During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. Water ice pillars far underground mine roof support can be frozen and/or maintained and/or melted on demand. The system to do this consists of a refrigeration brine chiller, brine circulation system and disposable plastic containers. Fusion expansion, resilience to dynamic loads, plastic deformation under stress, and non-contamination of coal or ore are unique properties of ice. Lower labor and material costs are economic advantages of ice far mine structural support. Ice brattices can become ice pillars on retreat. For safety, ice pillars can be placed (by remote control, if necessary) in hazardous sites without human entry.

Shallow ore deposits are mined by surface methods but a depth is reached in the case of most deposits after which underground methods are applied for the extraction of the remaining ore. The determination of this depth and its analysis is the subject of this paper. In order to determine transition depth from open-pit to underground mining on the basis of the allowable and economically feasible overall stripping ratios, an economic-mathematical equation is first introduced. Using the achieved equation and an analytical procedure on a particular two-dimensional hypothetical tabulate deposit, an effective formula is then established. The formula introduced here, together with the procedure adopted, could be used in all similar mining situations by the mining design engineer.

Conventional Smelting Practice Conventional copper smelting practice varies from smelter to smel¬ter, but generally consists of some or all of the following unit processes: roasting, smelting, converting, and fire refining. Roasting. Copper sulfide concentrates can be smelted directly or after an initial roasting step. Roasting is used in some smelters because roasting prior to smelting increases smelting capacity, less energy is required to melt hot roaster calcines than wet sulfide concen¬trates, roaster off gases are high in Sot concentration, 5-15% SO2, and some volatile impurities are removed from the concentrate prior to smelting. However, many smelters do not use roasters, because the problems associated with handling hot dry calcines outweigh the advantages mentioned. Concentrate roasting is performed in multiple hearth or fluid bed roasters. If the moisture is low, roasting can be performed autogenously, usually at 500-600°C. High roasting temperatures are avoided because excess oxidation of the iron compounds may lead to magnetite formation. Magnetite is detrimental to reverb operation because mag¬netite can combine with refractory minerals to form a highly viscous slag. This slag prohibits efficient matte-slag separation and leads to excessive copper losses. Also, magnetite can settle through the matte layer, deposit on the furnace bottom, and consequently reduce furnace capacity. Roasting is carried out only on sulfide concentrates prior to smelt¬ing in reverb or electric furnaces. For smelting processes, such as the flash and continuous that rely on the exothermic heat of oxidation of the sulfur minerals, roasting is not practiced. Reverberatory Smelting. The predominate copper smelting fur¬nace for the past 50 years has been the reverb. These furnaces are typically 100-120 ft long, 30-35 ft wide, and 12-15 ft high. A typical furnace layout is shown in Fig. 2. Refractory brick linings cover all internal surfaces of the furnace. Originally the flame was directed to reverberate or reflect off the furnace ceiling and melt the feed material. Current practice is to direct the flame down the furnace length to melt the concentrate. A method of charging the concentrates or calcines, generally along the side walls to minimize refractory erosion, is incorporated in the furnace design. The copper concentrates, calcines, and fluxes charged into the reverb undergo a series of complicated reactions as the temperature of the mixture increases. The reaction of the iron and copper sulfides with the oxygen in the furnace produces a molten Cu25-FeS mixture called matte. Copper smelting metallurgy is based on the fact that sulfur has a greater affinity for copper than for iron and most other common metals. Therefore, in a system containing copper, the copper will preferentially remain as a sulfide compound until all of the other metals have been oxidized. The oxidized metals combine with silica to form a silicate slag that floats on the matte and is removed from the system. Reverberatory furnace smelting chemistry can be approximated by the following chemical equations: FeS2 + O2 - FeS+ SO2 (1) The formation of FeS ensures that any copper present other than as sulfides will be reduced by the relationship: CuO2 + 2FeS + O2 - CuS + 2FeO+SO2 (2) or 2Cu +FeS - Cu2S + Fe (3) As the molten charge travels down the furnace, continued oxida¬tion of the iron minerals and sulfurization of the copper minerals occurs. When all of the copper has been converted to sulfides, the iron sulfides can then be further oxidized as: FeS + (3)2 O2 FeO + SiO2 (4) The FeO reacts with the silica added as flux in the furnace charge. A simplified equation is: FeO + SiO2 -FeO SiO2 (5) The iron silicate slag formed is skimmed from the surface at the end opposite the burners. The copper content of reverb slag is usually less than 0.6% Cu and is discarded. Matte is removed along the side wall and is taken to the converter for oxidation of the remaining sulfur and iron. The main objectives in reverberatory smelting are to produce a molten Cu2S-FeS matte containing 30-60% Cu and a throwaway slag. Production of matte permits complete conversion of all copper minerals into copper sulfides, which can migrate because of specific gravity differences, through the lighter slag layer. Also, the molten matte droplets collect the noble metals, gold and silver, as the matte settles in the furnace. The large settling area of the furnace provides enough separation time to produce a low grade slag, which can be discarded without further processing. High heat losses are associated with reverberatory smelting be¬cause of the large volume of gases sweeping through the furnace. Therefore, an outside source of heat is required to keep the smelting reaction going. Natural gas, fuel oil, or pulverized coal are used as this heat source.

