The engineering profession has traditionally devoted its efforts to understanding and modifying the Earth's environment in order to adapt it to man's needs. In appraising our overall performance, I would have to say it has been a mixed bag. In many areas, notably communications taken in the broadest sense, and development of creature comforts, we have done a good job. In others, we have failed, particularly in our assessment of the effect of our work on the environment. Our failures have been due in part to a lack of understanding or foresight, and in part to a disproportionate emphasis on lowest first cost. Now, with an increasingly large number of people living in a finite environment, there is an urgent need for reassessment. It is no longer possible to pursue a single objective without regard to its side effects. Our projects are too large, and there are too many of them. Environmental impacts must be taken into account in all important engineering decisions of the future. There are forces at work which will help to bring this about. Thinking people everywhere have realized that adverse alteration of our environment eventually affects every one of us. The majority of our citizens, who now live in cities, are beginning to appreciate the advantages of a good natural environment in a way which others who have been closer to the soil have appreciated for years. Our people have flocked to the cities because they wanted to be "where the action is." At the same time, there is a strong desire for what we have come to call the quality of life. The Inter-Island Tunnel is one of two undersea tunnels which are part of the Boston Harbor Clean-Up Program. The tunnel is 7.7 km (25,160 ft) long, bored to a 4.3 m (14 ft) diameter in the Cambridge Argillite Formation and was finished to a 3.5 m (11.5 ft) diameter final concrete lining. The owner is the Massachusetts Water Resources Authority (MWRA) who is a regional authority responsible for overall design and construction. The tunnel's primary purpose is the transport of untreated effluent from Nut Island facility in Quincy, MA to the new treatment plant at Deer Island. Two sludge lines are installed for the transport of sludge from Deer Island to Nut Island. During construction the contractor encountered fault zones, fractured strata, and soft ground tunnel sections which liberated more ground water than was originally anticipated by the project designer. Ground water was controlled during mining and the placing of the final lining. The final lining of cast-in-place concrete had to be backfill grouted to cut off water inflows and provide contact for equal tunnel loading which is critical in long-term design. This paper deals with an engineered backfill grouting system which was the first of its type to be used in North America. It discusses the geological conditions encountered, the design criteria used in the evaluation process, and an indepth review of the various system components. It demonstrates how contractors can use knowledgeable and professional industry suppliers to solve difficult construction problems.

In mid-1979, J&L Steel Corporation experienced rapid failure of pillars after only two weeks' operation with a combination of full retreat and partial mining in the 154 Road Section of its Nemacolin Mine, Greene County. The rate of advance of the "squeeze line" was very rapid for the first 500 feet, but it slowed down considerably as it approached some large coal blocks and gas well barrier pillars. After moving all section equipment out tc a safe distance, all accessible headings and crosscuts were filled with cribs and tri-set posts to prevent further spread of the squeeze. At one time, there was great apprehension by mine management that without implementation of some immediate corrective measures the safety of #3 airshaft and the only haulage and access road to the 8 Road mining area would be in jeopardy. In September, 1979, the U.S. Bureau of Mines established convergence monitoring stations outby the squeeze area. Readings were taken at weekly intervals until January, 1980, and monthly thereafter. Mathematical calculations, plot- ting of contour maps, and graphing of total convergence at different stations were used to follow and analyze the progress of the squeeze and provide guidelines for mining plans in the adjoining areas.

The design of an underground opening involves the coincidence of two highly complex and poorly specified components. First, the structural or mechanical characteristics of a geologic rock mass are not only extremely variable but are also very difficult to evaluate. Second, the general lay¬out of mine workings contains a large degree of indeterminancy as to the structure itself as a result of the indefiniteness of the mining process, and also because of the inherent redundancies associated with bulky and weighty structures. Even for the relatively simple problem of tunneling this complexity is well recognized to be "without question that to which the study of geo¬logy (for the Engineer) can most fitly and usefully be applied".1 It can, therefore, be appreciated that the comprehensive opening design problem involves a complicated assemblage of component structures made up of a sketchily defined, or sometimes even an undefined material and acted upon by largely unknown tectonic forces.

This paper presents an engineering approach to solve a complex ground control problem at reduced cost, allowing the mine to be operated safely and economically. The mine has experienced serious and complicated cutter roof problem in the entries. This cutler roof problem has delayed the advance of the entry development considerably and cost of these entries is very high due to the requirement of very heavy artificial supports. The analysis includes assessment of the cause of cutter roof and step by step action taken to improve the entry condition through appropriate longwall panel entry design and roof support system. The approach for solving the problem was two-fold: 1) to apply yield pillar concept in order to reduce the effects of in-situ horizontal stress in the roof strata and 2) to find an effective way to reinforce the roof strata and to support the fractured roof and avoid caving.

