Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. "Newmont’s Phoenix mine began gold production in 2006 and has since experienced difficulties in reaching design throughput due to variability in ore hardness. In 2010, a debottlenecking study was conducted, generating multiple options to increase throughput of the existing Phoenix Mill through a series of phased expansions. An option was selected in early 2011 to increase the current concentrator capacity by approximately 25% through two phases. The first phase of the project was the installation of a secondary crushing and screening circuit in order to reduce SAG feed size from a P80 of 6 inches to 2 inches. The second phase focuses on downstream unit operations in the concentrator aiming to relieve existing bottlenecks such as flotation. This paper analyzes the design, commissioning, and operation of a recently installed SAG Pre-crush circuit (Phase 1). The design discussion will focus on concept development, flowsheet design, design criteria, process models, design limitations, and control philosophy. Discussion on the integration of operating data and flowsheet into design during engineering will be presented. Actual operating data of major equipment is gathered from the commissioning and operation of the circuit and compared to the initial design models. Conclusions will be drawn on equipment design factors used during engineering, and the success of model integration into operation. The paper concludes on the successes of the project and where improvements can be made during design.INTRODUCTIONThe Phoenix mine is located within 25 miles of the town of Battle Mountain, Nevada. The mill processes copper, silver, and gold ore. Production started in 2006 and has since struggled to reach the designed tonnage of 33,600 stpd due to the variability in ore hardness. In production year 2010-2011, the Phoenix mill average daily throughput of 33,000 stpd. In 2008, a larger primary crusher (FLS 60/89 gyratory crusher) was installed to operate in parallel with the originally supplied primary crusher (Metso 50/65 gyratory crusher), in order to provide additional capacity upfront in the circuit so that the primary crushing circuit could keep up with the mill.In 2010, a mill debottlenecking study was completed to assess the various options that could be implemented to increase the current mill capacity. The study was completed in late 2010 and contained four tonnages that Phoenix could achieve through various expansion scenarios. A single option was selected in early 2011 to increase the mill capacity from 33,000 stpd to 48,000 stpd. The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) endeavors to provide national and world leadership in the prevention of work-related illness, injury, and death. This is accomplished by using a scientific approach to gather information, assemble and create knowledge, then translate the knowledge and results into products and services. These products and services are then delivered to all personnel who can effect prevention. Obviously, the development and use of instruments to monitor mine roof conditions provides an opportunity to execute that mission. In the late 1990’s, based on observations at a number of underground limestone mines, only a few used roof monitors. Subsequently, NIOSH introduced the Roof Monitoring Safety System (RMSS) as an aid to roof inspection beyond traditional visual and sounding techniques. Initial expectations were that by gaining roof movement information, ultimately roof sag rates could provide indications of eventual failure. During this investigation, RMSSs were installed in 13 underground limestone mines in six states and this paper analyzes the data obtained at three of these mines. This paper also provides an overview of the system, data, analysis, and applications relevant to the RMSS.

Soda roasting of concentrates from Mouat, Montana, was performed in a temperature range of 450 to 650 degrees C and chromium was solubilised by water leaching at room temperature. It was found that high extraction yields of chromium were primarily dependent on the conversion of Cr3+ to Cr6+ during the roasting step, and this was enhanced significantly by simple attrition of chromite particles during this step. Gangue impurities (mainly Si) were more detrimental to Cr extraction than lattice impurities such as Al or Mg. It appears that oxidation proceeds into grains along a preferred crystallographic plane in the cubic lattice of the chromite. The Precambrian Eastern Creek Volcanics comprises spilitic basalts with interbedded sediments and tuffs which were extruded and deposited during Middle Proterozoic time. The rocks have undergone low-grade regional metamorphism.The Eastern Creek Volcanics are approximately 17,000 ft thick and have been divided into four units.The rocks were laid down in a geosynclinal basin elongate to the north. The main structural features are the northerly trending Mount Isa and Gorge Creek-Quilalar fault systems.Major east-west faults cause repetition of the sequence.Copper and uranium mineralization is known within the formation. Copper mineralization is confined to quartz-filled shears anp basalts. Nothing of economic importance has been found in the area though ore deposits have been found elsewhere in this type of environment.

