Nationalization is high on the policy agenda in South Africa. This paper considers the case for nationalizing the local mining sector from an evidence-based perspective, which is derived from theoretical considerations and related to the known features of the South African mining sector and economy. A strong case against nationalization emerges, which can be summarized as follows. The mining sector is competitive and therefore a poor candidate for public ownership. Furthermore, the resources sector does not dominate the South African economy nor does it create the risk of a decrease in the competitiveness of the industrial sector via the unintended adverse impact of an appreciating real exchange rate due to a commodity boom (Dutch Disease). Nationalizing the mining sector will cost the government more than it receives. This is not only a bad idea in itself, but it will limit the scope for distributive policies on the national budget. The contemporary international experience demonstrates the risks of fiscal imprudence. Finally, nationalizing the resources sector will undermine support for those very market-based institutions required to achieve a higher long-run growth trajectory.

The objective with mine planning is to consistently deliver production conforming to quality and quantity requirements throughout the life of the mine. The complexity of the operational context of the modern mine extends far beyond the actual production actions and there is a need to find ways of analysing and managing this extended environment. A well-established approach to handling complex situations rely on the creation of representative models that use classification and visualization strategies. An example of the use of a classification scheme is the periodic table of the elements. All physical matter can be expressed as combinations of basic elements. Not only is the periodic table useful in classifying and identifying matter but it can also be used for the prediction of the properties of unknown matter and compositions of elements.

In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product. A number of countries have introduced codes governing the valuation of mineral assets and securities. The African continent will follow suit in due course considering the importance of the global minerals industry as it relates to the attraction of foreign investment. South Africa is to introduce the Petroleum and Minerals Development Bill legislating the involvement of previously disadvantaged individuals and communities in the country?s minerals industry. One of the challenges facing the successful implementation of such codes and bills lies with the abilities of independent valuators to value mineral properties and projects on a consistent basis. Certain valuation principles and methodologies are applicable in all jurisdictions in the minerals industry. These valuation tools and principles are considered and developed in this report. They have been discussed and developed to encourage minerals valuators to consider and consistently apply the most applicable valuation methodologies.

After the explosion at Middelbult Colliery, South Africa in May1993, which claimed 53 lives, the South African Coal Mining Industry and the Safety In Mines Research Advisory Committee (SIMRAC) united forces to establish a surface facility to develop and test on-board flame suppression systems for continuous miners and roadheaders. The first test that was conducted in this newly constructed test tunnel at the Kloppersbos Research Facility, CSIR was in July 1995.Since then 70 tests have been conducted using the facility and have focused on on-board active ignition suppression systems for continuous miners (CM) and road heading (RH) machines to enhance the safety of South African mine workers in collieries. These suppression systems are mounted on the CM or RH machine and detect the occurrence of an ignition by means of light-sensitive sensors. The electronic signal from the sensor triggers the suppression system, creating a flame-suppression curtain, containing and extinguishing the flame in the immediate vicinity of the ignition. Forty-three tests have been conducted with an active on-board suppression system present inside the test tunnel. Since flame propagation speed is an extremely important parameter, the CSIR-Miningtek made the results of the test programme available for re-analysis. Flame speed depended on whether a machine was present in the heading or not, the geometry of the heading and the volume and composition of the explosive mixture of gas. Flame speeds of up to 190 m/s were recorded. However, the active suppression systems were almost always successful in containing flame propagation.

Data are presented on the effect of iron oxide on the electrical conductivity of CaO-SiO2-FeO-Fe2O3melts, and on limiting current and impedance in direct current or alternating current charge transfer at iron electrodes. The strong influence of iron oxide content can be utilized for in situ determination of total iron oxide content and Fe3+/Fe2+ratio. The possible probe designs are presented and the principles and procedures of the measurements are explained. Accurate determination of platinum group metals (PGMs) and gold (Au) has always proven to be a difficult task, due to their low concentrations in platiniferous ores. The most common preconcentration technique used in analysis of these metals is fire assay with a flux containing nickel or lead. This technique can be improved by using co-collectors. Here we hypothesise that Fe, Co, and Cu can be used as co-collectors to enhance separation and preconcentration of PMGs and gold by fire assay. To test this hypothesis, geological exploration samples from Siyanda Union Mine (Northam, South Africa) were analysed by an inductively coupled plasma-optical emission spectrometer (ICP-OES) for PGMs (Pt, Pd, and Rh) and Au. A control sample (certified reference material AMIS 0426) was also analysed by the same technique. The PGM and Au recoveries from the control sample ranged from 83% to 105% for all three co-collectors, with relative standard deviations less than 10% for the control sample and 7% for the geological samples. The PGM and Au recoveries by Fe and Co co-collectors were modestly higher than that of the Cu-collector. These results indicate that Fe and Co are better co-collectors than Cu, presumably due to the loss of analyte when using Cu. Taken together, Fe and Co co-collectors can be viable alternatives for analysis of PGMs and gold using the fire assay method.

