Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. Although, one may see many similarities in the fundamentals of the various risks that must be evaluated in lending to any specific project, one of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. If we assume that it is necessary to finance independent projects of ore bodies of industrial minerals for development, the financing techniques are similar to the fundamentals that we would use for financing coal projects or metaliferrous deposits. Therefore, let's begin by redefining project financing in the traditional banking or private sector area, and then in the later development of this paper, we will apply these techniques to industrial minerals in general and cite it with several specific examples.

In recent years the widespread problems of air and water pollution generated by both population and industrial expansion have become a major public concern. Therefore, many municipalities are striving to achieve more efficient wastewater treatment processes so these wastewater's can be reintroduced into the waterways of our nation with little or no detrimental effects on the future beneficial use of that water. With this, improved treatment comes an ever increasing volume of wastewater sludge which must be disposed of in a manner of minimal impact on the environment. Furthermore, with demand for energy continually accelerating in this nation, our concern over high oil prices and our increasing dependency on foreign oil sources, there has been an ever growing interest in the largest energy source that are nation has, coal. However, surface mining of coal can cause many environmental problems when adequate precautions are not faithfully adhered to. These problems include water pollution from silt and/or clay erosion and acid runoff, produced by oxidation and hydrolysis of pyrite; i.e., FeS2 + 3/02 + H20 + FeSO4 + H2SO4. One method of wastewater sludge disposal which can utilize large volumes of sludge for a beneficial project that may not compound our environmental problems is spray irrigation, to either depleted farmland or to abandoned strip-mined soils. Sludge is characteristically high in organics, as well as having near neutral to alkaline pH properties. With these two qualities it possesses a potential for neutralizing acid strip mine spoils, which would enhance the establishment of a vegetative ground cover. The electric arc furnace has characteristics which make it attractive for a number of metallurgical applications. Some of these characteristics are: high thermal efficiency, the possibility of attaining very high temperatures, low off-gas volume compared to fuel-fired furnaces, no impurities are introduced by the heat source, and impurities in only minor amounts are introduced by the electrodes. It also has disadvantages, the chief ones being the relatively high cost of electrical energy compared to fossil-fuel energy and the fact that, when oxide ores are smelted using carbon as reductant, the off-gases emitted are rich in carbon monoxide. As in many other pyrometallurgical processes, fumes and dust are emitted from melting or smelting operations. In many installations, some or all of the off-gases are flared, thereby wasting their energy and contributing to atmospheric pollution. During the last eight years, a shaft-electric furnace has been under development at the Mines Branch, Department of Energy, Mines and Resources, Ottawa, Canada. This project was initiated to try to overcome, or at least minimize, the disadvantages of the electric furnace. Experience on other projects, prior to the beginning of this program, had indicated that preparation of the charge materials, for example by sizing raw ore, sintering concentrates and crushing and sizing the sinter, or agglomerating concentrates into uniform-sized pellets, could make a substantial contribution towards achieving success in arc-furnace smelting projects; This entire

The load carrying capacity of oil shale pillars excavated by conventional blasting, presplit blasting, and mechanical mining is evaluated. The study was based on a comparison of in-situ vertical stresses and fractures obtained from overcoring horizontal holes in the Colony Mine, Piceance Creek Basin, Colorado. Results indicate that conventional blasting causes a zone of damage approximately 3 m (10 ft) thick with low stress distributions. Presplit blasting reduces damage significantly, and increases the load carrying capacity in the 3 m (10 ft) thick zone by 5.93 MPa (860 psi). Mechanical mining causes little or no rock damage, and an increase of 9.83 MPa (1425 psi) in strength in the same 3 m (10 ft) thick zone. An example of pillar design is given showing that the use of presplit blasting and mechanical mining techniques can increase the extraction ratio by at least three and five percent, respectively, as compared to conventional blasting. It is speculated that comparable increases in extraction should also occur due to increases in span dimensions.

A number of private companies and universities have developed computer programs which can be used to simulate surface coal mining by dragline. In this paper, we briefly discuss the concept of computer simulation, compare these computer programs with each other, describe the major changes required to convert these programs to an IBM computer system, and analyze their sensitivity to inaccurate input data. We also present a summary of the required data input for each program, core storage requirements, and output results. Sources for obtaining these programs and their documentation are listed at the end of the paper.

This paper covers the construction and operation of the Grate-Kiln system at the Humboldt Mine. The mine concentrator and pellet plant are located approximately 14 miles West of Ishpeming, Michigan, on the Marquette iron Range. Production of pellets began in mid-July, 1960.

The Electric Power Research Institute Energy Supply Program is developing coal supply forecasts. By coal supply forecasts I mean the future relationships between coal price and production levels. A representative supply curve is shown in Figure l. It will make the rest of my presentation clearer if at this point I give you some background about EPRI and the Energy Supply Program. EPRI is funded by the nation's electric utility industry to develop new technologies for the production and conservation of electricity. Most of the research is conducted by outside contractors. We participate in joint projects with the Department of Energy and other organizations. The Energy Supply Program is one of three "economic" programs. The other two are Energy Demand and Conservation, and Systems. The Systems Program's main function is to provide the means to integrate the output of the other two Programs. The primary function of the "economic" programs is to provide information pertaining to future energy prices, availability, requirements, etc. to the EPRI personnel planning R&D programs. A secondary role that is becoming more and more important is providing information of direct use to the electric utility industry. I should note that the results of all EPRI's contract work are available to the general public. A "Coal Supply Analysis System" is being developed for EPRI by Charles River Associates. To the extent possible it will draw upon existing work, but much additional work needs to be done in the area of coal supply economics.

