"INTRODUCTION Early in 1936 the Interstate Oil Compact Commission and other groups interested in forecasts of demand for petroleum requested the Bureau of Mines to make a physical inventory of crude-oil stocks in the United States, Accordingly, the 74th Congress appropriated funds for conducting such a survey during the fiscal year ended June 30, 1937. In the discussions and hearing 2/ relative to the need for the survey, the opinion was expressed that crude oil held in storage for long periods had lost so much of its gasoline content that the economic significance of total stocks should be discounted materially. Therefore, a primary objective of the survey was to make a physical inventory of the crude oil held in storage above ground and to determine the quantities and characteristics of the light fractions contained in the various stocks."

A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1937, was published in Bureau of Mines Information Circular 6942.3/ Information Circular 7007,4/ published as a supplement thereto, listed equipment approved. Burin', the calendar year 1937. The present list includes most of the material liven in these two publications, as well as approvals that have been issued up to January l, 1940. Some equipment formerly listed has been omitted because it has become obsolete or is no longer actively marketed. The list now includes electrically-operated air compressors, coal drills, loading machines and conveyors, mining machine, mine ones, rock-dusting machines, room hoists, storage-battery gathering and haulage locomotives and storage-battery power trucks, mine telephones, junction boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lens, flashlights, methane detectors, and single and multiple-shot blasting units. The appendix at the end of this circular lists trailing, cables that have passed tests prescribed by Schedule 2D. When equipment passes the inspections and tests prescribed by the United Status Department of the interior, Bureau of Mines, in published "schedules" or standards, it is formally approved as "permissible" for use in gassy mines, and the manufacturer is then permitted to mark it with an approval plate that identifies it as having been approved by the Bureau. A constitutive model for rock interfaces based on the principles of static fatigue is proposed. The model is applicable to weak rock or joints with cohesion. Friction and dilation are decreased as plastic work increases. At equilibrium, the creep time increases by one time-step interval, and interface cohesion at each node decreases according to a power function. A constant-load, direct-shear simulation showed that the model is cap- able of mimicking constant-rate and tertiary creep and predicting failure. Tests on core from a coal mine showed constant-rate and, sometimes, tertiary creep, but also weak transitory creep. The cohesion deterioration function may need modification to simulate primary-phase creep. If model parameters are known for a site, the model can predict the onset of tertiary creep and failure. Such predictions can help engineers make better entry design and support decisions, which will reduce the likelihood of roof falls and increase safety for underground miners.

Prolonged laboratory and limited pilot plant tests have shown that the Bureau of Mines buffered S02 -H2S process is capable of removing 95 to 99 percent of the S02 from industrial waste gases. Most of the S02 is converted to elemental sulfur; only about I percent converted to sulfate The process comprises (1) washing the flue gas to remove particulates and S03, (2) absorption of the S02 in citric acid or other carboxylate solution, (3) reaction of the loaded solution with H2S in a closed vessel to precipitate the absorbed S02 as elemental sulfur, and (4) separation of the sulfur from the regenerated solution by oil flotation and melting. Two-thirds of the molten sulfur is converted to H2S for use in the sulfur precipitation step by reacting sulfur vapor with natural gas and steam in the presence of an alumina catalyst. The chemistry and mechanism of the process are described, initial laboratory and pilot plant data are summarized, and second-generation laboratory operation and pilot plant design are reviewed. Preliminary cost estimates are presented for recovering sulfur from copper smelter gas, powerplant flue gas, and Claus plant tail gas.

Computer programers are often required to make modifications to unfamiliar Fortran routines. This Bureau of Mines report describes a computer program designed to aid the programer in such a situation by reorganizing: Fortran routines. This reorganization includes a sequential renumbering of the routine's statement numbers, a sequential renumbering, and relocation of format statements, an alphanumeric reordering of dimensioned and typed variables, a uniform pattern of text spacing, and a sequential numbering of the records in the final Fortran routine. The computer program has been extensively tested by the author and has proved to be a valuable tool for reorganizing Fortran routines developed under contract and later utilized by the Bureau, and for preparing routines for publication.

This report compares a proposed 10/60 "piggyback" 02 generating self-rescue unit to the standard CO self-rescue unit with respect to work task interference. A simulated low seam coal mine was constructed and subjects performed locomotion, shoveling, cart pushing, and timbering tasks with the 10/60 or self-rescuer attached to their belts. Task completion time was longer on all tasks when wearing the 10/60 unit, although only locomotion was statistically significant. The 10/60 unit was bumped over 100% more often than the standard self-rescuer. Implications for design of the proposed 10/60 container are: 1) unit?s container must be extra durable to withstand the added abuse it is likely to receive by low coal miners; and 2) extra consideration must be given to preventing the device from slipping on the belt while working, especially in low coal.

