The Don River & Central Waterfront Coxwell Sanitary Bypass Tunnel (CBT) Project in Toronto will extend approximately 10.5 km from Ashbridges Bay Treatment Plant west under Lake Shore Boulevard, north under Bayview Avenue and east through the Don River park area to the Coxwell Ravine Park. The tunnel is currently being mined by using a shielded dual-mode tunnel boring machine (open and close) capable of operating in EPB mode and lined by using a precast concrete segmental tunnel linear with an internal diameter of 6,300 mm and external diameter of 6,900 mm. The CBT is expected to be excavated mainly through shale bedrock of the Georgian Bay Formation, at approximately 50 meters deep. The tunnel crosses a buried bedrock valley in two locations, in the southern portion of the alignment, adjacent to the Don River, and at the northern portion of the alignment approaching the CX-1 shaft. In these two locations, the bedrock cover is expected to be less than 6 meters. The risk of encountering weathered bedrock, significant ground water inflows or surficial soil deposits through these buried valleys was identified during the design phase. The contract required the TBM to be designed with the ability to probe drill ahead of the TBM and convert to EPB mode if necessary, to cross this area. This paper will discuss the additional exploration that was performed by the contractor to identify the extent of this buried valley, the plan going into the zone of potential weathered shale, and the actual conditions encountered.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges such as crown and invert instability due to the overstress condition affecting the strata above, below, and in the tunnel alignment during and after TBM excavation along with the potential for methane inflow. This paper showcases how the orientation of a tunnel alignment has a significant impact on how in-situ geological stress can impact the excavation of a tunnel from the contractor’s point of view and how geological features influence gas inflow to the alignment over time.

Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Compressed air energy storage (CAES) has been initiated recently in West Germany with a 290 MW peaking-power facility utilizing twin cavities with volumes of 150,000 m3 each in the Huntorf salt dome (1). The implementation of CAES in several geologic media is being studied carefully in the United States (2); however, the use of cavities for CAES in salt domes or salt anticlines and the associated long-term stability of these cavities is the specific topic of this paper (3). The cavities represent an essential element in a CAES plant, and thus should be designed and operated to perform with "stability" over the planned life of the overall facility. As employed herein, cavity stability implies the extent to which an acceptable amount of cavity storage volume can be utilized with economic maintenance over the planned life of the overall facility. In this sense stability is relative to the planned use of a storage cavity. Figure 1. depicts the salt deposits of the United States (U.S.) (4). The Gulf Coast region includes the only confirmed salt dome basin in the U.S., although salt structures also exist as anticlines in the Paradox Basin of Utah and Colorado. Because of the relatively small amount of elevation change within the Gulf Coast, CAES in salt dome cavities appears to hold considerably more potential for energy storage in this region than more traditional "pumped hydro" systems.

Automation is a word whose meaning has been broadened by popular usage to include any labor saving device. We with restrict our usage to the replacement of human judgement by instrumental measurement and mathematical analysis in the control of industrial processes. Mineral concentration is an area which has resisted automation because of the great difficulty in developing measuring instruments which can exist in the rugged environment and can measure useful properties with acceptable accuracy. This is not the only factor limiting progress, but until recently it has been of over-whelming importance. The development of on-stream X-ray analysers, magnetic flowmeters and nuclear density meters for mineral slurries has eliminated this obvious barrier and is enabling us to locate and attack the less obvious problems which still limit our ability to automate concentrators. If we examine the history of automation in industries which are highly automated we find that it has usually gone through three distinct phases. The first phase has been regulation. This is the simplest form of control and involves manipulating some variable whose value is of no importance in order to maintain the value of some other variable which is important at a constant specified value in spite of disturbances which may occur in other variables which affect it. A simple example is the use of a control valve to maintain a constant flow of fluid in a line in spite of changes in pressure in the vessels at the ends of the line. Researchers examined datasets from two separate studies that measured common demographic variables but different safety performance outcome variables. Of specific interest was how types of experience might relate to workers’ preparedness to effectively mitigate or respond to both routine and nonroutine risk in the mining industry. The results suggest that individual factors such as length of job, industry, and mine experience are predictive of routine safety performance — as measured by self-reported proactive and compliant safety behaviors — and/or nonroutine safety performance — as measured by perceived competence in self-escape knowledge, skills and abilities (KSAs) — in significant and sometimes unexpected ways.

