Mr. Chairman, distinguished guests, ladies and gentlemen. Thank you for asking me to your conference, with its most fundamental and appropriate topic of 'Investment in Mining'. I must confess at the outset that I am one of those Australians who has rarely visited your fair land of New Zealand. This is in fact only my third visit, with all three related to Institute Conferences, and all much too brief. In so many ways your country provides a counterpoise to ours, despite the obvious disparities in size and population. And I am not only referring to the Bledisloe Cup! We would certainly each be much more lonely without the other, in this strange long-lost corner of the globe û if globes can have corners. Such an important factor in common in our shared heritages has been the mineral industry we have won from our alluvials and our rocks û especially for gold. So much of the major mineral developments which have supplied the world's appetite for metals and fuels in the past two hundred years has come from the countries settled in that period by people from Europe, especially those from the British Isles. So much of the technology for mineral and metal extraction has come from the skills of those people in New Zealand and Australia. And so much of the further development of metal processing and manufacturing of productive equipment has come from those people and from their cousins throughout the world. It is, I believe, a fair question to ask why we have failed to build on those early and considerable successes, and why we have in so many ways apparently been so content to allow others to add value to our raw materials, and to take our technological developments on to levels far beyond those that our domestic markets could sustain.

Effects of DA as a Grinding Aid on Selective Grinding of Low-Grade Bauxite Effects of DA (a copolymer of acrylic acid and acrylamide) as a grinding aid on selective grinding of low-grade bauxite were investigated in this study. The addition of DA into the grinding system enhanced the selectivity of grinding and increased the A/S ratio in the coarse fraction of ground product, leading to improved throughput of grinding mills and alumina recovery. The results showed that DA decreased the viscosity of slurry significantly and hence improved grinding efficiency due to low viscosity at a high slurry concentration. Both the hydrogen bond formation and chemical adsorption existed between DA and the surface of bauxite particles. The adsorption of DA on the surface of bauxite could decrease stress needed for crack initiation and extending during grinding, prevent new-born crack surfaces from rejoining, and promote the expansion of the cracks.

Arrium (previously OneSteel) initiated a desktop study into the performance of its hematite ore beneficiation plant in early 2010. The beneficiation plant utilises jig concentrators and spirals to upgrade low-grade hematite recovered during mining at the Iron Duke (ID) mine site located 60 km south-west of Whyalla. The study, conducted in conjunction with Mineral Technologies, identified a number of opportunities for improvement, which were validated by a series of sampling campaigns and a pilot plant trial. One of the major recommendations was to upgrade the ultra-fines processing circuit from a single-stage spiral circuit to a three-stage circuit. The upgrade of the ultra-fines circuit was estimated to provide a significant increase in fines production and grade.In order to capitalise on the strong iron price at the time of the project, Arrium decided to utilise a fast-tracked approach to design, construct and commission the processing equipment required to achieve the improvements identified. This decision introduced the risk of missing critical steps in the project development process, which could have potentially resulted in major issues in latter stages of the project. In addition to the challenges introduced due to the expedited time line for project completion, this project presented unique challenges due to its brownfield nature. One such challenge faced was the integration of the new equipment and control system software.Furthermore, the importance of the ID ore beneficiation plant (OBP) contribution to the companyÆs export commitments meant the upgrade work had to occur while minimising disruption to normal operation. This decision presented a set of new challenges to an already complex project. One such challenge was the need to build and commission the new spiral circuit in isolation from the operating plant.The aim of this paper will be to highlight some of the challenges faced in a complex brownfield project such as the ID OBP upgrade and discuss how they were managed to enable the successful commissioning of the process in early 2012.CITATION:Selvapandian E and Barr, R, 2013. Highwall stability is a major consideration in optimising opencast mine geometry. It involves assessing the risk of those slope failures that are large enough to have significant cost, safety and/or operational implications. These risks are then balanced against the value of the resource to arrive at an acceptable slope design. Load-deformation models (commonly referred to as ænumericalÆ models) of slopes provide a powerful tool in this decision-making process since they can be verified well before slope failure occurs. This gives the slope designer increased confidence in reviewing designs during excavation, potentially allowing early revision of pit geometry to either increase or decrease safety margins as appropriate. However, these models are not always adopted as they depend heavily on an appropriate choice of constitutive model and material parameters.   A preliminary load-deformation model of a 170m highwall in Solid Energy North (SEN) OperationsÆ Awaroa 4 opencast coal mine in the Rotowaro Coalfield has been prepared. This uses a strain-dependent constitutive model based on laboratory test results, strength parameters developed by SEN and excavation monitoring data. The laboratory testing has included triaxial compression tests on large-diameter fractured samples to characterise the stress-strain response of the closely-jointed soft rock masses that exist in many parts of the mine. Data from the monitoring of a 25m cut made during excavation of a haul road has been used to refine and verify the constitutive model. The resulting highwall model has predicted highwall crest movements corresponding to the excavation of each bench, for comparison with monitored values. Key model outputs are total horizontal movements of about 0.5m near the highwall crest and shear strains of 0.5-0.7% at the locations of potential bedding-parallel shear planes underlying the highwall. Most of the movement is expected to occur as creep rather than as an immediate response to excavation.

