MR. CHAIRMAN AND GENTLEMEN: To be invited to address the members of The Rocky Mountain Coal Mining Institute on a particular subject is an honor I sincerely appreciate. The subject of this paper is, ?The Advantages of Having Such Men as the Fireboss Under State, Rather Than Corporation Jurisdiction." On the fireboss, primarily, depends the safety of the mine. When all the rest of the mine workers are still comfortably sleeping in the wee small hours of the morning the fireboss steals noiselessly away, from his bed to take up his daily task, a tour of inspection. He enters the mine, he inspects alone they workings that will be filled with men whose safety is in his keeping. Loyal to his fellow men and responsibilities of his position; he seeks for danger in every place, on every road and travelingway; going over caves, through dangerous places where none of the others are expected or allowed to go alone. How many of us give a thought to these dangers and the faithful work that this guardian performs for our safety. After the fireboss has made this round of inspection, he reports all the dangerous places to the foreman and enters them in the book; he is supposed to have performed his duties; he has no authority to enforce his recommendations. He has found a number of rooms that have not been timebered as they should be for the safety of the digger; he has told the diggers to they timber, up better for their own safety; he has kicked to the foreman about these same places. These conditions. continue until there is an accident. The fireboss reports, broken crossbars or bad roof on a roadway or some other danger to the foreman, but the foreman does not have it fixed, making, excuses, as he cannot put any one on that work today; or that it will stand until some idle day, and that is the way things go until the fireboss gets so he wonders what good he really is, is it any wonder it is hard to get good men to take this position of fireboss? The remainder of the shift the fireboss is used as a general roust-about, having to do such, work as building stoppings, help the timberman or track layers, pull rails out of danger in pillars, a trapper is off and he is told to trap that day, when the mine is idle he is laid off to cut expenses. That is the way the fireboss is treated. The fireboss is not merely a merely a necessity to be lightly regarded but a factor whose authority should be unquestioned. The fireboss has made his district and knows just what conditions the workings are in, and sees lots of dangers that the foreman does not. In the morn-

"Increased demand resulting from the economic and environmental advantages of recycling secondary materials has constrained secondary material supply. As a result of constrained supply, the conventional strategy to maximize recycled content in an individual aluminum alloy must be expanded to maximizing total recycled content in a given production period. This work compares the performance over a two week period of an actual remelter for two strategies; a sequential charge-by-charge optimization framework and an integrated approach that explicitly incorporates the production schedule. Optimizing across the entire two week production is found to increase recycled content and minimize primary and alloying material additions. It is expected that as the scrap material market continues to be constrained by high demand, longer term batch planning strategies that can optimize material allocation will deliver improved performance.IntroductionIntensifying economic and environmental pressure to incorporate secondary aluminum into products is pushing remelters to explore additional strategies and tools to increase recycled content. Aluminum remelters are exploring alternative sources of secondary materials because of constrained secondary material supply and relatively high primary and secondary material cost [1]. Computational models, such as blending models are a tool that could help industrial remelters mitigate supply and cost challenges and thereby increase recycled content. In particular, computational tools can help manage the incorporation of new raw materials of variable quality. Blending models find many industrial applications and have been explored for over sixty years originating with the classic nut-mix problem dating back to 1950’s [2]. Blending models optimize the raw material input to make a desired product subject to a series of constraints such as product specifications and material availability. Deterministic and linear blending model formulations are presently implemented in some industrial aluminum remelters [3]. The primary reluctance of aluminum remelters against computational model implementation is the incapability of their blending models to reflect the intricacy of industrial remelting conditions [4]. For example, to reduce calculation time, industrial aluminum blending models usually optimize a batch plan for a single alloy and are not formulated to optimize several products simultaneously. Since such a model does not include knowledge of subsequent charges in the optimized batch plan, the resulting batch plans tend to deplete the “cleanest” secondary materials leaving the more uncertain and compositionally challenging materials for later charges. As a result, a remelter may override the calculated batch plan or leave certain scrap materials out of the material input to conserve these materials for alternative products scheduled for later production. This work explores an alternative aluminum charge planning tool that can optimize across an extended production schedule and compares it to a heuristic sequential optimization strategy reflecting an industrial remelter."

Ion-exchange technology for precious metals recovery is at a turning point. Some very exciting technology has been developed in the past five years which should lead to commercialization of the process. Ion-exchange will allow not only for the recovery of gold and silver, but also will allow for the recovery of cyanide form plant tailings. This process may soon be competitive with Merrill-Crowe for silver and once this occurs, it will become the process of choice.

