A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/technical workplaces are described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training is explored. Research and development activities that may improve mine health and safety training are suggested. Most of these research and development activities were completed later in the project. This additional work is reported in the project technical report #2 and the final report. The research reported in the present document was completed in 1984 -85. Many of the initial findings reported in this document are updated in the later project final report.

This paper is one of a series being prepared for the United States Bureau of Mines to disseminate technical information retarding the methods used in mining nonmetallic minerals. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in many instances cause embarrassment to individual operators as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. This paper deals particularly with methods and costs of dredging, classifying materials, and transportation at the plant of the Ross Island Sand & Gravel Co. of Portland, Ore. This paper, describing the mining practices and methods at the mine of the Molyb¬denum Corporation of America, is one of a series of similar papers on mining methods in the various mines of the United States being prepared by the Bureau of Mines. The mine of the Molybdenum Corporation of America is in the Red River mining dis¬trict, Taos County, northern New Mexico (fig. 1), The mill and camp are in the valley of Red River, about 7 miles east of the town of Questa; the mine is 1 ¼ miles away, in Sulphur Gulch, a tributary of Red River. The mine is about 600 feet higher than the mill, at an altitude of about 8,700 feet. The climate is cold in winter, but does not interfere serious¬ly with continuous operation. The mine normally produces about 40 tons of sulphide molybde¬num ore per day, which is concentrated at the local mill and chipped to the plant of the Molybdenum Corporation at Washington, Pa.; there it is made into either ferromelybdenum or "molyte" (calcium molybdate), for use in alloys. The ore is mined from narrow, irregular veins by the cut-and-fill method. About 65 men are normally employed underground and on the surface at the mine.

This report reviews investigations to determine the fire hazard in coal mining when using flammable petroleum hydraulic oils to actuate mining equipment and summarizes research by the Bureau of Mines and industry on fire-resistant hydraulic fluids. Tests were established to evaluate fire resistance and the necessary characteristics to assure adequate service when fire-resistant fluids are used to replace petroleum hydraulic oils. The research was conducted in the laboratory and field trials under actual operating conditions in underground mines. Bureau of Mines Schedule 30 became effective December 17, 1959; the first approval was granted on February 18, 1960, and the twelfth was granted on March 17, 1961. The approvals include nine ready-mixed (by the producer) fluids and seven concentrates to which water is added by the user according to instructions from the producer. Seven synthetic-type fire-resistant hydraulic fluids submitted by two producers are also approved. Over 100 coal mines are now using water-in-oil emulsion-type fire-resistant hydraulic fluids in varying degrees from a trial in one machine to all the hydraulic equipment in an entire mine.

This paper sets forth the hazards of accumulations of explosive mixtures of methane and air due to inadequate ventilation, the causes of which are discussed as follows: 1. Lack of well-maintained air courses. 2. Air losses due to leaky stoppings, trap doors, and overcasts. 3. Faulty mining methods. 4. Poor supervision. A modified plan of room-and-pillar panel mine development is suggested, which, it is believed, will eliminate many off the hazards of gas accumulations inherent in the present method of mine development. It is also suggested that some water-proofing agent be used on the roof of permanent air-course entries in conjunction with roof bolting to eliminate the detrimental effect of the moisture-laden atmosphere during summer and thus prevent serious roof falls.

"SUMMARYA chronological list of accidents at metal and nonmetal mines and quarries (excluding coal mines) in the United States in which five or more lives were lost has been compiled. Many accidents were described in more detail because of their unusual features. Tables have been included to indicate the number of major disasters and fatalities by the principal product mined, by State, and by 10-year intervals prior to 1945. The number of men employed to indicate man-hours exposed is unavailable; therefore, a true picture of disaster data by principal product mined, by State, and by 10-year intervals is not possible. However, the data are presented to indicate the causes of major accidents and bring to the attention of those affiliated with metal and nonmetal mines and quarries the hazards involved and lessons that can be practiced to keep such accidents at a minimum.INTRODUCTIONThe Bureau of Mines was requested to compile a chronological list of accidents at metal and nonmetal mines and quarries (excluding coal mines) in the United States in which five or more lives were lost. Data have been assembled on accidents from all causes in these mines and quarries from the earliest available information (describ¬ing an underground mine fire in Nevada in 1869) to the last reported major accident (a fire at a company-owned bunkhouse in Arizona in 1945).The accounts of the accidents were taken from articles in the technical press and from published and unpublished reports of the Bureau of Mines. Many of the accidents have been selected for more detailed descriptions because of the unique circumstances and to show the variety of dangers involved.Tables are included to indicate the number of major accidents, with resultant fatalities, by the principal metal and nonmetal producing groups, by State, and by 10-year intervals previous to 1945. The oil fields of Arkansas, all situated in the southern part of the State, have played an important part in the development of petroleum production in the northern coastal plain region of the Mid-Continent area. From the first discovery of oil in southwest Ouachita County in 1920 to December 31, 1930, a total of 480,167,5604/ barrels of crude petroleum has been produced from' this region. Development of the Arkansas fields proceeded rapidly after 1920. The El Dorado field was discovered in Union County in 1921. Drilling in Ouachita County resulted in the discovery of the Smackover field in 1922 and subsequently in the development of the whole southern area. To November 31, 1938, 6,4595/ producing wells had been drilled in 25 fields, aggregating 53,7356/ acres of proved territory in 6 counties. Peak annual production for the State was reached in 1925, when 80,823,7007/ barrels was produced, resulting largely from flush production from the Smackover field, which rose td an average of 444,9508/ barrel daily during that year. The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of' alumina and that large reserves exist. These facts led to the early selection of' this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from. June 27, 1942, to October 31, 1942. The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres. Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.