ABSTRACT: Some residential areas of the iron basin of Lorraine (in the North-East of France) are affected by noxious gas emissions (under oxygenated, carbon dioxide loaded and radon loaded gas mixtures). Site investigations showed that the gas flow was mainly due to natural thermal air circulation between old mines and the external atmosphere. The main hazards associated with this flow of gas and its potential accumulation in confined volumes within buildings are asphyxiation and intoxication. A further study is in progress in order to better understand the origin of the gas generation within the old iron mine workings. Following the first hypothesis, the carbon dioxide emission is mainly due to the specific hydro-geo-chemical process associating the pyrite oxidation with the acid dissolution of carbonates. ZUSAMMENFASSUNG: Einige Wohngebiete der Eisenmulde Lothringen (im Nordöst Frankreich) werden von Ausgasung gesundsheitsschädlichen sauerstoffarmen Mischungen, die mit Kohlendioxid und Radon beladen sind, betroffen. Untersuchungen am Ort haben gezeigt, wie diese Gasstroemung von natürlichem thermischen Luftumlauf zwischen den alten Bergwerken und der externen Atmosphäre ausgelöst wird. Erstickung und Vergiftung sind die wichtigste Risiken, die mit dieser Gasströmung und ihrer möglichen Speicherung in begrenzten Lokalen zusammenhängen. Eine weitere Untersuchung wird durchgefuehrt so dass man die Herkunft der Gaserzeugung in den alten Grubenräume besser versteht. Der ersten Hypothese folgend, Ausgasung von Kohlensäure liegt vor allem an dem hydro-geo-chemischen Prozess, der Pyritrösten mit der säuren Auflösung von Karbonate verbindet SCHLÜSSELWÖRTER: Gas, Ausgasung, Bergwerk, Strömung, Pyrit RESUME: Certaines agglomérations du bassin ferrifère lorrain (au Nord-Est de la France) sont affectées par des émanations de mélanges gazeux sous-oxygénés et chargés en certains gaz nocifs (dioxyde de carbone, radon…). Les investigations effectuées in situ ont montré que les écoulements gazeux à l’origine de ces émanations sont liées au phénomène de tirage naturel entre les anciens travaux miniers et la surface. Les principaux risques engendrés par ces émanations de gaz et son accumulation possible dans des endroits confinés sont l’asphyxie et l’intoxication. Une étude est en cours afin d’expliquer l’origine de la modification de l’air au sein des vieux travaux miniers. Les émissions de dioxyde de carbone seraient dues à des processus hydro-geo-chimiques associant l’oxydation de la pyrite et la dissolution de carbonates. Localized uniform conditioning is a technique developed to spatially locate selective mining unit grades that have been derived using uniform conditioning for the assessment of recoverable resources. The technique has the advantage of producing selective mining unit estimates conforming to the uniform conditioning panel-specific grade-tonnage curve while introducing spatial information at the scale of the selective mining units. This paper describes an alternative technique to localized uniform conditioning which does not explicitly require the uniform conditioning panel-specific grade-tonnage curve to localize the selective mining unit estimates. The technique can therefore be implemented in mining software where uniform conditioning is not available.

This paper attempts to model long-term production scheduling problems by chance constrained binary integer programming in a stochastic environment. This stochastic model is set up to account for ore block grade uncertainty. The probability distribution function of grade in each block is used as a stochastic input to the optimization model. This distribution function in each block should be determined using a Geostatistical Simulation approach. The deterministic equivalents of these chance constraints are then achieved, which are in the form of nonlinear in binary variables. A confidence level at which it is desired that the uncertain constraints holds, is specified in each scheduling period. Rather than the previous risk-based model, this formulation will yield schedules with a high chance of achieving planned production targets while maximizes the expectation of net present value and minimizing the variance function simultaneously. Using this method, the grade uncertainty is integrated explicitly into the optimization process.

