"INTRODUCTION AND OBJECTIVES Long rail tunnels require in most cases powerful mechanical ventilations. Besides requirements related to normal operation and maintenance, operational safety always requires a high level of smoke management. Identifying the optimum ventilation concept is essential for achieving proper performance and safety while keeping investment and operational cost at a reasonable level. For the purpose of the present paper, long tunnels have a length of typically 20 km or more. This is related to the European classification of trains (TSI 1303/2014), where the maximum distance from the portals to a firefighting point and between firefighting points is limited to 20 km (only category B passenger rolling stock allowed) or 5 km (general case). From TSI 1303/2014 it can be concluded, that tunnels over 20 km require in any case emergency stations with complex mechanical ventilations. Based on the experience arising from a number of recent projects in the European area, including in particular Gotthard (GBT), Lötschberg, Lyon-Tourin (LTF), Brenner (BBT) and Gibraltar, safety-relevant issues related to the ventilation of long railways tunnels are reviewed in this paper. Amberg Engineering is directly involved in these challenging design tasks and can provide first-hand experience and know-how. As a particular highlight, special attention is devoted to the longest tunnel worldwide, the 57 km long Gotthard Base Tunnel, which will be commissioned in 2016. THE GOTTHARD BASE TUNNEL Overview The Gotthard Base Tunnel will be commissioned in 2016 (official inauguration on the 1st of June and beginning of regular operation on the 11th of December) and will be the worldwide longest tunnel. Its complex and powerful ventilation system is very representative for many other long tunnels and is used as reference in this paper. Therefore, a few key characteristics of the Gotthard Base Tunnel and its ventilation system will be described in some detail in this initial chapter. The Gotthard Base Tunnel (GBT) consists of two single-track tunnel tubes with connecting galleries every 312 meters. Two so-called multi-functional stations (MFS), located at roughly 1/3 and 2/3 of the tunnel length, host the key equipment for normal and for emergency operation. At these locations, double crossovers allow trains to switch from one tunnel tube to the other. An emergency station is located in each multifunctional station, allowing trains to stop in case of emergency. The general layout of the GBT is presented in Figure 1."

To fully utilize a ventilation simulator as a planning and production tool, the network database must keep pace with mining progress. By using AutoCAD's attribute-definition function, the branch data and node coordinates can be stored as part of the branch-diagram file, and updated with the drawing. Attributes are drawing entities that contain text which can be extracted in a standard spreadsheet format or as an ASCII text file. The data can be subsequently loaded into a ventilation simulator with plotting capabilities, such as VNETPC. This paper presents the methodology for using AutoCAD's attribute feature in a ventilation simulation.

Personnel at the Jet Propulsion Laboratory (JPL) are studying the technology and applications of salt-gradient solar ponds (see below) for both electrical and thermal energy generation. The brine extraction and processing site operated by the Kerr-McGee Corporation at Searles Lake, California, offers ideal conditions for economic construction of solar ponds. Furthermore, since rising conventional energy costs adversely affect the economic recovery of brine by the present process, this site was selected for a study on the feasibility of integrating the solution mining of trona (Na2CO3?NaHCO3?2H20) in the lower salt with solar ponds for heating. The major emphasis of this study was to determine whether inexpensive thermal energy available at the brine extraction site would be useful in extracting increased mineral value from the resource. The present operation, which involves the simple extraction of the complex brine and its processing at the adjacent plant, is sometimes referred to as solution mining. Since the concept discussed in this paper involves injecting a heated sodium sulfate brine to dissolve carbonate underground, the proposed scheme is referred to as "enhanced" solution mining. "One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. A quality assurance program consists of all those activities aimed at providing confidence to the purchaser that the suppliers quality system will provide a product that will satisfy the purchaser's stated quality requirement. An organizing principle is necessary for prioritizing the quality control activities of quality personnel in the face of a myriad of technical possibilities, data-analytic applications, and an overwhelming number of possible activities promoted in the literature and by quality "gurus". The organizing principle I like is that quality assurance exists when those involved in the quality process: (1) know what they are supposed to do, (2) can tell if they are doing it and are set up to continue doing it and, (3) if they are not, they can remedy the situation in a timely fashion. Any incremental activity which facilitates this organizing principle is a continuous improvement activity. That activity which has the chance to facilitate this principle to the greatest extent is the next one to work on. In these days of lean corporate and regional staffs it is as important to know what not to work on as it is to know what to work on. In this paper I shall discuss in general terms the implications of this organizing principle for the design of Quality Assurance (QA) Programs for coal mines and also provide some comments about the application of Statistical Process Control (SPC) methodologies in the coal industry.