INTRODUCTION During the last few years, several new ventilation developments have attracted the interest of mining engi¬neers. Some of these developments are applicable pri¬marily to hard-rock mining, while others are more applicable to coal mining. STOPPINGS Parachute Stopping The parachute stopping is a new type of quick-erect stopping that is intended for temporary use in hard-rock mines (Kissell, Thimons, and Vinson, 1975). As shown in Fig. 1, the stopping is shaped very much like an ordinary parachute, with a canopy of impermeable fabric that is sewn to regularly spaced straps running to a common point. To erect the stopping, the straps are attached to a fixed anchor point such as a roof bolt, and the edge of the canopy is lifted into the moving air¬stream. The airstream pops the parachute canopy into place, and the differential air pressure across the stop¬ping holds it in place, forcing the fabric against the walls, roof, and floor of the mine opening. The principal advantage of the parachute stopping is that it requires only a few minutes to install, making it a great time-saver for emergency use or for day-to¬day changes in ventilation during the production cycle. However, the parachute stopping does require some minimum air velocity to lift it and some minimum differential pressure to hold it in place. For a fabric weighing 0.27 kg/ m2 (8.0 oz per sq yd), the minimum air velocity is about 0.5 m/s (100 fpm), and the mini¬mum differential pressure is about 0.05 kPa [0.2 in. water gage (WG) ]. There is always some air leakage around the stop¬ping, mainly depending upon the extent to which pipes or other obstructions encumber the airway and prevent good sealing. Leakage of a few cubic meters per second (a few thousand cubic feet per minute) can be expected, unless foam is used to improve the seal at the edges of the canopy. Quick-Fix Blowout Stopping The quick-fix blowout stopping is a variation of the parachute stopping (Thimons and Kissell, 1976), and it is used in the proximity of blasting operations. This type of stopping is designed to be blown out easily by the blast forces, and it may be reinstalled quickly and easily. The long high-strength straps of the parachute stopping are replaced by groups of short straps that tear easily. These straps are attached at six equally spaced locations around the perimeter of the canopy. To erect the stopping, one strap of each of the six groups is fastened to the mine wall, roof, and floor by using spads, by setting pins with a powder-actuated gun, or by tying the straps to some firm anchor point. Once the straps have been attached, the differential air pressure across the stopping, which must be at least 0.025 kPa (0.1 in. WG), forces the stopping perimeter against the mine walls, thus creating the air seal. It is the self-sealing feature of this stopping that makes it a significant time-saver. Only a few attachment points are needed; in many cases, four attachment points are sufficient, since the stopping naturally tends to form a seal with the airway surfaces. When nearby produc¬tion blasting exerts excessive forces on the stopping, one or more of the straps tears away from its attachment point, protecting the stronger canopy from damage. Damage-Resistant Brattice The damage-resistant brattice is a stopping that is designed for use in mines such as salt and limestone mines where the differential pressures are low and the roof is relatively flat. As shown in Fig. 2, the damage-resistant brattice consists of a series of brattice panels that are hung vertically and joined by Velcro® connections. When the brattice is subjected to strong blast forces, the Velcro® connection peels apart and allows the panels to open without incurring damage. The Velcro® connections can be resealed by hand within a matter of minutes. Such damage-resistant brattices have withstood the blast effects of 318 kg (700 lb) of ammonium nitrate-fuel oil (ANFO) explosive detonated as close as 91 m (300 ft) from the brattice. Ordinary brattice cloth is used for the panels, with a 51-mm (2-in.) wide strip of Velcro® hooks sewn along one edge of the length, and a 51-mm (2-in.) wide strip of Velcro® pile sewn along the other edge. Both the hooks and the pile are sewn onto the same side of the brattice cloth. The resulting Velcro® seal formed be¬tween adjacent panels is perpendicular to the brattice itself, and the leading edge of the seal can be directed either toward or away from the blast forces; the brattice works equally well in either case. To hang the brattice, panels of brattice cloth about 0.9 m (3 ft) longer than the height of the airway are cut from a 1.8-m (6-ft) wide roll. The additional 0.9 m (3 ft) of brattice cloth allows 0.3 m (1 ft) for attachment to the roof by means of a board, with 0.6 m (2 ft) for forming a good air seal at the floor. Each brattice panel is wrapped once or twice around a 51 X 102 mm (2 X 4 in.) or 25 X 76 mm (1 X 3 in.) mounting board that is 254 to 305 mm (10 to 12 in.) shorter than the width of the panel. During the planning phase of the fine coal cleaning addition at the Gary Coal Preparation Plant, careful consideration was directed toward the problem of minus 48 mesh refuse disposal. The plant flow sheet included wet screening the raw coal at 1/4 inch, pumping the minus 1/4 inch raw coal to bowl desiltors for desliming, and then cleaning the disliked raw coal on tables. The material to be removed from the circuit as minus 48 mesh refuse consisted of the minus 100 mesh desiltor overflow thickened in two 120 foot diameter thickeners and minus 1 mm screened from the table refuse. Later a flotation plant was added to recover coal from the desiltor overflow, and a classifier replaced the screens to make a sharper size separation of the table refuse at 48 mesh Today the minus 48 mesh refuse at Gary consists of thickened flotation tailings and thickened spiral classifier overflow. The transportation of large quantities of fine wet refuse filter cake mixed with jig and table refuse over existing conveying equipment would have been neither dependable nor economical. Filtration was therefore impractical, and disposal of the fine materials was a problem. The decision was to pump the material to storage ponds

