INTRODUCTION In recent years several cities in the Eastern United States have constructed subway systems in deeply weathered igneous and metamorphic rocks. Portions of these transit tunnels and shafts have penetrated zones of saprolite. The purpose of this paper is to define saprolite and discuss saprolite behavior in terms of construction and design of tunnels and shafts. Saprolites are products of in situ weathering of rock, with properties intermediate between those of soil and rock. A well-developed weathering profile can be divided into zones of residual soil, saprolite, transition zone materials, weathered rock, and fresh rock. Saprolites are distinguished by a high degree of weathering and by retention of parent rock textures and discontinuities. These structures persist as relict features because of iso-volumetric weathering (Cleaves, 1974) and formation of intergranular bonds that give cohesion to the saprolitic material. As saprolite continues to weather, the bonds are broken, causing the saprolite to decompose and disintegrate into a true residual soil mass without relict structure. Saprolites may form from igneous, metamorphic or sedimentary rocks, but are most easily recognized when derived from igneous and metamorphic rocks because of their inherent structures. The physical characteristics and properties of residual material vary as a function of mineralogic composition, structure, and discontinuities of its parent rock.

The empirical rock failure criteria play an important role in predicting the mechanical behavior of rocks, since affecting parameters on the behavioral properties of rocks are complex and numerous. Usually the empirical failure criteria are obtained by statistical methods, namely by means of fitting the mathematical function onto the experimental data. For evaluation and verification of the results, however, the quality and accuracy of the fit must be considered. This paper studies the efficiency and accuracy of conventional empirical rock failure criteria using a new approach, which is based on the analysis of uncertainty amplitude on the constant parameters of each criterion. The approach adopted here, is based on the combination of some parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), type of function, degree of freedom and the confidence level of constants. Correlation coefficient (R2) is then a comprehensive test and can be used effectively for comparison and accuracy of empirical rock failure criteria.

The Bureau of Mines, in cooperation with the Illinois Mine Subsidence Insurance Fund, is monitoring the response of two foundations to ground movements induced by subsidence from high extraction mining in southern Illinois. The objectives of the monitoring program are to study the inter- action between the ground surface and a foundation during a subsidence event and to determine the capability of the tiltmeter to detect and monitor subsidence movements. Tiltmeter data were obtained on two foundations constructed near Sesser, IL. One of the 30-by 40- ft foundations was constructed with a typical poured concrete footing, the other with a rein- forced-concrete footing poured on top of pol yethylene sheeting placed over a compacted layer of sand. Soil-filled bins were placed on the perimeters of both foundations to simulate superstructure loads. Monitoring pins and tiltplates were installed on the corners and midpoints of the footing. Additional survey points were established on the five-acre site to track the mining advance. This paper describes the monitoring instrumentation and techniques as they relate to the mining and site conditions. The capability of a tilt- meter to detect and follow the tilt of the foundations is demonstrated.

Yucca Mountain Overview The U.S. Department of Energy?s Yucca Mountain Project is a geologic repository project designed to receive, handle, package, transport, and emplace spent nuclear fuel and high level radioactive waste. The planned repository would be located in Yucca Mountain on the western edge of the Nevada Test Site, about 90 miles northwest of Las Vegas, Nevada, and would include both surface and subsurface areas. Yucca Mountain rock formations consist of successive layers of volcanic rocks (called tuffs) approximately 14 to 11.5 million years old, formed by eruptions of volcanic calderas to the north. With the volcanic rock the potential for methane emission is not an issue and the subsurface repository is a non-gassy (methane) classification. This paper will provide a summary of the development ventilation system design that provides fresh air for subsurface construction activities, and the emplacement ventilation system design that removes heat generated by the waste packages. The subsurface layout, illustrated in Figure 1, contains 108 emplacement drifts, one Performance Confirmation(PC) observation drift, nine intake/exhaust shafts, and three access ramps. The existing Yucca Mountain facilities, shown in bold lines in Figure 1, include a 7.8 km long, 7.62 m (25 ft) diameter U shaped tunnel that is formed by the North and South Ramps at both ends of the Exploratory Studies Facility (ESF) drift and a 1.5 km long, 5.0 m (16.4 ft) diameter Enhanced Characterization of the Repository Block drift (ECRB) that were constructed from 1994 through 1998. These drifts were used for site characterization activities and have been incorporated into the subsurface repository configuration. The unexcavated perimeter access main and exhaust main drifts are typically 7.62 m (25 ft) diameter TBM excavations and the emplacement drifts are 5.5 m (18 ft) diameter TBM excavations. The turnouts leading into the emplacement drifts are to be excavated by either mechanical, or drill and blast methods and serve as the launch chambers for the emplacement drift TBM excavations.

