"This paper discusses various aspects affected by the use of large-diameter boreholes in underground mines. Topics covered consist of noxious fumes, vibrations, post-blast effects, various types of explosives, the cordine system in production blasts, the slider primer system and wall-control methods. In general, the paper is an overview of this important fact of underground mining.IntroductionWith economical factors leading the way, many reasons motivated drilling equipment companies to develop equipment that can drill holes up to eight inches in diameter and even larger for underground applications. One of these other reasons is the fact that many orebodies were considered marginal, given the high costs of conventional mining methods utilizing small diameter boreholes. With these criteria in mind, accelerated programs were put in motion to develop equipment that would reduce both-development and production costs in underground mines. Change s in any basic program often affect other areas down the line. This is particularly true with the ad vent of large-diameter boreholes underground.C-I-L Inc. is certainly no stranger to this phenomena. Whether production headings increase in size and tonnage or whether production increases due to lower costs, one fact remains unchanged and that is the fact that all development and production holes are loaded and blasted whether they be of small or large diameter. Due to this fact, C-I-L Inc., as a leading explosives manufacturer, initiated a program to examine blasting methods in use in surface work with the intent of revising these method s for underground applications. Research facilities were also oriented toward developing appropriate products. This was a task that was accepted with anticipation, with the result that many new blasting systems and methods were brought forward, thanks to the collective efforts of both the consumers and manufacturers."

Many underground mining operations use Split Set friction stabilizer bolts for rock support. Currently, however, little has been done to quantify the effects of various rock mechanics and operational parameters on the capacity of frictional support systems. The strength of Split Sets is usually measured by means of a pull test wherein a jacking force is applied to the bolt and a slip load is obtained. In order to evolve a rational design procedure for this type of support, an extensive database of over 900 pull test results from more than 50 mines through- out North America has been assembled and analyzed. Associated relevant rock mechanics parameters (rock type and quality) and operational details (drilling method, bit size, drive time, time to pull test) were also obtained, as completely as possible, for each test. Analysis of the information has yielded several charts that relate pull-out strength to relevant parameters and simple statistical analyses were conducted where necessary. Quantified distributions for pull-out strength were also produced for several operating conditions. The factors that most significantly affect bolt strength have been identified and specific applications to design are discussed. The information presented will assist mining engineers in designing safer and more economic support using Split Sets.

"Graphite is one of the most versatile of non-metallic minerals because of its diversified properties, for example: it is unctuous; it marks readily; burns slowly; is almost chemically inert; is flexible over a large temperature range; is a good conductor of heat and electricity; is hydrophobic; has a negative temperature coefficient of resistivity; has excellent weathering properties; tends to emulsify with water-in-oil; is readily soluble in iron; and after oxidative treatment, can exfoliate like vermiculite. These properties give rise to its major uses in lubrication, refractories, marking instruments, electrical products and paints.Flake graphite is the variety which commonly occurs in Canada; the provinces of Ontario and Quebec contain the deposits of economic significance, although graphite occurs in other provinces. The beneficiation of graphite has been the subject of many investigations at CANMET, thus reflecting graphite 's importance as an industrial mineral. Thirty-eight studies relating to various aspects of beneficiation were conducted between 1918and 1989anda review of some of the more important studies is presented. The information includes mineralogy, beneficiation methods and results; flotation parameters and reagent concentration data are presented in tabular form. By so arranging the principal data, the research worker and production metallurgist will be assisted in the evaluation of graphite ores from a variety of origins."

