The Legislature of the Commonwealth of Pennsylvania at its last session passed a new act dealing with barrier pillars, which may have a wide interest in other states. In the past the laws of Pennsylvania have required that the superintendent of a mine "shall not permit the mining of coal within 50 ft. of any abandoned mine containing a dangerous accumulation of water, until said danger has been removed by driving a passageway to tap and drain off said water, as provided for in this act: Provided, That the thickness of the barrier pillars shall be greater aid shall be in proportion of one foot of pillar thickness to each one and one-quarter feet of water head, if in the judgment of the engineer of the property and that of the district inspector it is necessary for the safety of the persons working in the mine." Thus it has happened that a thickness of several hundred feet has necessarily been left in pillars in mining. It has seemed to many in the mining industry that this left an unnecessary amount of coal in pillars, and did not provide that the pillar be left equally on the two sides of the mine. As a result the General Assembly of 1927 by Joint Resolution authorized the Governor to appoint a Commission of "seven prominent citizens, of whom four shall be recognized mining engineers, one shall be a hydraulic engineer, one a geologist of recognized standing in his profession, and one a State mine inspector from the bituminous coal mining district, to investigate and report upon barrier pillars in the bituminous coal region." The Governor appointed the following Commission: Morris Coulter, Clearfield Bituminous Coal Corp., Indiana, Pa.; A. E. Roberts, Monroe Coal Mining Co., Revloc, Pa.; George T. Lewis, Westmoreland Coal Co., Irwin, Pa.; Morris Knowles, hydraulic engineer, Pittsburgh, Pa.; Thomas A. Mather, State Inspector of Mines, Tyrone, Pa.; A. B. Jessup, Anthracite Coal Operators Association, Jeddo, Pa.; George H. Ashley, State Geologist, Harrisburg, Pa. Mr. Coulter was elected Chairman and Mr. Ashley, Secretary. This Commission held meetings in Harrisburg, Johnstown and Pittsburgh. It obtained and considered the laws and experiences of other states and European countries. Some of its members conferred at length with the directors and other members of the U. S. Bureau

The attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinitions of the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia,. at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal; and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in &other way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

Cementation rates ulere studied by rotating an elec-tropolished or etched copper strip in aqueous solutions, of either perchloric acid or alkaline cyanide, containing silver ions. The rates of cementation were more rapid in acidic media than in cyanide media. In both, the rates varied with the rate of rotation of the copper strip. The deposits formed in the acidic solutions were finely divided, loosely adhering powders. Those formed in the cyanide solutions were dense and adherent. The presence of the deposits influenced the cementation rates. In the acidic solutions the rate was enhanced, possibly because of the increased cathodic area. In the alkaline solutions the rates were decreased in the presence of the deposits. This has been attributed to restricting the diffusion of the copper ion from the rnetal outward into the bulk of the solution. In an earlier paper1 the authors described a kinetic study of the cementation of palladium on copper in perchloric acid solutions. That work indicated that there were two stages in the palladium cementation process. The first, more rapid stage was consistent with rate control by the diffusion of Pd11 ions to the copper surface and/or by chemical reaction at the surface. The second stage was consistent with rate control by the diffusion of copper ions from the copper surface, through the deposit, out into the main body of solution. The effect of the type of deposit on the rate of cementation is of particular interest because it may be one of the primary features involved when large quantities of metal are to be cemented from solution. No substantial investigations of the effect seem to have been made. Accordingly, an extension of the previous work was arranged to study the cementation of silver on copper. This system was selected because of the convenience of the analytical methods, the previously established technology with copper, and the fact that the system could be studied in both acidic and alkaline media. By selecting perchloric acid and alkaline cyanide solutions as the media, it was hoped that some assessment might be made of the effects, on cementation, of having the silver ion present in a virtually uncomplexed state and in a highly complexed state. EXPERIMENTAL The cementation rates were studied, as previously described,' by rotating a copper strip (1.0 by 23.2 cm) clamped to the peripheral surface of a lucite cylinder. The solutions were kept at constant temperatures (±0.05°C) under an atmosphere of purified nitrogen, and samples were taken periodically for analysis. The initial solution volume was 1000 ml and the sample volume 5 ml. The initial silver(1) ion concentrations were made low (0.5 to 1.0 x 10-4 moles per liter) to minimize the influence of the cemented deposit on rates. The solutions were prepared by dilution of suitable aliquots of silver perchlorate and silver cyanide stock solutions. Both stock solutions were prepared from purified silver powder (Johnson, Matthey, and Mallory Ltd.) with redistilled deoxygenated water, and they were kept under an atmosphere of purified nitrogen. To prepare the stock solutions, weighed amounts of silver powder were dissolved with nitric acid. For the AgC104 stock solution the silver nitrate solution was evaporated twice to near dryness with perchloric acid and then made up to volume: For the NaAg(cN)2 stock solution, the silver ions were precipitated with sodium hydroxide solution. The precipitate was filtered, washed thoroughly with redistilled water, dissolved with 1.1 times the required stoichiometric amount of sodium cyanide solution, and made up to volume. The small amounts of free perchloric acid and sodium cyanide present in the stock solutions were disregarded in the preparation of the solutions. The copper strips were cut accurately from 0.025-in. sheet (American Metal Climax OFHC brand) and annealed for 1.5 hr at 470°C in a stream of nitrogen. Analyses of the solution samples for silver and copper were done with a Techtron Model AA-3 atomic absorption spectrophotometer. Calibration standards of the same composition as the experimental solutions were prepared and analyzed simultaneously with the samples. No difficulty was experienced in the analyses, and the reproducibility was within 1 to 2 pct in both alkaline cyanide and perchloric acid solutions.