Magnetic surveying and map production is well established in land based mineral exploration. Magnetic data are routinely used to map geology in covered terrains, to estimate the depth to basement in overburden covered areas, and to identify altered zones, mineralization, bedding attitudes, and fault networks both regionally in map view, and through interpretation to depth in 3D. Best practices for magnetic survey methods and magnetic interpretation exist in all areas of land based geophysical survey methodology - mineral exploration, hydrocarbon exploration, geological mapping, archeological mapping, and in military applications. At sea, and particularly under the sea, sophisticated magnetic surveys are being done, but it can be argued that these are primarily in niche applications, for example in naval mine-hunting and UXO applications. Magnetic data is not normally collected on AUVs and ROVs conducting mapping and hydrographic survey operations. OFG has developed physical and mathematical calibration routines so that magnetometers can be mounted directly onto AUV and ROV bodies where significant heading errors and magnetic gradients exist. This simplifies the routine deployment of magnetometers on AUVs and ROVs for mineral exploration and other magnetic survey applications without the need for towed bodies, ungainly mounting frames, or degaussing of the survey equipment. Our experience shows that magnetometers can be operated routinely on AUVs and ROVs and that with careful processing useful maps can be produced routinely at low cost.

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

Editor’s note: This is the second part of a two-part series on longwall mining in the United States. Part one was published in the December 2005 issue of ME (pp. 21-26). It provided a history of longwall coal mining in the United States. It also discussed the technology involved in the productivity gains and operational improvements. Boyd anticipates that U.S. coal production will increase by 61 Mt (67 million st) (6 percent) from 2004 to 2010. A combination of higher surface and underground mine production will be required to meet the projected market demand. Boyd’s projections of coal production by major mining methods are shown in Table 1.

This is the second in a series of articles on microcomputers and applications in the minerals industry. The first article (ME, Feb., page 129) discussed microcomputer terms and concepts. This article will discuss software for geology and mining. The third article will cover plant, administrative, and geotechnical software applications. Introduction Geology and exploration are areas where computers have a natural fit. Large volumes of data need to be tabulated, evaluated, and made into maps and reports that allow geologists and management to make a decision on a project or mine. Until recently, the programs that performed these tasks were cumbersome and not user friendly by any stretch of the imagination. Learning time to become an expert in these programs typically would be six months or more. The computers needed to run these programs are expensive mainframes. Several years ago, the use of minicomputers became popular because of their lower cost. Programs were adapted to fit these smaller machines and became friendlier. With the advent of micros, many programs. were rewritten and used the screen capability more effectively, thus providing a real advance in user interface. Programs and Price The definition of micro, mini, and mainframe is becoming blurred. For the purposes of this article, micro refers to either an eight- or 16-bit computer, costing less than $10,000 and, more typically, under $5,000. Mini refers to a 16- or 32-bit computer that typically costs more than $25,000. Mainframe refers to a 32-bit or larger computer that costs more than $250,000. There is a large gray area between micros and minis, and minis and mainframes. Technology and prices are changing so fast that the traditional definitions have become almost meaningless and price has become a better guide. With the arrival of the minicomputer, costs for hardware began to fall, but the programs have tended to remain unfriendly. In some cases, the minicomputer acted as a front end to the mainframe. Cost of both the programs and minicomputers could easily run a minimum of $70,000. A total cost of $200,000 would not have been out of line. The average geologist and company would have a great deal of difficulty justifying such a purchase. The advent of the microcomputer has changed all that. For $3,500 to $5,000, one can buy a 16-bit micro and a printer. Plotters with six pens are available for $2,000 that will produce a 280- x 430-mm (11- x17-in.) map. For several hundred dollars, software is available to act as a word processor, an economic spread sheet, or to perform ground water calculations. In fact, some programs are available for free. Some of these programs are relatively easy to learn. In addition, programs are being developed daily that are easy to use. More importantly, large programs that once ran only on mainframes are being converted