"In recent years the trend in underground metal mining has been toward ever increasing blasts (often in excess of 100 000 tonnes per blast). The Canadian mining industry has been in the forefront of these developments (VRM, LBHand cable bolting to stabilize the surrounding rock /avoid dilution).In order to move these large tonnages, efficient loading systems have to be developed. This paper shows the technical and economic implications of various loading scenarios based on a predefined (however typical) stoping layout by:1 . discontinuous loading using scoop trams;2. discontinuous loading using scoop trams in combination with low profile dump trucks;3. continuous loading (based on loading performance/operating costs of the AL-60) in combination with low profile dumptrucks.The cost advantages of production concentration (loading large tonnages from one drawpoint}, made possible by continuous loading as opposed to sea tiered mining (small tonnages), using discontinuous loading in tunnelling will be presented, based on actual results obtained in a decline development project using the A L-60 continuous loader. At as pacing oj150m between turning bays, it was found that continuous loading was out performing discontinuous loading in approximately80% of the overall decline development.Fuel consumption and total cycle times are compared, and a cost assessment is presented.INTRODUCTIONThe subject of this paper deals with the introduction of continuous loading in underground metal mining and single heading tunnelingContinous mining has been widely introduced both in underground and surface coal mining. Mechanized longwall mining, utilizing moveable shield supports in combination with double drum- shearers, has resulted in a tremendous increase of coal production per working face.This has led to very concentrated mining operations. In a typical German coal mine two mechanized longwalls nowadays would produce the same amount of coal as 12 to 15 longwalls in the 1950s. One longwall in a South African coal mine has recently set a world record with 120 000 tonnes of coal in a single month.In underground metal mines-often due to the irregular nature of the ore body and the mining methods used-mining is far less concent rated. Ore is often produced from a large number of stopes and production sections. Sometimes, a substantial amount of ore may be obtained from development in the orebody (40070 at a German base metal mine)."

Therefore, with such a variety of energy sources to choose from, why was coal selected as the primary fuel at Calgary Power's Wabamun steam plant? This part of the paper will cover the circumstances that led the Company to decide in favour of coal. The second part, to be presented by C. F. Doerr, will describe how the Wabamun coal mine has been developed to supply the large fuel requirements of the power plant. Before considering the Wabamun plant, we require a general under-standing of? the Company's electric system and load. Power is fed into a 5,100-mile high-voltage transmission grid from eleven hydroelectric plants and from the Wabamun steam electric plant. "Abstract- The Century mine in northwest Queensland,Australia, is a major sediment-hosted zinclead- silver orebody, located within the western Mount Isa Basin. Stratiform, carbonaceous shalehosted mineralization is developed within Proterozoic shale and siltstone sequences of the Lawn Hill Formation. CRA Exploration Pty Ltd (CRAE) discovered the Century deposit in 1990 and open pit mine development commenced in 1998 under the ownership of Pasminco Century Mine Limited (PCML). The deposit contains an identified mineral resource of 105 Mt @ 12.1% Zn + 1.7% Pb + 46 g/t Ag (Broadbent and Waltho, 1998) which is currently being mined at a rate of 5 Mt/y.In December 1998, an exothermic reaction was observed between explosives spilt onto shale drill cuttings from a blasthole. This reaction is referred to as ‘reactive ground’ and has the potential to cause premature detonation of explosives in a charged blasthole with catastrophic consequences. The incident led to a subsequent geological and geochemical assessment of the different rock types at the Century deposit and their potential reactivity with ammonium nitrate-based (AN) explosive products. This assessment was conducted in an attempt to characterize zones safe for blasting with uninhibited AN-based explosive products. A direct result of this study is a set of procedures outlining the use of different AN-based explosives in areas defined as potentially reactive or non-reactive for the different lithologies present. Black shales contained in both the waste and mineralized sequences contain the sulfide mineral pyrite (FeS2), which is thermodynamically unstable with AN contained in commonly used explosives. The potential reactivity of partially weathered pyrite can ultimately result in the decomposition of an AN-based explosive. It was determined that only pyritic black shales showed any potential to react with AN, irrespective of their position in the stratigraphic sequence. Other lithologies present at Century, including Proterozoic sandstone and Cambrian limestone, are classified as non-reactive with AN. This is a geological risk management situation present at the Century mine."

"A procedure f or constructing a grinding mill dynamic model is proposed. This model is used in a dynamic simulator of are grinding circuits. The simulator is designed for flexible flow sheets involving different grinding mills and particle classifiers and is able to accept several single variable PID control loops. The dynamic model is validated on a laboratory ball mill, and calibrated to an industrial installation. The simulator is used for characterization of grinding circuit dynamic behaviour and tuning of control strategiesIntroductionThe ore grinding operation is a critical step of the ore preparation process because it is the last comminution stage before the separation of minerals. The properties of the ground minerals to be concentrated, control the quality and efficiency of the separation process. This is why it is important to control properly the operation of the last grinding stage, commonly constituted of a closed circuit ball mill with classifier . To provide an adequate fine product, the grinding operation should compensate for the perturbations of the feed characteristics (size analysis, grindability, etc.). The main objective is to maintain a constant size distribution for providing stable operating conditions to the separation units. Simultaneously another usual objective is to operate the grinding circuit at a maximum capacity.Automatic control applied to grinding circuit s is the appropriate approach to improve its operation. Most frequently average optimal operating conditions are determined from steady -state performances of the circuit , and the automatic control is used for stabilizing the operation at selected values of the process variables . In the traditional approach, one or several single input! single output (SISO) control loops are implemented and empirically tuned. Advanced control practices'!' are based on a quantitative analysis of the circuit dynamics, which could also give a basis for the tuning of conventional SISO 100ps(2)."

