Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in bothAustralia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.   The implications of the current form of additional profits tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of additional profits tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation.   Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional profits tax is both time, and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory.   A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with resource rent taxes. The review includes examples based on the structure of additional profits tax which is levied in Papua New Guinea.

The installation of the Flotation Capacity Project flow sheet in the copper concentrator at Mount Isa Mines Limited has recently been completed. The project involved increasing the flotation capacity with Wemco tank cells and Jameson cells as well as changing the copper cleaner circuit layout. The engineering design and construction for the brownfield expansion had significant involvement from operational, maintenance and technical personnel adopting the same approach as the highly successful George Fisher project in the Lead/Zinc Concentrator at MIM. The involvement of people familiar with the concentrator allowed for smooth integration of the changes into an operating concentrator with minimal downtime. Detailed circuit analysis over many years identified opportunities for improvements in the flotation circuit for both grade and recovery. This paper describes the program of work that led to the Copper Concentrator Flotation Capacity Project, and the implementation of the circuit expansion and flow sheet changes that resulted in an overall improvement in the circuit recovery.

In the current tough mining environment with lower commodity prices, operators need to improve operational profitability. Optimised equipment asset management is a sustainable way to achieve this objective. The increased efficiency of installed process equipment positively contributes to the circuit performance, affecting metallurgical performance, plant availability and operating costs. Nui Phao Mining Company Limited (NPMC) operates a polymetallic mine located in Vietnam. The circuit produces four main products, tungsten, fluorspar, bismuth and copper. Tungsten is the major revenue producer. The operation experienced the following equipment inefficiencies in its copper and bulk sulfide flotation (BSF) circuits:• lower than expected metallurgical performance - the BSF rougher flotation tails contained coarse (+106 µm) sulfur minerals which affected the downstream tungsten gravity circuit. The unrecovered sulfur competed with tungsten minerals affecting both tungsten recovery and product grade. • structural integrity and safety - the flotation circuit structures experienced excessive vibration beyond the acceptable tolerance levels. The vibration was attributed to the flotation mechanism design and impeller tip speeds. • equipment reliability and wear life issues - the flotation mechanisms were being replaced every six months, with reported failures at three months. This resulted in high operational costs. A mineralogical evaluation of the ore indicated that the coarse sulfur minerals were well liberated and relatively rich in pyrrhotite and pyrite. It was predicted that these particles should be recoverable by flotation under optimum conditions. NPMC worked collaboratively with Outotec to investigate options to improve the metallurgical performance of both sulfur and tungsten. A review of the copper and BSF rougher circuit infrastructure was also undertaken and focused on reducing the structural vibration and improving mechanism wear life. Prior to the circuit upgrade, laboratory and pilot testing was conducted to validate the circuit improvements. The final solution included the installation of Outotec FloatForce® mechanisms in the existing copper and BSF rougher circuits, and a new flash circuit (SkimAir®) treating the rougher tails stream ahead of the tungsten gravity circuit. The flash circuit is unique, as typically these types of cells are installed in grinding circuits. By March 2016, all circuit upgrades were complete, however the initial metallurgical performance was below expectations. NPMC and Outotec worked together to investigate and improve performance through further equipment modifications. Since October 2016, the metallurgical performance has improved significantly. Coarse sulfur mineral recovery has improved, resulting in an overall increase in recovery of sulfur and tungsten of 4.7% and 2.7% respectively. The Outotec FloatForce mechanism has also delivered operational benefits, with a reduction in structural vibration to within acceptable levels (<4.0 mm/s) and an improvement in mechanism wear life by 150%. This paper discusses the BSF circuit upgrades and compares operational data before and after the upgrade to quantify the improvements in metallurgical performance, structural vibration and mechanism wear life. This paper casts a light on the sometimes murky world that lies between base metals product æout the gateÆ, and money in the bank. Whether your base metals are leaving the mine as a refined product, or as an ore or concentrate, the generally accepted method of value determination is a London Metal Exchange price, usually measured at some point after the material has left your control. In this paper, the structure and operation, regulation and the reasons for the use of the London Metal Exchange are explored. In addition, the risks and opportunities that terminal market pricing provides to mine managers are explained, with particular reference to hedging. The paper also deals with the structure of the sales contract, including management of shipping issues, agreement of delivered quality, documentation and administrative issues. The selection of counterparties, the role of traders in the market and the growing influence of China and India as base metal consumers and competitors are also addressed.

