"The U.S. National Institute for Occupational Safety and Health (NIOSH) has been researching refuge alternatives (RAs) since 2007. RAs typically have built-in pressure relief valves (PRVs) to prevent the unit from reaching unsafe pressures. The U.S. Mine Safety and Health Administration requires that these valves vent the chamber at a maximum pressure of 1.25 kPa (0.18 psi, 5.0 in. H2O), or as specified by the manufacturer, above mine atmospheric pressure in the RA. To facilitate PRV testing, an instrumented benchtop test fixture was developed using an off-the-shelf centrifugal blower and ductwork. Relief pressures and flow characteristics were measured for three units: (1) a modified polyvinyl chloride check valve, (2) an off-the-shelf brass/cast-iron butterfly check valve and (3) a commercially available valve that was designed specifically for one manufacturer’s steel prefabricated RAs and had been adapted for use in one mine operator’s built-in-place RA. PRVs used in tent-style RAs were not investigated. The units were tested with different modifications and configurations in order to check compliance with Title 30 Code of Federal Regulations, or 30 CFR, regulations. The commercially available relief valve did not meet the 30 CFR relief pressure specification but may meet the manufacturer’s specification. Alternative valve designs were modified to meet the 30 CFR relief pressure specification, but all valve designs will need further design research to examine survivability in the event of a 103 kPa (15.0 psi) impulse overpressure during a disaster. BackgroundThe Mine Improvement and New Emergency Response Act of 2006, known as the Miner Act (U.S. Department of Labor, 2006), was enacted in the wake of three mine accidents involving explosions or fire that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the Miner Act includes provisions that target mine safety issues in areas such as emergency response planning; adoption of new technology; training and education; and mine safety standards enforcement. Section 13 of the Miner Act specifically directed the U.S. National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of refuge alternatives (RAs) for underground coal mines, and the U.S. Department of Labor to act on the results of such research, as appropriate. These mandates culminated in the 2009 adoption of changes to the Title 30 Code of Federal Regulations, or 30 CFR, mining health and safety regulations (U.S. Department of Labor, 2008), requiring underground coal mines to supply mine emergency RAs and associated components so as to provide a life-sustaining environment for persons trapped underground. Such RAs can be either selfcontained mobile units or built-in-place facilities. The regulatory changes also include provisions establishing requirements for the approval of RAs and their components by the U.S. Mine Safety and Health Administration (MSHA), among which are numerous criteria for providing a safe breathable atmosphere under positive pressure within the RAs. One criterion for maintaining a safe RA atmosphere is the inclusion of an air pressure relief valve that will activate at a maximum of 1.25 kPa (specified as 0.18 psi, or approximately 5.0 in. H2O), or as specified by the RA manufacturer, above mine atmospheric pressure in the RA (U.S. Department of Labor, 2008)."

Man's activity in developing, operating, and abandoning a mine often affects the quality of the ground water and surface water. Acid water drainage from mines is an example of an impact from mining that results in degradation of ground and surface water. New flow systems are created by the mining activity. The mining made possible complex chemical reactions that, with water movement, create a discharge of low pH, poor quality water. Remedies for these problems fall into two general solutions: 1) treatment of the end product and 2) reversal of some aspect of man's disturbance of the natural system. The relative reversibility of various aspects of man's impact from mining activities ranges from relatively easy to very difficult, from economically feasible to economically infeasible, and from technically possible to essentially impossible with present knowledge. The relative reversibility of a mine-related problem cannot be assessed without first understanding the detailed physical interactions that combine to form the problem. Acid water drainage is a combination of the availability of several chemical factors with the availability of water for a transport mechanism.

