"Human accidents are caused by production accidents, generally ones (such as derailment of cars, falling rock, etc.) that have occurred numerous times before an employee was actually involved. Prevention of human accidents is, one of the essentials in cutting operation costs, and advocates of safety are studying economics to assist them in their work of preventing accidents.Workman's compensation insurance or compensation for human accidents is a true operating cost, and is the only purely tangible measure available which gives a measurement of the cost of accidents even though, as will be pointed out later, it represents but a portion of the total cost of human accidents.In using premiums paid for compensation insurance as a measure of the cost of accidents, it must be kept in mind that most insurance laws, as pointed out in a former paper (Serial 2590 of the Bureau of Mines) provide a waiting period before compensation for the lost-time wages starts, with the compensation limited to definite percentages of the wages. The waiting period and limited compensation combined tend to limit the amount paid to an injured workman who, if he receives 1/3 of the lost-time wage, will probably have been reimbursed as high as the average injured workman.The total or complete economic cost of human accidents, must include, in addition to compensation paid for lost time, and the portion of the lost-time wage suffered by the workman for which he is not compensated, the additional cost to the company through-(a) temporary decreased production by the breaking down of the morale, etc., (b) the breaking in of a new employee which is admittedly expensive,(c) the increased liability of human and production accidents caused to or by the new employee.Another charge against accidents, which is not included in the compensation payment, is the economic loss through the killing of as workman who has no dependents. Few of the States' laws require any compensation except burial expenses to be paid for fatalities to persons having no dependents. It is estimated by the United States Bureau of Labor Statistics that the economic loss through a fatality is 6000 shifts. If each fatality was compensated for this amount of time and at half-time wages, using an average wage of $5.00 per shift, the compensation for fatality based on the economic loss would be $15,000. but the average actual compensation paid for each fatality is about $3,000."

"Introductory Statement:In melting the nonferrous metals and alloys for foundry and rolling-mill work, even with the best practice, there is always a loss, due principally to oxidation. Melting losses are a serious source of financial loss in brass and bronze practice, but they are especially serious in the case of aluminum and its light alloys because of the relatively high price of aluminum. The indications are that the melting losses in many aluminum foundries of the United States are at times high, and in some plants (especially where certain furnaces are used) they are entirely too high when compared with the average practice. The fact that the oxidation losses in melting aluminum and its light alloys are high is well known, but it is doubtful whether the factors governing the most suitable methods of melting for a minimum of dross are equally well known. The metal losses involved in melting are worthy of especial attention now because of the rapidly growing importance of the aluminum industry.Factors in the operation of furnaces which affect metal and fuel losses:The essential requirements in the commercial melting of any metal or alloy are that the melting losses should be low, the melting should be rapid, and the melting cost should be low. Certainly it may not be possible to obtain these requirements in any furnace selected at random, and it follows that the design and the operation of furnaces for melting different metals are subjects that warrant the most extensive study and tests. As a general rule, in the industrial operation of furnaces, run on aluminum and aluminum alloys, an effort is made to keep the dross and oxidation losses as low as possible. In attempting to hold dross losses low, numerous factors involved in metal melting may be overlooked, or at least disregarded, and the net practical result may be that the furnace is exceedingly wasteful of fuel. In the case of aluminum and its light alloys, the effect of increasing the temperature of melting, at least in an atmosphere containing free oxygen and nitrogen, is to increase the net melting loss."

Domestic sales of carbon black sustained the upward movement for the 4th consecutive year, reflecting the increased sales of motor vehicles during the same period. Sales of carbon black in the domestic market topped 2 billion pounds for the first time during 1965 and have more than doubled the output of 20 years earlier. By far the largest user of carbon black is the rubber industry. That use accounted for more than 94 percent of the carbon black consumption with the bulk of it being used in tire casings and tubes. Thus demand for carbon black is naturally sensitive to trends in the sales of passenger cars and other motor vehicles, Manufacturers of inks, paints, plastics, paper chemicals, and food are also important users of carbon black.

This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.

This report gives the principles of the method used by the Helium Research Center of the Bureau of Mines when solving nonlinear-regression problems and contains the mathematical equations necessary to accomplish the following objectives: the evaluation of the parameters in such a way that the sum of the weighted squares of the residuals of an experimental observable is a true minimum, regardless of the functional relationship between the variables and these parameters; and the evaluation of all variances and covariances of the parameters by means of the usual approximation of the law for the propagation of errors.

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . This Bureau of Mines report estimates the population of the principal types of machinery in use by the coal mining industry during 1982 in surface and underground mines. Estimates were arrived at using 1976 coal equipment population estimates as baseline data with modifications made for new mine development, expansion, and closure occurring during 1976-82. Estimates were broken down into 3 regions which included all 26 coal-producing States. Modifications made to the baseline data were computed using (1) actual equipment information when available, plus (2) equipment information hypothesized from representative generic mine models, which were predicated on mine size and mine method. Roughly half of the equipment fleet at new or expanding coal operations was known; the remainder was hypothesized. The mine models used to generate equipment information are included in this report, along with the hypothesized equipment use data. The equations and various factors used to determine the equipment adjustments for mine closings, new mine openings, and small coal mine operations are also identified.