THE year 1923 was one of great importance in northern Louisiana and southern Arkansas, so far as the' development and expansion of previously discovered oil and gas fields were concerned. However, the search for new fields failed to produce a single discovery that led to important development during the period; in this respect, the year was one of discouragement to the prospector. During the winter and spring months, an especially active "wildcat" campaign was in. progress in southern Arkansas, and a large number of tests were drilled in northern. Louisiana but this activity subsided during the summer and fall. By the close of the year, only routine drilling was in effect in the fields; and only two new areas-Cotton Valley, in Webster Parish, and an area in Union Parish, La.-were showing any important activity because of favorable oil showings. Further drilling is contemplated in both of these areas, and the present feeling is that one or the other may produce the next oilfield in this territory. Briefly, the development of the Smackover field was the overshadowing event of the year. In. southern Arkansas, important development also took place in the East El Dorado, Stephens, and Irma fields; but all of these were relatively small. In northern Louisiana, many new oil wells were drilled in the Bellevue field, and many new gas wells in the Monroe field. In the old Caddo field, a large number of the deep Woodbine wells were plugged back to the "chalk rock," where a high gravity oil is obtained. In the other fields, only a few small wells were drilled. Therefore, Arkansas, furnished the real development of the year in this area. The production for the year showed a material increase over that of 1922, due, chiefly, to Smackover, and practically altogether to the Arkansas fields. In Louisiana, every field, except Caddo, Bellevue, and Elm Grove, showed slight to marked declines; while in Arkansas, El Dorado was the only field that declined throughout the year.

THE purpose of this paper is to describe, in a general way, gold-dredg-ing operations in California, with particular reference to unusual features, including types of deposits and recent attempts to improve the recovery of the gold. DREDGING AREAS The gold-bearing formations that traversed the western slope of the Sierra Nevadas for a north and south distance of some 300 miles furnished the immediate source of the gold found in most of the placer deposits of California.. Erosion through a long period carried the gold, together with various forms of partly disintegrated material, to lower elevations and formed placer deposits. Through the classifying action of water in motion, the coarser gold and heavier material of various kinds were deposited relatively near the source; consequently, in' the higher moun-tain country, old river channels were worked feverishly during the early California gold-rush days because of their high gold content. With the working out of these known high-grade channels, and from the knowledge thus obtained of prehistoric stream beds, drift mining was started and flourished until about 1890. Even today many drift mines are operating with the objective of opening other old Tertiary river channels that have been covered by volcanic flows.

That an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1897 in authorizing entry of oil lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of . an appropriate law for their disposition—a withdrawal that has been specially ratified by Congress in the case of one State, Utah—and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil lands.

