Flotation processes contain disturbances which make material balance closures difficult to achieve. Lack of closure also arises from instrument errors. A portion of these problems can be overcome by proper equipment selection; the primary measurement installation and methods of initial data filtering are discussed below. The problem of data adjustment has been considered before (2). The technique described here is essentially that of Ripps (2). The technique was expanded to include linearization of non-linear material balance equations. An additional large error detection portion was also added to Ripp's formulation. Ripp's technique is based on a Lagrange-Multiplier optimization method. The Lagrange-Multiplier technique is generally applied when there are equality constraints on the variables. Steady-state material balance equations fit in this category. The basic Lagrange-Multiplier method is described. It is followed by a description of the modified material balance data adjustment technique. An example is presented to illustrate the use of this method.

The mine disaster last November in northern West Virginia has compelled the coal mining industry to take a closer look at the methods of transporting and applying rockdust. The USBM has indicated they would like to see a minimum of 80% incombustble in the back entries and want rockdust to be maintained to within 40 feet of the face at all times. With today's high rate of advance of mining machines it will be necessary to apply dust in the immediate returns continuously and the working places mutt have dust applied during the operating shift. The inspectors have become more demanding in requiring clean-up of coal and coal dust in the working place before rockdust is applied and are insisting on better clean-up and better rockdust applications along belt conveyors. Maintaining a constant application of rockdust in the back entries can be done with a Trickle-Duster. The machine is designed with hopper capacities of either 400 or 1,000 pounds of dust. The discharge rate of dust being fed through 1-1/2 inch diameter hose can be adjusted from 1/2 to 5 pounds per minute. The hose is extended into the return through the last open breakthrough and the return air carries the rockdust along w th the coal dust, depositing them uniformly on rib, roof and bottom.

The mining industry responded to public concerns about use of cyanide by developing a voluntary certification to allow companies to demonstrate their commitment. The International Cyanide Code (Code) establishes standards for the manufacture, transportation and use of cyanide. Key concepts in closure planning to comply with the Code are to decommission all facilities related to cyanide operations and to provide a financial assurance mechanism for those activities. Code requirements may differ from state-specific regulations, but requirements are based on closure goals for protection of the human health and the environment. Only issues related to cyanide operations are required to be included in decommissioning demonstrations. For example, the disposal method of cyanide solution holding tanks and the cost must be included in the closure plan, but information regarding closure of roads is not required. Closure costs must be based on a third-party contractor as opposed to internal budgets. Compliance with the closure requirements of the Code allows companies to show their stockholders, lending institutions, and the public that their operations are environmentally responsible.

Storing natural gas in solution mined salt cavities appears to be one of the more promising methods being considered by some major gas transmission companies for meeting peak demands. Historically, these companies have been faced with the problem of meeting peak demands when the source of natural gas is located hundreds of miles from the marketing area. Transcontinental Gas Pipe Line Corporation's position was further complicated because some of its offshore Gulf Coast gas supply wells may have to be shut in during hurricane alerts. Transco's solution was to construct. solution mined salt storage caverns adjacent to its pipeline near Eminence, Mississippi. (See Figure 1.) In 1965, Fenix & Scisson, Inc., was engaged by Transco to evaluate the feasibility of storing natural gas in caverns dissolved from salt at selected locations along Transco's pipeline to the East Coast. In June of that year a report was submitted to Transco concluding that this proposal was feasible and recommending several potential sites for storage development. Additional engineering and geological studies followed and in March 1968 the Eminence Salt Dome site was selected and storage construction began that year.

Although alumina constitutes about ii percent of the earth's crust, it is expensive to separate and purify for the production of aluminum with the exception off the alumina in bauxite. The United states has a variety of non-bauxite resources that could substitute for bauxite, including high alumina clays, alunite, dawsonite in oil shale, anorthosite, and nepheline syenite. Each of these resources are discussed from the standpoint of geology, geography, processing, potential recovery, and environmental problems. Potential by-products include silica from clays, potash and sulfuric acid from alunite, soda ash from dawsonite, and soda ash and potash from anorthosite and nepheline syenite.

