The Camp Dresser & McKee (CDM)/Hatch Mott MacDonald (HMM) joint venture has been engaged by the New York City Economic Development Corporation (NYCEDC) to provide engineering ser-vices in connection with the replacement of two existing siphons which cross New York Harbor between Staten Island and Brooklyn. The project involves the construction of a 72-inch diameter pipeline within a 12-foot diameter tunnel beneath the New York Harbor. The tunnel will be constructed using either slurry or an earth pressure balanced (EPB) tunnel boring machine (TBM). This paper presents the results of an extensive geotechnical field and laboratory testing program including advanced frozen soil tests (uniaxial compressive strength tests, triaxial tests, and uniaxial creep tests), in-situ vane shear and pressure meter testing, and a marine geophysical survey (seismic reflection technique) to ascertain the complex subsurface conditions along the tunnel alignment and shaft locations. The paper will also discuss the design and construction aspects and the challenges associated with each component of this project.

There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

MSHA has promulgated a rule to limit the exposure of underground metal/nonmetal miners to diesel particulate matter (DPM). In May 2008, the final personal exposure limit will be lowered to 160 µg/m3 total carbon. To comply with this rule, mine operators are implementing a variety of control technologies. In this study two types of control technologies (ventilation and cabs) which are being implemented in limestone mines were investigated. Two stone mines in this study use large diameter propeller fans for main mine ventilation and direct the air to the faces using auxiliary fans, stoppings, and long pillars while bypassing the old mine workings. NIOSH measured for sub-micrometer elemental carbon (EC) using SKC DPM cassettes (analyzed using NIOSH 5040) and a near real time instrument. With the present ventilation and the number and type of vehicles used, the concentration of EC from DPM at the working areas was at or below 400 µg/m3 for both mines and about 166 µg/m3 and 251 µg/m3 at the returns. The real time data showed that the ventilation was reaching the working areas and effectively diluting the DPM. Environmental cabs were also used to reduce DPM exposures in three underground limestone mines. Using NIOSH method 5040 and near real time EC instrumentation, NIOSH sampled inside and outside of a loader cab at one of these limestone mines to determine the effectiveness of the cab. The cab was found to be over 90% effective in removing DPM as long as the cab system was properly maintained, and doors and windows were closed.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

The roasting and gas handling circuits at Goldstrikes' new Roasting Facility incorporate proven technologies in a unique combination. During the design of the plant, every effort was made to utilize the best available unit operations from the perspective of capital, environment and operating costs. The roaster utilizes Freeport-McMoRan whole ore roasting technology with pure oxygen as the oxidizing gas. This process was chosen based on its proven application on Carlin-type carbonaceous ores. An extensive gas cleaning train follows the roaster and comprises direct cooling, dust scrubbing, indirect cooling, wet electrostatic precipitation, mercury scrubbing, SO2 scrubbing, CO incineration and NOX reduction.

Underground or In-situ Coal Gasification (UCG or UICG), though not a new concept, is now attracting considerable global attention as a viable process to provide a "clean" and economic fuel from coal. Applying improved UICG technology to gasify deep, thin, and low-grade coal seams could vastly increase the amount of exploitable reserves. However, it is imperative that further development of this technology is based on integrating UCG practices and potential environmental impacts with accepted sustainability frameworks and processes. This paper evaluates the potential of UCG to conform to frameworks such as MMSD (Mining, Minerals and Sustainable Development), Natural Step and Green Engineering, in order to define its "sustainable" potential. The paper also discusses the potential contributions of UCG to sustainability during its design, operation, closure, and post-closure phases.

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Part III reviewed the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona. Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and a P80 of 6 to 7 µm), pressure leaching at 160ºC with 1,380 kPa (200 psig) oxygen overpressure, DEW to produce LME Grade A cathode, recycling some of the lean electrolyte to the pressure leaching step, and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an acid-autogenous process for pressure leaching. This paper (Part IV) discusses the development and design of a full-scale commercial application for the Morenci operation in Arizona.