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

The No. 10 metro line of Shanghai city is 36 kilometers in length and will pass through the operating airport runway by using tunnel boring machine with earth pres-sure balance mode. Although there are examples through world that tunnels pass through airport runway and tunnelling underground is not a difficult undertaking technically, there is rare experience in China for the similar projects especially in Shanghai saturated soft soil region. Shanghai soft earth is famous for its high compressibility, high rate of water content, weakness in strength, large deformation and different characteristics in earth strata. Besides, the whole construction process will be under ultra-large airplane dynamic load on the surface ground over the tunnel, which increases the risks of construction process. This paper evaluates the feasibility of building the metro tunnel under such an extremely serious condition, especially the subsidence of ground surface caused by advancing of tunnel boring machine, which also is the most important control target for the safe operating of the runway. Furthermore, this paper discusses the effective measures to keep the settlements in the permissible level during the whole working period for the tunnel from aspects of plan, design and construction.

Sociedad Minera Cerro Verde, majority owned by Phelps Dodge produces 200M lbs per year of LME Grade A copper from low cost leaching of secondary sulfides and SXEW processing. Central to the success of Cerro Verde has been the continuous improvement of leaching practices which currently yield over 80% recovery of the contained copper in the ore. This recovery has been achieved by careful attention to operational practices and leaching process fundamentals. This paper details the development of the concept of “Lixiviant Request Rate” where by solution is applied at an optimal rate for the grade, mineralogy, and the point in the leach cycle. Also paramount to the success of Request Rate technology has been the development of irrigation practices such as drip irrigation and irrigation grid design. These developments have ultimately resulted in improved copper production, decreased sulfuric acid and water consumption, decreased pumping cost, and more consistent PLS grades.

The problems associated with abandoned minelands are so extensive that neither federal, state, or local governments nor the mining industry nor watershed groups can adequately address these problems individually. By combining talents and resources, however, these problems are being solved efficiently, effectively, and economically. Utilizing existing water monitoring data, local public-private partnerships have successfully designed and built passive systems within five weeks to six months which treat discharges up to hundreds of gallons per minute that vary in quality from net alkaline to highly acidic, containing as much as 200 mg/L dissolved iron and 70 mg/L dissolved aluminum.

