Completion of the H-3 Highway Tunnel Project was a critical element in opening this award winning project. The exploratory tunnel was completed as a maintenance tunnel and included difficult shafts extending into the main tunnel cross passages. The project also involved a major addition to the traffic operations center including a deep excavation in close proximity to the tunnel portal structures. The projects also included various completions and improvements to the main tunnels, such as paving, drainage, maintenance, and a variety of critical life-safety issues, such as radio systems, telephones, etc. The highway opened in December 1997.

The flow behavior of bubble-particle aggregates in separation tanks is important for many flotation systems, particularly for wastewater treatment. These aggregates can be considered as the dispersed phase in a continuous liquid phase of water and the flow characteristics determine the efficiency of the bubble separation process. In this work, a general methodology for the computational fluid dynamics (CFD) simulation of a bubble separation tank is described. This system is analyzed by Eulerian-Lagrangian approach. The momentum transfer from the dispersed phase to the continuous phase is quantified using the Particle-Source-In Cell (PSI-Cell) method. With CFD simulations, the effectiveness of different tank design parameters are evaluated in terms of the extent of bubble separation.

Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

Smooth roll crushers are widely used as secondary crushers, operating most effectively when set for size reductions in a ratio between 3 or 4 to I. The feed supplied to these units varies from 13 to 102 mm in size and the product obtained ranges from 13 mm to about 20 mesh. Smooth roll crushers produce very few fines and absolutely no oversize. The diameter otfhe rolls varies with the clearance between them, feed size, and the coefficient of internal friction ofmaterial to be crushed, Detailed calculations of this relationship may be found in Unit operations of Chemical Engineering, (McCabe, W. Backfill systems have been used for as long as mining activities have existed. Various backfill methods have been developed over the centuries with consideration for geological necessities, the technical means available, security requirements, and available finances. In the past, backfill systems were introduced and upgraded geographically in accordance with local experiences. In modern times, mining engineers participate in international forums for the exchange of knowledge so that backfill techniques and experiences are shared concurrently in mining areas all over the world. Mine backfilling increases the cost of mining so that great attention must be paid to choose a low-cost, reliable, and low maintenance backfill system. Some methods are described in this paper.

Borates are essential to life, and to many products that are essential to an acceptable standard of living. They occur naturally in seawater at an average concentration of five milligrams of boron per liter. Fresh water lakes, rivers, streams and ground water generally have concentrations of about one milligram boron per liter. Borates are also present in soil at concentrations ranging from 0.1 to three milligrams of boron per kilogram. Because most of that boron is locked into insoluble minerals, clay or organic matter, boron deficiency is more widespread than boron enrichment. Borates evaporate into the atmosphere from seawater, rain, snow and hot springs. In rain and snow, natural boron concentrations range from 0.002 and 0.1 milligrams boron per liter. All told, boron moves through the atmosphere at a rate of 5 Mt to 7 Mt/a (5.5 million to 7.7 million stpy).

This paper describes the field application of the NTH fracture classification to rock encountered in the construction of the 9.6 km long, 10m diameter, Second Manapouri Tailrace Tunnel. Excavation of the tunnel was undertaken by TBM between 1997 and 2002, in gneisses, granitic and diorite rocks. The paper outlines an adaptation of the NTH fracture classification used during the geological logging of this tunnel. The NTH fracture classification was primarily applied to assess discontinuity spacing for tunnel support requirement decision-making. The paper includes some general comparison of NTH classes with overall penetration rate.

Montana sapphires were first discovered in alluvial deposits in the Helena area in 1865 and subsequently were discovered in other alluvial deposits in southwestern Montana and also in a lamprophyre dike at Yogo in central Montana. From about 1900 until the late 1930?s, when synthetic sapphire began to come into widespread industrial use, Montana sapphire mines produced large quantities mainly for watch bearings with lesser production for the gemstone market. The Yogo deposit is now mined for the gemstone market and two of the alluvial deposits are mined to produce sapphires for the fee-sieving of sapphire-bearing gravel and for the direct sale of gemstones. The generally pale-colored sapphires from the alluvial deposits in southwestern Montana are heated to enhance their colors whereas the generally blue sapphires from the Yogo deposit require no treatment. Markets for sapphires from both the alluvial deposits and the Yogo deposit are strong. In spite of reported historic production in excess of 70 tonnes, mineable resources appear to remain at most major deposits. Also abundant untested lamprophyre dikes in central Montana may host sapphires similar to those at the Yogo deposit.