"The Aldermac deposit and associated prospects occur in the Noranda Archean volcanic centre of the Abitibi greenstone belt. Over two million tons of are grading 1.65% copper, with minor gold and silver, were mined between 1933 and 1943. The deposit has features in common with the Vauze and Millenbach mines in the same district.Recent detailed mapping, geochemistry and petrography combined with data from former diamond drilling and mining operations permit a re-interpretation of the Aldermac area. The orebodies and spatially related sulphidic zones are con eluded to be volcanogenic.The host rocks are a chemically bimodal suite of mafic and rhyolitic flows, volcaniclastics and related subvolcanic intrusions. Massive sulphide lenses are spatially related to a quartz-feldspar- phyric rhyolite dome and siliceous, volcanic-exhalative sedimentary rocks, The succession is cut by gabbro and syenite, related to later stages of volcanism, and by post Kenoran diabase dykes. Regional metamorphism attained the low greenschist facies, but the rocks lack penetrative deformation.Hydrothermal alteration is primarily an intense silicification of mafic volcanic rock s enveloping, or lying below, sulphidic zones. Chlorite and sericite alteration zones, including dalmatianite, are more locally developed and have a closer spatial relation to mineralization, as do epidote, calcite and calcic garnet.The structure is complex and cannot be explained by isoclinals folding; rather it reflects concurrent faulting, and extrusive and intrusive activity. Fault blocks were rotated and exhibit opposed facing; the original selling was possibly a submarine graben.Sulphidic zones occur within mafic and felsic volcanic rocks and at the interface between the two; there is thus potential for discovery throughout the known stratigraphic succession. Exploration conducted according to a volcanogenic model is advisable, particularly in the light of recent discoveries in similar rocks of the Amulet area."

Gas, coal and electricity will replace some oil as it becomes scarcer during the transitional period before new sources are gradually developed.There is a critical need for energy conservation in the short term. Conservation will, to a great extent be justified by savings, as it will be less expensive to recover energy that is being wasted than to acquire additional energy.The gradual development of new technology is expected to increase energy self-sufficiency in the long term. New energy sources are attracting a growing interest and are becoming more economically feasible and marketable. These rediscovered energy sources include peat, wood, solar, domestic waste and windmills.The sudden increase in energy prices has forced users to look at the way energy is used and find ways to save it. Major industries have found that using separate meters for each department spurs energy responsibility. Energy trim programs now rank in importance with profitability, productivity and with quality.Energy has become such a crucial cost element that better data are essential for planning. Data acquisition varies with plant size and number of utilities. Meters can be read manually or monitored by computerized energy management systems.The relationship of electrical energy input and production levels for a typical uranium mine will be used to demonstrate two steps to energy management. "The geochemical characteristics of Early Paleozoic volcanic rocks are used to establish the following tectono-volcanic regimes in the northeastern mainland Appalachians: foreland continental rift volcanics; fore-arc ophiolites; island-arc volcanics; back-arc ophiolites; and back-arc ensialic volcanics. A Late Precambrian calc-alkaline magmatic arc bounds the Early Paleozoic volcanics to the southeast.The Precambrian calc-alkaline volcanics of the Caledonian Highlands, primitive Cambro-Ordovician oceanic-arc volcanics of the Eastern Townships, and within-plate Ordovician volcanics of the Miramichi Highlands can be related to a progressive change in mode of subduction from compressional Andean-type in the Late Proterozoic to extensional Western Pacific-type in the Early Paleozoic. The development of marginal oceanic basins in the Paleozoic created a more favourable environment for volcanogenic sulphide deposition, particularly in back-arc areas.The influence of tectonic setting is reflected in the distribution, size and metal ratios of the massive sulphide deposits associated with the volcanic rocks; deposits within intra-oceanic arcs in the Eastern Townships of Quebec average two million tonnes grading 2.2% Cu, 4.0% Zn, and 0.6% Pb, whereas those within a back-arc, ensialic rift near Bathurst, New Brunswick, average nine million tonnes grading 0.6% Cu, 5.4% Zn, and 2.2% Pb."