ABSTRACT : Rock mass classifications RMR, Q and GSI do not suggest decreasing modulus ratio with the decrease in the quality of rock. These have been linked to joint factor, Jf , for better prediction. An engineering classification is suggested based on strength and modulus applicable to both intact and jointed rocks. The objective of this paper is to present preliminary capital and operating cost estimates (±25%) comparing conventional carbon-in-solution (CIS) with resin-in­solution (RIS) using AuRIX® 100 for the recovery of gold and silver from typical heap leach solutions. Preliminary testwork was carried out with AuRIX® 100 using real and synthetic leach solutions to determine the technical viability of the resin for gold/silver recovery and to provide process design parameters for the preliminary RIS circuit. The scope of the resin testwork was sufficient to support the level of accuracy applied in the capital and operating cost estimates. No parallel testwork was carried out with activated carbon. Industry standard design data and operating data from existing CIS operations were used as a basis for the comparison. Both the capital and operating cost comparisons indicate a substantial savings for a RIS circuit using AuRIX® 100 (- 14 to 18% in terms of capital and 25 to 35% in terms of operating costs) over a conventional CIS circuit depending upon solution flows and grade.

THE history, development, subsurface geology, production, economics and estimated reserves are discussed in this paper. The Magnolia structure is an anticline with a known maximum structural relief at 372 ft., and the areal extent of the producing acreage is 4494 acres. Production is obtained from the Smackover oölitic lime and 116 successful wells have been drilled. The field, which was developed on 4o-acre spacing, has been under strict control. It is believed to be producing with a strong water drive. To date it has produced more than eighteen million barrels and the estimate of ultimate recovery is 220 million barrels. EARLY HISTORY The Magnolia field is in Columbia County, Arkansas, T. 17 S., R. 19 and 20 W. Various geologists had long been interested in this general area, and as early as 1921, John F. Magale was able to define a surface structure. The first wildcat, one of the first in Columbia County, was drilled in 1923 by Mid-States Oil Co., in sec. 10, T. 17 S., R. 20 W. This well was about 1 ½ miles northwest of the Kerlyn Oil Company's discovery well and was based on surface geological work done by jewel and Dobie. Subsequently, several shallow wells that were not carried below the Upper Cretaceous beds were drilled in the immediate area of the discovery well, but none of them contained any commercial showings of oil or gas. In the latter part of 1935, Elam and Magale (or Southwood) Garrett No. I was located in sec. 13, T. 17 S., R. 20 W., ¾ mile east of the discovery well. It was drilled to a total depth of 4018 ft. in the lowermost Glen Rose beds but failed to obtain any showings of oil or gas. Interest had been stimulated in this general area, however, by the discovery of several oil fields, mainly Glen Rose oil production in the Rodessa field in Louisiana in 1935, Smackover lime production in Snow Hill in May 1936, production from the Cotton Valley formation in Schuler in 1037, and Smackover lime production from the Buckner field in November 1937. With this background and subsequent seismic work, which was carried on partly because the old shallow wells drilled in the township had shown evidence of closure in the Upper Cretaceous beds, the discovery well, Kerlyn Oil Company's Barnett No. I, sec. 14, T. 17 S., R. 20 W., was originally projected to a total depth of 6300 ft., to test the equivalents of the Morgan sands of the Cotton Valley series, then producing at Schuler. The well was carried to a total depth of 6325 ft. and tested the objective beds without finding commercial production. In the meantime, however, one well had found production in the Jones sand and another in the Smackover lime at Schuler. Kerlyn immediately made arrangements to deepen the Barnett well to the Smackover lime. The top of the Smackover lime was encountered at 7618 ft. and the well was cored and drilled to a depth of 7740 ft.

The demand for renewable energy is growing as the conventional energy resources are becoming more limited and we are more conscious about the negative impact of conventional energy sources on the environment. Wind turbines technology is evolving in a fast pace, the towers are becoming taller, and the rotors are getting larger. The challenge is to maintain the Levelized Cost of Electricity (LCOE) as low as possible to ensure a sustainable and an economically feasible energy supply. Thus, the foundation systems for wind turbines should evolve to meet the increasing load demand, while reducing the LCOE. In this paper, an innovative foundation system for onshore wind turbines is presented. The new foundation system is the conventional P&H tensionless pier foundation (PHTP) with a reinforced concrete collar at the top of the pier. 3D FEM modeling was conducted to assess the benefits achieved by adding a collar at the top of the PHTP foundation. The numerical results show a significant performance enhancement of the proposed foundation system over the conventional PHTP foundation. The enhanced foundation system also has an economical advantage because the depth of the pier can be greatly reduced while maintaining a superior performance.