The economics of “Conventional” and “Advanced Fine Coal Cleaning” (AFCC) circuits for refuse pond reclamation as well as active mine/preparation plant applications have been evaluated. The benefits of innovative tailings management schemes on the profitability of mining enterprises have also been evaluated as a part of this study. Analyses have been conducted for scenarios involving generation of two different product qualities of 5.81%, a quality that was obtained during AFCC circuit operation at SIU, and a more typical 8% product ash. The inability of the conventional circuits to achieve profitability while producing the lower ash content product is revealed from this approach. The spiral-only circuit is unable to produce a 5.81% ash product. A different version of the same circuit involving spirals and column flotation produced the desired product quality but could not maintain profitability. The AFCC circuits on the other hand, achieve net present values greater than $6 million, with return on investment in excess of 50%, in the water-only as well as dense medium mode, with and without tailings management. Addition of tailings management system to any of the circuits is found to enhance the project economics. The comparison of water-only and dense-medium applications of the AFCC circuits indicate a better suitability of the dense-medium circuit for producing premium quality products. Application of AFCC circuits in active mines offer better economics compared to applications in refuse pond recovery operations. The superior project economics are a result of reduced overhead cost and use of existing material handling facilities. Sensitivity analysis reveals the significance of capacity utilization on project economics.

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). For most industrial minerals, the color is directly associated with economic value. In terms of physics, the principal property that defines the term ?color? is the intensity of light reflected (or transmitted) by an object over the visible band, comprehended between 400 and 700 nm. This reflectance spectrum serves as the starting point for a variety of color-describing factors, the most common in the mineral industry being the brightness (TAPPI, 1977 and 1986) and the L*a*b* system (HunterLab, 2008). Quality specifications for mineral products are usually based on these colorimetric parameters. This market is becoming increasingly more selective and demanding over the quality of raw materials and alongside the traditionally controlled characteristics, such as particle size distribution and chemical composition, a trend exists towards the establishment of increasingly more strict specifications for the optical properties of these materials. This is due to the fact that most plants consuming these industrial minerals incorporate them into products in which the visual appearance is controlled. For these plants, most of them being the manufacturers of plastics, paper, paints, and ceramics, variations in the color of mineral materials result in difficulties to achieve the right color in the final product. Therefore, these plants set strict specifications for colorimetric parameters such as whiteness and yellowness, as well as colorimetric coordinates like L*, a*, and b*. For the manufacturer of industrial minerals, this translates into difficulties simply because many of these parameters are usually alien to the tradition of the mining industry. The main quality parameter in the kaolin industry is brightness, which is a weighted average of reflectance values over the range of 400-510 nm (TAPPI, 1977). Due to the lack of a better property, producers tend to use brightness to also assess the quality of the in situ ore and along the processing operations. However, the unprocessed kaolin is often accompanied by ?contaminant? minerals. For Brazilian kaolins, which are the object of this study, the most important contaminants are hematite (Fe2O3), goethite (FeOOH), and anatase (TiO2). Each of these contaminant minerals has a distinct color and behaves differently during the processing of the kaolin ore. Hematite and goethite in particular are particularly strong pigmenting agents and at concentrations as low as 100 ppm they can make the difference between a high-quality white pigment product for paper coating and waste material. As each Fe-bearing contaminant has a different color and responds differently to processing operations (for example, magnetic separation, chemical bleaching, selective flocculation, and/or flotation in the case of kaolin), the in situ brightness tends to show a poor correlation with the brightness of the final product. Brightness measurements are sometimes complemented with X-Ray Fluorescence (XRF) analysis of Fe and Ti, but the total oxide content provided by XRF is also poorly correlated with product quality because Fe may be in the form of goethite, hematite, or inside the crystalline structure of kaolinite. Thus, a more robust technique capable of distinguishing each mineral phase is desirable. Diffuse reflectance spectroscopy has been used to analyze iron oxide/hydroxide content both qualitatively (Torrent and Barrón, 2003; Liu et al., 2011) and quantitatively (Jiet al., 2002 and 2006). These authors correlate slopes and inflection points at characteristic absorption bands with oxide/hydroxide content in natural soils. The approach presented here involves the extensive use of the Kubelka-Munk (K-M) theory, which has been used for color matching (Schabbachet al., 2009 and 2011) and particle size determination (Otsuka, 2004) in a simplified version. Unfortunately, the scattering constant S is very difficult to measure for dry powders, because the equations require a thin layer of material. Attempts have been made (Gonçalves and Petter, 2007, and Gonçalves, 2009) but the experimental errors tend to be high. Thus, this paper aims to develop a tool for the quantification of contaminant minerals in kaolin based on the K-M theory without resorting to measurements over thin layers. This tool is based on a new two-constant approach, which takes into account differences in scattering between materials over the whole measured spectrum. The experimental dataset consists of the reflectance spectra of mixtures between a bleached kaolin and synthetic Fe pigments.