"Reconnaissance geochemical mapping, based on the chemical analysis of waters, stream, and / or lake sediments had its origin in geochemical prospecting surveys carried out in New Brunswick during the 1950s. More recently, reconnaissance geochemical surveys carried out by government agencies for mineral resource appraisal purposes have been seen as a special case of regional geochemical mapping which is carried out with the aim of describing geochemical patterns f or elements which may he interpreted for mineral resource appraisal, environmental or geological purposes. The interpretation of pal/ ems on regional geochemical maps is based on the concepts of landscape geochemistry, in this paper, the regional approach 10 geochemical mapping is described with reference to an experimental regional geochemical survey which was completed in southwest Ontario during 1981-82. "Approximately 2.0 million tonnes of phosphate rock is imported from the U.S. to Alberta annually and is used in the production of agricultural fertilizers. No phosphate rock is presently mined in Canada, although sources of igneous phosphate have been mined in the past. Sedimentary phosphate rock is found in nine geological units within the Cordilleran Foothills and Front Ranges region of Alberta. The Devonian-Mississippian Exshaw Formation, Permo-Pennsylvanian Rocky Mountain Supergroup, and the Jurassic Fernie Formation have the best potential f or future development. Most of the phosphate rock in Alberta is of low grade and lies within restricted land use areas. The best over-all resource potential lies in the Fernie basin area of southeastern British Columbia, in the Fernie Formation. The possibility of deep phosphate rock deposits in the plains region should be examined.Phosphate rock is mined in Idaho, Utah, Montana and Florida, and is shipped to Canadian fertilizer plants for processing. Raw phosphate rock is acidified, usually with sulphuric acid, by a wet process. Varying amounts of ammonia are added, and the fertilizer is pelletized. Future research, in western Canada, is needed in the beneficiating of low-grade ores and in the area of in situ mining. At the present time, phosphate rock sells for around US$50Itonne, and Alberta fertilizer companies probably pay in the range of C$7D-$85Itonne for U.S. phosphate rock delivered to the plant. Environmental concerns about phosphate rock processing are centred around gypsum tailing ponds, and radioactive wastes.U.S. supplies of phosphate rock are secure until the year 2000; however, by this time, the richer deposits in the U.S. may be exhausted. Alternate deposits, such as the ones in Alberta and British Columbia, might then be considered. Phosphate byproducts, such as uranium, vanadium, fluorine and rare earth elements, may help in making the processing of low-grade Canadian phosphates economically feasible."

"The object of this paper is to outline a computerized net cash flow approach for practical cutoff grade determinations. A cutoff grade carries not only geological but also economic value, in which costs are balanced against revenues. For different situations, cutoff grades are a 'standard of value' that are determined for the purpose of classifying economic or uneconomic mineral reserves in a specified time frame. In a constantly changing technical and economic environment, the decision to develop or maintain a mining operation at its best economic potential, requires an appropriate cutoff grade strategy, a strategy consistent with short- and long-term operational and corporate objectives and one based on realistic marketing and metal prices forecasts. The use of a project evaluation computer program, in combination with specific corporate net cash flow requirements, shows the most promising and flexible team approach for cutoff grade optimization.IntroductionThe recent recession has had a devastating effect on the Canadian mining industry. Exploration and mining R&D expenditures have been critically reduced and now are believed to be below healthy levels. Ore reserves, mine life and cutoff grades are careening in several directions because of low base metal prices, relatively high costs and sensitive precious metal prices.These conditions demand an improved understanding of the terms ""ore"" and ""cutoff grades"" as they are applied to the planning process and day-to-day operations. ""Ore"" or 'ore reserves"" is a dynamic concept, reflecting a cumulative effect of changes in geological, technical and economic conditions in terms of material which can be mined at a potential profit. By contrast, if economics are not the primary consideration, the term ""mineral reserve"" or ""mineral inventory"" should be used to describe the mineral deposit. For different situations, cutoff grade is ""a standard of value"" determined for the purpose of classifying mineral reserves as economic or uneconomic in a specified time frame. The question of mining at average reserve grade or low-grade material during high metal prices is of paramount importance for cutoff grade strategy."

