This paper presents an overview of the strategy adopted to bring the Ballymoney opencut lignite deposit to an advanced stage of mine design and confidence. Certain aspects of the project differentiate it from the normal Australian experience. These include the thick overlying glacial drift, the proximity to established infrastructure and the wide fluctua- tions in annual lignite demand. The incorporation of these factors in the mine plan are discussed. The deposit area is located near the town of Ballymoney, in Northern Ireland. In July 1986, after winning an internationally competitive tender, Meekatharra Minerals Ltd commenced an exploration programme designed to delineate reserves to supply a 450 MW power station. In less than eighteen months, a complete evaluation was undertaken and a price submitted in December 1987 to the relevant authorities for the supply of lignite. Subsequently, UK government consultants and significant inter- national banks have endorsed the findings. The mining study commenced with the evaluation of various develop- ment strategies, followed by selection of the most viable mining method and equipment. The equipment selected will mine four million tonnes of lignite and eleven million cubic metres of waste each year. In year 15, the waste removal requirement increases to almost seventeen million cubic metres. This results in an average strip ratio over the mine life of three cubic metres of waste per tonne of lignite. The quality of the product delivered to the run of mine conveyor transfer point, based on maximum resource recovery, will include heat content of 8813 kJ/kg (3789 Btu/Ib), ash content of 28% and moisture content of 40%.

"Installation of a 3.6 km long raw coal conveyor in the Balmer open pit was undertaken to improve over-all haulage efficiency. This paper covers the rationale behind this project, system design and construction aspects and initial operating experiences. The majority of the construction work was performed by our own personnel. Where feasible, used equipment was installed to reduce capital cost and facilitate a tight construction schedule.BackgroundWestar Mining Ltd's Balmer Mine is located in the British Columbia Rockies, just outside of the town of Sparwood in the southeastern corner of British Columbia. The open pit mine, which has been in operation since 1969, currently produces about 6 million clean tonnes of coal per year, mostly for the metallurgical coal export market. Run-of-mine coal tonnages total between 9 and 9.5 million annually and waste removal volumes exceed 30 million bank cubic metres.The mine is a truck/shovel operation; loading equipment includes nine electric shovels, five front-end loaders and a hydraulic backhoe. The truck fleet consists of 40 units of 154-tonne, 181-tonne and 315-tonne capacity. The newer 154-tonne trucks are used for coal haulage for which they have been equipped , with tailgates to maximize their coal carrying capacity."

THE first session was held in the small hall of the Academy of Music, on Tuesday evening, February 18th, 1879. The proceedings were opened by the reading, by President Eckley B. Coxe, of the following Address : SECONDARY TECHNICAL EDUCATION. Technical education is a subject to which both the American Institute of Mining Engineers and the American Society of Civil Engineers have of late years given much attention, and deservedly so. We all remember the admirable address of our former President, Mr. Holley, at the Washington meeting, upon this subject, and the very interesting reunion of the two societies in Philadelphia for its discussion. The problem to the solution of which the meeting devoted its attention was, "Shall the practical education of the engineer in the mine, in the rolling-mill, in the workshop, or in the field, precede, be contemporaneous with, or follow his theoretical studies in the technical school ?" I do not propose to add anything to what was so admirably said by so many of our leading engineers on that occasion ; but I shall ask your attention to another question in technical education, which seems to me equally worthy of our consideration, and which, I am sorry to say, has as yet attracted but little attention in this country. It is, "Shall the apprentices (I call them so for the want of a better general name), who are growing up and learning their trades in and around our mines and works, and from whose ranks the master mechanics and foremen of the future must be taken-shall they be provided with some means of obtaining as much theoretical training as may be necessary to enable them properly to understand the various processes and operations that they may be called upon to superintend, and not be obliged to pick up, as best they may, here a little and there a little truth mingled with much error?" In the former case, those who have the ability and industry to avail themselves of the advantages that should be offered to them would fit themselves to become real foremen, men who would understand and appreciate the true engineer and his methods. Of late years the young men of this country who have wished to enter our profession have had great facilities offered to them for so doing ; there have been undoubtedly great improvements in the methods of instruction; and although I am very far from imagining that no further progress can be made, or is demanded, yet I feel sure that