Introduction Mechanical classifiers consist of a settling tank with parallel sides and a sloping bottom equipped with a mechanism which continuously agitates the pulp and removes the settled solids. The functions served by mechanical classifiers include the following: (1) allow the particles larger than the desired size to settle in the tank and provide an overflow product with a minimum of oversize particles, (2) produce an overflow product of sufficiently high solids content to meet the requirements of the subsequent processing steps, (3) agitate the pulp and permit separation of the entrapped undersize particles so they can report in the overflow product, and (4) drain and remove the underflow solids from the settling pool. Various types of mechanisms have been used to agitate the pulp and remove the settled solids, which include: (I) endless belt and chain drags, (2) reciprocating rakes, (3) helical flights mounted on a rotating shaft which extends through the settling pool, (4) helical flights inside of a rotating drum which contains the classifier pool, (5) troughed conveyor belts forming the settling pool in the concave curve of the belt closely following the tail pulley, and (6) low-speed impellers agitating the underflow settled in the apex of cone-type mechanical classifiers.23 The principal use of mechanical classifiers has been in closed¬-circuit wet grinding; however, this application has been widely displaced over the past few decades by the hydrocyclone. The hydrocyclone installation, including its feed pump, offers lower capital costs and requires less floor space. Nominally it produces an overflow prod¬uct of higher solids content, compared with a mechanical classifier, for comparable classification size up to 400µm (35 mesh). However, these advantages of the hydrocyclone are being gained at the sacrifice of some of the advantages of the mechanical classifier. The mechanical classifier requires less power and has lower maintenance costs than the hydrocyclone and its feed pump. The underflow product from the mechanical classifier can have a higher solids content and contain less entrapped undersize particles than the comparable product from the hydrocyclone. Consequently, it is capable of operating at a higher classification efficiency. A reduced circulating load24, 25 results under these conditions in a closed-circuit grinding application. Other applications for mechanical classifiers include desliming, dewatering, and washing operations. Sand-slime separation may be achieved using one or more stages of mechanical classifiers. Typical applications would include washing and deslimining of concrete aggre¬gate or sand; glass sand; abrasives; oyster shells; phosphate rock; iron, nickel, and chromium ores; alumina; zeolites; solar salt; and precipitates from chemical processing. As an example for the latter, Bitzer26 recommended the use of mechanical classifiers for countercur¬rent cementation-in-pulp of copper from the leach liquor. Similarly, mechanical classifiers are used in uranium processing27 for separation of the barren sands from the pregnant leach solution. Depending on the particle size and the effectiveness of the sand¬slime separation, the sand product from mechanical classifiers may be drained to solids content approaching 84%. Thus, mechanical classifiers are frequently used as dewatering equipment for various applications, such as: 1) Make a product having suitable solids content for subsequent transport by belt conveyor. 2) Provide a drained product to reduce cost of drying. 3) Provide a drained, washed, heavy sand product for return to the circuit. 4) Recover fine values from dilute plant effluents from coal, sand, phosphate-rock, and iron-ore washing plants and from steel-mill flue¬dust scrubbers. 5) Drain residual reagents of a preceding process stage prior to conditioning with reagents of different characteristics, e.g., cationic¬anionic flotation of phosphate rock, iron ore, etc. Design and Operating Features The proper selection of mechanical classification equipment re¬quires that the properties of the solids and liquid are adequately de¬fined. The following descriptive information regarding the solids is desired: feed rate, chemical and physical composition, density, tem¬perature, size analysis, and desired separation size. For the liquid used, the following data would be needed: feed rate, density, viscosity, pH, and temperature. Settling Area. The pool area required to permit a particle larger than the separation size to settle depends on the density and shape of the particle and on the density and viscosity of the pulp within the classifier pool. These criteria of the solids and pulp determine the settling rate which, in turn, determines the settling area required. Determination of the settling rate by long-tube batch tests can be used to calculate the settling area. A theoretical approach for estimat¬ing the settling area requirements is discussed in Chapter 1, Classifica¬tion Theory. This procedure can be used when neither test data nor empirical data from similar operations are available. Data on settling-area requirements and settling rates have been compiled by the manufacturers of mechanical classifiers. The approxi¬mate settling area required for a particular separation size can be estimated by using the curve shown in Fig. 65. This curve applies for closed-circuit grinding applications. For dilute velocity classification in open circuit, desliming, the length of the overflow weir, W, multiplied by the weir's mean distance from the feed opening, E, is used as the design criterion, instead of the settling area, in sizing the classifier. The area requirements, W X E, for dilute velocity classification can be expressed in terms of volumetric flow, Q, and settling rate, Rs, as follows: W x E = Q/(18.06 Rs) where W and E are feet, Q is gallons per minute, and Rs is inches per second. Overflow Weir. The hydraulic head, and thus the velocity at which the overflow crests the overflow weir, is one of the factors controlling the particle size of classification. Consequently, the length of the overflow weir must be designed to provide the overflow velocity which allows the particles larger than the desired size of classification to settle in the working area of the pool. Developing a mining venture in a foreign country, particularly in South Africa, can be a real challenge to those involved in the operation. The mining division of Southland Energy Corp. was asked to offer consultative support to the New Union Gold Mine, located in the Giyani District, Transvaal, Republic of South Africa, to aid in their expansion from an approximately 65 tonne per day exploration- exploitation project into a full scale mining operation of 300 tpd by January, 1987 with further expansion to 600 tpd by mid-year. This paper ad- dresses the development of the expansion plans, which are presently being implemented. History. Located in the Northern Transvaal, Republic of South Africa, the New Union Gold Mine is part of what is known as the Klein Letaba gold fields. Gold prospecting in the Klein Letaba gold field area dates back to the earliest years of European prospecting activities in the Transvaal where, reportedly, gold was discovered as early as 1887 (figure 1). The claims com- prising the present New Union Gold Mine have been explored by a number of individuals and relatively small mining groups since the early 1930's. The work done by these entities was aimed at recovering as much gold as possible in the quickest and cheapest manner possible and, as a result, the area was not explored in a systematic fashion. The long-term potential of the area, therefore, was not known until very recently.

