The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

The Bureau of Mines, U.S. Department of the Interior, has investigated the extraction of alumina from domestic kaolin clay by leaching with boiling 26 wt-pct hydrochloric acid. Acid leaching of crushed calcined kaolin feed yields slurries that are slow settling and difficult to filter because of the presence of fine particles generated in crushing, calcining, and leaching. Laboratory research showed that tumbling and moistening crushed raw kaolin on a pelletizing disk caused the fines to agglomerate on the surfaces of the larger particles, while the sharp edges and corners of the larger particles were rounded off. Minus 16-mesh crushed raw kaolin was misted on a 36-in-diam, 8-in-deep pelletizing disk at rates of 175 to 250 lb/hr, and was calcined in either a rotary or a fluidized-bed calciner; negligible degradation occurred. The physical properties of the misted calcined kaolin were evaluated in the leaching system of the clay-hydrochloric acid miniplant. Only minor attrition occurred during leaching, and the slurry was readily filtered on a continuous belt filter.

Este trabalho apresenta a análise, o projeto e o desenvolvimento de um manipulador robótico industrial de baixo custo para linhas de produção. O aparato proposto possui potencial para contribuir na melhoria das condições de utilização de células robóticas no cenário industrial nacional, auxiliando na superação dos desafios existentes na implantação de células robóticas por pequenas e médias empresas, nomeadamente, custos de implantação, manutenção e reprogramação/reconfiguração. O manipulador robótico industrial foi projetado considerando uma estrutura metálica leve de baixo custo, com elementos mecânicos de precisão média e não dedicados, facilmente encontrados no mercado nacional. Além disso, o manipulador robótico foi projetado para ser capaz de alcançar velocidades médias provendo tempos de ciclo de operação quase equivalentes aos apresentados por robôs polares articulados convencionais, nas mesmas aplicações. O sistema de controle foi concebido para não empregar o dispendioso sistema convencional de hardware centralizado de controle de eixos, sendo esta operação realizada por algoritmo computacional executado no mesmo PC responsável pela gestão e integração dos processos. Assim, a operação emprega dispositivos acionadores descentralizados considerando o envio dos sinais de referência diretamente aos acionadores, possibilitando a compensação das restrições dos esforços da estrutura com recursos de suavização de trajetórias. A integração com o usuário foi projetada para possuir uma interface gráfica de manipulação amigável e que permita facilmente os processos de operação, manutenção e de reconfiguração. Fornecendo ainda, recursos de supervisão, histórico de falhas e assistência remota. Por fim, um protótipo do manipulador robótico industrial proposto é apresentado demonstrando as principais características construtivas e operacionais.

Laboratory studies indicate that the specimen size influences the compressive strength of coal significantly. In the past, the diameter/height ratio of coal and rock specimens with different geometry and its influence on failure characteristics was discussed (Khair, 1993; Khair, 1994; Khair and Xu, 1994). In the current attempt, tests are designed and carried out under uniaxial condition in the laboratory to investigate the influence of specimen size. Cubical specimens of coal with edge dimension ranging from 5 cm (2 in.) through 20 cm (8 in.) were prepared according to the standards and tested uniaxially. Results show that compressive strength of coal is dependent on specimen size until certain level and later the change in specimen size would not yield significant change in compressive strength. Cubical specimens were chosen for testing because they are not only in close resemblance to underground pillars, but they are also the most stable shape under loading. The failure characteristics of these specimens were analyzed and their applicability to pillar design aspects in coal mines is studied. A detailed analysis of the physical and mechanical properties of the tested coal seam is also presented.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. "INTRODUCTION The fuel requirements for industrial and domestic consumers in New England, in normal times, are supplied almost entirely by fuel oil, anthracite, and bituminous coal. A shortage of these fuels occurred during the war. This shortage was caused by (1) The diversion of oil to military uses; (2) the use of railroad and boat facilities that ordinarily would transport coal for the transportation of war materiel; (3) the inability of coal mines to apply the increased demand for coal which resulted from the conversion from oil to coal by domestic and industrial consumers; and (4) the increased demand of war industries for coal. Because of this critical fuel situation, an investiga¬tion was made of possible sources of fuel nearer to points of consumption in New England. Meta-anthracite, which is a satisfactory fuel for some purposes, had been mined in Massachusetts and Rhode Island many years ago. However, the introduction of freer-burning anthracite and bituminous coal into New England markets resulted in the abandonment of these mines.The coal mined in the vicinity of Portsmouth on Aquidneck Island, Newport County, R. I., had been used successfully for smelting copper ore and for fuel. It is reported that this coal is less graphitic than the material mined at Cranston near Providence, R. I. The coal is meta-anthracite and does not burn freely. However, improved equipment for burning coal has been developed, and if minable reserves of meta-anthracite should be found, methods of burning it probably could be devised.The purpose of this investigation was to determine sources of additional fuel. Since meta-anthracite mined at Portsmouth had been used with some success, an investigation was undertaken to determine the characteristics and continuity of the beds in this area."