The object of taxation is the raising of a revenue. Unless a tax accomplishes this, it is a failure. The right to take for public purposes a part of the moneys obtained from the carrying on of private enterprises is an attribute possessed only by a lawful government, and may indeed be called the supreme attribute of government. In free, democratic communities this power must of necessity rest upon the consent of the governed. Power implies obligation, hence it is obviously the duty of a government, in framing a system of taxation, to provide one which, while effective in producing a revenue, is also just and impartial. • It will be conceded that mines and mining property ought to bear a fair share of the public expenditure. The question is, upon what basis taxation should proceed. Two separate taxing principles are usually contended for: Taxation should be proportionate to the benefits received by the person or property taxed; taxation should be based on ability to pay. A third is sometimes added, taxation should have reference to the extent and value of the natural resources enjoyed. As applied to mining taxation, it is pointed out by those who support the fist mentioned basis that, mines being usually situated in rocky and hence sparsely peopled regions, mining companies are frequently obliged to construct roads, railways, telegraph and telephone lines, schools, water and sewerage systems, and many other amenities and conveniencea of civilization the cost of which in regions better suited for agriculture, and consequently more thickly populated, has either been defrayed locally, or can be spread over a sufficiently large taxable group of people to materially lighten the financial burden on the mine. The mining company, it is argued, having made these outlays, should receive credit for them and be relieved of taxation to a corresponding extent. There may be some force in this contention, but the situation is capable of relief without attempting to place taxation upon so unworkable a basis as the value of benefits received. Who is to be the judge of these benefits, and how are they to be valued? The very existence of a mining company and its ability to carry on business in peace and security depeind on the prevalence of law and order, which is a result of good government. INTRODUCTION In this paper, a numerical process for selecting a mining method, with the emphasis on underground mass mining techniques, such as caving, induced caving, and stoping, is proposed. In the past, selection of a mining method for a new property was based primarily on operating experience at similar type deposits and on methods already in use in the district of the deposit. Then, the chosen method was modified during the early years of mining as ground conditions and ore character were bet- ter understood. Today, however, the large capital investment required to open a new mine or change an existing mining system make it imperative that the mining methods examined during the feasibility studies and the method actually selected have a high probability of attaining the projected production rates. Although experience and engineering judgment still provide major input into the selection of a mining method, subtle differences in the characteristics of each deposit, which may affect the method chosen or the mine design, can usually be perceived only through analysis of measured characteristics. The parameters that must be examined when choosing a mining method include: 1) geometry and grade distribution of the deposit; 2) rock mass strength for the ore zone, the hanging wall, and the footwall; 3) mining costs and capitalization requirements; 4) mining rate; 5) type and availability of labor; 6) environmental concerns; and 7) other site-specific considerations. This paper encompasses a detailed look at the first two parameters since they, plus mining costs, have the greatest impact on the selection of a mining method. The proposed method selection process is for a project where drilling has defined sufficient geologic reserves, but little or no underground development has been done. Since each deposit has its own characteristic geanetry/grade distribution, and rock mechanics properties, mining method selection should be at least a two-stage process. In Stage 1, the deposit is described in terms of geometry, grade distribution, and rock mechanics properties. Using these parameters, the mining methods can be ranked to determine which are most applicable; they can then be considered in general terms of mining and capitalization cost, mining rate, type and availability of personnel, environmental concerns, and other site-specific considerations. In Stage 2, the most likely mining methods are costed out, based on a general mine plan. Mining and capitalization costs are used to determine a cut-off grade fran which a minable reserve can be calculated; economic comparisons can then be made to determine the optimum mining method and economic feasibility. During the mine planning phase of Stage 2, rock mechanics information would be used to provide realistic estimates of underground opening size, amount of support, orientation of openings, and caving characteristics, and open pit slope angles. If ground control or operational problems should be encountered with the methods being considered, modifications could be made. Although planning on paper extends start-up time, it is cheaper to err on paper than to find the error after mining has begun. METHOD SELECTION - STAGE 1 The main purpose of Stage 1 is to select those mining methods which should be considered in greater detail. The simplest way to do this is by defining those characteristics required for each mining method and then determining whether the characteristics of the deposit are suitable. However, no one mining method is so restrictive that it can be used for only one set of characteristics, as indicated by the classification system proposed by Boshkov and Wright (1973). In the mining method selection proposed, geometry, grade distribution, and rock mechanics characteristics are ranked according to their acceptability for ten general mining methods.