The direct dissolution of a typical zinc sulfide flotation concentrate by elevated temperature and pressure leaching was investigated. The concentrate assayed about 55 percent Zn, 32 percent S, 6 percent Fe, and 1 percent Pb and contained minor quantities of copper and precious metals. The influence of various factors on the dissolution of the zinc in acidic and ammoniacal pulps when using oxygen as the oxidant was determined. The tests revealed that the sphalerite was difficult to oxidize. Complete dissolution of the mineral required vigorous and intimate nixing of the gaseous, liquid, and sold phases. The addition of pyrite or sulfuric acid to water slurries of the concentrate was required to obtain a high zinc extraction when leaching under acidic conditions. The quantity of pyrite and acid used was about 0.125 and 0.25 pound, respectively, per pound of zinc sulfide contained in the leach charge. In tests with acid, about 96 percent of the zinc was extracted from the concentrate in 1 hour at 200° C. when the oxygen partial pressure was 75 pounds per square inch gage or higher. Leaching with a continuous flow of air as the oxidant gave results that were almost as good as those obtained when oxygen was used, In tests with air fed through the autoclave at 320 liters per hour, 95 percent of the zinc was dissolved in 1 hour, Acid leach solutions assaying approximately 58 grams Zn per liter and containing Fe, Ni, Cr, and Cu impurities were produced in the better tests. The leached residue consisted essentially of red iron oxide together with substantially all of the lead and precious metals.

Pilot-plant tests have been in progress at the Bureau of Mines, Pittsburgh, Pa., on the recovery of manganese from open-hearth slag.3/4/5/ In the process, 1 the slag is first reduced in a blast furnace to make a high-phosphorus spiegeleisen containing 12 to 22 percent manganese. A slag containing 55 to 60 percent manganese is made from this spiegel by oxidation in a basic-lined converter. The metal from this blowing operation contains about 3 percent phosphorus, 1 percent manganese, and less than 1 percent carbon. Economic efficiency in the manganese-recovery process requires that this metal be converted into steel. Because of its high phosphorus content the metal is suitable for blowing in a basic-lined converter. In most of the tests described in this report, metal of this composition was used as the starting material in a 1-ton, side-blown, basic-lined converter. Although basic-lined converters are not used for steel production in the United states, in Europe a considerable portion of the steel is made in them. Open hearths largely have replaced converters for steelmaking in the United States; mainly because open-hearth steels have better physical properties than converter steels because of lower nitrogen and phosphorus contents. However, by improving converter design and operating technique during the past 15 years, metallurgists have found that low-nitrogen steels with physical properties equal to open-hearth steels can be produced in converters.6/ Tests at Jones & Laughlin steel Corp. with side-blown, acid-lined converters of 3 and 22 tons capacity showed that steel with a low nitrogen content comparable to that of open hearths operating on scrap charges could be made by surface blowing.7/

A method was developed by the Federal Bureau of Mines for evaluating viscosity data from slurries obtained in leaching sinters from the lime soda sinter process for extracting alumina from aluminous silicates. The logarithm of the viscosity was observed to be a linear function with time. The slope of the plotted line provides a means for evaluating viscosity behavior in a lime soda sinter blurry and also a means for comparing gelation characteristics directly with other variables in the lime soda sinter process. This report presents one aspect of a continuing study by the Bureau of Mines on methods for treating siliceous aluminum ores. It is one of the many programs of the Bureau concerned with conservation, development, and use of our domestic minerals resources. Previous investigations of lime soda processes, both by the Bureau4-7/ and industrial concerns, have demonstrated that sintered materials containing CaO, Na2O, A1203, and S102 in various combinations exhibit a tendency to gel or set when mixed with water or other extraction solutions. Gelling prevents satisfactory recovery of alumina and in extreme cases prevents operation of an extraction plant.

THE BITUMINOUS coal and lignite industry declined slightly in 1961, compared with the 1960 figures. All of the major items, production, consumption, average value, exports, and employment, declined. Even the steady upward trend in mechanization failed to materialize; the percentages of total tonnages mechanically loaded and cleaned remained the same as in the preceding year. However, tonnage per man per day increased from 12.83 tons in 1960 to 13.87 tons in 1961, owing partly to the increased tonnage produced by continuous mining machines. Also, the percentage of total production mined by stripping and by augers increased slightly. Production.-The output of bituminous coal and lignite in the United States in 1961-403 million tons-was 3 percent less than the 416 million tons produced in 1960. Production was retarded in 1961, owing largely to the business recession and reduced exports.

