How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. A method for stabilizing mercury containing waste for landfill disposal would be a very cost effective solution for industry. A mercury polythiocarbonate material which is made via a metallurgical process passes a traditional TCLP for mercury. The mercury polythiocarbonate material was subjected to a more thorough evaluation, the Integrated Leaching procedures as described in Kossan (1) and Sanchez (2)The procedure involves leaching the mercury polythiocarbonate material at varying pH and sample size to liquid. The procedure had to be adapted for small sample sizes and finely divided materials due to the product characteristics and available material. The leachates were evaluated and found to be stable within common environmental pH values. The performance details on how Inter-Mountain Labs met the leaching requirements of the procedures and the analysis of mercury are presented.

INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston's northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. Introduction A staccato beat rings out across the Australian bush. The stamps are at work, slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch, a tiny 22.6-t/d (25-stpd) capacity gold plant operated by the Western Australia government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory. They are miniature custom mills operated for the benefit of prospectors and small mine operators. These state batteries are so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries. They are fascinating anachronisms - throwbacks to times past, a century ago, to the hard and heady existence of gold rush days. Marvel Loch plant Typical of these operations, and perhaps a trifle more sophisticated than most, is the plant near Marvel Loch, a small center for mining and farming about 400 km (250 miles) due east of Perth. Marvel Loch. The name evokes visions of a pristine lake set in a cool, green, misty glen of the Scottish highlands. Actually, it is probably a hot, dry salt pan somewhere nearby. Just where the "loch" is difficult to discern. There is no sign of it on the map.

Introduction The most commonly used ground control design in coal mining is the determination of pillar size by various pillar strength formulae for mine layout (Bieniawski, 1983; Holland, 1973; Hustrulid, 1976; Obert and Duvall 1967; Wilson and Ashwin, 1972). However, there have been few documented case histories concerning the validity of those strength formulae. Recently there are indications that those strength formulae tend to overdesign considerably. From a safety point of view, there is nothing wrong with overdesign. But an overdesign with large chain pillars reduces the flexibility of machine movement and decreases production. It also reduces coal recovery and, thus, shortens the reserve's life. This is especially true for small operators who own a limited reserve. Those small mines, through past practices or out of necessity, experiment with smaller pillars than those predicted by the strength formulae. Conclusive ev¬idence has been collected that points to the need of a new concept of coal pillar design. Two case studies will be cited to illustrate this point. 3-D US pillar strength formulae Figure 1 shows a sectional layout of a one-unit mine. The seam was about 1.3 m (50 in.) thick with a uniform cover of 64 m (210 ft). A house was located near the center of the section. The homeowner demanded that no surface subsidence and domestic well dewatering should ever be allowed as a result of underground room-and-pillar mining. Physical properties - strength and Young's modulus - of the rock strata including coal were obtained by testing small samples in the laboratory. The uniaxial compressive strength of the coal was 3660 kPa (823 psi). Using various pillar strength formulae, the homeowner recommended that square chain pillars be at least 11 m (35 ft) wide. The coal company, however, desired to pursue optimum coal recovery in the safest and most economical manner. They engaged in three-dimensional finite element analysis of the section taking into account the complete stratigraphic sequence of the overburden. Results indicated that the section can be developed by 5.5 m (18 ft) wide entries at 21 m (70 ft) center-to-center. In retreat, the pillars can be splitted along both centerlines leaving a stump pillar of 5.5 m (18 ft) square at each of the four corners. The 5.5 m (18 ft) square stump pillars still maintained a safety factor of 1.5, although the safety factors calculated by various pillar strength

The Tessenderlo-Kerley Leachprocess has been shown to be effective in the removal of residual copper from molybdenite concentrates. Concentrates of varying mineralogy, including those containing relatively large amounts of chalcopyrite, have been successfully leached on laboratory and pilot plant scales. The lixiviant system is ammonia andammonium bisulfite with air / oxygen addition. An abrasive is added which greatly enhances the kinetics, and it is subsequently screened out and reused. The dissolved copper is easily recovered using existing technology. Extraction profiles, reagent consumptions, and mineralogical data are presented.