The use of steam-stamps in the crushing of ore for the purpose of amalgamation has been very limited, and little has been written on the subject. As the writer has been operating a mill of this kind during the past year, it is possible that he may be able to present a few points in regard to mill-practice in this line which will be of interest. The mill herein referred to contains two Tremain steamstamps, a more detailed description of which will be given below. A bond and lease had been taken on a property on Cross mountain, Gunnison county, Colo., and the parties operating wished to prospect it thoroughly and did not wish to ship out the ore, owing to high freight-rates. They looked around to find some mill that would answer the purpose and not be too expensive. The steam-stamp in question was finally decided on, and the writer was employed to erect and operate it. The economy of construction was demonstrated at the outset. The stamps were dropping within ten days from the time that the machinery was unloaded on the ground. A large portion of this period was consumed in waiting for supplies and fittings which should have been on the ground at the Hame time with the machinery. Ore.—The ore to be treated was a mixture of white, porous quartz, with the decomposed and undecomposed oxides of iron and manganese in varying proportions, from the pure white quartz to solid pieces of the oxides. It appeared to be the product of replacement in a soft dolomite at or near the line of contact with a dike of porphyry. On careful examination with the aid of a microscope it was found that the gold was in the form of an extremely thin film over the surfaces of the quartz, making only a bronzy-yellow coating, quite readily distinguished from the film of iron oxide, which was also present. Gasoline is undoubtedly of major importance not only to the petroleum refiner but to the producer. To study the economic aspects of gasoline is, in a measure, a constructive effort to solve the problem of overproduction not only for the refiner but for the entire petroleum industry. After all, the prime object of producing crude petroleum is to supply motor fuel and lubricants to nearly 25,000,000 American motor vehicles, not to mention the increasing demand for these products abroad. Since gasoline furnishes the chief source of revenue to the refiner, it follows that this important product should veritably become recognized by all branches of the petroleum industry as an almost infallible index of day to day requirements of the producer and the refiner. A careful study of gasoline statistics over the past decade or more reveals that there is a definite correlation between world-wide gasoline requirements and the demand for crude petroleum, as well as all other petroleum products. This leads the writer to the conclusion that gasoline is literally the economic yardstick of the entire petroleum industry. Control of Operations That the refiner has begun to recognize the urgent need for controlling his operations is evidenced by the results of the past three years. Unfortunately, it is a difficult problem to convince the refiner that he cannot run crude in excess of the demand for gasoline, without incurring a consequent decline in the market value of this and all other products of distillation. Undoubtedly, he still has much to learn in this respect. Few commercial products have enjoyed such phenomenal growth in demand as has gasoline, and, at the same time, few products have failed, as has gasoline, to reap financial benefit from the popular demand for a national necessity. Perhaps this unprecedented demand was responsible for the overextension of retining facilities, which resulted in the excesses of recent times; at any rate, as the demand for gasoline grew by leaps and bounds, so the refining industry continued to increase its capacity for

The yield strength of annealed tungsten was found to have a strain rate exponent 12 times as great as that of low carbon steel. The effects of temperature and strain rate could be correlated through the Zener-Hollomon parameter with a heat of activation associated with yielding of 32,000 cal per g-atom. This heat of activation is independent of strain although both the temperature and strain rate dependence of the yield strength vary with strain. MOST metals have mechanical properties that are relatively insensitive to strain rate, especially at temperatures below that at which creep is important. In iron and molybdenum," however, relatively large strain rate effects are observed in the temperature range where the rapid increase in yield strength occurs which leads to the ductile to brittle transition. In this temperature range Zener and Hollomon' have suggested that the effects of strain rate and temperature T on the yield strength could be correlated through a single parameter, P, in the following manner where Q is a heat of activation characteristic of the metal and associated with some unspecified relaxation process. They also observed that if the temperature is restricted to a relatively narrow range— below room temperature for steel—that the logarithm of the yield strength could be expressed as a linear function of the logarithm of P. From this relation the logarithm of stress should be a linear function of the logarithm of the strain rate at constant temperature: where r will be referred to herein as the strain rate exponent. At a constant strain rate the logarithm of stress should be a linear function of l/T, ay(e = C) ~ eT [4] where q = Qr [5] and is referred to herein as the temperature exponent. These equations have been found to relate the effects of temperature and strain rate on the yield strength of molybdenum in the temperature range wherein the ductile to brittle transition occurs, —75° to +150°C.2 Bechtold and Shewmon3 have shown recently that the ductile to brittle transition in annealed tungsten occurs in the temperature range +150° to +350°C. The Miami orebody occurs in an altered Pinal schist. It is popularly known as one of the '(porphyry " deposits but, as at Inspiration and Ray, the ore is an altered mincralized Pinal schist. The orebody mined is the zone of secondary enrichment. Speaking in general terms, the area of the orebody at Miami may be considered as 1000 ft. long and 800 ft. wide. The vertical thickness varies from 200 to 400 ft., so that it is an extremely irregular