Laboratory and field work on the use of wetting agents for suppression of colliery dust is described. Although the results were inconclusive they were not discouraging and further investigation is required. The use of certain wetting agents may constitute a healthhazard.INTRODUCTIONCoal dust presents explosion and health hazards to the coal mining industry. The problem of dust suppression is particularly acute where water alone is unsatisfactory for this purpose. Introduction US dependence on external energy sources is dangerous because of unstable political situations existing in key energy exporting countries. So, recent national energy policies call for increased reliance on domestic energy sources. Coal ranks as the most feasible domestic energy source due to its abundant reserves and continental distribution. But to efficiently extract these coal reserves, huge sums of capital funds are needed. Due to the depressed economy, lenders of capital funds are forced to be more stringent with loan applications. This results in fewer loans granted. In many cases, it is uncertain if funding can be obtained. Furthermore, the greatest level of domestic mine financing is expected to be in the coal sector. Demand for capital in the domestic coal industry is anticipated to increase 80% by 1990. The Chase Manhattan Bank in New York warns that these future needs cannot be met by the present capital markets. This article analyzes the current and expected situations of the capital markets available to the domestic coal industry, including: • current and expected future types of financing used in the domestic coal industry; • problems the domestic coal industry may encounter as it seeks capital; and • the future availability of capital funds as concluded from analysis of the first two items. Background Information Regardless of industry, all projects or ventures can be divided into four basic stages: generation; evaluation; selection; and execution. Within the mining industry, one can break down these stages to draw a clear picture of mine development, as shown in Fig. 1. Each successive stage has a corresponding risk level. This risk level defines the type of financing available to the mine operator. Mining Venture Risks A coal mining venture can be characterized by its unique blend of technical and financial risk. As the mine moves through different development stages, varying proportions of each of these risks are encountered. It is these risks that the lender evaluates to determine project suitability. For a coal mining venture, the major complexities generally occur with the technical risk. These include: • quantifying the coal reserves: • assessing the feasibility of the mining method; and • evaluating the design of the wash plant. The reserve risk is gauged by the amount of measured, mineable, and saleable reserves. The greater the latter amounts, the lower the risk. Secure title to the reserves plus title for any surface areas required are also of concern to the banker. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

It is common practice for underground mine plans to be created sequentially, where results from one planning process form the input data for another. While this is practical for manual methods, computerized optimization techniques should consider an integrated approach to creating the global mine plan. This is because optimizing an individual mine planning process, such as stope layouts, introduces a likelihood of increasing costs or decreasing revenues associated with other areas, such as production scheduling, as harmful decisions must be balanced. Considering the interaction and influence that individual underground mine planning processes have on each other during optimization will provide more profitable results than if these are ignored. Optimization techniques for stope layouts and production scheduling are reviewed. An integer programming model is proposed that allows for either integrated or isolated optimization. Both approaches are separately applied to a block model. The results demonstrate the model?s ability to produce optimal long-term sublevel stoping mine plans and the benefits of using an integrated approach. Waste rock facilities (WRF) generally have a large footprint depending on the strip ratio the mine plan provides. Considerable planning is involved during the initial phase of the mine plan regarding the location of the WRF. As the mining operations are commenced the locations of the WRF change accordingly with the variations in the mine plan involving feedback and support from local communities and stakeholders. Waste rock facilities management becomes challenging when the area available for placement is limited due to terrain topography, environmental and permitting constraints. Risks associated in the design of waste rock facilities constitute particle size of rock, chemistry associated with the rock for reactivity and stability of the over all facility. This paper will provide some insights on designing, scheduling and managing a WRF. Emphasis on geotechnical, geophysics and geochemistry aspects of waste rock with reference to design, construction process and scheduling of WRF are also presented. Design improvements in the reclamation slope of WRF for erosion control will be discussed. Continuous improvement (CI) methodology will be introduced in the process of WRF operations. Current practices and future recommendations towards sustainability and consistency in operating WRF will be discussed in conclusion.

