The communication which I hare to lay before my fellow-members of the Institute, is no elaborate paper, nor the statement of any great discovery; it is simply the record of convenient methods of conducting topographical survey?, and of keeping the notes of the same; methods that have grown out of practical experience, and have saved me many a day's labor by facilitating office and field work, and at the same time secured a greater degree of accuracy than is obtained by the methods now in general use. I assume it as granted that no topographical map is worthy of the name, except it represent the elevations and depressions of the surface by means of horizontal or contour lines. In the Ordnance Survey of Great Britain, the contour lines are traced for every fifty feet vertical height, I believe, by running out the line with level and compass through all its meanderings on the surface; this, of course, is a very tedious, though accurate process, but " in the woods," where many of our surveys have to be made, it would be practically impossible. Vague references to tin-deposits in Mexico are scattered throughout technical literature, and that country has been looked to as a likely source of a part of the world's supply of till at no very distant date; but thus far nothing but occasional small lots have come forward, so that the notion has arisen that these mines are either mythical or unworkable. So far as I am aware, there has not yet been published any description of the tin-deposits of Mexico except a few brief references; and this paper, based on a study of them made in 1892, is therefore offered.

No question in the metallurgical chemistry of the present day seems to be so difficult to agree upon as the determination of phosphorus in iron and steel. To my knowledge, there are at present at least three different methods in use in the iron laboratories of the United States, viz.: The citric acid method, the molybdate-magnesia method, and the direct molybdate method,—the last-named method having been lately adopted. Each of these methods has its advocates, who take every pains to prove its advantages, and the incorrectness of the others; and much has been written for the purpose of securing the use of a standard method—as yet, however, without any result. There is no doubt, or ought to be none, that each of these methods gives correct results, when it is carefully conducted and every precaution is taken. But it is not only correct results that we want nowa-days. The demand is great, also, for getting results in the shortest possible time. I think it has been sufficiently proved that the direct molybdate method, the weighing of the precipitate, answers well in both respects. Being a pupil of Prof. Eggertz, I have myself used his method for years until quite recently, as it is described by Mr. Troilius in our Transactions, vol. x., p. 166 (but with some slight modifications), and I can safely say that the results of this method agree well with those of the molybdate-magnesia method. The trend in ball milling has been toward mills of larger diameter, but without fundamental laws as a guide. The speeds at which mills are run have been a matter of cut-and-try. This paper deals with both diameter and speed and proposes to show the laws which apply to some laboratory ball mills, ranging in diameter from 18 to 42 in., run at various speeds. The correlation of power, speed and grinding rate of the respective mills will be shown by curves of markedly significant similarity. Before presenting the results some consideration will be given to the mechanics of ball milling. Mechanics and Theory of Ball Milling As early as 1904, Herman Fischerl reported observations on specially constructed ball mills which allowed the paths of balls to be studied. The following conclusions were drawn: 1. Balls do not grind the ore, but crush it by impact. 2. At slow speeds the balls roll down the inclined heap, but at higher speeds the balls close to the wall adhere to it until they reach a certain height, whence they are thrown through an arc to the bottom. 3. The falling balls do not come down in clusters, but in series, the balls of each row keeping to their own line of flight according to their distances from the wall while ascending. 4. A further increase in speed results in the balls adhering during the whole of the circuit to the side of the drum. (This centrifuging speed may be called the "critical" speed and may be taken as a reference basis, since it is a constant function of the diameter.)2

An official of one of the prominent iron companies of the South recently made the following statement during a discussion of the present conditions of the Southern iron business: " The trouble with us in the South has been that we have been satisfied to buy iron and coal lands, build blast-furnaces, and make pig-iron. We stopped at pig-iron, and as a result we are all poor. The South needs diversified industries, and needs to work up its raw products into articles the Southern market can use. If we had realized this sooner, some of us might now be rich." The South is awakening to this view, and in the Birmingham district alone one basic steel-mill is already in operation, and in a year's time another and much larger one will be turning out rails and shapes, with rod- and wire-mills in prospect. It is to chronicle another metallurgical step forward in the same district that I have prepared the following description of the new by-product retort coke-oven plant recently put in opera-

