California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 51,800 km2 (20,000 sq miles) and contain 45 Gt (50 billion st) of high-quality aggregate resources that have been legally designated as "regionally significant," providing a measure of protection previously unavailable. SMARA reports and state testimony at local hearings have supplied objective information and helped reduce conflict in mine permitting decisions.

At the outset of a discussion on the adaptability of Illinois coals for use in iron and steel production, it is perhaps well to define terms. ?Adaptability? as used in this context, means that a coal can be, adapted to use within a given technological and economic framework. For a coal to be adaptable, to use in the manufacture of metallurgical coke within the present technological and economic framework, it must possess, among other things, at least the following characteristics: 1. The coal must be capable of producing, alone or in combination with other coals, a coke that can meet at least a minimum standard of required performance in the present-day blast furnace. The coke must have sufficient strength, stability, hardness, and freedom from impurities to make it suitable. 2. If the coal in its raw form does not meet these requirements, it must be amenable to beneficiation or upgrading so that the requirements can be met. 3. It must be available in uniform quality and in sufficient quantities to meet the need. 4. Use of the coal must be economically attractive. If its quality is equivalent; to that of the coals with which it must compete, it must be no more expensive than they. If It is better, a premium price may perhaps be demanded. If, in any respect, it is the least bit less suitable, the cost must be lower to offset its disadvantages.

Spontaneous combustion caused by the movement of air through the waste is a major problem. Combat methods attempt to exclude oxygen rich air, but little is known about airflow through the waste. The use of a tracer gas technique to monitor the flow of nitrogen from an injection hole during inertisation is described. Correlations are drawn between barometric pressure changes and the nitrogen entering the waste. As no information was obtained about airflow and oxidation zones, a second experiment was conducted to sample from the waste, but the results were inconclusive. A finite element method developed to model the pressure and airflow distribution, under steady state and nitrogen injection conditions is outlined

The near-infrared (NIR) (12,000-4,000 cm-1) region of the electromagnetic spectrum, between the mid-infrared and visible, has often been viewed by spectroscopists to be of limited utility. This is unfortunate, and recently the use of the NIR has increased greatly, primarily for the quantitative analysis of food and agricultural products. However, many other areas of application of NIR spectroscopy remain unexamined. In this paper a novel use of NIR in the area of flotation chemistry is demonstrated. Specifically, it is shown that NIR/Internal Reflection Spectroscopy (IRS) can be used to quantify collector adsorption reactions in-situ.

Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost, and significantly influence dragline productive time. Both work in very difficult conditions and wear out rapidly. As a result frequent rope changes are required at a substantial cost and time loss to the operation. Although performance of rigging has a profound impact on dragline performance, there are no industry-wide standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The life of drag and hoist ropes depends on: (1) rope construction, which should closely match requirements of the specific application, (2) correct definition and application of the rope discard criteria, so that full advantage of the rope can be taken without endangering safety of operation, and (3) rope operating conditions and its maintenance. The study presented in this paper was intended to address the above points, based on a survey and assessment of the present industry practice.

A field investigation was undertaken to study some of the. chemical and hydrological aspects of leaching an impermeable copper sulfide waste dump. Samples, obtained by means of a Becker pneumatic drill from Kennecott's Chino "J" dump, near Silver City, New Mexico, were analyzed for their moisture and soluble-salt content, Fe +2 , Fe +3, Cu +2 , and H in their interstitial solutions and non-water - soluble Fe, Cu, and S in their rinsed residues. Conclusions were drawn from these data concerning the overall chemistry of impermeable-dump leaching and the hydrological characteristics of the dump.

This paper presents an overall stabilization method to eliminate the potential of reoccurrence of subsidence over abandoned mine lands. The method considers column grouting at the specific locations inside the subsidence influence areas including the distressed and stress concentration zones instead of grouting' around and beneath the damaged structures. The later method is commonly used for AML subsidence abatement at the present. By using finite element method the conditions of stress distribution in the strata before and after grouting can be calculated. The design of grout pattern includes the location and number of the grouting holes. Based on the calculation, the proposed method significantly reduces the stress concentration, i.e., the potential of reoccurrence of subsidence can be reduced or eliminated. A comparative analysis including number of grouting holes, grout affected area, stress level, and potential of subsidence reoccurrence will also be presented.

