Powered haulage has been, and continues to be, a major source of severe accidents and fatalities at metal/nonmetal surface mines. Between 1986 and 1997, truck drivers accounted for63% of the lost-time injuries in surface haulage. This project was undertaken to reduce the number and severity of lost-time injuries among operators of these trucks. Work involved measuring shock acceleration at a western surface mine during representative work cycles on two types of trucks and collecting data from cab floors using a triaxial accelerometer and from operator seats using a seat pad accelerometer. NIOSH researchers also used the mine’s GPS systems to locate shock events on a mine map in real time. Shock tests were also run at Caterpillar, Inc.’s, proving grounds in Green Valley, AZ, to determine the magnitude of shocks resulting from controlled rock drops onto the bed of a haulage truck.

The purpose of the studies that form the basis of this report was to learn from microscopic examinations of coal how far and in what ways the grouping of coal by types depends on differences in the kinds of plant material from which it was formed and on the condi- tions of its accumulation, or how far the special characters or qualities of coal of any type were determined by the nature and the state of the plant débris from which the coal was formed. The fact is almost universally accepted that beds of coal represent accumulations of vegetal matter in varying stages of preservation, with, as a rule, very small proportions of the remains of animal life. Mingled with the organic substances are different inorganic mineral sediments, which, together with the mineral matter originally con- tained in the plants themselves, constitute the "ash" of coal. The examination of coal shows that the kinds of ingredient plants range all the way from algee and fungi to large trees of various orders, and that these in turn vary in their own groups according to the depth and the nature of the water in which they grew and according to the other conditions of growth, such as moisture, temperature, soil, light, climate, and the competition of individuals. The species or kinds of plants and the numbers of each kind also differ greatly among themselves, not only during any one geologic period because of the changes of environment, but also from one geologic period to another, and it will be remembered that well-developed coal has been found in the strata of every period since the Silurian." Most geologists now agree that coal is transformed peat. True there is wide difference of opinion as to how the transformation has been accomplished and even as to whether coal started as such peat as is now found.  This paper describes the method used and results obtained in testing a hand-fired down-draft furnace at a plant in Washington, D. C., in order to determine the method of firing that would give the best results with a minimu of smoke. The smoke regulations of the District of Columbia are very rigid, and are well enforced, A paragraph of the ordinance relating to furnaces other than household, reads, "The emission of dense or thick black or gray smoke or cinders from any smokestack or chimney 113ed in connection with any stationary engine, steam boiler, or furnace of any description within the District of Columbia shall be deemed, and is hereby declared, to be a public nuisance". This ordinance, if literally enforced, would eliminate all ordinary hand-fired grates and furnace combinations where coal other then anthracite is used. However, in several Gov- ernment plants where hand-firing of coal is still necessary conditions have been satisfactorily met by installing the down-draft type of furnace. In these plants, as at all hand-fired plants, considerable difference in operating details and methods is found. The firemen are paid day laborer's wages and are often inexperienced. The instructions of the furnace makers fre- quently do not appeal to the firemen, and are not closely followed, This is partly due to the necessity of running the boilers continuously at much higher ratings than were intended by the manufacturer. Tests were made on a Hawley furnace of this type to improve the methods of firing, particularly at the higher ratings.

The thermal reactions of l-methylindole were studied in the temperature range of 525° to 627° C in a flow reactor. The major products consisted of 2-methylindole, 3-methylindole, indole, quinoline, hydrogen, and methane. 2-Methylindole is formed from 1-methylindole by an irreversible isomerization reaction. The 2-methylindole isomerizes in a reversible manner to 3-methyl-indole, the equilibrium favoring the 3-methyl isomer. Indole is formed directly from 1-methylindole. Quinoline is formed from l-methylindole, 2-methylindole, and 3-methylindole.

Economic growth in Cameroon was restricted during 1987 owing to a decrease in oil prices during 1986 and the falling value of the U.S. dollar in 1987. The yearly budget reflected a significant drop in revenues and expenditures. Taxes on imports and some exports were increased to raise revenue. The shortage of revenue and the lack of liquidity had restricted the Government's operation and investment programs. External public debt reached an estimated $3.2 billion2 representing 20.8% of the estimated gross domestic product (GDP) of $12.3 billion. The Government operated at an 8.7% deficit in 1987. The GDP growth rate had fallen to 0.6% in 1987 and was projected to remain at that level in 1988. Economic planning was managed through a series of 5-year plans. The country was under the sixth 5-year plan, which would end in 1991. The plan stressed balanced development as one method to achieve the desired results. Sources of revenue for the year included direct and allied taxes (31.2%). customs collections (31.0%), and oil royalties (28.0%). The oil royalties in 1987 represented a larger part of the budget than in 1986. In January 1987, eight African oil exporting countries, including Cameroon, formed the African Petroleum Producers' Association (APPA). The eight countries represented about 80% of the total African oil production of 5.2 million barrels per day in 1987. Cameroon produced approximately 3% of total APPA oil production. Cameroon produced approximately 68.5 million barrels of crude oil in 1987, slightly less than that produced in 1986. Earnings also fell in 1987, not only from falling production, but also from declining oil prices and the fall in value of the U.S. dollar on world markets. Oil had been the main stimulus of Cameroon's growth throughout the past decade, and a key generator of export revenues and financial resources for the economy.