In this study, response surface methodology (RSM) and Box-Behnken design to improve copper extraction from refractory copper oxide ore were investigated. Based on single factor tests, quadratic polynomial equation to describe the relationship between influencing factors (particle size, leaching temperature, sulfuric acid concentration, leaching time) and copper leaching rate could be obtained by RSM. The optimum parameters determined by the model are as follows: particle size 64.60% − 74 μm, leaching temperature 74.15 °C, sulfuric acid concentration 0.49 mol/L, and leaching time 140.85 min. Under these conditions, experimental copper leaching rate of 85.12% could be achieved, which was very close to the predicted maximum value (85.34%) by the model, indicating the quadratic polynomial model was accurate and reliable. Copper leaching rate increased approximately by five percentage points comparing to the result of single factor tests. This study indicates that response surface methodology is an effective method to optimize experiment conditions and achieve an ideal experiment result.

Around two-thirds of world silver mine production comes from mines where the majority of ex-mill revenue is obtained from other metals. In this talk I will illustrate the importance of this output of silver as a by-product of the mining of various base metals. I will also consider the impact of relative changes in base and precious metal prices on mill-head revenue, and therefore, on production decisions. During the latter half of 1982 improving silver prices encouraged re-openings at several base metal mines. Thus some production of lead, zinc and copper can be regarded as partly conditional on the prevailing silver price. Conversely, a good deal of silver production can be considered to be independent of the silver price and dependent on the production of some base metal. It is the degree to which the value of silver mined affects the revenues of nominally, base metal, producers that is the central concern of this presentation.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). An economic analysis for evaluating coal preparation plants in the Appalachian Region is presented. A complete coal preparation plant which includes multi-streams and/or multi-stages coal cleaning circuits, complete closed water circuits, environmentally acceptable refuse disposal and reclamation systems is used to determine the capital and operating costs. The plant is capable of producing metallurgical grade clean coal or deep cleaned steam grade coal for future power generating plants use. Utilizing a profit maximization as a decision criterion, an optimal yield, and optimal coal clean¬ing circuits, closed water circuits, and disposal and reclamation systems for a given coal characteristic may be selected among the process alternatives by using a process simulation-economic model of the coal preparation plant. A deterministic analysis is used to calculate the discounted-cash-flow interest rate of return (DCFIROR) and project the selling prices, and determine the Return on Investment (ROI) for the cases of 32.65% and 52.74% plant utilization with producing two cleaned products. Sensitivity analyses are performed to quantify the effect of total capital investment, operating cost, run-of-mine cost and yield on an economic criterion-ROI and selling prices. A probabilistic evaluation using the Monte Carlo simulation technique is further made to quantify the risk involved in obtaining the desired profit levels. The results of the economic analysis for a given coal preparation plant configuration and characteristics of raw coal indicates that the selling prices of producing two cleaned products are greatly affected by the change in percent of plant utilization (production schedule), yield, and run-of-mine cost, and total capital cost. The sensitivity analysis also shows that the total capital investments has a three times greater effect on required selling prices than operating costs. The risk analysis shown that the overall economics look very attractive with current coal sale prices and 52.74% plant utilization.

Radial gas holdup profiles have been measured in a 50x400 cm flotation column using a multi-cell conductivity probe. Three different bubble generation systems were examined: up to eight vertical filter cloth spargers, three horizontal filter cloth spargers, and three (horizontal) Cominco-type spargers. The variables tested were: number of spargers, symmetry of their arrangement, and height above spargers. Batch water with up to 20ppm frother concentration was used. The general observation is that the profiles tend to be uniform (i.e. flat) with some exhibiting a slight wavy shape. The vertical sparger arrangement proved the most difficult to achieve profile symmetry. The horizontal spargers gave uniform profiles at right angle to their length but a decreasing gas holdup along their length; the Cominco-type spargers gave slightly less scatter in the data. Switching off selected spargers (to simulate malfunction) did not produce strong asymmetry in the profiles.

