"INTRODUCTION Cobalt is an essential metal in the normal industrial ac¬tivity of the United States. Being an important constituent of high-speed steels and other cutting-tool materials, it becomes of critically essential importance during periods of national emergency. 3/ The Presidential order of December 20, 1940, included cobalt among other essential commodities that could be exported only under license. The Executive order 4/ listed cobalt metal, cobalt oxide, and alloys containing more than 5 per¬cent cobalt as being within the licensing requirements.There was no domestic marketed production of, cobalt products from 1931 until 1940 when the Pyrites Co. 5/ produced some cobalt oxide. The major portion of the domestic cobalt requirements has been obtained from Northern Rhodesia, the Belgian Congo, and French Morocco. 6/ The uncertainty of sea transportation from those sources of supply demanded that steps be taken to obtain from domestic raw materials an adequate supply of cobalt for use in the materials required for production of indispensable machined war metal products. In connection with the national policy for attaining self-sufficiency of strategic and critical materials, the Bureau of Mines, Boulder City, Nev., Experiment Station initiated studies to recover cobalt from the low-grade oxidized cobalt deposits in the Goodsprings district, Nevada. Hewett 7/ reported occurrence of cobalt specifically in the Blue Jay, Columbia, Copper Chief, and Highline mines and generally over a widespread area in the district."

A tractor-integrated version of an explosive ripping system was developed for mining application. This system utilizes diesel fuel and a tractor-mounted blower supplying 30 psig compressed air to a two-stage combustion chamber to produce a high pressure (600 psia) gas charge. The charge is rapidly released into the rock formation near the tip of the ripper. The system, mounted on a D9 tractor, was tested at several quarry and mining operations to investigate rock fracturing effectiveness. Although the results of comparative ripping passes conclusively demonstrated that the system increases rock fracture, performance of the system is strongly dependent on rock morphology and properties as well as basic performance of the tractor-ripper. The theory of conventional and explosive ripping modes is described and existing correlations of seismic velocity and ripper performance are shown to be in error.

The first section of this circular has been prepared with a view to answering inquiries frequently received by the Bureau regarding laws governing the staking of claims and regulations covering requirements for holding them and obtaining title in fee to placer ground. These laws and regulations were summarized briefly in Information Circular 6796, "Placer Mining in the Western United States." These laws, however, are administered by the General Land Office, Department of the Interior, and it has been considered advisable to combine an authoritative résumé thereof by the Commissioner of that Bureau with information on small-scale placer mining previously published by the Bureau of Mines. The second section of this circular is largely a revised reprint of Information Circular 6611, "Small-Scale Placer Mining Methods", first published in April 1932 for the purpose of answering the many daily inquiries then being received on this subject. This circular has been reprinted repeatedly, and about 30,000 copies have been distributed, most of them in response to applications therefor. At present (June 1937) requests for this publication continue to be received daily.

The modified in-situ process is one of the methods being considered for extracting oil from oil shale. One of the questions to be answered for this approach is the environmental consequence of underground retort abandonment. This report outlines a study which addresses the question in terms of a grouting solution. It covers the development of a spent shale ash based grout which will fulfill the environmental requirements in terms of strength, stability, and impermeability. In addition, it will allow the reinjection of up to 50 percent of material mined and surface retorted as part of this process.

A demonstration project has been completed to reduce the operator sound level of an underground service vehicle, a personnel dispatch wagon, to go dB(A) or less. The program objective was to implement quieting recommendations made on an earlier study for the USBM n diesel-powered mine equipment. The manufacturer and mine to which the vehicle was going actively participated in the program to ensure a product that was not only quiet, but useful. The key element of the quieting package is an engine part a1 enclosure, which, with several complementary noise control components, reduced the operator sound level 14 dB, from 101 dB(A) to 87 dB(A). The vehicle underwent a 4-month trial period, with no degradation in the quieting package. Mine personnel reported no maintenance difficulties, and were enthusiastic about the dispatch.