The Wolf Creek Upper Narrows Tunnel (Upper Narrows Tunnel) is one of the first major highway tunnel in the United States implementing the use of spray-on membrane for purposes of constructing a double-shell drainage solution between an initial shotcrete lining and a final cast-in-place concrete lining (Figure 1). In the case of the Upper Narrows Tunnel the primary membrane is constructed with a spray-on product manufactured by Degussa, namely Masterseal® 340 FA (MS 340) that has been utilized previously in other tunnel projects. Shotcrete-like in application, but differing in physical properties, MS 340 is now outdated, and is succeeded by Masterseal® 345 (MS 345), a nearly identical product, with improvements in material properties. Tunnel project histories utilizing either MS 340 or MS 345 are discussed and summarized with regard to the respective motives for prompting spray-on membrane selection and the realized benefits resulting from spray-on membrane construction. With an emphasis on the Upper Narrows Tunnel, project summaries discuss details of the aspects of design for spray-on membrane construction methodology as opposed to conventional sheet membrane construction methodologies. It is anticipated that experience gained during the construction of the Upper Narrows Tunnel with respect to other tunnel projects that have utilized spray-on membrane will be of use for future tunnels employing spray-on membrane in drainage solutions.

This Bureau of Mines report describes the development of load cells for measuring compressive loads in timber and lock-bolt support systems commonly used in. coal; metal, and nonmetal mines Design and evaluation is covered in detail to insure a reliable, accurate, and practical instrumentation scheme. The load cells are relatively inexpensive and adaptable to various size support systems. User-oriented procedures are emphasized, and design equations were reduced to a series of nomographs. Laboratory evaluation, destructive testing, environmental testing, and tests to determine the effect of extraneous loads were conducted. Field performance was evaluated in conjunction with ongoing Bureau projects at a metal mine in North Idaho and a coal mine in Utah. Load cells utilizing a titanium alloy as the cell body and weldable strain gages as the strain-sensing components satisfied the basic design and performance criteria, and with minor design modifications, the load cells can be adapted to many mining applications.

This Bureau of Mines report describes a simple fire-retardant treatment for wood. The treatment involves preheating the wood surface at high heat flux (~0.6 cal/cm2 sec) to form an in situ surface char layer (~3 mm thick) on the wood. Laboratory-scale fire tests show that the precharring technique improves the fire-resistance of virgin wood by decreasing and delaying generation of volatile gases through thermal insulation effect of the surface prechar layer.

Keywords: Submerged-arc furnace, plasma furnace, d.c. furnace, scale up, Søderberg electrodes, smart grid, demand side management, load shedding This paper argues that the scale up of furnaces and the supply of electricity are going to be two major issues that will affect the ferro-alloy industry in the near future, and that economic factors will drive this development. The most common type of furnace for producing ferro-alloys at present is the submerged-arc furnace with three electrodes, fed from a three-phase a.c. electrical supply. The scale up of this technology has now reached a fundamental constraint, which is caused by the electrical reactance of the secondary circuit. If the economy of any further scale up is to be achieved in the future then a different technology will have to be used. The supply of electrical power in future is likely to become a more complex issue than it is at present. Existing submerged-arc furnaces tend to run at fairly steady loads, but the ability to swing the load under demand-side management may offer advantages, and may allow a furnace to get cheaper power from the organisations that supply this power. This will have to be counterbalanced against the nuisance factors incurred by having a varying load in the operation of the furnace. Various options are therefore discussed in this paper. The possibility of scale up of Søderberg electrodes is discussed, as well as the use of d.c. power and multiple electrodes. Some of the issues with load swinging are also examined. A particular scenario is also briefly presented to show that considerable further scale up of ferro-alloy furnaces is still possible.

The Manto Verde mine is found in the coastal ranges of the Atacama desert, 1000 km north of Santiago, Chile . The deposit is a fault-breccia specularite-oxide copper mineralisation hosted by the Jurassic andesites of La Negra Formation. It is located in a tensional fault that joins twoparallel arms of the Atacama Fault. The mine is in feasibility study: reserves are of the order of 60 Mt at 0.9 wt per cent soluble copper; mining will be undertaken at a rate of 11 000 tpd utilising an open pit and the ore will be heap-leached with acidified sea water, with copper recovery and by SX/EW.