This paper investigates ore loss and dilution produced by rock movement in bench blasting. A total of four blasts, in which electronic detonators have been used, were monitored in Cobre Las Cruces Open Pit Mine (FQM Ltd) in Gerena (Sevilla, Spain). Rock motion has been obtained in 137 points of the free face and 6 points inside the block. Multiple liner regression has been applied to predict rock motion and estimate ore dilution as a function of hole coordinates, rock contacts, powder factor/hole, amount of explosive per blasthole, burden, spacing, hole length, stemming length, explosive energy, hole row, subdrilling, blast sequence, stiffness ratio, blasthole distance to free face, rock density and Young’s modulus. The model is statistically significant with a determination coefficient over 0.8. Landscape interpretation, geology and mining history is being successfully used to explore options for sustainable community tourism product development. Recent work by the author in Europe and Australia has indicated the value of adding and producing interpretive information about mine and quarry locations - both active and inactive. This work has allowed for the branding and development of new sustainable community tourism products based on the landscape, folklore, mine and geological heritage.   Communities in rural areas are seeking new opportunities to sustain their local economies. Using a relatively new phenomenon called geotourism as a starting point; they have developed themed products connected to walking/cycling guides, interpretive panels and visitor centres. These themes can be linked to geology, archaeology, botany, local history and to industrial heritage sites such as old mines, to generate local employment. This new geotourism approach has successfully brought a new and greater audience to discover the value of geology and mining history.   Communities have established a unique place for themselves within the tourism marketplace using the geotourism brand. Other communities with an established tourism product are also now using geological and mine heritage via geotourism to rebrand and meet changing global trends. The pooling of resources under the banner of geotourism has led to cost effective marketing, targeting and promotion of products.   Geotourism has emerged strongly in Europe, North America and China in the last decade. The Australian minerals industry now has an opportunity to implement this new branding concept to assist and benefit the communities in which they run their activities. Communities can also take advantage of the potential to develop a sustainable geotourism business around a past or present mineral industry in their vicinity.

Gold and Silver bearing epithermal veins of the Golden Cross deposit are hosted in Miocene and Pliocene calc-alkaline volcanics occurring 8 km northwest of Waihi at the southern extent of the Coromandel Peninsula, North Island, New Zealand. Veining occurred during a period of hydrothermal activity that began early to late Pliocene, and possibly continued into the Pleistocene.   Field relations and petrographic relationships reveal that multiple generations of FeS2 occur in the Golden Cross region, with FeS2 occurring in all nine rock types recognised at Golden Cross. The variability of FeS2 morphology was investigated by preparation of high purity FeS2 separates, and grain counting. Marcasite is the dominant FeS2 phase at Golden Cross, and along with pyrite is shown to have a systematic habit variation. Pyrite shows a sequence from cubes through octahedra to pyritohedra to dendritic growth. This pyrite sequence conforms to an experimentally determined sequence. The parallel sequence for marcasite at Golden Cross is from tabular through bladed aggregates to euhedral miscellaneous marcasite morphologies. The FeS2 sequences observed are believed to be due to increasing temperature, and perhaps also increasing FeS2-oversaturation and fluid flow.