According to the world bank1, the mining industry consumes up to 11 percent of global energy use. In comparison, 70 percent of mining projects from the six largest mining companies operate in water-stressed regions. To steer the direction of the process industries toward more sustainable practices, more than 40 governments have adopted a price on carbon. This measure includes additional taxes on the use of fossil fuels, trade programs, new standards for renewable energy, energy efficiency mandates, more stringent emissions regulation, carbon offsets, etc. This emphasis is also supported by investors shifting their priorities to reduce risk by focusing on long-term plans, including environmentally friendly operations. The metals and mining industry is at the core of the green energy mix and electrification of vehicles. This new trend creates an astronomical increase in demand for minerals. Under a 2-degree scenario, according to the latest analysis from the world bank, as new energy technologies continue to grow, it is expected that all minerals to double in demand, and the distribution of these materials will depend on their application. • Solar panels, will account for 87% of the aluminum demand, and more than 95% of silver • Wind turbines and geothermal plants will require 98% zinc and 64% titanium. • Solar and wind energy alone will demand more than 74% of the global supply of copper, and this is without considering wiring or other infrastructure to connect the grid • Battery storage accounts for 100% of the graphite and lithium demand. (Hund, 2020) • Other materials, such as nickel and steel, are also projected to more than double in demand as they are cross-technology minerals. These materials require a manufacturing process that is accountable for the emissions proper of the transformation process. It requires that these processes move from a hindsight mode focused on reporting to a forecasting mode based on run-time measurement of GHG emissions. This is a critical first step in companies realizing an economic return for doing the right thing for the environment and their communities.

This paper will present an overview of several hydrometallurgical processes which can be used for sea-nodule metal recovery and some simplified economics. Before going any further, here are some of the basic figures from which the economics were developed. The first is to establish a representative composition for a typical nodule feed (Slide 1). This set of chemical analysis figures can be taken as typical for a deep Pacific nodule feed and shows manganese at 30%, copper at 1.1%, cobalt at 0.2%, nickel at 13% and iron at 10% for the metals of economic interest1.

Most iron bearing ores treated by the R=N Direct Reduction Process yield products lower in phosphorus than the initial ores. The sulfur is also removed and generally is in the range of 0.02 to 0.05 percent in the final R=N product, independent of the sulfur content of both the ore and carbon fuel used. The mechanism and thermodynamic justification of the principal reactions leading to the removal of both phosphorus and sulfur and the control of sulfur in the iron concentrate produced are discussed and supported by the results of laboratory experiments. In substantially all iron ores (containing up to 4% sulfur as sulfate) and solid carbon fuels (containing sulfur from 1 to 8%) tested, the rejection of sulfur has been in the order of 90-95%, with not more than 0.02 0.05% sulfur in the final metallic iron product. With respect to phosphorus-bearing iron ores ranging up to 0.70% P205, the rejection to tailings has been in the order of 70-95%, resulting in not more than 0.03 - 0.07% phosphorus in the final product.

"A new raw water intake from the South Holston River to the Kingsport water treatment plant is under construction. The exploration for the 335 meter long horseshoe shaped tunnel design took advantage of the site topography along the alignment to better define the complex geology consisting of Knox Limestone and Sevier Shale formations separated by a fault zone. To assess the geological conditions and to determine the extent of the fault zone, a 183 meter long horizontal boring and geophysical investigation was performed along a portion of the tunnel’s horizontal alignment. Explorations defined the fault zone width at approximately 5 meters and packer testing along the alignment provided a means of estimating groundwater inflows. As the tunnel excavation advances, comparisons of exploratory data versus encountered conditions will be made. This paper provides details on the geotechnical investigation, lessons learned, and the influence of the geology on the tunnel design. PROJECT OVERVIEW The Kingsport WTP is supplied with raw water via the South Holston River. The City of Kingsport (City) owns and operates the Kingsport Water Treatment Plant (WTP). The existing raw water intake system, consisting of pumps, power supply, raw water piping and appurtenant facilities has been determined to be vulnerable to failure. The original Raw Water Pump Station (RWPS) was constructed in 1928 as part of the original Kingsport WTP project. The 1928 RWPS operated until 1970 when it was replaced by the existing RWPS. This existing system still utilizes the 1928 piping and piping tunnel. Improvements to the RWPS hydraulics and capacity are required to meet the City’s future water treatment needs. The system extracts water from the South Fork of the Holsten River and coveys it via three pressure pipelines to the WTP. The conveyance piping exits the RWPS, ascends approximately 23 m up a near vertical rock outcropping then enters a 120 m long tunnel. Upon exiting the tunnel the piping continues underground to the WTP. The drill and blast tunnel is horseshoe shaped and nominally 3.3 m high by 3.3 m wide. The easternmost 62.3 m of the tunnel is without any type of support. The remainder is lined with concrete. According to the City of Kingsport, the concrete lining was installed in the 1970’s as part of upgrades to the facility. An evaluation of the current facilities concluded that the conveyance piping was in poor condition and required replacement."

