"Top-down wall construction was selected to excavate the tunnel portal headwall areas of the ORB East End Crossing tunnel. Benefits included an expedited construction schedule realized by staging excavation and rock support with development of temporary construction access roads. Rock mass properties, proximity to right-of-way lines, and blasting impacts were considered to design suitable lift heights, intermediate bench locations, and permanent ground support systems to provide supported permanent excavations. Carbonate rock formations contained adverse subsurface geotechnical features including solution cavities, clay seams, weathered joints, pinnacled rock, and boulders, which were addressed by flexibility in design. The resulting over-break conditions and long-term water infiltration issues required economic design solutions. This paper discusses the unique considerations required during design of top-down tunnel portal headwalls excavated in carbonate rock formations including temporary excavation and permanent ground support systems which provided flexibility for unforeseen over-break, minimized construction delays, and provided long-term stability. PROJECT BACKGROUND The East End Crossing is an approximate 8-mile highway connection of the Louisville-Southern Indiana Ohio River Bridges East End Crossing (ORBEE) project. Currently under construction, this connection will link State Road 265 in Indiana with the Gene Snyder Freeway in Kentucky to form an outer loop bypassing the Louisville-Southern Indiana metropolitan area. This highway project features a 2,510-foot long, three-span cable-stayed bridge over the Ohio River, and a 1,680-foot long tunnel. The project, being managed by the Indiana Finance Authority and Indiana Department of Transportation, is scheduled to open to traffic by the end of 2016. The new twin three-lane tunnel under the historic Drumanard Estate requires steep cut excavations for approach and tunnel portal walls on the order of 60 feet deep through overburden soil and carbonate bedrock formations. This paper focuses on the design considerations for the permanent support of the top-down wall construction of the tunnel portal headwalls and approach retaining walls."

The giant El Abra copper mine project under development in Northern Chile will come on stream in early 1997 at a production rate of 500 million pounds of cathode copper annually. Ownership is 51 % Cyprus Amax and 49% Codelco. Cyprus Amax has construction responsibility. Total project cost is $1050 million. El Abra will incorporate latest operational technology with labor efficient practices to achieve world class productivity levels and low initial cash costs of about US $0.35/lb copper. Development procedures for the almost 800 million ton oxide deposit, as well as the hydrometallurgical processes selected for recovery of the copper values are discussed. Construction costs and pertinent technical data are shown.

Many underground instabilities, such as excessive shield loading and roof falls, occur at longwall faces causing safety problems and production losses. Such instability problems are directly related to roof conditions which can be categorized using geological information. . However, most geologic information describing anomalies and variations of immediate and main roofs are not available before mining resulting in unexpected problems in a longwall face. It is apparent that the evaluation of these geologic anomalies provides a great benefit for longwall stability. The purpose of this study is to evaluate roof categories associated with geological anomalies employing fuzzy set theory. The evaluation is based on real-time monitoring information, such as shield leg pressure, developing load on shields, intervals of periodic weighting, and the ratio of developing loads during periodic to normal times. This paper introduces the application of fuzzy set theory for characterizing roof conditions and evaluating of roof similarities.

On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

The production data of many mines have not reconciled geostatistical estimations based on exploration and development drilling. The discrepancies in recovered metals are sometimes as large as 30%. A number of factors are responsible for such unpleasant outcomes. A major cause, however, is the lack of geological controls in the implementation of geostatistical techniques. Geological modeling establishes geological constraints and mineralization/ore envelopes. Geological constraints are usually established through drill hole interpretation. Mineralization and ore envelopes have been delineated manually based on assay grades. The issues associated with manual methods are: •Time requirements . •Inconsistent dilution. •Uncontrollable implementation variance. Although the time issue may not be a big concern for some companies, the other two have been responsible for many undesired estimation errors. A new geostatistical approach described in this study is designed on the basis of indicator and ordinary kriging. The central component of the method is the procedure for automatic delineation of mineralization and ore envelopes. The method, referred to as probability assigned constrained kriging (PACK), is demonstrated on a Carlin-type gold deposit. The estimation results are compared to blast-hole based production panels, showing that the estimated tonnage is about 2.1 % higher than the actual production, and the average grade is about 2.4% lower.

Instrumentation engineers have recently devised practical methods of metering the net solids flowing in a hydraulic mixture. The solids flow rate is determined by measuring the specific gravity and the flow rate of the mixture. T e specific gravity is measured by a variation of the bubbler system. The flow measurement is made by a somewhat unorthodox orifice requiring field calibrations. The linear mixture flow signal is then multiplied by the specific gravity signal, which is directly proportional to the percentage of solids in the mixture, to produce a linear solids Slow rate signal. The computations in this system are performed by Sorteberg pneumatic relays. Having obtained this measurement, integration and automatic control of hydraulic solids flow are available. This system is useful in mining, drilling and dredging industries. It provides maintenance of the net solids flow rate and reduces power consumption. Automatic control will provide rapid stabilization of net solids flow rate and release operators from making menual adjustments. The advantages of this application are economy of operation and increased pump efficiency, This paper describes a hydraulic solids flowmeter system installed aboard a dredge. The Late Miocene San Cristobal Ag-Zn-Pb deposit represents syngenetic and epigenetic mineralization with low- and high-sulfidation characteristics. The geology of the deposit is characterized by barren dacitic ring fracture domes, mineralized resurgent rhyodacite domes, strongly altered and mineralized tuffaceous lacustrine sedimentary rocks and an extensive crystal-lithic tuff debris apron. The orebody is hosted by intracauldron sedimentary rocks and breccias. Fluid inclusion data suggest that silver, lead and zinc were transported as chloride complexes and precipitated by cooling in veins from <5% (by weight) NaCl eq. fluids at 170° to 215°C. Silver spatially and perhaps temporally associated with resurgent rhyodacite was transported as a chloride complex and precipitated by increased H2S activity or increased fluid pH.