The directions for ventilation control are often given in linguistic styles such as "if the airflow rate measured is small, a high value of rotation on a local fan should be chosen." In order to control the underground climate using a computer instead of a human being, both the reliability of data values measured underground and the application of human recognition of data values are required. The efficiency of data transmission is dependent on a method of checking a signal which is changed by mixing noises resulting from cases of electrical and mechanical damage to cables. In the study, fuzzy reasoning is adopted to choose a checking method for underground conditions from a normally operating state to an emergency. Fuzzy reasoning is applied to control airflow rate under the linguistic control rules given. It is shown that an effective series of linguistic control rules derived by fuzzy-sets theory is available in ventilation control when used in conjunction with an air velocity sensor, a computer and a local fan with thyristor control. Moreover, a system to make an optimum series of linguistic control rules for ventilation control is introduced.

The Lornex mine is located on the Southern slope of the Highland Valley in South Central British Columbia. The large low grade deposit was discovered in 1964; stripping began in 1970, and the mill started commercial production in October of 1972. The orebody is classified as a complex porphyry type having as major constituent quartz diorite, with varying amounts of quartz, grano diorite, and porphyry. A substantial degree of alteration is evident in the host rock, and this became the key factor in major equipment selection for the grinding section. A pilot plant was constructed on the property capable of treating 100 TPD of ore. The ore was mined to be as representative as possible of the entire orebody by sinking a shaft and cross cutting the deposit underground.