A system, such as a mine production system or a mine ventilation system which includes the movement of commodities or some material between decision points may, in many instances, be effectively modelled as a network. Mining has often been characterized as primarily a materials handling function. To a great extent this is true, even though it is an over simplification of all the activities involved in a mining operation. Accepting the materials handling characterization of a mining operation permits the extension of the characterization to a flow process. That is, the ore flows from the mining face through the mining phase (excavation & loading, hauling, dumping) through the milling phase (crushing, grinding, recovery) through the smelter phase and finally to marketing. With this concept it is possible to depict a mining operation as a simple network. For example consider an operation consisting of two mines (A and B) with mills at each mine (MA and MB) with the possibility open to treat ore from mine b at mill NB, but it is not feasible to treat mine B ore at MA. The product of both mills is sold.

"A supply of sustainably sourced rare earth elements (REEs) is critical for several high-tech industries, renewable energy technologies, and defense applications. Recent studies have shown that REEs exist in coal and coal combustion byproducts at elevated concentrations and in quantities that could meet domestic demand. Despite these promising findings, declines in rare earth prices, volatile commodity markets, and challenging geo-metallurgical conditions have jeopardized this potentially valuable REE resource. While the dilute REE concentrations inherently necessitate low-cost separation technologies, the ultimately operating cost threshold for economic extraction must be based on commodity price projections and market demand. In this paper, the micro-pricing principle is used to develop a rigorous economic model assessing the inherent value of REEs in coal materials. This model is based upon basket pricing of individual elemental oxides, and elemental distributions of coal samples from various basins. These results may be used to assess the economic viability of potential REE concentration and refining technologies INTRODUCTION Recent efforts by US Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) have suggested that rare earth elements (REEs) may exist in coal and coal byproducts at concentrations suitable for economic extraction and processing. While the knowledge of REE occurrence in coal material dates back over 50 years, recent supply restrictions and material criticality considerations have prompted a national interest to establish a sustainable domestic supply of REEs. REEs are not “rare” in the sense of crustal abundance; however, few natural processes lead to concentrated ore deposits. As a result, the elevated concentrations found in coal material may provide a potentially promising resource for these materials. While the term “rare earths” is often used to describe a singular concept, the 15 rare earth elements actually have varying and sometimes contrasting scarcity and cost profiles. Various authors have proposed classification systems to provide information on REE criticality (e.g. Seredin and Dai, 2012, Zhang et al., 2015). The most straightforward classification is provided on the basis of geochemistry with designations for “light”, “medium” and “heavy” rare earths. Light rare earths (those to the left of the periodic table: Ce, Pr, Nd, and Sm) tend to be more common and less valuable when compared to their medium (Eu, Gd, Tb, Dy, and Y) and heavy (Ho, Er, Tm, Yb, and Lu) counterparts. While light rare earths are often found in traditional ore deposits at economic concentrations, the heavier rare earths are almost exclusively found as ion-absorbed clays (Seredin and Dai, 2012)."

This paper is based on the philosophy that the management structure and strategy required for mine construction and development projects are different from that required for routine production and maintenance operations in a mine. The purpose of this paper is to present an integrated approach to the management of mine development projects. This paper highlights the four major aspects of the integrated approach. First, a brief review of the various types of contract documents is provided. Second, the management organization of a project is discussed. Third, the project manager's role and the field supervisor's responsibility are briefly outlined. Finally, the use of scientific techniques for planning, scheduling, executing, and controlling projects is presented. Each of these aspects is important; however, each by itself cannot be expected to bring order or unifying impact to the complexities involved in overall project management. When all these aspects are coordinated, the result will be a sore successful project from conception to completion.

Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. This evaluation may occur after anew control system has been commissioned. In other cases an existing plant which is operated manually may be automated only In part in order to determine In ether the met of it should be. Finally. in some instances dynamic isolation my be used prior to installation of the control system to determine the strategy to be used or to evaluate the improvements In process performance expected from automatic control. This paper describes the development of a methodology for making these evaluations. In order to obtain an accurate assessment of Improvements In a short time, statistical methods can be employed. Mineral processing plant, are subjected to many types of both random and deterministic disturbances of various duration. The statistical method, available for process control at analysis are designed to counter the obscuring effects that random disturbances have on such as evaluation. The basis for evaluation and comparison is some freely chosen measures of process performance termed the performance index or objective function. The experimental data used to calculate the performance index should, if possible, be collected by alternately running a circuit Or plant with the two or more type, or control being tested ("serial testing”) or more preferably, by running two circuits with the two type, of control side by side ("parallel testing") . The performance index is a random variable so that when comparing two types of control, statistical hypothesis testing must be used. By testing s hypothesis statistically one accept, or reject, a (null) hypothesis [ ] concerning the mean or variance of one or more performance indices. For example, a hypothesis Ho might be that the mean of a performance index with stabilizing control is larger than with manual control. Defining a Performance Index The performance index, denoted by [ ] , is a measure by which alternative strategies or situations my be cam peered on either s technical or an economic basis (see Table 1). Technical measures are concerned with the effects of control on process variables or outputs or on the deviations of controlled variable, from their setpoints. For commotion circuit, important technical measures of performance are throughput, product fineness and the consumption of liners, media and electrical energy. For flotation circuits important technical .satires are recovery, grade and reagent consumption. Economic measure such a, cost and profit n usually determined from a combination of technical measures and are usually the final factor upon which a decision may be made, although a control system my achieve higher values of technical measure , the control effort expended my be of such magnitude that the economic measures, such as cost, are poor. Running Comparisons Comparison, between automatic and manual control are normally done with data obtained before and after control system Installation, unless ore characteristics remain the same during the period of data collection the results will be biased. By running the test circuit with the control system alternately turned on and curled off until all possible ore type, have been run through the circuit, unbiased result, can be obtained. This mode of testing is termed “serial testing.” An alternative and potentially more powerful and quicker made of testing is "parallel testing" in which two circuits, one with the type of control being tested and one without, arm run aide by side. In this type of testing both circuits process the same ore so that valid results occur sooner than with aerial testing. The data may be averaged before testing or the differences in the performance indices may first be calculated before averaging. However, the two circuits must be nearly identical in their mechanical characteristics otherwise differences other than the degree of control will bias the results. It mechanical differences exist than it my be necessary to adjust one or the circuits prior to testing. Sometimes it is possible to correct far mechanical differences based on Inherent efficiency calculations made with a model. Hypothesis Testing Once the data is collected, hypothesis fencing can be carried out to determine if the automatic control system has resulted in a statistically significant improvement. The industrial processing of ores containing precious metals such as gold is generally very mining site specific, e. g. McQuiston and Shoemaker (1985), vanZyl et. a1. (1988), Fuerstenau and Hendrix (1990), and Hausen et. a1. (1990). The variety of various mineral processing techniques employed is extensive and includes size reduction, size classification, gravity separation, roasting, cyanidation, chemical and/or bacterial leaching, ion exchange and/or solvent extraction, and froth flotation. Gold occurs in the earth's crust on the average in very low concentration estimated by various sources to be between two and five parts per billion. For a specific ore deposit to be considered as an economic source of gold, generally a concentration of near one part-per million (one gram / Mton) or more is required. From a mineralogical viewpoint, gold often occurs in its native or free form. However, it can also occur as gold compounds of telluride, antimony, and selenium contained within either sulfide minerals such as pyrite, arsenopyrite. and pyrrhotite or, to a less extent, within silicate, oxide, and carbonate minerals. In many locations, alloying of gold with silver is found. The optimal processing method for recovering gold is determined by many factors such as the mineralogy of the gold bearing minerals as well as the associated mineralogy of the gangue minerals, the type of liberation profile of the gold bearing minerals upon' size reduction, and the particle size of the gold itself. Free or native gold particles can vary in size from the extreme of large nuggets to very finely disseminated gold associated in a complex sulfide mineral matrix. Typically free gold particles of several hundred microns or larger are efficiently recovered by one or more of a number of gravity based techniques due to the large specific gravity differential of gold (19.3 to 15) versus typical gangue minerals (5 to 2.7). When gold is associated with a sulfide (usually pyrite) matrix, historically most industrial plants involving size reduction and subsequent liberation have operated in a size range of 50 to 80 percent less than 75 microns. Grinding finer than this has been normally not economical unless the ore has a high gold content in the feed ore.

