"The Kelsey Centrifugal Jig is a gravity separation device which utilizes the principles of the conventional mineral jigs but with the additional feature of being able to vary the apparent gravitational field. This is accomplished by utilizing the specific induced movements of the conventional jig within a centrifuge.Pilot plant trials have been underway since July 1988 to evaluate the potential applicability of this technology to various process streams at Rio Kemptville Tin.The grade/recovery relationships for samples treated in the jig were consistently better than results obtained from tables. Recoveries of more than 90% were attained at concentrating factors ranging up to 20. When compared with electrostatic separators, the jig achieved equivalent metallurgical results in a two stage process, without the expensive requirement of filtration and drying. Recoveries exceeding 96% were achieved with final concentrate grades averaging higher than 60% tin.INTRODUCTIONMineral jigs have been used for hundreds of years. Many different types have been developed, and each one has numerous variations. In recent years, the idea of applying centrifugal forces to conventional jigs has been put to practical tests and today a number of units are in commercial production. In principle, by enhancing the apparent gravitational field, it should be possible to recover finer particles by overcoming viscosity and surface effects which tend to limit existing gravity devices. In addition, it may be possible to use gravity to separate minerals with much smaller specific gravity differences."

"INTRODUCTIONTo bring a mining property into production in the Canadian High Arctic a company must deal with the harsh environment, the short shipping season and the high cost of labour. In trying to minimize the effect of these factors, the concept of a barge-mounted process plant was investigated as an alternative to the conventionally built concentrator. Cominco's previous experience gained at the Black Angel Mine on Greenland's west coast suggested that this would be a practical alternative.The normal shipping season at Little Cornwallis Island is approximately six weeks long, from mid-August to the end of September. All equipment and materials must be delivered during this small ''shipping window."" The logistics problems are enormous; if the conventional approach had been used the major process equipment would have been delivered to Little Cornwallis Island at the same time as the completed barge actually was! Construction would also be starting at the start of the worst climatic conditions, the Arctic winter. Nine months production was gained by opting for the ""Barge"" approach.What the Arctic winters do to the shipping season, so do they affect the productivity and the cost of labour. Construction labour must come from southern Canada. Thus higher transportation costs and higher wage rates, with more overtime and incentives, increase the labour costs to approximately 50% over normal southern rates. Couple these rates with the lower productivity involved with men working in the extreme cold temperatures and the net effort is worth avoiding. A process plant being constructed in Southern Canada can take advantage of more accessible labour at lower costs, increased productivity and a faster construction schedule. The barge concept must still deliver the equipment and materials during the ""shipping window"" but it can in the completed form."

The Lac des Iles Mine (LDI) is located approximately 100 km northwest of Thunder Bay, ON. The mine has been in operation since 1993. The initial mine production was 2,300 mtpd and increased to 15,000 mtpd following a mine expansion project that was completed in 2001. Effective Oct. 29, 2008, LDI was shut-down under care and maintenance due to low metal prices. Prior to shutting down, LDI was the only primary PGM deposit in operation in Canada and of the few found globally. The complex geology and physical properties of the deposit causes several challenges for the concentrator. This paper will discuss the solutions to the main challenges of attaining nameplate tonnage and achieve satisfactory Pd recovery and concentrate grades.

This paper discusses the author?s work identifying international law norms of consultation with indigenous communities and poses a potentially counterintuitive argument that corporate stakeholders? interactions with indigenous communities may have effects on the content of those norms. The claim is counterintuitive because the international law of pertinence is customary international law, which arises from consistent state practice and opinio juris (a belief by states that they are acting in a way they are legally bound to do so). Customary international law traditionally has no reference to corporate conduct per se. The paper first surveys several sources on developing international law on consultation obligations. Then it references the impact these norms can have on corporate stakeholders in industries like mining. Then, it poses an argument as to an economic ratcheting effect that can occur through various agreements between corporate stakeholders and indigenous communities that then feeds through into international law via several mechanisms. The consequences for mining companies are diverse and include the possibility that conduct by one company can have longer-term implications for the obligations of other companies and, indeed, of states. The effects will differ in the context of different competitive environments and may actually have effects on the economics of different competitive models.

