The proposed Gautrain Rapid Rail Link (GRRL) will require approximately 15 km of double or twin high-speed rail track tunnels located for the greater part beneath the northern suburbs of Johannesburg, including Houghton, Rosebank and Sandton. During the Environmental Impact Assessment (EIA) it became clear that potential surface vibration above and in the vicinity of the tunnels was a matter of serious concern to the residents of the affected properties and that the impact required assessment. The general method proposed is based on a US Department of Transportation, 1998, publication in which abase vibration curve derived for typical high-speed passenger trains is adjusted for the topological, geological and other features to predict the surface vibration and the associated ground-borne noise. The predictions indicate that some isolated areas might be impacted but that the impact will likely be limited, and it is possible to mitigate the impact using suitable track construction methods and track support systems.

The emphasis of this paper is on the characterization and testing of the slag produced by a secondary lead refinery. This work forms part of a broader investigation aimed at reducing loss of valuable product from the process as well as minimizing the environmental impact of the process wastes. It was this work that led to a critical examination of the standard waste classification tests. Characterization of the slag was carried out using a number of complementary techniques. In the broader context, the slag characterization aided in identifying process deficiencies and thus was a critical tool in suggesting potential for process optimization. For this study, the slag characterization provided a relatively comprehensive picture of the composition and properties of the slag, which facilitated understanding the behaviour of the slag under batch test conditions. On the basis of quantity of hazardous components alone, the slag is hazardous according to South African Acceptable Risk Limits (ARL). However, when both the quantity and the leach potential of the hazardous components is taken into account, standard waste tests carried out by three independent agencies indicate that the slag should not be classified as hazardous according to local regulations. Also, according to United States Environmental Protection Agency (US EPA) limits, which are independent of the quantity of the waste, the slag would not be classified as hazardous. The standard waste tests used by the independent agencies was the Toxicity Characteristic Leach Procedure (TCLP), a test which was developed by the US EPA to classify hazardous wastes. One of the requirements of this batch test is that it should be quick, simple to carry out and that the results should be reproducible. Previously, the applicability of the TCLP test to mineral processing and metallurgical wastes has been challenged on a number of points. Additional testing of the slag was carried out using both the TCLP and the Synthetic Precipitation Leach Procedure (SPLP) recommended by the American National Mining Association as being more appropriate for mineral processing wastes. The particular physical and chemical characteristics of the secondary lead slag highlighted additional limitations of both the TCLP and SPLP tests as standard laboratory batch procedures. The problem of corrosion of reinforcement in concrete structures is internationally recognized and represents the single biggest expenditure in the preservation of steel reinforced concrete structures. While the corrosion protection of the reinforcing steel is no substitute for design and the placement of good quality concrete, it does provide for a viable and economical extension of structural integrity and service life in the day-to-day and practical environment in which concrete structures are constructed. The mechanism of corrosion attack and consequent deterioration of reinforced concrete structures is well understood and documented. New structures can be designed and built to withstand corrosion. However, due to short-term economic restraints, many new reinforced concrete structures continue to suffer as a result of corrosion damage, which results from the corrosion of the steel reinforcing. This paper explores the economic and practical benefits offered by the application of hot dip galvanizing as a viable means of protecting reinforcing steel concrete structures. The paper also discusses technical misconceptions that exist about application and performance provided by the use of hot dip galvanized reinforcing steel.

In the early days of underground coal mining, the use of explosives to break coal resulted in a large number of disastrous methane and coal dust explosions and consequential loss of life. Research by the British, French, US authorities, amongst others, introduced many practices that significantly reduced the occurrence of such incidences. The use of explosives designed to be safe in a methane atmosphere, plus the creation of a second free face were two such practices which became commonly used in coal mines all over the world including southern Africa. With its associated coal cutting equipment and labour, the cost of creating a second free face is significant and this, together with the constant drive to reduce mining costs in a competitive market, causes mine management to regularly question the need for the second free face. Also, the safety and nature of permitted explosives has changed considerably since the days of black powder and nitroglycerine-based explosives with the introduction of water-based explosives. In southern Africa mining regulations pertaining to the blasting of coal has its origins in British research which was largely done in the first half of the twentieth century. More recent research by the US Bureau of Mine has resulted in a deeper understanding of some of the mechanisms of methane ignition by explosives and suggests that some of the earlier regulations can be relaxed to a certain extent without compromising safety. This paper gives an overview of the original research done in Europe and the more recent work in the USA, to give mine management and regulatory authorities a deeper understanding of the important safety issues when using explosives in a methane atmosphere. It also suggests that blasting off the solid is no less safe than using a second free face providing certain safety procedures are followed.