The Plumduff sinter occurs at Whenuaroa, near Puhipuhi, approximately 30 km north of Whangarei. It is one of three residual sinters in the southern portion of a mid- to late-Pliocene geothermal system. The deposit consists of many large sinter breccia boulders, including rudrocks (coarse breccias), scattered around the flanks and summit of the small conical hill of Plumduff. Three types of sinter breccia occur: (i) rudrocks consisting of large, angular to sub-angular clasts of layered sinter up to 0.8 m across, as well as smaller clasts of sinter (20 - 100 mm dia), and fragments of stromatolitic structures; all clasts are supported in a matrix of microcrystalline, transparent to translucent to milky quartz; (ii) fragments of layered angular to irregularly mottled sinter of white to grey or bluish hue supported in a translucent to opaque silica matrix; (iii) smaller, matrix-supported breccias with clasts both partially surrounded and/or penetrated, by a clay-like weathering rind, and sinter conglomerates with rounded to oblate clasts. Three principal types of fabrics constitute the bulk of the sinter: (i) stromatolites, including columnar, palisade and filamentous networks, showing progressive silicification, in fenestral, tufted to clotted fabrics; (ii) peloids and pisoids; (iii) plant-rich facies in which various silicified plant species occur in a silica matrix. All fabrics have counterparts in hot spring deposits in the Taupo Volcanic Zone formed at temperatures from 75¦C to 35¦C. Also present is steam-condensate-produced alteration: kaolinite and alunite as well as boulders of quartz lattice texture. Cinnabar only occurs in sinter on the north and south central slopes of the hillside. No quartz veins or geyserite were recognised.

Whilst the wider community is both a large consumer of mineral products and relies on mineral exports for much of the wealth which sustains it, the community generally has a poor perception of the minerals industry.   The role of professionals and The AusIMM in the "New Economy" minerals industry is reviewed. The new structure of The Institute is vital as we move forward in times of globalisation, rationalism, increasing litigation, criminalisation of risk and increased focus on corporate governance. This address looks forward to ways The AusIMM and professionals of the future are positioning themselves for these and other challenges.

Why Rehabilitate? Legislative Requirement Land rehabilitation is a condition of resource consents for mining. Clause 17 (1) of the Resource Management Act 1991 (duty to avoid, remedy, or mitigate adverse effects) provides the legislative basis for local authorities to impose resource consent conditions requiring land to be rehabilitated to approved uses during and after mining.