When the opportunity to revisit the region was offered in 1929, as a result of a cooperative agreement between the State Mining Board of Oregon and the United States Geological Survey, it seemed advisable to pay particular attention to this feature of the lodes, in the hope that if the idea of zonal relations was confirmed it might serve as a guide in exploitation.

Upon completion of the 6,200 m (20,340 lineal ft; lft) North Tunnel drive for the Portland East Side Combined Sewer Overflow (CSO) Tunnel project in Portland, OR, the slurry tunnel boring machine (TBM) had to be returned from the Port Center shaft at Swan Island to the Opera shaft at the main mining site for the 2,700 m (8,860 lft) South Tunnel drive. At the Port Center shaft, the main 513-t (565-st) TBM and TBM tailshield were hoisted out of the shaft in two pieces using four 200-t (220-st) strand jacks mounted on a 635-t (700-st) hydraulic boom gantry system supported by Emmert International?s custom gantry tracks designed to span the shaft. After lifting the TBM components out of the shaft, the gantry system loaded the TBM components onto two Goldhofer platform trailers, which then transported the TBM and tailshield to a barge using a roll-on/roll-off method.

Compositional data constitutes a special class of quantitative measurements involving parts of a whole. The sample space has an algebraic-geometric structure different from that of real-valued data. A subcomposition is a subset of all possible parts. When compositional data values include geographical locations, they are also regionalized variables. In the Earth sciences, geochemical analyses are a common form of regionalized compositional data. Ordinarily, there are measurements only at data locations. Geostatistics has proven to be the standard for spatial estimation of regionalized variables but, in general, the compositional character of the geochemical data has been ignored. This paper presents in detail an application of cokriging for the modelling of compositional data using a method that is consistent with the compositional character of the data. The uncertainty is evaluated by a Monte Carlo procedure. The method is illustrated for the contents of arsenic and iron in groundwaters in Bangladesh, which have the peculiarity of being measured in milligrams per litre, units for which the sum of all parts does not add to a constant. Practical results include maps of estimates of the geochemical elements in the original concentration units, as well as measures of uncertainty, such as the probability that the concentration may exceed a given threshold. Results indicate that probabilities of exceedance in previous studies of the same data are too low.

Economic conditions after WorId War II made the recovery of Australian sources of sulphur one of considerable national importance. From 1947 to 1949 an investigation was made of recirculation techniques to produce acid plant grade gas from the Dwight-Lloyd down-draught sintering plant.During 1949 it appeared feasible to produce a gas of suitable 802 concentration and a decision was made to construct a gas purification train and a 150 tons/day contact acid plant. However, a number of difficulties remained in the production of the gases for sulphuric acid manufacture and as a result of research conducted to overcome these troubles the continuous up-draught sintering process was developed.The principal difficulties were:(a:) The down-draught sintering practice, as developed, produced an unusually high metallic lead precipitation in the windboxes. DURING the past few years a marked refinement has taken place in the design of electric power shovels for the mining industry, increasing their digging ability and speed of operation without adding to their total weight. The increase in pay load has been accomplished by a more rigid engineering analysis of shovel design, involving the adoption of new special alloy steels, new sections, and new welding methods. Emphasis has been placed on lightness with increased strength, which is most clearly shown in the front-end equipment where dipper, handle and boom are new in design, material, and construction.

Over the past 5 years the Department of Mining and Metallurgical Engineering, McGill University, has been involved in the performance monitoring of both percussive and rotary drills. Studies conducted in open pit coal and iron ore mines using microprocessor-based research and commercially available instrumentation resulted in the monitoring of at least 6 performance parameters while drilling vertical production blastholes.