A GaC12--B2 l-eachtng procedure and meEal-recovery method for treating an arsenical Cu-Co sulfide concentrate was developed by the Bureau of Mines as an alternative to smelting, which is no longer considered an environmentally acceptable method for treating arsenic-containing ores. The procedure involved leaching in a CaC12 solution with CaC03 for 96 h at 26 pct solids (concentrate and CaC03), 1150 C, and a pressure of 50 psig (345 kPa) with oxygen. More than 98 pct of the cobalt and 97 pct of the copper were extracted, and 99.98 pct of the arsenic and 99.9 pct of the iron remained in the leached residue. A filtration rate of 2.9 gal/(ft2.h) [118 L/(m2.h)] and a cake formation rate of 36 Ib/(ft2.h) [172 kg/(m2.h)] were obtained by filtering reacted pulp at 1000 C. More than 99 pct of the copper in the pregnant solution was extracted as CuCl2 by golvent extraction with a new copper extractant. Copper was stripped from the loaded organic with a sulfate-chloride solution, which was used as the anolyte for electrowinning of copper in a membrane cell. Copper plate produced was more than 99.99 pct pure and requi.red 0.81 (kW&apos;h)/lb Cu [1.78 (kW·h)/kg Cu]. Cobalt sulfide was precipitated at pH 3 with Ca(HS)2.

LABORATORY research has been started at the Bureau of Mines Morgantown Petroleum Research Laboratory, Morgantown, Va., to investigate the possibilities thermal-recovery methods for producing crude oils of high API gravity found in oil reservoirs of the eastern United States. This bibliography on thermal methods of oil recovery was compiled as a part of the work. Crude oil discoveries to December 31, 1958, in the United States were estimated to exceed 270 billion barrels. Cumulative production of crude oil through 19.55 was about 60 billion barrels, and the American Petroleum Institute estimates that an additional 30.5 billion barrels are economically recoverable by present methods. On this basis, about two-thirds of the oil that has already been found can be classified as economically unrecoverable for lack of a satisfactory method. The rap icily rising costs of proving new deposit; of domestic petroleum, the lack of new discoveries of large oilfields in the united States, and I he growing demand for crude oil have caused an acceleration of research to develop new or improved methods fur producing "unrecoverable" oil in known reservoirs.

[Recovery of core specimens from subsurface formations and their subsequent analysis are important aids in efficient development and operation of oil and gas fields. Core specimen first were obtained mainly for the geologic information they revealed; now they are on analyzed to determine many of the physical characteristics and conditions of the subsurface formations as well. Cores recovered from the producing formations may be analyzed for porosity, permeability, oil content, "connate" water content, and other physical and chemical properties of the formation, all to the end of furnishing enough data for making reliable estimates of the quantity and availability of oil and gas within reservoir and in devising efficient means for their withdrawal.]

The studies previously made on Smelting in the Lead Blast Furnace have dealt with the custom smelter of the International Smelting Co. at Tooele, Utah, and on the smelter of the Bunker Hill & Sullivan Mining & Smelting Co. at Kellogg, Idaho. The International plant may be considered representative of the traditional custom smelter. The lead smelter of the future seemingly will have to treat increasingly richer lead charges. This feature was then stressed in describing the Bunker Hill plant.

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

This circular is the third of a series summarizing the technical problems involved in the production and preparation of sand and gravel. The first, Information Circular 6668, published in December 1932, discussed the problems involved in prospecting and exploration. The second, Information Circular 6689 (March 1933), dealt with the development of gravel deposits. This is part I of a paper designed to present a study of problems arising in the excavation of sand and revel and their delivery to the treatment plant. Other circulars are planned which will discuss preparation of the material for market, plant storage, and miscellaneous subject. Definitions For the purpose of this circular, excavation is defined as the recovery of sand and gravel from developed natural deposits and their delivery to a plant for market preparation.

"INTRODUCTION At various times, North Carolina has supplied small quantities of brown-iron ore to the furnace o the South. Between 1917 and 1920, the quantity reported to the Federal Geological Survey was 126,000 tons. Most of this came from Cherokee County. 3/In furtherance of the program initiated by the Bureau of Mines to develop additional reserve of iron ore during the emergency, the Cherokee County deposits were examined by an engineer 4/ of the Bureau of Mines, and work was recommended on,12 properties.The project was begun in April 1944 and continued intermittently until April 1945, when work was stopped. During this period, eight properties were explored, and an additional property was mapped.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch; Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. An investigation was made to determine the creep behavior of oil shale at elevated temperatures. During the first phase of the investigation, work done on creep behavior of geologic materials was reviewed and triaxial creep tests on oil shale were planned. Tests at temperatures up to 250°C and axial stress up to 3000 psi were conducted at no confinement and at confining pressures equal to 1/3 and 2/3 of axial stress. Wide variations in the elastic properties as well as creep characteristics are exhibited. Creep deformation is more pronounced at elevated temperature but no definite quantitative remarks can be made regarding effect of grade of oil shale due to wide scatter and limited number of data paints. Primary creep can be described by a power law. Secondary creep seems to be an experimental function of deviatoric stress. Teritary creep was not observed within the test duration (24 hours in most tests).

