INTRODUCTION The UN-General Assembly adopted an Agreement on 28 July 1994 entitled ‘Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea ((UNCLOS) of 10 December 1982’. The Agreement came into force on 16 November 1994, and consequently, the inauguration of the International Seabed Authority (ISA, or the Authority), located in Kingston, Jamaica. The Authority is the organization through which States Parties to the Convention (168, as of 25 July 2017) shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the Agreement, organize and control activities in the Area, particularly with a view to administering the mineral resources of the Area. The legal regime for the administration and development of the mineral resources of the Area as it now exists are available in Part XI of the Convention1 which contains the legal framework governing “activities in the Area” and in Annex III to the Convention which contains the “Basic Conditions of Prospecting, Exploration and Exploitation” with respect to the resources of the Area2. The 1994 Agreement relating to the Implementation of Part XI of the UNCLOS is the so- called ‘parallel system’; as elaborated in article 153 of the Convention. The essential elements of the ‘parallel system’ include assured access for States parties and their nationals to seabed mineral resources along with a system of site-banking, whereby ‘reserved areas’ are set aside for the conduct of activities by the Authority through the ‘Enterprise’ itself or in association with developing States or in joint venture with the contractor who provided the particular reserved site2.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. INTRODUCTION Airlift pumping, utilize compressed air that is injected at the bottom of a vertical pipe submerged in the water, reduces the mixture density inside the pipe and lifts the liquid or mixture of liquid and solids. This type of pumping technology, which is simple and without moving parts submerged in water, which provides several advantages compared to the mechanical pumping. Airlift is used in various difficult pumping applications such as transport of fluids corrosive to metals, explosives, nuclear and toxic materials in chemical industries, diamond mining and coal transport. Application of airlift to deep sea mining conditions was investigated by extensive laboratory experiments [1], theoretical analysis [2], and limited proof of concept field studies [3] starting in 1970’s with the discovery of huge amounts of manganese nodules discovered on the seabed at a depth of ranging from 4000 to 6000 m . Even after extensive investigations over the last five decades, there exists no commercial application of airlift technology for lifting of minerals. The major problems with the application airlift for deep ocean mining was (a) lack of control over the expansion of the injected gas, which increases the velocity in upper part of the riser pipe (b) lower efficiency compared to mechanical pumping [3]. Different flow regimes are encountered in airlift pumping: bubble, slug, churn and annular flow. Annular flow regime is the least efficient in lifting of particles and churn flow has better efficiency [3].

The Semenov hydrothermal sulfide cluster (13º31´N), consisted of five fields (Semenov-1, -2, -3, -4, and -5), was discovered in 2007 in the 30th cruise of R/V Professor Logatchev [Beltenev et al., 2007; 2009]. The hydrothermal fields are located on a seamount composed of ultramafic and mafic rocks, gabbro, plagiogranite, and their altered rocks. The Semenov cluster is considered to be the largest sulfide accumulation in the Ocean with massive sulfide (MS) resources of about 40 million tons [Beltenev et al., 2009]. MS of the Semenov-1, -3, -4, and -5 hydrothermal fields are mostly characterized by marcasite-pyrite composition whereas rich copper-zinc MS with high Cu and Zn contents (11.37?19.33 and 5.89?18.32%, respectively) and anomalous Au and Ag grades (22?188 ?127?1787 ppm, respectively) were dredged only at the Semenov-2 hydrothermal field associated with basalts (13°31.13´N, 44°59.03´W; 2360?2580 m of depths) [Ivanov et al., 2008].

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.

