Coal research and related activities in 1964 by the Bureau of Mines resulted in many advances in the production, preparation, and utilization of this valuable natural resource. Mining research during the year was marked by work on hydraulic mining, coalbed degasification, mine drainage control, mine sealing, strip-mine rehabilitation, and quenching of mine-refuse fires. Bureau research continued to produce information leading to increased safety in underground mining. Such research included roof and rib control via bolting and bonding, pressure monitoring of coal and mine rock during mining operations, and development of safety devices for detecting conditions leading to roof falls. Other safety work was continued on methane detectors, coal-dust suppression, and mine ventilation equipment and techniques. Mine explosion and explosives research, mine equipment and materials, safety rule modernization, and safety education and training of mine workmen were continued. Coal storage and preparation work in 1964 ranged from freezeproofing of lignite for rail shipment, through washability studies of coals and washing equipment, to research on new ways to remove ash and sulfur from coal. Electric power production, which accounts for a major portion of the market for coal, received further study. Unique power generation systems, including coal-burning gas turbine and megnetohydrodynamic generators, were intensively investigated. Conventional power systems were improved through continuation of work on furnace performance, powerplant stack gas purification, and engineering and boiler water service.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

This investigation (in five parts) extends the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The extension of the theory is confirmed by experimental laboratory sampling using standard procedures. The probability distribution functions (the binomial, hypergeometric, multinomial, generalized hypergeometric, and those here called the compound binomial and compound multimomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, and finite population moments are developed from corresponding infinite population moments using a newly defined mathematical operation. The first three experimental moments in laboratory sampling to given weights of particles are compared with the theoretical moments of their corresponding compound mult.inomial distributions. The agreement is striking. The study is divided into five parts. Part 1 deals with probability or random sampling to n items and with all sampling to n items per sample from some one probability distribution. This is the area of sampling covered by well-known theory. Accordingly, the procedures may be different but many of the results are well known.

Coalbed discontinuities historically have been hazardous to mining as well as obstructions to efficient production. An effective means of mapping these features is needed in order to plan safe and efficient mine development. This Bureau of Mines report discusses the use of surface seismic techniques for this purpose. At a southwestern Pennsylvania mine, a system of coalbed discontinu-ities (paleochannels) was accurately mapped by the Bureau of Mines using borehole log methods and underground observation. This site was chosen to test the value of a high-resolution surface seismic reflection on technique for coalbed mapping. A statistical study performed at this mine indicated that the probability of accurately delineating this paleochannel system with conventional borehole methods was remote. A total of 1.47 miles of high-resolution seismic survey, comprised of four seismic profiles, was conducted in known and suspected coalbed discontinuity areas. Several test holes were drilled on the seismic lines in order to evaluate the interpretations. It was found, based on these and other existing boreholes, that it is possible to predict these dis-continuities. Paleochannel washouts were correctly predicted in several instances but in other instances were either incorrectly predicted or not predicted in areas of known discontinuities.