The National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted a joint survey to determine the range of coal particle sizes found in dust samples collected from intake airways of US coal mines. The last comprehensive survey of this type was performed in the 1920s. The size of the coal dust is relevant to the amount of rock dust required to inert the coal dust, with more rock dust needed to inert finer sizes of coal dust. Dust samples were collected by MSHA inspectors from several mines in each of MSHA's 10 bituminous Coal Mine Safety and Health Districts. Samples were normally collected in several intakes at each mine. The laboratory analysis procedures included acid leaching of the sample to remove the limestone rock dust, sonic sieving to determine the dust size, and low-temperature ashing of the sieved fractions to correct for any remaining incombustible matter. The results indicate that particle sizes of mine coal dust in intake airways are finer than those measured in the 1920s. This finer size coal dust in intake airways would require more incombustible matter to be effectively inerted than the 65% incombustible specified in current regulations.

This Bureau of Mines report is a background study of the International Tin Agreement. Attempts at stabilizing the tin market prior to the agreement are detailed, as well as the conditions and negotiations that set up the agreement. Details of the five consecutive 5-year agreements beginning in 1956 are presented, with emphasis on membership and the agreements' primary tools: the buffer stock and export controls, Attention is focused throughout on the United States activities during the period, especially with regard to its strategic stockpile, and its involvement with the agreement culminating in its membership, for the first time, in the fifth agreement beginning in 1976. Considerations leading to the U.S. decision to join are detailed, and U.S. activities in the negotiations for the sixth agreement are presented. The status and outlook for the agreement are discussed, and evaluations of the effectiveness of the agreement and its components are reviewed.

To improve rock-burst control in deep vein mining, a field demonstration has been carried out by the Bureau of Mines to test a new rock-burst control concept--rock preconditioning in advance of mining. The procedure is to fracture the major rock-burst-prone zone during the development of each level before production mining. This allows initial mining to begin in a preconditioned zone and later mining from the level below to end in a prefractured or preconditioned pillar zone that is relatively burst-free. This full-scale field demonstration was carried out On the 7700 level of the Hecla Mining Co.'s Star-Morning mine. An expected burst-prone zone along the main vein between 7 and 10 crosscuts, some 250 feet long by 40 feet above and below the level, was preconditioned by blasting a fanlike ring of drilled holes from each crosscut. The drill holes, up to 100 feet long and 4 inches in diameter, were loaded with high explosives and shot. About 4,550 feet of drilling and 9,000 pounds of explosives were involved in the effort. Comparison of preshot and postshot data from monitoring instrumentation indicated that the blasting did fracture the rock in the planned zone and did result in an immediate stress decrease and softening of rock. The field data compared favorably with predicted results from a finite-element computer model simulation of the destressing. Based on observations made during mining and on the data from the Hecla rock-burst monitoring system, there is no doubt that this preconditioning in advance of mining demonstration resulted in much-improved rock-burst control during first-floor mining. It was also concluded that preconditioning the vein was more effective than preconditioning the wall rock.

A comprehensive survey of mine seismicity and rock bursting during development of two sublevels at the Lucky Friday Mine, Mullan, ID, USA, was conducted to better define rock failure mechanisms and sources of ground control hazards. Survey data included rock burst damage reports, seismic event locations and magnitudes and, for the most energetic events, first-motion information. Several subsets of this database, including large seismic events, rock bursts, and microseismic activity near the face, were analyzed. Elements of the large-event and rock burst data sets were nearly independent. That is, there was no relationship between the risk posed by a seismic event and its energy, although such a relationship is well established for the mine as a whole. All data sets showed that certain geologic features appear to control the spatial distribution of events and the spatial distribution of rock burst risk. The data also suggest that, within the scope of this study. the greatest risk of injury occurs when a pocket of heightened rock burst risk is first encountered and that this risk is controlled when miners adapt their practices to these conditions. Recognition of the role of particular geologic features in the spatial distribution of rock burst hazards provides an opportunity for anticipating, rather than only reacting to, a changing level of rock burst hazard- However, much work will he required to make good on this promise.