Forty-eight workers who bad escaped large underground coal-mine fires were interviewed using an open-ended protocol. This information, and the actual experiences of one eight-person mine-section crew who escaped from a Fire, were used to construct an 18-frame (page) table-top simulation exercise, which was then field tested with 134 miners. The exercise is a research toot that measures miners' proficiency in the information-gathering and decision-making skills related to escaping from a mine fire. It also helps miners to learn and practice these cognitive skills. The exercise was found to be valid and reliable. All miners reported that the exercise was authentic and would help them to remember important information. The exercise total score, and all but two item scores, significantly discriminated among miners with different levels of training. The two items that did not discriminate dealt with whether or not to abandon a helpless fellow miner. When the exercise total score data were pooled, only 13.6% of the miners achieved a desirable score of 90% mastery or greater. The simulation is important because it teaches and assesses critical judgment and derision-making skills that are rarely addressed in miner training. "Two recent occurrences in Western metal mines in each of which 3 men were killed due to breathing fumes from explosives, have aroused keen interest among mining men not only as to the exact cause of such accidents, but also as to possible preventive measures.In sinking the forty five degree incline Marsh *haft near Burke, Idaho, on May 13, 1920, a round of holes containing about sixty pounds of 40 per cent gelatin explosive was blasted by the night shift upon leaving at 11:30 P.M. It was customary for the night shift to leave compressed air blowers open at bottom of abaft until the compressor was shut down slightly before midnight. Presumably this was not done on the night of the lath as the fumes were so heavy in the shaft bottom on the morning of the 14th that at about 8 o'clock, Superintendent Bergen and one of the shaft men, on reaching the shaft bottom, were overcome and fell from the bucket into the sump containing about six feet of water; and when two other men went down in the bucket a few minutes later to investigate, one also fell into the sump and the other was barely able to roach the shaft collar. The three bodies were later on recovered from the sump.At 400 P.M., June 10, 1920, at the Dominion Mine, Colville, Washington, a round of 11 holes containing about fifteen pounds of 60 per cent nitro¬glycerine explosive was blasted in a fifty degree raise about fifty feet above the main tunnel level by the shift going off for the night. in this mine it was the practice not to try to blow out the fumes until just before the shift went to work the next morning, Although no work was being done on the night shift, one of the raise men, curious to ascertain the effect of the shots, about 7:45 P.M., wandered into the mine (which was a tunnel only a few hundred feet in length), and was missed by one of his companions about an hour later. When three men tried to remove the body of the inquisitive miner, two of them were also overcome; ultimately these two and the first man were removed from the point at which all were asphyxiated, which was practically at the foot of themaise."

During the past year, in producing 500,000,000 tons of coal we wasted or left underground, in such condition that it probably will not be recovered in the future, 250,000,000 tons of coal; we turned loose into the atmosphere a quantity of natural gas larger than the total output of artificial gas during the same period in all the towns and cities of the United States; we also wasted or lost in the mining, preparation, and treatment of other important metalliferous and non- metalliferous minerals from 10 to 50 per cent of the year's produc- tion of such minerals. These losses serve to indicate the importance of inquiries and investigations by the Federal Government for the purpose of lessening the waste of essential resources-investigations on the same general lines as those looking to a reduction in the loss of life in the mining operations of the country and the far more exten- sive investigations looking to the more efficient production and use of agricultural products, both of which are being conducted by the Federal Government. In a consideration of the possible activities of the individual, the State, and the Federal Government in behalf of a less wasteful use of our mineral resources certain facts and principles should be kept clearly in mind, namely: That the present generation has the power, and it will exercise the right, to use as much of the country's resources as it actually needs; there can and there will be no such thing as stinting the present gen- eration by bottling up resources for the use of the future. That the Nation's needs are not likely to be curtailed; these needs will increase with the extent and diversity of the Nation's industries, and they will increase more rapidly than population increases, for the reason that the per capita consumption of mineral products is rapidly increasing; and That the men of this generation will not mine, extract, or use these resources at continuous financial loss to themselves in order that some- thing may be left for the use of future generations; there can be no such thing as a mineral industry without profits.

In the course of investigation now in progress by the Bureau of Mines into the nature of " gum forming" constituents of gasoline , several gasolines and other petroleum products were heated in a small bomb , and pressures of considerable magnitude were developed . As the Bureau has received many inquiries for data showing the pressure that may be developed in a still when gasoline or other oil is subjected to elevated temperatures , it was thought advisable to record the pressures observed at various temperatures in the course of this work . data were merely a by- product of the main investigation . These Gasoline and similar products are very complex mixtures , and it is difficult to determine accurately the true vapor pressures , hence the vapor pressures of the oils used in these tests have not been studied in detail , but the data obtained may be taken as representative of the pressure- temperature relations of the various oils in commercial work.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

