The Mt Lyell copper mine in western Tasmania has discharged acid drainage (AD) into the Queen and King Rivers and Macquarie Harbour for over a century. Presently, dissolved copper loads of about 1000 tonnes per annum and dissolved aluminium loads of >2000 tonnes per annum are contained in the AD, which is derived from underground workings (~60 per cent) and historic waste rock dumps (~40 per cent). Flows vary from about 100 L/s during dry periods, to >400 L/s during the wet winter. The site is presently operated by Copper Mines of Tasmania (CMT) who are not responsible for the acid drainage generated from the mine site. Although western Tasmania is famous for its mining history, tourism and aquaculture have emerged as the new industries on the West Coast, with a major tourism railway (the Abt) recently opened along the banks of the Queen and King Rivers. The emergence of these industries in a æclean greenÆ Tasmania has resulted in a strong community and government push to remediate the acid drainage. Remediation investigations and efforts at Mt Lyell were initiated by the Department of Primary Industries, Water and Environment (DPIWE), previously known as DELM, in 1995, and have included the quantification of environmental impacts arising from the AD, and the investigation and costing of potential remediation options. A primary focus of the work has been to identify cost-neutral options which recover metals from the AD in a saleable form to help defray on going treatment costs. This paper summarises these activities in generally a chronological order, highlighting findings of the program that are potentially applicable to other acid drainage sites.

The worldwide association of low-sulfidation epithermal gold mineralisation, bimodal rhyolitic-basaltic volcanism and rifting is confirmed in New Zealand. In the currently productive Coromandel epithermal-gold province reported Ar-Ar dating of adularia from low sulfidation deposits falls into two groups at 6 and 7 Ma. Bimodal rhyolitic-basaltic volcanism has been reported to be K-Ar dated at 9 to 7 Ma and 6 to 5.5 Ma. Epithermal gold mineralisation in Northland is spatially associated with bimodal basaltic-rhyolitic volcanism, with rifting cogenetic with that in the CVZ. The Taupo Volcanic zone (TVZ) is sufficiently young that the presence of a segmented rift with recent bimodal rhyolitic-basaltic volcanism can be genetically associated with epithermal gold mineralisation, which occurs as both fossil occurrences and in active geothermal fields. This reinforces the known potential prospectiveness of the Coromandel area and increases that of Northland and the Taupo Volcanic Zone.

Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

As part of BHP Iron Ore's policy and goal of achieving a high standard of environmental management within its operations, a protocol for mine closure has evolved. The need to demonstrate sound environmental management with respect to site decommissioning meant that a comprehensive, environmentally sensitive closure protocol was required. Within this framework, a four-phase protocol was developed, the first phase was the determination of objectives in relation to site rehabilitation and end land use. The second phase was the determination of the process required to achieve these objectives. The third phase was the application of this process in a site specific manner. The fourth and final phase was monitoring of the site with regard to the achievement of determined objectives. The protocol was originally developed to direct the closure and decommissioning of the Goldsworthy site in 1992. This being the first total site decommissioning for BHP Iron Ore. Since that time the protocol has been successfully utilised for the closure of the Yampi (Koolan Island) operations (in 1993/94) and the Shay Gap/Nimingarra Operations (in 1994/95).

Three computerised sets of minerals information are being developed by New Zealand Geological Survey in co-operation with the Resource Management and Mining group of the Ministry of Energy: 1. Geological Resource Map: a file of information on the location, geology, geochemistry, production, and potential use of individual occurrences of aggregate, mineral, geothermal, coal, oil, and gas resources. The computer program can be used for search and retrieval of information and the production of maps and tables. The data is being published as a series of 1:250 000 maps with accompanying text and tables. 2. With the advent of the resources boom in the late 1960s most of the larger scale resources projects in Australasia were commissioned on an æowner miningÆ basis, where the mine owners owned and operated the primary mining equipment. Then, in the 1980s with the arrival of the gold mining boom in Western Australia and elsewhere, a change occurred û most of the mining activities were carried out on a contract mining basis. Over recent years, however, there has been a marked trend amongst larger Australasian open pit mining operations back towards owner-controlled and operated mining operations. The reasons for this are many and are addressed in the paper, but centre on the concept of the owner being prepared to assume more of the mining risk in exchange for the advantage of not having to pay a contractorÆs profit margin. Where mining contracts are entered into, the older æschedule of ratesÆ format is being replaced with less adversarial and more entrepreneurial contract alternatives involving operating cost and risk sharing in a spirit of æfair dealingÆ. Leasing and maintenance issues have also been influenced in recent years by the advent of more flexible contract arrangements with equipment suppliers. Group purchasing has also had some influence for project operators. For many mine owners, the optimal risk management profile involves a practical offsetting of the assumption of mining risk on the one hand, against the removal of litigation risk and potentially reduced operating costs on the other. Potential pitfalls may arise where equipment size and type requirements vary with time or where manpower management, mining flexibility, job skills or safety exposure factors are relevant. These issues are commented on in the context of some well known examples, and an update is provided on contract mining versus owner operation in large scale Australasian open pit mining generally.

