 170-t (187-st) truck in three passes with cycle times of 30 seconds. A large mine: At present, the Chuquicamata pit is 4 km (2.5 miles) long, 2 km (1.2 miles) wide, and 520 m (1700 ft) deep from rim to bottom bench. The current 450 kt/d (496,000 stpd) of material mined will increase to 600 kt/d (661,000 stpd) when the expanded production rate is reached in 1989. (Chuqui Expansion details, p. 20). A large mining company: Codelco's total output from its two open pit and three underground copper mines is more than 1.1 Mt/a (1.2 million stpy) of copper. This makes Codelco by far the largest copper producer in the world. It accounts for about 15% of the Western World's copper requirements. Chuquicamata is located in the hot and arid Atacama desert of northern Chile. The mine is located 240 km (150 miles) northeast of the port city of Antofagasta. Mine elevation is 2700 m (8850 ft). Chuquicamata's known reserves of oxide and sulfide ores amount to more than 450 Mt (496 million st) of contained copper. There are also reserves of more then 1.4 Mt (1.5 million st) of contained molybdenum. Originally, Chuquicamata was a rail pit. The shovels loaded rail cars hauled by locis on tracks along the benches. During the 1970s, the rail transport was replaced by truck haulage. Crushing and conveying rock waste in the pit is the latest step in the continuing evolution of more productive and economical methods of materials movement. In 1990, the in-pit crushing plant will be in operation. The waste will be mainly transported out of the pit on belt conveyors rather than trucks. The system will incorporate a 9.6-kt/h (10,600-stph) semi-portable crushing station, a 14-km (8.7-mile) conveyor using 1.8 m (6 ft) wide heavy duty belts, and a tripper-spreader to stack the waste dumps. Since Chuqui went into production in 1915, more than 2.5 Gt (2.8 billion st) of material has been excavated. This includes nearly 1.7 Gt (1.9 billion st) of ore from which some 16.4 Mt (18 million st) of copper has been recovered. The Chuquicamata porphyry type ore body is an altered and fractured intrusive granodiorite or quartz-monzonite porphyry that carries the mineralization. The action of ground water on primary sulfide minerals in geo¬logic time has created oxide ores and a zone of secondary enrich¬ment. The oxides occur above the sulfide zone and are also mixed with the upper parts of the latter. At Chuquicamata, the current grade of 1.5% copper is expected to decline to about 1% by 1995. The Pocahontas Coal Field consists of eight mineable seams of low-volatile coal in southern West Virginia and Virginia. The deeper seams, especially the Pocahontas No. 3 and No.4 Seams, under heavy cover and below drainage are notoriously gassy. Methane in the Pocahontas Field is generally thought of as being confined in the coal itself, rather than in mud slips or clay veins. Furthermore, it is characteristic of Pocahontas coal to retain its gas until the coal is broken and removed from the solid. Because of this inability for gas to escape from unmined coal, entries developed around large blocks are seldom of significant value in bleeding off methane before pillar extraction begins. This is evidenced by the fact that it is not uncommon to find gas liberated during the mining of chain pillars and barriers which have been developed for several years. The Pocahontas Fuel Company develops almost all solid coal by conventional methods with shuttle car haulage. To provide the maximum productive capacity without compromising ventilation and safety requirements, the Company has adopted standards for ventilating 5, 6 and 7-entry sections.

There continues to be a certain magic attached to the word "Automation". When properly planned for, engineered, installed, and operated, the magic truly does take place - witness certain publicized mineral processing, metallurgical, and chemical plants. They operate successfully with few people, instead of previous dozens as in similar facilities not automated. Production quality has improved. Maintenance costs have been lowered. When such welcome results are achieved, it's proved to be a function of method and procedure in establishing criteria for choosing the intelligence and control systems followed by skilled choice of the specific elements used. The criteria, the bases for decision, are associated with design, construction, startup, operations, and maintenance. How to go about automating any process system to achieve the optimum profit depends on attention to all those aspects of a project. None of them can be forgotten if maximum satisfaction is to be gained. Control loops that look wonderful on an equipment. Piping, and Instrumentation diagram can suddenly turn into costly and. annoying problems in the field if there has been too little coordination of design. Panel boards that are literally works of art just before startup can become the largest of white elephants if an air header is inadequately sized and the pneumatic control circuits are sluggish. Conveyor belt replacement costs can skyrocket if a critical discharge chute far away from immediate operator attention lacks a simple yet effective clog-chute switch. Planning, execution, and followup of the work, the skills, and function of-the automating material can make any new project a success. An integrated owner contractor, producer-engineer approach is the key.