The Bureau of Mines annually canvasses the peat producers in the United states and publishes economic data on the peat industry, based upon reports submitted by producers. This publication lists all producers that reported commercial production to the Bureau for 1960 and presents data on individual plants. The companies named herein represent virtually all commercial producers, although a few small companies may not have been canvassed as the industry has many small operations that operate intermittently. Output of the various companies listed ranged from a few tons to more than 50,000 tons. Peat is included in the Bureau's annual surveys of the mineral industries because peat is classified as a mineral fuel. Although none is used for fuel in the United States, peat is a potential source of energy and ranks as one of our large mineral resources. The domestic peat industry sells peat, chiefly, for use as a soil amendment for general soil-improvement purposes. During the past decade the industry has expanded rapidly with operations increasing from 45 in 1947-494/ to 115 in 1960. Output during this period has more than tripled, increasing from 131,782 short tons to 470,889 short tons.

"7.1. Glossary of the Platinum-Group Minerals7.1.1. IntroductionA glossary of the platinum-group minerals (POM) serves as a useful introduction to a chapter on their mineralogy. Earlier glossaries (Cabri, 1972, 1976) were prepared for different purposes and composed in a different manner. As for most mineralogical textbooks, from Dana's System of Mineralogy, 3rd Edition (1850) , to Fleischer's Glossary of Mineral Species (1980), this glossary is primarily a chemical classification, arranged here in two tables. Table 7.1 groups the mineralforming compounds of the six platinum-group elements (POE) according to their essential anion(s) or according to the nonPOE element in intermetallic compounds. Table 7.2 is a similar listing for the native metals and alloys of the POE. Both tables include unidentified POM considered to be bona fide new minerals requiring additional study for complete characterization and recognition (see Chapter 9*). Some information on the chemistry of the POM is given in the sections on X-ray data (7 .2) and ore microscopy (7 .3). Because the overwhelming majority of POM have been characterized by the electron microprobe, a more detailed account of representative analyses is given in Chapter 8**. The total POM listed in Tables 7.1 and 7.2 is about 100, after deleting some which would not qualify as discrete species if found today, but which are still recognized on historical grounds; e.g. iridosmine, osmiridium, platiniridium. Tables 7.1 and 7.2 also include 28 unnamed POM; included because they are considered to be probably new species (Cabri 1981 b). The referral scheme for unnamed minerals is the same as in Chapter 9. There are considerably more palladium minerals known than other POM; the proportion of total species (listed in Tables 7.1 and 7 .2) for the POE is: Pd 48%, Pt 21 o/o , Ru and Ir 9% each, Rh 8% and Os 5%. These proportions are in marked contrast to the estimated cosmic abundance, as compiled for average type C1 chondrite by Naldrett and Duke (1980): Pt 29%, Ru 20%, Pd, Ir and Os 15% each, and Rh 6%."

The subsurface generally consists of highly weathered sedimentary rock. A comprehensive instrumentation program is implemented to monitor the behaviour of the foundation system throughout the construction period of the superstructure. Instrumentation observations are highlighted in the second half of the paper.

