Coal mine drainage, which occurs predominantly as acid mine drainage in the East, is a serious contaminant of surface and groundwater systems (Appalachian Regional Commission, 1969). Treatment of this pollutant can be very costly and is often difficult to achieve (Appalachian Regional Commission, 1969). A major source of coal mine drainage in surface waters is polluted ground- water discharge, therefore treatment of surface water does little to combat groundwater contamination. Prevention of the formation of coal mine drainage and restricting its entrance into the groundwater protects both surface and groundwater systems. The formation of acid mine drainage may be inhibited by preventing contact between toxic spoil, air, and water (Grim and Hill, 1974). This may be accomplished by surrounding toxic spoil with a relatively impermeable barrier, thus restricting groundwater and oxygen flow through the toxic zone. Toxic spoil packages constructed in this manner would minimize the entrance of acid mine drainage into the groundwater system, allowing dilution by uncontaminated water to occur. If successful, concentrations of coal mine drainage would be reduced below toxic levels.

This work describes the design, analysis, and comparison of discrete simulation and static spreadsheet models developed to compare the oreflow efficiency of two conveyor-based material handling systems; one approach with a conveyor stream in series and one with parallel conveyor streams. Analysis and comparison indicated that daily rates were significantly affected by random conveyor failures in both designs. The compound effect of random failures limited the effectiveness of long belt assemblies in series, while the parallel conveyor stream design partially alleviated this constraint. The static spreadsheet model predicted a lower average daily oreflow rate for the series conveyor stream design and a higher average daily oreflow rate for the design with parallel conveyor streams when compared to the discrete simulation results. These discrepancies were the product of model sensitivity to operational factors incorporated in the system and provided the opportunity to further use the discrete simulation models for trade-off comparisons and sensitivity breakdowns of mine operating practices and material handling system efficiencies in both the series and parallel belt stream designs

Placer Dome Canada owns and operates the Campbell Mine at Balmertown, in the Northwestern corner of the Province of Ontario, Canada. The mine operates at 1500 stpd and produces in excess of 300,000 oz of gold annually. Recent changes to the gravity concentration circuit have resulted in a 10-15 % increase in gravity recovery. The circuit changes responsible for these improvements will be the focus of this paper.

When a solid-liquid mixture is conveyed through a pipe,' four hydrodynamic conditions may develop depending upon the properties of the transporting medium, the properties of the transported material, the properties of the pipeline and the flow characteristics. They are classified as homogeneous flow, heterogeneous flow, intermediate flow and saltation. Heterogeneous flow, which is the subject of the present analysis, occurs when solid particles are coarse, of high density, and the mean velocity of the flow is relatively low, such that the combination allows the establishment of a pronounced concentration gradient in the cross-section of the pipe. In this type of system the suspended matter does not change the rheological properties of the conveying fluid, and solid and fluid phases behave somewhat separately. In recent years much work has been directed toward gaining more insight into the hydrodynamics of heterogeneous flow (1,2,3,4,5,) However, almost all knowledge obtained is empirical in nature and limited in scope. Much effort has been extended to collect experimental information on the energy losses associated with systems of slurry flow (6-13) The work of Durand and Condolios(14,15) represents one of the most extensive experimentations in this field. Through systematic test runs, the effects of the major flow-parameters were studied one at a time. From the results, they concluded empirically that:

On behalf of my agency, the Mine Safety and Health Administration, I would like to add my appreciation that all of you could be here today. Previous dust symposia over the years have proved the value of close cooperation among universities, government agencies, and professional societies in advancing knowledge of dust research and development in the interest of miners and the industry. I'll just comment briefly on MSHA's part of the overall effort by all parties to control miners' exposure to respirable coal dust and other airborne dusts. As you know, our agency's congressional mandate is to do what is necessary to assure that miners will have safe and healthful workplaces. In the area of coal mine health, this has meant joining with the mining community in a continuous campaign to keep respirable dust and quartz levels below applicable standards to prevent or reduce disabling coal workers' pneumoconiosis and silicosis arising from excessive exposure to respirable quartz. Currently, our agency is processing about 120,000 coal dust samples taken by MSHA and company people during the year and about 8,000 samples taken from metal and nonmetal mining operations. Our dust program, like other MSHA programs, has benefited from increased computerization of records. The attack on CWP has had the highest priority of government and industry. The goal has been to sharply reduce social costs of suffering victims and their families as well as the associated future payments under the black lung benefits program. During the 1989 fiscal year, about 104,000 former miners received about one and a half billion dollars in benefits. Since the program began, nearly 25 billion dollars have been paid out. Much progress has been made in lowering dust levels in coal mines since the standard of two milligrams per meter of air was established in 1972. Before that time, there was a 4-to-10-percent probability of a miner developing coal workers' pneumoconiosis at typical pre-1972 exposure levels. However, under the maximum respirable dust levels allowed today, this probability has been reduced to about 1 percent. Since average dust levels are lower today, we can expect fewer miners to develop CWP in the future. Out goal continues to be elimination of both coal workers' pneumoconiosis and silicosis in both coal and nonmetal mining. In 1985, MSHA revised its coal mine quartz policy to allow mine operators to submit dust samples used in setting the quartz standard. Previously, only single MSHA samples were used. Even though less than half of the mine operators have taken advantage of this change, it has provided a larger population of samples for analysis then before. Also the policy allows operations that are on a reduced quartz standard to have the standard reviewed every six months. In underground coal mining, the job of roof bolter typically has higher than normal exposures to quartz. About 45 percent of respirable dust samples from roof bolting operations contain more than 5 percent quartz and therefore are put on a reduced quartz standard. One objective of the policy revision was to improve miners' health by follow-up monitoring, and this is being done with roof bolting jobs. MSHA studies of surface coal mining operations have provided data showing that bulldozer operators and highwall rotary drill operators often have high exposure to quartz dust, and our agency is directing enforcement efforts to reducing this hazard. The Hill is a cyanidation plant with flotation and roasting. The grinding and treatment have at the present time a capacity of 1400 tons of ore per day and the precipitation has a capacity of 6000 tons per day. The ore is delivered by a 36" conveyor belt and tripper to 8 mill bins having a capacity of 6000 tons. The ore from these bins is discharged onto 20" gathering conveyor belts which are regulated with p.i.v. speed changers to control the belt weight. A weightometer determines the tonnage milled. The feed enters the 8' x 12' rod mill through a rubber lined chute and the product is discharged through a launder to a 7' rake classifier in closed circuit with 10' by 6' hardinge ball mill. Lime slurry is added at the rake classifier to give a strength of .30#/ton. The classifier sand is fed into the ball mill with a scoop feeder and the mill discharge flows in a launder back to the classifier. The classifier overflow is pumped to a 24' by 12' bowl classifier in closed circuit with a 8' by 15' regrind mill. The bowl classifier sands are fed to this mill and the mill discharge is pumped back to the bowl. The bowl overflow at 8% - 200 mesh is the final product from the grinding circuit.

A new flotation collector, benzyl arsonic acid, was used for the flotation of ilmenite. ESCA, Auger spectroscopy, and chemical analysis were used to investigate the correlation between the variation in surface constituents and the flotation recovery of ilmenite. Experiments indicated that, as the ratio of surface Ti ions/surface Fe ions increases, flotation recovery increases. pH regulation with an inorganic acid was found to be effective in changing the ratio of surface ions, and, hence, the flotation recovery.

As the demand for most industrial minerals on the world market continues to climb, educational institutions maintain traditional policy in emphasizing chiefly metallic ore deposits and energy resources in addition to the general disciplines. In spite of their increasing importance, few universities exhibit great depth with respect to industrial minerals courses due to the shortage of specialized faculty in a category this broad. As new ideas are formulated and technological advances are developed in the field of industrial minerals, the classroom still exists as a student's primary source of information. This opportunity to give today's students the benefit of modern developements has not been utilized to its utmost potential.

The Archean ores of Western Australia are in total the largest producers of gold in Australia. In addition to numerous small and medium sized deposits, the province also contains the giant Kalgoorlie Golden Mile deposits. A variety of different gold ore mineralogical associations has lead to the development of a number of different processing routes for both refractory and non-refractory ore types. Intense weathering and lateritization of Archean greenstones in the semi-arid Yilgarn region have resulted in the development of a deeply oxidized profile (60-100m) above most sulphide orebodies. Residual and re-deposited supergene gold within iron oxide/silica gangue of this zone responds well to CIP, CIL, heap and vat leaching techniques. Although gold is easily liberated in principal from oxidized gangue, in practice recoveries are sometimes affected by iron oxide coatings on gold grains, and by clay minerals which can interfere with plant performance. Refractory ore types in the Eastern Goldfields fall into three main categories - pyritic, arsenopyritic and telluride-bearing. Pyritic ores may be either free milling or require roasting. The difference appears to depend largely on whether gold occurs along grain boundaries or fractures, which can be liberated by grinding, or whether gold occurs as inclusions within pyrite grains and therefore cannot be satisfactorily liberated by grinding. Arsenopyrite bearing ores are not well understood and are complicated by what appears to be a variable degree of gold solid solution, in addition to included gold. Gold occurring in complex gold-silver telluride assemblages has traditionally been recovered by roasting in the Eastern Goldfields.