The famous Golden Mile of Kalgoorlie in Western Australia was, between 1888 and 19ft, one of the richest and most important gold camps in the world. Annual production, which reached a peak of nearly 1,300,000 oz. in 1903, however dropped to below 400,000 oz. after 1920.Depression seized the camp, and many mines closed down. The output from this old field is now steadily mounting under the stimulus. of a higher price for gold. In 1935 300,000 oz. of precious metal were recovered and the future is bright. Total production from the field is 21,400,000 oz., whereas something like £23,600,000 have been paid in dividends.The Golden Mile has been studied by many geologists. Their somewhat diverse findings were published for the most part in the Australian technical press which, unfortunately, is not sufficiently represented in foreign libraries.The following article is based on an eighteen months' study in the district for Gold Mines of Kalgoorlie Ltd., preceded by four years' experience with almost identical rock types in the, Porcupine district of Ontario. Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

Asbestos fibers are highly fibrous silicate fibers that are distinguished by having a large aspect (length to diameter) ratio and are crystallized in an asbestiform habit that causes them to separate into very thin fibers or fibrils. These fibers are distinct from nonasbestiform cleavage fragments and may appear as thick, short fibers which break along cleavage planes without the high strength and flexibility of asbestiform fibers. Since cleavage fragments of respirable dimensions have generally proven nonpathogenic in animal studies, little data exists on assessing well-characterized preparations of cleavage fragments in in vitro models. "Introduction It has long been recognized by the hot-dip galvanizing industry that the characteristics of the galvanized coating can be influenced significantly by steel and pro cessing variables. Probably the variable of most concern to galvan izers today is steel chemistry. More specifically, the problem is the excessive reactivity of continuously-cast, silicon-bearing steels. In the past, structural steels processed by general galvanizers were in the low-to-medium ca rbon category and contained silicon at either low impurity levels (as with rimmed steels), or less than approximately 0.10% (as with semi-killed steels). The structures of the coatings produced on such steels are characterized by dense, compact layers of delta and zeta iron-zinc alloy phases and a distinct outer layer of eta zinc, which usually imparts a bright shiny appearance to the coating. The presence of silicon in steel, above the so-called semi-killed levels, is known to cause marked stru ctural changes in galvanized coatings. Such coatings are characterized by a relatively thin delta layer, a thick , coarse zeta layer and frequently an absence of the eta layer. The eta phase, comprising zinc which is carried out of the bath during withdrawal of the work, can be consumed by the continuation of the coating reactions until its temperature drops to the solidification point. This results in a dull grey and often mottled surface instead of the usually bright metallic appearance. These galvanized coatings are usually much thicker than coating specifications requ ire and they are usually more brittle and have poor adhesion to the steel. In service, these coatings tend to develop a rust-like discolouration. With the wider use of continuous casting by the steel producers and the associated additions of silicon in this process, the problem is becoming more important and receiving greater attention from the galvanizing industry ."

Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

To extend the life of the Merchants Railroad Bridge crossing the Mississippi River in St. Louis, MO, the owner implemented a rehabilitation and reconstruction project. The Merchants Bridge provides a key link in the transcontinental railroad system. The bridge is of local importance to the Terminal Railroad Association ? providing a link between St Louis and a rail switching yard in Venice, IL. The intent of the bridge rehabilitation is to keep the Merchants Bridge in service, even though the bridge was originally constructed in the 1890?s. The project involved replacing the East and West approach deck truss spans with new deck girder spans. The rehabilitation program required construction of new concrete piers to support the new spans. In order to reduce the track down time to two, ten day single track shutdowns, the specifications required that all foundation and substructure work be completed while leaving the existing spans in place. The preliminary bridge design specified rock-socketed drilled shaft foundations. Drilled shafts proved to be challenging due to working from beneath the existing bridge, a high water table, utilities, a flood wall, and existing rail way lines. The micropile alternative was technically appropriate given the access limitations, shortened the foundation rehabilitation schedule by several weeks, and realized a significant cost savings to the Owner.

Acidic and basic uranium leach plant residues located on the Navajo Indian Reservation, Tuba City, Ariz., were successfully stabilized against wind erosion using a relatively low-cost chemical method. An elastomeric polymer chemical was applied to the dike areas and a calcium magnesium lignosulfonate to the beach areas of three tailings ponds. The water-soluble chemicals were applied with an automated sprinkling system. The stabilization cost was $335 per acre for the 34.5-acre tract.