This paper is one of a series being prepared by the United states Bureau of Mines describing mining and milling methods and costs at industrial mineral plants throughout the United states. These papers are designed to disseminate technical information regarding the methods and equipment used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized that publication of total production costs might, in many instances, cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of the methods employed. The attention' of the reader? is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue. P. J. Weisel, Inc., with office at La Habra and plant at Corona, Calif., is the only local company that produces sand for the Los Angeles glass factories, although silica sand for other purposes is produced in other parts of southern California and the adjacent portions of Nevada. The deposit at Corona consists of coarse sand imbedded in a whitish clay and differs greatly from the other deposits, which are fine-grained sandstone that must be crushed before it can be screened and washed. The preparation of Corona sand has to be thorough and includes grinding in tube mills, repeated washing and rinsing, removal of dust by air separation, and magnetic separation of iron and other minerals. This requires a plant with a complicated flow sheet. The first plant built did not make a. satisfactory glass sand, and many additions and changes were necessary. It is thought that the present flow sheet will remain substantially unchanged until a new plant is built. The design of a new plant would be simpler, but the process would be the same.

The Big mine has been a source of mica and high-grade felspar from separate zones in the same pegmatite dike since 1914. In 1943 it became the outstanding producer of strategic mica in New England. The urgent need for sheet mica led to core-drilling by the Bureau of Mines from February to May 1914. Nine diamond-drill hob's aggregating 1,474 feet in length were drilled by the Bureau of Mines with the objective of developing extensions of the known mica shoots. The use of large-diameter bits made it feasible to obtain reasonably reliable results in diamond-drilling this type of deposit.

"The art of treating ores by the chloride volatilization process is still in the experimental stage. The process has not been sufficiently developed along chemical and metallurgical lines to state definitely just what place it will occupy in the metallurgical industry. The theory upon which the process operates has received the attention of prominent metallurgists for the past twenty years, and research and experimental work has been conducted by many investigators.Much of the experimental work done has never been published, and it seems that the accumulation of such results if made known would be an important aid to the further development of the process. The object of this paper is, therefore, to bring salient features of the process to the attention of the metallurgical industry, both for the purpose of furnishing information, and receiving from interested parties any comments which the reading of this article may suggest. A bulletin covering the work done at the Intermountain experiment station of the U. S. Bureau of Mines, situated at Salt Lake City, Utah, is in course of preparation.The chloridizing roast is usually accompanied by appreciable losses due, to the volatilization of the metals as chlorides during the roast, these losses often running as high as 30 per cent, depending upon the temperature, the character of the ores and the associated gangue material. It was not until 1891 that Croasdale, (Croasdale, Stuart, Engineering and Mining Journal, Aug. 29 1903) by observing this and stack deposits from the chloridizing roast, recognized the possibility of making volatilization a major instead of a minor feature of the roast. He then made tests on a large number of tires from different, localities, the result of which showed the, general application of the process. The main difficulty, as stated, by Croasdale, was the lack of a suitable means for recovering the fume from the furnace gasesIn 1913, Cottrell (See Mining and Scientific Press, March 29, 1913; alsoTrans. The Federal Bureau of Mines examined ilmenite-bearing sands in southern Texas as part of a program to discover sources of supply for the domestic titanium industry. Deposits were examined from May 1956 through January 1959 in the outcrops of sandstone beds in the Jackson group of Eocene formations in Lee, Burleson, Fayette, and Starr Counties on the Gulf Coastal Plain; in alluvial valley fill in Brewster County in southwest Texas; in the sand beaches of Matagorda Peninsula and the Galveston, Padre, and Brazos Islands--part of the offshore chain of barrier islands along the Texas coast; and in unconsolidated sediments in Willacy County on the Rio Grande delta in the southeast Texas.