Batu Hijau is a porphyry copper-gold deposit located onSumbawa Island in the western Banda Arc of Indonesia. The deposit has been evaluated from 54 000 m of drilling in 105 diamond drill holes over a surface area of 1.2 km2 and to a depth of 1000 m below surface (412 m below sea level). A provisional plan is being evaluated to mine 642 million tonnes at an average grade of 0.61% Cu and 0.55 g/t Au (variable cut-off) from an open pit in the higher grade portion of the resource.   The deposit is associated with a calc-alkaline intrusive complex that was emplaced in a thick sequence of andesitic pyroclastic rocks. The oldest and most widespread intrusion is porphyritic to medium-grained, equigranular, quartz hornblende diorite. At Batu Hijau the western diorite contact zone was intruded by two phases of tonalite. The older tonalite is a stock increasing from 200 m diameter at surface to 500 m at sea level. It consists of quartz, plagioclase and hornblende phenocrysts set in a groundmass of similar composition. A younger tonalite intrudes the tonalite stock, quartz and plagioclase phenocrysts are more abundant and it has a finer groundmass than the older tonalite. Brecciation occurs near the older tonalite contacts but there are no breccia pipes or late-stage features such as pebbledykes or postmineralisation intrusive rocks.   Hydrothermal alteration of Old Tonalite and adjacent rocks is centred on the Old Tonalite and is zoned from a core of pervasive potassic alteration grading to an outer propylitic halo. At depth a propylitic assemblage is developed in the low grade core in the Old Tonalite. Phyllic alteration, late stage and mainly fracture controlled, overprints both potassic and inner propylytic zones. Intermediate argillic alteration overprinting is widespread, particularly on the eastern side of the hydrothermal system, where advanced argillic alteration overlies argillic alteration.   Ore grade mineralisation is cylindrical in shape, up to 800 m in diameter, and is centred on the Old Tonalite. A high grade shell (>0.75% Cu) forms an upward tapering cone in and around the Old Tonalite and reaches the surface in the centre of the deposit. Lower in the shell >l g/t Au and >2 g/t Ag accompany >1% Cu. Below 75 m above sea level mineralisation in the Old Tonalite rapidly decreases as a weakly mineralised core develops, but the limb continues to contain mineralisation to at least 412 m below sea level. Fracture and vein-controlled chalcopyrite and bornite are the dominant hypogene copper minerals and are the hosts for most of the gold mineralisation. Gold occurs free and in the lattice of the copper sulphides, and has been observed in quartz.   Weathering, especially where argillic alteration is developed, has produced a strongly leached cap, up to 147 m thick, below which is an irregular copper enriched supergene zone. Where leaching is not developed, such as over the centre of the deposit, an irregular oxide zone and a weakly developed supergene zone may be present.

Decline shafts are an attractive option to both new and existing mining operations where there is a need to access an inclined orebody deposit via on-reef development so as to generate a return in the shortest possible time. There are many different technologies that are available to transport men, material and rock in incline shafts. This paper focuses on the applicability of two hoisting technologies for decline shafts, namely endless and direct rope systems. The pros and cons of each system are reviewed. A common concern with direct rope haulage systems is the possibility of generating slack rope during deceleration. This paper illustrates the issues involved in designing a system so as to avoid the possibility of slack rope. In conclusion, the key factors relevant to the selection of endless or direct rope haulages for a particular decline application are reviewed. The use of walk-through inspections, approvals and ad hoc investigations to ensure risk is kept within acceptable levels is reaching its limits of effectiveness. Further improvement in occupational health and safety requires a systems approach, and the use of Quality Management principles is an obvious basis for this. SafeGuard, a æbest practiceÆ model health and safety management system and audit criteria based on AS/NZS ISO 9001:1994, has been produced by the Department of Mines and Energy. Quality style audits of mine and quarry health and safety systems are now being carried out by the Inspectorate.

The use of an equivalent continuum for a rock mass is not always suitable for situations where the failure is structurally controlled by discontinuities as in the case of wedges in the tunnel roof. In these instances, discontinuum approaches are usually preferred. Rock joints that are filled with soft infill are likely to be the weakest planes in a rock mass, having a dominant influence on its overall shear behaviour. In this case, the joint material model adopted for the discontinuities should be able to describe important mechanisms, such as asperity sliding and shearing, post-peak behaviour, asperity deformation, and the effect of the soft infilling. The latest version of a soil-infilled joint model is discussed here. It describes more comprehensively than previous models the occurrence of dilation and compression with lateral displacements, and also represents the hardening mechanism related to asperity interference as observed in the laboratory that cannot be readily captured by the existing joint models. An analytical approach for the analysis of rock wedges structurally controlled by soil infilled joints is presented.The analytical approach presented in this paper for assessment of symmetric rock wedges in the roof of a tunnel demonstrates, that the peak shear strength of the joint may not be fully mobilised before detachment of the wedge. The analysis verifi ed that an overestimation of the factor of safety may be observed when an elastic-perfectly-plastic joint model was assumed, whereas the computed maximum factor of safety was considerably less when adopting an appropriate soil-infilled joint model.