The use of drilling rigs to increasingly mechanize stope drilling has been acknowledged as important for the S.A. mining industry in it ís efforts to tackle the challenges of low productivity, AIDS and an ageing driller workforce. The spin-offs of increased safety, cost-effectiveness and better mining performance provide advantages to all?from the driller to the shareholder. However, implementation or product rollout has varied from outright success to dismal failure. A study of various cases by Novatek and Anglogold TDS showed clear reasons for these differences. Whereas the successes were characterized by clear objectives, accountability, user buy-in, a commitment to make the technology work and no-nonsense reporting, these were typically absent in failed implementations. The attitude at unsuccessful mines was to ?trial? the equipment?even subconsciously, a ?trial? is a test where failure becomes an acceptable outcome. During the study it became clear that mining management are not adequately trained to manage the often-tricky rollout process. They are often also not empowered or clearly mandated to deal with the organizational, human and technical issues that must dovetail to create a success. The output of the study was to develop a basic rollout process that could be used to formally manage the implementation of new drilling technology. Creating an alignment between the mine, workforce and supplier promotes a win-win situation that will not otherwise spontaneously arise.

Mantoverde Division of Empresa Minera Mantos Blancos S.A., Anglo American Chile, developed an open pit mine to exploit copper oxide ore. Mantoverde mine is located in the Province of Chañaral, Northern Chile, about 1,020 Km far from Santiago. Currently, the East wall of the mine is reaching the condition of final pit. To evaluate the possibility of a pit optimization on this wall a geotechnical study was performed, including slope stability analyses by limit equilibrium and numerical methods. As a result of this geotechnical evaluation, it was decided to allow a probability of failure of 12% for instabilities affecting up to 600,000 tonnes, and use steeper slopes on the East Wall of the mine. This paper describes this geotechnical evaluation and how the results of the stability analyses were used to define a flexible slope design, which allows modification if the observed slope behaviour deviated from the expected one.

Irrigation of agricultural crops may be a cost-effective option for the utilization of gypsiferous minewater as it may also create an opportunity to produce crops during the dry winter season on farm sin South Africa, such as in Mpumalanga. In this study, intensive field monitoring systems were developed and implemented to assess the feasibility and sustainability of irrigation with gypsiferous mine water. Soil water and salt balance components, as well as crop yields, were monitored in field trials carried out at Kleinkopjé and New Vaal Collieries (Anglo Coal), and at Syferfontein (Sasol). Field measurements indicated that high crop and pasture yields can be obtained, provided fertilization and irrigation water management are appropriate. Soil water and salt balances indicated that considerable amounts of minewater can be used and considerable masses of salts can be removed through precipitation of gypsum in the soil profile. With appropriate management, water and salt runoff and salt leaching can be intercepted, thereby minimizing the impact on groundwater. The SWB model is being validated through on-going monitoring. This will allow the use of the SWB model at other sites to predict the long-term impact of irrigation with mine water on soil and groundwater, as well as to run scenario simulations in order to recommend sustainable management of irrigation with minewater.

This manuscript focuses on the design and development of steels for the railroad industry and methods of testing them. Here are summarized the results of research focusing on alloy development and design, with particular focus on advanced rails and wheels. The high-performance steels are characterized for their mechanical and service characteristics. The relationship between properties and cleanliness is discussed and compared to the regular railroad steel. Some of the tests presented are standard tests that are complemented with the nonstandard test recommended by the Association of American Railroads (AAR) and recommended modifications of this. The paper presents the results of metallurgical analysis, mechanical, and residual stress tests. The laboratory methods include microstructure, residual stresses, tensile, hardness, fracture toughness, and microcleanliness tests.

Current mine production planning, scheduling, and allocation of resources are based on mathematical programming models. In practice, the optimized solution cannot be attained without examining all possible combinations and permutations of the extraction sequence. Operations research methods have limited applications in large-scale surface mining operations because the number of variables becomes too large. The primary objective of this study is to develop and implement a hybrid simulation framework for the open pit scheduling problem. The paper investigates the dynamics of open pit geometry and the subsequent material movement as a continuous system described by time-dependent differential equations. The continuous open pit simulator (COPS) implemented in MATLAB, based on modified elliptical frustum is used to model the evolution of open pit geometry in time and space. Discrete open pit simulator (DOPS) mimics the periodic expansion of the open pit layouts. Function approximation of the discrete simulated push-backs provides the means to convert the set of partial differential equations (PDEs), capturing the dynamics of open pit layouts, to a system of ordinary differential equations (ODEs). Numerical integration with the Runge-Kutta scheme yields the trajectory of the pit geometry over time with the respective volume of materials and the net present value (NPV) of the mining operation. A case study of an iron ore mine with 114 000 blocks was carried out to verify and validate the model. The optimized pit limit was designed using Lerchs-Grossman?s algorithm. The best-case annual schedule, generated by the shells node in Whittle Four-X yielded an NPV of $449 million over a 21-year mine life at a discount rate of 10% per annum. DOPS best scenario out of 2 500 simulation iterations resulted in an NPV of $443 million and COPS yielded an NPV of $440 million over the same time span. The hybrid simulation model is the basis for future research using reinforcement learning based on goal-directed intelligent agents.