According to recent estimates, nearly 30 percent of the material from underground coal mining in the United States is rejected on the surface as waste. This accumulation of almost three billion tons of coarse and fine coal refuse is primarily from coal cleaning operations. The marketable coal is intermixed with sandstone, clays, shales, and carbonaceous rocks, which must be removed and disposed of in an acceptable manner. The disposal of mineral wastes is a major environmental concern. The most common types of environmental problems associated with coal refuse disposal are acid formation, erosion, and sediment control. Other areas of concern include air and water quality, combustion control, mine sealing, and reclamation. This paper focuses on these topics and attempts to outline special environmental features which can be incorporated into the design and construction of a coal refuse facility. Often these measures can minimize and possibly eliminate the potential environ- mental hazards. It is imperative, however, that these measures be adopted prior to and during construction, because of the relative ease and cost savings compared to post-construction implementation.

A study was carried out to compare the environmental impacts of a number of process routes for lead and zinc metal production from sulphide ores using Life Cycle Assessment methodology and based on average industry data derived from the literature. The processes investigated were:blast furnace production of lead; Imperial Smelting Process for lead and zinc production; and electrowinning of zinc with the mining and mineral processing stages common to all three routes. The effect of a number of process variables, namely ore grade, fuel source for electricity generation and efficiency of generation, on the environmental impacts was also examined. The environmental impact categories considered in the study were:total (or full cycle) energy consumption; Global Warming Potential (GWP); and Acidification Potential (AP). The results of the study show that when produced separately, zinc production is more than twice as energy intensive as lead production (viz 48 and 20 MJ/kg respectively), however when produced jointly by the Imperial Smelting process, the energy intensity of the two metals is not all that dissimilar (viz 36 and 32 MJ/kg respectively). The metal production and refining stage was found to make the greatest contribution to the overall environmental impacts for all three processes. The study also highlighted the importance of taking a life cycle approach when comparing the environmental impacts of different processes.

Management of caustic red mud wastes at the QAL bauxite refinery uses an innovative approach . involving neutralising the red mud with seawater; solids settle in a Red Mud Dam and residual water (pH = 8.6) is discharged to a tidal inlet. A survey of 18 trace elements in sediment, water, mangroves and molluscs, and an ecological survey of benthic fauna in the inlet, and at near-pristine control sites, revealed no significant trends that were linked to the discharge, except for the concentration of Al which was slightly elevated within 100m of the outfall. Trace element concentrations in water samples were close to, or below, world average seawater values and oysters collected near the outfall were acceptable for human consumption. The impact of discharges is minimised by a high tidal range, >60% flushing of the inlet in each tidal cycle, and the very high trace element binding capacity of sediment in the dam (> 100meq/ 100g dry mud).

WHY DO AN AUDIT? There is increased enforcement of environmental laws and regulations at State and Federal levels with attendant steep fines and even the possibility of jail sentences. We are all aware of environmental and public health and safety incidences (i.e., Love Canal, Bhopal) which have led to stringent laws and regulations (i.e., CERCLA, RCRA, SARA). In some cases, the courts have specified that a company institute an audit program as a condition of settlement of claims which related to lack of environmental control. The U.S.EPA issued an Environmental Auditing Policy Statement in the November 8, 1985 Federal Register (pp. 46504-46508) which encourages the use of environmental auditing by regulated entities. Elements of what EPA considers to be an effective environmental auditing program are outlined and briefly explained. These factors combine to indicate why there is a growing number of companies which have instituted an audit program. Briefly, the program can and should be used to monitor compliance with environmental regulations and corporate policy, to prevent violations, to improve policies and procedures, to raise the level of environmental awareness, to encourage communication among operations and all management levels about environmental problems, and to measure risks and control costs. AMAX Inc. has had an environmental audit program since the early 1970's. The AMAX Environmental Affairs Department, working with the Law Department, oversees and coordinates environmental audits and analyzes the findings which an audit reveals. Facilities are audited on a regular schedule; those having the greatest potential for environmental liabilities are audited at least annually; other facilities are audited less frequently. The question of who performs the AMAX audits was settled in favor of the audit team being independent of personnel from the facility being surveyed. Other methods of auditing could be the following: - Independent contractor (Appendix A) - Combination of independent contractor and in-house staff - Self-audit by site personnel The merits and demerits of who should conduct the audit can be analyzed to suit your particular needs. Next you need to decide on the procedure for the audit and the form for reporting and follow up. Environmental publications referenced in Appendix B can be helpful to you at this point. After deciding on the form of auditing, a schedule is prepared and followed to the closest extent possible. This schedule should be published and distributed to the sites so facilities know when they are being audited. This is not designed to be "a game of hide and seek." Various elements of the AMAX Audit Program are as follows: Team selection Pre-visit preparation Site visit Exit interview Report Using the audit Follow-up Team Selection The usual make-up of the team is the audit manager, the environmental specialist who normally provides assistance to the site or has knowledge about the operation, and a legal representative if his or her schedule allows. The legal representative will review the findings of the audit team if a personal visit is not timely or necessary. Size of the team can be expanded, but a minimum of the audit manager and the environmental specialist is best. Two sets of observations are better than one. The environmental specialist can also provide the rapport which is beneficial to creating the appropriate tone so that the site people will be as cooperative as possible. This is not to be an antagonistic exercise.

