The Mt Lyell Mine at Queenstown, Tasmania was re-opened in 1995 by Copper Mines of Tasmania Pty Ltd, a wholly owned subsidiary of Mt Lyell Mining Co Ltd. The re-opening followed over 100 years of copper and gold mining at Mt Lyell. Major changes in practice were implemented across the site. Preventing further damage to an already disturbed environment was a major priority. Sublevel caving, at a lower cut-off grade, replaced open stoping for the deep underground mining. Development and later stoping are handled by a contractor, National Mine Management Pty Ltd, in the largest underground contract awarded at the time. Large scale sublevel caving was new to Mt Lyell and not widely practised in Australia, requiring studies and systematic development of the method, particularly in drilling and blasting. Rehabilitation and upgrading of mine infrastructure have been and will continue to be a challenge. The mine has, since 1995, returned to being a stable producer with potential for growth.

Semi-bulk concentrates of 45% zinc at 80% recovery have been produced from the McArthur River mineral deposit. Selective leaching of these concentrates to recover lead and a commercial grade zinc concentrate has the potential to increase significantly the recovery of zinc (as zinc concentrate) and lead (as lead metal) over conventional flotation methods producing lead and zinc concentrates.

Commissioning of the Cannington processing plant began in October 1997. The nameplate capacity (of 1.55 million tonnes of ore per annum) was achieved relatively quickly. Since then (like many mines) the operation has strived to increase throughput and improve valuable metal recoveries, to offset declining head grades and lift the value of the operation. The processing plant now has the capability of treating over 3.2 million tonnes of ore per annum and in financial year 2005/06 the combined concentrate production exceeded 600 000 wet tonnes, approximately 80 per cent above concentrate output in the first full year of operation (at the design feed rate). This improved performance was achieved by making changes and additions to each of the major unit processes û primary grinding, flotation, leaching, filtering and paste fill preparation. The changes have included: adding a fines flotation circuit, expanding the grinding circuit, adding a pebble crusher, switching from continuous to batch leaching, building paste conveyors and decommissioning the column flotation cleaning circuits. This paper reviews these changes, outlines the current operating practices and discusses the challenges or opportunities that remain.

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

Independent Project Analysis (IPA) is in the business of benchmarking the performance of capital projects on behalf of owner companies in the processing and extractive industries. IPA assesses between 500 and 800 projects each year. The projects are conducted globally and range in size from about $1 million to over $30 billion. Using the data, we are able to benchmark the performance of Australian projects against the rest of the world. This presentation focuses on the performance of large (greater than $100 million) projects that involve chemical or thermal processing.We regularly hear calls for more processing to be conducted in Australia but on the other hand industry leaders are concerned about the poor success rate of solids processing projects in Australia. Data gathered by IPA indicates that there is good reason for the concern. Out of a sample of 31 large processing projects conducted in Australia, 23, or 74 percent, were classed as failures. This performance is significantly worse than for similar projects in other parts of the world. The presentation analyses why the performance is worse and demonstrates that many of the reasons behind the failures were manageable by the project team. Furthermore, members of the project teams on at least half the failed projects knew that the projects were on a path to failure before the project was authorised but could not be heard.The presentation discusses how large projects that involve process design and, in many cases, new technology, need to be set up for success. *This is an abstract only. In essence, it exists to provide a basis for communication between the Department, industry. Aboriginal organisations and Traditional Owners. The paper outlines the various ways in which this is accomplished including the preparation of detriment submissions for pending land claim hearings, the use of promotional material to support access to Aboriginal Land for NTGS Mapping Programs and field work, and advice/assistance on exploration and mining issues.

Mining conditions imposed by a coal seam roof can be analysed according to natural causes, before consideration of strata control. All types of roof behaviour can be explained by considering only three independent variables. They are roof rock types, rock stresses and discontinuities. Roof rock types encountered in the Sc.ithern Coalfield of New South Wales (NSW) are sandstone, shale, mudstone, laminite and coal. Each rock has its own mode of failure. Lithological stability of the sediments varies from one type to another. Regional stresses upon a coal seam roof will vary in magnitude according to the proportion of gravitational stress, which is related to depth of cover, and residual stress, which is related to the maximum depth of burial and may be gauged by coal rank. Local stresses will vary according to tectonic deformation, related to irregularities in seam structure.

Time-dependent deformation occurs when geo-materials are under an applied load; this may lead to additional deflection of a tunnel structure and the stress redistribution in the surrounding rock, shotcrete lining and rock bolt support system over time. A better understanding of this creep behaviour can improve the reliability of design, construction and maintenance of tunnels. Hence, the present investigation was carried out on the time-dependent properties of rock, shotcrete and the combined tunnel support system. Tunnels constructed in different ground conditions were modelled. The closure changes of the tunnel with time and the redistribution of stress in the surrounding rock, shotcrete lining and rock bolts due to the creep deformation were analysed. Results of the present analysis were compared with the results from the commercial program ABAQUS.

