On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

This paper reports on an innovative professional development program for school science teachers run collaboratively between the Centre for Sustainable Resource Processing and Murdoch University. Ultimately the initiative aims at increasing the pool of school students with strong science and mathematics backgrounds while highlighting the challenging careers available in the mineral resource sector including the gold industry. The program is unique in that it seeks to develop a network of science teachers who may participate in a series of workshops, short courses and tours over several years. The objective is to raise secondary school studentsÆ awareness of potential careers within the minerals sector by exposing teachers to a real life, hands-on look into the mining and minerals resource industry. Though the program includes the breadth of the resource processing sector, the potential value to gold processing is in developing a greater pool of potential employees. The initiative allows teachers to develop a better insight into the practical applications of the theoretical sciences they are required to teach. The evolution of the program from the first trials with Western Australian teachers to the introduction of the initiative to Queensland teachers are reported on. Additionally, the results of a pilot study involving 40 participating teachers are described. This study used a questionnaire and follow-up interviews to gain quantitative and qualitative feedback from teachers. There is evidence that the professional development program has resulted in teachers acquiring a new found appreciation for the application of the fundamental chemistry and physics they teach within the school curriculum. Also reported are associations between teacher participation in this professional development program and changing attitudes towards the industry in a positive way. Finally, there is some indication that these positive teacher attitudes may result in their students developing a better understanding of the diversity and availability of career paths within this industry.

The REFLUX Classifier is used to perform particle separations on the basis of density utilising a set of parallel inclined channels positioned above a vertical fluidised section. In continuous mode, feed enters part way up the vertical section, while fluidisation water is introduced from below. Lower density particles are conveyed upwards and collected in an overflow stream, while high density particles segregate onto the inclined surfaces, settle to the base of the system and empty via an underflow stream. Pressure transducers are used to measure the suspension density in the vertical section. This suspension density is maintained by a pneumatically controlled underflow valve to maintain a target suspension density or ‘set point’.Previously, Galvin et al (2010) demonstrated the significant improvement achieved via a new laminar-shear separation mechanism, achieved by utilising closely spaced inclined channels in the REFLUX Classifier. For the separation of low-density coal particles from mineral matter, a channel spacing of 6 mm proved effective; however, for the separation of gangue minerals from much higher density minerals such as iron ore, the shear-induced lift needs to be even higher. In this paper, we examine the influence of two different channel widths on the continuous processing of an industrial iron ore feed in the REFLUX Classifier. It was found that when moving from 6.0 mm to 3.0 mm channels, the ability of the system to reject coarser gangue material and retain finer high density material across a particle size range from 0.125 to 1.0 mm was increased, resulting in a higher grade product.CITATION:Hunter, D M, Zhou, J, Iveson, S M and Galvin, K P, 2017. The Onemana prospect is located on the eastern Coromandel Peninsula, North Island, New Zealand. Systematic exploration involving surface geological mapping, geophysics, rock and soil geochemistry, reverse-circulation and diamond drilling has identified a number of important features of a fossil hydrothermal system at Onemana. This relatively intact gold mineralised system is hosted within a sequence of rhyolitic volcanics and volcaniclastics, overlain by lake sediments, sinters and hydrothermal eruption breccia. The system lies within a graben/half graben bounded by major NE-trending faults which form the approximate boundaries to hydrothermal alteration. Rock and soil geochemistry indicate a broad zone of anomalous gold, silver, arsenic, mercury and antimony. Overlapping elevated rock and soil gold anomalies indicate strongest mineralisation occurs over two zones of hydrothermal brecciation named 'Breccia Knob' and 'Western Ridge'. Geophysical data obtained from Gradient Array Resistivity and Ground Magnetics have been used to produce anomaly maps. The terrain corrected resistivity plot shows a number of well defined linear resistivity anomalies which are believed to represent large silicified and quartz veined bodies at relatively shallow depths. The strongest of these anomalies correspond with 'Breccia Knob' and 'Western Ridge'. Reverse-circulation and diamond drilling targeting these resistivity and geochemical anomalies has confirmed wide intervals of quartz veining, silicification and gold mineralisation. Petrologic data based on drill samples indicates the existence of a laterally extensive gold bearing epithermal system. Hydrothermal alteration is thought to have been caused by strongly convecting, two-phase (boiling), near-neutral chloride fluids which persisted at high temperatures (170 - 220¦C) to the paleosurface. A geological model is postulated of a large, complex, hydrothermal system developed in a shallow lake or marginal lake environment created by rifting and graben development within a recently extinct rhyolitic volcanic centre. Geothermal activity alternated between relatively quiescent periods of unrestricted fluid upflow and sinter development interspersed with violent hydrothermal eruptions caused by near surface silica capping and overpressuring above a major fluid conduit centred under 'Breccia Knob'.  Opportunities for precious metal mineralisation are evident from drilling to date. Upflow of near-neutral chloride fluids to shallow depths favours the presence of strongly mineralised stockworks at relatively shallow depths. Periodic hydrothermal eruptions would have caused fracturing and rapid depressurisation of the hydrothermal system, strongly favouring the precipitation of gold from solution both near surface and within feeder-vein systems at depth.

