The Coteau Properties Company's Freedom Mine is a surface lignite mining operation located near Beulah, North Dakota. As part of the mining process, Coteau removes and replaces thin layers of suitable plant growth material (SPGM) generally ranging in thickness between one and five feet. Historically, tractor-scrapers completed this work; however, rising tractor-scraper costs and increasing haulage distances sent Coteau in search of a lower cost method resulting in the acquisition of a backhoe/truck fleet in 1995.

To minimize SO2 emission and the particulate problem during combustion of high sulfur coal fines is to agglomerate these fines in the presence of limestone. At subsequent combustion process, the sulfur in coal is oxidized and reacts with calcined limestone to form calcium sulfate in ash, while the base carbon is converted to clean energy. Seventy percent of sulfur retention can be achieved at Ca/S mole ratio of 3 at a temperature range of 500-400°C. The sulfur fixation in agglomerates involves the complex mass transfer and multiple successive reactions. The rate expressions have been developed to describe the progress of sulfur fixation in the agglomerates during combustion.

According to Darcy's law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.

Asia is experiencing a growth market for industrial kaolins for use in ceramics, paper, plastics and other market sectors. Export and import data for the Asian countries reflects this growth with the Peoples Republic of China as the major exporter of clays and Japan the major importer. The growth in tonnage and product sophistication of kaolins produced on Belitung in Indonesia is typical of developments that are taking place in many locations in Asia. This region therefore presents opportunities for mineral processors and a challenge for the exploration geologist, the mineral processing engineer, the mineral economist and the marketing specialist.

Reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In this process, quartz is often floated with ether amines (R?(OCH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of quartz does not work well if a certain amount of slime is present in the ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the efficiency of iron ore flotation by the use of a new type of depressant for clay and iron minerals, Georgia Pacific (GP) clay binder. The GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It also helps depress hematite flotation due to its unique chelating action on iron ions. The results from this study show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing iron recovery to 78.15%, while the concentrate grade remained stable at 67.08%. This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

Accurate prediction of recoverable reserves are key to the development and planning of a mining operation. Recovery functions for tonnage, quantity of metal and ore grade are defined and two approaches for their estimation are proposed. The indicator kriging (IK) approach draws on the data rank orders, whereas the multi-gaussian (MG) approach relies on a grade multi-variate distribution hypothesis. Although based on different premises, both approaches yield remarkably similar--and accurate--estimates for recoverable reserves.

Recent research has demonstrated the utility of the FTIRIIRS adsorption density equation for in-situ study of surfactant adsorption phenomena at the surfaces of reactive internal reflection elements (IREs). The FTIR/IRS adsorption density equation is given by (formula) where r is the adsorption density, A/N is the absorbance per reflection, e is the integrated molar absorptivity, 4 is the bulk concentration of the surfactant, d. is the effective thickness, and dP is the depth of penetration. Previously, the validity of the adsorption density equation had been confirmed only from solution depletion measurements with high surface area powders. Now, FTIR/IRS studies of Langmuir-Blodgett (LB) monolayer films of fatty acid transferred to the surface of a calcium fluorite IRE .clearly validate the reliability of the FTIR/IRS adsorption density equation for quantitative analysis of surfactant adsorption. In addition, it was confirmed from the observed absorption band at 1550 cm-1 that the first monolayer of the transferred fatty acid chemisorbs at the surface of fluorite.