In the last few years major industrial companies have begun to realize the importance of Reliability as an enterprise strategy that, properly implemented, will improve financial performance. Typical results of an effective Enterprise Reliability Strategy include a 20% -50% reduction in maintenance cost accompanied by a 5% - 10%increase in real production capacity, with no capital investment in production equipment. One factor fueling the race to acquire and implement enterprise reliability is the pressure for companies to be increasingly cost-effective and competitive in global markets. In a recent study, Asset Productivity: The Next Wave, the Boston Consulting Group (BCG)stated that, “In order to compete for funds, companies must offer investor returns that are competitive with other opportunities. Alternative investments such as dot-com and others with non-traditional business models have raised the bar.” (APDF version of the study can be downloaded at www.bcg.com). BCG views asset productivity as the most powerful mechanism for increasing shareholder return. The author believes that the most effective way to increase Fixed Asset Productivity is to maximize asset utilization by increasing the Reliability of the Assets and the associated processes. Developing and implementing an ERS requires significant effort and knowledge. Most companies have difficulty finding a sufficient supply of these valuable commodities to implement an ERS Program internally. Many companies also struggle with figuring out how to get started and what direction to proceed.

Sustainable development of mineral resources is based on a spatial model of the orebody that is only partly known from exploration drilling and associated geological interpretations. As a result, orebody models generated from the available information are uncertain and require the use of stochastic conditional simulation technique. This paper considers three methods for simulating orebody geology: (1) pluri-Gaussian simulation that limits the allowable contacts between the various units; (2) sequential indicator simulation using indicator kriging; and (3) an experimental multiple-point approach that captures some higher-order spatial statistics. The data requirements of the methods, how to meet them in mining applications, and performance characteristics are discussed. The application of these methods in a hypothetical deposit consisting of three geological units provides a comparison and illustrates the advantages of the different simulation approaches.

Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent upon the application, mineral properties and available instruments. Different instruments produce images that display different features; in order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application.

Headrace Tunnels and parts of the Access Adit Tunnels of Kárahnjúkar Hydropower project, KAR-14, in Iceland will be excavated using three full-face Robbins Tunnel Boring Machines (TBM). TBM sizes range from 7.23 to 7.63 meters in diameter and the total headrace tunnel length is approximately 40 km. The crushed rock is transported on conveyor belts to disposal areas near each Adit. The estimated average excavation rate is approximately 25 meters per day per machine. Electricity will begin to flow in April 2007, and the project is scheduled for completion in 2009. This paper is divided into four sections. In the PROJECT OVERVIEW section, a short overview of the scope of the project is presented. In the GEOLOGY section, the geological condition along the tunnel drives is briefly introduced. The TBM DESIGN section discusses the various design criteria and the resulting machine specifications. The paper concludes in the TBM OPERATION section with a case history describing the tunneling operation from start-up to the time of the writing of this paper.

Australia’s Minerals Tertiary Education Council (MTEC) has achieved several successes during its first three years of operation. This initiative was developed through the Minerals Council of Australia, in conjunction with three partner universities involved in mining engineering education. The partner universities are the University of New South Wales (UNSW); Curtin University, the West Australian School of Mines (WASM); and the University of Queensland (UQ). The collaboration between these partner universities and industry has led to the development of shared course material, cross-institutional teaching arrangements, and the development of a number of flexible, distance-based delivery programs. This article then discusses future initiatives. Importantly, the challenge is the future initiative planned to cement this collaboration by the formation of a “virtual” national school of mining engineering: Mining Education Australia (MEA). This will provide a common third and fourth year program to all three universities beginning in 2007. The common program will involve innovative teaching and learning arrangements, greater student exchange potential and a more significant input by industry into the education process.