The proposed weighted ensemble models performed better than benchmark models in predicting truck productivity, providing a new means of solving complex data and improving mine planning and decision-making.

"The Gateway Trans-Hudson Partnership (GTHP), a joint venture of WSP USA, Inc., AECOM USA, Inc, and STV Incorporated, is providing preliminary engineering services to Amtrak for the Hudson Tunnel project as well as supporting the NEPA process for getting the record of decision (ROD). This preliminary engineering design effort by GTHP includes geotechnical exploration and laboratory testing, design of structures, tunnel contract packaging and procurement planning.The Hudson Tunnel Project includes the construction of a new Hudson River Tunnel system and rehabilitation of the existing North River Tunnel. The new tunnel system will be constructed south of the existing North River Tunnel, from North Bergen under the Palisades to Hoboken in New Jersey, below the Hudson River, and connecting directly to Penn Station in New York (Fig. 1). The tunnel system is configured as two single-track tubes, intermediate ventilation shafts and cross passages in compliance with NFPA- 130 requirements. The adjacent surface alignment west of the Palisades will be constructed on viaducts, embankment and retained fills. The existing North River Tunnel (Fig. 2) consists of two single-track, electrified rail tunnels extending from tunnel portals in North Bergen, New Jersey to Penn Station in New York. Completed in 1910 by the Pennsylvania Railroad, the tunnel opened at the same time as Penn Station and the four, single-track, East River tunnels that connect Penn Station to Queens and onto Long Island and New England, respectively. Both tunnels in the existing North River Tunnel were inundated with brackish river water during Superstorm Sandy (Fig. 3), resulting in the cancellation of all Amtrak and NJ Transit service into New York City for five days. After the brackish water was removed from the tunnels, the residual chlorides and sulfates have had on-going detrimental impacts on the interior concrete and rail systems."

The national Institute for Occupational Safety and Health (NIOSH), Office of Mine Safety and Health, Ground Control Engineering Branch is investigating the use of shotcrete in weak rock mass mines with the objective of reducing fatalities and injuries resulting from rock fall accidents. When shotcrete is used as part of a multi-element ground support system, it is necessary to know when the material has developed a compressive strength of approximately 1 MPa (145 psi), the early threshold for safe re-entry of miner and machine into shotcreted mine workings at this value, the material has developed enough strength to be self-supporting and to allow for installation of other ground support components that require drilling of the shotcrete layer without degradation. NIOSH researchers have developed methods and portable test equipment to measure shotcrete strength on site in the first six hours after application using a partial beam test standard, a STM C 116-90 (1990). These advances were demonstrated in tests with five commercially available shotcrete mixes, sprayed as dry shotcrete using field expedient methods and equipment. The strength values from these tests allowed for real-time identification of the early strength threshold and were consistent with strengths reported using laboratory-type equipment. Measuring the early strength properties of shotcrete directly at the mine site can improve mine safety by identifying appropriate re-entry times and providing a convenient means of conducting on site quality control during shotcrete applications.