The occurrence and distribution of phosphorus is one of the most important questions with which the steel-maker has to do. Large sums are invested in processes for the removal of this element from ores before they come to the blast-furnace, and much greater sums in freeing the pig-iron from it. Mechanical engineers are becoming more and more critical of the amount of total phosphorus left in structural steel, the tendency being to require that it be reduced to the lowest possible figure. The old maximum of 0.1 per cent. is now considered much too high for first-class structural steel, and demands for 0.03 to 0.01 per cent. are by no means unheard of. The first to speak, in a scientific way, of the harmful effect of phosphorus on iron and steel appears to have been Meyer, who, in 1781, made mention of what we now term "cold-shortness," ascribing it to the presence of this metalloid, but not suggesting any remedy. It is, however, doubtful if a clear idea of this subject was possessed by the scientific world until after the invention of the pneumatic or Bessemer process, in 1855-56. One of the chief obstacles in the way of this renowned metallurgist,—one, indeed, the removal of which was the sine qua non of success,—was the phosphorus in the iron blown. The effect of the phosphorus does not seem to have been apprehended until many and costly experiments had been made, and then the required minimum percentage of it in the iron was secured only by the use of low-phosphorus ores. It was not until '1879-80 that practical success was reached, by the Thomas process, in the actual removal of the phosphorus from the iron. We now know something of the effect of the total amount of phosphorus on iron and steel, but very little as to the effect of the condition of the phosphorus. The state of combination in which

The direct-metal cars or ladles of the Maryland Steel Company have a capacity of 18 tons when filled within 12 inches of the top. On account of this large capacity, the formation of skulls in these ladles is by no means as rapid as in smaller ladles; but a skull once formed is a very unwieldy piece of metal to handle, and especially to remove from the ladle. We have found it cheaper to clean ladles often rather than make very heavy skulls. We aim to keep the ring of chilled metal that forms on the surface of the iron chipped off, so that the skull shall form principally at the bottom until it becomes so thick as to render the ladle unfit for service. Sometimes it happens that a ladle may be held for several hours filled with molten metal. This invariably leaves a large amount of chilled metal in the ladle. Frequently the skull will weigh several tons, and will be of the full size of the ladle inside, with a top crust, having perhaps a hole 12 inches square, through which the molten metal was poured. In order to remove skulls that cannot be easily chipped out with a bar, we use what may be called a skull-extractor, consisting of a hydraulic cylinder mounted in the center of a heavy cast-iron plate, standing vertically on a suitable foundation. Figs. 1 and 2 show the construction and operation of this apparatus, Fig. 1 being a view of the extractor with pistons extended to full stroke, and Fig. 2 a view with ladle in position and pistons about to commence the stroke. in both figures, A is the hydraulic cylinder, B the vertical cast-iron plate, and C the foundation. Although the subject has no practical bearing on the metallurgy of the present day, it may not be entirely uninteresting to note how the art of silver-lead smelting has been, and in a few remote districts of Peru is still practiced by an old method, and under conditions widely different from our own. The subject will be considered under the following subdivisions,. viz.: The general conditions; construction and plan of furnaces;, fuels and ores; method of working; furnace products and slags. The mineral region of Peru varies in altitude from 10,000 to 16,000 feet above sea-level, comparatively few mines being locatedh above or below these limits. The timber-line in the valleys is at about 12,000 feet altitude on the western slope of the mountains, and even there the supply of wood is not sufficient to be utilized as fuel for furnaces. The sides of the mountains are either bare or covered with a hard bushy grass, which is most luxuriant during the latter part of the rainy season, from