During the production of pure TiO2for the pigment industry, ilmenite, containing 35?60% TiO2, is reduced to high titania slag, containing 70?95% ?TiO2? and pig iron. The high titania slag produced, consists mainly of titanium in different oxidation states and FeO in equilibrium with liquid iron. To predict the phase and chemical reaction equilibria in a furnace, a suitable solution model is required with accurately determined binary interaction parameters, as slag melts tend to behave very non-ideally. This paper investigates two popular slag models, namely, modified quasi-Chemical (MQC) model and the cell model and provides the binary interaction parameters based on recently published data of the ternary system and critically assessed published unary and binary data. Very few modelling results have been published on the ternary Ti-Fe-O system pertaining to high titanium slags. The solution models, with their regressed interaction parameters, can subsequently be implemented in commercial software of the slag-metal phase equilibria to predict how much and which type of solids will precipitate for a given bulk slag chemistry and operating temperature or, alternatively, above which temperature should a furnace be operated to avoid excessive solids precipitation.

Determining the efficiency of a surface coal mine operation is an essential activity, which can help in deciding on the optimal use of input resources, including effective capital allocation, in generating a desired quantity of coal of a specific quality. Mines operate today in challenging conditions, with diminishing reserves of high-quality coal, remote location of new coal deposits, infrastructure problems, environmental legislation, and the effects of climate. All these have an impact on the performance of a mine. Given such challenges, a company has to be technically efficient compared to other existing coal producers in order to generate profits. It can use the measurement of its efficiency to evaluate its productivity, benchmarking this against the best-performing mines and determining optimal variables in order to minimize slack and achieve the desired outputs. This paper discusses the use of Data Envelopment Analysis (DEA) in evaluating the efficiency of a surface coal mine supply chain for the coal export market. The supply chain is considered to be composed of subprocesses that are modelled as a multistage system. Numeric examples will be used to illustrate the application of DEA.

The objectives of this study were firstly to characterize and quantify the inorganic material in the Secunda gasification feedstock. Secondly, the effect of washing on coal properties and sulphur content was investigated. Coal from a single source and a coal blend from 6 different mines were tested. Composite samples were visually sorted by a geologist in the groups containing roof, floor, C-shale, pyrite, carbonates and siltstone material. Inorganic mineral types from the single source and coal blends were characterized separately. Characterization results indicate that the average mineral matter distribution (mass %) of the coal tested was as follows: carbonates (6%), carbon-shale (19%), pyrite (12%), roof (18%), floor (46%) and siltstone (22%). The roof, floor, pyrite, carbon-shale, carbonates and siltstone in the single source and coal blend have similar chemical properties and characteristics, except for the ash melting temperatures of pyrite and kaolinite in the siltstone. By implementing selective mining and increasing mining management practices, the percentage discard in the run of mine coal can be significantly reduced, by up to 45%, if the mining of roof and floor material can be avoided. No significant impact of mining practices on sulphur content is expected in this case due to the low concentrations of sulphur in the roof and floor material. In summary, selective mining practices will probably result in almost45% decrease in the discard content in the run of mine to gasification, an increase in the carbon content from 55.0% to 58% (air dry basis) and a decrease in sulphur content from 1.1% to 0.9% (air dry basis). It is clear from this study that the main source of sulphur is not in the high ash-content mineral types (e.g. floor and roof), but in situ in the coal structure. Between the main fan and the coalface in a mine a lot of air is lost through leakage at stoppings, doors, air-crossing etc. so that a much larger quantity of air has to be circulated by the fan in order that the stipulated quantity of air reaches the face. Stoppings are of vital importance not only for effective ventilation of underground mines but also for isolation of areas affected by fire or susceptible to spontaneous heating. Generally, isolation stoppings are made of brick in cement mortar. If the area is far from the pit or unapproachable, it is very difficult and sometimes impossible to build these stoppings. To overcome these difficulties, particularly near fire affected zones, an alternate successful attempt was made in Indian mines to make a plug underground, from surface through borehole, using cement concrete. In this paper the salient features of the methodology adopted for construction of the plug and the experimental procedure for the measurement of air leakage by SF6 tracer gas is described. Measurements of air leakage through rows of ventilation stoppings in two mines viz. Moira (Jambad and Kajora seams) and Kuardi11/12 (Niga seam) collieries of Eastern Coalfields Ltd. (ECL) have been incorporated. Results of experiments conducted at the Central Mining Research Institute (C.M.R.I) to determine leakage through25 and 38 cm thick brick stoppings are also discussed. Results of all these studies are compared, which show that the efficacy and reliability of the remote filled cement concrete plug in respect of air permeability is satisfactory.

