IN a former paper laid before the Institute, entitled Lead and Silver Smelting in Chicago, I endeavored to give a description of the manner in which argentiferous lead ores from the far West were treated in that city, and also described the method employed in the desilverization of the silver-lead produced from the ores. It will perhaps be remembered, that very siliceous ores, principally from the Emma mine, Utah, containing over 40 per cent. of silicic acid, were then being treated at the works of the Chicago Silver Smelting and Refining Company in the reverberatory furnace, with the use of metallic iron, in the form of borings, as a precipitating medium for the lead ; and that the extraction of the silver from the resulting bullion was effected by the Balbach process. The Swansea Works, also the works at Brighton, just outside of this city, and those of S. P. Lunt, were at that time treating ore of a similar character by the same method. The inadequacy of the process for the ores then under treatment was, in a manner, pointed out by me in the paper above referred to. Since the time of its writing, many and important improvements have been made in the metallurgical treatment of Western ores in Chicago. Most ores are now roasted previous to reduction, and the latter operation is conducted in the shaft-furnace instead of the reverberatory. Such is the fact at least at the Swansea Works, the largest in the city, and here it was where the first steps were taken in this direction. In selecting these works as the subject of this paper, I am in hopes that the description given of the various metallurgical operations, as they are there now conducted, will serve to give an idea of the improvements introduced

J.-I am so thoroughly convinced of the growing importance of underground work in the production of limestone that I had the author make a detailed study of limestone mining for the Bureau of Mines and prepare a report on the principles of limestone mining. Many limestone operators, long accustomed to open¬pit work, are being forced to mining. About 6 months ago I thought there were twenty-five or thirty underground limestone operations in the United States but the author has been finding new ones until his list now runs nearer sixty. Some of these are very extensive; one at least has 4 ½ miles of underground workings. There is an ever-expanding field for the engineer in the operation of limestone mines and quarries. Some of the larger companies realize the need of skilled engineering advice, but many of the companies regard the engineer as an unnecessary expense. Although almost every metal mine, even those handling only a few hundred tons of ore per month, employs a mining engineer, many limestone operations ten times as large employ no mining engineers. THE International Smelting Co. concentrator at Tooele, Utah, first operated on a custom basis for the treatment of lead-zinc-iron ores on Nov.' 1, 1924, with a capacity of 500 tons per day. On May 1, 1925, the capacity was increased to 1000 tons per day by the addition of another 500-ton section. The concentrator has since operated on the two-section basis, each treating 500 tons per day entirely by flotation. LABORATORY AND TEST MILL In connection with the concentrator, a well-equipped laboratory and small continuous testing plant are maintained. The flotation equipment in the test plant is of both the Callow and Mineral Separations Sub-"A" types, so that actual concentrator conditions may be duplicated as closely as possible. PURCHASING OF ORE A new shipper usually sends to the plant a 25 to 50-lb. sample, representative of the ore to be shipped. Batch flotation tests are made on this sample to determine its amenability to the concentrator treatment flowsheet and reagent combinations. The results of these tests, which are accurately correlated with those obtained at the concentrator, both as to grades of products and recoveries, determine the actual value of the ore as submitted in the ore purchasing department's treatment schedule. Hearty cooperation has existed at all times between the ore purchasing and operating departments in the selection of ores as concentrator feed. ORE TREATED The basic tonnages for mixtures on the two sections come from the Park City and Bingham mining districts. The Park City tonnages are received by rail and consist of crude ores and gravity mill products. Those from the Bingham district are received by rail and aerial tramway,

The installation in 1948 of a Humphrey spiral concentrator section at the Hill-Trumbull plant of The Cleveland-Cliffs Iron Co. is the latest commercial method on the Mesabi Range being used for the recovery of fine iron ore. In two stages of concentration 84 spirals treat approximately 120 long tons per hour of minus 1/8 in. ore. These spirals augment the production of the heavy-density plant which recovers the plus 44 in. iron from the plant crude ore. Structure of the ore is such that, when crushed, about 50 pct of the plant crude is minus 1/8 in. size. After desliming in a 66 in. Akins classifier, grinding the classifier product in a ball mill and again desliming in a 78 in. Akins classifier about 15 pct of the crude ore remains to be treated in the spiral plant.