Economic geologists faced with the task of evaluating phosphate rock deposits find it necessary to deal with a unique and a lengthy list of geologic, chemical, and economic factors before they can determine whether the deposit does, or does not, constitute "ore". The underlying fact is that phosphate rock concentrate sells at a price per ton that is among the lowest for all mineral commodities. A recent going price for a standard grade (i.e. 72% BPL) phosphate rock concentrate F.O.B. Tampa is $6.00 per long ton. This compares with sand and gravel's price of about $5.00 and $8.00, respectively, per ton. In the case of many, if not the great majority of mineral deposits, the evaluating geologist needs to concern himself principally with the fundamental and classic considerations of tonnage and grade. Barring some very unusual metallurgical problem any geologist that finds say 50 million tons of 1% copper rock, or substantial tonnages of 0.7% U308 sandstone, pretty well knows he has an ore body! Certainly the evaluation of phosphate rock starts with tonnage and grade. Any rock with less than about 10% P205 in the ground is generally ruled out as ore, on the basis of grade alone. Since nearly all phosphate rock operations must be of the large-tonnage, low-unit-value type, the tonnage of new reserves, to be considered as "ore", ought to be in the 100-million + class. The prediction of damage to a structure that is to be undermined is generally a two step process. First, the expected ground movements (the displacements, slopes, curvatures, and strains) are estimated using available (often empirical) predictive methods or survey data from a site of comparable geology, topography, and mining geometry. Second, the prospects for damage to the structure are assessed by comparing the expected ground movements to tolerable limits, some of which appear in the technical literature as damage criteria. The inverse problem of relating observed building damage to causative ground movements involves essentially the same elements. In either case, the usefulness of published damage criteria to subsidence problems may be limited in all but the most elementary cases. This paper considers several cases where structural behavior and site specific details had to be taken into account in assessing the relationship between damage and ground movements.

Placing a detonating explosive inside a volume of rock is an efficient method of rock fragmentation. The explosion generates internal tensile stresses in the rock, and because rock is a brittle material, this brings about crack propagation and fragmentation far more efficiently than does application of explosive on the surface. To get the explosive inside, we drill a pattern of boreholes and charge the explosive into the holes. This is really the one and only purpose of making blastholes in mining: to give access for the explosive to the interior of the rock. No matter how big and expensive a drilling jumbo we stand up in front of a rock face, and no matter how many boreholes we let it drill, the rock does not fall apart by itself without blasting. It is the action of the explosive in the boreholes that does it. When we consider that we need a pound or two of explosive for every cubic yard of rock to be fragmented, and a pint of borehole volume for each pound of explosive, we see that the process of blasthole charging is an important element in the whole process of rock blasting.

Compared with the extraction of metals from minerals, the recovery of valuable metals from spent catalysts has the advantages of a simple process, a short production cycle, lower investment cost, and less environmental impact.

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. Block cutter machines have been extensively used in natural stone industry, which is a sub-section of mining industry. In this study, the costs occurring in plate losses cut from Bilecik beige marble with a circular saw block cutter machine have been predicted using Statistical Process Control (SPC) techniques. One of SPC techniques is Shewhart control charts such as mean control chart. These charts have been efficiently at determining the plate losses. The costs occurring in plate losses have been calculated by using the result of Shewhart control chart. Finally, this study presents the necessity and usefulness of SPC techniques in assessment of natural stone industry.

A flowsheet for the recovery of nickel and cobalt from laterite ores was developed. The flowsheet involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-I and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent-extraction plant and operating conditions were made.

The Huari-Huari ore body is located in Southern Bolivia, at an elevation of approximately 3,800 meters above sea level. The ore is a complex massive sulfide, slightly marmatitic sphalerite, in a fault fissure filled hypo- thermal vein in Paleozoic shales and quartzite-altered sandstone. The sphalerite has common associations with pyrite and quartz and is frequently intricately intergrown with stannite, chalcopyrite, and pyrrhotite. The sphalerite also contains numerous inclusions of pyrite, marcasite, galena, boulangerite, jamesonite, quartz, arsenopyrite, and cassiterite. A research program was undertaken to develop a flowsheet for the recovery of separate silver, zinc, and tin concentrates by selective flotation. Based on this experimental work and subsequent flowsheet development, engineering and construction of a 500 metric ton per day concentrator was undertaken. This paper describes the process that was developed for the Huari-Huari ore and the unique aspects of the Huari-Huari concentrator.