The Ludwigshafen and Oppau plants are largely independent I. G. factories situated some 23 miles apart on the west bank of the Rhine facing lannheim. The former factory is a general organic chemical works specializing in dyes, dye intermediates, plastics and synthetic rubber,. while the latter is a heavy organic chemical factory producing ammonia, methanol, higher alcohols and their derivatives. Before the war much of the I. G. research and development work was carried out at Ludwigs- hafen; in particular the high pressure research section directed by Dr. Mathias Pier played a very active part in all hydrogenation developments. Apart from the possibility that a full scale hydrogenation or Fischer Tropsch plant had been erected at Ludwigshafen/Oppau during the war, the main objectives of an oil team investigation were: - (a) To obtain from Dr. Pier and his staff an advance general picture of German fuel production processes. (b) To study the fuel developments still in the research and pilot plant stage. (c) To examine any new developments in hydrogen or synthesis gas manufacture. (d) To look for new processes for production of high anti-knock fuel constituents and for new fuel additives. (e) To investigate new chemical syntheses based on raw materials obtainable from oil. The Ludwigshafen and Oppau factories were first visited by the large team listed in Appendix A during the period 25-31st March. The investigation revealed that no large plant for synthetic fuels or lubricants had been operated at this target. All the important members of the Fuel Research Section staff had been evacuated to Heidelberg and information on the work of this department was therefore limited to that contained in seized documents, the greater part of which have still to be examined in detail. Valuable information on synthesis gas production from hydrocarbon gases was obtained as well as interesting data on a num- ber of chemical syntheses. Two members of the above team Holroyd and Faragher accompan- ied by Major Tilley (interrogator) went on to Heidelberg, contacted Dr. Pier and the chief members of his staff on April 1st and obtained from them the hydrogenation information given later in the body of the report. Later, after visiting Leuna, Holroyd, Faragher and Ellis paid a second visit to Heidelberg and to Ludwigshafen/Oppau on 27th-30th May to check a number of details, particularly with respect to hydrogenation costs, and to obtain information on the pressure.conversion of water gas to hydrogen and on the manufacture of Wickel pressure vessels.

In order to extend or delimit the known ore reserves adjacent to the Comet Coalition property on the western slope of the Highland Peak Range about 8 airline miles west of Pioche, Nev., the Bureau of Mines undertook an exploration project of diamond drilling. Production figures from this property, formerly known as the Schodde, are not available, but it has been reported that small amounts of rich silver and gold ore were Shipped by wagon to a smelter in the Salt Lake valley during 1900-1910. Small shipments were reported for the period 1915-1927, also. A study of the Pioche District by the Federal Geological Survey in 1942 and 1943 was the basis for the exploration program of the Bureau of Mines in 1947 This program consisted of diamond-drilling three holes. The total footage was 2,967 feet. No. 1 hole was drilled 1,260 feet, a record depth for diamond drilling in the Pioche District. Silver-bearing lead-zinc sulfide ores are found in the Combined Metals limestone, known locally as the C.M. bed, These deposits have been formed by replacement of the limestone that is inclosed in the Pioche shale.

The 25th annual survey of the peat industry by the Bureau of Mines, United States Department of the Interior, disclosed that 79 companies produced and sold peat from 81 operations in 21 States in 1958. Peat is a carbonaceous deposit, formed under water or in a water-saturated environment from plant material. It is the first stage in the development of coal and, when properly dried, can be used as fuel. Although 98 percent (estimated) of the total world production is used for energy purposes, the status of peat in the United States is somewhat unique in that none is used for fuel, and practically all is consumed as an agricultural product, chiefly for soil improvement purposes. The domestic peat industry has expanded rapidly since World War II, and production in 1958 was 327,813 net tons valued at $3,445,767. More than one-half million ton of peat was consumed in the United State in 1958, however, as 269,096 tons was imported.

"INTRODUCTION AND SUMMARYDuring 1946 several high-grade limestone deposits in western Washington were examined by the Bureau of Mines. This report presents the data obtained from investigation of the Sauk Mountain deposits in east-central Skagit County, Washington.The investigation consisted of transit and topcgraphic surveys and sampling. The areas selected for sampling were first cleaned by blasting; channel samples up to 40 pounds were cut where practical. Chip samples averaging 30 pounds were taken where channel samples could not be cut. A total of 21 samples in the Sauk Mountain area were taken and. analysed. The locations of the samples are shown in figures 2 and 4, and the analyses are listed in tables 1 and 2. This investigation is a part of a long-range program of general investigation of mineral resources for future industrial development of the Pacific Northwest. The Sauk Mountain deposits were investigated for the purpose of disclosing now sources of high-purity limestone, which could be mined and shipped at low cost to Seattle and other industrial cities in the Pacific Northwest."