"INTRODUCTION This report on the properties of motor fuels sold through service stations in the United States is a continuation of a series of reports made in accordance with a cooperative agreement between the Coordinating Fuel Research (CFR) Committee of the Coordinating Research Council (CRC) 3/ and the Bureau of Mines of the United States Department of the Interior. The first of these reports presented data on motor gasolines sold during the winter of 1935-36. 4/ Further reports were issued describing motor gasolines sold during the succeeding summers and winters to and including the summer of 1941. 5/ No reports were made on motor gasolines Bold during the winter of 1941-42 and during the summer of 1942. However, starting with the winter of 1942-43, the semiannual reports were resumed. 6/The present report presents analytical data for 1,499 samples, representing the products of approximately 105 companies. As in previous surveys, the companies covered by the survey include both large and small suppliers. Conforming to former reports, the data cover three groups of samples - regular-price, premium price, and third-grade gasolines.As the number of analyses submitted for samples of third-grade gaso¬line are not considered adequate to represent this type of motor fuel, data for these analyses have not been averaged, but the individual items are tabulated. The number of samples, items and brands comprising each group is as follows; Regular-price, 872 samples, 266 items, and 83 brands; -premium-price, 584 samples, 217 items, and 72 brands; third-grade, 43 samples, 32 items, and 21 brands. The Bureau of Mines conducted a series of tests to compare the cutting forces required by radial and point-attack bits when making similar cuts. Three radial and four point-attack bits were tested in two coal mines using the Bureau's in-seam tester to measure coal-cutting forces in situ. Tests were also conducted to investigate the effects of weathering and cleating. The test results show that in each case, at a specific clearance angle, the radial bits required less tangential and much less normal force than the point-attack bits. The resultant of the cutting forces for some types of cut was 50 pct less at mine 1 for radial cuts compared to cuts with the best point-attack bit, and 40 pct less at mine 2. There was some difference between three types of radial bits, but it was not as significant as the difference between each type of point-attack bit. Cutting coal perpendicular to the cleat planes required less cutting and normal force than the same type of cuts parallel to the cleat planes. Test results showed no effect due to weathering on cutting force data. Cutting parallel increased forces only because cuts were made in the rock band.

Of the three chemical elements most vitally essential for plant growth the United States, before World War I, had developed ample domestic supplies of but one-phosphorus. During and shortly after the war period, the fixation of nitrogen was greatly expanded in this country, as in many others, insuring a supply adequate for agriculture as well as for munitions. However, in spite of a search for sources of the third element, potassium, which began years before the war, attained almost frantic intensity between 1914 and 1919, and continued for 10 years thereafter, it was not until 1921 that the American Trona Corporation put its Searles Lake operations into continuous production. This company in 1926 became The American Potash & Chemical Co. but has never supplied much more than 15 percent of the potash consumed in the American market. Likewise, though discovered in 1921 in drill cuttings from oil wells, it was not until 1926 that domestic deposits of potassium salts adequate to render the United States independent of foreign sources of supply were proved to occur in the Permian Basin of Texas and New Mexico.

Abrasives are essential to the manufacture of munitions - airplanes, gas, shells, tanks, and in fact every product that involves metal forming or finishing. An indication of the importance of abrasives in the national defense and aid-to-Britain programs is the close peace-time correlation between demand for abrasives and automobile production, which in recent years has consumed more than 35 percent of the total output of abrasives. Unprecedented demands on the abrasives industry are forecast by the rapid expansion in airplane output, tie increased mechanization of all armed forces, and the consequent speeding up not only of the factories where finished munitions are made but also of the steel mills and other factories were additional large quantities of abrasives are needed for snagging or rough-grinding semifinished products before they can be used by the fabricators. A recent survey by the artificial abrasives manufacturers indicates that they can readily increase their output 75 percent compared with the previous peak of 1937 without building new plants. By overhauling production schedules, their maximum production possible could be increased to 182 percent of the 1937 output, and the nature of the industry is such that plant capacity could be increased rapidly if need therefor should arise. No figures on the estimated requirements for abrasives in 1941 or 1942 have as yet been compiled, but the industry feels that it can meet demands as they develop.

The ease of ignition and violence of explosion of Utah coal dusts, together with the large volumes of methane given off in some of the mines of the State, made it imperative to abandon obsolete equipment and obviously hazardous practices for up-to-date equipment and safer methods of mining if reasonable progress wore to be attained in fire and explosion prevention. Although much can still be done to improve safety conditions in Utah coal mines, considerable progress has been made in the past 10 years. The fundamentals of such progress include increased use of permissible electrical equipment in gassy mines, closed lights, rock-dusting, more liberal use of water at the face, butter ventilation, permissible explosives fired electrically both within and without the mine, partial inhibition of blasting while the shift is in the mine, 100-percent first-aid training, increased supervision and inspection, and mass safety meetings.

Data regarding the composition and physical properties of Florida land-pebble phosphate-waste slime are presented, and the feasibility of dewatering and beneficiating the slime by several different methods is discussed. Chemical analyses, electron micrographs, and X-ray diffraction data showed that principal constituents of the slime included quartz, attapulgite, and flaorapatite. Viscosity of the slime changed with pH; thixotropic, Newtonian, and rheopectic states were observed as the pH increased. Use of various flocculating agents was not effective in improving thickening properties of the slime. Dewatering tests using pressure filtration showed that temperature influenced the filtration rate more than pressure; the filtration rate at 165° C was tenfold that at room temperature. Selective flotation of the slime, using two different processes, gave promising results. About 25 pct of the phosphate was recovered in a concentrate assaying 31 pct P205, Other tests demonstrated that the slime could be successfully fractionated at 20-microns using a hydrocyclone. In hydrometallurgical tests about 80 pct of the phosphorus and alumina were chemically extracted from the slime using sulfuric acid. Limited bacteriological studies made of the slime showed that several types of microorganisms were present and grew in the material despite the presence of fluorine-bearing minerals.