Recent technological breakthroughs in the fields of ceramics, medicine, aerospace engineering and electronics (semi- and superconductors) are constantly creating new uses and an ongoing increasing demand for a variety of rare valuable trace metals. These so-called high-tech elements such as hafnium (Hf), titanium (Ti,) niobium (Nb), tantalum (Ta), zirconium (Zr), molybdenum (Mo), vanadium (V) and the rare earth elements (REE), many of them of strategic importance, occur inter alia at elevated and potentially economic concentrations in marine ferromanganese nodules and ferromanganese crusts, making those deep sea deposits potential future resources of these metals. As these metals are mostly present in the lattice of the manganese and iron phases, which are strongly intergrown, rather than in separate mineral phases within the nodules and crusts (Koschinsky and Hein, 2003), reductive dissolution of the host phases is a prerequisite to release and dissolve the valuable metals. To evaluate the association of these rare valuable metals with their mineral carrier phases, sequential leaching experiments were carried out on selected samples in a first step in our project.

In 1983, the GEMINO research project (Geothermal Metallogenesis Indian Ocean) was initiated in order to locate and evaluate sites of recent or fossil hydrothermal activity in the largely unexplored Indian Ocean. During GEMINO cruises 1 and 2 with R/V SONNE in 1983 and 1986, the Central Indian Ridge between 21°S and 24°S was the subject of detailed exploration, including SeaBeam and magnetic mapping, hydrocasts, sediment coring, TV-grab sampling, and camera/video tows. Although hydrothermal sulfide mineralization was not located, a hydrothermal component in the sediment composition, hydrothermally altered basalts, and maximum concentrations of 27.5 nmol/kg Mn and 45.6 nl/l CH4 were discovered (Plüger and Herzig 1986; Herzig and Plüger 1988a). Leg 1 of the GEMINO-3 cruise in 1987/88 identified a neovolcanic ridge in the rift valley of a 30 km segment at 22°55'S as a site of weak hydrothermal activity and photographed smectite-like precipitates on basalt talus and a chimney structure on top of a ridge-parallel fault scarp. Water temperature data and the distribution of Mn and CH4 were interpreted as indicative of diffuse, low-temperature hydrothermal activity (Herzig and Plüger 1988b).

Ferromanganese crusts have traditionally been considered a potential ore for Co, whereas ferromanganese nodules have typically been considered a potential ore for Ni and Cu. However, both nodules and crusts sequester high concentrations of many metals (Table 1) from sediment pore waters and seawater, many of which are essential for high-tech applications. The resource potential of these rare and valuable metals is poorly known and they are the subject of considerable current research. The need for adequate and dependable supplies of these metals is essential for the development of new technologies. The rare-earth elements have recently received much attention in the scientific and popular press because of their use in so many high-tech applications and because more than 95% of the production comes from China (e.g., Service 2010); consequently, there is concern about the possibility of a significant decrease or even curtailment in exports from China. The lack of a primary source and the inadequate supply of Te have prohibited the development of a Cd-Te photovoltaic solar-cell industry (Hein et al. 2010). Inadequate supplies of many of the elements listed in Table 1 are limiting the development of key high-tech industries, forcing the use of alternative metals that [ ] may result in less efficiency or less favorable properties for a product. The rare-earth elements, Te, and other elements listed in Table 1 occur in high abundances in marine hydrogenetic and diagenetic ferromanganese deposits. Here, we look at the mechanisms by which these rare and valuable metals are incorporated into different genetic types of marine ferromanganese deposits.

Compared with land mineral resources investigation, as well known, it is more important for marine geologists to get image data (e.g. photographs, video tapes and various charts) because they are often hard to reach deep seabed directly. In the past years a plenty of image data which are in various forms have been accumulated. In contrast with both digital and character data managing the image data by using database is just unfolding and it will be a trend for marine mineral resources investigation. GIS (Geography Information System) offers another useful means of processing image data, especially geological data. GIS is characterized by processing vector data (e.g. point, line and polygon), but newer versions of GIS software package are also able to process raster data (e.g. photographs etc.). The present author made a presentation on marine mineral image database during 25th UMI, but that system runs under DOS environment and dealt with only mineralogy. Recently a new system which integrates Oracle image database with GIS (ArcView version 3.1) has been developed. This system runs under Windows NT environment. In the network environment Server/Client mode is adopted, and over 200 basic subdatabases (tables)are located on Server; operating interfaces are located on several clients so that several persons can operate the system simultaneously. The whole system involves five types of marine mineral resources: manganese nodules, cobalt-rich crusts, polymetallic sulfides, phosphorites and gas hydrates. The data of every type of marine mineral resources described above are distributed among five units and several blocks. The units and blocks are described below:

The situation in the raw material market has brought into consideration the commercial exploitation of the mineral deposits on the deep sea bed and in particular the manganese nodules. They occur generally in depths of 4000-5000 m, partially covered or buried in bottom sediments. The deposits and their potential recovery have been intensively explored and researched during the past twenty years (Bischoff 1979, Halbach 1988, Padan 1990). Although the present market situation limits the rentability of deep sea mining on an industrial scale, the mining technology is being further developed in many countries. The stagnation phase in the deep mining issue allows sufficient time for conducting research on the precautionary protection of the deep sea environment and for consultation in the development of technologies with the least possible impact on it. The subject has gained in importance since autumn 1994, when the United Nations International Law of the Sea was signed. This also regulates human activities in international waters from the environmental point of view. As fields tests have shown in the past, even with the most modern technologies, mining of the manganese nodules will inevitably be accompanied by a resuspension of some bottom sediments. The generated sediment plumes will be further transported with the ocean currents and in the worst case form stable turbidity layers in different depths (Ozturgut 1981a, Baturin 1991). One of the problems of the environmental impact assessment is the estimation of the plume persistence before it eventually dilutes to approximately the ambient concentration level or settles at the bottom (Lavelle 1981a, Lavelle 1981b, Lavelle 1982, Thiel 1991a, Thiel 1991b). The aim of the research is to develop a numerical sediment transport model in connection with potential manganese nodule mining in a reference area located in the southeastern equatorial Pacific Ocean off Peru (Peru Basin, Discol Experimental Area). In this region, a German mining claim is registered and interdisciplinary field works of the TUSCH (German: TiefseeUmweltSCHutz, deep sea environmental protection) research group are carried out in order to obtain the required scientific background for evaluating of the deep sea mining impacts and to provide the necessary supporting data for the modelling (Thiel 1991a, Thiel 1991h).

Msjflkcisokng During the past sixteen years, GNS Science has developed a number of radiometric methods for dating massive sulfide samples from submarine arc and back-arc volcanoes. This has improved our understanding of the formation of these hydrothermal systems, the frequency and duration of their activity, and assisted marine mineral exploration companies in assessing the economic potential of these deposits that can be rich in copper, zinc and gold (up to 90 ppm Au in some chimneys). The radiometric dating methods that we employ utilize radium isotopes that are extracted from the host rocks without their parent thorium isotopes, by ascending, hot, acidic hydrothermal fluids. When the hydrothermal fluid discharges into cold seawater, chemically similar barium and radium co-precipitate as barite, a common mineral contained within the black smoker chimneys that grow upwards from the seafloor. From the onset of mineralization, the isotopes 228Ra and 226Ra (with half-lives of 5.75 yrs and 1600 yrs, respectively) begin to decay, so that the 228Ra/226Ra and 226Ra/Ba values decrease with time. Thus, samples can be dated using these ratios once the initial values, i.e., the values at the onset of mineralization, have been established, ideally from active chimneys. 228Ra decays to 228Th (half-life 1.91 yrs) and from the 228Th/228Ra values, the growth-rate of individual chimneys can be estimated. The isotope 210Pb (half-life 22.3 yrs) is occasionally used for dating the mineralization, although several samples from a chimney are needed to determine an age from the 210Pb grown from 226Ra, using the isochron technique.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

Manganese nodules on deep ocean floors have continuously received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and relatively higher metal concentrations (Mero, 1965; Cronan, 1980). Several registered Pioneer Investors have already identified promising sites in deep-sea regions for manganese nodule mining (ISA, 1998), and appropriate mining technologies have been developed during the last thirty years by the international consortium and several nations (Welling, 1981; Kaufman et al., 1985; Bath, 1989; Charles et al., 1990; Yang and Wang, 1997; Yamada and Yamazaki, 1998; Hong and Kim, 1999; Muthunayagam and Das, 1999). The mining feasibility for manganese nodules, including an economic evaluation, has been examined in detail by some researchers (Andrews et al., 1983; Hillman and Gosling, 1985; Charles et al., 1990; Soreide et al., 2001).