"During the period June 2007 to March 2007, John Starkey of Starkey & Associates (Starkey) worked in Russia for High River Gold, supervising the engineering design work that was being done at the IRGIREDMET Research Institute, in Irkutsk Russia. The work entailed moving the Newmont No. 4 mill from Elko, Nevada to Berezitovy, a mine site north and west of the city of Skovorodino, in the Amur Region of Siberia. This was a grass roots project and required construction of all phases of the infrastructure and process facilities that are associated with a 5000 t/d open pit mine and CIP mill.During the course of this engineering design exercise, many aspects of doing business in Russia were encountered, with regard to laws, norms, and business practices. This paper discusses many of these findings. Also by living in Irkutsk, many observations on Russian life and social customs were made and these merit discussion from a general interest point of view.Prior to going to Russia, another engineering and ore testing firm (TOMS) had approached Starkey to find out if Starkey could assist them in upgrading their SAG ore testing procedures to Western standards in order to offer their clients turnkey projects, that included reliable SAG and AG grinding. TOMS was aware that Starkey had invented the SPI test but did not know that the SAGDesign test had by then been fully developed and was being offered commercially as the most accurate way in the world to design new grinding mills. They were also unaware that this new testing method had been patented by Outokumpu (now Outotec) and that this method allowed them access to a design method, through Starkey, that would lead to a manufacturer’s guarantee (by Outotec) of throughput and grind for any new semi-autogenous or autogenous grinding circuit, with or without ball mills.When Starkey started working at IRGIREDMET in June 2005, they also made a request to add a design method for SAG mills that would be considered acceptable to Western clients. From these requests, presentations were made in Russian to both institutes and each decided to join the SAGDesign Consulting Group as satellite members and buy a SAGDesign test mill to use with their Bond Ball Mill Work Index mills, to provide SAGDesign testing services. To complete the service, contracts have been put in place for Starkey to use these results to design new grinding equipment and to train engineers at TOMS and IRGIREDMET how to do this work.Starkey also undertook to train engineers at both labs to go into the field and to take the samples for SAGDesign testing programs. It is here where the SAGDesign testing service upgrades other grinding test programs because the samples to be used for design are professionally chosen, and the results will be much more likely to produce a satisfactory design. Starkey is a mining engineer and is uniquely qualified to do this task. This and the SAGDesign test are the key components that lead Outotec to offer a performance guarantee for mills designed by Starkey."

This paper presents the results of a research investigation leading to the development of a technique for the measurement of the surface permeability of Indiana Limestone. The tests are conducted on a cuboidal block of the limestone with a flat surface that can be sealed to create a circular aperture through which water influx can take place. Computational results for Darcy flow are used to interpret the results of the experiments. The water entry area can be moved over the surface area of the block to investigate, quite conveniently, the distribution of permeability across the surface of the limestone block sample.

There are many conflicting ideas on how, who, and when to engage. Given the large number of communities and varied cultures, each resource development company must equip itself with a better understanding of the people they are planning to work with.The lecture will begin with a basic historical perspective on treaties and the various societies across Canada. We will also explore the current situation many communities find themselves in today. Building a meaningful relationship with a community is the foundation for a lasting partnership. Every community is unique and every approach to engage communities must be just as unique. The lecture will outline some basic steps that can lead to a better relationship building process between the communities and companies."

"It is widely accepted that the type of grinding media has an impact on the grinding chemistry and subsequent flotation behaviour of the sulphide minerals being separated. There are countless laboratory investigations demonstrating that inert grinding media produces more oxidising pulp potentials, reduced levels of grinding media corrosion products and superior concentrate grades and valuable metal recoveries. However, taking these results to industrial scale has proven difficult.Work conducted at the Ernest Henry Mine, in north western Queensland, Australia, at laboratory and pilot plant scale clearly indicated that using a high chrome grinding media resulted in significant improvements in both copper and gold recoveries. However, advancing this work to plant trial represented considerable financial and technical risk to the mine.This paper provides details of the protocol developed and used during the high chrome grinding media plant trial. It describes the test regime employed to measure changes in pulp chemistry, and the statistical methodology utilised to interpret the results. The work also highlighted the need for close cooperation between the metallurgists on site and the researchers conducting the trial.To date, the trial has produced excellent results: indicating that the copper recovery has improved by about 2 percent. The successful application of high chrome grinding media to the Ernest Henry ore has increased metal value by $18.7 million USD per annum based on current spot price for copper.INTRODUCTIONTheoryThe application of electrochemically inert grinding media to mineral systems has been extensively studied (Table 1). Broadly, these studies indicate that most sulphide minerals are more noble than the grinding media used during comminution. This paper summarizes an investigation in which beneficiated ilmenite ore was smelted in a continuous, three-phase, 250 kv.a., open-top electric furnace. Minus %. inch ore was smelted, using the standard method. Fine ore, in the order of minus 14 mesh, was smelted in the briquetted form by the open bath method, and in the unagglomerated form by the cold dry-top method. The latter was shown to be superior. The data obtained .are discussed at some length. During the investigation, slag aver-aging 82.5 per cent Ti02 was produced over a period of 87 hours, the maximum being 85 per cent. Such slag should .be particularly attractive for the production of titanium tetrachloride, from which titaniurn metal is produced. The advantages of using paper-mill bark for producing a furnace charge of low bulk density, as required in cold dry-top smelting, were emphasized.