Nearly a decade and a half after the US and China established formal diplomatic relations, and two decades after the two countries signed the Shanghai Communique and established commercial ties, the world, and perhaps China itself, has discovered that a wealth of natural mineral and energy resources lie beneath China's soil and directly off its coast. The country's coal reserves and oil and gas potential are well known. Its ferrous and nonferrous metal reserves are respectable and in a number of instances pre-eminent. According to 1981 Minerals Yearbook estimates - more often than not below those now being claimed by China - the country's aluminous metal reserves are about 907 Mt (1 billion st); iron ore reserves are 40 Gt (44 billion st); and copper reserves are about 46 Mt (54.4 million st) of contained metal. In addition, the country has about 10.7 Gt (11.8 billion st) of phosphate reserves, the fourth largest in the world, and 3 Gt (3.3 billion st) of pyrite. China's national Sixth Five Year Plan promulgated in late 1982 ended a stringent three-year retrenchment or readjustment period in which a number of major development projects involving foreign participation initiated in the late 1970s were shelved. The new Five Year Plan is a signal both within and outside of China that things are now moving again, and that major industrial and service sectors are receiving the kind of funding and flexibility they need for expansion, construction and modernization. The new plan's strategy for growth is measured and much less grandiose and frenetic than it was five years ago when China flung open its doors to foreign companies and invited participation in large-scale development projects. Now, the country's reticence to spend foreign exchange to purchase key equipment, technology, and services -a reaction to these projects and the spending they entailed - is clearly on the wane. In China's effort to quadruple its GNP by the year 2000, there is a new willingness to use some of its substantial foreign reserves. In fact, it is projected that 1983 will witness a $1.9 billion deficit, with a $2-3 billion deficit in 1984 and 1985. The following article discusses implications the Sixth Five-Year Plan has for nonferrous metal development in China. It is the first in a series of three articles on Chinese mineral resource development to be published in Mining Engineering over the next few months. The second article will identify specific nonferrous projects underway, while the third in the series will focus on trade and development opportunities for phosphate and potash producers in China. China's Ambitious Plans In the last few months, the exploitation of China's nonferrous resources and development of its industrial processing capabilities have begun to receive increasing attention on both provincial and central levels. Unlike the earlier modernization drive of 1978 when China's ferrous sector - best typified in the Baoshan iron and steel project - got the lion's share of the Ministry of Metallurgical Industry's (MMI) energy and resources, it now appears that in some respects the nonferrous and industrial sectors are finally moving out from beneath the dominating shadow of ferrous and getting their own day in the sun. Separation of Nonferrous from Ferrous One clear demonstration of this is the establishment in April 1983 of the China Nonferrous Metals Industry Corporation (CNFMIC). The corporation is composed of 819 enterprises with over a million workers, and also includes 12 nonferrous metal construction companies, eight design institutes, and three prospecting companies. Of ministerial rank, CNFMIC is responsible for the development of both the country's nonferrous resources and its processing facilities. Although closely tied to the parent ministry from which it sprang (i.e. MMI), CNFMIC, at least theoretically, is separate and independent from it. One strong indication that this independence is, or soon will become a reality, can be seen from the fact that the new corporation is not headed by the former MMI officials, not even those who made up the ministry's now defunct nonferrous bureau. Instead, its president Qiu Chunfu is formerly of the State Economic Commission and the China International Trust and Investment Corp. Its general manager Fei Ziwen, an engineer in his early 50s, is from the Jiangxi Province Copper Corp. The new nonferrous corporation appears to be powerful