Industrial grinding machines used in the mineral processing industries are mostly of the tumbling mill type. These mills exist in various types: ball, rod, pebble, autogenous, and semi-autogenous. Balls and rods are traditionally media shapes used in the tumbling mills. In resent years, as an alternative to balls, grinding charges with various shapes are being used. Cylpebs are slightly tapered cylindrical grinding charges with length equaling diameter, and all the edges being radiused. Cylpebs of equal diameter and length have 50% greater surface area and 45% greater weight than balls of the same material. In addition, they have 9% higher bulk density than steel balls, or 12% higher bulk density than cast balls. An important advantage of cylpebs over balls is that cylpebs produce narrower granulometric distribution due to their shapes. However, some discrepancies were found in the literature regarding the milling performance of cylpebs in comparison with balls (Chi, 2004). In recent studies, Chi (2004) has provided detailed information on cylpebs and has compared these to balls in relation to media mass, size distribution, surface area, and input specific energy. Ipek (2006) has investigated the effects of cylpebs and balls with equal mass and surface area on the breakage rate of quartz, using cylpebs and balls separately. Similarly, Lameck and Moys (2006) have investigated the effects of balls and worn balls on breakage rate of material using worn balls as grinding environment. However, no study has attempted to investigate the effects of grinding environment other than balls on the brekage distribution. As indicated by Prasher (1987), the breakage distribution function is independent of the following variables in ball mills: hold-up (Mika et al., 1967; Kelsall et al. 1969), mill speed and ball load (Herbst and Fuerstenau, 1972), media load and ball density (Kelsall et al., 1973), mill diameter (Malghan and Fuerstenau, 1976), and powder charge (Shoji et al. 1980). The aim of the present paper is to compare the effects of cylpebs and balls on the breakage distribution function of quartz with respect to same mass and same surface area. BACKGROUND Comminution as a rate process is called kinetic approach. Studies on the kinetic approach are reviewed by Oner (2001). Oner states that grinding kinetics are based on studies by Kolmogorov in 1941 and that Robert (1950) is the first to suggest this approach. Later, Melzak, Loeveday, and Reid have improved the grinding kinetics equation; and, Austin and Lynch have conducted two basic studies on the analytical solutions of these equations. Considering the results of studies comparing the size reduction mechanisms, it has been accepted that breakage constitutes of two operations. These two basic operations, first defined by Epstein (1948), are those of selection of material for breakage and the distribution of breakage material to particle sizes smaller than the initial size (Lynch, 1977). Epstein defined the two operations as: ? Pn(y), the probability of breakage of a particle size in the nth step of the breakage process. ? F(x,y), the cumulative distributions by weight of particles of size x<y arising from the breakage of a unit mass of a size y. Probability of breakage is called a selection or a breakage-rate function (Si). Characteristics size distribution after breakage is called a breakage distribution or appearance function (Bi,j). Due to the difficulties in representing particle size distributions mathematically and constantly, the batch equation based on particle size fraction is suggested. Thus, as is the case in breakage distribution and specific rate of breakage, the breakage parameters were defined by batch grinding experiments conducted in laboratories (Oner, 2001). When effective breakage occurs in the mill, the breakage of material with single feed size fraction usually fits first order grinding kinetics and the specific rate of breakage values can be calculated through the slope of semi-log plot. The values of the breakage distributions are deduced from the size distributions at short grinding times where there is mainly size 1 material breaking and only small amount of smaller sizes to rebreak (Austin et. al., 1984). B values can be calculated by using BII. [ ] where j is the top size of the charge, Pi(t) is the cumulative percent undersize of i th size interval at the short grinding time which gives no more than about 30% broken out of the top size interval. Cumulative primary breakage distribution, Bi,j, is also defined in an empirical form by [ ] where xi is the top size and Bi,j is the weight fraction of primary breakage products. The parameters F, ? and ß define the size distribution of the material being ground. On plotting size versus Bi,j on log scale, the slope of the lower portion of the curve gives the value of ?, the slope of the upper portion of the curve gives the value of ß, and F is the intercept as in Fig.1. Guidelines for publication of information defining the amount and grade of resource material available in a deposit are well established in Australasia?s JORC Guidelines, Canada?s National Instrument 43-101 and similar documents in South Africa, Peru, Chile and elsewhere (Table 1). These guidelines provide standards to apply regarding the geologic and geostatistical basis for describing the level of confidence to be assumed for an estimate of the amount and grade of material. All of them provide for a strict distinction between material that has been demonstrated to be economically mineable and that which has not, and all of them provide terms such as ?resource? or ?exploration information? to be applied to data regarding material that has not been demonstrated to be economically mineable. It is not until an economic study has been completed that we are allowed to apply the powerful terms ?reserves? and ?ore? to our deposit material. Indeed, the application of these eye-catching labels immediately tells the reader that an economic study has been completed by a qualified person, and that the results of the study were positive. While extensive guidelines are established for describing the level of confidence in published geologic data, and the nature of the economic study that should be accomplished before using the terms ?reserves? or ?ore?, surprisingly little guidance is provided regarding the process to use, and the level of detail to attain, for estimating capital and operating costs for the study. The intent of this paper is to lay the groundwork for development of suitable guidelines for the cost estimating process. While the codes do not provide specific instructions for the cost estimate, they do provide numerous hints and clues to help determine the level of detail expected and the type of procedure to apply in preparing the estimate. This paper will first review the various codes to gain an insight into the thinking of the drafters of the codes regarding their unstated expectations for the cost estimating process. Based on this review, a series of guidelines are proposed for this purpose.