On February 5, 1973, Eastern Associated Coal Corp began shortwall mining in their Federal No. 1 Mine, thus marking the first attempt in the United States at modern shortwall mining, i.e., using a continuous miner to extract coal open-ended from pillars 100 to 200 feet wide, under the protection of a self¬-advancing roof support system (1)1/. Since then, four additional shortwall faces have been operated. While the number of face-years of shortwall experience in the United States is limited, this experience has been anything but uniform. Differences in operator motivation, coalbed parameters, geologic conditions, panel dimensions, and face equipment all have contributed to a wealth of knowledge which can provide guidance for the design of future shortwalls. The purpose of this paper is to review the history of shortwall mining in the United States and to assess its value to the U.S. coal industry in terms of the health and safety of the miner, the percentage of coal recovered, coal production, worker productivity, and relative cost performance.

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. Retreat mining is one of the most hazardous operations conducted underground. One of the keys to miner safety and an efficient recovery of the reserves is to design adequately sized production pillars to prevent pillar squeezes, excessive pillar spalling, severe floor heave, roof falls, and pillar bumps. Currently, few pillar design approaches are available which consider the abutment pressures generated by the gob. The Bureau of Mines is developing a method called Analysis of Retreat Mining Pillar Stability (ARMPS) to aid in the design of retreating sections. Back analysis of 42 case studies indicates that ARMPS can be helpful in predicting stability during retreat mining operations.

"The data from EPB cells located inside the pressurized chamber of EPB TBMs and also the data from the pressure sensors in grout lines are quite important in controlling the EPB operation. However, there have always been questions in regards to pressure distribution along the shield body. Could the pressure distribution data be used to come up with potential locations for ground loss? Does the overcut region, the space between the shield body and the maximum cut diameter, consist of broken material or EPB muck, or does that region consist primarily of void space? During free air interventions, how does pressure distribute along the TBM body? To address these questions, one of the two EPB TBMs used in the Northgate Link Light Rail project in Seattle, WA is equipped with EPB cells in front and rear body to monitor the pressure distribution along the TBM body in addition to the standard 6 EPB cells located inside the cutterhead chamber and pressure sensors located at the grout lines. This paper discusses the results of this study and weighs on the valuable data that can be collected by using the shield pressure sensors.INTRODUCTIONThe cutterhead of the TBM is normally equipped with overcutters on the cutterhead periphery which extend into the annular space beyond the diameter of the TBM shield. Thus, the overcutters serve to disturb and excavate some of the ground in the annular space which reduces friction and resistance around the TBM body. This phenomenon is necessary to help the TBM steer and navigate around curves. Additionally, the shield of an EPB TBM is also often shaped like a cone, with the diameter decreasing from the front to the tail shield. This conical shape also helps the TBM to navigate because material that is cut by the cutterhead either gets pulled into the cutterhead or it gets pushed out of the way – around the cutterhead and into the annular space. In EPB tunneling, the conditioned material from the face that does not get pulled into the cutterhead mixing chamber flows into the shield gap and pressurizes the surrounding ground. Additionally, grout can travel from the segment annulus into the shield gap. The pressure in the shield gap mainly depends on the pressure of the material at the face and the grouting pressure behind the tail shield."

