This paper examines innovation in relation to the availability of anew material: the metal titanium. The paper aims to highlight the need for the inclusion of entrepreneurial innovation as a necessary focus area in the development of a titanium metal value chain. Both the Department of Science and Technology (DST) and the Department of Mineral Resources (DMR) have identified the creation of titanium metals production capabilities as a key growth area for South Africa. Using historical literature as a source of data, the activities of selected innovators who used titanium metal as a central component in their success, were investigated. The origin of the process innovation behind the titanium metals industry, and two titanium product innovations: namely, medical implants and sporting goods, were detailed as case studies. It was found that individual innovators were responsible for the creation, and rapid growth, of the titanium industry and titanium product applications. There is a need to link the current research and development into titanium metals production with individuals and organizations capable of commercializing innovative processes and products.

Boring of tunnels and shafts in hard rock under high stress conditions is becoming more common as mines and tunnels are developed at greater depths. Under the high stress conditions, fracturing of the often-brittle rock occurs in the walls, backs, and ahead of advancing faces of excavations. Fracturing can have a significant impact on boring activities: sidewall spalling, which affects machine gripper capacity, and fractures can also develop in the rock ahead of the face, leading to blocky rock conditions, which may have a significant effect on machine excavation. Fracturing may develop dynamically, leading to rock bursts manifesting in the form of strain bursts, which can be hazardous and destructive. In brittle rock, fracturing is commonly extensional in nature. The focus of this paper is on fracturing in the face of the excavation. Examples of such fracturing behaviour are described briefly in the paper. Numerical analyses were carried out to predict the initiation of extension fractures and their orientations ahead of excavation surfaces, and the resulting formation of rock slabs/plates, and the stability of these plates. The results should be beneficial for the evaluation of the conditions prior to, and during boring operations.

A siliceous low-grade copper ore from Mpanda Mineral Field (MMF), located in south west Tanzania consisting of SiO2 (58.3%), Fe (10.4 %) and Cu (0.9 %) was initially subjected to selective dispersion-flocculation using sodium trisilicate (STS) as a dispersant and xanthan gum (XG) as a flocculant. Subsequently, the selectively flocculated fraction was floated using a collector combination of potassium ethyl and amyl xanthate (1:1) in the presence of poly-ethylene oxide (PEO) as a silica depressant, to get a copper concentrate. The mineralogical investigations confirmed that the MMF ore was mainly composed of quartz, chalcopyrite and pyrite. Adsorption studies indicated that the adsorption density of XG on MMF ore decreased with an increase in pH, while that of PEO was independent of pH. The adsorption isotherms of XG and PEO on MMF ore exhibited Langmuirian behaviour. The zeta potential studies of MMF ore indicated that the iso-electric point (IEP) was located at pH 2.6, presumably due to its high silica content. In the combined presence of XG and STS, the zeta potential of MMF ore became more negative, with an increase in the concentration of STS. However, in the presence of PEO, the zeta potential of MMF ore became less negative with an increase in the concentration of PEO beyond the IEP, without shifting the IEP. Selective dispersion-flocculation of MMF ore improved the flocculated chalcopyrite grade to 19.8 %, yielding a degree of flocculation and a maximum separation efficiency of 12.1 % and 85.7 % respectively, after three desliming stages in the presence of 30 ppm of STS and 30 ppm of XG. A copper concentrate of 29 % grade and 90 % recovery containing silica of 0.9 % grade and 1.7 % recovery was achieved by flotation of the selectively flocculated component, using PEO as a depressant for quartz. "The effect of two refining slags (A: 1.0–1.8 CaO/Al2O3 ratio, 11–20 wt% SiO2; and B: 1.0–1.2 CaO/SiO2 ratio, 25–35 wt% Al2O3) on the inclusion morphology of a carbon structural steel (Q235B) was studied by controlling the balance between the steel and the refining slag at 1600ºC in a Si–Mo resistance laboratory furnace. The results showed that most of the inclusions in the molten steel balanced with slag A were formed by a lowmelting CaO–MgO–Al2O3–SiO2 system with a total oxygen content (T[O]) being fixed at 6–13 ppm. The inclusions in liquid steel balanced with the slag B were mostly formed by the CaO–MnO–Al2O3–SiO2 system, with T[O] controlled to 19–26 ppm. The overall size of the inclusions under balance conditions was higher in the steel reacted with the slag B than that reacted with slag A, with the latter showing more inclusions smaller than 3 um. In order to generate a large number of spherical CaO–MgO–Al2O3–SiO2 inclusions smaller than 3 ??m while decreasing the T[O] in the resulting steel, the composition of slag A should be used. This composition allowed improving the cleanliness of the slab, and is also advantageous for the castability of the molten steel. IntroductionThe sample used in this study was a typical carbon steel manufactured by CQ Steel. The galvanized, tinned, and plastic composite steel plates made of the original plates are used extensively for decorative panels, general dust pipes, drums, instrument cases, switchboxes, and train cars, among other uses. The target control composition is shown in Table I. The S and P contents are usually fixed during production below 0.020 and 0.025 wt%, respectively, with the aim of reducing longitudinal cracks on the slab surface."