February to April. Agriculture on the western slope rarely reaches above 12,000 feet, while on the eastern slope its limit is at 14,000 feet; and in either case the height named is reached only in sheltered places. I have been requested to present a paper on the slag from the basic Bessemer process, as prepared for fertilizing. Since Professor W. B. Phillips presented at the Birmingham meeting, in May, 1888, an able paper* on this subject, as it had been developed up to that time, there is little for me to add. Perhaps later practice may be best expressed by the homely proverb, " The proof of the pudding is in the eating." As the Pottstown Iron Company is the only concern manufacturing basic Bessemer slag in this country, the writer's personal experience in the use of it may be interesting. Our slag averages: P2O5, 21.37; SiO2,, 5.10; MgO, 5.90; Al2O3, 4.01; MnO, 5.56 ; FeO, 12.00; Na2O and K2O, 0.80; CaO, 45.26; total, 100.00. This gives over 76 per cent. of phosphoric acid and lime. In using this material for several years past on my lawn and garden, I have found it better than anything else I have ever tried ; and I am sure that any of you who had seen my green grass last month (January), wherever the ground was bare from snow, as bright as in early fall, would be forced to acknowledge the advantages of this soil-enricher. The grass on my private lawn, and around the company's office, is green the whole winter; and we have raised very good sod, by the use of this phosphate, where, without it, we were unable to get the grass to grow either from seed or by repeatedly sodding. The same statement applies to garden-truck; when the soil was first broken up, a good crop of vegetables was easily raised. My own gardener has had several premiums from Philadelphia seedsmen (notably, last year, the first premium for sugarcorn raised in the first part of July, being the first sample sent them). Our method of applying this material is to grind the slag very finely, so that at least 60 per cent. of it will go through a 150-mesh screen (i.e., say, 22,500 meshes to the square inch), and 90 per cent. through a 100-mesh screen (i.e., 10,000 meshes to the square inch). This fine grinding seems to be the main condition of success.

Remarks of Mr. Robert W. Hunt, General, Superintendent, Albany and Rensselaer Iron and Steel Company., Troy N. Y.—In discussing Dr. Dudley's two most interesting papers, I feel a natural hesitancy in disagreeing with conclusions formed after such careful and conscientious work. But I think he has made his deductions from too meagre premises. The analyses of but twenty-five samples are entirely too few to justify the establishment of so important a formula. When we consider that he indirectly proposes to regulate an interest amounting, even at the present low prices, to over $20,000,000 per annum, we may well hesitate before accepting a formula based upon the chemical and physical analyses of but twenty-five steel rails. Dr. Dudley touches the keynote in referring to the proposed labors of the Government Test Commission. They based their hopes of attaining success upon the chemical and physical analyses of a very large number of samples, and in the only branch of investigation which the short-sighted policy of Congress has allowed them to complete, i.e., chain cables, we find that a dozen, twenty-five or one hundred tests gave no satisfactory results. It was only after many hundreds that they were enabled to' draw conclusions. There are so many circumstances hearing upon the life of a rail, that the task of extracting a correct result seems herculean. I presume I am right in stating that in our Northern latitudes early winter and spring months witness the breaking of the greatest number of rails, thus seeming to prove that an unstable road-bed has much to answer for. Then, again, broken and flattened wheels must be taken into account, but I am convinced that more rails have been broken by the treatment which they received before leaving the rolling-mill

There is, in the southern part of the State of Illinois, a series of deposits of fluorspar and galena in which the former mineral occurs on a scale of magnitude unequalled, so far as I know, in any other part of the world. In June, 1891, 1 had an opportunity of visiting the region of their principal development, near Rosiclare, Hardin county, Ill., and examined such of the mines in the vicinity as were accessible at that time. A very large proportion of the mining shafts that had been sunk in this region were unfortunately abandoned for the time being, and full of water. Moreover, detailed maps of the region are unattainable, no surveys having been made there, apparently, since the original land-surveys' of the early part of the century. In spite of these disadvantages I was enabled, in the few days at my disposal, to ascertain with sufficient accuracy certain facts