The St Lawrence Seaway, a deep-water canal system between Montreal and Lake Ontario, was opened for navigation on April 25, 1959. Prior to the opening of the new Seaway, small boats known as canalers and a few deep-sea carriers, primarily from Norway since World War II, were the only ships able to journey past Montreal into Lake Ontario through the old Canadian St. Lawrence canal system. Thus it was necessary for many tons of bulk and general cargo to be shipped all-rail to and from Atlantic ports or to be transhipped to and from canalers. With the opening of the new Seaway, large Great Lakes bulk carriers and a much larger percentage of the world's shipping fleet are now able to sail directly from the sea to the heart of industrial North America. In this paper, the historical events leading up to the construction of the Seaway and the physical nature of the Great Lakes transportation system are briefly reviewed. Following this, an attempt is made to evaluate the effects of the new Seaway on Canada's mineral industry. Because the Seaway has been in operation for only one season, this paper must be considered only an interim report. Because of the importance of the Seaway to iron ore, this commodity will be dealt with in detail, although the effect on other mineral commodities such as coal, petroleum, nonferrous ores, iron and steel will be mentioned. At this time the author wishes to thank the various company and government officials who provided both factual information and critical opinions.

Ground water, one of Florida's most valuable resources, is also one of its most abundant. The State is fortunate to have several prolific ground- water reservoirs that yield tremendous quantities of water to wells and to some of the world's largest springs. These ground-water reservoirs, or aquifers are of two types artesian and nonarteaian. Ad artesian aquifer is one that contains water under sufficient pressure to rise above the top of the oontaining formation. A nonartesian aquifer is one that contains water which is not confined, and the upper water surface (water table) is free to rise and fall. The principal source of ground water in Florida is the artesian Floridan aquifer which supplies most of the water users in the State. Nonartesian sources include the Biscayne aquifer of southeastern Florida, the sand-and-gravel aquifer of extreme western Florida, and a shallow aquifer which lies at depths of less than 100 feet over much of the State. The accompanying map shows the approximate areas where these aquifers are the main source of supply; however, the boundaries do not represent the areal extents of the aquifers. For example, the Floridan aquifer extends beyond the southern boundary shown on the map, but it is not of great economic significance there because the water is highly mineralized. Aquifers other than the four described occur in the State, but they are, for the most part, of minor significance. One of these is an artesian aquifer which is formed by permeable zones that occur locally within the confining beds above the Floridan aquifer.

There are more than 15,000 abandoned mine features in New Mexico. A considerable number of these mines have not been cataloged or assessed for prioritized reclamation efforts. These mine wastes can be examined as a resource of critical minerals. Many of legacy mine waste deposits have undiscovered commodities and critical minerals, due to low recovery processes during past production. In this project, Black Hawk mine wastes in Grant County, New Mexico are examined by thorough mineralogical and geochemical characterization. This project seeks to characterize and estimate the critical minerals in mine wastes of Black Hawk mine, and determine the acid generating potential of mine waste. Identifying and producing critical minerals in New Mexico may directly benefit the U.S economy and national security.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

According to the Balandin's (1) "multiplet theory of catalysis", adsorption can occur only if atoms of the reactant molecules are congruent with surface atoms of the catalyst. Such a condition calls for certain definite geometrical relationships between the reactant molecules and the atoms at the surface of the catalyst. If such a match or geometrical 'fit' is not provided, the surface reaction will not take place. An appropriate analogy to this may be the lock and key theory that enzymes should fit a substrate just as a key fits a lock. Similar geometrical considerations in adsorption studies were made in connection with the flotation of minerals. Gaudin(2) and Gaudin and Preller (3) proposed that if the dimensions of collector ions are in registry with the mineral lattice, an ordered layer of adsorbed species is formed. They explained that the structural fit is one reason for good flotation of galena with xanthate. In another study, Bachmann (4) attributed the selective flotation of KC1 from NaCl with amine to the fact that the lattice parameter of the amine collector is closer to that of KC1. Schubert(5) investigated the flotation of various nonmetallic minerals with amine and pyridine, and related the dimensions of the collector ions with the anion distances of the mineral surface. He concluded that good flotation is obtained when the tolerance is within 20%. The geometrical theory has also been used by Groszek (6) to explain the preferential adsorption of n-paraffin onto the basal plane of graphite. The geometrical theory has thus been found useful in explaining adsorptive properties of an adsorbate relative to the substrate structure. The purpose of the present work is to examine the possibilities of a geometrical fit between sodium dodecyl sulfate and Cu(OH)2 surface, and to construct a crystallographic model of the surface compound.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95,955 mt (105,770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/mt (0.36 oz/st) silver with 0.94 % copper, 1.10% lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1 Mmt (1.21 million st) grading 4.89 % copper and 3.39 g/mt (0.099 oz/st) gold. Geologically possible reserves at Equis may total 1.6 Mmt (1.76 million st). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