The Prieska deposit, mined between 1971 and 1991, is one of the world’s top thirty volcanogenic massive sulphide (VMS) base metal deposits. The Prieska Copper Mine in the Northern Cape Province was closed by Anglovaal when underground mining had extended to depths which did not allow for safe and economic extraction of the deposit at the time. The mine has a recorded historical production of over 1 Mt of zinc and 430 k tonnes of copper from 46.8 Mt of milled sulphide ore, achieving life-ofmine metal recoveries of 85% for copper and 84% for zinc into high quality concentrates (refer ORN ASX release 15 Nov 2019). Orion Minerals Ltd is currently investigating the feasibility of developing a new mine in the footprint of the historical Prieska Copper Mine, using the extensive remaining infrastructure, with the intent of extracting the unmined zinc-copper mineralisation from the Prieska deposit. This paper reports results on the flowsheet development philosophy on the hypogene ore, and challenges encountered in the process. This study initially failed to replicate historic copper and zinc recoveries employing the historic production flowsheet and reagent conditions unmodified on bench scale, as the copper and zinc were co-floating. Flowsheet modifications were therefore made to improve differential flotation and recovery, resulting in achieving comparable saleable products and recoveries from processing the hypogene ore on bench scale. Flotation variability test work on the hypogene ore focused on the use of the original flotation procedure and reagent suite using a sodium cyanide-zinc sulphate depressant system on the copper circuit, and it generated a saleable copper product of 20-26% Cu grade at 80-86% recovery. The zinc circuit generated a saleable zinc product grading at 48-55% Zn at 80-94% recoveries. Some zinc losses were due to the deportment of some zinc in sauconite. Production of oxygen on the moon can be achieved by reduction of lunar soil. One such reduction technology, hydrogen reduction, favours a high proportion of ilmenite in the feedstock. Ilmenite is present in lunar soil as a minor mineral phase, but it can be upgraded using electrostatic separation. This study presents the results of a preliminary investigation into the operating parameters and sensitivities of a free-fall electrostatic mineral separator for lunar applications. Samples of ballotini and ilmenite as well as simple binary mixtures of the two were tribocharged on copper and passed through a uniform electrostatic field. The field is varied to change the electrostatic force acting on the particles. The proportion of material reporting to the positive electrode collectors, negative electrode collectors or the central collector was measured to determine the separation performance. The data confirmed that the charge transferred from the tribocharger to each species is in agreement with the triboelectric series; ballotini was found to charge positively on copper and ilmenite negatively. Particle-particle contacts were dominant, however, resulting in a somewhat symmetrical particle distribution in the collectors. These findings indicate that the copper tribocharger design requires optimisation in order to substantially increase particle-wall contacts. Four binary mixtures with feed grades of ilmenite ranging from 5% to 20% were prepared and tested. This study found that a higher ilmenite head grade resulted in a higher concentrate grade (26.3% from a head grade of 20%) with low recovery (3.4%). In contrast, the lower feed grade resulted in a low concentrate grade but higher recovery. The mass yield of ilmenite was 1.4 times greater for the highest-grade feed than for the lowest. A subsequent study into the reprocessing of middling fraction found a nearly constant relationship between cumulative grade and recovery. Eccentric High Pressure Centrifugal Comminution (eHPCC) is a novel comminution device that provides a single step to achieve a desired target grind size. The mechanisms within the unit mirror particle breakage that is akin to high-pressure-grinding rolls (HPGR) and high-intensity-attrition with air classification. eHPCC receives lump and can produce a product P80 such that the progeny are at or less than natural grain size of the feed. The unit operates in either closed or open-circuit. The grinding zone is dry and free of steel grinding media. This paper presents evidence of eHPCC-2 capable of selective and preferential mineral liberation. A recent test campaign on a blend of underground quartzgold- vein ore was completed. The feed to eHPCC-2 trial was SAG mill trommel oversize (low-grade pebble rejects). eHPCC-2 operated open-circuit with air-fluidisation in the rotating-grinding-chamber, classifying particles based on terminal velocity of the air-swept product particles, displaying size and mineral composition classification taking place at the same time. There is an opportunity for future industrial research targeting eHPCC as an advanced integrated comminution and classification technology. The accurate estimation of peak particle velocity (PPV) is crucial during the design of bench blasting operations in open pit mines, since the vibrations caused by blasting can significantly affect the integrity of nearby buildings and other structures. Conventional models used to predict blast-induced vibrations are not capable of capturing nonlinear relationships between the different blasting-related parameters. Soft computing techniques, i.e., techniques that are founded on the principles of artificial intelligence, effectively model these complexities. In this paper, we use the random forest (RF) algorithm to develop a model to predict blast-induced ground vibrations from bench blasting using 48 data records. The model was trained and tested using WEKA datamining software. To build this model, a feature selection process using several combinations of Attribute Evaluators and Search Methods under the WEKA Select Attributes tab was performed. The correlation coefficient of the actual data and RF model-predicted data was 0.95, and the weighted average of the relative absolute error (RAE) was 10.9%. The RF model performance was also compared to the equivalent-path-based (EPB) equation on the testing data-set, and it was seen that the RF model can effectively be used to predict PPV. The study also demonstrates that the EPB equation is a suitable empirical method for predicting PPV.