not hitherto published with regard to these deposits, which seem worthy the attention of the members of the Institute. Before proceeding to a description of the deposits in question, I will give a brief abstract of the little historical and geological information hearing directly or indirectly upon them, which I have been able to find in existing publications. Historical. That the mineral was known to the Indians, is proved by the discovery, in some of the pre-historic mounds of the region,* of fluorspar, shaped into ornaments. The earliest scientific mention of its occurrence is found in the first volume of the American Journal of Science (1818+), which describes specimens obtained in the vicinity of Shawneetown by Mr. Joseph Baldwin. Similar notices appear in the same journal in 1820 and 1821, but without mention of the exact locality. They remark on the fetid odor which characterizes the mineral and its association with galena. Mechanical science is severely tested by the demands of the iron manufacture for the varied apparatus needed to transport and to treat raw materials and products. Water has long been a favorite means of transmitting pressure for such purposes, because of its own incompressibility. Further advances in its use are the more to be expected, since mechanical improvements have steadily tended to overcome the difficulties formerly encountered in the employment of great hydraulic pressures. So long as the pressure is not higher than that which requires for plungers, etc., only ordinary stuffing-boxes, with hemp or other similar packing, the necessary arrangements for the production and transmission of the water-pressure without leakage are very simple. But when this limit (which is, for most purposes, 50 kilos to the square centimeter) is exceeded, new conditions of construction arise, which are met in various ways, and which justify a primary division of hydraulic presses into low-pressure and high-pressure respectively. The former are used in lifting and moving weights, and employ pressures as high (in extreme cases) as 100 kilos per square centimeter; but at this point the friction between piston and hemp-packing is so great that the use of cup-leathers is already preferable. Beyond 100 kilos it becomes a necessity. The range of practicable tight packing which follows is considerable, extending to about 1000 kilos; but "high pressure" in practice is from 100 to 600 kilos, and it is to this that the present paper applies. General Classes and Types. Hydraulic transmission at high pressure usually claims consideration in case the solid mechanism, such as levers, cams, screws, and gear-wheels, would have to be too large, would involve too much friction, or could not be suitably adapted to the speed-requirements of the working-tools. The market at present supplied by shipments from the phosphate districts of Quebec, Ontario, and New York State requires high-grade ore, carrying from 75 per cent. to 90 per cent. of phosphate of lime. In sorting out such material by hand, much valuable phosphate is necessarily left in the "culls" or refuse, besides which, much phosphate-rock of low-grade is not now mined at all, because it cannot be made available by the crude method of cobbing and hand-sorting. The utilization of such material, which would, of course, greatly benefit this industry, requires either a mechanical separation or a chemical process which would concentrate the phosphate in a form suitable for agriculture. Considering the rich phosphate now shipped as the first class, we may arrange the lower grades in three classes, as follows: Second Class.—Cull-ore from the first class, and the mass of deposits having, as gangue, pyroxene or hornblende. The following table gives the hardness and specific gravity of the minerals concerned: Hardness Spec. gravity. Apatite,....... . 5 3.1 to 3.25 Crystalline limestone (pink calcite),. 3 to 4 2.5 to 2.9 Pyroxene,..5 to 6 3.23 to 3.5 Hornblende,.5 to 6 2.9 to 3.4 Feldspar (orthoclase),. .. . 6 to 6.5 2.5 to 2.6 It is evident that when pyroxene and hornblende are present in large proportions, this ore cannot be successfully concentrated by crushing and jigging. It may be reduced to fine powder by successive treatment in a rock-breaker and a Sturtevant or Frisbee-Lucop mill, or other suitable apparatus, and in this condition it could be largely used by applying it freely upon exhausted clay soils, such as occur in Quebec and Ontario. Apart from the character of pig-iron to be manufactured, other than that it shall be well reduced and open-grained, the selection of the materials should be such as to produce it at the lowest cost. As a rule, the sources of fuels and limestones are not so extensively varied as those of the ores. Many Eastern furnaces are now using Lake Superior ores, and but recently a part of the supply came from foreign ports. It is, however, of the