The use of chemical additives on grinding is of significant importance considering the high energy consumption of grinding processes. My research indicates that the dispersant approach explains the effects, in this particular case of wet grinding. Further, the dispersant approach combined with torque measurements give the possibility of clarifying the mechanisms involved when using grinding aids. I find the conclusions derived from the data obtained to be correct and useful for grinding. In general, I agree with the explanations. However, I would like to discuss several additional points that I consider to be important, and in the same time to mention some of my own results from investigations similar to those presented in the study under discussion. The "bed volume concept" and the change of slurry viscosity explain adequately the data plotted on [fig. 3], in conjunction with [Figs. 1 and 2]. However, the significant increase of the average torque in the case of 83% solid with XFS-4272 introduces the necessity of establishing the optimum of percent solid when dispersant is used. For example, the optimum percent of solid for different materials varies. One of the reasons is the material's mass density. On the other hand, it is necessary to determine the concentration of the chemical used. Because of this, it would be interesting to know how the cited concentration was selected.

Although the previous discussions regarding the manipulations, calculations, and interrelationships of the various components of the pro forma income statement were illustrated in the text, many individuals are un- familiar with the format and appearance of a final spread sheet for the evaluation of a mining property. As a result, it seems appropriate to conclude this book with an abbreviated case study of an actual mine property (currently in production) showing the cash flow analysis and some back-up data. Obviously all of the supporting data and calculations for the case study presented cannot be provided; however, reference is made to the major assumptions utilized and to the appropriate procedures employed in the calculations, as described elsewhere in the text. The problem associated with using any case study for illustrative purposes is that one tends to be overwhelmed by detail. For instance, specific costs, prices, expenditure timings, and other variable values may be challenged because they either do not conform to one's expectations or are not consistent with specific operating experiences. When this occurs the instructional value of the problem becomes obscured. The purpose of most case studies, and particularly the one presented in this chapter, is to expose the student to the methodology, procedure, and format associated with performing a cash flow analysis of a mining property. It is not to laboriously wade through the specific details associated with operating and capital cost development, mine plans, or equipment schedules. It should be noted, how- ever, that the values represented in this case study result from specific mine plans, operating procedures, equipment spreads, manpower requirements, and other en-