"A semi-continuous belt of Aphebian magnesian extrusive and related sub volcanic rocks has been delineated by the authors over a distance of 150 kilometres in the central La Ronge lithostructural domain in Saskatchewan. They range in composition from peridotite to basalt and attain true thicknesses of up to 800 metres. For the most part, they are confined to a basal position in the La Ronge/Wasekwan metavolcanic sequence, and appear to have been extruded onto sialic crust. However, at Lynn Lake, Manitoba, in the eastern continuation of the domain, similar rocks seem to be found only at a relatively high stratigraphic level.Although metamorphism seems to have obliterated any quench textures that may have existed in these rocks, ultramafic pyroclastics, pillows and amygdules as well as intercalated, fine-grained clastic sediment attest to the volcanic nature of these rocks. Bulk chemical analyses indicate that these rocks are heterogeneous, with komatiites, tholeiitic picrites and even rocks with some of the characteristics of boninite all being present. The close temporal and spatial relationship of ""boninites"" and komatiites in the belt may suggest a high degree of Aphebian mantle inhomogeneity in the domain.Nickel-copper mineralization has been found in differentiated tholeiitic stocks within the La Range domain (e.g., at Lynn Lake), but none has yet been found in the ultramafic volcanics. However, the tholeiitic picrites do host one economic gold deposit - the Agassiz Mine at Lynn Lake .Because of the depleted nature of their mantle source, the ""boninites"" of the domain are not considered to be likely hosts for mantle-derived nickel sulphide mineralization. However, the opposite is true of the komatiites, and this points to the need for whole-rock geochemistry in setting priorities for nickel exploration in the belt. In contrast, all of the magnesian rocks of the domain probably have the same gold potential. Inasmuch as the geophysical response to gold mineralization in the domain is likely to be unpredictable, lake-sediment geochemistry, followed by base-of-till and/or alteration oriented lithogeochemistry, should be emphasized during gold exploration."

"When Canadian potash was brought into production in the 1960s substantial research was carried out to develop the technology needed to cope with the unique conditions in Saskatchewan mines. The intense research has established Saskatchewan's position as a leader in production technology on a world scale, and as a leader in setting international standards for potash production. The industry is now more than two decades old and, although the mines operate efficiently, there are a number oj prominent areas of concern. High among these is the prediction, prevention and control of sodium rich brine inflows. Control has proven difficult or elusive in the potash mining horizon, but work continues in this area. Control of brine in the superincumbent limestone formation has proven to be easier and more conclusive.The first part of this paper describes the rehabiltation, diamond drilling, and grouting completed at Central Canada Potash, which reduced the brine inflow from approximately 82 l/min . at the beginning of the work to O.9/1min. when the backfilling was placed.The second part of the paper describes the rationale for choosing the rock mechanical instrumentation, the reasons for their placement and the rock mechanical data recorded with some interpretation.IntroductionCentral Canada Potash is located approximately76 km southeast of Saskatoon, near the Yellowhead Highway. The commercial production of potash at CCP started at the end of 1969 at a depth of 1021m below surface. The potash zone, which is presently mined, is approximately 3.35 m thick . Stress relief methods using yielding pillars are used in the design of the mining layouts. The planned extraction ratio averages 35070 . The mine is designed to produce approximately 3.3 million tonnes of sylvinite per year to give approximately 1.3 million tonnes of finished product (muriate of potassium) per year."

"ForewordThis paper is to be published in two parts in succeeding issues of the CIM Bulletin. In Part I, the problem of global climate change is explored together with a summary of the government's present policy in this field. Implications for the steel industry are examined as are possible strategic responses. Part II of the paper will present a new possibility - the joint production of iron and liquid fuels useful for transportation purposes. In the joint production case, the objective is to use carbon for more than one purpose in what might be termed a 'carbon cascading' technique. ABSTRACTIt is becoming increasingly probable that emissions of carbon dioxide from the fossil fuels will have to be reduced to deal with the threat of global warming. This issue is likely to be resolved one way or the other in the period 1995 to 2000 which does not leave much time to develop responsive options. In the intervening period, the policy of the Government of Canada is to stabilize emissions of greenhouse gases at their 1990 level by 2000, by encouraging greater efficiency in the use of energy. Should further reductions prove necessary, economic instruments would probably be employed but these would not be applied before a comprehensive international agreement is reached.There are three main themes in this paper: it is assumed that measures to control carbon dioxide emissions will in fact be necessary by the tum of the century; that there will be a rising need for liquid fuels to supply the world's steadily growing fleet of motor vehicles for many years to come, and that the future niche for Canada 's industry in such a carbon-constrained world will be the operation of the energy-intensive industries with efficiency and environmental sensitivity.The steel industry, as a large user of both coal and energy in other forms, would be significantly affected by a need to reduce carbon dioxide emissions. This paper first examines what might be called the conventional responses open to the industry in such a situation and then explores a new possibility for making better use of carbon by the co-production of iron and liquid fuels."