highest importance that the character of fuels and limestones, as well as ores, should be carefully considered in determining their value and making judicious selection among those available. The formulas here offered are based upon the assumption that the heat-requirements for a given mixture are measured by a constant required by the oxide of iron, added to that required for a unit of slag, multiplied by the weight of that slag per unit of iron. The heat-requirements for oxide of iron per unit of pig-iron made are assumed to be 2854 centigrade units. This is taken from the careful analysis of Sir Lowthian Bell, and, so far as the writer is able to determine, is very nearly correct. Dividing this by the quantity of heat that may be evolved and utilized within the furnace per unit of carbon, determines the quantity of carbon required per unit of pigiron ; and if to this be added the quantity of carbon absorbed by the pig-iron, the total requirements in carbon are determined, on the assumption that pure oxide of iron is reduced with pure carbon by the ordinary process of the blast-furnace. Calculating the quantity of slag that would be made from a given mixture of ores, smelted with a given impure fuel and fluxed with a given impure limestone, multiplying this weight of slag by the heat-requirements of its unit (taken at 1050 C. H. U.), and dividing the product by the heat-units evolved and utilized within the furnace per unit of carbon, will determine the quantity of carbon required per unit of pig-iron for the slag.

If New England were located in some distant and almost inaccessible region, there is no doubt that its mineral resources would have been ere this well developed and generally acknowledged, but laboring under the disadvantage of nearness, it has been neglected. Its surface, moreover, is not cut up by mountains and canons, and the remnants of many of the old ridges are extensively covered by glacial drift. Having for the past ten months been engaged in the development of a mineral district in Southeastern Maine, 1 would take this opportunity to lay before the Institute sketches of results, and try to give some idea of the formations as found. The Sullivan Mining District extends from the town of Franklin, through Hancock, Sullivan, and Gouldsborough, from northwest to southeast, about sixteen miles. A general idea of this locality may be gathered from the map accompanying. (Fig. 1). It is now five years since I called the attention of the Institute to the industrial importance of the coal and the iron ores of the Hocking Valley in Southeastern Ohio, and in a pamphlet on the region published soon after, in 1874, endeavored to resume the principal facts then known respecting it, including the observations of the geological survey of Ohio, made and published up to the time by Professors Andrews and Wormley, together with an estimate of the probable future of the region, and its relations to the coal and iron markets of the country. Since that time the labors of the Geological Survey have included a further study of the coal by Prof. Edward Orton, the results of which will be awaited with much interest. I may say from my knowledge of them, that while confirming the general conclusions of his predecessors, he has been enabled to add much to our knowledge as regards the correlation of the various members in different parts of the coal-field; and to show more clearly the positions and the importance of the ore-beds in the Hocking Valley region. The only ore mined in that vicinity previous to 1874, was below what is called the Great Vein or No. VI coal, and to the west of what is known as the Hocking Valley coal-field, and although experiments in a few furnaces in the State had shown that this coal could be used with advantage in iron-smelting there was not a single blast furnace within the field. My observations at that time, however, impressed me with the abundance of iron ore, not only below but above this important coal seam, and I then ventured to express the opinion that this region, from its cheap and easily mined smelting-coal, its native ores and limestones, and its geographical position and relations to the great markets of the West, and to the supply of rich iron-ores from Lake Superior, was destined at no distant time to become a great metallurgical centre, where iron could be made more cheaply than at any other equally accessible point in the country. The object of the present communication is to report progress, and to state how far my observations made in the region 1st month have justified the predictions of 1874. The five years which have elapsed have been, as all know, most unfavorable to the iron trade, and especially to new enterprises in untried regions, yet they have not passed without important industrial developments in the Hocking Valley, where not less than thirteen blast furnaces have been erected