Phosphate produced fertilizers provide the phosphorous nutrients required by plant life to sustain significant growth, thus improving the production of food for the world's population. Phosphorous replenishment of soil currently can be obtained efficiently by no other means than by direct application of phosphate fertilizer to the soil. Phosphate products are also utilized in animal feeds, detergent, and various industrial processes. Thirty-three countries are presently mining phosphate rock for the production of fertilizers, and its process byproducts. The major phosphate rock producers are the United States, the former Soviet Union, Morocco, and China [(Table 1)]. Phosphate rock is generally defined as a rock material that contains phosphate minerals which are sufficient for commercial usage. Phosphate minerals are found in sedimentary igneous and metamorphic rocks. Economic resources of phosphates are primarily developed from sedimentary rock sources. The apatite mineral family comprises the majority of phosphate constituents from both sedimentary and igneous rocks. Igneous phosphate rocks are generally composed of fluroapatite whereas sedimentary rocks are generally composed of carbonate fluroapatite, or chlorapatite. Phosphate rock is mined by a multitude of processes, including surface and underground mining. The mined rock requires mechanical and chemical processing to liberate the phosphate for utilization as fertilizer. Approximately 85% of the world's phosphate production uses sulfuric acid, with the remaining processes utilizing nitric and phosphoric acids. Ammonia is also introduced in the manufacture of liquid fertilizer, ammonium phosphate and ammonium polyphosphate. GEOLOGY Mineralogy and Chemical Properties Phosphate most commonly is derived from the mineral apatite, which is chemically described as CA5(F,Cl,OH)(PO4)3. Apatite is also broken up into the composite apatite minerals which are fluroapatite Ca5F(PO4)3, chlorapatite Ca5Cl (PO4)3 and hydroxyl-apatite Ca5(OH)(PO4)3. Carbonate CO3 can substitute for PO, forming carbonate apatite, called francolite. The guano phosphate (bird excrement) mineralogy commonly occurs as brushite CaHP04.2H20, monetite CaHPO4, whitlockite Ca3(PO4), and dahlite Ca10(PO4)6(OH)2. Apatite minerals form from igneous sources where they are developed deep in the earth's crust; and the cooling processes are slow, producing long, hexagonal prismatic to tabular crystals. The termination of the crystal can be basal plans or pyramids. In some instances, the crystals are bipyramids. Faster cooling, or sedimentary derived apatites are more commonly cryptocrystalline. Collophane is a name given to cryptocrystalline apatite found in phosphate rock in fossil form. Apatite minerals are relatively soft and are used to describe the 5 hardness on the Mohs scale. Cleavage is poor and develops along the C(0001). The color of apatite minerals varies from colorless, to violet, and blue, but are predominantly green or brown; luster is vitreous to subresinous. Collophane's physical appearance is often opaline, dense, with colloform structure and sometimes concretionary, nodular or pulverulent. Phosphate Bearing Materials Origins Phosphate deposits of igneous and metamorphic origins have been well defined. Sedimentary origins have been defined, but with a greater degree of uncertainty. Research in the 1980s proved out some of these processes through studies of real time deposition in Chile, Peru, and Australia. Igneous intrusive alkali rock and associated contact metamorphic rocks, provide approximately 20% of the world's phosphate. Fluorine containing apatite minerals are the most common materials containing phosphorous. Fluorapatite occurs in most igneous rocks. Fluorapatite and fluorine hydroxylapatite, together with carbonate varieties of these, are important members of the group. Where an essentially pure chlorapatite, carbonate apatite, and hydroxylapatite are rare and restricted in occurrence, the fluorine containing types occur in most all igneous rocks as early formed accessory mineral, usually in microscopic crystals, and may occur as extremely large bodies as magmatic segregations from alkalic igneous rocks. Apatite is also found crystallized in pegmatitic faces of both acidic and basic types of igneous rocks. More specifically, apatite is associated with magnetite deposits, in hydrothermal veins, especially those formed at relatively high temperatures, and in veins of the Alpine type. Apatite is common in both regionally and contact metamorphosed rocks, especially in the crystalline limestones where it is associated with sphene, zircon, pyroxine amphibole, spinel vesuvianite, phlogopite, talc, chloride schists, and as a contact metamorphic mineral.

With today's high energy costs per million BTU's, far greater emphasis is placed on increasing thermodynamic efficiency in the use of energy. America has long since discarded its previous golden age of "low cost energy" in the past ten years. Energy costs are now a very significant percentage of operating expense in industrial operations. Public utilities have felt the same influences of increasing costs in energy for the generation of electricity. Not only has the input energy expense increased seriously, but as pointed out by Blackmore in a paper, fuel costs were 53.4% of the total operating costs for American Electric Power Company.