Volatility is a fact of life in the mining industry. Prices of and demand for mineral products are among the most volatile of those for any product. The volatility of these markets wreaks havoc on both corporate management and the personal lives of mining people. Yet, until recently, it has been difficult to assess the impact of volatility on business strategy. This paper discusses how mining firms can profit from market volatility through an operations strategy that stresses operating flexibility. The foundation for our strategy analysis is the observation that a mine is analogous to a stock option. Techniques based on those developed to value stock options have recently been extended to the field of mine valuation. The insights provided by option pricing are very valuable in the development of mine operating strategy.

Let me open my remarks this morning by stating how we as legislators and as natives of the western coal-producing states feel about our role in becoming one of the major producers of coal-related energy and chemical products is similar to the groom at his shotgun wedding. We are apprehensive, to say the least, as to the ultimate outcome. We do not have complete freedom of choice. It will certainly change our quality of life. We are concerned about the increase in population, but are realistic enough to recognize that we are forced to go through with the marriage. Other alternatives could be worse than the bride. Also, we were aware that this could occur, but we did not plan on it being this sudden. Or, put another way, we have two groups advising us that our choices are cattle or coal, food or fuel, pollution and people or pure air, wheat or gas, clean water or prosperity, noise or solitude.

After mope than fifty years Of Continuous operation, the Nevada Mines Division found itself faced with declining ore headings and metallurgical efficiencies, and rising operating costs. Although intensive process improvement programs had been initiated at various times in its history, insufficient return on investment served to defeat plans for any major changes in circuitry. The advent of practical large-volume flotation machinery, along with the success of long-range exploration drilling programs, complimented the results of an intensive program of research and development. The result of laboratory testing, pilot plant testing, and full scale plant tests was the proven indication of metallurgical improvement given increased flotation residence time and the effect of mechanical agitation in flotation.

The technique of linear kriging as a grade estimation method of mining blocks is reasonably established in the mining industry. Because of the nonbias condition imposed in kriging which requires that the kriging weights (?i) add up to one, negative weights are sometimes used in kriging. The use of negative weights is not justifiable from the practical standpoint. Also, negative block grades can be obtained in some extreme situations which makes no practical sense. To guarantee non-negative weights an additional constraint is required in the kriging system of equations. Unfortunately, the nonnegative weight constraint results in a set of non- linear system of equations. In this paper, a derivation of the resulting set of nonlinear equations is presented and a numerical algorithm is developed for the solution of the equations. Because the algorithm developed does not remove negative weights arbitrarily, optimal nonnegative weights are always guaranteed. Results obtained using the developed algorithm were compared with those using the standard linear kriging, in terms of computer time and the estimation results. Both the computer time and the kriging variance were found to be higher with nonnegative constraint, as expected. However, some systematic pattern was observed in the kriged values (i.e., over or under estimation) with or without the nonnegative constraint. The study also demonstrated when one should generally expect negative kriging weights in practice, and what practical impact the negative weights can have on the kriging estimates.

Recent re-classification of crystalline silica as a potential human carcinogen has resulted in a new limit of 0.1% free silica in bulk powdered minerals. Detection of silica at this level can be expected to severely challenge or exceed the capabilities of existing protocols for x-ray diffraction, the traditional method for free silica determination. Automated SEH-EOS analysis provides an attractive alternative method, with direct analysis of individual particles for the determination of the concentration of free silica, and a direct measurement of silica particle sizes. This paper will discuss automated SEH analytical procedures, sample preparation, and statistical considerations.