Titanium and Zirconium Industries Pty. Ltd. separates rutile and zircon from heavy mineral concentrate recovered from sand dunes on the east coast of North Stradbroke Island, Queensland. Separation plant feed is delivered to Dunwich, on the west coast, by a seven mile aerial ropeway traversing the island. Mining and concentration is effected by two floating dredge-concentrators now operating on the beach 31; miles from the aerial ropeway terminal. Heavy mineral concentrate is transported hydraulically from the dredges to the ropeway through a 6 in. pipeline. Six pumps in series deliver 24 ton/hr of dry solids in a pulp containing 13 per cent solids. For maximum economy the transfer pumping system is controlled deliberately to cause transportation in the zone of incipient settlement of solids, ieat velocities below the limit deposit velocity for the particular pipe diameter, pulp density, and specific gravity of solids. Automatic density control, based on a combination of power consumption and pipeline pressure, eliminates the danger of plugging the line but periodic flushing is necessary to remove gradual accumulation of solids in the bottom of the pipe. After 15 months operation the pipeline was descaled with hydrochloric acid to remove severe blistering with rust nodules, regrowth of which is now prevented by continuous injection of inhibitors. After transporting 100,000 tons of heavy mineral the average wear on the steel portion of the pipeline was 0·01 in. and indications are that wear on the asbestos cement portion is less.DESCRIPTION OF OPERATIONSGeographyTitanium & Zirconium Industries Pty. Ltd. (T.A.Z.I.) operates on North Stradbroke Island, some 30 miles southeast of Brisbane, Queensland. This paper examines the integration of risk management into the design philosophy of a project to produce a æzero baseÆ design, which targets a minimum capital cost without adversely impacting upon the operating costs of the resulting plant. The concept of zero base design is similar to zero base budgeting and the desired outcome is to improve the economy of the design. Design requirements are questioned in an attempt to distinguish preference, prejudice and myth from necessity. Where doubt remains a risk management approach is adopted. The key to risk management is not risk elimination, but risk mitigation. Risks can be managed by designing them out, but often this involves considerable capital cost penalties and it is more attractive to accept the risk and design an operating strategy to deal with it. The paper discusses this with some examples of real world risk mitigation strategies that resulted in substantial capital cost savings. The paper concludes that as much as a quarter of project capital costs can be eliminated by a combination of zero base design and carefully crafted risk mitigation strategies.

There are available today many various types of mixing systems, tank types and process liquors confronting the process designer of gold adsorption circuits. This short paper is to give the process designer an insight into the special mixing requirements for resin-in-leach and resin-in-pulp, plus the advantages and disadvantages of the various mixing systems that are available to agitate the required tank shapes. An understanding of the latest developments in this important process area of gold production is addressed and information given on the results of resin degradation in various tank sizes over long periods of mechanical agitation.

The Takasima Coal Mines comprise four islands near the entrance to Nagasaki Harbour, and are owned and worked by the Mitsu Bishi Company.There are several unusual features in the occurrence and working of these coal seams, the steep angle of "dip," the numerous seams of good coal separated by hundreds of feet of sedimentary rocks, the extensive faulting of the strata, and the way in which the coal is won, when so little surface is available for works, and where there is the ever present danger of subsidence of the roof and consequent flooding of the workings by the ocean. The author trusts that short notes on these few points will be of interest to members.The Islands are named respectively Hasima (Extreme Island), Nakanosima (Middle Island), Takasima (High Island), and Yokosima, and are situated about one mile from the main land.

This paper is dedicated to the memory of our friend Peter McKenzie who contributed much to the knowledge of the New South Wales Coalfields.ABSTRACTA fossil river system was recently mapped over parts of the Southern Coalfield, N.S.W. This river system occurs in the roof strata of the Bulli Seam. Sandstone of a fluvial nature was deposited in its course. The sandstone exhibits strong sedimentary vectorial properties and has a marked influence on strata-control in colliery workings.The sedimentary features analysed indicate an approximate S200W flow direction. Petrological studies reveal a clastic, well-cemented sedimentologically and structurally anistropic rock type. Washouts have been found and isopach maps of both sandstone and underlying roof-strata have been compiled. Relevant measurements were carried out in existing colliery workings and on bore cores.Optical determinations of feldspars revealed the presence of plagiocIase feldspars with few exceptions. Most of the feldspars are altered to clay minerals. It was found that a geographical trend exists in the distribution of feldspars, with more basic plagioclase in the northern part of the field.The source area of the fluvial sandstone lies to the north of the Southern Coalfield.Petrofabric analyses were done on several specimens of the fluvial sandstone. In the vicinity of major disturbances, penetrative fabrics were discovered.Calcites (e, 0112), micas (001), and quartz (crystalIo graphic c) show preferred orientations.

The individual or company director who ignores his or her obligations under the Resource Management Act 1991 and under the proposed hazardous substances legislation, ignores them at their peril. Two recent cases in Canada and the United Kingdom concerning environmental offences under similar legislation illustrate the risks well.