S. Budirsky J.B. Gwiazda's article deals with an interesting problem that has not been studied thoroughly up to now. Gwiazda has proposed a technical solution that eliminates horizontal load imposed by the supports on the roof. That load is due to a discrepancy between the trajectories of the canopy and the overlying strata. It is true that the improved lemniscate guidance system proposed by Gwiazda could eliminate the horizontal load but, on the other hand, it would represent a higher cost of the supports, and it would complicate the already complicated mechanism of powered supports. That is why we must be convinced that the proposed improvement is actually needed. From that point of view, the following questions should be elucidated. As shown in Fig. 1, the point 0 travels along the curve a, which produces horizontal load on the roof in the direction of the coal face. As stated by Gwiazda, "such a high load is capable of destroying the roof above the support, causing rock debris to be scattered around the face." The results of our measurements carried out in coal mines of the Czechoslovak part of the Upper Silesian Coal Basin show that the convergence in the modern type of powered supports does not exceed several millimeters (not more than 10) per hour. Similar conclusions were drawn from field measurements performed in the Polish part of the Upper Silesian Coal Basin (see S. Romanowicz and H. Szopka in Proceedings, Scientific and Technical Symposium Simmex'85, Katowice, Poland, pp. 73-83). The small vertical closure of the supports also induces a small horizontal displacement of the canopy. In addition to this, the transmission of forces between the roof and the canopy is influenced by the layer of debris on it, i.e., the canopy slides without imposing a greater horizontal load on the roof. This was deduced from field measurements of Voest-Alpine F 4/4500 powered supports equipped with rams instead of the common front lemniscate links (denoted as 1 in Fig. 5). In these supports, the pressurizing of the space of piston rod (1a in Fig. 5) causes the rams to close, which induces horizontal load on the roof in a direction toward the coal face. After the setting of a support unit, the pressure in the piston rod space was found to drop, frequently to zero, because the small horizontal sliding between the canopy and the debris or inside the debris caused the horizontal reaction from the roof to fall to zero, although the debris were pressurized by vertical setting load. As a consequence, there was no horizontal load imposed by the canopy on the roof. A rise of the horizontal load was recorded only after the passage of the shearer and during lowering of the adjacent units. Thorough information on the results of the aforementioned field measurement is given in the paper, "Analysis of the performance of shield powered supports installed in a thick seam," published in Mechanizacja i automatyzacja gornictwa, 1982, No. 12, pp. 38-46. An English translation of the paper is available from the author. We have deduced from our observations that horizontal load imposed by the canopy on the roof in the direction toward the coal face is useful for roof control because it limits the displacement of the immediate roof toward the gob particularly during the rise working. We came to the conclusion that horizontal load on the roof toward the coal face should be induced on purpose. Could Mr. Gwiazda prove with the results of field measurements his contrary opinion? Has the small horizontal displacement of the canopy toward the face actually had an adverse effect on the roof? As shown in Fig. 2, during the setting of a support unit, the canopy imposes a horizontal load on the roof in the direction of the gob. In this case, I share Gwiazda's opinion that the horizontal load could have an adverse effect on the roof. Nevertheless, two important circumstances were neglected - the horizontal compliance of the supports and the interaction of adjacent units. The question of the compliance was analyzed precisely by I. Krumnacker in Gluckauf-Forschungshefte, 1984, No. 5, pp. 219-223. Subsidence from underground coal mining alters surface water discharge and availability. The magnitude and areal extent of these impacts are dependent on many factors, including the amount of subsidence, topography, geology, climate, surface water - ground water interactions, and fractures in the overburden. These alterations may have positive and/or negative impacts. One of the most significant surface water impacts occurred in July 1957 near West Pittston, Pennsylvania. Subsidence in the Knox Mine under the Coxton Yards of the Lehigh Valley Railroad allowed pan of the discharge in the Susquehanna River to flow into the mine and create a crater 200 feet in diameter and 300 feet deep. Fourteen railroad gondola cars fell into the hole which was eventually filled with rock, sand, and gravel. Other surface water impacts from subsidence may include the loss of water to the ground water system, the gaining of water from the ground water system, the creation of flooded subsidence troughs, the increasing of impoundment storage capacity, the relocation of water sources (springs), and the alteration of surface drainage patterns.