In the art of cementation a controversy has been going on for years as to whether solid or gaseous carbon is the active agent in carburizing steel. More recently opinion has crystallized into a compromise to the effect that carburizing is a gaseous cementation of steel in the presence of solid carbon. The importance of this theory has a particular bearing upon the work to be described. In the art of carburizing, use is commonly made of such words as '' Catalytic" "atomic," "nascent" and "activated," in an attempt to describe the process. These words are used indiscriminately. For instance, the gas is said to be "catalytic" and carbon to be "nascent," or vice versa. In using these expressions, investigators are confirming the acceptance in their minds of the active conditions of both gas and carbon in the cementation process. Reactions at Metal Surfaces For many years attention has been directed to the consideration of reactions that occur on metal surfaces. When heated under the influence of certain metals a complex gas will be broken down and one of the constituents thereof usually found to be very active chemically in combining with the metal. The process of nitriding is an example of this type of reaction. In this case ammonia (NH3) breaks down at the metal surface and the nitrogen which is thus liberated reacts with the surface to form a nitride whereas molecular nitrogen not so liberated is inert and will not react chemically with the metal. Whatever term or terms may be used to describe such reactions, the fact remains that they are highly important and valuable in their commercial applications. Since the metal surface plays so important a part in these reactions, it is evident that any accumulation of reaction products thereon interferes seriously with the progress of the reactions. For this reason it is desirable to remove all such products as rapidly as they are formed in order to bring active gas into contact with the surface and thus facilitate the desired reactions. THERE have been many attempts to prove that platinum was known to the ancients, but since no traces of the metal have been found in the relics of early times, it must be concluded that it was not known to them. As far as records go, it was actually first discovered in the 16th century in a Spanish mine on the Pinto River in South America; from which source it received its name of Platina del Pinto (little silver from the Pinto). It was more or less of a rarity and was a subject of interest to a few chemists only, until the year 1822 when the metal was first discovered in Russia. In 1819 there were noticed in the washings of the gold sands of the southern part of the Ural Mountains, grains of a heavy white substance, but it was not until three years later that this substance was found to contain platinum. While at first the amounts of platinum brought from the Urals were meager, prospecting soon disclosed rich deposits extending over a considerable area, and nuggets from 10 to 20 lb. were by no means rare. This discovery assured to chemists an ample supply of platinum for their crucibles, etc. The ore is now found in various parts of the world but the richest deposits are still found in the Ural Mountains. The platinum of commerce is obtained entirely from alluvial deposits at depths varying from 6 to 40 ft. The sand and gravel of former river beds are subjected to a series of screenings and washings to effect the separation of the ore. Actually, probably all gold-bearing gravel beds of the world contain platinum, and it is more than likely that large quantities of platinum ore have been thrown away with the black sand washings from gold placer deposits. This is especially true of the alluvial deposits of the Pacific Coast in California and Oregon. Platinum ore is usually found in the form of rounded or flattened grains of "sand," and occasionally in irregular lumps of the size of peas. Large nuggets are very rare. The ore has a metallic luster and is distinguished by its steel gray color, but shows light gray streak when rubbed on a hard white surface; it has a high specific gravity, 16 to 19; is infusible in the hottest blast furnaces, and insoluble in any single acid. By courtesy of the officials of the Chicago, Burlington and Quincy railroad, I am permitted to publish the results of an examination made in 1887 and 1888 of' the country west of the Black Hills, and lying between the Black Hills and the foot-hills of the Big Horn Mountains in the northeastern part of Wyoming. With the exception of the country constituting the foot-hills, or the encircling ridge or rim of the Black Hills proper, all of this area is occupied by rocks of Cretaceous age. In the central part of the Black Hills are found the tin-bearing granites, the mica-schists, and gold-bearing slates, already so well known. Surrounding this central area of older rocks (which should be considered as the "Hills" proper) are the attenuated representatives of the Palzeozoic, dipping gently away from the Hills in every direction, overlaid by the gypsum-bearing Mesozoic, which here forms a bold high ridge or rim, completely encircling the Black Hills, and known as the inner ridge. Overlying, and apparently conformable to this, we find the Dakota sandstone, which likewise forms a prominent ridge or rim, known as the first or outer ridge. This is the formation which contains the coal now worked at the mines near Newcastle. It is also the formation in which the best oil-wells have been obtained in the "Stoakdale," or "Beaver," and the " Belle Fourche " oil-districts. Overlying it are the Colorado shales, forming the great plains drained by Beaver creek and the south fork of the Cheyenne river, and extending west to the Belle Fourche, near Donkey creek, where the overlying Fox Hill formation (thin) and the Laramie group, the great lignite-formation, are first seen. The Laramie group occupies the surface from the Belle Fourche at Donkey creek west to the foothills of the Big Horn mountains at Buffalo, an air-line distance of some seventy or eighty miles.

IT SEEMS strange that so many years after the pas¬sage of the first acts requiring registration or licensing of engineers, so few members of the mining branch of the profession are aware of what has taken place. Laws regulating the practice of engineering have now been passed in 19 states of this country, and in many others, such legislation has been proposed. That such laws are necessary for the protection of life, health and property, as is stated in most of them, is doubted by many. That the standing of the engineering profession will be improved by them is certainlyy open to question. That such laws are a welcome addition to the regulation of business by governmental agency, is not likely to be a general opinion. That once more, and in spite of appeals to engineers to interest themselves in affairs of government, an active minority has succeeded in imposing its will on a passive majority, seems but too true. However, the laws are there and information regarding them should be of use and interest to those most directly concerned.

THE works of The Boleo Mining Co. are situated at Santa Rosalia, Lower California, on the opposite side of the Gulf of California from Guaymas, the, nearest railroad town. The copper deposits were discovered in 1868, and the name Boleo arose from the fact that the ore particles were agglomerated as little balls of carbonate or oxychlorides of copper. When worked on. a small scale, only ore carrying 20 to 25 per cent copper was mined; this was shipped to Europe for reduction In 1884 The Boleo Mining Co. was organized and,-the mine put in condition. Even then, due to the low price of copper, only the richer ore continued to be shipped. To operate the mine successfully the company made radical changes in the methods of development and spent money freely for construction of adequate plants for the treatment of low-grade ore. Finally, the owners of the various adjacent mining claims combined their interests and formed a joint enterprise attractive to French capital.