Fractures of sedimentary rocks in the vicinity of the outcrop are commonly encountered around the world. Mine highwalls and numerous highway cuts give excellent views for detailed study of surface fractures. This paper gives an explanation of the origin of fractures as well as characterization of the distribution and extent of joint system with reference to lithologic composition of the rocks. Practical implications of the joint system affecting mine operations are described. Among the subjects discussed are: discontinuous deformation as an effect of surface subsidence, stability of mine portals and near outcrop underground operations, and stability of highwalls, when using highwall miners and strip operations. Some design procedures are recommended that can minimize the problems encountered in mining areas with intense joint systems.

The Schaffer linear kimberlite complex and Aultman kimberlite diatremes comprise a major part of the State Line kimberlite district of Colorado and Wyoming, which encompasses approximately 200 sq mi (500 km2). The district is located along the eastern flank of the northern Front Range and is underlain prin- cipally by Precambrian granites (approx. 1.4 b.y.) which have been intruded into an older (approx. 1.75 b.y.) metamorphic complex. The kimberlite occurrences are Devonian in age and are related to older Precambrian linear structures. The Schaffer kimberlite complex is a dike or fissure system with enlargements or blows developed at the intersections of cross faults; the two Aultman occurrences are diatremes. Kimberlite within the Schaffer complex is predominately grey to green phlogopite-calcite kimberlite breccia and tuffisitic breccia. Carbonate is abundant in some phases. Inclusions of host granite are common and locally abundant. Upper mantle peridotite, pyroxenite, and eclogite and lower crustal granulite xenoliths are present at many localities. Four phases of tuffisitic kimberlite breccia occur in the Aultman diatremes. These breccias are characterized by high carbonate and serpentine contents. Xenoliths of upper crustal granite, lower crustal granulite, and upper mantle assemblages are abundant locally. Lower Paleozoic sedimentary rock xenoliths are also abundant in the Aultman diatremes but are absent in kimberlite of the Schaffer complex. From 1979 through September 1982, Cominco American, Inc., conducted geologic mapping, petrographic studies, geophysical surveys, geochemical surveys, and auger drilling in the Schaffer-Aultman project area as part of an extensive evaluation program of kimberlite occurrences. Forty bulk samples (approx. 8,000 metric tons) were excavated from the occurrences and then were processed for diamonds at Cominco American's heavy media separation and diamond recovery test plant at Fort Collins, Colorado. Indicated grades from the Schaffer and Aultman kimberlites range from approximately 0.5-1.0 carat per 100 metric tons and as such, the occurrences do not appear to approach economic viability at this time.

The effects of additives, sodium hydroxide, sodium carbonate, sodium oleate, oleic acid and polyacrylic acid, on stirred media milling of limestone have been investigated. The results are evaluated in terms of specific surface area, specific energy and energy efficiency as a function of additive dosage, polymer molecular weight, solids concentration and relevant operating variables. Use of additives generally results in changes in specific surface area and energy efficiency, while under certain conditions a more than 100% increase in these parameters can occur. Relevant interfacial properties have been measured and milling mechanisms involved are explored particularly in terms of the effect of additives on the flow patterns at higher solids concentration.