In flotation, hydrophobic particles are selectively collected by air bubbles, and the bubble-particle aggregates enter the froth phase. However, less hydrophobic particles drop off from the froth phase, while more hydrophobic particles are recovered. Thus, the froth phase provides an important cleaning mechanism. In the present communication, the froth-phase recovery process has been modeled by considering particle retention times and the carrying capacities of bubbles. The model predictions are compared with the experimental data reported by Seaman et al. (2006). The results show that the froth-phase recovery varies with particle size, particle hydrophobicity, and bubble coarsening.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

El Abra is one of the world’s premier copper de-posits. The project is located in northern Chile, 140 km (87 miles) inland from the Pacific coast. It has the same geologic age and structural setting as the world-class Chuquicamata copper mine located 42 km (26 miles) to the south. The current development plan for El Abra extracts798 Mt (879 million st) of high-quality oxide ore. This will require building a solvent extraction/electrowinning(SX/EW) facility that can produce 225 kt/a (248,000stpy) of cathode copper. This will make El Abra the largest SX/EW copper operation in the world, and the world’s seventh-largest copper producer.

Slurry and EPB-shield tunnelling have been successfully applied worldwide in recent years. Under extremely unfavourable geological conditions, however, face instabilities may occur. The present paper aims at a better understanding of the mechanics of face failure. For the case of slurry shield, attention will be paid to the time-dependent effects associated with the infiltration of slurry into the ground ahead of the face. Related topics, such as the stand-up time and the effect of the excavation advance rate, will be discussed. In the case of an EPB-shield, a distinction will be drawn between fluid-pressure and effective pressure in the chamber. The effective pressure can be visualized as a “grain to grain” contact pressure between the muck and the ground at the face. The water pressure in the chamber reduces the hydraulic head gradient in the ground and, consequently, the seepage forces acting in front of the face. The face is thus stabilized both by the direct support of the pressurized muck and by the reduction of the seepage forces in the ground. The paper includes normalized diagrams which allow the assessment of tunnel face stability.

For the first half of the 21st Century the USA will rely on the same mix of fuels as for the past 50 years: Petroleum will cost more and availability will decline as developing nations modernize. Increased use of natural gas for electric power generation will result in severe stress on gas supply. Coal will be the fuel of last resort. More than half the petroleum used is imported, about the same amount as used for transportation. Only coal can provide relief by fueling railroads through electrification while encouraging ‘piggy-back’ trailer haulage, co-generation for manufacturing and expanded passenger service.

For a variety of reasons, the need for automation of underground mining equipment is growing dramatically, e.g., improved safety and health, availability of labor, deeper mines, and desire for more focused excavation. While there has been tremendous progress made in this direction, much needs to be done to reach the holy grail of an autonomous mining machine. This paper reviews a number of technological developments and presents research and development needs for future development. A report on our current project for the Western Mining Resource Center at CSM is included.

Centrifugal air classification and li-quid-phase sedimentation are the principal methods of industrially sizing materials of dimensions smaller than those handled by screens. Increasing application of materials such as composites and high performance ceramics has furthered the need for closely-sized, fine, industrial mineral and synthetic products of controlled properties. Sedimentation can be used to separate very small sized particles but introduces problems of liquid-solid separation, de-agglomeration and drying. Some of the advantages and limitations of centrifugal air classification will be discussed and laboratory and plant measurements using centrifugal machines will be presented to support the discussion.