"SynopsisAlthough women all over the world have been involved in mining activities for centuries, mining has always been considered a very masculine industry due to its heavily male-dominated workforce as well as the physicality of mining work. The mining industry has not been an obvious career choice and preferred place of employment for women; women were mainly employed in administrative and advisory positions. Until 1994, women were legislatively prohibited from being employed in underground operations in South Africa, but the Mines Health and Safety Act, No. 29 of 1996, removed these restrictions. In addition, new mining legislation (the Mineral and Petroleum Resources Development Act, No. 28 of 2002) and the accompanying Mining Charter make specific provisions for the inclusion of women in core mining activities and require 10% of core positions to be filled by women.This article voices perceptions of the physical ability of women employed in core mining positions. Findings are drawn from empirical work undertaken at platinum, phosphate, and copper mines. Quantitative and qualitative research paradigms are used. It is evident that women find it extremely difficult to perform mine work that requires physical strength and stamina. Practical recommendations, informed by the literature review and empirical findings, are made with the objective of contributing to the sustainable deployment of women in the mining industry.IntroductionFor many years, mining has been considered the foundation of the South African economy. Although the mining industry in South Africa is currently under considerable pressure and experiences various challenges, including escalating operational costs, electricity tariff increases, safety-related issues and associated production stoppages, poor productivity, labour unrest, and reduced demand both globally and domestically, it remains a key contributor to the national economy and development of the country (IDC, 2013, p. 9).Until 1994, women were legislatively prohibited from meaningful participation in the mining industry and were denied access to skills and jobs, self-employment, and entrepreneurship. The newly elected democratic government in 1994 initiated substantial socio-political and economic transformation in South Africa. Nearly every sector in the country was transformed and re-shaped, primarily through sector-specific legislation, but also through negotiations between government, industry, and labour unions to create and refine the so-called sector charters, which included the Mining Charter. The vision of the new regime, the African National Congress (ANC), was to ‘transfer power to the people and transform society into a non-racial, non-sexist, united, democratic one, and change the manner in which wealth is shared, in order to benefit all the people’ (ANC, 2007)."

