Coal quality control in mining and mine planning has always been important and has become even more essential in recent years due to environmental considerations. The primary consumers of the sub-bituminous coals found in the Powder River Basin of Wyoming are electric utilities that require low sulfur coals to meet government air quality regulations. Electric generating plants are designed to burn coal of a specific quality, and the supplier of that coal must be able to guarantee shipments within specified quality tolerances. Over the past several years, Exxon Coal USA and, more recently, The Carter Mining Company, a division of Exxon Coal USA have established an evaluation and development program to accurately define the geology and quality of their coal properties. This requires an adequate drill hole density so that detailed correlations of the coal seam and the lithologic sub-units, of the coal seam can be made. These units must be recognizable in the core and also on geophysical logs.

The increasing social interest for the environmental issues, forces the authorities to enact more rigorous regulations. The mining industry is one of the sectors that concentrate vigorous remonstrance. It is an absolutely justified reaction, as a result of the numerous contaminated and polluted sites that have been inherited by previous operations and they remain unremedied. The lack of a consolidated global legislation, transfers the burden of decisions to the national level. This paper consists of two parts. At the first part, it discusses the critical role of the state to form an effective environmental policy, feasible for the context of the national economy. Afterwards it analyses two of the main points, which must be considered by the regulator for the excavation activity, the abandoned sites and the duration of the mining investment. The aims are to defuse, in the short-term, the public pressure, protecting the economic growth and, at the same time, to form a basic structure for the development of the corporate social responsibility. The second part presents an alternative financial instrument for the Greek regulatory framework, conformed to the characteristics of the Greek Economy, and analyses the expected benefits both for the business and the social welfare.

Competitive pressures involving product duality, uniformity and economics are increasing the interest in and accelerating' the adoption of automation by the cement industry. The demands of this industry on instrumentation and control manufacturers for more effective and reliable control of process variables is also increasing. The trend to replacing small grinding mills with a fewer number of larger mills is lowering the investment requirement per unit of capacity both for the mills and for their automation. Cement process control systems of today are more sophisticated than the equipment installed two or three years ago, not because the process itself is more complex but because todays demands require a higher degree of control action and accuracy. Because of increasing labor costs, an important objective of an automation program is a reduction in the process labor content. This can be realized by allowing the operator free time for other duties, by increasing the number of grinding circuits one operator can supervise and by removing to. a large extent the need for the operator to make process' adjustment decisions.

"There are three distinct producing iron ranges in Minnesota, the Vermilion, Mesabi and Cuyuna. In trend the Vermilion and Mesabi are approximately parallel (E.N.E. and W.S.W.) and about fifteen to twenty miles apart. The Vermilion lies farthest north, near the. Canadian boundary. It is from seventy-five to eighty miles due north of Duluth. The length of its productive part is about twenty miles.The Mesabi Range is from fifty to seventy-five miles north and northwest of Duluth. Its length along the strike is about 110 miles, and the length of its present productive area about eighty miles. The Cuyuna range lies southwest of Duluth nearly ninety miles, and is the last of the Lake Superior iron ranges to be developed. The relative positions of the ranges are shown on an accompanying map. The Mesabi Range is by far the largest producer and contains the largest ore reserves of the three. The Cuyuna is next in quantity of proven ore, and in production since 1916, while the Vermilion is first in average quality of ore.On the west, both Vermilion and Mesabi ranges disappear beneath heavy glacial drift; and on the east, extend into Canada, the so-called Gunflint range near the international boundary being an eastward continuation of the Mesabi formation. This latter range is of no economic importance, however, at present. The exploration and development of the Cuyuna range has proved up a considerable tonnage of manganiferous iron ore, besides ordinary merchantable iron ore."

A series of studies currently underway in the Tucson area prompted by foundation failures and breaking, of buried service lines serve to illustrate some of these relationships between the geological environment and history, and engineering problems.