"The kaolin deposits of Aiken County, South Carolina (fig. 1), have been worked continuously since 1852. It has been long known that the deposits contain a high percentage of alumina and that large reserves exist. These facts led to the early selection of this area for examination in the search by the Bureau of Mines for high-alumina clays. An exploratory program was started by the Bureau, and drilling was carried on from June 27, 1942, to October 31, 1942.The kaolin-bearing district occupies an area approximately 25 miles long and 11 miles wide, running northeast, with its center at Aiken, S. C. (fig. 1). Within this district, a triangular area bounded by Horse Creek, Silver Bluff Road, and Hamburg Road was roughly prospected by boring 43 machine and 12 hand holes. As a result of the data obtained, a final smaller area was chosen for more systematic prospecting. This area is bounded by Pine Log, Tewkesbury, Silver Bluff, and Craig Sawmill Roads and covers about 4,000 acres.Mineral exploration agreements covering 11,272 acres were signed by 35 property owners, and 11,956 feet was drilled in 200 holes on these properties.The Bureau of Mines exploration work in the district has indicated 19,514,000 short tons of kaolin, of which approximately 10,000,000 tons would average over 35 percent alumina.The tonnages and grades of kaolin developed by this exploration are tabulated below.All grades of this kaolin average approximately 2 percent Fe203 and 1.5 percent Ti02.This project was under the general supervision of J. R. Thoenen, supervising engineer, Non-Metals Mining Section of the Mining Division, Bureau of Mines, until July 1942. The -project was then under the general supervision of E. J. Lintner and later Rowe McCrae, consecutively district engineers for Georgia, South Carolina, and Florida. The final report was prepared, under the general supervision of V..J. Lynch, chief, Raleigh Branch, Mining Division, by William A. Beck from the original report by the author.Acknowledgment is made for the wholehearted cooperation and assistance given to the Bureau of Mines by the various operating companies in the district. From July 1, 1949, to July 1, 1950, the Bureau of Mines conducted the research and technologic work on coal and coal products that is summarized in this report. The research, described in this fifteenth of a series of resumes, is presented in more detail in publications (see footnote references) that appeared during the fiscal year, though in some cases research data are given that have not been published elsewhere. Results of research in the experimental coal mine, on explosives, and on gas and dust explosions will be found in Bureau of Mines Report of Investigations 4228, Annual Report of Research and Technologic Work on Explosives, Explosions, and Flames, Fiscal Year 1950. An over-all view of our coal, oil, end natural-gas reserves was presented, and the future possibilities for the, production of synthetic liquid fuels from coal were delineated.3/

The use of activated carbon for extracting gold and silver from pregnant cyanide solution and pulp has been investigated many times. The primary advantage of this use of activated carbon is that .the dissolved values can be recovered from slimy ore pulps or from slime portions of ore without settling and thickening or filtering. The loaded carbon is removed from the barren pulp, and the pulp can then be discarded. Activated carbon has been used recently in treating gold ores containing very little soluble silver. When the carbon was loaded with a suitable amount of gold, the silver load was negligible. The remaining problems concerned the removal of the gold from the carbon, the recovery of the gold as bullion, and the reuse of the unloaded carbon. As described in a recent report, a method that solved these problems was developed. The gold-laden carbon was leached with caustic sodium sulfide solution and the gold simultaneously recovered by electrolysis. Both the carbon and the spent solution can be reused. That process was applicable to gold-laden carbon only. It was not applicable to carbon carrying silver, because sodium sulfide does not leach silver from carbon but "fixes" it. It has been necessary, therefore, to develop a modified process for the removal or desorption of both gold and silver from loaded carbon. This modi¬fied process permits the use of activated carbon for extracting both gold and silver from gold ores carrying enough silver to have economical interest or in which silver may be the predominating value.