Large volume, highangle conveying by “conveyors with cover belt, dates back to the early 1950s, when such systems were employed at the bucket wheel excavator boom conveyor in German lignite mines to increase the depth of cut without increasing the boom length. Various systems were developed, patented and built. These systems were not a lasting success for various reasons, which are noted by Rasper[1]. In his 1958 “Review of Cover Belt Systems,” Rasper summarizes the characteristics which are worth pursing and those that should be abandoned. The former are akin to good conveyor engineering. The sandwich belt conveyor model. The first sandwich belt conveyor model allowed calculation of the required hugging pressure to develop the bulk material’s internal friction and preclude material slideback. A modern, accurate version of the sandwich belt conveyor model is presented in Fig. 1. This model depicts accurately a derating of the material cross-section allowing an ample belt edge distance that can tolerate normal belt misalignment without material spillage. The calculations must thus recognize that only part of the hugging pressure is imparted onto the material with the remainder transferred belt edge to belt edge affecting a material seal. Mathematical development of the sandwich belt model is covered by Dos Santos and Frizzell in their 1983 article, “Evolution of Sandwich Belt High Angle Conveyors.”"

"A composite shell lining typically consists of an outer permanent sprayed concrete shell, a water proofing layer and an inner sprayed or cast concrete shell. Composite shell linings become more and more popular and have been built recently on large scale infrastructure projects. Surprisingly there is very little published literature on the actual structural design of composite linings. As a consequence there is a lack of common understanding on how to design a composite lining structure. Composite action of the outer shell (primary lining) initially carrying short term ground loads and the “unloaded” inner shell (secondary lining) require nonlinear concrete modelling to be able to assess the bearing capacity of the composite lining structure adequately. The composite action of the waterproofing membrane and the inner and outer shells can be considered either by simplified closed form solutions or by numerical models. Strength and stiffness parameters of membrane and concrete govern interaction of inner and outer shell. This paper should contribute to understanding composite lining behaviour with focus on the bearing capacity at limit state by taking into account the actual loading history. Possible ways and concepts on how to deal with these topics are presented, however a broader discussion on limit states of the composite lining materials – also in the long term will be required to come to an agreement on composite lining design methodology. INTRODUCTION Composite Lining Technology Traditionally the construction of shotcrete lined tunnels incorporates primary and secondary linings, separated by a sheet or a sprayable waterproofing membrane. The primary lining shotcrete is considered to be structurally temporary and the secondary lining to be permanent, leading to designs which ignore the bearing capacity of the primary lining in permanent condition. There was general perception that the shotcrete lining installed immediately at the tunnel face, experiencing strains up to 1% and even cracking in the early age, combined with mesh reinforcement additional support measures like lattice girder, spiles and bolts cannot be considered as a permanent structure. But also former shotcrete mixes showed significant weakness with respect to durability suggesting a more temporary nature of primary lining shotcrete. On the other hand it was clear that primary lining shotcrete does not disappear, it may lose probably a certain percentage of its bearing capacity, but discounting any contribution from the primary lining at all was considered inherently conservative. There were different strategies to account for the risk of reduced durability and bearing capacity of the primary lining, either by selecting moderate ground loads for the secondary lining design, by assuming that some residual load will be carried by the primary lining. This approach is very much based on experience. Another more rational possibility is to assume that the primary lining degrades into a rocklike material, which is weaker than the primary lining shotcrete but still imparts some strength to the ground around the secondary lining, but does not need to comply with any concrete design codes any more."

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies, including a fire or explosion, a massive roof collapse, mine inundations or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training.

The Waste Isolation Pilot Plant (WIPP) Project was established in 1975 by the Department of Energy (DOE) under Public Law 193 to develop the necessary technology for safe disposal of radioactive wastes from the defense programs of the U.S. The technology development involves extensive theoretical, numerical, and laboratory programs, as well as construction of the WIPP facility in southeastern New Mexico for in situ testing and waste storage demonstration. If after the demonstration, the facility is found to comply with regulations of the Environmental Protection Agency, then the facility will become a repository for Transuranic (TRU) waste. The underground portion of the facility is 655 m beneath the ground surface in massive natural salt deposits of the Salado formation, as shown in Figure 1.

Over 100 saprolite samples from Turkey Hill Gold Mine, Lumpkin County, Georgia, were analyzed (-80 mesh) for As, Au, and Sb. Maximum values are 16.2 ppm As, 7.9 ppm Au, and 29.1 ppm Sb. Results show trace element content of saprolite varies with topography: ridge top samples show a pronounced decrease in Au and Sb, and to a lesser degree in As, whereas, slope and valley samples have anomalous Au and Sb concentrations, with no discernable pattern for As. Statistical analysis shows strong correlation between Au and Sb and none between Au and As. This study will serve as a model for gold exploration in deeply weathered terrains with variable relief.