Particle morphology is a term that is used to describe the overall external shape and appearance of particulate solids. From the physical point of view, a precipitated solid is characterized primarily by the size and morphology of the particles (Sohnel andGarside, 1992). If the morphology of the crystal structures is to be related to the processing conditions, then the morphologies need to be quantified in some way. This can be achieved by using surface area measurements as well as fractal dimensions. The key idea is that rugged and indeterminate systems can be described by using a fractional number that describes the ruggedness of the system (Kaye, 1989). In other words, when the complexity of a structure, such as an agglomerate, increases with increasing magnification, it is useful to employ fractal dimensions to describe the structure. Fractal geometry proposes that, instead of attempting to measure the length of an irregular boundary, the rate at which the length of the boundary approaches infinity with increasing resolution should be calculated. Cross-sectional profiles of rugged particles can thus be quantified using the fractal dimension, and a measurement of the ruggedness of the morphology obtained. One of the additional uses of measuring the fractal dimension is that the measured value can be related to the physical properties and formation characteristics of the particle (Kaye and Trottier,1995). The morphology of nickel crystals was quantified with fractal dimension calculations of particle cross-sections. Particle cross-sections were obtained by mounting the particles in resin and polishing back. These were then photographed using Scanning Electron Microscopy and the resulting profiles analysed using the structured walk technique.

Chlorine-containing minerals are commonly present in coal. Associated minerals such as pyrite can undergo exothermic reactions. Consequently, it is of great significance to study the effect of inorganic chloride on the spontaneous combustion of coal. In this study, the effects of five inorganic chlorides (sodium chloride, magnesium chloride, potassium chloride, calcium chloride, and zinc chloride) on the spontaneous oxidation of coal were investigated. Analysis of the gaseous products of coal oxidization at low temperatures (323K to 453K) showed that the presence of inorganic chlorine in coal markedly decreases O2 consumption and the generation of CO and CO2. Samples of raw coal and chlorine-loaded coal were oxidized for 36 hours under the same experimental conditions. Infrared diffuse reflectance spectroscopy results showed that inorganic chloride can inhibit the oxidative decomposition of some functional structure components (methyl, methylene, methine, and hydroxy) in the coal. The influence of inorganic chloride on the oxidation characteristics of the functional groups in coal during spontaneous combustion was investigated using benzyl alcohol and 1-phenylpropanol as model compounds, which were tested under the same experimental conditions as the coal samples. The oxygen consumption of model compounds with and without the addition of inorganic chloride further suggested that inorganic chloride may hinder the oxygenolysis of these structures during low-temperature oxidation. This phenomenon can be attributed to the radical reaction from the perspective of radical chemistry. It can therefore be concluded that inorganic chlorides play an inhibitory role in the spontaneous combustion of coal.

Draglines are massive machines extensively utilized in opencast mines for overburden stripping. The demanding working environment induces fractures, wear and tear, and fatigue failures in dragline components and eventuates in extended maintenance, lengthy downtimes, and loss of production. The bucket is the main source of external loads on the machinery, since interactions with ground materials take place in this region. This study aims to develop a generic finite element model of the stress on an operating bucket. This entails (i) three-dimensional modelling of a dragline bucket, (ii) analytical estimation of resistive forces in the bucket movement, (iii) three-dimensional simulation of the moving bucket using finite element analysis (FEA), and (iv) sensitivity analysis to examine the effect of formation characteristics on stress variation. Simulation results imply that the drag hitch and digging teeth are the elements of the bucket that are most prone to failure. In addition, sensitivity analysis indicates that internal friction angle of the formation is the dominant parameter leading fluctuations in stress values. Changes in stress level are least influenced by formation density.

The authors have conducted several investigations into the prediction of the beach profile of high-density tailings and have found that there are a number of important considerations that need to be taken into account over and above the reliability of the beach profile prediction methodology. These considerations relate to the chemistry of the slurry and specifically the influence of pH and flocculation, both of which have a significant influence on the rheology of the slurry at the discharge point. A number of examples are discussed and a potential testing protocol that will assist in assessing the influence of chemistry ahead of the beach profile predictions is presented. A methodology for assimilating the results of the testing into the likely field situation is discussed, and suggestions are made on application of the results in beach profile prediction.