The effect of particle size on coal dewatering has been well recognized However, there are no systematic studies on ultrafine coal dewatering. The results discussed last year revealed the effect of flocculant type and coal wettability on the filtration of ultrafine coal In this paper, the differences in dewatering between -25 µ m ultrafine and -500 µ m fine coal with addition of flocculants, surfactants and oil-emulsions in vacuum filtration are further investigated Significant differences were observed in the reduction of the cake moisture. The utilized emulsions were found to be very powerful and promising filtration aids for both ultrafine and fine fractions of hydrophobic and hydrophilic coal

The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. Smectite is a common impurity in the kaolins of Georgia. This impurity is harmful to the low-shear rheology of kaolin slurries in concentrations as low as a few weight percent. The deleterious effect of smectite on the low-shear rheology is due to the swelling of the mineral. Montmorillonite containing clays were treated to precipitate a compact brucite layer {Mg(OH)2} in the interlayer region of the expandable layer silicate mineral. This treatment forms a hydroxy-Mg-montmorillonite with characteristics similar to chlorite. This treatment effectively reduces the swelling capacity of the mineral and improves the rheological properties of kaolin slurries contaminated with smectite impurities.

Prior to the commissioning of the Sansu Sulphide Treatment Plant (STP), Ashanti Goldfields' treatment facilities were capable of producing some 700 000 ounces of gold per annum. Ore sources were underground refractory sulphides, surface oxides and old tailings dams. In order to increase the mines production to 1 million ounces per annum and to accommodate the change in ore sources as surface mining moved into fresh sulphides, a part of the strategy adopted was -the construction of a new sulphide treatment plant with a capacity to mill 2.2 million tonnes per annum and produce 400 000 ounces of gold. The STP has been designed, built and commissioned. and has been in operation since February 1994. The Plant boasts the world's largest Bio-oxidation facility which is capable of treating 790 tonnes of sulphide concentrate per day at a grade of 11.4% sulphur and is currently undergoing an expansion to increase its capacity to 1050 tonnes per day. The following sections describe the reasons for selecting the BioX® Process, the plant design, the commissioning experience and the plant performance to date.

One of the highest costs associated with insitu leaching of copper is electric power. The ReGeneration Project addressed this cost issue with a research and development project for BHP Copper. The project involved the installation of a reverse pump/turbine for the removal of excessive fluid pressure and the production of useful electric power. The motivation for the project was that a reverse pump/turbine unit could not only remove the excess hydraulic pressure, but when connected to an induction .generator, would produce electric power, which could be easily connected to the local power gird, thus reducing operating costs. The project was successful in removing excess fluid pressure and producing electricity. The unit is operating today, producing useful 2,300 volt power at a rate of approximately 128 kilowatts.

The decade of the 70?s saw a series of landmark environmental resource programs enacted by the Congress. Many states followed suit, so that by the end of the decade air quality, water pollution, and the conservation of other natural resources, including minerals, were the subject of a wide-ranging body of laws, policies, regulations, and procedures. Many of the actions required or permitted by this rule-making involved areas for which adequate information and substantial experience were not available. Moreover, goals and objectives were sometimes established which were enormously difficult to achieve technically, or of such formidable expense as to cause concern about their consequences in the marketplace. It is therefore hardly surprising that one product of all this activity has been a mass of litigation. Court dockets are crowded with suits and counter-suits involving both substantive and procedural aspects of environmental protection. Indeed, it is probably fair to say that the volume and range of environmentally-related disputes brought before the courts parallels that generated by the civil rights movement a decade ago. There were also some new dimensions to the environmental movement. For the first time, the national environmental policy act required agencies to prepare environmental impact statements when proposed projects or activities would have substantial impacts on environmental resources. Another requirement of many of the new programs mandated meaningful citizen participation in public decision-making. Here, as elsewhere, the purpose was admirable, but guidelines were vague, and the result often was inaction, polarization, and litigation.

A computer program has been developed for use by the mining engineer for analyzing drum-type hoists prior to the modification of an existing system or the designing of a new one. Its use permits the preliminary evaluation of a system before seeking the technical assistance of mine hoist designers and manufacturers. Compatible with an IBM-PC, the user-friendly program accepts a variety of data and can analyze hoisting systems for any balance state. The extensive program can be used to: (1) calculate skip capacity to yield a desired production rate; (2) solve for required drum face width; (3) select a permissible wire rope from a menu of 50 available rope types: (4) estimate total horsepower of the hoist plant; and (5) estimate power cost. An example of the model's use in evaluating a hoisting system will conclude the paper.