The new Woodrow Wilson Bridge (WWB) will replace the existing bridge over the Potomac River to connect Alexandria, Virginia to Prince Georges County, Maryland. The new WWB will extend approximately 1.1 miles across the river, with a 367-ft long bascule span in the main river channel where the water depth is about 36 ft. The subsurface soil profile consists of up to 50 ft of a soft organic silty clay layer that is very vulnerable to scour, underlain by a deep deposit of hard sandy clay. Foundation construction in the Potomac River required the use of cofferdams to allow structural concrete work to be performed in the dry. This paper will the present the types of cofferdams used to construct the foundations for the WWB replacement project. The bridge is primarily comprised of fixed spans in relatively shallow water and a bascule span over a navigation channel in relatively deep water. Foundation construction included the installation of 48? to 72? open end steel pipe piles and cast-in-place concrete pile caps. To achieve the desired bridge appearance, pile caps were required to extend below the water surface and below the existing river bottom in shallow water locations. Conventional steel sheet pile cofferdams with tremie concrete seal were used to construct fixed span, shallow water piers. Selection of deep water bascule span foundation cofferdams was governed by several factors including contraction scour, environmental considerations and cost. Potomac River cofferdams, i.e., relatively shallow depth cofferdams that are supported by the foundation piling were selected. This cofferdam system provided a shallow profile which minimized contraction scour and the amount of filling in the river. Design issues include load selection and cofferdam stability in very soft alluvial soils. Construction issues include erection sequence, tremie concrete mix design and placement procedures.

To minimise ore dilution induced by blast movement in surface mines it is necessary to quantify such movement. This will allow more accurate location of the grade boundaries on the surface of a blasted rock pile before excavation. A method has been developed and tested for measuring accurately the direction and magnitude of subsurface blast movement, using a caesium vapour gradiometer and a real-time, differentially corrected global positioning system to locate the pre- and post-blast positions of magnetically enhanced target objects placed in blastholes inside a bench. The procedure does not necessitate disturbance of the blasted rock and the movement information is available sufficiently quickly to allow for modification of the selective mining boundaries for each surveyed blast. It was found that the maximum depth of target detection was 18 m and the overall accuracy was plus or minus 1 m horizontally and 1.2 m vertically

An accurate measure of the earth's magnetic field can be made in a few seconds with the portable proton precession magnetometer. Such an instrument increases the applicability of the long successful method of magnetic prospecting for minerals. As an example of the usefulness of the proton magnetometer, a survey over volcanic rocks near Apsley (Tas.) was made.INTRODUCTIONA completely portable magnetometer whose operation is based on the free precession of polarized protons in the earth's magnetic field, is now available on the market at a price competitive with magnetometers based on the classical physical principles. The ease, accuracy, rapidity, and reliability with which measurements of the earth's total magnetic field can be made with the proton precession magnetometer, led to the try-out of the instrument in an actual field problem so as to evaluate fully the capabilities of the instrument. Such evaluation is important, because the history of magnetic prospecting has shown that whenever significantly improved instrumentation has been introduced, prospecting costs have been substantially cut and many areas in which the prospecting costs were formerly considered excessive in relation to probable returns, have become economic mineral prospects. This paper summarizes and emphasizes the potential importance of Canadian rare-earth occurrences, and recommends that efforts to locate and evaluate rare-earth deposits should be increased. Increasing world markets, depending on intensive applied research into the numerous unique and remarkable chemical and physical properties of the rare-earth elements (REE), are developing; their properties and uses are becoming better known; methods of separation are much improved. The REE group comprises a Cerium (Light) subgroup of 7 metals and an Yttrium (Heavy) subgroup of 9 metals. REE are trace elements in many rocks and minerals, and major constituents of more than 50 rare-earth minerals, many of which are difficult to detect and identify. They occur preferentially in acidic and alkaline igneous and metamorphic rocks, including carbonatites, as well as in placer deposits, certain uranium deposits, phosphate rocks and others. The main ores now are bastnaesite (in Precambrian carbonatite), monazite and xenotime (in Recent beach sands) as well as uraninite and brannerite (in Huronian quartz-pebble conglomerate) and loperite (perovskite) and apatite (in alkaline complexes). World resources are summarized. Twenty mines in 1973 produced an estimated world total of about 31,000 tons of contained rare-earth oxides (REO), 19,341 tons of which came from one mine at Mountain Pass, California. A selected fifteen, of 315 or more Canadian occurrences, are briefly described and compared, and their relative merits indicated. Their abundance and variety suggest the possibility of finding high-grade deposits in many geological terranes in Canada.