Bureau of Mines routine crude-oil analyses of 42 samples from 37 fields in the major producing areas in Mexico are presented in this report. Table 1 includes information on the source and general characteristics of each sample. Table 2 gives a summary of analytical and computed data. The western phosphate field, comprising parts of Idaho, Montana, Wyoming, and Utah, contains one of the world's largest known reserves of phosphate rock. Although phosphate-rock deposits of good-grade have been known since before the turn of the century and production has been recorded since 1906, real development of this important field did not begin until immediately after World War II. Since then fertilizer-manufacturing facilities using western phosphate rock have been expanded, and three electric-furnace plants for producing elemental phosphorus have been installed, resulting in a rise in mine production from 323,955 long tons2/ in 1945 to 1,653,916 long tons3/ in 1953. Interest in the field is increasing, and it is reasonable to expect that the western phosphate industry will continue to expand. Before 1945 all western production was from underground mines. In that year the first strip mine in the field was started near Montpelier, Idaho,~ and in sub-sequent years a number of other open-pit mines were opened in southeast Idaho and western Wyoming. At present the major part of the production comes from surface mines. Underground mining has continued, and new underground mines have been opened in the field, but recent exploration by operating companies has been aimed primarily at developing additional deposits suitable for low-cost surface mining. Preliminary reserve estimates by the Federal Geological Survey5/ indicate that only a very small part of the total resource may be recovered by surface methods and that the industry eventually must depend largely on underground mining. Because one function of the Bureau of Mines is promoting the conservation and development of the Nation's mineral resources, it is appropriate that research be conducted to develop low-cost maximum-recovery underground mining methods applicable to western phosphate-rock deposits.

One of the purposes of the investigation was to determine and report on how coal augers are used to mine bituminous coal that is near outcrops and may not be mined otherwise by any other present-day method. Such increased overall recovery results in the conservation of coal resources. Other reasons for the investigation were to determine and report the production rates of such operations and the types of equipment used. Auger mining of coal as a means of coal recovery supplementary to strip mining has been introduced and developed since World War II. This type of coal mining has grown rapidly, and bituminous-coal production by auger mining has been estimated at 6,000,000 tons in 1955. Mines were selected for study to give reasonably representative information on auger mining in different types and thicknesses of coal beds in different geographic areas and on different types and sizes of equipment operated under various conditions. This report is based on field studies of 8 auger-miming operations in Pennsylvania, West Virginia, and Ohio and in 5 different coal beds. Operations were observed in active strip mines, in strip mines reopened for auger mining, and along benched coal-bed outcrops. At the time of this study, no augers were reported to be operating in underground mines. The diameters of holes drilled ranged from 26 to 52 inches, and the lengths of holes ranged up to 208 feet. At some operations auger holes often penetrated abandoned underground mine workings.

This Bureau of Mines report reviews the mineral industry of the Black Hills area, including Butte, Custer, Fall River, Lawrence, Meade, and Penning- ton Counties, S. Dak.; and Crook, Niobrara, and Weston Counties, Wyo. It includes discussion of geological occurrence, processing, and potential of 27 commodities that have been produced from the nine-county area. The value of mineral production exceeds $70 million annually. Gold and petroleum account for two-thirds of the total, followed by clays, cement, sand and gravel, and rock. The combined mineral industries annually consume 268 million kilowatts of electrical energy, 933 million Mcf of gas, and 2 million barrels of fuel oil. Water consumption is about 10,000 gallons per minute. About 2,700 persons are employed on a year-round or significant part-time basis.

During 1924 a number of lives were lost and other men incapacitated by the toxic effects of gases produced in blasting in massive sulphides. In one mine, three men working in a raise were caught by gases from blasting a drift round in massive sulphide on the level. The round in the drift was shot ahead of time and it was necessary for the three men to travel through the gases to the intake air course. Two of the men lost their lives, and the third was injured, apparently for life. Other men at this same mine have been caught in the gases at blasting time and seriously injured. At a second mine, the gases from blasting in sulphides appear to be very dangerous, and it was necessary to send a number of men who were caught in such gases to the hospital. One man who was seriously gassed has not recovered in over a year is time. Another man similarly gassed soon died of influenza.