Introduction This text is intended to provide the operator and turnkey contractor with the basic data for sizing vibrating screens to be used in ore crushing plants. The basic capacities, modifying factors, etc.. used in the area requirement calculations were developed empirically and modified to their present values based upon years of practical applications. It must be pointed out that screening is much more of an art than an exact science; however. the information presented here should provide for reasonably accurate screen sizing when applied to many metallic ores. Types of Screens There are two types of screens which can be used for strictly sizing applications. These are two- and four-bearing screens; both are inclined circle-throw machines. Fine coal cleaning by froth flotation has become common practice in the U.S. with more than 80,000 tons treated in this way per day. In spite of this large tonnage, developments in the automatic control of coal flotation circuits have lagged significantly behind those for mineral systems. One reason such developments have been limited is that instruments have not been available for the on-line measurement of carbon or ash and another critical variables in coal slurries. A second reason is that the influence of the operating variables on coal flotation has not been completely understood. During the last few years some of the required instrumentation has been developed and an improved knowledge of the flotation process itself has occurred through mathematical modeling; as a result certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, DYNAFLOAT. After constructing a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables have been analyzed. In order to develop combined grade and recovery control strategies, the authors found it necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known final, feasible grade/recovery operating conditions. Finally, an advanced strategy which uses an on-line model to identify disturbances and take control actions is proposed.

Mining in Cushenbury Canyon began in 1860 when John Cushenbury left his Holcomb Valley gold prospect and discovered a silver vein in the limestones of the present day Cushenbury Mine. Cushenbury Canyon is located along the western boundary of the Mojave Desert in Southern California and on the north slope of the San Bernardino Mountains. The Holcomb Valley, immediately southeast of Cushenbury Canyon was the most prolific gold producer in Southern California. Gold mining dominated the area until World War II when interest in the Lucerne Valley Limestone deposits was peaked by the construction of the Kaiser Steel Plant in Fontana, California. The steel making process required large amounts of metallurgical grade limestone and Kaiser geologists located claims in most of the limestone deposits. Kaiser Cement constructed a cement plant and limestone mine in Cushenbury Canyon in 1956. Kaiser Cement modernized the facility in 1982 to a four stage preheater-precalciner system. Mitsubishi Cement Corp. purchased the property in April, 1988, and through further system modifications have created the most efficient and modern cement plant in the United States.

In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.

Conductive metal powders are important building blocks for today&apos;s micro-electronic circuitry. Formulated into inks, they provide the interconnects needed to complete a complex integrated circuit and the means to enter the world of miniaturization. Traditionally, the inks have been based upon expensive metals such as silver, palladium, platinum and gold because of their excellent electrical conductivity and resistance to corrosion and oxidation. The use of a copper based ink, as an alternative to precious metal inks, recently has received considerable attention. Instability in the prices and limited supply of certain precious metal systems have driven up production costs, making the development of a lower cost copper system more attractive to manufacturers. However, lower production costs are on1 y real ized if performance and reliability can be maintained. While the development has been driven by cost, copper does offer some significant performance advantages over noble metal systems: conductivity as good as silver and 4W better than gold; leach resistance better than silver and equal to gold; stability at high frequencies better than gold or silver; strong film bonding characteristics; and compatibility with most solders. These benefits, however, do not come without cost. The inherently reactive nature of pure copper, while providing unique performance properties, makes it difficult to process. Unl i ke precious metals which can be fired in air, copper would oxidize and so requires special furnaces and atmospheres. Despite these difficulties, the transition from precious metal thick film systems to copper is gaining momentum. Manufacturers of high density, high performance circuitry are exploring the performance advantages of copper over gold and silver and the manufacturers of consumer products are considering the potential cost savings of copper over silver-palladium. Sherritt has developed a fine copper powder for this industry. Through association with the ink manufacturers, it has been found that performance properties of the ink vary with the physical and chemical characteristics of the powder. Production Process The production of very fine copper powders at Sherritt is based upon the disproportionation of cuprous ions as outlined in Equation [1] (1).