The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

This report, sponsored by the U.S. Bureau of mines, presents the results of an examination of available safety assessment methods and their applicability to the mining industry. Standard safety analysis procedures were evaluated for relevance to the mining industry and mire operators' needs. The major safety concerns and needs of mine operators were identified through telephone contacts and a visit to a mine site. Safety assessment methods recommended for use by the mining Industry were also investigated for potential adaptability to a user-interactive computer system. Several methods were determined to be Immediately transferrable to the mining industry; these techniques are described in a user's handbook produced as part of this project. The handbook gives detailed instructions on appropriate application and utilization of these methods. Other techniques will require further development before they can be effectively transferred to the mining Industry. These methods, their advantages, disadvantages and resource requirements are described in the final project report. Recommended system safety analysis techniques facilitate an evaluation of total mine system safety and a determination of safety-related interactions among systems within a mine. The application of these methods to the mining industry could result In reductions in both the frequency and the consequences of mine accidents.

"As part of a larger investigation on generation of fines from mining activities and their effect on downstream operations, ore samples from Onaping area stockpiles of Falconbridge Ltd were studied. Batch flotation tests were conducted on the stockpile samples and fresh ore samples to explore the effect of stockpiling on grade-recovery performance. Head grade and particle size distribution of the samples from stockpiles were adjusted so that the samples compared are similar to each other. In additional tests, fresh ore samples were blended with stockpile samples at various percentages, representing 27.4, 50.2 and 81.5% of stockpile samples.The samples from stockpiles produced inferior nickel grade-recovery curves compared to fresh ore. The poorer grade-recovery performance was attributable to two factors. First, a significant dilution effect was observed due to the nearly complete flotation of pyrrhotite. Secondly, while pyrrhotite from stockpiled ore became highly floatable, the same stockpiling conditions caused nickel losses that were attributable to non-floatability of some pentlandite.In the case of blending, there was generally insignificant difference in the nickel grade-recovery between fresh and blended samples when the blending cases involved 27.4 and 50.2% stockpile samples. However, an increase in pyrrhotite recovery was observed for both blending cases. At 81.5% blending case, degraded grade-recovery was significant primarily due to the nearly complete flotation of pyrrhotite. There was a small, but noticeable amount of nickel loss for this case. However, for lower ratios of blending this loss was negligible.The increase in pyrrhotite recovery was partly attributed to its activation by Cu and Ni ions. Formation of a significant amount of elemental sulphur was also apparent from analysis of stockpiled samples. It can be concluded that pyrrhotite is mildly oxidized under stockpiling conditions while part of the pentlandite undergoes a more severe oxidation."

There has been a persistent need to forecast roof falls so that miner’s exposure to hazardous underground environments can be minimized. Several monitoring techniques have been developed and are used today with varying levels of acceptance in the mining industry. This paper examines the potential for monitoring microseismic emissions activity as a means of forecasting roof falls. The use of this activity to forecast roof falls has drawn only limited attention, resulting in a lack of published field performance data. This deficiency is being partially addressed by analyzing data obtained during longwall mining at Moonee Colliery in 1998. The Moonee data base contains a wealth of information concerning roof fall forecast parameters and the seismic alarm criteria used to develop these forecasts. Four seismic alarm criteria were developed and used by Moonee with varying degrees of success. Roof falls were forecasted 73% of the time with average forecast times of 54 minutes. Ninety percent of the predicted roof falls had a warning time, i.e., the time between warning and roof fall event, of greater than 1 minute. The fraction of forecasted roof falls decayed logarithmically as a function of warning time, until only 20% of events were predicted more than 100 minutes prior to roof falls. False alarms occurred in 50% of the warnings. Many of the false alarms were quickly followed by a cessation in mining which could have temporarily halted the on-going failure process. If mining had continued immediately after the false alarms, a roof fall may have occurred soon after. The microseismic activity collected from Moonee Colliery demonstrates that techniques to forecast roof rock instabilities in underground mines are possible.