THE definite trend to stricter specifications with respect to hydraulic concrete has become increasingly manifest in the last six years or so; but it remained for the vast reclamation projects of the Bureau of Recla-mation of the Department of the Interior of the last few years to focus attention on this trend, and to demonstrate how thousands of tons of concrete-making aggregates can be produced continuously and auto-matically with a control of fineness comparable with that obtained with small samples in well equipped private and governmental laboratories. Pioneer work in this direction was done, to be sure, by private com-panies, notably the Kaiser Paving Co. of San Francisco, prior to the present vast public works program. Then in 1931 came the first great, aggregates-preparation plant of the Six Companies, Inc. to supply construction materials for Boulder Dam' in Nevada, and now, in 1936, the aggregates plant of the Mason-Walsh-Atkinson-Kier Co., general con-tractors on the Grand Coulee dam in Washington. At Boulder dam and to an even greater degree at Grand Coulee dam, sand production is recognized as probably the most important single element affecting the physical characteristics of the concrete. For in the construction of dams accurate grading of the fine aggregate has consider-able bearing on the attainment of a uniform and homogeneous concrete of a high degree of workability and placeability and, at the same time, combining high density and low cement content. Low cement content is of value not only from the standpoint of economy but also because the use of an unnecessarily rich concrete causes certain undesirable characteristics to develop. This paper will relate how at Grand Coulee dam methods that are more advanced than ever before are producing four sizes of gravel and a sand having a fineness modulus of 2.5-3.0. The design capacity is 1000 tons an hour. Kentucky for the first time in its oil history passed the 10 million barrel mark. Of the total 10,019,641 bbl., 8,262,516 bbl. were produced in Western Kentucky, and Union County surpassed all others, with 4,056,142 bbl., or 40 percent of all the production for the state. There were 930 wells known to have been drilled during the year; 510 in Western Kentucky and 221 in the gas-producing area of Eastern Kentucky.

14.1-1. Coal Mining. CORPORATE STRUCTURE. Most coal companies that operate surface mines had their beginnings as basically one-man organizations, with all decisions and controls in the hands of the founder. At the early stage of the company development, it is usually quite possible for one man to handle all management functions as the mining operations generally are quite localized and the founder can have a first-hand knowledge of all facets of the operation. However, with continued growth, the entrepreneur finds that he must limit himself more and more to the top level of management and delegate the day-to-day operation to others. An organization must be developed that provides not only for current operations but also for continued growth of the company through acquisition of coal reserves in market areas that the company desires to serve. In general, a successful coal company engaged in surface mining must develop an organization consisting of the following departments or divisions: operations, sales, engineering, exploration, land, purchasing, financial, and legal. Of course, all of these departments are not required in the beginning. When the company is small, there is much overlapping of functions. For instance, the operating department will handle purchases and the engineering department will also handle exploration and land functions. A growing surface-mining company has generally evolved through the various stages of development into an organization that is typical of large mining companies. An examination of a typical company and its various departments and their functions should give an insight into the organizational trends of surface mining companies. Having begun as a typical one-man organization, a company of today can be highly centralized, with firm control of all phases of the company's operations in the executive offices. This is achieved by having all department heads (Fig. 14.1-I), as well as the senior management, based in central offices.

A series of studies of the corrosion of tin is under way in the Metals Research Laboratory at the Carnegie Institute of Technology. The complete program includes examination of the corrosion properties of high-purity tin and the changes produced in these properties by the addition of varying amounts of alloying elements. Other studies of this subject have been made recently under the sponsorship of the International Tin Research and Development Council, but these researches have been confined largely to the weakly acid environments commonly encountered in the canning industry.' There is little information available regarding the corrosion of tin under alkaline conditions, but such data would be of value, for a large amount of the metal is used under such conditions. The potential measurements to be described were made because they seemed to offer the most rapid method for obtaining a general view of the conditions to be encountered in such service. These experiments will also serve to establish a technique that will be of value in further studies. It must be emphasized that the results reported are those of controlled laboratory experiments and that the conclusions drawn cannot yet be applied to service conditions; rather, they point to the directions in which more exhaustive experimental work may be done to best advantage. Experimental Procedure The first work was devoted entirely to the problem of obtaining reproducible results from a series of potential measurements. Only the methods finally adopted as standard will be described here, except when the variations from these have furnished results of interest. The cell used is shown schematically in Fig. 1. Evaluation of results obtained by the Harris method for inverse pole figures is discussed. Two existing analyses and a new approach are compared. In the most frequently used analysis, different reflections are accorded equal weight. A second method involves area-weighting of reflections, mainly to take account of nonuniformity of Pole distribution. In the new method, reflections are weighted according to their multiplicity factors. Intensity ratios obtained from a sample of steel sheet by the three methods are compared. INVERSE pole figures offer a convenient method of depicting the proportions of material with various orientations referred to a unique specimen axis. The technique was first applied to fiber textures, but it is now frequently used as a description of texture in sheet metal, the unique axis in this case usually being the sheet normal. The Harris method' for the determination of inverse pole figures has the great merit of simplicity. It suffers certain intrinsic limitations, but provided that these are borne in mind, the results allow useful conclusions to be drawn regarding the effects of texture components on certain mechanical properties. Much thought has been given to alternative methods of texture description, aimed at eliminating the ambiguity in the simpler methods.2"6 Refinements in the method of description are obtained at the price of increasing complexity, and it seems clear that a simple method, such as that of Harris, will continue to find application. The original derivation by Harris1 has been corrected by Morris7 and later by Mueller, Chernock, and Beck.2 Since the latter reference is more accessible, it is referred to more frequently than the work of Morris. Most users of the inverse pole figure method present their results on the basis of the treatment by Mueller et al., and it is the purpose of the present communication to comment on this treatment and to suggest a simple modification to the method of presentation which enhances the meaningfulness of the results. Arkansas' nonmetalliferous deposits are of many different types. The principal types briefly described in this paper are: clays, shales and slates; silica deposits; limestone and dolomite; barite; gypsum; celestite; nepheline syenite; greensand; phosphate; vermiculite; fuller's earth; bentonite; diamonds; sand and gravel. The future development of these deposits is expected to effect profoundly the industrial development of the state.