mass. The study of the ground movement and resulting subsidence at Miami is complicated by the fact that the formation is not homogeneous throughout the mining area, the orebody terminating on its eastern extremity at a fault plane adjoining the Gila conglomerate. This conglomerate is a recent sedimentary deposit somewhat analogous to glacial drift and consists of boulders of granite, schist, and other material cemented with clay, and at times is quite hard. The fault dips eastward at an angle of 45". The original method of mining was top slicing, the slices being 10 ft. thick. At first, there was a good deal of experimenting with mining methods. Some undercut rooms were tried, and the stopes were filled with broken ore with the idea of removing intervening pillars by top slicing. The adoption of the top-slicing method in itself involved considerable experimenting, including some experiments with a long-wall system. The method finally adopted involved the operation of top slicing areas 250 ft. square, each with a central supply raise and ore-gathering raises, each block being worked as a unit. Mining operations in the Captain orebody, which connects with the boundary of the Inspiration property, were started by the room-and-pillar system, the rooms extending across the orebody, with widths of 10 to 15 ft., with 15- to 10-ft. pillars between. The intent was to operate the rooms as shrinkage stopes, permitting the pillars to crush when the ore was drawn from the rooms. It was found that the shrinkage stoping was unnecessary, so a system of block caving was adopted. This system was so successful in the Captain orebody that, about three years ago, the method of mining in the orebody was changed from top slicing to block caving, the method now in use. From the chemical, metallurgical, and mineralogical points of view, the importance of thermodynamic data for metal-sulphides and sulphur dissolved in molten metal has long been realized. Such data will give a basis for thermo-dynamic calculations of processes such as roasting and the distribution of sulphur between molten metal and slags. Furthermore, it will help us understand the chemical forces which tie sulphur to the metal and to the melt. Thermodynamic studies of solid sulphides and the equilibria between solid sulphides and metals have been carried out in a rather large number of cases by several investigators. An excellent review of this work is given by Kelley.1 On the other hand, very little is known about the thermodynamic properties of molten sulphides and of sulphur dissolved in molten metal. The only system which previously has been investigated in this respect is the iron/sulphur system. The purpose of the present investigation was primarily to obtain further data for metalisulphur melts and the system silver/sulphur was chosen, not because this system was expected to be of special interest in itself, but because the silver/sulphur system is a typical example of a metal/sulphur system. Because of the low melting temperatures, the work could be carried out without appreciable furnace and refractory difficulties. The sulphur in this system possesses a rather high escaping tendency compared to most other metal/sulphur systems. By the method employed (reaction with hydrogen to form hydrogen sulphide) this gives ratios Ph2s/Ph2 up to 0.30, which may be determined accurately. 'rhermodynamic investigations of the heterogeneous reaction Ag2S +H2 —+ 2Ag + H2S have previously been carried out by Pelabon,2 Keyes and Felsing,3 Jellineb and Zakowski,4 Wat-anabe,6 and Britzke and Kapustinsky.6 Their results are in rather poor agreement. Experimental Part PRINCIPLE In the present invehgation the escaping tendency of sulphur from the condensed phase was determined by the reaction: S + H2 = H2S The ratio Ph2s/Ph2 is at constant temperature, directly proportional to the escaping tendency of sulphur and to its chemical activity in the condensed phase. (This ratio will subsequently be denoted by H2S/H2.) From this ratio and its variation with temperature and with change in the com- position of the condensed phase, thermodyrlamic quantities such as free energy and heat of reaction can be derived. The apparatus used is shown in Fig 1. The silver/sulphur alloy was placed in a crucible inside a refractory tube and mounted inside the furnace to the left. The tube was a part of a closed, gas-tight system in which the gas mixture could circulate until equilibrium was established. Circulation was maintained by the glass propeller to the right, driven by an external magnet, and promoted by the chimney action of the furnace. The gas passed up through the furnace, down into the crucible where it came in contact with the alloy, passed rapidly up through a narrow tube and out of the hot zone. After equilibrium was established between the gas and the condensed phase, the composition of the gas mixture was determined from its density. In its circulation, the gas mixture passed through a chamber (lower right on Fig 1) containing a buoyancy-balance, where the density of the gas was determined by magnetic balancing. Isolation of each problem in a closed laboratow system under complete control is fundamental to the methods of the physicist. (written discussion).-There is no reason to doubt that the relationship between the rate of flow and the impelling force of all fluids can be expressed by a general typical equation . that takes cognizance of all relevant factors such as density, viscosity (or its reciprocal mobility) and nature of channel-walls. Most fluids that are commonly conveyed by flow in confined channels are so highly mobile that they may be considered non-viscous, hence for these fluids the factor of viscosity does not need to appear in the equation. Water is the outstanding example of this class of fluids and its dynamic behavior has been so thoroughly investigated that proven formulas pertaining thereto, be they rational or empirical, would naturally serve as prototypes for the other non-viscous fluids. As non-viscous fluids can be classed all gases and vapors, most unsaturated aqueous solutions, gasoline, alcohol, etc. Viscous fluids comprise those that have a sluggish flow such as most. oils, tar, molasses, etc., the high viscosity of which is due to shearing resistance between molecules; a force that must be taken into account in figuring the flow of fluids of this class.

