DURING the year 1873, my attention was called to the frequent accidents, resulting from the breaking of rails, on the different railroads in this country, and I was requested to investigate the subject. The plan of investigation I proposed was to ascertain, in as many cases as possible, the exact history of broken rails, both in this country and in Europe; to collect information in Europe relating to the tests which rails used there were required to undergo, and to experiment upon the pieces of rails broken on the road, with a view to ascertain whether their fracture was due to their chemical constitution, bad manufacture, to a reduction in strength owing to temperature, or to physical changes in the constitution of the rail. The investigation was commenced by the collection of statistics, and for this purpose I spent several months in Europe, collecting information on the subject of broken rails, as well as the life of iron and steel rails generally, and inquiring into the systems of purchasing and of testing them employed by the railroads there, intending, on my return, to make a series of analyses of rails broken, both in this country and in Europe; to ascertain, if possible, how far great cold had an influence on the fracture ; to examine whether the rail broken, either on the road or afterwards, underwent, at or about the fracture, any physical change, and to make a series of experiments on the strength of rails manufactured in the United States or sold in the American market. KIRKLAND LAKE and Porcupine in 1931 accounted for more than $41,625,000 of Ontario's total gold production of $43,117,688. For the first time, the younger camp surpassed the older in gold output, producing $21,734,000 against $19,891,000 for Porcupine. Present output of both camps is increasing, and should pass the record figures of 1931 before the year is out. In May of this year, Porcupine mines milled 285,759 tons, with a bullion value of $1,810,009; the corresponding figures for Kirkland mines are 149,188 tons and $2,104,757. A much higher average value per ton for Kirkland ore, $14.10 against $6.33 average for Porcupine accounts for the difference. The two fields are about 100 miles apart by rail, and there are important differences in the character of the ores, which accounts largely for the difference in milling costs and in final tailing values, despite excellent metallurgical work in both the fields.

TO operate the bituminous coal industry in the United States in 1929 cost $770,237,000, of which $30,739,000 was paid for purchased power and $34,947,000 for new machinery and equipment. Equipment aggregated 3,124,000 hp. A mining industry that spends $65,000,000 a year for power and machinery is likely to be fairly well mechanized, and when the machinery in use takes three million horsepower to drive it, the probabilities are that mechanization has been in progress in at least some of the mines for quite a few years. Mechanization in its broadest sense implies machine cutting, power drilling, mechanical loading, electric haulage, mechanical sizing and cleaning, and lesser applications of machinery to mining operations. But the introduction and development of mechanical loading has been the feature of coal mining recently and its extraordinary progress is causing great changes within the industry. FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

For more than 100 years, the Republic of Chile has been one of the leading copper-producing countries of the world. Between 1877 and 1880 Chile accounted for over 50 pet of total world copper production. Today it has the world's largest known reserves of copper ore and a capability of producing over 600,000 tons per year. This capacity can and will be increased as the world demand for copper grows steadily during the remaining years of this century. The Potrerillos mine of Andes Copper Mining Co., a subsidiary of The Anaconda Co., was developed in the rugged, high Cordilleras in the early 1920's, and the townsite, concentrator, leaching plants, smelter, railroad, power and port facilities were completed so that it came into full production in 1927. Since then and until the closing o f the mine in June of last year, 1,762,192 tons o f copper were produced.

1. INTRODUCTION. AT the Lake Superior meeting, September, 1904, Messrs. A. Gibb and R. C. Philp presented a paper entitled " The Constitution of Mattes Produced in Copper Smelting,)' in which they concluded that ferrous and cuprous sulphides formed the chemical compound, 5 Cu2S, fee. They arrived at this inference from the observed fact that a matte containing Cu2S, 90.4, and Fee, 9.6 per cent (or, in round figures, Cu2S, 90, and Fee, 10 per cent.), did not contain any metallic copper, while one with more than 10 per cent of FeS readily dissolved copper, and with less than this amount retained copper in mechanical suspension. Although they determined the melting-points of five mattes containing from 32.6 to 80.1 per cent of copper, they did not draw a freezing-point curve, as the necessary apparatus was not available. A microscopical examination of 11 polished samples, gave them a grayish-black field of very uniform appearance, except that 5 of the specimens showed the presence of metallic copper. The object of the present investigation was to supplement the above paper by drawing the freezing-point curve of the series ferrous sulphide cuprous sulphide, and to see how the constitution could be further, revealed by microscopical work. The results obtained lead to conclusions very different from those of Gibb and Philp. While their paper bears the date 1904, it was published only in 1906.2 In the meantime, Bolles3 had presented his paper, "The Concentration of Gold and Silver in Iron Bottoms." The raw material which formed the basis of the research was a matte containing Fe, 61.68, and Cu, 11.20

BEGINNING Thursday, July 16, the National Broadcasting Co. is broadcasting from 6:30 to 6:45 p.m., over its nationwide network and possibly also by short wave a series of eleven radio programs dealing with the contributions of engineers to the prosecution of the war. The series is being arranged and sponsored by a committee of representatives of the national engineering societies, R. L. Sackett, chairman. The committee began its deliberations before Pearl Harbor and had scripts under way on blackouts, bombs, and damage to structures. The declaration of war emphasized the importance of the proposed radio program. The National Broadcasting Co. and the Office of Civilian Defense enthusiastically endorsed the committee's proposal and have been generous in their help and approval of scripts so far submitted. Controversial matters are included in the broadcasts and changes will be made when requested by O.C.D. up to the minute that a program goes on the air. In this way the latest and authoritative information will be given.