This project investigates the behavior of blast waves from the detonation of high explosives in an underground mine. A series of explosive tests was conducted in the underground and surface facilities at the Bureau of Mines' Lake Lynn Laboratory to evaluate the potentially dangerous effects of blast waves produced by open shooting, blown out holes, or accidental detonations of explosives. Shots of C4 and TNT were fired at the dead end of a 6 ft high by 20 ft wide entry, at the intersection of two entries, and on the surface. C4 and TNT were chosen for this research because they exhibit very consistent performance. Behavior of the blast wave was evaluated through recording of the pressure as a function of distance from the explosive detonation. For both explosives, C4 and TNT, peak pressure decay with travel down the entry was inversely proportional to distance to the 0.9 power. When comparing pressure measurements at 200 versus 100 feet from the detonation; at 200 feet the pressure would be 1/2 0.9 or 54 percent of that measured at 100 feet. By comparison, peak pressure for a surface shot exhibits a decay with distance to the -1.6 power, yielding a pressure at 200 feet 1/2 16 or 33 percent of that measured at 100 feet. This result confirms that the blast wave from detonation of an explosive in an underground mine maintains its force for a greater distance than would be the case on the surface. Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

To improve operational effectiveness of enclosed cab filtration systems. Background Enclosed operator cabs are widely used on mobile excavation equipment in the mining and construction industries. They protect the operator from bad weather, noise, and airborne dusts. The inside cab environment usually must be kept at very low dust concentrations because of quartz dust generated from the excavation of silica-bearing rock. Most cab designs achieve heating and air conditioning effectiveness by recirculating most of the interior cabin airflow, with a smaller portion of the outside air added to the cab as makeup air. Both the recirculated cab airflow and exterior makeup air added to the cabin should be efficiently filtered, with the makeup air positively pressurizing the cab interior. Ideally, operator cab air filters should provide at least 99% capture efficiency for dust particles as small as 0.3-pm aerodynamic diameters. These higher efficiency air filters provide good dust control for the equipment operator, but tend to accumulate dust more quickly than lower efficiency air filters.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

Objective To reduce equipment operator exposure to respirable dust in enclosed cabs by examining the effectiveness of retrofitting air pressurization and filtration systems on existing cabs. Background Many types of heavy equipment are used in mining, construction, and agriculture. Most have enclosed cabs to protect the equipment operator from excessive dust and noise exposure. When the equipment is new, controls are normally implemented into the cab to keep these exposures at acceptable levels. However, as this equipment becomes older, many components of the enclosure deteriorate, such as gaskets and seals. This causes the effectiveness of the enclosed cab to be greatly reduced. Once this occurs, the equipment operator's dust exposure can increase to hazardous levels. In surface mining operations, elevated exposures to crystalline silica have caused an excessive incidence of silicosis. Approach A cooperative research study with a mining operation and a cab filtration company was conducted to evaluate the effectiveness of retrofitting an older surface drill with two controls to lower the drill operator's respirable dust exposure. These two controls were: (1) A good air filtering and pressurization system to ensure that clean air was delivered into the enclosed cab. Ideally, the incoming air filter should be 99% efficient in removing particles with an aero- dynamic diameter of 0.3 pm or greater from the airflow. (2) Sufficiently sealing the cab to develop a positive static pres- sure and ensure that dust was not leaking into the cab. This was done by plugging all holes and cracks and maintaining good gaskets and seals. To prevent wind from forcing contaminated air through holes in the cab, the cab's static pressure must be greater than the wind's velocity pressure. During the course of this research, it was found that a floor heater fan used in the drill during the winter months greatly increased the operator’s Respirable dust exposure. Problem Identification Four days of background dust levels were measured as a baseline for this research. These baseline measurements were taken in May 2000 when air temperatures ranged from 60° to 70° F. When this was completed, the two controls were implemented. The first control was to install an improved air filtering and pressurization system on the enclosed cab. This was composed of a two-stage prefilter, a blower, then the respirator-medium secondary filter. Since the secondary filter was on the positive side of the fan, all air delivered into the enclosed cab had to pass through this secondary filter. After the filtering system was installed, the cab was pressurized to a static pressure of0.01 inches of water (w.g.), which is still very minimal. The second control was to seal the cab. New door gaskets were installed, and all cracks and holes in the shell of the enclosure were plugged. This increased the cab pressurization to approximately 0.1 inches w.g.

Benin's industrial sector experienced severe economic and financial problems in 1986, including disappointing performances of the Onigbolo cement plant and the Semé Oilfield, plus a shortage of technically trained personnel and experienced management. Oil production remained about 1,000 barrels per day. Import and export trade between Benin and the United States remained minimal. Because much of Benin's outstanding external debt was in U.S. dollars, the stronger dollar greatly increased the debt burden. The 1985 budget of $304 million' was composed of an investment budget of $194 million and a current budget of $110 million. Of the investment budget, 84% was expected to be externally financed. About $45 million was given to three priority projects: the joint Benin-Togo Nangbeto hydroelectric project scheduled for completion in 1986; drilling of new exploratory wells of the Semé petroleum project, and the Dassa-Parakou highway. The budget deficit was projected to exceed $43 million despite a decrease in projected revenue owing to an anticipated decline of 25% in import tax revenue, normally the largest source of Government revenue.