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? Mine closure and cover design. ? Strides toward sustainability in mining. ? High-density tailings, paste and filtered tailings. Acid rock drainage for engineers and environmental scientists.

[Many factors impact the selection of one mining method over another for deep seated, thick seam coat deposits. Generally if an operating mine is recovering coal at high volumes from thick seams then a truck/shovel fleet is required for coal loading. The next consideration is how to remove the associated burden. If an operation has relatively small amounts of burden associated with the coal then a truck/shovel fleet may be employed for burden removal simply to standardized the entire mine equipment concept. On the other hand large amounts of burden associated with the coal can justify employment of draglines for burden removal. Specific economic, productive, and physical factors contribute to the final decision.]

"When most people think “miner,” they picture an older white man in a dusty shirt and suspenders. He’s holding a gas lamp and a pickaxe, peering at the walls of a dimly lit cavern. This image, while steeped in heritage, is no longer representative of what mining is: a global, increasingly diverse industry.It’s an industry made up of individuals like Zambian-born Chushi Mwewa, PE, president of Southlands Engineering, LLC in the United States and managing director of Southlands Engineering Limited in Zambia; Navajo tribe member Peter Denetclaw, manager of environmental programs and Navajo relations at Freeport-McMoRan; and Chinese and Jewish Alyssa Hom, a project engineer at McCarthy Building Companies.According to the Austrian Federal Ministry of Science, Research and Economics, 168 out of the world’s 195 recognized countries have some mining or mineral resources activity, and the mining industry directly employs more than 25 million people across the globe.However, according to McKinsey & Company’s 2017 “Women in the Workplace” study, white males hold 67 percent of C-Suite positions and 70 percent of senior vice president positions in the corporate world, and mining is no different. This uniformity among leadership has been tied to lower levels of employee engagement, innovation and business growth. The bottom line is this: Diversity is good for business. The question industry leaders must now ask themselves is not “Will we promote diversity?” but “How will we promote diversity efficiently and permanently?”More than 80 industry professionals, consultants and students gathered to discuss this question and share stories at the “Developing Diversity in Mining” workshop organized by the University of Arizona’s Lowell Institute for Mineral Resources (IMR), held during the 2017 SME Arizona Conference in December 2017.Brad Ross, co-director of the IMR and one of the facilitators of the workshop, said he felt diversity was important to discuss because he has witnessed its benefits throughout his career in the mining industry.“By creating a team of people with different experiences and perspectives, a company is better equipped to see the big picture and to creatively tackle problems,” he said. Speakers from industry and academia,including Mwewa, Denetclaw and Hom discussed the challenges surrounding achieving diversity and inclusion as well as the roles and responsibilities of different stakeholders."

"We hear all the time about the value of hard work and perseverance, and the part they play in the professional life of successful people. What we do not hear so much about are the many professionals who work hard and persevere, yet never seem to quite reach the level of success they aim for. Some current authors are beginning to give more attention to the part luck/black swans/outliers play in success. This is not a new phenomenon, Machiavelli had a lot to say about it back in the Renaissance. So how can knowledge of this dynamic help in a modern organization? INTRODUCTION Work hard and you will succeed. Go to the right school, major in the right degree, study hard, and get a good job. Look at the lives of successful people, and do what they do. Be all that you can be. You can be anything you want to be. Really? Those who are successful always get attention, people want to know what they did to reach such a high position. Invariably, at least part of their narrative will include hard work, wise insight, taking advantage of opportunities, etc. If they are of a more generous nature, they might also allow that building the right friendships and collaborations also played a role. All of this may be true; what we do not often hear are the stories of those who did all of these very same things, but did not find success. An example from pop culture: The Voice. I have watched this show occasionally the past couple of years. One of the things I like about the show is that the initial screening of contestants is based solely on their singing voice (hence the name of the show), and not on their appearance. At the time of this writing (early November), the judges have just finished elimination rounds for their final teams to go on to the live shows. Here is my point—in almost every case the judges agonized over choosing who would go forward and who would be eliminated. And the reason is because all of them are really talented singers. It is impressive how gifted they are. At the end of each season, only one is declared a winner, out of that gifted pool of singers. When you hear their stories, they are all talented, hard-working individuals sacrificing for their art. And as far as I know, none of them has ever become a star. Hard work, dedication, sacrifice, talent—sometimes it is enough, sometimes not. I will be looking at the part uncertainty/luck/black swans play in our lives, but I want to make it clear at the beginning that I am not saying everything that happens to us is out of our hands or beyond our control. Taleb makes this same point (2007, p. 52): “This problem is chronic: if you tell people that the key to success is not always skills, they think that you are telling them that it is never skills, always luck.”"