This Paper contains a comprehensive survey of the known electron-hole radiative recombination mechanisms in the family of III-V compounds. Because of space limitations, the luminescence properties of each III- V compound are not reviewed separately and exhaustively. Instead, the different known types of recombination processes are discussed in turn and exemplified with reference to the III- V compound in which they were first recognized, or are best understood. Electron-hole recombinations usually occur predominantly at impurities or lattice defects either introduced de1iberately or inadvertently present, but radiative intrinsic interband electron-hole recombinations, which occur in perfect crystals, have been observed. Recombination processes which involve the participation of impurities or lattice defects ("extrinsic" recombinations) considered include transitions in which a) free carriers recombine with carriers trapped at impurities ("free to bound" transitions) , b) electrons bound at donor impurities recombine with holes trapped at acceptor impurities ("donor-acceptor pair" recombinations), C) excitons bound to charged or neutral donor or acceptor impurities recombine radiatively (both "resonance" and "two-electron" "bound exci-ton" transitions have been observed), d) excitons bound to neutral donor or acceptor impurities recombine non-radiatively (an example of an "Auger" recombination), and e) excitons bound to impurities with the same number of valence electrons as the host atom which they replace ("isoelectronic " traps) recombine radiatively. In addition, Auger recombination processes involving one or more free carriers have been observed. These extrinsic processes all involve impurities which are present as point defects. Some apparently well-authenticated examples of the recombination of excitons bound to complex impurity-lattice defect centers including nearest-neighbor donor-acceptor pairs are also discussed. Identificalions of the transitions involved in stimulated emission from the direct gap III-V compounds are briefly reviewed. Although the examples of these recombination mechanisms are selected from the III-IV compounds ia this review, these processes have quite general relevance in semiconducting crystalline solids; irrdeed most of them have also been identified in the 11- VI compounds and elernental semzconductors. THE development of crystal growth and purification techniques in recent years and concurrent advances in the understanding of physical processes in solids has accelerated the development of a wide variety of solid-state electronic devices of proven utility. These de- vices are generally used for switching or amplifying operations in electrical circuits. Most solid-state circuit elements are very photosensitive. This photo-sensitivity is generally undesirable and the single-crystal chip forming the active portion of the solid-state device is mounted in an opaque container. The photosensitivity is made use of in phototransis-tors and photodiodes, which are among the most sensitive detectors of electromagnetic radiation particularly in the near infrared.' In these devices, light is converted into electrical power. The solid-state lamp utilizes the inverse effect, namely the conversion of electrical power into light. There is an increasing tendency to use single-crystal diodes rather than the earlier electroluminescent cells in which the active material is present as a powder embedded in a suitable dielectric.' The radiation is emitted at a rate far in excess of the thermal equilibrium rate for the frequencies and temperatures involved; i.e., luminescence occurs. The development of practically efficient solid-state lamps is at an early stage compared with solid- state circuit elements or even photodetectors. Considerable progress has been made in recent years, however.3 The present review is devoted to a survey of the radiative recombination processes in the semiconducting compound crystalline solids formed from elements in groups I11 and V in the periodic table. These materials exhibit the full range of known recombination processes in solids. In fact many of these processes were discovered in 111-V semiconductors. Nonradiative recombination processes, which control the lutninescence efficiency, are also discussed. Luminescence is efficiently excited in semiconductors through processes which produce large excess concentrations of free electrons and holes in the energy bands of the crystal. Transitions induced by lattice defects or impurities usually predominate in the recombination process. By contrast, luminescence in the conventional fluorescent lamp is excited by optical absorption at the luminescent impurity center itself (the activator) and/or at a second type of impurity center (the sensitizer). This latter type of photoluminescence process, occurring in doped ionic crystals with wide band gaps, is outside the scope of this review.4 I) ENERGY BAND DESCRIPTION OF ELECTRON STATES IN CRYSTALS The energy band description of the energy states available to an electron in a crystal forms the basis of our understanding of the empirical division of crystalline solids into metals, semiconductors, and insulators in accordance with their electrical and optical properties.' LIME is the alkali that is almost universally added to the solutions in the cyanide process of gold- and silver-extraction for maintaining the so-called, protective" alkalinity. It is produced by the burning of limestone. The value of lime for this purpose depends upon the percentage of calcium oxide contained, which is determined by three factors : 1, purity of the limestone used; 2, degree of the burning-temperature and the period of burning; and 3, length of time of storage of burned material and the condition stored, and whether it has been damp or wet during the storage. These three factors render uncertain the quality of lime bought in the open market. In the United States, lime bought from reliable manufacturers, who thoroughly burn a pure limestone and deliver at once to the consumer from the kilns, may be of a fairly-high and uniform composition ; but in Mexico and Central America, where it is purchased from many small producers, who often start with a poor grade of limestone and burn it in small crude kilns with as little fuel as possible, the quality of the product is quite variable. In consideration of the foregoing, it is apparent at once that there is a great need for a rapid technical method for the valuation of the lime to be used in a cyanide-plant. The determination of calcium by the gravimetric method, with the necessity of determining also the proportion of carbon dioxide, silica, and iron, requires too much time, and is usually out of the question for an isolated plant unequipped with a skilled chemist and, the necessary apparatus. The calculating of all the calcium so found to calcium oxide, although sometimes done, is manifestly very inaccurate.