The history of mine safety legislation in this country is also a history of mine explosions. Nearly every piece of safety legislation that has been introduced or amended has resulted from some type of a disaster. When coal was first discovered and mined, it was extracted from along outcrops. As the coal became depleted near the surface, underground mining developed. When the first mine penetrated the outcrop, a great number of problems developed, many of which remain with us today. One of those problems is the potential for mine ignitions and explosions. Naturally, when underground mining progressed a few feet into the outcrop, some type of artificial light was needed. Early accounts of mining in Spain, Italy, Japan, and Great Britain indicate that torches served to light the mines. Later, candles were used, and still later, earthern oil lamps containing fish oil were used. As workings got deeper, explosions began to occur. When one did occur it was thought to be the work of goblins or the devil. As explosions became more frequent, it became very obvious that the use of open flames for lighting was very dangerous. A substitute was sought. Dried fish skins which gave off a weak phosphorescent light were tried. A mixture of flour and lime made from oyster shells called Canton phosphorous was also tried unsuccessfully. Fireflies in a bottle were also used.

The Calsinter process for recovery from fly ash involves sintering the fly ash with calcium sulfate and calcium carbonate at 1200°C, followed by a dilute sulfuric acid leach step. Flue gas desulfurization sludge containing calcium sulfite, calcium sulfate, and unreacted calcium carbonate may be substituted for the calcium sulfate and calcium carbonate. Conversion of aluminum in fly ash by the sintering process to an acid-leachable species was measured as a function of sintering time and temperature in the range of 800°-1200°C The sinter-leach steps were investigated using thermogravimetric analysis, x-ray diffraction, scanning electron microscopy, and elemental analysis. SEM photographs indicated that the glassy spheroids in the original fly ash were converted to a crystalline structure by the sintering reaction.

Modern business practice dictates that in order to ensure the economic optimization of investment, the size of any investment venture must be such that every increment of capital invested in such a venture yields at least a corporate minimum acceptable rate of return. This practice is based on the premise that alternative investment opportunities capable of yielding the minimum corporate return are immediately available. If a mining corporation is to make the maximum use of its investment funds, any capital investment in a mining property must comply with the above practice. The most important parameter in estimating ore reserves is the cut-off grade which is used to separate material into ore or waste. The cut-off grade is calculated on the basis that material of cut-off grade produces sufficient revenue to cover the estimated costs of mining and processing through to sales, including depreciation and produce a pre-determined profit. Ore reserves so estimated are adequate for determining the magnitude of an orebody but do not provide a sound basis for determining plant size and therefore capital investment in a new property or for expansion consideration on an existing property. From a financial analysis of this one ore reserve it is impossible to ascertain whether each increment of capital investment is providing the minimum acceptable rate of return, Other difficulties associated with the calculation of a cut-off grade including the determination of depreciation and the amount of pre-determined profit to be included in the cut-off grade calculation are outlined in the text. The proposed solution to determine optimum ore reserves and plant size for new properties avoids the complication of calculating a cut-off grade by computing a series of ore inventories using arbitrarily selected cut-off grades. A comparison of the cash flows generated by production from such ore inventories using incremental financial analysis clearly indicates the ore reserve and plant size which will best serve the corporation&apos;s investment and metal production goals. Incremental financial analysis of a corporation&apos;s operating mines and prospects assists management in assessing the comparative expansion and investment possibilities of each property for increasing or maintaining metal production on a long term basis.