Adopting environmentally acceptable practices in New Zealand is a crucial requirement for mineral wealth development. Recent planned expansions in the coal and gold industry have increasingly placed mining in the media spotlight. A lack of appropriate standard environmental guidelines has resulted in inconsistent responses and assessments of current and proposed mines. These inconsistencies have lead to delays in decisions on developing economic mineral deposits that may have only minor short-term impacts, and have also allowed unacceptable environmental management practices to continue elsewhere. A research collaboration between CRL Energy, Landcare Research, University of Canterbury and University of Otago aims to provide regulator groups and the mining industry with a unified approach to the requirements of the Resource Management Act 1991,the legislation that largely drives the nationÆs environmental policies and guidelines. The tangible outcome of this research program will be water quality and impact management guidelines integrated into a decision-making framework. The result of this unification will assist in the development of viable mineral deposits and minimise environmental impacts. The framework will be derived from a synthesis of three objectives. Objective 1 identifies potential water quality impact. This objective is based on a targeted geochemical study of the lithology and waterways of the West Coast and Southland regions. Objective 2 categorises the degree of impacts on the ecology of receiving aquatic ecosystems and determines the processes that drive aquatic ecosystem recovery. Objective 3 identifies best strategies to sufficiently manage impacted ecosystems, and to prevent future unacceptable impacts. Wide consultation with representatives of the mining industry and regulator groups will occur frequently during the development stages of the framework. It is anticipated that this multidisciplinary approach will provide a robust and coherent, standardised system that will assist in achieving industry and environmental targets.

The geochemical properties of Kaiata Mudstone and Brunner Coal Measures are evaluated in order to determine their suitability for placement at the proposed Cypress and existing Stockton mines. Correct scheduling of this waste material is needed in order to prevent sulfide oxidation and the generation of acid rock drainage. The Kaiata Mudstone has both acid generating and acid neutralizing properties. Results from this study and previous research from Kingett Mitchell Ltd (2003), indicate that within the Kaiata Mudstone sulphur content decreases with distance away from the Brunner Coal Measure/Kaiata Mudstone contact, while calcium carbonate content increases; sulphur values range from 0.33 to 4.23 wt %; and the acid neutralizing capacity ranges from 0 to 10.4 wt %. The Brunner Coal Measures have a low capacity to neutralize acid and sulphur content is variable ranging from 0.25 to 3.5 wt %. Appropriate control measures are therefore needed for the Brunner Coal Measures and any Kaiata Mudstone within close proximity to its contact. Tests have been undertaken to develop a rapid field or laboratory procedure to define the potentially acid-forming from the non-acid-forming Kaiata material. Results indicate that paste pH, Net Acid Generation (NAG) and Carbonate Bomb tests are suitable. Results from the Carbonate Bomb Test show a strong relationship with the Acid Neutralizing Capacity (ANC) and the Net Acid Production Potential (NAPP), indicating that this method may efficiently determine non-acid forming material in the field within fifteen minutes. Ongoing research includes kinetic column and shake extraction tests. These tests will quantify what trace elements could be leached from the waste rock and provide information on the usefulness of alkaline producing products such as Bauxsol, Limestone and Cement Kiln Dust.

The Mineral Sector Development Project, sponsored by the World Bank, has been set up to revise the legal, regulatory and fiscal framework for the minerals industry in Tanzania, with a view to attracting mining companies and investors to the country and facilitating future minerals development. One component of this project, the Environmental Management Framework for the Mineral Sector, was awarded to Wardell Armstrong of the UK and ENV Consult of Tanzania. In developing a new framework of environmental regulations, emphasis was placed on developing realistic standards which reflect local conditions and prevailing values. The main corner-stones of this approach are; effective environmental impact assessment procedures; establishment of environmental management procedures; and monitoring and auditing of companies? performance. The favoured approach involves a three-tier framework, as follows: ?Framework environmental provisions within the new Mining Act; ?Regulations covering more detailed environmental requirements ?Guidelines and/or Codes of Practice, which may in future become regulations in their own right. Careful consideration has been given, in developing the framework, to the limited resources likely to be available for implementation to the Ministry of Energy and Minerals and this has influenced the approach that has been adopted. This paper outlines the main components of the environmental management framework and discusses some of the important issues raised by these proposals.