The KIMIN copper project can treat 1.7 million dry t/a copper-cobalt ore. It has three mills in operation, two using conventional milling in water and the third in raffinate. We introduce the project process circuit and the capital and operating costs of using the raffinate process compared with conventional milling in water. There is a capital saving of approximately 11.5% for major equipment by removing the pre-leach thickener. In addition, it also achieves an annual operating cost saving of USD 2.1 million due to an increase in 49% of acidic raffinate recycled and reduction in lime consumption. "The New Orleans area has been repeatedly flooded by major storms and hurricanes since its French colonial era. After severe flooding in May 1995, the U.S. Congress authorized a massive flood protection project called the Southeast Louisiana Urban Flood Control Program (SELA) in 1996 to improve interior drainage in Orleans, Jefferson, and St. Tammany parishes. However, the project was not fully funded before the landing of Hurricane Katrina in 2005 and Hurricane Rita, which breached many of the area’s levees and flooded 80 percent of the city. Finally, the project was fully funded in 2008 and has been worked on towards its 2017 completion. Another large project simultaneously worked on in the area is the Hurricane and Storm Damage Risk Reduction System (HSDRRS). This system was designed for a 100-year level of flood risk reduction. One particular project within the HSDRRS rendered successful due to an unconventional method of pile driving that was utilized to install sheet piles to reinforce an existing concrete I-wall. This paper will discuss how and why this non-vibratory method of sheet pile installation allowed the project to be successfully completed ahead of schedule.INTRODUCTIONSteel sheet piles were utilized on many of the SELA and HSDRRS projects for permanent cutoff walls under concrete I-walls or T-walls or for temporary earth retaining walls of drainage structures. Although the SELA Project was established in 1996 after severe flooding the year before, hardly any work was done on it until the two catastrophic storms Hurricanes known as Katrina and Rita triggered its revival. These two hurricanes also triggered the HSDRRS soon after the storms’ devastation. The SELA project authorized to improve interior drainage systems while the HSDRRS project was authorized to raise or restore levees and floodwalls mainly along Lake Pontchartrain, the Mississippi River, and Lake Borgne in addition to other areas. Figure 1 shows the SELA Projects that have been completed, are still under construction, or approved for construction. The projects fully highlighted in yellow within the map specified the press-in piling method. These improvements included drainage systems, pump stations, surge walls, and outfall canals as enhanced protection for future storms similar to Hurricane Katrina that caused so much damage by inundating the New Orleans area in August and September 2005 respectively (Facts and Figures, 2012). The completion of these projects were the responsibility of the U.S. Army Corps of Engineers, New Orleans District.Due to the fact that many of the projects were in densely populated areas, the Army Corps of Engineers specified a non-impact, non-vibratory press-in piling method for driving and extracting sheet piles for many of the projects to mitigate noise and vibration impacts. The soft soil conditions in the New Orleans area was also a contributing factor in the Army Corps of Engineers’ decision to specify this piling method due to the risk of settlement for existing historical as well as modern structures. In addition, there were other projects that elected to use the press-in method without any contractual requirements. One of these projects was the Inner Harbor Navigational Canal Reach II Emergency Interim Repair which was part of the HSDRRS project that has been under construction since its authorization in 2005 (Facts and Figures, 2012)."

"This paper describes a new, proven approach for tailing disposal. Not only is the disclosed system less damaging to the environment, it is also less costly to operate, to close down and maintain in perpetuity. The basic concept is to discharge thickened tailing from one permanent location.This creates a conical or hill-like deposit which:(1) requires lower perimeter dykes for equivalent storage capacity;(2) eliminates decant towers and decant lines;(3) requires no steep dams built of tailing;(4) is stable:(5) requires only a small pond outside the deposit;(6) decreases pollution of the surrounding environment by water seepage and deflation; and(7) simplifies abandonment and ""closing-down"" operations.The approach is made possible by the fact that, at a sufficiently high ratio of solids to water, tailing material can be made to accumulate at slopes of 5 or 6 per cent -- considerably steeper than possible by traditional methods using low solids-to-water ratios. To achieve the necessary solids-water ratio (35 to 60 per cent), it may be necessary to install a thickener. It is expected, however, that at many concentrators it may be possible to discharqe relatively clear plant water through a line separate from the tailing line, thus reducing the load on the thickener."

IN the treatment of complex ores by flotation, one of the most important steps is conditioning the feed. Conditioning primarily consists of the addition, in the grinding circuit, of an alkaline reagent, for example sodium carbonate, which neutralizes any acidity of ore and mill water, counteracts the effect of 'harmful soluble salts, disperses colloids, and provides the necessary alkalinity for the best metallurgical results. The several minerals of the ore should be put in such condition that they may be floated or rejected as desired, through the action of further reagents thereafter used.

The South Lake Union Pipelines contract for King County Wastewater Treatment Division and Seattle Public Utilities in Seattle, Washington included three 1.8 m (72-in)inside diameter microtunneled pipeline segments totaling about 793 m (2,600 lf).Tunnel alignments were within street right-of-way of heavily traveled urban roadways. Project challenges recognized in the design included: high groundwater levels; contaminated soil and groundwater; variable soil conditions, including fill; and timber piles and other obstructions remaining from historic land uses. The tunnels were built using a Lovat MTS Microtunneling machine, beginning in spring 2003. Conditions encountered during construction presented additional challenges beyond those anticipated in the design process, and were successfully addressed by the owners, designer, and construction management consultant all working with the contractor. Problems included highly variable soil conditions, cracking of reinforced concrete pipe joints during pipe jacking, a timber pile trestle uncovered during shaft construction, and obstructions encountered in the second and third microtunnel runs.

The gross vehicle weight (GVW) of an ultra-class mining truck comprises the unsuspended weight below the struts plus the suspended empty vehicle weight, plus the payload. Theoretically, one third of the suspended total weight is supported by two front struts and two thirds by two rear struts. However, since the payload position is not fixed when placed in the truck body and varies from load to load, compounded by uneven haul road profiles, the truck structure experiences higher than normal stresses, which manifest in the reduction of the life of the truck via structural fatigue. The downstream effects are a decrease in production and increase in operational and maintenance costs. In order to control the dynamic forces causing the high stresses on the truck structure, both the haul road conditions and the load distribution in the truck body need to be investigated. The latter aspect is the prime focus of this paper. A field test has been conducted in an oil sands mine where the Caterpillar 797B trucks are loaded by a Bucyrus 495 shovel. The strut pressure readings are collected using the data-loggers on the trucks as well as the truck velocity associated with each reading. Rack, roll and pitch are the main key performance indicators (KPIs) that are calculated to study the adverse effect of an unbalanced payload and consequently the truck structure. Finally, the shovel bucket load passes within the truck body are simulated and a new method is suggested to improve the truck payload balance.