The South African mining industry continues to be a major source of employment at a time when at least 25 per cent of the working age population is unemployed. At the same time the industry faces a skills shortage in many of the disciplines necessary for its future health. The University of the Witwatersrand, University of Pretoria, University of Johannesburg, and University of South Africa have historically produced mining graduates for the South African industry, with any shortfall being met by the recruitment of overseas graduates. More recently the global shortage of engineers and other mining industry professionals has seen a reversal of this trend and a very significant emigration of well-educated and highly skilled personnel. The traditional career path for mining graduates is in production and mine management. However, there is the parallel and possibly more pressing need for specialized skills in such fields as ventilation, rock engineering, mine planning, mineral resource evaluation, and mineral asset valuation. It is in these essential areas that chronic shortages continue to hamper the development of the industry and may well frustrate its ambitions to be safe, healthy, and profitable into the future. The permeability of skills across sectorial boundaries within the mining industry requires that skills shortages in the platinum sector are not looked at in isolation, but within the context of the entire industry. This paper reviews the efforts being made by the universities at both undergraduate and postgraduate levels to meet the needs of the South African mining industry, in terms of the required numbers and the range of specialized skills.

This paper shows the importance of performing probabilistic analyses in open pits, especially for mine planning, which can lead to more efficient ore extraction and meeting the acceptability criteria for safety in mine slopes. Three-dimensional stability analyses were performed to evaluate the future geometry of a large open pit for iron ore extraction in Brazil. The strength parameters of the lithologies were calibrated using ruptures in the pit walls. After determining the factors of safety (FoSs) from the calibrated parameters, probabilistic analyses were performed using the total range of values of each parameter under different field conditions to verify the reliability of the initial analysis. In this sense, it was possible to plot the probability of failure (PoF) and the FoS on the graph of slope height versus slope interramp angle (IRA) for the future pit in each lithology. IRA recommendations are made for two scenarios: (1) the best scenario: dry without ubiquitous joints and (2) the worst scenario: the water table at 10 m depth with ubiquitous joints in the most unfavourable direction. The results show that probabilistic evaluation is an important tool for establishing alert mechanisms in slopes that can be termed stable.

Broken Hill Mines-1968, edited by M. Radmanovich and J. T. Woodcock, published by The Australian Institute of Mining and Metallurgy, Melbourne, 613 pages. Price $A15. This volume, containing some 65 technical papers, was produced for the 1968 annual conference of the Australasian Institute held at Broken Hill to mark the 75th Anniversary of that Institute, founded at Broken Hill in 1893. That conference also coincided with the 85th Anniversary of the discovery of the Broken Hill mining field. This closely reflects the position in this country, where the Witwatersrand gold fields were discovered in 1886, and our South African Institute of Mining and Metallurgy will in March, 1969 be celebrating the 75th Anniversary of the founding of the forerunners of our Institute. There is a comprehensive report of the geology of the Broken Hill area and the mineralogy of the ore body, and there are reports on the mining methods and the metallurgical procedures which have been developed over 85 years of operation of one of the great mining fields of the world. The value of most of the papers is enhanced by a large number of illustrations and photographs. An early section covers the academic and practical aspects of rock mechanics, prospecting, and exploration techniques are described in some detail. A third of the volume is devoted to mining, with papers on 26 aspects. The breadth of the coverage gives an indication of much specialized development, research, and consequent maturity in all departments. The detailed treatment of metallurgical aspects such as sizings of individual mineral particles throughout the milling stages and the development of an on-stream analysis system for lead will commend this volume to the specialist. The committee responsible for the production of this volume, which brings together much information previously only to be found after searching through numerous publications, are to be congratulated on a well produced comprehensive review of many aspects of the mining and metallurgical fields. Although some of the platinum(II/IV) and rhodium(III) chemistry is considered ?old? and well-known, the application of modern multinuclear NMR spectroscopic methods to this chemistry in solution reveals new details about their rich and relevant solution chemistry. In this paper we will briefly illustrate that the highly-sensitive 195Pt NMR shielding is an excellent probe to explore aspects such as solvation, ion-pairing, and the hydrolysis chemistry of inter alia [PtCl6-n(H2O)n]n-2 (n=0-5). Moreover the novel use of 35Cl/37Cl and 18O isotopes effects as unique NMR ?fingerprints? leading to a new and unambiguous method of chemical speciation of the numerous possible PtII/IV and RhIII complexes present in halide-rich aqueous solutions. In the case of Rh(III) chemistry a new, direct speciation distribution diagram has been established for [RhCln(H2O)6-n]3-n complexes (n = 3-6) in HCl solution at 292 K with these methods.