The objective with mine planning is to consistently deliver production conforming to quality and quantity requirements throughout the life of the mine. The complexity of the operational context of the modern mine extends far beyond the actual production actions and there is a need to find ways of analysing and managing this extended environment. A well-established approach to handling complex situations rely on the creation of representative models that use classification and visualization strategies. An example of the use of a classification scheme is the periodic table of the elements. All physical matter can be expressed as combinations of basic elements. Not only is the periodic table useful in classifying and identifying matter but it can also be used for the prediction of the properties of unknown matter and compositions of elements.

In the latter part of the 1980s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming too inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result, the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation, an application for FeMn production was developed. Now as the Tornio FeCr-plant is considering expansion, the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand for better working conditions. The possibilities of resolving to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control the process, even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

The Akanvaara intrusion (surface area 50-55 km2) in Savukoski, Northern Finland, hosts 23 distinct monocumulate layers of small euhedral chromite crystals enclosed in a silicate matrix. These chromitite layers have been divided into four groups; UC (upper chromitite), ULC (uppermost lower chromitite) LC (lower chromitite) and LLC (lowermost lower chromitite). The driving force for investigating the Akanvaara chromites and their reduction behaviour originated from their very low MgO content and relatively low Al2O3 content, giving them a unique quality which based on thermodynamics should facilitate the reduction. Another interesting feature is the high amount of V2O3 present especially in the upper chromitite. The chromites included in this study are from the UC and ULC layers (24.9 and 22.7 per cent Cr2O3 respectively). To obtain a better understanding of the reduction behaviour of Akanvaara samples in comparison to MgO-bearing chromitites, Kemi chromite from the ferrochrome works in Tornio, Finland, was included in the study as a reference sample. The reduction experiments were isothermal in a temperature range of 1000-1400°C in CO atmosphere. Experiments were also conducted with coke addition in pellets and briquettes in CO/Ar/H2 atmospheres. The results of the reduction experiments complemented with microanalytical research indicate that the Akanvaara chromites do reduce to a higher degree than the Kemi chromite. Although the aim was to characterize the mechanisms of reduction focusing on gas-solid reactions, the nature and amount of the gangue minerals was such that a considerable amount of slag phase was formed, which affected the reduction mechanisms extensively. The structural features together with low MgO and high FeO content in both Akanvaara chromites are important factors resulting in better reducibility than in the Kemi chromite.

A new method, localized uniform conditioning (LUC), was proposed in 2006 for modelling grades of small blocks of ore when data spacing is too broad for their accurate modelling by the linear regression based techniques, such as kriging (Abzalov, 2006). It represents a modified uniform conditioning (UC) technique that calculates the grade distribution functions for the large panels. LUC uses partitioning of the panels onto the small blocks and then ranks them in increasing order of grade. Based on the block ranks, a single grade value can be deduced for each block from the UC model of the gradetonnage relationships of the corresponding panel. After being first presented in 2006, the LUC method has been implemented in ISATIS© (commercial software) and became one of the common approaches for grade estimation when data spacing is broad in comparison with the estimated block size. Several years of study on the LUC method and its application to different geological environments, have allowed identification of the strengths and weaknesses of the method, which are as follows: ? The method produces accurate grade-tonnage functions, which are in a good accordance with a volume-variance relationship principles ? An initial ranking of the selective mining unit (SMU) blocks can be made by direct kriging from the sparse data grid. Therefore, the LUC method can be particularly useful at the early stages of exploration and mining project evaluations when sparsely distributed data is often the only available information ? Accuracy of the local estimation depends on the SMU ranking techniques. When ranking performed by direct kriging of the SMU blocks their spatial distribution is approximate. When the variogram of the studied variable is characterized by a large nugget effect, the block ranks produced by kriging can significantly differ from their ?true? distribution ? Block ranking can be improved using auxiliary data, either geophysical or geochemical. This allows use of the LUC method for integrating different data sets. In particular, LUC can be used for grade control in open pits by integrating resource definition data (e.g. drill-hole assays) and blast-hole assays. The latter are used for the block ranking.

This can be achieved by allowing the fixed physical nature of the mineral asset to drive definition of the optimal technical solution to mining and processing activities, and developing and resourcing a strategically aligned portfolio of production entities that creates flexibility to near- and longer-term business environment shifts, i.e. a production mix that allows variation of output to respond to short term market variation, within a long term context. The practical achievement of this outcome is enabled by the concept of strategic long term planning. The core elements of strategic long term planning in the metals and minerals industry, and the relationship between them, are expanded. The strategic long term planning framework is a logic construct that enables delivery of an optimized, strategically-aligned business plan from the mineral asset portfolio using a set of tools and techniques with a common language, standards, systems and processes to align decisions and actions on a cyclical basis.