Because of air pollution control regulations in the early 701s it became necessary to clean effluent gases from the Morenci Reduction Works Smelter. Feasibility studies indicated that this could be accomplished most efficiently by using the smelter gaseous effluent to feed a sulfuric acid plant. Complying with air pollution control regulations thus created the need to dispose of relatively large amounts of concentrated sulfuric acid. Typical Morenci ores contain substantial amounts of oxidized copper minerals which are not recoverable by flotation. In addition, there is low sulfide, high oxide material which can be leached, but is not suitable for flotation concentration. Early in 1971 sufficent data had been accumulated to show that a leaching plant for the Morenci tailings could use a large portion of the sulfuric acid produced by the Smelter. It was determined that for all practical purposes leaching of the available copper was complete in two hours or less. Capital expenditures could not be justified for more than two stages of counter current decantation for recovery of the leached copper, and the plant was designed with these criteria in mind.

INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries' share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

In 1996, Rio Algom, Denison Mines and the Elliot Lake Research Field Station (ELRFS) formed a consortium to implement a regional environmental information management system (REIMS) for the Elliot Lake area in Ontario, Canada. ELRFS is an affiliate of Laurentian University in Sudbury, Ontario, The discovery of uranium in the Elliot Lake region in post-World War II led to the development of 12 mines and 11 associated mills between 1955 and 1958. During the late 1980s, declining world demand for uranium, combined with the discovery of high-grade uranium ore in other areas of the world, made the Elliot Lake mines uneconomical. As a result, all area mines ceased opera¬tions by the end of 1996. The eight facilities and three tailings management areas operated by Denison Mines and Rio Algom's five mining waste management areas contain 150 Mt (165 million st) of potentially acid-generating tailings. The areas cover 13.2 km2 (3,265 acres) and receive drainage from an additional 13 km2 (3,212 acres). The primary objective of the joint initiative was to implement a personal-computer-based, regional, environmental-information management system for managing historical data and ongoing environmental programs in the Elliot Lake region. The Elliot Lake consortium decided it needed an information system with an integrated, process-oriented and requirements-driven approach to collect and manage the environmental information. Following a study of environmental information management systems currently used by the mining industry, the consortium decided to base REIMS on the "Envista" product. This is a commercially available, environmental information management system marketed by Envista Technologies of Saskatoon, Canada.

Three rock fracture parameters define three points along empirical cumulative size (of rock fragments) distribution curves at Inspiration copper mine. These parameters are: rock quality designation (RQD), longest piece of intact rock and % of +1 inch. The RQD and the longest piece are actually measured on drill hole cores whereas % of +1 inch is visually estimated on the same cores. These size distribution curves are then utilized in a variety of engineering applications such as; slope instability analysis, blast design, copper recovery prediction from heap leaching, etc. The three rock fracture parameters for two dominant rock types (porphyry and schist) in the pit had to be estimated separately due to different rock fracture characteristics.' Both ordinary kriging (OK) with measured hard data only and soft kriging (SFTK) with hard and soft data were used to estimate each parameter. The cross validation of 100 measured sample values served as the-basis for evaluating the potential benefits of SFTK over OK. Use of subjective information during SFTK required obtaining (prior) probability distributions for all three rock fracture parameters. These distributions were obtained from the typical rock fracture parameters observed in drill hole cores falling inside the geologically interpreted structural domains with varying degrees. of fracture intensity and also through direct mapping along the exposed bench faces. Two different types of soft information were developed for this study; namely, Type "A" and Type "K". The former is based on sample distribution of fracture parameters whereas the latter is based on two step estimation designed to narrow the range of variation observed in data Type "A". The results of the cross validation were analyzed using a linear regression of actual values versus estimated values. The results confirm an improvement on the estimates made by SFTK with hard and. both types of soft data over those produced by OK with hard data only.

In the, West, walking draglines often offer the least cost method of uncovering coal for surface mines. However, with each of these machines costing millions of dollars, a good deal of analysis can be justified by the potenial savings or, conversely, costs associated with the choice of a machine. This has resulted in the recent development of a number of computerized models for dragline selection and pit design. One of the earliest reported models for this purpose was developed by Dunlap and Jacobs (1). Later, Rumfeldt described the computer approach to sizing stripping draglines given the required production rate and mine site parameters (2). This basic approach is probably still the most widely used with models for more complicated mining methods reported by Stefanko, Tomica, Finch, as well as others (3,4,5). furthermore, detailed simulation models useful in this regard have been developed by McDonnell Douglas and Fluor, Utah (6,7)