Any hypothesis for the origin of the Otago gold-quartz lodes must account for the following observations. 1. Southeast of Glenorchy, where the schists hosting the lodes are comparatively unaffected by Neogene Alpine Fault deformation, the dominant strike of the vein systems is NW-SE, parallel to the axis of greatest post-metamorphic uplift in the Otago Schist belt (Paterson, 1986). 2. The lodes are fault-hosted, with some developed along steep, low-displacement normal faults (eg Barewood, Bendigo, Nenthorn), implying NE-SW extension, and some developed along low-angle thrusts (eg Macraes) implying, in apparent contradiction, NE-SW contraction (Teagle et al, 1990). 3. The mineralising fluid was of metamorphic origin (McKeag and Craw, 1989), but while some of the lodes developed in a mesothermal environment at considerable depth (eg ~10 km for Macraes), others appear to have formed at very shallow depth (eg <1 km for Nenthorn) (Craw and Norris, 1988). 4. The timing of the mineralisation is generally poorly constrained but postdates the main Rangitata schist metamorphism. It probably initiated during early Cretaceous exhumation and unroofing of the schist belt (140 - 120 Ma?) and may have continued well into the Tertiary (Craw, 1989). Estimates for the relative ages of the different lodes are largely speculative but, based on pressure estimates from fluid inclusion studies, Macraes likely represents the deepest and oldest lode system while Nenthorn (just 12 km to the southwest) is perhaps the shallowest and youngest (Craw and Norris, 1988).

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Brunswick Mine, one of the largest underground zinc mines in the world, is scheduled to close in 2010 after almost half a century of production. All mines eventually close; some suddenly as a result of unsustainable economic or technical conditions and others, as in our case, as a result of the depletion of the orebody. When the mine is the most significant employer and an economic driver in the region, it is key that the closure is handled in a planned, communicated, well-executed fashion. The following paper documents strategies, plans and activities that are currently taking place in order to ensure a seamless closure that satisfies all stakeholders including employees, management, regulatory bodies and the public. It is an important deliverable for the company that the good will, credibility and reputation that has been built up over the years is sustained throughout the closure process and beyond. A life of mine labour agreement with the unionised workforce, staff retention and recruiting programs, regulatory closure plans, communications and transition adjustment activities will be discussed. The use of a stage-gate style project management tool analysing the risks and key deliverables will be highlighted. It is hoped that the concepts and approaches discussed here may be of value to other operations that will be faced with closure, and its inherent challenges, in the not too distant future.

The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

This paper casts a light on the sometimes murky world that lies between base metals product æout the gateÆ, and money in the bank. Whether your base metals are leaving the mine as a refined product, or as an ore or concentrate, the generally accepted method of value determination is a London Metal Exchange price, usually measured at some point after the material has left your control. In this paper, the structure and operation, regulation and the reasons for the use of the London Metal Exchange are explored. In addition, the risks and opportunities that terminal market pricing provides to mine managers are explained, with particular reference to hedging. The paper also deals with the structure of the sales contract, including management of shipping issues, agreement of delivered quality, documentation and administrative issues. The selection of counterparties, the role of traders in the market and the growing influence of China and India as base metal consumers and competitors are also addressed.