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

The high-grade orebody at Miami was mined successively by top-slicing, shrinkage, stoping and under caving. The method described in this paper was developed to enable the low-grade orebody (36,000,000 tons assaying 1.06 per cent copper) to be mined at a low cost without further dilution of the grade. The method is clearly described and illustrated by drawings and photographs, and the original paper should be consulted as it is impracticable to abstract it, beyond noting that the mining cost is just under 40 cents per ton and the average grade of ore now being produced yields less copper than the mill tailing of 1915, the tons mined per day having increased from 4000 to 18,000 in the same period. Vertical and Incline Shaft Sinking at North Star Mine By Arthur B. Foote, Grass Valley, Calif. (Tech. Pub. No. 324: Class A. Metal Mining, No. 36) THE main shaft of the North Star mine is an inclined one following the main vein at an average dip of 26 deg., a vertical shaft intersects it at the 4000-ft. (incline) level, the incline continuing to the 6300-ft. level. At this point the vein was found to give out and a new vein, called the No. 1, was found to dip in exactly the opposite direction.

What the evidence prevails upon the mind to believe, depends upon the mind as well as upon the evidence. M. L. IN a recent discussion of the mineral resource position of the United States, published in the September 1946 issue of MINING AND METALLURGY, I expressed my conviction that ore deposits of major magnitude remain to be found in this country and that they can be found without undue cost or risk. I stated with equally strong conviction, however, that if the search for such deposits is to be notably successful there must be, among other things, a reorientation of philosophy and mental habits on the part of many who would be connected with the search. I would now like to enlarge upon that statement. For such a purpose, we may consider that the search for concealed deposits involves four steps: (I) the selection of areas for further study; (2) the geologic study of those areas in order to verify their general favorableness and in order to choose specific patches worthy of being tested; (3) the decision whether exploration of the patches chosen should actually be undertaken; and (4) the exploration itself. The first two steps and the last rest upon the judgment and skill of geologists. The third step-the decision whether exploration should be undertaken-rests upon management. In my opinion, the philosophies or principles that have guided these steps in the past are now inadequate. PHILOSOPHY OF APPRAISAL If concealed deposits are to be looked for, how are the places of their possible concealment to be recognized? Every known mineralized area still in the prospect stage has already been repeatedly examined and condemned. As for those deposits concealed under later rocks, there may be not even the clue of a near-by outcrop for engineer or geologist to consider. How then, are we to know where to look? Geologic Probability In the early days of our mining industry, ore deposits were found mainly by "following the ore." Later, as such opportunities decreased, and as geologic concepts became accepted, deposits were found more and more through use of the notion of geologic probability. Many instances can be cited wherein a courageous operator ignored the implications of the unsuccessful efforts of predecessors and, solely by "following the ore," converted a discredited prospect into a good mine. Similar experience doubtless will occur in the future, but "following the ore" will no longer in itself find new deposits in the amount needed.