COAL preparation, or coal washing, is not a new subject to the Pacific Northwest. Most of the coals mined in this state smaller than lump, and nearly all such sizes mined on the Pacific slope of the Cascade mountains, require washing before marketing. A large proportion is being put through some washing process, but coal washing in this state, has not reached the efficiency it is practicable to obtain. In fields where the coal, as mined, contains less impurities, where working conditions make it practicable to eliminate some of these impurities under- ground, or where a large proportion of the run-of-mine coal is lump, coal preparation does not present the problem it does in our local field. Here the coal is associated with considerable impurities and the slack, or steam sizes, aggregate about 80 per cent. of the output. Therefore, approximately 80 per cent. of the coal mined must be washed to become a valuable fuel. Washing then becomes a major operation, as hand picking of the 20 per cent. of lump is a standard and comparatively simple operation. Some coal beds here are so interstratified with bone, of a more or less massive nature, that hand picking of lump is not economically efficient. In such cases the coal must be crushed fine enough for it to be freed from the bone, so that the two may be separated. Coal cleaning in this field, therefore, must receive skilled attention to purify this fuel and raise its stand- ard. Without greater efficiency in cleaning, the importation of coal from outside the state will be even greater than in the past.

R. P. Seelig.*—Dr. Lenel is to be congratulated on his presentation of a particularly interesting paper describing the use of the powder metallurgy process for the production of magnetic pole pieces. The only thing that might be added is that we have been successful in producing pole . pieces with a narrow hysteresis curve by the use of considerably lower sintering temperatures than the ones used by Dr. Lenel. It is quite possible that this use of lowe- temperatures has considerably widened the field of commercial application for pole pieces made from metal powders. Development work is currently being done on an a.c. application of a sintered iron part. However, I am in full agreement with Dr. Lenel that if eddy currents are an important factor in the application, we cannot substitute sintered material for laminated sheet-metal structures. Mr. Peters' remarks concerning the limitations of machine parts were well taken. The emphasis of the limitations makes it easier to define clearly what we can do and-what the advantages are of machine parts made of metal powders. When I mention metal-powder machine parts, I mean those of relatively high density, although complete elimination of porosity is not possible at this time. The limitations of the field for this type of parts are largely economical. I believe that Mr. Langhammer has made that point very clear. The following questions are very often asked: How large a part can you make? How close can you hold the dimensions ? How fast can a part be produced? In a majority of the cases, it depends on the cost at which the part can be produced. A large variety of shapes and sizes of a number of materials can be formed. However, the main requirement in this field of endeavor is whether this can be done more economically by powder metallurgy than by other manufacturing methods. As a general indication, it may be stated that densities up to 95 per cent of that of rolled material can now be produced commercially in simpler parts. Tolerances of plus or minus 0.001 in. are common, but where special conditions justify, closer tolerances can be held; we are producing a part of which one dimension is held to 0.0003 inch. Finally, as far as maximum size is concerned, technically this would depend on the capacity of the press and furnace equipment available. Actually, we find that the economical limit of powder-metallurgy machine parts is approximately one pound. From there on, each individual case must he studied on its own merits.

Inquiries are frequently made concerning the chalk- and clay-beds of Arkansas, usually with a view to the manufacture of Portland cement. The chalk-deposits were first described by Professor R. T. Hill in the annual report of the Geological Survey of Arkansas for 1888, vol. ii., pp. 153-162. Since the publication of that report I have visited localities then unknown, and have accumulated considerable additional information concerning these deposits, dl of which is brought together in the present paper. My report upon the clays of the State has never been published; only a few of the more conveniently available deposits are mentioned in the present paper. The Chalk-Deposits. Stratigraphic Position of the Chalk.—The chalk-deposits of Arkansas belong to rocks of Cretaceous age. The Cretaceous rocks are confined to a single definite area in Southwest Arkansas. Beginning on the Ouachita river, a little northeast of Arkadelphia, its southern or upper margin follows a line about five miles southeast of, and approximately parallel to, the St. Louis, Iron Mountain and Southern Railway from Arkadelphia