This study examines the possible relationships between compositional variability in non-hydrothermal manganese nodules and large-scale environmental parameters. In the central SW Pacific (145-180° W and 20-O° S) the level of primary productivity, the rates and proportions of carbonate, silica and organic matter supply to the sediments, and the position of the seafloor relative to the Calcium Carbonate Compensation Depth (CCD) appear to directly influence nodule composition. Four zones of nodule composition are apparent. These zones correlate fairly well with the level of primary productivity in surface waters, as estimated by satellite-based measurement of chlorophyll content. The observed correlations between surface productivity and nodule composition are consistent with the contention that the dominant source of several transition metals in these deposits (i.e , Mn, Ni, Cu. and Zn) is provided by removal of fine-grained particulate matter from the water column by biological means. Subsequent decay of organic matter in sediments augments the content of these metals in the nodules through oxic and sub-oxic diagenesis. The opposite behavior of Fe and Co content may in part result from mineralogical and dilution effects.

Between 2008 and 2013, the German Federal Institute for Geosciences and Natural Resources (BGR) carried out five exploration cruises to the German license area in the eastern Pacific Nodule Belt. The first two expeditions were mainly dedicated to multibeam mapping to obtain an overview of the seafloor topography and acoustic backscatter strength. These data were used to identify ten to fourteen prospective nodule fields for potential future mining, which together cover about 16% of the total license area of 75,000 km2. During the last three cruises, three of these potential mining areas were explored in detail. For this purpose, the BGR developed a suite of exploration methods to map nodule size distributions and nodule abundances. These methods include acoustic surveys with vessel-based multibeam systems as well as near-bottom video mapping complemented by in situ sampling. The economically most valuable field has a size of ca. 2,000 km2, of which 34% is covered by medium to large nodules (> 4 cm long axis of nodules) with an average abundance of 22.4 kg/m2 and 44% is covered by small nodules (< 4 cm) with a mean abundance of 17.5 kg/m2. The total mass of nodules in this field comprises more than 30 million tons wet weight and could sustain deep-sea mining for at least 10 years.

Deep-sea mining of polymetallic nodules are expected to produce serious impact on benthic ecosystem due to removal of nodules, sediments and associated fauna by means of collector, and subsequently, by the resettlement of sediment plume which may affect seabed biota outside mining tracks through blanketing, smothering and feeding interruption. The scale and magnitude of the exact impact of commercial operations is not known at present, but its assessment strongly required acquisition of the adequate environmental baseline information. During the past two decades, IOM carried out a total of 20 research cruises in the eastern part of Clarion-Clipperton Zone (CCZ) with purpose to obtain essential data and information on polymetallic nodules and to prepare for future development their deposits. Whilst evaluating the nodule coverage at particular station from both seafloor photographs and box-core recoveries it was ascertain that the ground-truth data plotted against the photo data indicated substantial differences between two methods. Understanding of this phenomenon has not only the methodology meaning related to the efficiency of the using photoprofiling techniques during exploration of nodules, but also it could be of environmental importance because the similarity between natural sediment blanketing occurrence in studied area and expected re-deposition and blanketing of sediments which will be disturbed during mining operations.