Most mining operations have been happy to live in blissful ignorance of what their equipment is really capable of. Shareholders have been shown increasing tonnes output per employee (due to rationalising employee numbers). It is now known that the best practice for large mining trucks is 52 per cent higher than average or best practice for excavators is 41 per cent higher than average, or 38 per cent in shovels or 35 per cent with draglines, etc. The data is available. The bell curve of performance is flat. Substantial underperformance is rife. If you are working in or supplying equipment or services to one of the majority of operating mines that donÆt achieve best practice surely you want to know why. Or maybe you donÆt? For many mining people this sort of knowledge could be dangerous to their career so keeping the MD or CEO in the dark is a good option. Many suppliers donÆt want the performance of their equipment benchmarked? Mining consultants donÆt have the data so they are happy to keep guessing. Unfortunately, many Business Improvement or Business Excellence projects are about ticking the participantÆs æcareer boxesÆ. The first step to capacity utilisation is knowing what the capacity is. Even then people and culture will get in the way. People are the biggest hurdle to capacity utilisation. This paper will discuss what the mine of the future (and today) will need to do to utilise the productive capacity of its assets. It is not just benchmarking. It is not just automation. It is not just technology. It is about engaging those people who impact on equipment performance; right from the operator up to the Mine Manager. Doing it better involves a process to facilitate change and a culture which says it is OK to try even if you are wrong.

The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.

The prime objective of geometallurgy is to improve the profitability of mines through the use of spatial models of rock properties that have a significant impact on value. Although a key property is the grade of the component of interest, because it directly influences the revenue from saleable material, increasingly attention is being focused on other attributes. These 'non-grade' variables may have a less direct, but equally profound impact on value, either by reducing potential revenue (eg lowering recovery, deleterious elements, etc) or increasing mining or treatment costs (eg comminution, grindability, throughput, reagent use, etc). Collectively, these variables have been described as 'geometallurgical'. There are three main areas of activity required to realise the value of geometallurgy: 1. acquisition of appropriate data through sampling and measurement, 2. building spatial models of geometallurgical variables, and 3. using these models to optimise value. Each of these is built on the foundation of the preceding step. In building reliable spatial models, it is critical that the amount of error introduced to data by the sampling and measurement processes is understood and quantified, in order that the inherent variability of the component of interest can also be properly understood. Management of the quality of grade variables is now applied (with different levels of diligence and success) across nearly all sectors of the mining industry, not least because of the necessity to adhere to Codes of practice (eg JORC, 2004). The necessity for quality management and at least the broad framework of what to do in practice is reasonably understood by many relevant professionals. There are also a number of tools, including software products, statistical analyses and presentation formats, available for those managing grade data. It is also abundantly clear, that in many cases people have little understanding of why they are doing particular quality control activities, or how to sensibly interpret the results. The same is not true for many geometallurgical variables. In almost all instances the authors have seen, the magnitude of sampling and analytical/measurement error variance embedded in geometallurgical test data is untested and unknown. This is partly because until relatively recently, metallurgical data has mainly been collected for the purpose of process and mill design, with few, expensive tests carried out on 'average' samples of the orebody. Increasingly however, there is a move towards collection of much larger data sets from spatially distributed sampling, and thus a growing necessity to understand the errors inherent in both sampling and analysis of these types of variables, and how to manage them. In order to understand how the quality management practices applied to grade variables can be extended to geometallurgical variables, it is essential to understand the theoretical foundation that supports these practices. This requires an analysis of the concepts that underpin the 'principles of additivity' (Matheron, 1963), the 'theory of sampling' (Gy, 1982, Pitard, 1993), and 'statistical process control' (Shewhart, 1930). Relevant concepts are then integrated to form a foundation to develop methods to improve the quality management of geometallurgical variables. Application of this framework will significantly increase the integrity of geometallurgical data, the reliability of geometallurgical models and ultimately the value derived from implementing geometallurgy. During a mineral exploration program in an environmentally sensitive area nearMount Painter in South Australia, a helicopter was used to position, construct and service drilling rigs in order to avoid the need to create new access tracks. The drilling program was designed to optimise the advantages of natural landforms in order to minimise the environmental impact of site construction and drilling activities. This minimisation of land disturbance reduced the required amount of rehabilitation measures to the extent where all impacts of the helicopter-supported programme had disappeared within 12 months of completion of work.