The spinodal has long been regarded as a limit beyond which a homogeneous phase could no longer be metastable. But only recently has it become apparent that a phase beyond the spinodal would decompose by simple diffusional clustering mechanism quite different from the nucleation and growth mechanisms encountered for metastable phases. The theory of spinodal decomposition, which is based on the diffusion equation modified by thermodynamic requirements , is phenomenological, and each parameter can be measured by independent thermodynamic or diffusion experiments. The details of the theory have been carefully verified in a number of simple systems. It appears that the spinodal mechanism is commonly encountered in clustering reactions in solids and glasses. HISTORICAL INTRODUCTION The understanding of the earliest stages of precipitation in alloys has been the subject of three prior Institute of Metals Lectures. In 1932 Paul ~erica' reviewed the puzzling evidence that hardening of duralumin is completed before precipitation of CuAlz takes place and suggested that hardening occurs when the copper atoms "assemble in random groups on lattice positions of the duralumin, not of the CuAlz lattice". He called these random groups knots. This modification of his dispersion hardening theory seemed to fit all the facts, but Merica worried that the required diffusion "is just the reverse of what we deem normal; although quite spontaneous, it proceeds uphill, if you please". The reality of Merica's knots was quickly confirmed by Guinier's' and preston's3 X-ray work and these knots are today known as G.P. zones in their honor. Theoretical justification for uphill diffusion was also quickly provided by Becker and Dehlinger~ who noted that the diffusion coefficient could be negative in certain regions of phase diagrams. The boundaries of such regions could be described by a 90-year-old thermodynamic concept first described by ~ibbs' in 1877 as a limit of metastability for fluid phases, which by 1890 had received the name spinodal (see Appendix A). Spinodal in fluids is as old as nucleation theory. Both appear for the first time in the same paper by Gibbs who called the spinodal the limit of metastability. For the first 50 years, nucleation theory was forgotten and the spinodal was extensively treated in every good thermodynamics textbook.81Q The idea was simple and logical and it was accepted as part of a rigorous thermodynamic development of metastable phases, and for a while it was extensively investigated theoretically.

DESPITE the fact that a combination of metals-aluminum-zinc-tin, and sometimes aluminium-zinc-cadmium-is extensively used for aluminum solders, as well as for die-castings, the constitution of these alloys has not yet been made clear. I. BINARY SYSTEMS The system aluminium-zinc is the basis of the ternary alloys under consideration. Their composition was made sufficiently clear by the investigations of Roscnhein and Archbutt,1 Bauer and Vogel,2 Sander .and Meissner,3 Hanson and Gayler4 and Isihara.5 Only the temperature of decomposition of the crystals s seems still to be doubtful, whether it is considered as a compound of Al2Zn3 (according to Bauer and Vogel) or as an intermediate phase of variant composition (according to Hanson and Gayler). This temperature is given by most of the authors, as in the neighborhood of 256° C., only Isihara giving 280° C. As its accurate determination is of special importance in the study of the ternary alloys under consideration it was experimentally controlled in the following manner: An alloy corresponding in composition to the formula Al2Zn3 was made, in which the temperature effect was found to be the greatest. This was drilled and a silver-constantan thermoelement inserted into the cavity so as to be in direct contact with the alloy. The whole was then very slowly heated and the heating and cooling curves determined. The transition temperature from the heating curve was found to be 281° C., whereas-from the cooling curve it was 252° C.

THE CHAIRMAN (A. F. Lucas, Washington, D. C.).-Mr. Matteson has stated that the drilling of certain deep wells has proved a failure because they were abandoned too soon. He advises drilling more wells around salt domes, in the hope of finding additional oil sands. I have had some experience on the domes and believe that by drilling shallow wells, one loses time and money. I have advanced the opinion -that by drilling central wells in the -most likely location of a dome, showing is certain weakness, a better result could be obtained. I have in mind one locality where Mr. Knapp drilled a well through the salt¬the only location that I know of on the Gulf Coast where oil was found underneath the salt. Mr. Knapp found a great deal of gas in it. The salt itself was impregnated with oil and gas; and my opinion is that in such instances, instead of drilling so many wells around a dome, if you will attack at a weak point to as great a depth as a drill will go, the results will he much better. At present we have instances where drills have penetrated to 7300 or 7400 ft. in depth. Why couldn't the rich companies that are operating around the Gulf Coast arrange to get some special drilling apparatus and drill with the rotary first for, say, 3000 to 4000 ft., always in the likely location, and then proceed with the cable? I think we need just such work. In Mr. Matteson's paper lie quotes from an author whose writings in the Federal Bulletin and in the Louisiana Bulletins have been quite extensive. He states that oil and asphalt have originally been found on the surface of those domes. I have been over and examined nearly all of those domes (not all of them, because many have been developed in the last few years) and found no such occurrence at the time; and in the old well-known humps or big hills, as they generally called them; I have never found either salines or asphalt or petroleum. In only' one instance it looked as though asphalt night have exuded out of the ground, and that was in the Sour Lake, but right in that neighborhood years previous to that a company had operated commercially-they had a little refinery there-and had found it so unprofitable that they pulled up stakes and quit.