Several companies have adopted policies and standards aimed explicitly at increasing ‘local procurement’, recognising that local economic participation has benefits for companies and communities alike. From a corporate perspective, local economic participation is seen as one means of maintaining a social license to operate, as well as ensuring reliability of supply by having a supplier located nearby. From a community perspective, the participation of local businesses in the resource project is a means by which the benefits of resource development can flow into their communities. This paper is based on the research undertaken to produce a good practice guide for the mining, oil and gas sector. Our research revealed that the extent to which the local community will actually benefit from local procurement initiatives is dependent on the capacity of the community to supply goods and services to the project and, even more importantly, on its ability to adapt to the inevitable changes that accompany large-scale resource development. We provide guidance on adapting impact assessment tools to guide planning of procurement interventions.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH's Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. The mining industry collects a significant amount of operational data. However, gleaning useful information from the terabytes of data is difficult, and not just because of the sheer volume of the data. Therefore, an automated tool was developed at the University of Alaska Fairbanks to go through data and apply very sophisticated statistical and neural network techniques, to identify the data streams that are important to a process. This paper presents results from the tool as applied to SAG mill data from a gold mine. The results were benched against commercial tool. Results indicate that there was little or no loss in performance by automating the very complicated process of neural network modeling. Therefore, the intent of the exercise, to examine if complicated modeling tasks can be automated, was realized.

Isotope analyses distinguish biogenic sulfur ores from non-biogenic ores, but do not distinguish bioepigenetic from biosyngenetic ores. Sulfur deposits of salt dome caprocks and of bedded Permian evaporites of west Texas, however, are clearly bioepigenetic. Anhydrite, introduced by salt diapirs into geologically younger sediments, is converted biogenically to sulfur and calcite in the presence of petroleum; for example, in Challenger Knoll, a salt dome at a water depth of 3600 m in the Gulf of Mexico. It has been approximately four years since IARC reclassified crystalline silica as a “Group One” substance. Since that time, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease and several aggressive campaigns have been developed to increase awareness of silica dust related problems in the industrial environment. New analytical techniques are being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper will discuss the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists, and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. Mining and processing of minerals, metals, and fossil fuels can release selenium and arsenic into wastewaters. Both selenium and arsenic are difficult to remove to levels that meet current drinking water and discharge criteria. These metalloids can be used as electron acceptors by microorganisms transforming them back to reduced states, thus removing or stabilizing them. Bioremediation cost effectiveness will be discussed in terms of site information required, microbial populations, co-contaminants, pH, redox, and nutrients. Full-scale, economical ex situ and in situ biotreatments are possible and can produce 1,000’s of times less sludge than conventional precipitation technologies.