Cities Service Co.'s Pinto Valley concentrator was designed to eliminate excess capital costs without loss of efficiency. The result is a workable plant with some important innovations. These innovations, the equipment used, and plant processes are outlined. Particular attention is paid to the work efficiency and wear of the six ball mills, the largest wet ball mills made. For experiment purposes, four designs of liners were installed. The effectiveness of each design is discussed.

E. C. Peterson (Anaconda Copper Mining CO., Darwin, Calif.)—A study of this quite comprehensible and interesting paper by Dr. Fleming brings to mind several observations in the practical application of alkalinity and related factors to the actual practice of lead mineral flotation. Soda ash has long been a widely used and a very helpful alkaline conditioning agent in the flotation of galena from the usual run of lead-zinc ores. Soda ash is one of the common "standard" conditioning agents tried in any laboratory investigation of lead-zinc ores because it has so often proved helpful to galena flotation. However, the use of soda ash in the actual flotation of oxidized lead ores is certainly not widespread. In the flotation of certain lead-zinc ores from the Park City district of Utah, it was found in the usual cyanide-zinc sulphate-xanthate circuit that soda ash had an effect of producing a very condensed and flat froth regardless of the many frothers tried and that substitution of lime for soda ash to produce the same pH (8.0 to 8.4) improved the froth condition. However, the flotation of coarse particles of galena became so critical that some would pass through into the tailing, but caustic soda as a substitute for either soda ash or lime produced a very desirable froth condition in the same pH range and greatly improved the metallurgical outcome. Milling was carried out in typically "hard water" from watersheds of limestone and other calcareous rocks and the ore also apparently contributed magnesium and calcium salts to the pulp. Certain lead-zinc ores of Mexico have shown their greatest flotation response in circuits conditioned with sodium bicarbonate, and such actual mill use was also believed to be related to the water necessarily used in milling. On other lead-zinc ores the optimum has been obtained in actual milling treatment by use of caustic soda in both circuits of the operation. In flotation of oxidized lead ores in which sulphidi-zation is employed by addition of sodium sulphide, very high pH's exist in the flotation circuit. With the usual oxide lead ores, demanding 5 to 15 lb of sodium sulphide per ton of ore, pH's in the circuit (closed and open water-circuits) may range from 9.5 to 12, and for ores that contain much anglesite or a high percentage of iron oxide minerals, sodium sulphide consumption may reach as much as 30 lb per ton of ore and the resultant pH will be correspondingly higher. Yet in such flotation treatment employing either xanthate or oil (high-sulphur crude oil or diesel oils) as the collector, satisfactory to excellent grades of concentrate and lead recovery are obtained. Although there have been great studies and accomplishments in the investigations of flotation fundamentals and flotation theory, and although an investigation to determine the effect of all factors entering into the actual plant flotation of sulphide and oxide ores must become very complicated, as Mr. Fleming has mentioned in his caution regarding the drawing of general conclusions for other ores, it seems that it would be of greater interest if the techniques and investigations could, with time, approach the conditions of actual practice and lead the way to improved and more efficient flotation plant performance. Marston G. Fleming (author's reply)—The gulf between fundamental flotation research and plant operation is, perhaps, less wide than Mr. Peterson suggests. For example, the work described in my paper developed from an extensive investigation of a complex lead-vanadium ore from southwest Africa. This investigation started as a standard ore-testing problem but, at almost every stage, results were obtained which could not be interpreted in terms of previous experience. A program of fundamental research was therefore undertaken and was closely interlocked with the ore testing. This coordinated investigation resulted in a flotation process which has now been proved by two years of successful plant operation, and although the grade and mineralogical constitution of ore as well as smelter requirements have altered more than could have been anticipated, our knowledge of the fundamental character of the problem has made it possible to meet each change in conditions with much more confidence than would have been the case had we neglected this aspect of the investigation.