To those who investigate the workings of our complicated mining and metallurgical industries, the story of their evolution from humble beginnings will appear an instructive romance. NOT being a scientist, an engineer or a metallurgist, I consider it a very great honor indeed to be asked to address the American Institute of Mining and Metallurgical Engineers. Your program indicates that any lack of intricate and technical knowledge on my part in the field of metals will be well taken care of by others. Therefore, I believe any remarks that I have to make might well be devoted to the practical side of metals in railroad service and to the general railroad situation as I view it today. The experiments now being conducted on the railroads with so-called streamlined, light-weight trains and cars would not have been possible had it not been for scientific and engineering research in the past that made these lighter weight metals available. The railroads now have approximately forty units of these new trains in operation. Experi-ence with them will no doubt be a guidepost for future construction in that direction. While the best known experiments are in the passenger service, they are being extended into the freight service. Within the past three years there was constructed for the Association of American Railroads a new standard box car of ordinary carbon steel, in which, by reason of superior design, weight was reduced by 3500 to 4500 lb. under that of existing cars of like capacity. The Association is now testing a box car that weighs approximately six or seven tons less than practically all of the box cars of like capacity in service today. If these tests are successful a very large field for the use of lighter weight metals will immediately be opened, provided the costs of such metals are not too high. The fact that various experiments are being carried on with other classes of equipment constructed with so-called light-weight and non-corrosive metals no doubt will have a considerable effect upon the rebuild-ing of old equipment. The question then will be: How much can we afford to spend on the rebuilding of an old car weighing six to seven tons more than a new car constructed with the latest available materials?

INTRODUCTION Industrial minerals can have similar financing requirements to those needs of metaliferrous and coal mining projects. One of the outstanding differences is the understanding of the many different markets that these industrial minerals represent. There are in excess of 30 principal industrial minerals ranging in terms of annual production from the largest quantity such as sand and gravel, to possibly the smallest quantity of production of a legitimate industrial mineral which may be defined as industrial and rough gem diamond. (See Tables 1 and 2) Project finance techniques, analytical methods, and information requirements are covered elsewhere in this Chapter and Chapter 10. Some comments on equity finance aspects follow. EQUITY AMOUNT The amount of equity in a financing transaction provides a cushion to the lender in case the project runs into trouble. Generally speaking, the greater the amount of risk in a project, the more equity a lender will require. The amount of cash equity in a project financing transaction is between 25 and 40 percent. The amount of leverage (debt/equity) is negotiable based on such factors as the strength and extent of the sponsor's undertakings, of the project's economics, and the term of a strong sales contract. Naturally, a borrower seeks to obtain d loan with as little equity required as can be negotiated. Zero percent equity is usually associated with a take-or-pay contract (a hell-or-high- water unconditional commitment under which the purchaser must pay for the commodity as though it were shipped regardless of whether it is actually mined or shipped) with a financially strong corporate entity i.e., the parent company or an end user. As a take-or-pay contract is tantamount to a guarantee of payment, the banker views the credit basis of the loan as being other than the borrower's mining operation and therefore will analyze the creditworthiness of the institution purchasing the commodity on the basis of its corporate balance sheet. Do not confuse a take-or-pay contract with a take-if- tendered or take-and-pay contract. Another means in the United States of obtaining zero percent equity is the carved out production payment financing, typical of coal mine financing. This involves the sale, or conveyance, by the owner of the mineral property of a production payment to a nominally capitalized company. The nominally capitalized company is formed solely to buy the production payment and usually borrows 100 percent of the purchase price from a lender. Equity amounts of 10 to 20 percent generally are found in transactions which employ techniques such as an advance sale or a subordinated lease/loan. These agreements are viewed as quasi equity by most banks for several reasons. First, the proceeds represent a cash infusion early in the project's life - usually prior to the bank lending any funds. Thus, the repayment schedule is "behind" that of the bank debt. In the case of an advance sale, repayment is in the form of a long-term supply contract with favorable terms, usually priced close to the mining operation's costs. There is also usually a requirement that all costs of the project be paid for by the loan or equity, often making the sponsors financially responsible for any cost overruns. Cost overruns are a major risk in any project, large or small, and are often due to unforeseen factors such as wildcat strikes, a piece of faulty equipment, or any event which delays completion, e.g., remote location, weather, etc.. . The question of how overruns are covered can be negotiated. For example, in addition to the original debt/equity ratio of the project, there can also be a cost overrun ratio that will