"Shale gas has become an increasingly important source of natural gas supply in North America and around the world. Horizontal drilling and multi-stage hydraulic fracturing are the two key enabling technologies for the economic development of these shale gas reservoirs. It is believed that gas in shale reservoirs is mainly composed of free gas within fractures and pores and adsorbed gas in organic matter (kerogen). It is generally assumed in the literature that the monolayer Langmuir isotherm describes gas adsorption behavior in shale gas reservoirs. In this work, we have analyzed several experimental measurements of methane adsorption from the Horn River Shale core samples that obey the Langmuir isotherm. INTRODUCTION In nature, gas shales are characterized by extremely small grain size, extremely low permeability on the order of nano-Darcy (10-6 md), small porosity, and high total organic carbon (TOC). Shale can serve as both source and reservoir rock. The amount of gas in place in shale is strongly affected by the TOC, clays, and the adsorption ability of methane on the internal surface of solid (Martin et al., 2010). Since a considerable amount of gas in shale reservoirs is adsorbed, investigation of gas adsorption can provide critical insights into evaluation of well performance and reservoir characterization. Generally, natural gas in shale reservoirs is stored as free gas in both larger mineral pores and natural fractures, as well as adsorbed gas within organic matter (Leahy-Dios et al., 2011). EXPERIMENT METHOD & THEORY Adsorption Experiment Several experiments were carried out on 9 shale core samples obtained in a vertical well drilled within Horn River basin (Figure 1). The CH4 adsorption isotherms were measured for the different depth. In order to measure the amount of adsorbed gas, the high pressure Belsorp-HP equipment applying volumetric method was used. The temperature was kept at 298 K and pressure was increased up to 18 MPa. Approximately 5 g of crushed sample was used for each measurement."

Manganese is about twelfth in the list of the most abundant elements in the earth's crust (Reidies, 1981). More than 150 known minerals contain manganese as an essential constituent (Mellor, 1932). In general, ores containing at least 35%Mn are classified as manganese ores, ores with 10-35%Mn are called ferroginous manganese ores, and ores containing 5-10%Mn are known as manganiferrous ores. One very important class of manganiferrous ores are manganiferrous-silver ores. They occur in the oxidized portions of the silver deposits of the Western United States. Silver is very often associated with manganese oxides which in some ore deposits are dispersed through calcite, causing the black color of the host rock, which is known as black calcite. Black calcites can occur in carbonate rocks (10-1500oz Ag/ton) and in volcanic rocks (less than 1.0oz Ag/ton).

There are basically two commonly used methods of drying washed coal. They are mechanical drying (sometimes called dewatering) and thermal drying. The common methods of mechanical drying are by using vibrating screens, cross flow screens, sieve screens or Vor-Siv, vacuum filters and centrifugal dryers. With thermal drying, the common types include direct fired fluid bed, rotary drum, flash or suspension, vertical tray or cascade continuous carrier or vibrating fluid bed dryers and hollow screw dryers. In the past, it has more or less been a general rule that any time the total product is being washed, both mechanical and thermal drying was required. The reason for this was that a product moisture of 3 to 4% was required and thermal drying was and is the only practical method by which this can be accomplished. With the advent of air pollution controls and the ever increasing concentration on dust elimination, a 3 to 4% moisture product is no longer practical in either the preparation plant or in the processing plants which utilize the coal. Under the new standards, it is desirable to have a product with a 6.5 to 7% surface moisture. With this moisture range, dusting, due to handling, will bc kept at a minimum.

The National Institute for Occupational Safety and Health (NIOSH) in partnership with Strata Products tested the sealing capability of Ventstop®? as part of an ongoing mine fire control and suppression research program. Ventstop®? is a multi-purpose, inflatable device that is produced by Minvent Solutions and is available world wide for use in the metal and nonmetal mining industry. Ventstop®? is also used in the Australian coal industry as a temporary ventilation control device. The device can be quickly deployed, is reusable and can be placed in horizontal and vertical mine voids to control dust, fumes and smoke. Deployment, multi-day inflation and air leakage tests were conducted at the NIOSH Lake Lynn Laboratory to determine the capability and limitations of Ventstop®? in a simulated coal mine setting. During the tests, Ventstop®? was also subjected to low level forces of a nearby methane gas ignition. It is thought that Ventstop®? could be used by the US coal mining industry to temporarily close an underground mine area in response to a fire or spontaneous combustion heating event, to temporarily redirect mine ventilation during longwall equipment moves or during stopping construction. This paper describes this inflatable temporary mine sealing technology and presents the results of the NIOSH tests.