The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices, and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents a result of research work on development of an integrated data environment system for analysis and control of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where, and how much energy is being used. A study has been undertaken on two 1.12 m diameter industrial booster fans operating under different blade settings powered by a 1200 rpm motor at the Missouri University of Science and Technology. The fans total pressure varies up to 1kPa forcingup to 25 m3/s through the workings. A pressure-quantity survey has been conducted inby and outby the booster fans with different blade settings. The study uses a variable speed drive (VFD) to determine the effect of rotational frequency on the system. The pressure drop across the bulkheads has been monitored during the experiments. The fans were operated with various blade settings to determine the optimal scenario that maintains the maximum airflow quantity and the lowest power demand at a particular ventilation station. Five scenarios were conducted with different blade setting and mostly with two different speeds. The experimental results show that alteration of fans? speeds by use of a VFD unit can reduce power consumption while maintaining airflow requirements. With the flow rate forced through the mine by the surface fan the blade settings 4 and 5 were determined as possible alternative for the mine ventilation system. In scenario 4, the airflow at the particular ventilation station for a number of speeds is over 20m3/s. The power consumption at 1080 rpm was measured to be 20.1 kW compared to 25.5 kW at 1200 rpm. The operating cost would be significantly less at lower speeds. Scenario 5 is the alternative making use of both booster fans and the main fan in series that meets the minimum airflow requirement at the particular ventilation station along with minimum power consumption. Reducing both booster fans speeds to 1054 rpm results in power consumption of both together dropping to 11.8 kW. Therefore blade setting 5 using two booster fans was determined to be the optimal setting. Separately it was determined that the combination with use of only one booster fan, the West booster fan, running in series with the main fan is the overall optimal scenario. The power consumption of the West booster fan was calculated to be 8.8 kW at 860 rpm with the minimum airflow requirement being met. Computational fluid dynamics is used for analyzing three dimensional flow structures in time domain and calculating the corresponding unsteady pressure fluctuations. The sliding and dynamic mesh techniques were used to study the unsteady flow interaction arising due to the rotation of the fan blades. The numerical predictions of the variables in the form of velocity vectors and contour plots detailing the flow characteristics are then analyzed according to the known physical situation and existing experimental data.

The Yung-Chung-Tunnel in Taiwan, constructed for the Taiwan-East Railway Bureau, collapsed during construction when a water bearing, fractured marble zone was intersected. The inflow was approximately 4,000 liters/second. In spite of 30 relief holes the total inflow into the tunnel remained constant. The pre-excavation grouting through the re-aligned tunnel had to be conducted under extreme flow-conditions. A hot bitumen grouting program was selected for technical and economical reasons out of 13 international proposals. The technical challenges were: grouting under severe flow conditions high formation water pressures to be injected with hot bitumen at high temperatures and pressures The hot bitumen grouting program resulted in a dramatic reduction in the hydraulic conductivity and stabilization of the formation and facilitated a problem-free excavation.