INTRODUCTION The increasing concern for the environment may well present far more opportunities than problems for those involved in all phases of tunneling. All too frequently in the past, environmentalists and their concerns have been cast in a negative light, as obstacles to be overcome. Often forgotten is the fact that these same environmental concerns have created a rapidly increasing demand for new tunnels. Tunnels for rapid transit projects, clean water supply, and sewage treatment have been given a boost because of environmentalists' concerns about overuse of automobiles, inadequate water supplies, and improper sewage disposal. Concurrent with increasing use of tunnels to help solve or alleviate some of our environmental problems is an obligation not to create new ones in the process. Concerns which we feel responsible tunnel owners, engineers, and contractors should address themselves to include: (1) Minimum energy consumption, both during construction and in operation of the completed project; (2) proper storage and/or disposal of the excavated material; (3) minimum disruption during the construction process - noise, traffic, unnecessarily unsightly work areas, and possible weakening of foundations of nearby structures; and (4) a finished project consistent with community and environmental goals. We are especially concerned about two things. First, the longrun implications of a project -- what's good for a few people in the short-run may be bad for most of the people in the long-run. Proximity warning devices can improve workplace safety by alerting workers when they are in a hazardous area near moving equipment. Industrial work sites often present extreme challenges to safety-based proximity warning devices. Many commercially available types of proximity warning sensors and systems can be rendered useless when covered with mud, ice, snow, ore, rock, and other material. The list includes radar, ultrasonic, capacitive, and visual types of sensors and systems. Addressing these shortcomings, NIOSH personnel have developed a patented active proximity warning system called HASARD (Hazardous Area Signaling and Ranging Device) which employs lowfrequency, low-power magnetic fields which are quite impervious to severe environmental conditions. A shapeable wire loop antenna which provides the marker of dangerous work areas, has been mounted on a continuous mining machine and was mounted inside 1.3-cm thick angle iron. This loop antenna was exposed to more than six months of active underground coal production, which included being covered by and scraped over with tons of rock, sprayed by a continuous stream of water, and immersed in thick mud. After six months the loop antenna showed signs of wear, but was still capable of performing its intended function. The HASARD system is now being applied to other industrial applications and is showing much promise, especially in harsh environments. This paper details the system, describes the tests that have been done, and mentions other areas where it can benefit the safety of industrial workers.

"This paper refers to a new process for the full recovery (above 98%) of zinc and other valuable metals (Pb, Ag, Au) accompanying zinc in its concentrates while iron is separated as a marketable product free of any harmful impurities and suitable for sale to the cement industry. The process has been especially designed to achieve the following goals: maximizing the recovery of zinc and those valuable metals that are present in most zinc concentrates (lead, silver, gold); allowing the recovery of other valuable metals such as indium or germanium that could be present in some zinc concentrates; avoiding or minimizing the need for residue disposal in safe areas as it is the common practice nowadays in the zinc industry. Finally, the process achieves the previously related goals at a competitive cost, in line with the existing more efficient operations while using conventional equipment working under atmospheric conditions. The new process can be easily implemented in those smelters using the jarosite or goethite processes as well as in those smelters using direct leaching as a part of the processing facilities. A study has already been conducted on the use of jarosite in the cement manufacturing process, in the raw mix preparation as well as for a set controller. It shows that use of clean jarosite in the manufacture of ordinary Portland cement can result in improved quality of the clinker. Jarosite showed compatibility to influence the burning characteristics of the cement raw mixes. The presence of SO3 bearing mineral phases such as natrojarosite showed the suitability of clean jarosite for use as a set controller in cement production.INTRODUCTION Iron is by far the most abundant impurity accompanying zinc in its concentrates, and consequently, iron residue disposal is a major environmental concern for many zinc smelters in the world. This is especially true during the last 30 years when environmental restrictions became more and more strict. Much research work has been carried out during the last 30 years to try to find a solution for this important issue, but with little success. Only the jarofix process represents a partial solution to this problem as jarofix is stored nearby the smelters with certain limitations as a non-contaminant residue. However, it does not avoid the need to dispose of an important amount of residues every year, representing an environmental liability.