Mineral flotation processes generate large volumes of tailings, which must be disposed of efficiently and safely. In addition to dry stack disposal, the possibility of reusing these tailings as aggregates in shotcrete is an interesting alternative. Tailings samples from a mining operation in southern Peru were characterized by granulometric analysis, X-ray diffraction and Scanning Electron Microscopy. Concrete samples were obtained with different tailings formulations. The samples were subsequently subjected to geomechanical testing. The results showed that replacing 20% to 30% of the tailings with aggregates in shotcrete production achieved compressive strengths exceeding 30 MPa after 28 days of curing, with an energy absorption capacity of 500 joules. Results show that this shotcrete can be used in the support stage of the mining cycle in underground mining.

This paper outlines the results of a study of opinions of practicing engineers concerning the value of environmental engineering courses in a mining engineering curriculum. One hundred engineers with significant experience in mining-related engineering work were carefully chosen. Of the sixty-seven responses received, about half were from mining engineers and half from environmental engineers. The results of the survey are outlined in detail. The number and type of courses recommended by the respondents are summarized as well as the specific topics recommended for inclusion in a mining engineering curriculum. The survey form also asked for the stages in the mine life when environmental experts were needed and the percentage of environmental engineering performed by outside experts for many mining-related environmental tasks. The results of this line of questions are provided. Finally, the paper offers a comparison of the results for environmental engineers and mining engineers and analyzes the differences.

Safe and successful mine closure represents a fundamental work element that needs to accommodate the geochemical conditions existing at the completion of the mining and ore processing effort. Given the interests in limiting costs and time associated with mine closure efforts enhanced prior understanding of the geochemical conditions likely to exist upon exhaustion of the economic reserves can provide important benefits. The purpose of this paper is to document the benefits associated with geochemical modeling and understanding how the ore formation process may impact mine closure efforts, using one ore deposit type as an example. Specifically, this paper will emphasize the geochemical processes leading to the formation of sandstone-hosted uranium roll-type deposits and how the resultant concentrations and distributions of ore and gangue phases need to be incorporated into understanding the geochemical conditions projected to exist at the end of mineral recovery efforts. The paper will describe the evolution of geochemical conditions leading to ore body formation and the geochemical effects induced by open pit mining and how these may be used to understand both the geochemical controls and constraints on residual mine water. In addition, a discussion will be provided on how these conditions may be simulated by solution equilibria and kinetic modeling to develop optimum approaches to achieve applicable closure standards. This paper will also discuss specific augmentations to existing industry standard solution equilibria and kinetic models and associated thermodynamic databases to maximize the predictive accuracy of the geochemical modeling results. The benefits of understanding the electrochemically reactive behavior of uranium and associated gangue phases and incorporating this behavior into mine closure efforts will be presented. The culmination of the benefits of the geochemical modeling will ultimately be the development of a sustainable approach to uranium mine closure that is based upon an engineered environment designed to return the ore body to stable geochemical conditions.

In late 1989, LAC Minerals purchased 65% of Bond International Gold and as a result became controlling shareholder of the El Indio Mine through Bond and San Jose. El Indio is a world class, complex sulphide gold deposit located in the hydrothermal alteration belt of the Andes mountains in the 4th Region of Chile. The mine is located in the high Andes about 185 km east of La Serena at an elevation of 4000 meters. The 1450 workers at El Indio live in the mine camp at 3200 m and on days off are bussed to La Serena. The El Indio mine was started in 1979 by St. Joe Minerals Corp., bought by Bond in 1987 and subsequently by LAC in 1989. The mine has produced 2.7 million oz. of gold, 9. 5 million oz. of silver and 170,000 t of copper since start of operation. The mill is currently operating at a rate of 2850 t/d and producing a copper/gold concentrate which is roasted to produce a copper/gold calcine and high quality, saleable crude As203• A small proportion of the precious metals are also produced as bullion from the leach circuit. Total production during 1989 was 224,197 ounces of gold, 1,309,342 ounces of silver and 26,968 tonnes of copper. The average cash cost of production for the period was U.S. $96 per ounce of gold, net of by-product credits. The average realized price was $5.30 per ounce of silver and $1.14 per pound of copper.