(communication to the Secretary) : I wish to thank Mr. Webster for the copious quotations he has made from my writings, as he has given nearly all the arguments I wish to advance. It is necessary to note, however, his statement that most of his experiments were made on universal-mill plates, and that these were not subject to my condemnation of irregularity. I think this is a mistake. It is well known that universal-mill plates are finished under very different conditions of temperature, with the express purpose of regulating the tensile strength. This is a perfectly legitimate practice; but it renders almost worthless any calculations on the relations of the chemical and physical equations when the influence of such finishing is omitted. Another important point Mr. Webster has not answered at all. I have shown by an excerpt from his own table that two entirely different formulæ may be constructed; and it is undeniable that one is as valid as the other, since Mr. Webster started with no premise at all save an assumption that the effect of carbon was constant. This was an assumption pure and simple, and hence has no special virtue. The whole result of Mr. Webster's investigation is not that the effect of carbon is a constant, and that those of phosphorus and manganese are variables. On the contrary, there are two answers, with nothing to show which is right. We learn that if carbon is a constant, then phosphorus and manganese are variables; but that if phosphorus and manganese are constants, then carbon is a variable. This is a distinct advance over complete ignorance, but it is not final and satisfactory from either a mathematical or metallurgical standpoint. Regarding my own formulæ, I would say that they are used regularly in the testing-laboratories of the Pennsylvania Steel Company. The tensile strength of every heat is calculated

The effects of alloy composition, deformation temperature, heal treatment, ad inlerstilial contamination on the occurrence of deformation twins were studied. The twinning transition temperature varied with composition and was a maximuni of 140°C for the 40 pcl V composition. Tire remperature range of the transition was very narrow. Alloys of 20 to 70 pet V could he cold-rolled and exhibited profuse twinning. The alloys which did not twin at room temperature (10, 80, and 90 pel V) could plot be cold-rolled. Oxygen additions systematically lowered the transition temperatures for all vanadium contents. The transition temperature for a 30 pet V alloy increased with annealing temperature, apparently due to changes in dislocation density and configuration. Twinning did not nucleate fracture in any specimen in the 20 to 60 pet V composition range. THERE is great current interest in the refractory metals and alloys as structural materials. An important factor in considering the ductile-brittle behavior of such materials is the role of mechanical twinning as a deformation mechanism. Mechanical twins have been observed after deformation at low temperatures or at high loading rates in the pure metals iron,1 vanadium,2,3 columbium,4,5 tantalum,6 Chromium,7 molybdenum,8 and tungsten.9 Binary alloys in which mechanical twins have been observed include: iron with silicon,10 phosphorous," or aluminum;12 and chromium, molybdenum, or tungsten with rhenium.13-17 The increase in low-temperature ductility obtained by alloying the Group VI-A elements with rhenium is very important with regard to fabricability, and there has been considerable effort to understand the so-called '(rhenium effect". Factors suggested to explain this effect include:'' 1) increase in solubility of interstitial impurities with alloying (electronic effect): 2) changes in the nature of grain boundary phases; 3) changes in interfacial energies of grain boundaries and stacking faults: and 4) promotion of twinning. Although an outstanding characteristic of these alloys is the profuse twinning that accompanies low-temperature deformation, most studies of the rhenium effect have been concerned with the other factors. During recent studies of refractory-metal alloys, it was noted that solid solutions of columbium and vanadium exhibited high hardness and strength at room temperature and elevated temperature and, surprisingly, also showed considerable ductility at room temperature and below. These alloys deformed by twinning at room temperature when subjected to slow loading rates. It appeared that the low-temperature ductility resulted at least in part from the relaxation of stresses by twinning in a system where slip is difficult. The Liberty tunnels extend through a very steep hill in Pittsburgh (locally called Mount Washington) for a distance of slightly over a mile. The two tunnels parallel each other and are 59 ft. apart, center to center (Fig. 1) They are for vehicular traffic, and in each there is ample space for two lines of vehicles. (communication to the Secretary*).¬If anyone advocates the abolition of the antecedent mineral discovery requirement for the purpose of making it easier to secure title to public land, I hasten to say that I am not of that number. I am in Hearty accord with all that Mr. Gardner has to say in regard to easy patenting as a handicap to small camps, and that in general it acts to retard the mining industry. And the following sentences I want to repeat in order to emphasize and endorse them, "None of the writers on this subject seem to have taken into consideration the effect amending the law pertaining to mineral discovery will have upon the Government's administration of the public land. It must be borne in mind that this land belongs absolutely to the people of the United States as a whole, and their interest must be considered. It is not a no-man's land, as some people would appear to believe." However, I believe that the discovery prerequisite should be abolished, because it fails to effect the protection for which it was designed, and I look for other provisions that will better serve the purpose. We propose to abolish the law of apex not because the theory is objectionable but because the question of physical fact gives rise to never ending litigation. Now the design of antecedent mineral discovery is good; the court rulings are unobjectionable; but when it comes to the physical fact this requirement is second only to the apex law as a healthy litigation breeder. THE Federated American Engineering Societies through its Executive Board has endorsed House Bill 5230, introduced April 26, 1921, which provides for- the completion of the topographical survey of the United States. Before this bill can be reported out it will be necessary for the House Committee on -interstate and foreign commerce to hold hearings. This will not be done unless the engineers of the country show interest -and demand action which should be taken immediately after the recess ends and Congress reconvenes this fall. Surveys and maps have been made in this country ever since Captain John Smith mapped Chesapeake Bay about. 300 years ago, but it is only in comparatively recent years that the need for accurate maps has been keenly felt by those engaged in the industrial' and commercial development of the country.