Currently there are large reserves of good quality iron ore near to existing infrastructure that are not being developed because the phosphorous levels are above acceptable market specifications. Since the high phosphorous content is considered to be mainly associated with the goethite fractions of the ore, attempts were made to leach the phosphorous from the ore after a heat treatment to dehydroxylate the goethite. Heating the ore and leaching with 40 g/L NaOH lowered the phosphorous levels from 0.145 wt per cent P to 0.075 wt per cent P or lower, but a heating temperature over 800¦C was required to achieve this reduction in phosphorous levels. However, when sodium hydroxide was added to the iron ore before the heat treatment, similar phosphorous removal was achieved with a heating temperature of 300 - 350¦C. It was considered that dehydroxylation of the goethite in the presence of the hydroxide makes the phosphorous available for removal with a water leach. As well, 50 per cent of the silica and 60 per cent of the alumina in the ore were also removed in the leach, but some sodium remained in the leach product. Further work is required to remove the residual sodium to produce a marketable product.

This paper examines the methods and people required for the evaluation of project or corporate acquisitions. Experience over the past five years has shown that some growth can be achieved by carefully evaluated acquisition of gold projects within regions where the acquiring company has gold processing facilities. Many Western Australian companies have participated in this process and the trend seems likely to continue with a diminishing number of larger producing companies controlling through joint venture or direct purchase of widely spaced ore deposits. In some cases the acquisition may include ore processing facilities, however an increasing number of smaller project acquisitions, involving small open pit gold deposits, which are within trucking distance of the acquiring company's mill. Whilst gold prices remain at the current depressed level we can expect to see this trend continue.

Western Australia (WA) is currently the world’s largest iron ore producer, and mining of its huge reserves and resources of iron ore has become a critical part of the state’s economy and regional development. Iron ore exports from WA have reached 760 Mt/a, corresponding to shipping more than one Mt per turn-of-the-tide from the state’s ports. The iron ore sector dominates all commodities produced in WA, and in 2016 accounted for 77 per cent of the state’s royalty receipts, 56 per cent of mineral and petroleum exports (by value) and 50 per cent of mining industry employment. Expenditure on exploration for iron ore (including that for resource estimation and conversion to ore reserves) has declined markedly, from its record peak of $1100 M in 2012 to $280 M in 2016, placing it second after gold. The Mount Gibson goidmine is located at the southern end of the Retaliation greenstone belt within the Murchison Province, approximately 300 km northeast of Perth, Western Australia. Economic gold mineralization occurs in the upper part of a Tertiary lateritic surface; its ultimate source presumably being Archaean greenstones. Gold is present in the laterite profile over a distance of 4 km in four separate prospects, from north to south, Mount Gibson Well, Midway, Orion and Tobias Find, the two last constituting the Mount Gibson mine. The area has'low relief. A low ridge to the west of the mineralized zone is formed mainly of rubble with minor outcrops of mafic volcanic and intrusive rocks. The terrain slopes gently to the northeast, and the maximum relief, in the vicinity of the mineralization, is about 20 m. The weathering profile comprises, from the surface: (i) soil, windblown sand or colluvium (thin), (ii) laterite; hardcap (including ferricrete and lesser silcrete and calcrete) is overlain by loose nodules and pisolites, and passes downwards into a mottled zone of variably ferruginized clay, (iii) clay; mainly pale brown, cream or yellow in colour, but in places contains relic quartz veins or dark ferruginous zones, (iv) clay with fragments of altered rock; normally grey to pale green in colour but sometimes includes an oxidized iron-rich horizon just above the weathered/fresh rock interface, (v) bedrock. The complete profile varies from 10-100 m thick, averaging 20 m. Zone (ii) is commonly 3-5 m thick. Loose pisolites of this zone fill cavities in the massive ironstone left by former tree roots, and cover irregular depressions which may represent former stream courses. Samples, representing 3 m intervals down the holes, have been collected from cuttings taken from rotary drill-holes along each of four traverses; one traverse at each-of the northern prospects and two traverses in the Orion part of the mine area. These samples have been submitted for X-ray diffraction analysis and for chemical analysis for a wide range of elements. Bedrock lithologies have been determined from microscope studies of bottom-of-hole chips.

Continuous, steady-state laboratory flotation tests showed that the recovery of cha1copyrite from a naturally occurring ore, under conditions closely resembling those of plant practice, could be expressed in terms of a first order rate equation.Tests on full-scale plant flotation cells, using impulse tracers, indicated ideal mixing of the pulp in the cells.It was demonstrated that values of first order flotation rate constants can onlv be obtained from conventional methods of analysis in special cases.Analysis of a plant sampling campaign by the author supported a first order kinetic equation for two mineral species, and for the individual size fractions of one of these.The effect of stage-addition of reagents is interpreted in kinetic terms.