The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

A survey has been undertaken of the petrography of North Island greywackes with a particular focus on the occurrence in them of smectite (swelling clay) and chlorite, two minerals that are closely associated, chemically similar, and commonly interlayered with each other. Smectite is the mineral which is a major cause of greywacke aggregatesÆ poor performance. Smectite occurs in post-metamorphic shear zones and in surface weathering profiles over greywackes. This study focuses on the petrography of fresh greywacke rocks.   The occurrence and abundance of smectite and chlorite and their relationship in greywackes is largely a function of the chemistry of the sediment and the maximum temperature that the sediment has been subjected to during diagenesis and/or very low grade (anchizone) metamorphism. Rock chemistry, particularly total iron and MgO, determines the smectite and/or chlorite content in fine-grained greywackes (argillites and siltstones) but chemistry is less influential in sandstones, where at low grades of metamorphism much of the Fe and Mg of the rock is held in unreacted detrital minerals and the mineral constituents of lithic grains.   Four zones which represent different levels of diagenesis and very low grade metamorphism, based on the crystallinity of illite and chlorite in the greywackes, and the proportion of smectite interlayered with chlorite, have been mapped in the North Island. In the anchizone smectite does not appear as a discrete mineral, it is always interlayered with chlorite. In the upper anchizone chlorite contains approximately ten per cent of smectite interlayered with chlorite. In the lower anchizone about 30 per cent smectite can occur in chlorite.   In addition to the smectite and chlorite inherent in the greywackes as the result of the thermal overprint, smectite as a discrete mineral and smectite-chlorite interlayered minerals with high levels of smectite, occur in abundance on shear zone surfaces and in alteration zones adjacent to shear zones; these are the main contributers to the high levels of smectite recorded in many greywacke aggregates.

Reliable evaluation of in situ stress is an important phase in the analysis and design of underground excavations, particularly for evaluating the stability of underground structures to prevent failure or collapse. A technique for the estimation of the full stress tensor based on acoustic emission (the Kaiser effect) is being developed and trialed at the WA School of Mines. The result obtained compare well with the standard over-coring method. The advantages of the technique are that it is relatively cheap, non-time consuming and is applicable to in situ stress measurements at depth in remote regions.

The optimization of metallurgical processes requires knowledge of the heterogeneity carried by constituents of interest. The common scenario, almost an industry standard, is to rely on the engineering firm who in turn relies on favorite manufacturers of sampling equipment to provide the appropriate sampling systems in the plant to perform accurate metallurgical accounting. This sequence is flawed from the beginning to the end because everything should be based on a careful understanding of the Theory of Sampling (TOS) by the company project team and their expert who invariably would suggest various approaches and different sampling systems.The necessary progressive and iterative approach should be that the company’s project team (mining or other industries) would do its home work to have a good understanding of the geometallurgy, mineralogy and texture of the ore in each geological unit so consultants and engineers would have the best information to start with. Then a reputable sampling expert would recommend which sampling systems are needed, so the company would require engineering firms to follow pre-established, non-negotiable requirements, and finally select the sampling equipment existing on the market today that is most likely to lead to accurate and precise enough metallurgical accounting.It is the author’s experience that when this necessary progressive and iterative approach is bypassed, sampling systems installed in the plant are likely to transgress the most elementary rules of sampling correctness. Invariably the argument is that the company cannot afford correct sampling systems for metallurgical accounting as suggested in the Theory of Sampling. There is nothing that is farther from the truth when later problems will develop and inevitable reconciliation difficulties with miners and geologists become daily routine with impossible answers; as a last resource the sampling expert may be called to perform a post-mortem analysis.The progressive and iterative approach suggested in this paper should be a due diligence requirement for any bank providing a loan for an important new mining project; anything less is most likely to generate unpleasant financial losses; historical, well-known examples are referred to.CITATION:Pitard, F F, 2015. The classical metal-slag-gas equilibrium technique was used to study the thermodynamic activity of cobalt, iron and their oxides in iron silicate based slags containing under controlled oxygen potential (3.70 x 10-8 to 2.95 x 10-7 atm) at 1573 K. The measured activity of cobalt oxide in FeOx-25 wt per cent SiO2 slags showed positive deviation from ideal behaviour for melts with up to ten wt per cent CoO. At higher silica contents, the behaviour became closer to ideal and in accord with previous studies on silica saturated slags. The activity coefficient of FeO in these slags had virtually no dependence on the CoO content. Partial substitution of silica by lime resulted in an increase of the activities and activity coefficients of CoO, FeO, Fe2O3 and Fe3O4. The results indicate that saturation of the slag with a magnetite phase occurs at CaO contents of five wt per cent and higher. Phase equilibria studies SiO2-FeO-Fe2O3-CaO slags containing cobalt were also carried out using the drop-quench technique. Results from these experiments confirmed the formation of a magnetite solid solution containing about three wt per cent CoO at lime contents of five wt per cent and higher at 1573 K and 2.9 x 10-7 atm of oxygen.