The southern Mid-Atlantic Ridge (SMAR) is one of the least-explored spreading centers in the world with respect to hydrothermal activity. In the past 8 years research focused mainly on the ridge segments close to Ascension Island, discovering hydrothermal fields as far south as 14°20?S (Haase et al., 2007; German et al., 2008; Tao et al., 2011). However, the vast majority of the SMAR ridge axis has never been thoroughly investigated for hydrothermal activity. In the spring of 2013 we used segment-scale AUV deployments as well as conventional CTD surveys to identify areas of hydrothermal activity along 16 mid-ocean ridge segments between 13° and 33°S, thereby covering close to 5 % of the global ridge axis in a single cruise. During cruise MSM25 of the German research vessel Maria S. Merian, we tested longrange (>100 km lines per dive) AUV deployments of GEOMAR?s AUV ABYSS (a Remus 6000 vehicle) along the spreading axis for their capability to locate active venting in a fast and efficient way on regional surveys. Present study was stemmed from the survey associated with deep-sea mining in the KODOS area between Clarion Fracture Zone and Clipperton Fracture Zone located in the North Pacific Ocean. The study area, which is located in the southeastern part of North Pacific gyre, is oligotrophic waters with low nutrients and chl-a concentrations below 1µg/l (MOMAF, 1996). This area is also characterized by divergence at 8°N and convergence at 6°N, which moved northward or southward in the range of a few kilometers with seasonal and climate changes. If the waste materials related to deep-sea mining are intruded into the surface waters continuously, unexpected effects to water column ecosystem are anticipated negatively. In order to assess the impact on the planktonic ecosystem, natural variation need to be distinguished from anthropogenically induced variation in terms of the abundance and species composition of plankton. In this study, mesoscale variation of zooplankton community was reported in relation to the physical conditions in the northeastern Pacific during 1998 and 1999. Temperature and salinity were determined using a CTD from surface to 200m depth in July 3-20, 1998 and in June 22-July 1, 1999. Zooplankton samples were collected from two different depths (0-50m, 50-200m) by vertical towing using an opening-closing net (100cm diameter and 300 µm mesh size). The samplings were carried out at every one degree between 5° and 12°N (1998), between 5° and 11°N (1999) along the meridional lines of 131°30´ W. The net was lowered to the depth of interest from a stationary research vessel and towed upward to collect zooplankton at a speed of 25~30 m per minute. Zooplankton samples were transferred to 1-l sampling bottles and immediately fixed with neutralized formalin into the final concentration of 5%. Considering the characteristics of zooplankton such as diurnal vertical migration, all samplings were done during the nighttime. The volume filtered by the net was calculated from the readings of flow meter (Hydro-Bios Model 438-115). Zooplankton were identified to the genus level and enumerated under a microscope. The abundance of zooplankton at each station was expressed as the numbers/100 m3.

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State&apos;s continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State&apos;s continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. Surface processing vessels for deep-sea nodule mining operations will produce dewatering plumes that will be released at some depth into the ocean water column. We are studying all aspects of this part of the nodule mining process. First, we have developed analytical and numerical models to determine the effects of highly non-uniform, realistic stratifications on forced, compressible plumes with finite initial size. The classical plume model is developed to take into account the effects of compressibility and thermal conduction through the dewatering pipe. Our results show how small-scale features of a realistic stratification can have a large effect on a plume, and provide a basis for determining at what depth dewatering plumes can be released. These results form the basis for our PLUMEX field experiments, in which we will study the dynamics of dewatering plumes over the course of one week of field tests from the vessel R/V Sally Ride. The field experiments will use a Remotely Operated Vehicle (ROV) and a Phased-Array Doppler Sonar (PADS) system to study the characteristics of the dewatering plumes. The subsequent transport of the material in the dewatering plume will be monitored via shipboard surveys and, potentially, Autonomous Underwater Vehicle (AUV) operations, and these studies will be integrated with near real-time, data assimilating numerical model predictions. The ultimate goal of this project is to develop a field validated, recommend strategy for the release and monitoring of dewatering plumes, to help inform the development of ISA regulations and the planning of industrial operations.