INTRODUCTION In a bed of fine coal, water can be found in the interstices created by the particle surfaces and in the pores within the coal particles. The extent of the interstices voidage is obviously a function of the particle sizes and morphologies, as shown by the fact that the bulk density of coarse coal is greater than that of fine coal. After drainage, the voids can be completely or partially filled. By increasing the suction pressure across the bed, as is done in vacuum filtering, the quantity of water in the voids can be reduced. But eventually the increased suction pressure has little influence on the moisture reduction. In addition, the moisture in the pore structure of the coal is unaffected by the mechanical removal of the moisture in the interstices. When this condition is reached, the total moisture content of the coal can only be reduced further by evaporating the water. Evaporative drying is done for one or more of the following reasons: 1. To avoid freezing difficulties and to facilitate handling during shipment, storage, and transfer to the points of utilization. 2. To reduce the heat loss due to evaporation of the moisture from the coal during the combustion process, thus increasing heating efficiency. 3. To decrease transportation costs. The heating value of coal is equally improved for each percentage point reduction in the noncombustibles in coal. It is estimated that a reduction of 1%22 in the total moisture in the coal increases the thermal efficiency of the heat-raising process by about 0. Some coal buyers consider 1 % moisture content to be the equivalent of a 4% ash content.23 It is important to avoid drying the coal to too low a moisture level, since the complete removal of surface moisture to produce a bone dry product can result in a serious dust, wind lost, and safety problem. Surface moisture con- tents of 3% or less for shipped coal are not uncommon. However, the evaporatively dried coal may be lower, Y, to 1%, since the mechanically dewatered coal may be higher. Evaporatively dried coal can be treated (sprayed) with chemicals in order to control the dustiness and any freezing difficulties, thereby providing the producer with more operational flexibility. The evaporative drying of coal is essentially a process of simultaneous transfer of energy, usually in the form of heat, and water, in the form of vapor, from the coal. In order to remove the undesired moisture, it is necessary to raise the temperature of the water from the entering temperature of the feed stream, TF, to the boiling point of the water (usually taken as 212"F), vaporize

Peabody's Camoy mining system is a truly continuous conceptual method of underground mining of coal. The system solves the three factors which limit coal from being mined continuously. Camoy's principal features are improved productivity and increased recovery. A conservative retreat production rate of 2 1/2 times normal continuous miner room-and-pillar mining rates are projected for a 6-7' seam. Overall mine productivity will be 2 times normal, with a potential for considerably higher rates. Major incremental production increases can be achieved by partial implementation of the system. Total mine recoveries of 75% are expected. The system includes both advance and retreat mining. The retreat half of the approach encompasses many of the features of short wall mining. A central panel is prepared for retreat mining by driving entries using room-and-pillar mining to the left and right of it. The room-and-pillar mining encompasses the advance features of Camoy. In the retreat phase, the roof of the face is supported by self advancing chocks or shields. All mining is done under the chocks by a continuous miner. As the miner advances the chocks continuously move forward behind it. Thus, as in a typical short wall system, continuous roof support is attained. Ventilation is unidirectional, another characteristic of short-wall type systems. Fresh air is brought in and passed over the working personnel. It moves to the face where the continuous miner is operating, picks up the generated dust and released methane, and is exhausted away from all personnel. Exposure to respirable dust and ignition hazards due to methane build-ups are almost totally eliminated. Thus, the second limiting factor is overcome and continuous ventilation is attained. Coal mined with the continuous miner is passed to a surge car and then to a Serpentix conveyor. The Serpentix, a Peabody invention, is a flexible conveyor capable of going around corners.

Studies carried out over the last 10 years reveal that precipitating particles which may appear in alkaline solutions of long-chain amines and in acidic solutions of fatty acids exhibit clear isoelectric points around pH 10.6-1 1 for dodecylamine and around pH 2.5-3 for fatty acids. These colloidal species can accumulate at solid/liquid and liquid/gas interfaces and affect flotation. While the precipitate in solutions of fatty acids apparently can chemically interact with the mineral surfaces and is flotation-active if sufficiently long conditioning time is available, the cationic flotation of quartz in alkaline solutions is depressed by the colloidal precipitate. The experimental data available in literature on the adsorption, electrokinetic, contact angle and surface forces measurements in the solutions of the weak electrolyte collectors are analyzed and the role played by the precipitate is discussed. It is shown that these concepts allow for an explanation of the selective flotation of sylvite from halite with long-chain amines in potash ore flotation.