In collaboration with Kennametal Inc. and corry rubber corporation, the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a drill bit isolator to address noise overexposures associated with roof bolting machines in underground coal mines. NIOSH laboratory studies confirmed that the drill bit isolator reduces noise during drilling. Field studies were needed to confirm that a noise reduction could be obtained under working conditions and that the device was sufficiently durable. This paper reports results of field tests of the device conducted at five underground coal mines. Noise reduction was assessed by comparing the operator?s noise exposure during drilling with and without the drill bit isolator. Durability was assessed by recording the number of holes and total feet drilled with each bit isolator until either the test period ended or the device failed. The results from these tests showed that the device is an effective noise control in a mine environment. The field-tested drill bit isolators provided a noise reduction of 3-5 db(A). Of nine devices tested for durability, five exceeded 610 m (2,000 ft) drilled and two exceeded 762 m (2,500 ft) drilled before failure. Durability issues found in the field tests led to final production optimizations that have resulted in a commercially available product for drilling with 35-mm- (1.3-in.-) diameter roof bits and hexagonal drill steels.

High temperature pressure oxidation (>190°C) is a wellrecognized and versatile metallurgical oxidative pre-treatment process commonly used to liberate gold from refractory sulfide ores and concentrates. The pressure oxidation of refractory gold ores was first commercially applied in 1985, at Homestake Mining Company’s McLaughlin mine in the United States. Since that time numerous refractory gold and other high temperature pressure oxidation facilities have been built throughout the world. The design of each facility was met with unique challenges and opportunities which have led to an array of plant configurations, pressure oxidation autoclave sizes, and sulfide oxidation capacities. This paper presents a historical review of high temperature pressure oxidation operations and current projects in execution with a focus on the autoclave vessel design, circuit configuration, and unit sulfide oxidation capacity as a basis for characterization and comparison.

INTRODUCTION Heat stress continues to be a safety concern in underground mining. This is due to a number of reasons including increasing depths of mining, increased levels of heat generated from machines, ventilation systems being constrained from providing suitable levels of airflow and others. In order to assess if a thermal environment is safe for miners under normal or modified work arrangements, or to specify stop work conditions a heat stress index is used to guide decisions. Historically, a number of heat stress indices have been developed and applied in underground mines. These can be classed under three broad headings; single measurement, empirically based and rational indices. Do any of these indices perform better than the others? Which one allows simple determinations and decisions to be made in the mine? This paper aims to provide answers to these questions by comparing and contrasting three indices; effective temperature (ET), simple air cooling power (ACP) and Thermal work limit (TWL) for a range of typical mining wet and dry bulb combinations? The paper concludes with the identification of areas for future research. BACKGROUND Heat stress causes discomfort, increases physiological strain, decreases productivity and performance, and contributes to increased incidents [1]. Effective management and control of heat stress is particularly important in mining where hot working conditions are very common [2]. Heat stress index is a common indicator that is used by mine safety advisors and managers to guide decisions about safe work practices in mining under normal or modified conditions. According to Howes and Nixon [3] A safe heat stress control strategy for an underground mine has three elements: • Application of an environmental measure which reflects physiological strain with sufficient accuracy for the range of conditions encountered underground. • Acceptance of a functional relationship between the environmental measure and human performance which is used to optimise the environmental conditions achievable with either ventilation or ventilation and refrigeration. • A management control strategy based on the environmental measure which is designed to ensure that work in environments where excessive physiological strain may occur is prevented and corrective action is initiated. The link between these elements is an environmental measure that reflects the physiological strain a worker is subjected to. Since the turn of the twentieth century various indices of thermal stress have been developed (McPherson [4], Howes and Nixon [3], Brake [5]). In selecting a suitable environmental measure or index one problem that must be addressed is the ease with which it can be physically obtained relative to it accurately reflecting the physiological strain. No index can be universally applied and there is no single correct measure or index. However if an index has provided adequate control in a particular circumstance, then it can be regarded as correct for that situation.

It is a common observation that objects having, different; temperatures exchange energy by radiative transfer. The quantity of radiant energy emitted by an object is a definite function of its temperature. Therefore, a measurement of emitted radiation, by means of a calibrated radiometric instrument, provides a temperature measurement without contacting the emitting object. The physical laws describing radiant energy transfer and their application to remote temperature measurement form the substance of this paper. The energy radiated by bodies having temperatures up to 4000°C is largely in the infrared spectral region. The infrared spectral region is that part of the electro-magnetic spectrum having wavelengths longer than visible light and extending to the microwave region. The wave-lengths range from 0.7 micron (1 micron = 10-4 cm) to 1000 microns. In general, infrared radiometry deals, with the methods of measuring energy flux in the 1 to 15 micron region of the infrared spectrum.