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

Throughout time, the mining industry has been very successful in meeting the world's requirements for metals and materials while meeting the challenges of decreasing ore grades and increased emphasis on protection of the environment. This success has been due to the development and implementation of new technologies. A clear example of such a development over the past 25 years is the increasing use of leaching/solvent extraction/electrowinning for the recovery of copper from oxide and sulfide ores. The key to the successful introduction of this technology was the discovery and development of the hydroxyoxime liquid ion exchange reagents by General Mills Chemicals (now Henkel Corporation). An important role was also played by the close working relationships between General Mills Chemicals and Ranchers Exploration which resulted in startup of the first plant in 1968 and between General Mills Chemicals and Bagdad Copper which resulted in the startup of the second copper SX-EW plant in August of 1970. Following on the heels of the hydroxyoxime development came the commercialization of other new chelating reagents based on different chemical functionalities, i.e., beta-diketones, alkylated 8- hydroxyquinolines and sulfonamidoquinolines. This initial spurt of activity was then followed by a slowing of development in terms of new reagent functionalities. Activity has continued in terms of further optimization/improvement of existing reagent functionalities but the commercialization of new reagent functionalities has slackened. This observation reflects the fact that the development of new reagent functionalities for metal recovery has become increasingly more expensive such that the right combination of price and sales volume must exist in order to justify the investment required to bring a new reagent to the market place. Given the dependence of the mining industry on innovation to meet the needs of the future, one can ask how these new developments, particularly in new reagents, will occur. A spectrophotometric study of xanthate solutions alone and their mixtures with equimolar amounts of alkyl trimethyl ammonium bromide (CnTAB) has established the additivity of ultraviolet spectra (190 - 400 my) for potassium ethyl xanthate (KEtX) and C12TAB. No obvious effect of C12TAB addition on the decomposition rate of KEtX was observed. The kinetics of collector abstraction by copper, nickel and sphalerite powders were studied in 10-5 - 10-3M solutions of KEtX alone and in equimolar mixtures of KEtX and C12TAB. Presence of C12TAB caused a 2 - 3 fold increase in the amounts of xanthate (equivalent to many monolayers) abstracted by copper and, nickel powders but had no effect on the abstraction of xanthate by unactivated sphalerite. The adsorption of C12TAB itself from the mixed solutions was very low, at most ore monolayer only, and was not influenced by the nature of the solid powder used. The results are interpreted in terms of molecular associations and synergistic action of xanthates and quaternary amines.

This paper describes the evolution of the Waste Management Program at the Lupin Mine through the years 1982 - 1986. Echo Bay Mines' Lupin Mine is located on the western shore of Contwoyto Lake in Canada's Northwest Territories about 80 km. south of the Arctic Circle. The gold mine commenced production in 1982 and the Waste Management Program was based originally on the total containment concept. Due to an expansion of the mill circuitry and increased throughput, it was apparent that total containment was no longer applicable and therefore studies were undertaken to characterize the tailings, to evaluate the effectiveness of natural degradation of contaminants in the tailings pond and to determine what additional treatment steps would be necessary to meet the requirements of the mine's Water Licence. These studies indicated that arsenic and cyanide concentrations in the tailings pond decant water would not meet Water Licence discharge limits unless certain measures were under taken. As a result of this work, in late 1984 a decision was made to create a two-ponds-in-series system and the necessary civil work was started in 1985. In addition, a series of dykes were constructed to contain the solids portion of the mill tailings in a confined area of the first pond. To remove cyanide, the ponds are operated in a sequential fill and decant mode to take maximum advantage of natural degradation. For arsenic removal, a chemical feed system was constructed for iron salt addition to the decant stream from the first to the second pond. Decanting of the ponds is accomplished by means of a series of 500 mm (20 inch) Sclairpipe syphons.