INTRODUCTION Chuquicamata mine is a large copper open pit located in the north of Chile. It has been in production for more than 80 years and now is in the later stages of its life with declining grades and increasing haul distances. As any old mine with long established organizations and procedures, it has faced one of the most difficult managerial problems: to conduct changes. Since 1994, the new management team has been devoted to a modernization pro- gram focused mainly in restructuring business operations. downsizing the labor force and introducing a mine planning pro- cess consistent with the company&apos;s goal. The explicit identification of the latter issue has been made because of the management’s conviction about the importance of it in the profitability of the business. The mine planning process at Chuquicamata mine has evolved from an old manual technique towards a modern computarized system, however the fundamental aspects and the procedures involved in this process have been the same. For in- stance, the cutoff grades policy has not changed during the last said 20 years, regardless of the changes to grade distribution, commodity prices, plant capacities, etc. To review and rethink this process, the strategy was to work with a small group of inside engineers and the management in order to interact with several mining consulting firms. The idea was to open a discussion about the fundamental principles used in the mine planning activities and, at the same time, to explore new ideas to improve the operating practices that have been followed for a long time. Thus, the goal of this paper is to present the mine planning approach that was the result of this work and the improvements that were obtained. THE CHUQUICAMATA MINE The Chuquicamata division is one of the five operations of Codelco and is currently devoted to operating the Chuquicamata mine; a copper open pit, concentrator, smelting and refining complex. It also operates Mina Sur which consists of an open pit mine, a leaching-solvent extraction and electrowinning process. There is also a dump leaching and a Sx-Ew plant for treating the low grade suifide ore (under the cutoff grade) from the Chuquicamata mine. Prior to reviewing the mine planning process, capacities for the Chuquicamata sulfide line were 640 000 tpd of run of mine material, 160 000 tpd of ore and 4 200 tpd of concentrate. This meant a total annual movement of around 230 Mt in the mine and a treatment of 57 Mt in the concentrator with a stripping ratio of approximately 3: 1. The old exploitation strategy consisted of an "open scheme", which means that all benches must have a berm with enough space to allow the traffic of large haulage trucks. This fact implied working with a great flexibility, but the consequences were flat slope angles. One of the reasons for using this operating practice in short term planning was that the grade consistency from the pit has always been a controversial variable. Schedules were designed to meet grade targets accurately and they were modified immediately when deviations become apparent. This reality led to working with a great deal of independent pushbacks and it required flexibility in the traffic system. The cutoff grade policy has been the same for a long time and the figure was 0.5 %CUT either for sulfide or oxide ore. This was the reason why a balance was produced between the mine and the concentrator. The mine is operated principally with benches of 26 m but in the upper part of the pit there are benches of 24 and 30 m. The main production equipment is shovels of 28 and 34 yd3 along with trucks of 200 and 240 st. Regarding the crushing facilities, there are two main systems located inside the pit and an old one in the periphery, close to a stockpile and near the concentrator. In the north part of the pit there is a crusher for waste material and in the north-east area is located the ore crusher facility. Both restrict a significant area of the pit and the mine sequence is considering to move the ore crusher again to the south-east sector where it used to be located. Relating to the waste crusher, the idea is to move it up to a bench near the surface in order to use the same conveyor belt and, at the same time, liberate an important sector. THE MINE PLANNING PROCESS The objective of the mine planning process is to develop a mine plan for the life of the deposit, in harmony and consistent with the company&apos;s goal. It includes the origin and destiny of tonnages and grades from the mine(s), along with the necessary resources to carry out this plan such as: fleet requirement, consumable goods, manpower, etc. From the financial point of view, it means to establish the cash flow for each time period of the mine life. That is. the revenue, capital investment and operating cost associated with each period of the plan. The fundamental principles involved in the mine planning pro- cess have been a controversial issue for a long time. One of the reasons for these divergent views could be produced by the difficulty of modeling a complete extraction policy for a geological re- source. This particular problem has to deal with several decision variables that are time dependent. So far, there is no mathematical formulation for managing such a problem, and the approach to solve it is based on a circular analysis combined with certain heuristic tools. So, a global model rather than a formula, requires a clear understanding of mine operations as well as economic theory and its application to a non-renewable resource. In order to manage this complex problem, the mine planning process can be conveniently split off in three stages which are conceptual, feasibility and operational planning. The characteristics of each stage are basically the timeliness in which they are developed and the kind and number of variables involved. This paper presents the results of an experimental study undertaken to demonstrate the feasibility of using silica sand as a grinding media in stirred ball mills for ultra-fine coal grinding. Laboratory batch as well as bench scale continuous tests indicate that the use of silica sand can reduce the energy consumption by 50% and more over its steel media counter-part. Moreover, this approach has been found to eliminate the disadvantages observed with grinding using steel media such as high replacement cost, contamination of coal through media wear, greater degree of coal oxidation due to higher slurry temperature and greater level of noise dissipation. Additionally, coal-sand attrition system reduces the manpower time required which is often spent towards cleaning and storing of steel media in inert atmosphere to avoid rust and corrosion problems.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration&apos;s CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.