This Bureau of Mines report summarizes the results of a study of mine inspection records covering 2,200 mining installations over a 3-year period ending December 1974. Tables show the relative frequency of violations of certain provisions of the Coal Mine Health and Safety Act of 1969 in particular areas of concern, such as circuit breakers, grounding, and permissibility. Examples of past use of the data and analyses are presented.

Despits its high melting point (2,135° C.), resistance to attack by molten metals, and its hardness (8), spinel (MgO?Al203) synthesized by the fusion of alumina (Al 2 0.) and magnesia (MgO) is not used on a large scale as a commercial furnace lining, mainly because of the prohibitive cost. This investigation by the Federal Bureau of Mines was prompted by the possibility of producing synthetic spinel from inexpensive raw materials by methods outlined in U.S. Patent 2,029,773, "Process for Obtaining Products Containing Spinets," dated February 4, 1936. In this patent Ture B. Haglund described a process for recovering crystalline spinels from melts in the system Mg0?Al203-2CaO-SiO2, a system well suited to the use of starting materials such as dolomite CaMg(C03)2, olivine [2(Mg?Fe)0.Si02], and bauxite (Al203?2H20) which are abundant in the southeastern United States. Compositions, ranging from a low content in the eutectic mixture of 35 percent spinal and 65 percent dicalcium silicate (2 CaO?SiO2) to a high of 75 percent spinel and 25 percent dicalcium silicate, were fused in electric furnaces of the arc-resistance and internal-resistance types. So long as members of the system were in proper chemical balance, "dusting" slags could be produced over the entire range of spinel concentration.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In order that the investigations of the commission might go forward without interruption the Selby Smelting & Lead Co. has generously supplied funds at the times they were needed. A general description of the activities and results of bauxite investigation by the Bureau of Mines at its bauxite project in Saline and Pulaski Counties, Arkansas has been given in Report of Investigations 4251. The factual data obtained during the project are reported in a series of Reports of Investigation beginning with No. 4251 of which this is the tenth. The data are accompanied by maps showing the location of holes drilled and the deposits developed. Each area upon which work was done is reported by half townships. Each bauxite deposit investigated was assigned a name and a number for ready reference and identification, and its location and name are shown on the appropriate half-township map. The description of each half township is followed by a description of which deposit developed in that half township. The 14 half-township maps and 77 detail maps of the bauxite deposits in this series of reports give the locations and numbers of all the holes drilled on the project except the deep holes drilled to test the geophysical anomalies. The locations of those holes show on figure 13 in volume 1. The descriptions of the deposits developed are followed by complete detailed logs of the drill holes. Many of the widely spaced exploratory holes did not discover bauxite of minable thickness and grade. The pertinent information obtained from the widely spaced exploratory drill holes has been summarized and tabulated. and a table for each half township is given with the discussion covering that area.

This paper3 describing the mining methods at the Page mine operated by the Federal Mining & Smelting Co., is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Page mine is the most westerly of the producing lead-silver-zinc mines in the Coeur d'Alene mining district of Idaho, being situated 5 miles west of the city of Kellogg and at an elevation of 2,677 feet above sea level. It may be classed as one of the new active producers, of the district and owes its present activity largely to the development of floatation.

The metallurgical laboratory data developed in this study indicate an improved electrowinning process for producing higher purity cerium ingot. A typical sample of the Reno electrocerium contains 99.9 weight-percent cerium and the following impurities: Total other rare-earth elements, less than 0.04 percent; iron not detected; silicon and aluminum, less than 0.02 percent each; calcium plus magnesium, less than 0.01 percent; carbon, 0.01 percent; oxygen, 0.002 percent; hydrogen, 0.0003 percent; and nitrogen, 0.0015 percent.