Eighteen coarse taconite tailings samples were collected in 2000-2001 from five western Mesabi Range taconite (iron ore) operations located in northern Minnesota, i.e., EVTAC, Hibbing Taconite (Hibtac), USX Minntac, Ispat Inland (Minorca), and National Steel Pellet Company (NSPC), to test their physical, geological, chemical, and mineralogical properties [Zanko, L.M., Niles, H.B., Oreskovich, J.A., 2003. Properties and aggregate potential of coarse taconite tailings from five Minnesota taconite operations, Minnesota Department of Transportation, Local Road Research Board, St. Paul, MN, Report No. 2004-06 (also as Natural Resources Research Institute technical report, NRRI/TR-2003/44)]. The goal was to assemble a body of technical data that could be used to better assess the potential of using a crushed taconite mining byproduct like coarse tailings for more widespread construction aggregate purposes, primarily in roads and high¬ways. An important part of the mineralogical assessment included X-ray diffraction (XRD) analyses and microscopic (polarized light microscopy, scanning electron microscopy, and transmission electron microscopy, i.e., PLM, SEM, and TEM, respectively) evaluation of the size and shape (morphological) characteristics of potentially respirable microscopic mineral particles and fragments. Quantitative mineralogy, based on XRD analyses, showed that the dominant mineral in all samples was quartz (55-60%), followed by much smaller amounts of iron oxides, carbonates, and silicates. Specialized microscopic analyses and testing performed by the RJ Lee Group, Monroeville, PA, on both pulverized (-200 mesh, or 0.075 mm) and as-is sample composites showed that no regulated asbestos minerals or amphibole minerals were detected in the western Mesabi Range samples. A small number (26) of non-asbestos and non¬amphibole mineral cleavage fragments/mineral fibers were detected by SEM out of 1000 fields analyzed, but most were identified as min¬nesotaite and talc, silicate minerals common to the Biwabik Iron Formation. Amphibole minerals, absent in coarse tailings samples from the five western Mesabi Range taconite operations, were present in a single eastern Biwabik Iron Formation sample collected in 2003 for Lake County from the Cliffs Northshore operation in Silver Bay, MN. Importantly, the Superfund Method for the Determination of Releasable Asbestos in Soils and Bulk Materials [United States Environ¬mental Protection Agency (USEPA), 1997. Superfund method for the determination of releasable asbestos in soils and bulk materials, EPA 540-R-97-028, U.S. Environmental Protection Agency, Washington], as modified by Berman and Kolk [Berman, D.W., Kolk, A.J., 2000. Modified elutriator method for the determination of asbestos in soils and bulk materials, Revision 1: Submitted to the U.S. Envi¬ronmental Protection Agency, Region 8, May 23, 2000] failed to generate any protocol fibers, i.e., fibers longer than 5 µm and thinner than 0.5 µm, from either the western coarse tailings samples or the single eastern Biwabik Iron Formation sample. The combined findings suggest coarse tailings and other taconite mining byproducts should be treated with the same common sense safety and industrial hygiene approach practiced for all mineral-based materials that have the potential to generate respirable dust. © 2007 Elsevier Inc. Following a study by NIOSH on the availability of teams in the U.S. as well as existing training sites and their capabilities, the Penn State University, leaders of the Pittsburgh Section of SME, providers of mine rescue equipment, and industry sponsors united to establish and make fully functional a student mine rescue team at Penn State University. With the growth of MERD and mine rescue competitive events at Missouri S&T, the Mine Training and Technology Center in PA, and at Colorado School of Mines Edgar Mine, a critical mass of effective training venues were made available to help student teams progress and develop mine rescue skills. The challenges to be met in creating and developing a student mine rescue team will be discussed. The rewards from this type of effort will be the quick capability of graduates from mining engineering programs to be involved in not only mining operations, but industry mine rescue teams and other leadership roles as well.

The mining industry has searched for a message that will resonate with the public while focusing on the industry’s positive contributions to society. Thus far environmental groups remain unconvinced, and the public is still largely uninformed. In the authors’ opinion, a number of recent events and experiences have converged to help shape a more effective public communication on mining’s important role. This paper presents a fresh and cogent perspective on coal’s role in sustaining society by anchoring the message in a transparent material flow analysis that links coal’s impacts across a broad range of social and environmental aspects.

A glance at the following chart reveals that because of the continued poor economy, the slump in industrial mineral production continued into 1980. Gypsum was down 17% from 1979; cement down 9%, sand and gravel, 17%, and crushed stone, 11%. All these downward trends reflect the high interest rates and high costs that slowed construction starts. Domestic fluorspar was down 21% and imports off 14% due to the steel iudustry slump. However, potash production was up 8% and phosphate, 5%. Increased drilling activity spurred au increase in barite production of 25%. Most other industrial minerals posted losses with only a few insignificant increases. As expected, prices were higher, reflecting increases due to high costs for labor, supplies, and above all, energy. Increasing energy and transportation costs also had their effect on industrial mineral production. Railroad freight rates increased 16-22% including fuel surcharge; truck rates increased 11-14%a; and ocean freight rates increased 20% for finished goods. The 1979 shortage of boa and hopper cars did not continue into 1980-most likely due to low production of many of the hulk industrial mineral commodities. All in all, 1980 was not a good Year for industrial minerals.