North River Energy Company a previous subsidiary of Republic Steel Corporation commenced development of the Number One Mine in mid-1972. The mine is located in West Alabama and presently employs a total of 632 people. Production capabilities have increased to 1.4 million clean tons of steam coal per year with the newly purchased Longwall System. Washer recovery averages 57 percent. The seam being mined is the Pratt or Corona with an average height of 52 inches and an average cover of 540 feet. The immediate roof is laminated sandstone and the floor is composed of a hard fireclay. Total production out of the mine is provided to Alabama Power Company under a longtime contract.

An ongoing problem for industry in Korea is effective removal of heavy metals from and safe disposal of spent power plant fly ash. This research endeavor attempts to develop selective separation of Ni from leach liquor using a selective chemical precipitation method. The research was conducted by changing two variables, the pH and the concentration of ions in solution. The effect of other ions present in the system on the separation efficiency of Ni species was also investigated by adjusting OH and NH3 concentrations. In the pH range of 7-9, the chemical precipitation method produced a high yield of Ni by precipitation from the fly ash leach liquor.

As one begins to contemplate the organization of a talk with the title "Iron Ore - The Permanent State of Evolution," the main divisions appear to be the past, the present, and the future. But distaste for repetition of the present production achievements, which scarcely need additional description on this occasion, soon leads one to the conclusion that a more appropriate division of the subject is simply the past and the future . . . with emphasis on the future. We are working in the present, but it can only be understood by what has taken place in the years and decades gone by, and/or under what terms we will have to face the future. Evolution is more often thought of as a steady change - but steady change is really the product of revolutions, sometimes making headlines but often unnoticed at the time. With hindsight, we recognize the great importance of the emergence of the Bessemer converter and the open hearth and the vast influence that both have had on steel making and the changing ore demand. In this country we also see schooners opening the era for lake transportation of iron ore from Michigan to Take Erie. Later, steamships haul the ore from the Mesabi Range to the steel centers of the country. In order to take full advantage of the inland seaway, there had to be revolutions in ship design, loading and unloading facilities and channel and lock development. Full scale utilization of the resources of the Mesabi Range, itself, required parallel upheavals such as the development of new production equipment, and substitution of modern forms of energy for horsepower, and, yes, manpower, as well.

The Copper Flat Property is located approximately 6 miles NE of the small town of Hillsboro in Sierra County, N. M. (Fig. 1). Hillsboro was the center of considerable mining activity in the late 1800's and early 1900's following the discover, of gold bearing vein deposits and later discovery of, placer gold along the east slopes of the Animas Hills. The Copper Flat orebody is a porphyry type deposit occurring in a small quartz monzonite porphyry stock that has intruded the center of a circular andesite plug (Fig. 2). The primary ore mineral is chalcopyrite. By-product values are contained in gold, silver and molybdenum.

The problems of the domestic merchant fluorspar producers are more or less common with those of many other producers of metallic and non-metallic minerals. For more than ten years the American fluorspar producers have seen an ever lowering price in the market-place for the fluorspar product, while their labor and material costs-continue to mount steadily. This cost-price squeeze has forced out of business all but a few of the merchant producers, and only two captive producers continue to operate, and one of them has announced early curtailment. The prices of domestic fluorspar, of all grades, have declined because of the competition from cheaper foreign imports, principally from Mexico, Spain and Italy. Tariff protection on fluorspar, particularly on the highest or acid grade, has never been sufficient to cover the production cost differential between foreign and domestic fluorspars. Low ocean and barge freight rates have also contributed to the barring of the product of domestic mines from, the major consuming centers along the Gulf and East Coast. Because of the freight disadvantage, all but one or two fluorspar producers in the western states have had to suspend business. More than 80% of the domestic fluorspar is being produced in Illinois and Kentucky fluorspar districts which adjoin on both sides of the Ohio River.