On January 1st, 1977, SIDBEC-NORMINES INC. purchased from Quebec Cartier Mining Company various facilities located at Gagnon and Lac Jeannine together with the Fire Lake deposit. A t the same time, SIDBEC-NORMINES started its mining operations at Fire Lake, 83 km northeast of Gagnon. The paper summarizes the various adjustments which were necessary to satisfy the new production conditions, such as the physical and mechanical properties of the ore at Fire Lake, and the new crushing and loading installations at the mine, together with the transport of some 14 million tons of crude ore to the Lac Jeannine concentrator about 100km away, and finally to achieve satisfactory recovery from the FireLake ore. In addition, mention is made of the manpower organization, in which Quebec Cartier Mining Company plays an important role as manager of operations and owner of the railroad linking the mining operations to the pelletizing operations at Port-Cartier.

"There are more than thirty-five deposits or occurrences of celestite in Canada, chiefly in Newfoundland, Nova Scotia, New Brunswick, Ontario and British Columbia. Deposits of economic interest are the Lake Enon and MacRae deposits in the Loch Lomond district of Cape Breton Island, Nova Scotia. Two Cape Breton deposits were operated from 1969 to 1976 by Kaiser Celestite Mining Limited, which supplied an upgraded celestite concentrate to an associated strontium carbonate plant at Point Edward, near Sydney.The MacRae deposit is of current interest because of its possible development for strontium carbonate production using the ""black ash"" process. This process involves chemical leaching, rotary kiln calcining with petroleum coke, washing and treatment with carbon dioxide.Celestite is the basic material used in the manufacture of strontium chemicals, principally strontium oxide, carbonate, nitrate, chromate, chlorate, chloride, sulphide and phosphate. Strontium chemicals, in turn, are used in the manufacture of glass and ceramics, in pyrotechnic devices, in the production of strontium metal and in other metallurgical applications. Recently, strontium ferrites have been introduced into permanent ceramic magnets."

"Annual mining revenue can be computed by formulae relating metal prices, smelting schedules, concentrate grade and recovery to known ore grade and an assessment of core samples. Operating costs at different daily tonnages are related to orebody shape, mining method, milling process and general plant services. Capital costs are related to sizing of mining equipment, mine development, plant-site topography, climate and accessibility, plant services and personnel housing. IntroductionA crude guide to the average 1978 cost of mine projects is shown in Figure 1, but the costs of many mine projects have differed widely from the graphed average costs of $800,000 T0.6 for underground mine/mill projects and $400,000 T 0.6 for low-grade open-pit mine/mill projects.High mine project costs and high operating costs are characteristic of open-pit mines with high stripping ratios, underground mines with thin orebodies, mills with complex metallurgy, and projects located in isolated regions with severe climate, mountainous topography, and lacking access to existing roads, towns and electric power. When none of these adverse conditions prevailed, the mine project cost was typically much less than the graphed average cost. Virtually all the conditions likely to cause high capital and operating costs are known from knowledge of the local topography, climate or accessibility, or can be assessed by tests on core samples, as soon as the orebody has been outlined by drilling .A more accurate estimate of over-all project capital cost and operating cost can be made from a summation of items of cost after judging the effect of specific local conditions on each item of capital and operating cost. This paper offers guides in judging the effect of local conditions on the sizing and 1978 cost of specific items of capital cost and operating cost and operating cost of mine projects. When the specific items of capital cost and operating cost are totaled and measured against expected net revenue and taxes over the life of the mine using the net-present-value or discount-cash-flow methods, the result should show whether the mine project development is clearly feasible, doubtfully feasible or clearly uneconomic. If the development of the mine project is clearly feasible, or probably feasible, a detailed feasibility study by experienced consulting engineers should be commissioned before any financial commitments are made; but if project development appears to be uneconomic, the time and cost of a detailed feasibility study is not warranted."