In recent years, the bioleaching of sulfidic raw materials has been of great interest. However, the application of this biotechnology is now very limited for many different complex reasons. The mechanism of the chemical and electrochemical reactions taking part in the process is not well understood. The application of electrochemical techniques is useful in its elucidation. Among the common sulfides, galena has been studied very little with respect to its behavior during bioleaching. Therefore, the electrochemical evolution of massive electrodes of lead sulfide in the presence and absence of' a mixed culture of mesophilic microorganisms was investi¬gated by the application of potentiometry, anodic and ca¬thodic polarization and cyclic voltammetry. The agitation rate, the use of pH control and the composition of the nutrient mediums did not have any significant affects on the oxidation of galena. However, the temperature (25 'to 45 °C), the scan rate (4 to 100 mV/s) and the acid used to adjust the pH were significant variables that influenced sulfide oxidation. There¬fore, the peak (600 to 1,000 mV) corresponding to the oxida¬tion of sulfide ions from the mineral was only detected in the presence of a complexing anion of lead. In the presence of bacteria, the peaks corresponding to galena oxidation de¬creased and, at the same time, new peaks appeared both during the oxidation at -300 mV and during the reduction of the mineral surface at 150 and -300 mV. These signals were more important when the attack time increased. The rest potential of bioleached mineral increased with an increase in leaching time, which was related to the electrochemical transformation of the galena surface.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. Implementation of the Clean Air Act Amendments of 1990 is negatively affecting production of coal used for generating electric power in Indiana and elsewhere in the Midwest. Required reduction of sulfur compounds from gas streams, or flue gas desulfurization (FGD), as mandated by these laws has encouraged installation of wet limestone scrubbers at many generating plants. Increasingly stringent requirements that will begin in 2000 are expected to necessitate even more extensive use of such scrubbers. Indiana has large deposits of limestone-the major consumable alkaline raw material for scrubbers-that can meet an expected demand of several million tons per year. Limestones are not, however, all the same. Different limestone units behave quite differently when used as scrubbing agents under differing conditions in actual practice. Decisions about FGD scrubber details would be more meaningful if made with thorough knowledge of which rock units contain the most efficient FGD limestones and which sites of suitable stone are located nearest to power plants. Even though abundant carbonate rocks occur in Indiana, their suitability in scrubbing systems has received little attention, and few attempts have been made to match details of stone resources to the needs of various utility scrubbing systems. Optimization of the fit between geologic characteristics of the existing limestones and prospective scrubber systems should allow for greatly improved planning and operation of FGD systems with attendant lower overall costs. Electric utilities have developed computer models to predict FGD system operations (i.e., the FGD-PRISM model of the Electric Power Research Institute). These models require geologic data such as reactivity that are commonly unavailable. We generated data needed for the model during a cooperative effort among the Indiana Department of Commerce, the Indiana Geological Survey (IGS), The Indianapolis Power & Light Company (IP&L), and the Indiana Mineral Aggregates Association. Our goal was to provide missing geologic details of Indiana scrubber-stone raw materials and apply them to the FGD-PRISM model to provide general guidance to determine which geologic units can provide stone for most efficient sulfur removal. Results of the model for selected limestones and parameters specific to one IP&L generating plant were calculated. Geologic data generated may be applied to other generating operations, and our examples should help other utilities optimize their FGD strategies. Several hundred samples from more than 30 active quarries were collected and their physical properties determined. Grindability values ranged from 7.2 to 21.7 for 50 selected samples. Acid-insoluble residues of less than 1% to 13% were found. Dissolution rates as an index of reactivity varied over two orders of magnitude for the selected set of samples. These data plus chemical analyses and Ca/Mg ratios were entered into a generic scrubber model to determine rates of stone use and scrubber efficiency for various stone. Removal of SO2 was projected by this model to range from 89% to 98% with stone utilization rates from 91% to 93%. Excellent scrubber stone sources were found in Mississippian rocks in central and southern Indiana. Rocks of the Ste. Genevieve and Salem Limestones were especially efficient. Even small amounts of dolomite, clay minerals, and quartz diminished a stone's usefulness for FGD scrubbing.

Computer simulation models of working mines can be of great benefit to the mining engineer. Such models have been used in mine planning (how many trucks/shovels to have, when to add new equipment, etc.), mine design (should a dispatch system be purchased, where is the optimum location for mine equipment, etc.). A simulation model can be thought of as a dynamic representation of the mine and can easily be changed to reflect a wide variety of different situation. Often a major problem for the engineer is how to present the results of the simulation study. Using PROOF(R) animation it is now possible to interface the results of the simulation and project them onto a computer screen in cartoon fashion.

A laboratory investigation was carried out to study the influence of asphalt, bentonite and corn starch binders on the pelletization kinetics of coal fines and on the quality of the resulting pellets. Pellet quality was evaluated in terns of the compression strength, impact resistance (drop test), abrasion resistance and resistance to severe weather conditions. The amount of binder addition did not significantly influence the pellet growth kinetics. However, the pellet quality varied markedly depending upon the type and the amount of binder used. Experimental results are explained on the basis of the mechanism of interaction between the coal particles and the binders. Of the three binders tested, corn starch proved to be the best in all respects but for the resistance to water penetration. Finally, a combination of corn starch (imparting strength) and asphalt emulsion (imparting resistance to water penetration) was found to yield the best quality coal pellets.