IRON and steel were the only basic industries in the Soviet Republic in 1928 that lagged behind the pre-war production on a comparative basis. This was due to the almost complete obliteration of all industrial units manufacturing iron and steel products during the Revolution, which resulted in the production of 1921 being only 4 per cent of that of 1913. By the end of 1927 the production of pig iron had reached a point equal to 70.5, per cent of 1913; steel was 84 per cent ; and rolled iron was 78 per cent. According to the. planned program of the Supreme Economic Council, the pre-war level of the iron and steel industry was to have been reached and exceeded during 1929-30. It is safe to say that of all the different materials that go to make up electrical machinery, iron is the most important. Upon its magnetic and electrical quality depends not only the efficiency of the machine but, to a very large extent, the cost. Aside from the mechanical strength, there are three characteristics of iron that are of importance in this connection, viz., magnetic hysteresis, electrical resistance, and magnetic permeability. In the homopolar machine, where the magnetic flux is unidirectional, permeability is the only important factor, but in all other machines the flux is reversed in one or more parts and causes losses due to hysteresis and eddy currents. The eddy-current loss depends largely upon the electrical resistance of the iron; the higher the resistance the lower the loss, under otherwise identical conditions. These hysteresis and eddy-current losses cause heating of the machine, and as they depend upon the magnetic density in the iron, this density must be regulated so that the heating shall not be excessive. If the hysteresis and eddy-current losses and the permeability of the magnetic circuit will permit an increase in the magnetic density, or, in other words, a decrease in the amount of iron, this in turn will mean a decrease in the amount of copper needed, with a consequent decrease in the copper loss. It is thus seen that, indirectly as well as directly, the above characteristics have an important bearing on both the efficiency and the cost of electrical machinery. In general, it may be said that iron for electrical machinery should have the following characteristics: (1) low hysteresis loss, (2) high electrical resistance, and (3) high permeability. These are the characteristics that investigators have been striving to attain since electrical machinery first came into use. Until the beginning of the present century, Swedish charcoal iron was regarded as the best grade of iron for magnetic purposes, and even now it ranks high among the various grades used. The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

PANYITY.-I made inquiries from the Smith and Dunn people, who are the originators of the compressed air and gas method of increasing the production of oil wells, as to how much pressure the sand will stand; that is, relative to the original rock pressure. They tell me that they have not been able to show, up to date, any pressure in a sand greater than the original pressure. I have also made 'a statement to that effect, but I am really dubious as to whether that is right, as I am not sure that you cannot get a greater pressure. PETROLEUM consumption during 1946 broke all previous records and further increases are expected during 1947. U. S. consumption amounted to an average of 5,280,000 bbl a day, of which 4,745,000 bbl was domestic crude oil, with the rest from natural gasoline production and crude oil imports. World consumption during the past year, excluding Russia, is estimated at 7,200,000 bbl daily. Forecasts for 1947 indicate a U. S. consumption of 5,425,000 bbl daily of petroleum products. This is expected to be made up of 4,655,000 bbl of domestic crude oil production, 340,000 bbl of natural gasoline production, 400,000 bbl of crude oil imports, and the rest from stocks. Petroleum's principal use is still as a fuel. The field remains highly competitive, but petroleum has been continuously progressing. Less than fifty years ago, oil supplied only one twentieth as much of the nation's total energy as coal, but today it supplies over half as much.