Introduction The issue of coal mining safety plays an important role in the United States' growing dependence on coal to supply its future needs. This article will address the federal government's role, principally the US Bureau of Mines, in meeting this challenging growth and demand while reducing the social and economic costs attributed to injuries and fatalities in underground mining. Some interesting facts and projections with respect to the nation's energy picture will be discussed. This includes the distribution of its reserves and the projected role of coal in the energy and economics of the nation's future. Underground mining will continue to be an important means of providing this coal. The author will discuss how the Bureau of Mines' research program addresses the problems of health and safety that grow out of the demand for more coal. Future projections First, a synopsis of salient facts and projections concerning the US's situation with respect to energy and the economy. Figure 1 depicts the relative quantities of recoverable energy reserves in the United States by their type. Most people are aware of the nation's use of oil. We hear a lot about natural gas. And we are aware of the controversy over the use of nuclear energy. But, while looking at Fig. 1, the question becomes, "Where will our fuel to meet the demand for energy in the future most certainly have to come from?" With 82% of the nation's recoverable fuel reserves being coal, the answer is irrefutable. Coal will be that source. Figure 2 is the present market for coal. It shows that 77% of the coal mined goes to supply electric utilities. Therefore, the coal industry as a whole is most sensitive to the trends and demands for electricity. It is less affected by what happens in other markets, such as export and direct industrial use. In fact, the coal industry is three times more sensitive to the electric utility market than to all other markets combined. Therefore, the trend in the demand for electricity must be examined. Electricity demand is expected to increase steadily over the next 15 years. It is projected to grow from its present 2.3 trillion kWh per year to 3.5 trillion kWh per year by the year 2000. The fuel to supply this increase in demand must come from somewhere. The question is "How much of this extra fuel will be coal?" Although the demand for electricity is predicted to increase, the demand for coal does not necessarily follow. Coal must maintain its fraction of the energy sources used for electricity generation if its demand is to increase at the same or greater rate as electricity. Except for a near-term dip in demand due to a slight increase in nuclear capacity, the domestic electric generation accruing to coal will go from 56% in 1985 to more than 60% in 2005. Thus, the predicted trend is for coal to become a larger part of the fuel mix for electric power generation. Similarly, looking at the most recent forecast for total coal consumption trends, it can be seen that for electric power generation alone, the coal industry must be able to supply an additional 316 Mt/a (348.5 million stpy) by the year 2000 (Fig. 3). It must be stressed here, though, that without significant improvements in mining safety, it can also be easily predicted that injuries and fatalities will increase in proportion to the increase in coal production. Will society consider that acceptable? This author does not believe so. Figure 4 examines the effect of coal prices on the price of electricity. The projections show that the already high proportion of fuel cost will become a greater fraction of the consumer price for electricity. Specifically in 1985, 36% of the price of electricity was the cost of the fuel. In 1995, 46% of the price of electricity will be the fuel cost. That implies that the price of coal will have an increasing influence on the consumer price for electricity. Thus, as coal is used more to generate electricity and as fuel becomes a greater

Abstract - The presence of fine-grained mineral intergrowths, the complex distribution of deleterious minor elements, and the variable base-metal contents in some assemblages commonly pose technical problems for the processing of volcanogenic massive sulfide ores. The beneficiation of most massive sulfide ores from the Iberian Pyrite Belt requires extremely fine grinding to liberation sizes of K80 = 15 µm to 25 µm. For several deposits, mapping of the ore types and metal zoning patterns has shown that the different ore types are distributed as ore lenses within the massive sulfides. Mineralogical, textural, and metallogenetic studies have provided an understanding of the distribution of both the vertical and the horizontal metal zonation in the orebodies. Because the efficiency of ore processing is affected by ore textures, and because the same mineral commonly has different textures and varies in chemical composition, a relationship between textures of the feed and the middlings must be established for all ore types defined at the deposit scale. Quantitative mineralogical methods have been developed to provide, on a timely basis, the information needed to optimize the concentration processes for the massive sulfide ores at the Aljustrel and Neves-Corvo deposits, Iberian Pyrite Belt, Portugal.

This paper is intended to give a general review of current gold extraction technology for free-milling or non-refractory auriferous ores. Fundamental process concepts and some of the differences between the current technologies is referred to. Typical flowsheets and layouts are provided and it is demonstrated that technology for extracting free-milling gold is relatively simple. For environmentally sensitive areas such as encountered in New Zealand relevant cyanide decay and destruction technology is also discussed. Brief mention is made of some likely future innovations. Finally reference is made of New Zealand's previous significant contribution to gold extraction technology. These contributions were pioneering ranging from the cyanide leaching of gold to adsorption by carbon and precipitation by zinc. New Zealand has not allowed its potential gold projects to develop at a rate commensurate with the rest of the world thereby stifling its renowned innovative approach in this technology. It is time for New Zealand mining to recognise its unique opportunities in developing gold extraction technology and again take a rightful place in leading the way.