(Canal Zone Meeting, November, 1910.) The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. THE State Department can be of assistance to Americans in the petroleum business directly and indirectly. During the past few months, at the Arms Conference, it had a large hand in dealing with affairs indirectly affecting the oil problem. The conference has somewhat relieved the emphasis on naval strategy in relation to oil supply by limiting the number of naval vessels or the fleets of the Great Powers and in maintaining the "open door" in the Far East in respect of the development of the natural resources of that region by defining that policy in a nine-power treaty. The largest competitors of the. United States in the petroleum field are parties to that treaty. The Department of State also has stood steadfastly for the principle of equal opportunity in the Dutch East Indies, Mesopotamia, and Persia. The Department of State has been of indirect assistance in connection with oil problems by insisting on the recognition of treaty rights and other guar-antees, such as most-favored-nation clauses, and mandate provisions. I am not speaking as a representative of the Depart-ment of State, as L now have no connection with that institution, but my experience of several years as a member of the department and my practice since my resignation have given me opportunity to see the department from both the inside and the outside, and to measure its limitations as well as its resources.

IN the long list of our illustrious and lamented dead, there are names which recall personality as well as career and achievement; social as well as scientific merit; devotion to the Institute itself as well as to some one of the professions which it represents. These men we remember because they did not forget us; besides our pride in their wider work and fame, we are proud of what they did with and through us; especially do we rejoice if our early recognition of them opened the way to a recognition by the world; and in their departure we claim to sorrow, not merely as members of an appreciative public, but also as. bereaved personal friends. In common with thousands, we regret our loss, but we do not regret only-we mourn and miss. To this group of those whose death has brought to us the double sense. of public and private grief belonged our strong, bright, dear brother, in whose memory this inadequate tribute is offered. Charles Benjamin Dudley was born July 14, 1842, at Oxford, Chenango county, N. Y. He came on both sides of New England blood, his father being from New Hampshire and his mother from Connecticut. Emigrating from the rocky hills of their native States, they. settled upon the more fertile soil of what was then regarded as the West, and, with thousands of other pilgrim sons, imitating the pilgrim fathers, contributed to the foundation of new commonwealths. The Empire State owes much to this element of its population. Dudley's early education was obtained, like that of the sons of the pioneers generally, by attending the village school and academy in the autumn and winter, while he worked upon the farm during the rest of the year. But his ambition looked forward to a college-course; and this was almost within his reach when a passion still stronger took possession of him. The out-

Many of the difficult operating problems of the preparation of coal for market, of sampling coal shipments and in the utilization of coal are caused by segregation in the coal mass. Segregation may be of two kinds: i.e., "size segregation," in which particles of the same size in a mass of coal containing a range of sizes collect together and "density segregation," in which particles of the same density or specific gravity in a mass of particles of varying density gather together. Mechanics of Segregation Size segregation cannot take place with closely sized coal. As the size range increases, the tendency for size segregation increases. Similarly, cleaned coal with particles of approximately the same specific gravity have very little tendency for density segregation. The wider the density range of particles and the more particles of different density, the greater the chances are for density segregation. The following discussion deals primarily with coal of a wide size range as screenings and of wide density differences as uncleaned or run-of-mine screenings. If a mass of coal containing particles of a wide size range is subject to the stream action of a moving current of water, the small particles are transported farther than the coarser. [Secretary's Note.—The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transaclions. In a number of instances, death has nullified this ambition, and the intended "monumental " contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experieuce thus hopelessly lost to the world.—R. H.] The official publications of the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61" E., on the Losva river, a part of the vast system of the Ob river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full offish, and is navigable for good-sized steamers as far as Ivdell. Winter lasts from early November to late April, the temperature ranging from -60" F. to a summer maximum of 90° F. NOW that the dust of World War II has settled and we and our allies are faced with extravagant losses of men, money, and materials, virtually the only hope that the United States and Britain have in the way of reparations lies in the capture of industrial, technical, and scientific secrets. Even during the war American and British scientists and technicians gained access to German factories, questioned German personnel, studied German documents, and endeavored generally to keep pace with new discoveries in science, industrial technology, and process development. Under various agencies this work continued for two years after the war. Altogether at least 600 American scientists and industrialists have gone to Germany and brought back reports and several times as many British, Canadian, and. Australian investigators have been similarly engaged under co-operative arrangements designed to assure the maximum of coverage with a minimum duplication of effort. As a result of these investigations and document studies, about 500 or 600 reports have been prepared on metallurgical and allied subjects. Those by American authors or joint teams have been listed in the annotated Bibliography of Scientific and Industrial Reports, issued by the Office of Technical Services in the U. S. Department of Commerce. Many of the British reports are also available in this country through the same office or through a British representative in New York. In parts I1 and II2 of this series, there were presented results of investigations on the age-hardening of an aluminum-copper and an aluminum-magnesium alloy. It was shown that the simple precipitation theory of hardening3 adequately explained the aging phenomena, including certain so-called "anomalous" behaviors which had caused other investigators to reject or modify the precipitation theory. However, these papers did not discuss the double aging peaks, which have been stressed in recent articles by Dr. M. Cohen4 and Dr. M. L. V. Gayler.6 The present paper is devoted to an explanation of this "anomaly." Fig. 1 is a generalized schematic representation of aging curves at different temperatures. CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.