The current economic climate of low commodity prices and increasing costs has put a lot of pressure on mining companies to ensure their operations will survive through the current economic downturn. While history tells us that the cycle will turn around and prices will go back up again, how many mining companies will be left to take advantage of the next upturn? On average in Australia, the maintenance of mining equipment accounts for up to 50% of operating costs; which equates to nearly $15bn per year. In addition to trying to boost productivity, mining companies are also putting a lot of pressure on reducing costs; all with the intention of maintaining/increasing profit margins and thereby keeping shareholders ?happy?. The whole premise of our economy is based on ?growth? and ?profits?. Movements in the market place force mine owners to ?react? to short term fluctuations. And if that movement is downward; operations people at the sites are forced to start reducing costs. Is this cost reduction done in a logical, systematic way where all risks (short-, medium- and long term) are considered? Invariably, the answer is no! Short term ?fixes? are normally implemented with little, or no, regard for medium- and long-term impact. And the reason for this is that management is not fully focused on the long term; focus is mainly on survival. Decision making is driven by shareholder sentiment and history tells us that this is largely short-term. So given these paramteres to work within, what role can ?Asset Management? play in assisting management to meet shareholder and market requirements whilst still maintaining long-term viability of their operations (to the long-term benefit of shareholders dare I say). As maintenance costs account for nearly half the operating costs of mining companies; the ?smart? management of assets is not only crucial; it is essential for survival in today?s economic climate. What is asset management? Asset Management, according to the UK-based Institute of Asset Management (IAM) is ?the systematic and coordinated activities and practices through which an organization optimally and sustainably manages its assets and asset systems, their associated performance, risks and expenditures over their life cycles for the purpose of achieving its organizational strategic plan.? How important is asset management in today?s mining companies? IAM goes on to say: ?This definition of asset management represents a significantly greater scope than just the maintenance or care of physical assets, and is closer to the central purpose of an organization. Good asset management considers and optimizes the conflicting priorities of asset utilization and asset care, of short-term performance opportunities and long-term sustainability, and between capital investments and subsequent operating costs, risks and performance. ?Life cycle? asset management is also more than simply the consideration of capital costs and operating costs over pre-determined asset ?life? assumptions. Truly optimized, whole life asset management includes risk exposures and performance attributes, and considers the asset?s economic life as the result of an optimization process (depending upon the design, utilization, maintenance, obsolescence and other factors).?

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The future phosphate rock deposits in South Florida contain a significant fraction of dolomite. The high MgO content of the rock is undesirable in the production of phosphoric acid. Several flotation schemes have been attempted to separate dolomite from phosphate rock. Alternately, Selective Flocculation process has been suggested to separate dolomite from apatite. A high MgO content rock was simulated by a 30:10:60 synthetic mixture of apatite, dolomite and silica. Single mineral selectivity was observed in the mixed mineral systems apatite-silica and dolomite-silica with Polyacrylic acid (PM) and Poly(ethylene oxide) (PEO) flocculants respectively but not realized in apatite-dolomite system with PEO flocculant. Heteroflocculation, suspected to be the major reason for loss in selectivity, was minimized by addition of a Site Blocking Agent (lower molecular weight fraction of PEO). Process parameters such as size reduction schemes, flocculant/SBA dosage, and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed mineral tests was translated into the ternary mixed mineral system, viz. apatite-dolomite-silica. In this presentation surface chemical characterization of the samples and their flocculation behavior will be discussed.

Total world energy consumption is projected to continue its strong growth of recent years. Because coal is the most abundant fossil fuel, it will likely remain an important energy source, particularly for power generation, into at least the early years of the next millennium. Clean coal technologies are available today that can economically reduce air pollution, primarily SO2 NOx and particulates, and for the higher efficiency technologies, CO2, from power generation. U.S. Department of Energy analyses show that the adoption of clean coal technologies could decrease carbon emissions worldwide while creating a strong export market with attendant creation of jobs in the U.S.