Current production costs and market conditions in the potash industry of the Carlsbad area were studied to determine the potential values of the potash mineral resource that would be lost or foregone if the Waste Isolation Pilot Plant (WIPP) facility is constructed on the proposed site in that area. The purpose of the WIPP project is to investigate the possibility of developing a nuclear waste disposal plant in the salt formations at the site. Analyses were made of all potash deposits determined to be in the site. Mining and processing under the most favorable recovery systems were considered. Value determinations were based upon estimated operating and capital costs of current mine-mill operations in the Carlsbad area. This study was made for the Energy Research and Development Administration (ERDA) by members of the Federal Bureau of Mines Minerals Availability System staff.

Although the hysteria. with regard to silicosis end other occupational diseases seems largely to haws passed, and more careful sober consideration is being given this subject, it would be very poor policy for any employer to take the stand that the storm has blown over and that he can safely relax and revert to the status of 5, 10, or more years ago in such matters. The real fact is that occupational-disease compensation is nor in its infancy and can be expected to grow by leaps and bounds. At present, while 46 States of the Union3/ and the District of Columbia have compensation acts, only the following have some fern of occupational-disease legislation: California, Delaware, Connecticut, District of Columbia, Illinois, India a, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nebraska, New Jersey, New York, North Carolina, North Dakota, Ohio, Pennsylvania, Rode Island, Washington, West Virginia, and Wisconsin. Silicosis appears to be compensable under those acts in California, Connecticut, District of Columbia, Illinois, Kentucky, Massachusetts, Missouri, New York, North Carolina, North Dakota, Ohio, Pennsylvania, West Virginia, and Wisconsin; possibly it may be interpreted as compensable in others. Occupational-disease legislation (largely relating to silicosis) has seen under consideration in some form relatively recently in Arkansas, California, Delaware, Idaho, Maryland, Kansas, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, Ohio, Pennsylvania, Tennessee, Utah, and. Washington at least. It will be surprising if comparatively broad or inclusive occupational-disease legislation will not be on the statute books of nearly every State in the Union within the next 5 years. With this situation confronting him, the far-sighted industrialist who has the best interests of his organization at heart will immediately begin to "put his house in order," if he has not already done so, by studying possible occupational-disease hazards to his employees; moreover, he will promptly apply all known remedial measures or will attempt to devise such measures if none of those already devised seem to apply to his establishment.

Several growth chamber and laboratory experiments were conducted to study the germination behavior of plant species on mine spoils and plant growth responses to nutrients on spoils and topsoils. Experiments were conducted to study the germination potential of some native and introduced species under various conditions. The seeds of green needlegrass, side oats grama, thickspike wheatgrass, crested wheatgrass, birdsfoot trefoil and emerald crownvetch were less tolerant, whereas those of alkali sacaton. durar hard fescue, slender wheatgrass, yellow sweetclover and alfalfa were most tolerant to the sodic mine spoil conditions. Addition of leonardite improved the germination potential of some of the poor genninators. Slender wheatgrass and yellow sweetclover were used as test plants to study the fertility status and productivity potential of stockpiled topsoils and spoils collected from Center. Glenharold and South Beulah of North Dakota. The topsoils were neither saline nor sodic but low in N and P. The spoils were neutral to alkaline with SAIL of 12-32, EC of 1.8-5.5 mmhos/cm, Olsen&apos;s P< µ4g/g, and total N <0.07%. Application of N and P together to the topsoils increased the yield of wheatgrass and sweetclover by 88% and 70% of their respective maximum yields, whereas near maximum yields were obtained for both the species by the same treatments to the spoils. The average yields on topsoils were higher than the yields on spoils. The concentrations of major nutrients were higher in plants grown on topsoil, whereas the opposite was true with the concentrations of Mn, Zn, and Cu. Growth chamber experiments were also conducted to study the growth responses of alfalfa, oats and slender wheat grass by the application of Mn and Zn to a sodic coal mine spoil which was previously used for pot culture experiments. Significant growth responses to Mn and Zn were observed in alfalfa but not in oats or slender wheatgrass. Fertilizing the spoil with Mn along with NPK increased the yield of alfalfa to 85% and with Mn + Zn to 99%. Growth responses and plant composition results of this study confirm that the application of major nutrients to spoils can accentuate Zn and Mn deficiencies in some plants.