A study was conducted to remove iron from sulfate solu¬tions using Eichrom&apos;sDipex®extractant, PP&apos;-di(2-ethylhexyl) methanediphosphonic acid (H2DEH[MDP]). It was found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. More than 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

Our industry is in trouble. Real trouble. It has never been an easy, secure business. But to-day it is engulfed in revolutionary currents. No longer can there be reliance upon the checks and balances of market forces. Supply and demand largely dictated the economics of business enterprise in simpler days. To-day politics, in particular nationalism become increasingly dominant. And as governments expand and put out tentacles of interference in the direction of the mining industry, far too little understanding is evidenced as to how that industry works. Then there is something which is relatively new -stagflation. As the prices of minerals falls, the capital investment required for new extractive facilities soars at rates which far outdistance those which are cited by governments to indicate the magnitude of inflation. To illustrate; 1) In 1971 it was calculated that $355 million would be required to bring the Cuajone property in Peru into production. Five years later that stage was reached at a cost of $680 million. 2) With the Caridad mine in Mexico, estimated capital investment doubled between 1971 and 1976. 3) The requirements calculated for Cerro Colorado in Panama have risen in two years from $560 to $800. 4) The budget of $240 million for Sar Chesmeh in Iran in 1971 had become $500 million by 1976.

"The city of Minneapolis contracted with CDM Smith to update and provide a conceptual design for improvements to mitigate surcharge flooding in the Central City Storm Water Tunnel System (CCSTS). As a part of the project, CDM Smith conducted a field survey and condition assessment of the existing tunnel system. Information from the survey was then used to update the existing XPSWMM model and develop system wide alternatives.The CCSTS provides storm-water runoff drainage for nearly the entire area of the city’s downtown commercial district. The system consists of deep storm-water tunnels constructed in the St. Peter Sandstone, approximately 21 m (70 ft) below the street’s surface. The primary tunnels comprising the Central City storm water tunnel system are located below Hennepin Avenue, Nicollet Mall, Lesalle Avenue, Marquette Avenue South, 2nd Avenue South, South 5th Street, Washington Avenue South, Portland Avenue South, 2nd Street South, and Chicago Avenue South, as shown in Fig. 1. This network of tunnels conveys the runoff from a 305-acre tributary area that is generally bound by Hennepin Avenue and 1st Avenue North to the east, 12th Street to the south, 4th Avenue South and 7th Avenue South to the west, and 2nd Street South. These tunnels were constructed between 1936 and 1940, except for the Marquette Avenue South tunnel, which was constructed between 1963 and 1964.The CCSTS operates as a gravity flow system. These tunnels were constructed within the St. Peter Sandstone layer of bedrock and emerge from the bedrock at the Mississippi River below St. Anthony Falls. The Central City and the adjacent Chicago Avenue tunnel system converge into a single outfall at the Mississippi River. The runoff discharges from the converged outfall to a side channel of the Mississippi River, called a tailrace, located near the Guthrie Theater. The Minneapolis Division of Surface Water and Sewers provided 32 historic plats detailing the plan and profile of the tunnel system.The tunnel plans show nine different cross-section configurations. Eight configurations within the overall system generally show the same geometric “cathedral” shape with the inside dimensions varying from 1.2 to 1.8 m (4 to 6 ft) in width and 1.8 to 2.4 m (6 to 8 ft) in height. For analysis, these eight configurations were reduced to three configurations with regards to tunnel liner, cross-sectional area and support. For simplicity, the three configurations are described according to the three types of tunnel support used during construction: none required, light timber and heavy timber"