Before specifications are discussed it may be well to define the term "Mineral Aggregates." Professor K. B. Woods (1) defined "Mineral Aggregate--An aggregation of sand, gravel, crushed stone, slag, or other material of mineral composition used in combination with a binding medium to form bituminous and portland cement concrete, macadam, mastic, mortar, plaster, etc., or alone as in railroad ballast, filter beds, and various manufacturing processes, such as fluxing, etc. " This definition is too all inclusive for the purposes of this paper; therefore, this discussion will be confined to specifications for natural aggregates which means sand and gravel and crushed stone, and limited primarily to coarse aggregate which is aggregate larger than one-quarter inch in size. To the uninitiated, this may seem to be a very limited subject on an unimportant material. However, aggregates are essential in all types of construction. Within recent years portable seismic refraction units have found their place in the industry for shallow investigations, Completely portable, relatively inexpensive and of proven accuracy, the portable refraction seismograph is an electronic tool in an electronic age. The age of electronic instrumentation has seen the development of seismic reflection and refraction equipment for deep exploration, especially in the petroleum industry. Large, expensive units, normally truck-mounted and utilizing explosives, are being used successfully for this type of sub- surface investigation. The portable seismograph utilizes the same theory for shallow work as that applied to deep refraction seismology.

The problem of the freezing of moist raw materials, such as concentrates, in railroad cars during winter shipment has been a continuing source of both economic and operational trouble to the industry and to the railroad companies. The difficulties center around the discharging of frozen cargoes into the plant materials handling system. Because of cargo freezing, appreciable delays in car-dumping schedules occur each winter and cause additional expense for demurrage charges and for slowdown of plant operations. In one plant during one winter, a car dumper rated at 40 cars per day could dump only 3 cars per day in bad weather. Delays became so serious one winter, that 500 cars held in the yard became so badly frozen, that they were sent to the southern part of the United States to thaw after they accumulated an average of two months demurrage charges. These delays in car unloading become critical if unit or integral train concept is applied to the movement of raw materials. Anticipated savings in transportation costs through better equipment utilization are largely based on rapid loading and unloading cycles of whole trainloads. If freezing problems cannot be adequately solved, unit train operations cannot be operated to achieve the potentially large reductions in transportation costs. The freezing problem may tend to become even greater in the years ahead, because the unit train concept will allow the trains to run faster and consequently the heat loss will be accelerated due to the larger heat transfer coefficient. A compensating factor, however, will be the shorter travel time. Further, the sources of raw materials being mined are located farther north than before and the ambient temperatures during transit are going to be lower.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

In underground construction and mining work, situations occasionally occur where hard rock or concrete must be excavated at locations near critical structures or utilities. Fearing damage from blasting, contractors and engineers often explore the viability of using mechanical methods or expansive concrete to facilitate the excavation work. However, for moderate to large excavations, the prolonged duration and high cost of using these methods is often impractical. In these situations, under the right conditions, controlled blasting and blast-management methods can be used to speedup the work and lessen costs. The process of determining whether or not blasting is practical is often complex, particularly when risks are high. In this paper, general methods of conducting blasting risk evaluations and outlined and considerations for blast design and risk management are reviewed. This paper also includes three blasting case histories demonstrating how these techniques were used at recent projects. In the first case, a cautious blasting program was developed to facilitate the removal of concrete and rock within a large section of an active mineshaft. The second case involved critical blasting to excavate a dry lake-tap connection between a tunnel and a shaft at the Southern Nevada Water Intake No. 2 project in Henderson, Nevada. The third case history describes how novel blasting methods were used to carefully drop a 2,721,500-kg (6,000,000-lb) concrete caisson into a1.2-m (4-ft) rock socket at the Detroit Outfall No. 2 project in Detroit, MI.

Its initial acceptance was based on the recognition of its refractory properties by European research workers in the middle to late 1920's. Initial U.S. olivine production began in the early 1930's in North Carolina and continues there today. Olivine also is produced in the State of Washington and in other countries.

Developments in the agricultural use of potassium (K) have been based solely on the essential role K plays in crop production. Crop plants cannot complete their normal life cycle if K is deficient or absent. In fact, no essential plant nutrient other than nitrogen is required in greater quantities. Table 1 shows the amounts of K some crops take up from the soil. Although the exact functions of K in the plant are not well known, its primary role seems to be tied to plant metabolism. Potassium is vital to the process of photosynthesis. When K is deficient, photosynthesis declines, but respiration increases. These two K-deficient conditions. . . reduced photosynthesis and increased respiration ... lower the plant's carbohydrate supply, the end result being poor agronomic crop production. Potassium is also essential to several other plant functions, including the following: 1) Protein synthesis. 2) Water use efficiency, through the influence of K on stomata opening and closing, to maintain the turgidity in plant leaf cells. 3) Translocation of heavy metals such as iron and zinc. 4) Ionic balance. 5) Control of enzyme reactions within plants.

Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

The Fort Cady in situ borate mining project involves recovery of boron from a mineral deposit located over 1400 feet below the surface. The resource recovery method is being developed using in situ mining technology employing weak acid solution injected directly into the ore body. As the acid contacts the calcium based ore (primarily natural colemanite), the contained borate values are digested as boric acid. This boric acid solution is then pumped to the surface by use of submersible pumps. At the surface the borate values are recovered as a finely divided solid white powder after a series of chemical reactions and precipitations resulting in the production of calcium borate. The refined product is then sold under the trade name CADYCAL 100.TM All environmental permits for up to a production rate of 90,000 tons per year have been obtained. These permits required an Environmental Impact study (EIS) for federal lands and an Environmental Impact Report (EIR) for the private portion of the property. Regulatory permitting required over 5 years to obtain all the various authorizations for this project. The ore body has an average thickness of 118 feet extending over 273 acres. At a production rate of 90,000 tons per year with only a 70 percent resource recovery allowance, in place reserves are sufficient to sustain production for over one hundred years.

The long and arduous process of bringing aggregate produced in Mexico to the Gulf Coast of the United States really began in the 1970s when the first exploratory trips were taken by Vulcan's geologists. It was not until the middle of the 1980s that all of the elements of the project seemed favorable and the largest capital investment in Vulcan's history was given the green light. The history of the project will be covered along with a discussion of the role that market forecasting played in the process. Is this the first of many or a once in a lifetime project? In July 1987, Vulcan and its joint venture partner broke ground in Mexico for a world-class limestone quarry and crushed stone production facility. This project is the largest ever undertaken by Vulcan's Construction Materials Group, with a total cost of over 200 million dollars -a cost shared equally by Vulcan and its joint venture partner, Ingenieros Civiles Associados, or ICA, a diversified Mexican company which is also the largest construction firm in Latin America.

Two of Peabody Western Coal Company's mine operations are the focus of this paper ... Black Mesa Mine and Kayenta Mine, both located in Northern Arizona. These two locations are unique for a variety of reasons. ? The two mines have only two customers, both power plants, one the Southern California Edison's Mohave Generating Station near Laughlin, NY, the other the Navajo Generating Station near Page, AZ. Close in proximity, these two locations ships nearly 12 million tons of coal per year. ? Material is shipped to these customers two ways: via a 273 mile underground slurry pipeline, which by the way is longest in the world, and by a 17 mile long conveyor to four storage silos. Product is then shipped via train from the storage silos to the plant sites.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980's. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. Performance of mixing mechanisms in flotation cells is paramount, as inefficiencies can lead to financial losses through valuable minerals lost to tailings. Technological advancements have been implemented in flotation cells to optimize performance, but regardless of the efficacy of these developments, room for improvement may persist. Since its launch in 2005, FloatForce® has set a high industry standard for flotation mixing mechanisms. However, current mining trends call for sustainability-driven developments while improving metallurgical performance. Metso has recently introduced FloatForce®+, the latest iteration of FloatForce, developed through extensive laboratory, pilot, and industrial testing, aligning with mining sustainability trends. It has been designed to maximize recovery, reduce power draw and optimize manufacturing materials. This development stems from a redesigned rotor profile paired with a harmonizing stator configuration. This paper presents the development journey of Metso’s latest patented flotation mixing mechanism, an advancement to improve metallurgical performance at a high sustainable standard in flotation cells. A significant portion of the, coal mined by U. S. Steel is beneficiated to upgrade the quality of the resultant coke to meet blast-furnace requirements. Primarily because of degradation from modern mechanized mining methods, a considerable quantity of the coal to be beneficiated is in the 1/4-inch by 100-mesh size range. In the cleaning plants, this coal is usually cleaned on concentrating tables and then mechanically dewatered in solid-bowl centrifuges to 9 to 14 percent water. At some plants, to further decrease the amount of water shipped with coal, and to improve the coking characteristics of the coal at its destination, mechanical dewatering is followed by thermal drying. At U. S. Steel's-Alpheus preparation plant at Gary, West Virginia, approximately 50 percent of the total coal produced is in this fine size range, and two fluidized-bed dryers are used for the thermal drying step. The two fluidized-bed dryers are 14 feet in diameter and were designed by the Dorr-Oliver Company. Although the original design called for a rate of drying equivalent to 37 tons, of moisture per hour, presently they are removing twice that amount. This paper describes, the major problems encountered' in operating these dryers at the present, high capacities and how they were overcome.

The paper describes the replacement of a conventional filtration, clarification and zinc precipitation plant by a carbon in pulp (CIP) electrowinning plant, with the objective of improving the recovery of gold from cyanide leached, acid plant calcines. The discussion covers the early laboratory studies to the design and erection of the full scale plant. Particular emphasis is placed on the problems encountered with commissioning and the strategies which were employed to solve them.