Because of the Chilean Ministry of Mining's interest in the development of industrial minerals, the Chilean Geological and Mining Service (Servicio Nacional de Geología y Minería, SERNAGEOMIN) has carried out a research program during the last two years to identify projects that represent interesting investment opportunities for small- to medium-scale operations in Chile. Most important of these projects are: (1) Quebrada Lluta aluminum sulphate, for drinking- and industrial-water treatment, with a potential domestic and foreign mar- ket of almost 43,000 tonnes per year and investments of about US$1.8 million; (2) Quebrada Lluta-Quebrada Cardones pumice, for abrasives, filters, fillers, and light- weight aggregates, with a potential market of about 30,000 tonnes per year, and in- vestments of US$2.0 million; (3) El Maule dolomite, for soil conditioner and iron smelting, with a total potential domestic market of some 60,000 tonnes per year, and estimated investments of US$2.0 million; (4) Las Escaleras bentonite, for animal feed, pelletising, and oil absorbents, with a potential market of almost 6,000 tonnes per year, and investments of about US$2.4 million; (5) Laraquete-Carampangue andalucite, for alumina refractories, with a future total domestic and foreign demand of about 15,000 tonnes per year, and estimated investments of US$2-2.5 million; (6) Rio Lía garnet, for fillers and sand-blasting abrasives, whose domestic market represents 10,000 tonnes per year, with investments of US$2.3 million; and (7) Munilque pumice, for building bricks and panels, with a potential domestic market of 250,000 tonnes per year, and investments of US$1.4 million. The development of these projects will represent an important increase and a significant diversification in Chilean industrial-minerals production.

On October 27, 1972, ground was broken for the first section of the Second Avenue Subway, a two track underground rail system that was to extend from the south end of Manhattan at Broad Street, north to the Harlem River at 126th Street, a distance of eight miles. This ground breaking was the culmination of 67 years of planning for an east side subway in Manhattan. Following the successful opening of New York City's first subway on October 1904 there was a mass planning for additional subways throughout the City. In 1905 approval was requested of the Board of Estimate for a First Avenue route and Third Avenue route. The Third Avenue route was approved but when action was not taken to start construction, the approval in accordance with the conditions under which it was given was withdrawn. Further reports and plans for an east side subway, usually to be constructed on Third Avenue, were issued in 1920, in 1922, in 1924, etc. Those of us who had worked on the Sixth and Eighth Avenue subways in the thirites and early forties left to join the armed services of World War II in the expectation that we would return and start work on designing and constructing that east side subway. The reason that much of the thrust in those years was to construct on Third Avenue was that there was a Third Avenue "EL" and business interests of the City were in favor of its demolition. This demolition was accomplished in 1955 so one of the incentives to construct on Third Avenue was removed; but an east side subway was always part of the master plan of the City.

Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way or substitutes are pushing the mined products out of the market. An example of the latter is the increasing replacement of coal with natural gas and renewables in power generation in the United States [1]. According to the model of the product lifecycle, the global hard-coal mining industry has reached a stagnation phase [2]. The trend is obvious. Coal use peaked in 2013 [3], and the coal demand of China has been slowly decreasing since then [4]. Coal consumption in the United States saw a 16 percent decline from 726 Mt (800 million st) to 608 Mt (670 million st) between 2015 and 2019. In addition, according to the U.S. Energy Information Administration, it will not rise again [5]. The decline is attributed to complex market dynamics, from low gas prices because of the “shale gas revolution” [6] to federal environmental regulations like the Clean Power Plan. Moreover, important players like the United Nations and the European Union have already begun to describe pathways toward decarbonization. Increasing competition between coal-mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries, like France, Spain or Germany, are only forerunners of this development — their centuries of coal production have passed. The concept of sustainable development (SD) is fundamentally based on a model of progress in which ecological, economic and social dimensions should be developed equally and positively. Questions arise, such as: How can SD be a corporate goal in a phase of decline? How can former mining regions sustainably progress to a better future? The steps Germany has taken to handle the coal decline in a sustainable way and the lessons learned from this process are described in this paper.