In historic mining practice, typical thin liner support systems have been considered to comprise non-reinforced or mesh-reinforced shocrete linings. In the early 1990?s, development of alternate forms of liner systems was initiated in Canada which is now undergoing significant international growth in countries which sustain major mining activity. Now internationally designated as thin, spray-on liner systems, a wide spectrum of liner materials, ranging from liquid/liquid to liquid/solid component combinations, has become commercially available. This innovative family of products is characteristically identified as being rapidly deployable, capable of creating ultra-fast setting coverage over rock surfaces, and able to develop tenacious adhesion and pull strength capacities for resisting rock falls and movements. This paper presents a summary of current liner developments and use in principal mining districts world wide. Additionally, a database of material properties for principal product types used in mining and a review of common quality control testing procedures under development are provided. Such information is based upon recent Canadian and international efforts being taken to assess and develop user standards for the implementation of thin, spray-on liners as rock support in mines. This work is intended to continue for a period of years, with the eventual goal being to establish support and installation guidelines for mines based on quantifiable laboratory and field research.

"Many products and technologies have been developed from outcomes of research projects carried out by the Julius Kruttschnitt Mineral Research Centre (JKMRC). When these products and technologies are applied to the design and optimisation of blasting, comminution and separation, improvements in profitability can be realised.In 1970 Alban Lynch promoted two practical ideas to improve plant operations:• Ore and equipment properties can be separated allowing experience with one type of ore or equipment to be transferred to other types of ore and equipment. If this experience was encapsulated in a mathematical model, then these properties could be combined and used to simulate (ie. to design and to optimise) complete mineral processing circuits.• Many problems associated with scale-up from laboratory to industrial equipment could be eliminated by experimental work on full-scale equipment in the plant.Many JKMRC research projects have focussed on the development of models of unit operations in mineral processing and their application to process simulation.Models of comminution and classification developed at the JKMRC have been used since the early 1980's. Ore characterisation techniques developed to support these models are licensed world wide through JKTech. The application of comminution modelling techniques to blasting, which optimises the process feed size distribution is used in Mine-to-Mill® projects. The advances in the understanding and modelling of froth flotation over recent years have provided the opportunity for integrated ore characterisation and process optimisation from resource to product.JKMRC project outcomes often provide proven opportunities for the mineral industry to improve performance and productivity. Vanadium mineralization occurs in oxide-rich horizons within layered metagabbro zones of the Sinarsuk deposit, West Greenland. The main oxide minerals are vanadiferous magnetite and ilmenite, comprising 30% to 90% of the rock volume and the ratio of magnetite to ilmenite ranges from 3:2 to 4:1. Ore microscopy shows that magnetite and ilmenite vary between 0.2 mm and 4.5 mm in grain size, but locally they are coarser grained. Grains are subhedral to euhedral and annealed suggesting that they will liberate very well upon grinding. Electron microprobe analyses indicate that magnetite grains are homogeneous and have a vanadium content, in different mineralized samples, ranging from 1.93 wt% to 2.68 wt% equivalent V2O5. Ilmenite hosts abundant and variably sized hematite lamellae, and it has vanadium contents ranging from 0.32 wt% to 0.59 wt% equivalent V2O5. Preliminary beneficiation of two composite bulk samples shows the samples can be beneficiated fairly easily using low-intensity magnetic separation at a coarse grind (106 microns to 600 microns) to yield a vanadiferous magnetite concentrate. The presence of hematite lamellae in ilmenite prevents recovery of a satisfactory ilmenite concentrate. The most likely beneficiation flowsheet would encompass a primary mill (SAG or rod mill), which would grind to about 600 microns, followed by a rougher magnetic separation stage. The rougher magnetic concentrate would be reground in a ball mill until suitable liberation is achieved. The reground material would then be cleaned in further LIMS stages. However, further laboratory testing is required to establish the final beneficiation program. This work demonstrates the value of mineralogical investigation in guiding and explaining the results of beneficiation processes.

Open pit mine planning is normally based on the selection of an economic envelope that has been generated by the Lerchs & Grossman algorithm, which requires individual economic valuation of each block of a geological block model. The selected envelope, usually called Final Pit, is later discretized in pushbacks and benches, which correspond finally to the fractions that the production schedule will allocate in time. This planning methodology has been widely used by the mining industry in countless projects to exploit open-pit mines, however, in many of the deposits can be found some undesirable elements such as arsenic, phosphates, ash among others that tend to reduce the value of elements of economic interest, either by disrupting the processes of concentration or as deemed impurities that affect the quality of the final product. Thus, a fair amount of blending would be required to capture the real value of the ore body. The traditional approach under estimates a block value by penalizing the block value by the amount of contaminant even when at the mine a set of blocks is amine at a time. This paper proposes a methodology for computing cut off grades over time that would maximize net present value allowing blending that should fulfill a set of metallurgical constraints. Preliminary results show significant increases in value and reserves quantity, questioning the use of fixed cut-off grades in generating a production schedule when blending applies to fulfill a set of geometallurgical constraints. Finally, the model allows the authors to show the importance of having adequate planning tools that will lead to the ability to look at the potential economic value of a mineral deposit.