This article is a continuation of a series of publications by the authors on the international debate on resource nationalism, with specific reference to South Africa. Previous outcomes have shown that mine nationalization is not a solution for South Africa, and that maintaining stability of the current mineral and tax regimes is fundamental. It will not be wise to replace existing law and policy instruments until there is a better understanding of the distinction between fact and public perception about the impact of the current system. The new scheme of state custodianship linked to a mining royalty that effectively targets economic rents provides for effective resource use. The methodology in this article is to consider how South Africa's mineral tax regime can be tweaked to achieve optimal management and benefit from mineral extraction and associated rents by avoiding changes feared by investors. The major finding is that the current suite of instruments can be considered a suitable platform for optimal management of resource rents. However, it will be necessary to first investigate ways of improving the mineral beneficiation intent of the royalty structure, and secondly investigate whether the mineral rent portion of the royalty formula can be ring-fenced for the purpose of establishing a sovereign wealth fund.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

In open pit mine design, it is customary for geotechnical engineers to define the appropriate slope design angles within practical limits. The conventional approach to slope angle design is based on the comparison of calculated stability indicators, such as the factor of safety (FS) and the probability of failure (PF), with generic acceptability criteria not directly related to the impacts of failure. A major drawback of this type of approach is related to the difficulty of defining meaningful acceptability criteria. An alternative methodology of pit slope design is proposed, where the economic impacts of potential slope failures are calculated and used as the elements on which to apply the acceptability criteria for design. The methodology is based on the construction of a graph, referred to as a risk map, that relates the probability of exceeding the economic impact of slope failure to the magnitude of the impact measured in monetary terms. The process includes the analysis of a selected number of representative years of the mine plan and slope sections of the pit areas to define the required inputs for the construction of the risk map. The paper discusses the concepts used in interpreting the probability of slope failure, and describes the approach followed for the estimation of the economic impacts of slope failure and the construction of the risk map. Finally, the two main uses of the risk map are discussed, including the comparison with acceptability criteria for the evaluation of a specific open pit design and the comparative analysis of open pit design options in terms of value and risk to identify optimum pit layouts.

Laboratory bias is a universal problem in all branches of analytical science. It results from differences in methods, techniques, equipment, and calibrations between laboratories. Notwithstanding that it is a property that can be measured by the use of standards or by inter-laboratory testing, laboratory bias remains a material issue for the mining industry. There is extensive literature and clear guidelines on measurement from the International Organization for Standardization (ISO) and its worldwide federation of national standards bodies (ISO member bodies) and from the science of metrology. ISO guides cover the manufacture and use of standards. An accessible source of literature covering laboratory quality control comes from the public health sector, particularly pathology. There is little doubt in financial reporting rules about the meaning of materiality. Public reporting guidelines are clear that material matters need to be disclosed for investors. Unfortunately there is currently no clear guidance what to do about biased assay results in mineral industry public reporting guidelines. This paper reviews the requirements for the manufacture and use of reference materials, public reporting requirements in the mining industry, and presents proposals to improve management and reporting of laboratory biases. "SynopsisAlmost 20 years have passed since the cutting-edge research by Thompson and Visser on the design and management of opencast mine haul roads was conducted in South Africa. This system is based on three principles, namely the structural ability to support the ultra-heavy truck loads, the selection of vehicle and environmentally friendly riding surface, and an appropriate level of maintenance to counteract wear and tear. Obviously, proper layout and geometry are essential.These principles have been implemented worldwide, and it is useful to review the lessons learned. The objectives of this paper are to present a critical review of the status of mine haul road design and management, and the impact that these principles have made on operations, particularly the cost-effectiveness. The paper briefly reviews the principles of the haul road design and management and the extent to which they are applicable. Case studies of a number of implementations are presented to demonstrate that the principles are sound and have been applied effectively. For example, at an international operation the transport cost of coal was 40% more expensive than anticipated in the feasibility stage, and this made the mining operation uneconomic. Correction of this problem resulted in a viable enterprise. Although designed for opencast operations, the principles are equally valid for underground operations, and initial development work will be discussed.The main conclusions are that the research approach is valid and its effectiveness has been demonstrated in a number of applications. The anticipated financial benefit has been derived, and has made the mining operations that used the principles more effective.