More than 124,000 people involved in the mining and construction industries throughout the world poured into Las Vegas, NV in March for ConExpo-Con/Agg ’99. Show organizers said this triennial exhibition is the largest equipment show in the Western Hemisphere and one of the largest exhibition of any industry. “Clearly, Con-Expo-Con/Agg ’99 was one of the largest trade shows of any industry ever held in the Western Hemisphere,” said Bruno Benna, co-chair of the event. Attendees included mining industry representatives, including aggregates, and sand and gravel producers. In addition, many of the attendees work in the construction, reclamation, forestry, asphalt paving, landscaping and concrete industries. According to show records, about 52% of those attending were company presidents, vice presidents, chief financial officers or managers.

Additional field evaluations of a modified continuous miner using a new spray system and modified scrubbers have been conducted by the authors. In this demonstration, a comprehensive package for dust control on a continuous miner which included previously developed modifications to the scrubber, scrubber intakes and the innovative chassis spray system was demonstrated. Side-by-side comparisons of the modified miner and regular miner indicated that the miner operator with the modified miner was exposed to 62% less respirable dust. Ram car operators with the modified miner had 38% less respirable dust exposure and the return air on the modified miner had 19% less respirable dust. The mining conditions during side-by-side testing were very comparable. These results support the findings of the modified spray system studies conducted earlier at different mines in Illinois on four occasions and the modified scrubber system field evaluation studies.

This paper describes the preliminary design of the fourth bore of the Caldecott Tunnels along State Route 24 in Oakland, California. The paper focus is on two major aspects of the project: initial support system design and seismic design. The initial support system was designed based on the New Austrian Tunneling Method (NATM).NATM provides the required flexibility to accommodate the variable ground conditions in the weak, folded, and faulted rock along the alignment. The seismic design provides a final lining system that meets serviceability requirements for a 1,500 year seismic event with an estimated peak ground acceleration of 1.2g.

In 2002 the authors updated the MFire model developed by the US Bureau of Mines. MineFire, developed by Mine Ventilation Services, Inc. (MVS), uses the MFire model to perform mine fire simulations on typical mine ventilation networks. The MineFire program is capable of producing visual schematics and other analysis tools for input and output of the MFire model. The MFire model, however, was limited to 500 branches and 10 fans. This paper discusses the newly modified MFire model that is now capable of modeling over 5000 branches and over 400 fans among other expansions and improvements. Given the long history and proven track record of MFire, the expansion did not modify the core calculation methods or results. This paper focuses on a general discussion of the MFire program and issues encountered in expansion of the algorithm. An example large network with simulation results is discussed.

NASA has received direction for lunar habitation beginning in 2024. Prior to then, it will be necessary to learn about how lunar soil can be used to promote civilization on the moon. Questions must be answered: ?Will it support plant life?,? ?Can it be used as a construction material?,? ?What is needed to maximize health and safety?,? and ?Will it affect equipment, tools, machinery, and clothes?? The only samples available for study came from the Apollo Missions. Because the expense of bringing more material back to Earth is prohibitive, there is not enough available to perform studies to answer the above questions. Hence, there is a great need for its synthesis. Most efforts to date have concentrated on making ?simulant? from single natural resources of volcanic rock. However, another possibility is to use resources here on Earth to extract the minerals of interest into concentrates or so-called ?separates? using traditional mineral processing techniques, and then mix the separates in appropriate ratios to simulate the lunar soil. In this paper, results from a study in which dry Road Norite outcrop and wet mill tailings from the Stillwater Mining Company?s Concentrator located near Nye, MT were examined. Of course, the in-side challenge is to make ?separates? from gangue minerals.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.