This paper is concerned primarily with the kaolin deposits extending northwestward from Macon, Ga., which is in the western part of the Irwinton district (fig. 1). These deposits are in a belt of kaolin districts extending along the inner edge of the Coastal Plain from the Aiken district, S. C., southwestward to the vicinity of Macon, a distance of 150 miles (250 km). Large kaolin deposits associated with bauxite also occur in an extension of this belt southwestward from Macon as far as the Eufaula district, Ala., a distance of about 130 miles (208 km). The belt splits away from the inner edge of the Coastal Plain in a southwesterly direction from Macon; the Eufaula district is approximately 50 miles (80 km) south of the contact of Coastal Plain sedimentary rocks with much older crystalline rocks. Structure The strata of Cretaceous and Tertiary age containing the kaolin deposits all dip gently seaward irom the landward edge of the sedimentary rocks. The dip of the Cretaceous strata is about 25 feet per mile (4.9 m per km). The dip of Tertiary strata is about 15 feet per mile (2.1 m per km). In places, the Tertiary strata overlap the older sedimentary beds and rest directly on the crystalline rocks. Faults having a few feet of displacement have been observed in several mines, but no major faulting is known in the area.

With the price of precious metals at an 18-year low, every ounce of metal produced is important. The theft of metals from mining and refining sites can mean the diffrence between profit and loss for many mining companies. Low metal prices do not reduce the potential for the theft of precious metals. History has shown that the price of gold has little to do with the desire for employees to steal precious or base metals. There is actually evidence that the theft of precious metals increases when the price of this commodity goes down. Several of the major precious metal thefts in the past year took place at silver mines when the price of silver was less than 16 cents/g ($5/oz). How does the lowest gold price in 18 years affect the need for security at precious metals properties? There is no short answer to this question. One reason is because the exposure to theft of precious metals is unique to each property. This makes it important that each property be evaluated individually. More than 95% of all precious metals thefts can be attributed to those working at the mine site. So preventing employee theft is the primary concern. One consideration is the location of the property. Gold selling at any price is still an attractive commodity in countries where the employees are making between US$400 and US$600 a month. It is not uncommon for employees at mines in countries where low wages are the norm to consider the value of a gram or two of gold to be a significant amount of money. A gram or two of gold a day may not seem like much. But if 15 employees steal two grams a day, that equates to a significant amount of money during a year. The type of property where the precious metals product is being recovered is also important. For example, a property with a gravity circuit is more likely to suffer from the theft of gold product than a property where all gold is finely disseminated and the only gold seen in the ore body is through a microscope. Gravity circuits increase an operation's exposure to theft because the grinding circuit that is associated with a gravity circuit often becomes a giant concentrator. Areas such as the bottom of grinding-mill pump boxes, cyclone-feed-pump clean out traps and the sumps often become locations where precious metals concentrate (Figs. 1 and 2). Muck concentrations in these locations can be as high as 25% to 40% of gold or silver. Not long ago, muck was removed from a barren-solution sump at a Merrill Crowe circuit that had concentrated to more than 40% gold. At a milling site in the Pacific Rim, residents of the community adjacent to the mine learned about the value of the concentrates in the sump under the ball mill and committed an armed rob¬bery. While several of their co-conspirators held the em¬ployees at bay with machetes, the others emptied the contents of the sump into buckets and removed it from the site. Armed robbery is not as common as employee theft. However, while this article was being written, an armed robbery occurred at a gold property in Central America. Armed perpetrators took as hostages the night shift employees at a process plant and used cutting torches that were on site to cut into the high-security and gold-storage areas. The perpetrators then stole a company vehicle to remove the stolen gold buttons and sludge from the site. Unfortunately, this type of activity goes on regularly. But managements of most mining companies are reluctant to discuss theft scenarios. So information pertaining to the theft of precious metals seldom becomes a newsworthy item. An audit conducted at a mine site with a gravity circuit recommended that the gravity recovery area be shut down until adequate protection could be provided. Although it was not connected with the audit, it was necessary to shut down the gravity area for a pro¬longed period because of problems with the gravity table. In the two months that followed, gold production at the site increased by about 31 kg/month (1,000 oz/month). It is difficult to attribute all of this increase to the theft of concentrates. But there was a good chance that at least part of the increase was due to the fact that concentrates were being stolen from the gravity area.