Open cast surface mining requires blast hole drilling with many interesting facets in order to achieve mine planning forecasts. Interestingly, no single method or combination of theoretical hypothesis of mining economics is right for all conditions. On occasion mine planners introduce a project with little or no regard to drilling and blasting. Generally, drilling and blasting costs are a significant percentage of total mine overhead. One such drilling and blasting method which can be utilized to reduce overall mine expenditure is inclined or angle hole drilling. One must bear in mind, that angle hole drilling per-se mill not reduce costs, unless a set of required circumstances is met. An attempt will be made to detail when conditions of the mine design criteria dictate the use of angle drilling.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company&apos;s goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company&apos;s goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. New developments in on-stream analysis using immersed radioisotope gauges including results from plant installations are described. The control of grinding and flotation using a small digital computer has been complemented by this development. A control scheme for grinding which is based on maximum throughput at constant product size and preliminary work in flotation control are also outlined.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

"SUMMARY Injection grouting in rock around tunnels is used to reduce or stop water inflow. Little is known about the distribution of pressure within the rock mass during and after grouting. Instrumentation was developed to record pressure at the back of the packers inside the rock mass during injection grouting in order to improve our understanding of the process. Using this equipment measurements inside multiple injection holes during injection pumping have been made during several rounds of injection grouting in a tunnel. The data has been compared to the data recorded on the grout pumping rig and analysed to gain an understanding of the behaviour of grout injection process in the rock mass. The initial results are reported in this paper. INTRODUCTION Construction of a tunnel in soil or rock below the ground water table frequently results in the flow of ground water into the tunnel if the ground is permeable or fractures conductive. The injection of cement or chemical based grouts is frequently used during tunnel construction to reduce flow of water into a tunnel. Significant water flow into a tunnel is undesirable for several reasons: • there is a high cost in pumping out water over the lifetime of a tunnel; • drips and flows of water have to be diverted from the roadway or track; • where freezing conditions occur there is the possibility of ice build up and; • ground water levels may be changed possibly affecting surface water such as causing drainage of lakes and ponds, and changes in vegetation. Grout injection is most effectively done ahead of excavation to ensure that the grout penetrates the ground. Where heavy flows of water already occur into a tunnel the grout may be washed out before it sets. Normal practice in ground where water flows are encountered is to inject grout in a number of long holes ahead of the face with outer holes forming a ring around the proposed tunnel excavation – eventually forming a shield of grouted rock around the final tunnel, Figure 1. The holes may be sealed off a couple of metres into the rock with an expandable rubber plug around a pipe through which the grout can be injected, Figure 2. A one-way valve in the plug stops the grout from flowing back out of the hole when pumping stops and avoids grout flowing out through neighbouring holes. The rubber packer with a one-way valve permanently installed in the injection hole precludes the measurement of pressure down the hole when pumping is stopped."

Long Island Rail Road’s (LIRR) service to New York City is limited to Penn Station on the West Side of Manhattan, which is operating at its practical capacity for the commuter railroad. This situation imposes serious considerations for future growth and limits the destination of many Long Island commuters. The East Side Access Project will provide a connection of the LIRR to the landmark Grand Central Terminal (GCT)on the East Side of Manhattan. The construction of the connection will require significant tunneling and underground work utilizing a variety of construction techniques. In Queens, the connection will require five soft ground tunnels using pressurized face tunnel boring machine. In Manhattan, the connection will require a series of rock tunnels and caverns connecting to two deep large station caverns under GCT to accommodate eight tracks with four platforms in a stacked configuration. The caverns housing train rooms are connected to the lower level of GCT where a large concourse will be provided. With a budget of $4.3 Billion, The East Side Access Project is the largest transportation project ever undertaken in New York City. This paper provides an overview of the project, discusses its environmental and the engineering challenges, and provides an insight into the design development to date.

Many of the major copper ore bodies throughout the world contain chalcocite (79.9% Cu) as the principal copper mineral, yet the grades of copper concentrates produced from these ores rarely exceeds 25 to 28% Cu and in one known instance went as low as 13%. The low grade has traditionally been attributed to the presence of "activated pyrite" and/or chalcopyrite, and the universal approach has been excessive regrinding with all of its inherent effects-high capital, energy and maintenance costs, excessive sliming, and concentrate filtration difficulties (high moisture content). E. P. Cadwell, former Chief Metallurgist for American Cyanamid Company, did extensive microscopical studies on several of these types of concentrates from South American operations during the 1950&apos;s and discovered they all had one common feature--the pyrite particles in the concentrate were all rimmed with thin films of secondary chalcocite or covellite. As far as a flotation bubble or reagent is concerned, a rim of chalcocite is the same as a solid particle of chalcocite, and as long as a rim is present, the particle is going to float. Upon examination of these rimmed particles under the microscope, it becomes quite obvious why regrinding will never solve the problem and why maximum increases in grade by this technique rarely give improvements in grade of greater than 3 to 5% Cu.

Slurry walls, also known as diaphragm walls, are commonly used as temporary and/ or permanent support of excavation for construction of shafts in soft ground. Through case history, this paper demonstrates economical benefits of disregarding long-term structural contribution of the slurry walls particularly in severe environmental condition. In addition, for temporary slurry wall shaft systems, possibility of using steel fiber, synthetic fiber or additives in lieu of temperature/shrinkage reinforcement is discussed with detailed analysis. Finally, the paper will be concluded by introducing unreinforced slurry wall shaft system using newly developed/patented concrete additive.