Operating well designed and maintained surface mine haul roads is the key to minimising truck haulage costs - in itself a significant component of the total cost per tonne mined. Existing and proposed mining operations are subject to scrutiny, both from the economic and environmental perspectives. In the long run, this scrutiny returns improved efficiencies and leaner, 'greener' operations. The focus of this evolving evaluation process should and will certainly fall on haulage operations - simply by virtue of their contribution to overall cost of operations and sustainability impacts. Whilst the end result - improved efficiency and contributions to resource sustainability - is not in itself problematic, it is the route, or process followed to achieve these improvements that needs to be carefully managed. We can be guided on this journey by our understanding of how a road is designed, and, critically, the technological solutions that can contribute to a company's sustainability initiatives. This paper examines the current state of mine road design and operation, together with the economic and environmental issues associated with under-performance. The paper serves as a basis for evaluating the economic and environmental contributions that technology in road design and management can deliver to sustainable operations. Utilising innovation is the key to long-term sustainability and as a means of positioning the industry for the imminent structural changes to the economy and environment, changes which are now within the operating life of many mines, haul roads and haul trucks.

Most operations, when considering their comminution circuit, are primarily concerned with achieving the desired particle size distribution to obtain adequate liberation for the separation process, at minimum cost. Invariably, the effect the grinding media has on the subsequent separation process (ie flotation, leaching) is not taken into account when selecting the media. This choice is driven by cost rather than metallurgical outcomes. Maximising valuable mineral recovery, with optimum selectivity against gangue minerals, is about good particle preparation. And, particle preparation is strongly related to achieving adequate mineral liberation with the correct pulp chemical conditions. However, the pulp chemistry of a system is largely ignored and relies heavily on pH control and the addition of appropriate reagents (collectors, frothers, activators, depressants). The changes effected by the addition of the various reagents are obtained through conditioning the ground pulp prior to or during the concentration stage, subsequent to grinding. Frequently, reagents are added during grinding with good effect, but the impact of the grinding media on down stream processing is usually overlooked. A number of case studies examining the effect of grinding media on pulp chemistry and subsequent flotation performance were completed on several different sulfide mineral systems (for example, lead/zinc, copper, refractory gold). The evidence suggests that a change in grinding media type from forged to high chrome (ie conditioning the pulp during grinding) resulted in a shift in pulp Eh to less reducing conditions, an increase in the dissolved oxygen content of the pulp and a reduction in the iron species present. The changes have a positive impact on flotation behaviour. The results of the case studies are discussed.

Geophysical methods are useful non-invasive means of collecting subsurface information on the environmental impacts of resource developments. Techniques such as seismic refraction, ground probing radar and magnetics are well established tools for environmental studies of waste disposal sites. Repeat resistivity surveys, gravity surveys, and infrared or multispectral remote sensing hold great promise for monitoring environmental changes. Examples from New Zealand include geothermal field monitoring, which may involve the use of geophysics for .detecting changes of surface thermal activity, hydrothermal eruptions, induced earthquakes, contamination or depletion of shallow groundwater, and subsurface fluid recharge. Other examples include resistivity monitoring of contained effluent disposal ponds, tailings dams and landfills. Experience has shown that care is necessary to identify the natural variability of the parameter measured before drawing conclusions regarding an observed change.

Power Plant. The power for the metallurgical operations is supplied by the company's own power plant, which is centrally situated. Power is also supplied to Metal Manufactures Ltd. and Australian Fertilizers Ltd., both being adjacently situated to this company'sworks.The power supplied is direct current, 250 volts, and is obtained from direct-current generators coupled to turbines and to Belliss & Morcom triple expansion engines.The steam supply is obtained from Babcock & Wilcox water tubular boilers, the fuel used being drawn from the South Coast coal mines.Transport. - The works are connected by standard broad gauge railway to both the jetties and the Government railway. Two steam and three electric locomotives are employed in this service.In addition to its own requirements, transport is provided to Metal Manufactures Ltd. and Australian Fertilizers Ltd.The various operating departments are connected by a 2-ft. gauge railway operated by Jeffrey electric locomotives.Ore Storage and Sample Mill - These departments are connected by broad gauge line to the Government railway and jetties. All material which is railed or shipped to the works from the various centres is weighed, sampled and placed in the ore store, or outside gantries, before being treated.Since the whole of the material received is either purchased or treated on a toll charge, great care is necessary in the weighing and sampling of all the receipts.Assay Oflice--The assay office is divided into several laboratories, where analyses of the various purchased materials and works samples are carried out.

A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Key points addressed include:where the industry is going with respect to risk û methods and considerations,how tunnelling risks are perceived by the industry and legislation,how tunnel constructors and owners can minimise exposure by using proper risk engineering ætoolsÆ, andreflections on best practice methods for transferring knowledge from designers to contractors/operators.