Ten stations were covered; 25 other stations had been occupied in the vicinity of Rome and in Albanian mountains during previous years. The new measurements revealed gravity anomalies ranging within the following limits: (1) With a free-air reduction, between + 29 and + 120 mgl., average + 60 mgl.; and (2) with a Bouguer reduction, between + 22 and + 87 mgl., average + 41.5 mgl. - V. Abrasives are essential to the manufacture of munitions - airplanes, gas, shells, tanks, and in fact every product that involves metal forming or finishing. An indication of the importance of abrasives in the national defense and aid-to-Britain programs is the close peace-time correlation between demand for abrasives and automobile production, which in recent years has consumed more than 35 percent of the total output of abrasives. Unprecedented demands on the abrasives industry are forecast by the rapid expansion in airplane output, tie increased mechanization of all armed forces, and the consequent speeding up not only of the factories where finished munitions are made but also of the steel mills and other factories were additional large quantities of abrasives are needed for snagging or rough-grinding semifinished products before they can be used by the fabricators. A recent survey by the artificial abrasives manufacturers indicates that they can readily increase their output 75 percent compared with the previous peak of 1937 without building new plants. By overhauling production schedules, their maximum production possible could be increased to 182 percent of the 1937 output, and the nature of the industry is such that plant capacity could be increased rapidly if need therefor should arise. No figures on the estimated requirements for abrasives in 1941 or 1942 have as yet been compiled, but the industry feels that it can meet demands as they develop.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. The Bureau of Mines has constructed a special compression chamber for developing stress-strain relationships of mine backfill and simulating the high compressive ground pressures encountered in underground mines. A one-dimensional, or Earth-Pressure-at-Rest model is proposed for backfills subjected to these pressures. Results of the compression tests performed in the chamber indicate that reliable stress-strain relationships can be developed from these tests. The primary objective of the test series was to evaluate the effectiveness of compaction of common backfills in retarding ground closure. Analysis of the stress-strain data shows an eightfold reduction in relative strain in optimum well-graded, compacted backfills over poorly graded, loose backfill material. Analysis of the one-dimensional compression test data also indicates a significant retardation of transmitted stress in dense compacted samples of backfill and natural sands. Although not fully understood, a deformation mechanism is thought to occur at the intergranular contacts in cyclic fashion causing frictional heat loss and a reduction in transmitted stresses in the densely packed materials. The experimental values of transmitted stress are compared with theoretical values of effective stress calculated from the one-dimensional compression relationships developed by Hendron (4).3 These experimental values of transmitted stress compare very closely with the theoretical values of effective stress.

The Bureau of Mines, in cooperation with the Mine Safety Appliances Co., has developed a continuous-recording methanometer utilizing a catalytic combustion detector. The methanometer, which is presently operating at 22 exhaust fans at 14 mines in the Eastern coalfields, is reliable and simple to install, operate, and maintain. The instrument and the details of its installation and calibration are described. Analytical data obtained by infrared spectrophotometer and gas chromatograph are presented to substantiate its re liability.

In 1943, the Federal Bureau of Mines began a program of thermodynamic investigations of petroleum constituents and related compounds. These systematic, long-range studies, which were conducted in the thermodynamics laboratory of the Bartlesville Petroleum Research Center and are still continuing, have resulted in a substantial quantity of data valuable to the petroleum industry and science in general. As separate phases of these studies were completed, the findings were promptly reported in the scientific press. During the past 16 years, 89 journal articles, giving the results obtained for individual compounds and small groups of related compounds, were published, mainly in the Journal of the American Chemical Society and the Journal of Physical Chemistry. In addition, members of the Bureau staff have contributed six chapters to specialized reference books. This circular, prepared in response to many requests, lists these 95 published papers, giving an abstract of the contents of each, as well as titles, authors, and literature citations. The journal articles are listed in the order of their preparation, which closely approximates the chronological order of their publication; hence, the item number to the left of each citation corresponds to the assigned contribution number. For the convenience of the reader, the abstract section is followed by a condensed bibliography, arranged alphabetically by senior author and keyed to the abstracts by appropriate contribution numbers in parentheses after the entry.

Minerals are vital to any industrialized civilization. Annually, the United States uses more than 4 billion tons of new mineral materials, or about 40,000 pounds per person-about half being mineral fuels and the other half being metals and nonmetallics. Stable and economic domestic mining, mineral, metal, and mineral reclamation industries are essential to the economy. The value of United States energy and processed materials of mineral origin exceeds $200 billion annually. Although a number of minerals are imported, especially some designated as "strategic and critical," most U.S. mineral supplies are derived from the domestic mines and processing facilities that you will be seeing, reading about, and visiting as you use this visitor guide. We hope you enjoy your experiences. This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation&apos;s romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. A surplus of vanadium has resulted from the tremendous output of uranium, of which vanadium is a byproduct. More knowledge of the properties and characteristics of vanadium as a pure metal has been needed so that industry can take advantage of its availability and use it according to the best principles of conservation. Besides the problem of utilization, there is the ever present need of finding new materials which will satisfy specific and demanding requirements of science and engineering; vanadium or one of its alloys may possess the latent potential for filling some of these needs. Thus this? research project was undertaken by the Bureau of Mines to determine and examine some of the physical and mechanical properties of pure vanadium. A corallary investigation was the determination of the effect of the interstitial contaminants, oxygen, nitrogen, and carbon, on unalloyed vanadium. The vanadium used for these determinations was principally the product of experimental production of the Bureau. The evaluation of this material, as small quantities became available, provided most of the data that have been obtained.