A guide to the development and use of an APL computer program for the analysis of load-flow problems is presented. The program is designed to provide an interactive method of load-flow study to improve underground coal mine electrical system design and safety. The theoretical basis for load-flow analysis is discussed, along with per-unit calculations which facilitate computation. Specific input/output, execution and network modification procedures are presented for using the APL program. In addition, typical results are given for examples taken from power system analysis literature.

"INTRODUCTION The largest known deposits of ilmenite and rutile in Virginia are in Amherst and Nelson Counties. Other deposits occur in the State, but their extent is not known. One of the most promising of the latter is the deposit in Roanoke County on the T. M. Bush and the H. L. Hutchins property near Roanoke. A geophysical survey was made of the deposit, followed by core drilling. In April and May 1946, four holes were drilled, totaling 822 linear feet.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Respirable dust exposure has long been known to be a serious health threat to workers in many industries. In coal mining, overexposure to respirable coal mine dust can lead to coal workers? pneumoconiosis (CWP). CWP is a lung disease that can be disabling and fatal in its most severe form. In addition, miners can be exposed to high levels of respirable silica dust, which can cause silicosis, another disabling and/or fatal lung disease. Once contracted, there is no cure for CWP or silicosis. The goal, therefore, is to limit worker exposure to respirable dust to prevent development of these diseases. The passage of the Federal Coal Mine Health and Safety Act of 1969 established respirable dust exposure limits, dust sampling requirements for inspectors and mine operators, a voluntary x-ray surveillance program to identify CWP in underground coal miners, and a benefits program to provide compensation to affected workers and their families. The tremen­dous human and financial costs resulting from CWP and silicosis in the U.S. underground coal mine workforce are shown by the following statistics: ? During 1970?2004, CWP was a direct or contributing cause of 69,377 deaths of U.S. underground coal mine workers. ? During 1980?2005, over $39 billion in CWP benefits were paid to underground coal miners and their families. ? Recent x-ray surveillance data for 2000?2006 show an increase in CWP cases. Nearly 8% of examined underground coal miners with 25 or more years of experience were diagnosed with CWP. ? ?Continuous miner operator? is the most frequently listed occupation on death certificates that record silicosis as the cause of death.

This report describes the exploration work done in 1941 in connection with the search for strategic minerals as authorized by the Strategic Materials Act approved by the President on June 7, 1939. It deals with the various manganese deposits and showings in the Tombstone mining district of Cochise County, Ariz. The exploration project comprised a study of the geology, mapping of the areas, and exploration of various mines and deposits by sampling old drifts, crosscuts, and scopes, supplemented by diamond drilling from underground stations. The Federal Government's manganese-purchasing programs have revived interest in occurrences such as the scattered deposits near Tombstone. Because of this, the Bureau of Mines project report on the Tombstone district, prepared originally in 1941 but not published, has been revised and now is being made public.

Analyses of light oils produced from the fluidized carbonization of coal at 485°, 550°, 600°, and 660° C are presented. Tar vapors from 485 C fluidized carbonization were thermally treated at 600°, 700°, and .800° C, and the analyses of light oils produced by this treatment are also presented. Procedures were developed for analysis of coal carbonization light oil by gas chromatography to permit a more definitive analysis than can be obtained by the conventional distillation procedure. An increase in low-boiling olefins, benzene, and toluene, a decrease in low-boiling paraffins, and little change in the remainder of the aromatics was observed with increased temperature of carbonization.

[Notwithstanding the fact that it is now fairly generally recognized that widespread explosions can be almost absolutely prevented in coal mines by efficient rock-dusting and that this rock-dusting can be done thoroughly at a cost which should seldom exceed 1 cent per ton of coal mined, a recent survey of the situation by the Safety Division of the U. S. Bureau of Mines, following a similar survey by the Bureau in the fall of 1925, shows that while some progress is being made by our coal-mining people, many entire mining communities are lamentably slow in taking advantage of one of the most effective safeguards available. Much of the information as to the extent of rock-dusting was obtained through the various State inspection departments. Table 1 shows that in the fall of 1925 about 92 coal companies in the United States were using rock-dust ad that in the summer of 1927 the number had increased to 239, or about 160 per cent increase. Similarly, from the fall of 1925 to the summer of 1927 the number of mines using rock-dust increased from 177 to 463, or about 160 per cent increase. This appears to be a decidedly healthy increase, but when it is considered that in 1926 (the last date for which figures are available) there were 7,141 bituminous mines operating and that there were only 463 or 61 par cent, which were even reported to Ice using rock-dust to any extent whatever, the forgoing figures as to progress are by no means impressive or even satisfactory.]

The Bureau of Mines used the Burnett method and apparatus to determine the compressibility factors for helium and carbon dioxide mixtures at 0°, 10°, 20°, 23°, and 35° C and to pressures of 900 psia. Tables of compressibility factors and approximations of the virial coefficients are presented for seven binary mixtures as well as for helium and carbon dioxide. The results compare favorably with existing data.