Although it has been apparent to me for a long time that too great weight was currently given to the silicon-contents of foundry-iron, and that the theory of the control by silicon of the carbon-contents of cast-iron is unsound, or that, at best, the influence of silicon is too small to be of much practical value as a guide in foundry-work, it never seemed to me desirable to enter the lists against either the " silicon-fad " or the theory, for the reason that I had neither the time nor the facilities to prove my position, nor any better theory to offer. But since Mr. Summers has taken the step, it seems but right that I should give such facts as are at hand in support of his contention. At the same time I do not think these are enough to prove the case if the contrary proposition were not itself, as it seems to me, based on insufficient evidence. Both Keep's and Turner's conclusions seem to be drawn from irons carrying less than the normal amount of carbon; Turner's " base " being, moreover, a steel rather than a pig-iron, and both the white base and the ferro-silicon of Keep being so low in carbon that compounds of them would not give a material approaching the carbon-contents of a normal casting, and having, therefore, little value as showing the effects of silicon on foundry-irons, even if his samples were treated under the same conditions as those to which pig-metal is subjected in making castings.

SINCE: the date of my previous paper on this subject, presented at the Cincinnati Meeting, February, 1881, and published in our Transactions, vol. xii., p. 459, I have had occasion to revisit the Canadian apatite region, and to collect further data concerning its geognosy, which I hope to describe at a future time. At present, I shall put on record a few brief observations concerning the more recent operations in apatite-mining in the Lievre district, to the north of the Ottawa River, where the mines are as yet confined to a small area in the townships of Buckingham, Portland, Templeton, and Darry; the earlier workings having been along the Rideau Canal, to the south of the Ottawa. The large mining operations lately undertaken in the Lièvre district show that the crystalline phosphate of lime or apatite belongs to lodes of great size, which traverse the ancient gneiss of the region. These lodes include a granitoid feldspathic rock, and a pyroxene rock, with large masses of quartz, of carbonate of lime, of pyrites, and of apatite. "The greatest mining center in the state of Utah is the incorporated town of Bingham about twenty-five miles southwest of Salt Lake City. The principal industry of this vicinity, prior to the early fall of 1 863, was lumbering and the first saw-mill in the state was built near the mouth of Bingham Canyon. Early in the fall of that year, George B. Ogilvie discovered gold and shortly afterward the first mining district in the state was organized. Some writers place the discovery of gold in the canyon in the late fifties. If this be so, however, the matter was kept extremely quiet because no mining was engaged in until after Ogilvie's discovery.Bingham was a placer mining camp, producing about one million dollars' worth of dust and nuggets from placers up and down the canyon and in Bear Gulch until early in the seventies, or about ten years after the discovery of gold, when a large body of argentiferous lead ore was discovered and soon after heavy shipments were made from a half dozen or more properties.In 1 8 74, A. H. and George L. Bemis erected the first concentrating plant in the state for the treatment of sulphide lead ores.The history of the camp as a producer of copper begins in the summer of 1 88 7, when Enos A. Wall noticed, in observing prospecting drifts and inclines driven some years before, the discoloration caused by the coppery solution. As a large part of the adjacent ground had been abandoned, he located two claims, which he called the ""Dick Mackintosh"" and the ""Charles Reid,"" after two of his friends.Late in 1896, the Highland Boy Mine produced sulphide ore rich in copper, causing a revival of interest in the copper potentialities of the camp, and during the next seven years a number of new claims were located ."

DURing the summer and winter of 1918 eleven standard rigs were erected in the United Kingdom to test the petroleum prospects of- ten structures, eight of which were in England and two in Scotland. By the fall of 1921 ten of the wells were completed; the remaining one, the D'Arcy in Scotland, was stopped some months later. The tests were deep ones, five of the wells being 4000 ft. or more, the rest varying in depth between 1810 and 3918 ft. The total footage drilled was 40,047 ft. The holes were put down with standard or cable tools purchased in the United States (except the boilers). The larger sizes of casing, 10-in. and above, were also from America, while the smaller sizes were secured in Scotland. The Hardstoft well in England found a small production of high-grade oil and the D'Arcy well also encountered what is reported as a favorable showing at a depth of 1810 ft. The Werrington and West Calder wells had to be abandoned on account of drilling difficulties. The Apedale well encountered great thicknesses of ash in the Carboniferous and had to be abandoned on account of depth. The results might be summarized by saying that of the ten structures drilled upon, two yielded encouraging showings; three cannot be considered as having been adequately tested; and five produced dry holes, although in some of these small oil showings and gas were met. The total cost of the work amounted to about half a million pounds sterling, which sum includes the cost of all equipment, subsequently sold by the government. The work, under the superintendence of V. L. Conaghan, took place for the most part in the period immediately following the war—a period of high prices, labor and transportation difficulties, and unsettled conditions generally; factors tending to retard the work and affect the costs.