By using knowledge-based technology to create a Virtual Mining Enterprise and integrating it with existing technical and financial computer systems, a gold mining company has been able to reduce the time taken to produce a mine plan from 14 weeks to less than one week. Typically, the mine planning process requires circulating and managing large amounts of information. Even with the use of computers in todayÆs business, this is often still a manual process involving file transfers and individualised spreadsheets. Mine planning also involves understanding and managing large quantities of complex and interrelated variables. Added to this is the ever changing dynamics and constraints associated with the business of mining. These issues not only hamper the planning process but also question the validity and usefulness of the mine plans being generated. By integrating the information and knowledge of the numerous departments involved in mine planning into one core Knowledge Base - so called æone version of the truthÆ, - mining companies are able to overcome these pitfalls experienced in traditional planning methods. Once set up, the Knowledge Base creates and runs a virtual mining enterprise with which to visualise and test various scenarios of mining, business and logistical activities. The final output is an optimised enterprise-wide plan with clear and detailed instructions for each of the divisions of the company.

A model has been developed as part of the AMIRA P420 Gold Processing Technology Project to simulate the recovery of gold by centrifugal gravity devices. The model (which is available online) uses the simulation methodology developed by Laplante et al (1995) to predict gravity recoverable gold (GRG) recovery under varying operating conditions and circuit configurations. In addition to predicting GRG recovery, the model also predicts the GRG content and size distribution of the cyclone overflow and underflow. The predicted overflow GRG content and size distribution can be used as inputs for a leaching model in which size dependent leaching rates are applied for each size class of GRG and non-gravity recoverable gold (non-GRG) in the cyclone overflow, allowing size-by-size leach recoveries to be determined for GRG and non-GRG. The application of the gravity model and leaching model are demonstrated using a case study. The simulated gravity recovery and leaching performance showed excellent agreement with the measured values. The developed models can be used to assess the sensitivity of gravity gold and leach recoveries to varying feed GRG content, GRG size distribution, gravity circuit feed rate, classifier performance and leach residence time. The described methods can be used to optimise new and existing gravity and leaching circuits.

Scheelite mineralisation east of the main divide in' the Southern Alps of New Zealand was originally identified by Royden Thompson who is now a geologist with the NZ Geological Survey. This mineralisation was brought to the attention of CRA in 1978. Reconnaissance surveys were carried out in 1979 to delineate the extent of the mineralisation. This was undertaken using ultraviolet light examination of the sediments within the major drainages in the Southern Alps. This defined tentative zones of prospective mineralisation. As a result of this, preliminary reconnaissance, exploration licences were applied for -those areas in which indications of scheelite mineralisation were strongest. A total of 1737 km2 of ground was applied for within four exploration licences. These covered the main Southern Alps mountain chain between the Haast/Wanaka highway and the Mt Cook National Park.

The process of hydraulic transport through pipelines, worldwide well known for the transport of fine-grain solids is also being used to a greater extent in mining for the handling of primarily coarse-grain solid û water mixtures for the removal of, for instance û coal and waste mixtures after coal winning using hydraulic monitors, tailings for backfilling underground and washer tailings and flotation waste to the dump. A large-scale test unit was taken into service at the Bergbauforschung GmbH (Mining Research Company) in Essen-Kray, GFR, to further improve this technology. The unit was planned and built by Krupp Industrie- und Stahlbau of Duisburg in cooperation with Bergbauforschung GmbH. The paper deals in detail with the demands made on this test unit and the technical results obtained on it and with the planned experimental research work.

There has been a strong trend over the past decade in hard rock mines towards the use of very high powered auxiliary (or secondary) fans; in many mines, the installed power for the secondary ventilation system now exceeds that of the primary ventilation system. This also reflects the trend to use two-stage auxiliary fans pushing air into a single ‘trunk’ duct that in turn splits into multiple branches with multiple outlets feeding multiple workplaces. This often produces a poor result in terms of face flows due to the high resistance, high leakage and badly managed duct outlets, as well as high fan capital and operating (power) costs, which in turn also results in a higher cost for the underground power reticulation/distribution systems. This paper explores the reasons why this trend exists and what ventilation practitioners can do to utilise less expensive systems that simultaneously deliver better workplace conditions. THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. Curiously enough, Hisinger and Berzelius simultaneously ascertained the existence of the same...