The field of percussion rock drilling is subdivided into two areas of application; that which takes place on the surface and that which takes place underground. Surface drills are used in quarrying, highway construction, and maintenance work; underground equipment in mining and tunneling work. Two basic principles are involved in the operation of all percussion drills. First, the principle that reciprocates the impacting piston and second, the principle that causes the drill steel and bit to rotate. The back and forth motion of the piston is accomplished by a self-acting automatic valve that admits air alternately to each end of the piston (Figure 1). Drill steel and bit rotation is imparted by an integral ratchet mechanism (Figure 2) in the so-called "rifle bar" machines (Figure 1) or by a separate pneumatic motor in "independent rotation" drills (Figure 3). While rock drills are subject to all kinds of physical and operational abuse, they are most sensitive to faulty lubrication. Proper lubrication is the single most important factor in the longevity of a percussion drill.

The property is located in the Porgera Valley 600 Km North West of Port Moresby. The remote location is 2500 m above sea level. The mine area has 3,600 mm of annual rainfall and a temperate climate with temperatures ranging from 10" C to 22° C throughout the year. Alluvial gold was reported in the Porgera area in 1938 and has been an important source of revenue for the area for many years. Intermittent exploration was carried out until the 1960's when Placer (PNG) Pty. Ltd. with Mt. Isa Mines commenced an extensive exploration program. The property was brought to production in 1990 by the Porgera Joint Venture group consisting of Mount Isa Mines Ltd, Rennison Goldfield Consolidated Ltd. and Placer Dome Inc, each with a 30% ownership and the Government of Papua New Guinea with a 10% share. Placer Dome Inc. is the manager of the property with construction under the direction of the Placer Dome Technical Services group.

An empirical correlation to detennine laboratory mill grinding time has been developed. Grinding samples to 90 ± 5# below 147 micrometers was required for a flotation testwork at Companhia Vale do Rio Doce (CVRD) Research Center. The initial samples were all below 1 mm in size with different size distributions and work indices (Wi) ranging from 13 to 23 kWh/st. Grinding curves were determined for some initial samples. A correlation was developed between percent retained on 147 micrometers at a standard time and the time required to grind each sample to the required size. This correlation was then used to grind all samples, based on the preliminary grinding model. Finally, a statistical analysis with the size distribution of all samples was performed. The success of using the correlation was confirmed and an equation was determined using the data set.

At Kerr-McGee's Galatia Mine in southern Illinois, the need for safe and efficient longwall moves prompted a detailed planning effort. Galatia Mine operates two longwalls on separate coal seams with different geologic conditions. An overview of the longwall move planning as related to manpower training, roof control, ventilation, transportation, equipment recovery and setup will be discussed. The impressive safety record achieved during each of the longwall moves at Galatia Mine verifies that health and safety planning does play a major role.

Diesel powered underground mining equipment is presently the most productive, safest and efficient equipment used in underground mining operations. The widespread application of this equipment to underground mining is restricted, however, largely because of the difficulty of controlling the diesel engine exhaust emissions. This paper briefly examines control devices currently available for underground application, and also discusses the theory and mechanics of controlling diesel missions with particulate traps and filters.

The Florida Peninsula has existed as a part of a much broader plateau, since at least the Early Cretaceous. This plateau, the Floridan Plateau, now consists of the present peninsula and a broad submerged shelf of equivalent size extending the length of the state and out into the Gulf of Mexico. Florida Peninsula was separated from the mainland United States by a negative area called the Suwannee Straits. To the south of this feature existed an environment similar to today?s Bahamo Banks where very pure calcium and magnesium carbonates with associated evaporites were deposited. Thus the Eocene and Oligocene contain little or no quartz sand or clay minerals except in the Panhandle west of the Suwannee Straits where some clastics were contributed by rivers from the north.

A process does not have higher capacity than what can pass through its bottleneck. Acknowledging this, and with the goal to optimize production at a minimum investment, one can use existing equipment, modify the process flow and make a few strategic capital investments. Automatic setting regulation is a technology that allows balanced crusher performance matching minute changes in feed material characteristics. The system makes it possible to utilize the crushers fully at all times. It also continuously and completely compensates for manganese liner wear.

A scale-invariant theory of the strength and deformability of rock masses in static equilibrium and at incipient failure is proposed. The theory provides a rationale for designing structures in rock. This paper presents results of experiments conducted by the U.S. Bureau of Mines and theoretical methods to determine and interpret in situ strength of rock masses using the borehole shear tester.