This paper presents the results of an investigation into the influence of hydrodynamics on a preflotation process for the copper sulfide ore from the Fore-Sudetic Monocline deposits in Poland in a flotation machine. The main aim of the preflotation stage for Polish copper ore is to remove the easy-to-float organic matter — organic carbon — that causes serious problems in metallurgical processes. The organic matter is connected with the presence of shale ore. This paper describes the preflotation experiments conducted to investigate the effect of various stirrer speeds. The upgrading selectivity of copper and organic carbon were analyzed and compared. The results show that the effectiveness of separation between organic carbon and copper decreases with increased stirrer speed in the laboratory flotation machine. The more intensive the mixing of the flotation suspension, the lower the selectivity of the preflotation experiment. Lower stirrer speed probably provides lower mechanical entrainment and flotation of copper minerals.

"This work presents a method for the precipitation of cobalt sulfate by alcohols, specifically ethanol and methanol. The effect of the initial concentration of cobalt, the volumetric ratio of alcohol to cobalt sulfate solution, the addition of sulfuric acid and ammonia, and the effects of common ions on the precipitation percentage were investigated. The performances of ethanol and methanol were compared in terms of the precipitation percentage of cobalt sulfate, and explanations for different performances are offered. In the sulfate-based solution, the alcohol was shown to displace water ligands from the first coordination sphere of the cobalt(II) cations, which led to the precipitation of the cobalt ions as cobalt sulfate heptahydrate. SEM analysis revealed that the particle sizes of the powders produced by this method are smaller than those of commercially available cobalt sulfate. The scientific literature contains no data on the solubility of cobalt sulfate in ethanol. In this study, the solubility product constant (Ksp) for cobalt sulfate was experimentally calculated to be approximately 1.15 x 10-5.IntroductionCobalt sulfate, which is one of the most important compounds of cobalt, is used in the electroplating and electrochemical industries. The addition of cobalt sulfate to nickel-plating baths makes the treated metals brighter, harder, smoother and more ductile (Armstrong et al., 1988). It is also used as a desiccant for lithographic inks, varnishes, paints and linoleum, as well as in storage batteries, e.g., nickel-cadmium (Ni-Cd) and lithium-ion (Li-ion) rechargeable batteries (Kang et al., 2010). Cobalt sulfate is employed as a coloring agent in ceramics, enamels and glazes to prevent discoloration and as a copigment for the decoration of porcelain. In addition, cobalt sulfate has been used in animal feeds as a mineral supplement (Budavari et al., 1996; Kirk and Othmer, 1999).In the past, brewers used cobalt sulfate to prolong the life of beer foam (Kesteloot et al., 1968). Ranchers have dosed livestock with cobalt sulfate or used fertilizer enriched with this mineral to ensure that their animals obtained sufficient amounts of the trace mineral, which is essential to the production of vitamin B12. Cobalt sulfate has also been used in veterinary medication to prevent and treat cobalt deficiency in ruminants, which causes a reduction in feed intake and body weight, accompanied by emaciation, anemia and debility.Cobalt sulfate is a water-soluble bivalent cobalt salt. Cobalt sulfate heptahydrate dehydrates entirely at 420° C, and the dehydrated salt forms red monoclinic crystals."

Startup of a new plant is a very interesting time. It generally is also a very demanding and often frustrating period. Startup problems can become serious ii they impede the early achievement of full plant production. Raw materials are wasted, manpower is unproductive, field modifications can be extremely expensive and market commitments may not be met. This paper outlines a well proven and highly successful approach to eliminating many of the problems and frustrations often experienced in plant startup. The procedures and methods summarized in the following paragraphs have been developed over a period of 25 years during which some 90 plants were started up.