Microstructure of CaO-SiO2-based glassy samples with various Al2O3 contents were examined quantitatively by Raman spectroscopy and 27Al MAS NMR (magic-angle spinning nuclear magnetic resonance). Sequence of multiple cluster models of aluminosilicate system modified with Ca2+ and Na+ cations have been designed, and Raman spectra simulation were carried out after geometric optimisation by quantum chemistry (QC) ab initio calculation. The functional relationship between Raman scattering cross-section (RSCS) and stress index of silicon-oxygen tetrahedron (SIT) for aluminosilicates was established, which was applied to the calibration of experimental Raman spectra. Some five-fold coordinated aluminium (AlV, around 5 per cent) and less than 2 per cent sixfold coordinated aluminium (AlVI) were detected by 27Al MAS NMR, while most of aluminium remained in tetrahedral sites (AlIV). The hyperfine quantitative results of Raman spectroscopy and NMR showed a gradually production of AlIV with addition of Al2O3, along with the significant adjustment of Qi species distribution, in which Q1, Q2 reduced and fully polymerised Q4 increased while Q3 showed a non-monotonic variation and obtained the maximum at Al2O3 = 18 mol per cent. Furthermore, the effects of aluminium to bridging oxygen bond types (T-Ob, T = Si, Al) and the degree of polymerisation were also discussed in detail. The evolution of microstructure and its correlation with the viscosity of CaO-SiO2 based melts, incorporating various Al2O3 additives, have been investigated by employing in situ high temperature Raman spectroscopy at 1823 K and viscosity model. These structural features related to composition are essential theoretic foundation to understand their properties. The average Qi evolution culminates in an overall enhancement of the degree of polymerisation. Viscosity was determined utilising a rigorously selected viscosity model, elucidating a consistent upward trajectory as Al2O3 content is incrementally added. Furthermore, a quantitative analysis of the relationship between viscosity and structure was conducted based on the average number of non-bridging oxygen per network-forming tetrahedron (NBO/T). It provides valuable insights for examining and predicting viscosity behaviour of aluminosilicate systems.

Underground mining of the ore below the West Lyell open cut commenced in 1972 with the 10 Series stopes above rail haulage level. The third lift of stoping (30 Series) com- menced this year, and access to the 40 Series stopes is being developed. The method uses transverse open stopes with subsequent mass blasting of the rib and crown pillars and consequently there is sub- sidence and caving of the old open cut area above.

There has been an ongoing research on coal and gas outburst for the past two decades at the School of Civil, Mining and Environmental Engineering, University of Wollongong. Research study began with a humble beginning, initially conducting basic laboratory studies on the coal and gas properties, progressing into the determination of gas content of coal by sorption technique and the effect of gas pressures on coal strength. The present laboratory facilities and research interests are extended to include the study of coal permeability and shrinkage properties and their effect of gas drainage characteristics with respect to gas type, and pressures. All the changes are examined with respect to changing in-site geological conditions of the coal deposit investigated. The aim is to provide a long-term support to industry in establishing a data bank for Australian coal deposit characteristics and properties.

"Quebrada Blanca is a porphyry copper deposit located in the Eocene-Oligocene belt of Chilean Andes. Operation started in 1994 and original reserves for supergene mineralisation gave a life-of-mine (LOM) of 20 years; however, further exploration extended the LOM until 2020.In order to optimise the remaining five years of supergene resource, geometallurgical variables were added to the geological model including copper recovery and acid consumption. LOM plan encompasses finishing the phase number eight and the future development of phases 11 and 13.LOM lithologies include diorites, quartz monzonites, porphyries, igneous and tourmaline breccias. Main alterations are: potassic, phyllic and argillic. Litho-alterations or geometallurgical units were formed by combining five types of rocks with three types of alteration. According to statistical information, the deposit can be represented with 12 litho-alteration units, which cover 98 per cent of the LOM volume.For copper recovery information, there were 40 mini-columns tests made in order to obtain kinetics curves and copper recovery values after comparing the difference between head and tails grades. Acid consumption was obtained using an automatic neutraliser device-based test.Historical data said that copper recovery in pads after 450 days of irrigation is around 75 per cent of recoverable copper while acid consumption is around 5.5 kg/t.According to this study, lower recoveries are related with potassic-altered diorites and argillic-altered quartz monzonites with values around 60 per cent. On the other hand, best recoveries could be found in potassic-altered quartz monzonites and argillic-altered diorites with values closer to 80 per cent.It was also revealed that the most reactive rock is the potassic-altered diorite with 12 kg/t of acid consumption. This rock covers approximately 40 per cent from phases 11 and 13.The final geomet model was calculated using a program that relates each geometallurgical unit with a specific copper recovery and acid consumption value. "Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Common errors in calculating a break-even grade include using fixed metallurgical recoveries, not including allowances for ideal laboratory versus real plant results, ignoring available operational data and using modal rather than mean parameter values in cost and performance calculations.This paper examines a common value distribution profile in many ore reserves and the effect of common break-even grade errors on this profile.CITATION:Poniewierski, J, 2016.