MFIRE, the mine-fire simulation program of the U.S. National Institute for Occupational Safety and Health (NIOSH), is widely accepted as a standard for assessing and predicting the impact of a fire on the mine ventilation system and the spread of fire contaminants in coal and metal/nonmetal mines. MFIRE has been used by U.S. and international companies to simulate fires for planning and response purposes. It is a dynamic, transient-state, mine ventilation network simulation program that performs normal planning calculations. It can also be used to analyze ventilation networks under thermal and mechanical influence, such as changes in ventilation parameters; external influences, such as changes in temperature; and internal influences, such as a fire. The program output can be used to analyze the effects of these influences on the ventilation system. Since its original development by Michigan Technological University for the former U.S. Bureau of Mines in the 1970s, several updates have been released. In 2012, NIOSH completed a major redesign and restructuring of the program with the release of MFIRE 3.0. MFIRE’s outdated Fortran programming language was replaced with an object-oriented C++ language and packaged into a dynamic-link library. However, the MFIRE 3.0 release included no change or improvement to the fire-modeling algorithms inherited from its previous version, MFIRE 2.20. This paper reports on improvements that have been made to the fire-modeling capabilities of MFIRE 3.0 since its release. These improvements include the addition of the t-squared fire as a new fire-source model and the ability to include available heat-release-rate versus time data, the addition of a moving fire source for conveyor-belt fire simulations, improvement of the fire location algorithm, and the identification and prediction of smoke-rollback phenomena. All of the improvements discussed in this paper will be included in MFIRE 3.1 and released by NIOSH in the near future.

"The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

In the last decade or so, the importance of effective preventive maintenance controls and practices has taken on a new and accelerated emphasis. Advances in technology and changes in equipment and product designs impose more precise and demanding standards of quality, productivity and customer service at a very rapid pace. Daily, it is becoming more apparent that in order to fulfill current requirements, existing manufacturing practices and associated control programs must also be upgraded and expanded. This is particularly true in the field of maintenance services. As production and quality standards become more demanding, effective equipment maintenance takes on more importance and becomes more difficult to sustain. In modern plants, the failure of a single equipment component can shutdown a complete production line causing interruptions to operating and shipping schedules that result in costly downtime, dissatisfied customers, and reduced profits. These costly experiences can be minimized with an effective maintenance program that provides maximum equipment reliability and minimum downtime and readily adapts to revision and change. "The National Institute for Occupational Safety and Health (NIOSH) recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with mediumsized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in the present study: a 15.2-cm (6-in.)-wide shelf; a 7.6-cm (3-in.)-wide shelf; and a 7.6-cm (3-in.)-wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1 and 1:1 were evaluated for the 15.2-cm (6-in.)-wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. IntroductionSurface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1 percent of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples).• 5.8 percent of rotary drillers were overexposed to respirable silica dust (nine out of 155 samples).• 7.3 percent of drill helpers were overexposed to respirable silica dust (three out of 41 samples).• 7.5 percent of blasters/shotfirers were overexposed to respirable silica dust (three out of 40 samples)."

The most perplexing problem that has confronted mining engineers since the dawn of mining has been strata control. For the purposes of this paper, strata control will be defined as control of ground in the immediate area surrounding the, mine opening. To prevent movement of the surrounding strata into underground mine openings, miners have traditionally relied upon some type of artificial supports placed within the openings and located in a manner determined by trial and error from previous experience. Without the means to measure changes of stress in the supports and within the mine structure itself, an evaluation of the efficiency of the supports and mining system was impossible. Strata control thus remained an art with very little application of science. During recent years a revolution has occurred in mining. The modern mining engineer is contented no longer-with trial and error methods but is utilizing all the technological information at his command to obtain a solution to this age old problem. However, serious problems have arisen due to the lack of certain basic knowledge in three important areas: 1, The original stress distribution within the earth strata prior to mining. 2, Redistribution and concentration of the original stresses with mining activity. 3. The properties of rock that are significant in failure and its prevention.

Viewed abstractly, a mill may be defined as a mineral processing facility located somewhere between the mine and the tailings storage area, Just how mining operations and the demands of tailings storage affect mill design is, the subject of this paper. At the outset, it will be readily acknowledged that no two installations can, or ever will be the same. At one extreme is the bucket line dredge where the distance between the ?mine? and the tailings area is measured in terms of tens of feet. At the other extreme, the large open pit copper mines are frequently spread across twenty, miles or so of countryside with the ore moving to the mill, as exemplified by the operations at Bingham Canyon, Ray, or Ruth - the "upstream" counterparts of Garfield, Hayden and McGill. In each of these cases, mill location was largely determined by requirements for tailings storage and/or water supply.

Certain hydrologic parameters are affected by development of a mine. These include the area, yield, and storage in a watershed. Alteration of these parameters results in variations in lake levels and stream flow rates and in changes in ground water elevations and gradients. These factors have become increasingly important in light of present environmental design standards and government regulations. Mitigation of adverse hydrologic impacts can be costly and can create operating constraints which complicate the mining process.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time.