Accretions often form in furnaces when slag and charge materials attach to the refractory wall and build up over time. Accretion formation is usually unwanted because it reduces the working volume of the reactor and hinders material flow through the reactor. However, in some instances a thin, stable accretion layer may be desirable to protect the underlying refractory material. In order to prevent and/or manage accretion formation, it is important to understand the underlying principles of this phenomenon in the particular reactor. Excessive accretion formation hampered production at the Exxaro FerroAlloys ferrosilicon melting and atomization plant. This plant uses induction furnaces in which a 15% silicon-iron alloy is produced by batch smelting a mixture of ferrosilicon of 75%Si grade and low-carbon steel. The molten ferrosilicon alloy is then gas-atomized to a powdered product for use as a dense medium in mineral processing plants. The objective of this study was to investigate the effect of different impurity levels in the ferrosilicon feed material on the extent of accretion formation as well as the effect on the accretion properties, which influence the ease of accretion removal upon furnace shut-down. Refractory and accretion samples were collected after a furnace shut-down and characterized using X-ray diffraction and scanning electron microscopy–energy dispersive spectroscopy. It was concluded that the trace elements in the FeSi-75 feed material (Al, Ca, Mn) were mostly responsible for accretion formation, but that rust on the low-carbon steel and oxidation of the steel contributed to accretion attachment to the lining. The total contaminant content, calcium to aluminium ratio in the FeSi-75 feed material, and thereby the liquid to solids ratio in the accretion at temperature determine the strength of attachment as well as growth of the accretion.

The primary focus of management today is safety, or preventing negative, generally irreversible, events of acute duration. The outcomes of safety-related events are usually visible and can evoke strong emotions if the results are severe. Experts now see that occupational illness and disease also result in significant emotional and financial toll to workers, their families and communities, and to their employers. Effective health and safety management must include acknowledging the importance of occupational health hazards and the proportionate application of resources to address those issues. Improvement in workplace conditions and decrease or elimination of illness and disability are due to actions within the workplace and result from the implementation of risk prevention and control measures. However, success may only be visible months or years later and may require interventions that have to be maintained over prolonged periods. This demands continuous, co-ordinated effort to ensure sustainability of diverse occupational health programmes and the relevant management systems. Too often occupational health is not seen as being part of the general management of business, but rather the function of a medical practitioner somewhere off site in a clinic. Integration of occupational health management systems with other management systems within an organization is essential for its success.

"After detonation of the explosive, the final blast-induced damage area around the blast-hole falls into three categories, namely crushed zone, fractured zone, and elastic deformation zone. This paper presents a modified model to calculate the size of crushed zone around a blast-hole in drill-and-blast, with the hoop compressive stress and cavity expansion effect taken into account. The material in the crushed zone was assumed to be a granular medium without cohesion, but with internal friction. On this basis, the formula for crushing zone radius was derived. The proposed approach was verified with tests reported in the literature and the simulated results from SPH-FEM coupled models. A full statistical analysis was also carried out, and the predicted values were found to be in better agreement with the test results compared with other models. A sensitivity analysis of the modified model showed that the size of the blast-induced damage area is mainly affected by the following factors: rock mass properties, in situ stress, and borehole pressure. In particular, the roles of borehole pressure and in situ stress are discussed. Finally, suggestions are made on how the size of the crushing zones can be decreased. IntroductionOver the past decades, drill-and-blast has become the most commonly used technology in rock excavation. It is well known that in rock mass fragmentation with explosives, the annular rocks around the blast-hole are converted into fines. The formation of these fines consumes a significant part of the energy of the detonation, which in general is ignored in the determination of the efficiency of detonation (Glatolenkov and Ivanov, 1992; Furtney et al., 2012). Many studies show that only 20–30% of the total explosive energy is effectively used in fragmenting the rock, and up to 50% of the energy generated by conventional charges is wasted in overcrushing of the crushed zone and the inner part of the fractured zone (Ouchterlony et al., 2004; Sanchidrian et al., 2007). How to control the crushed zone to enhance the effective utilization of explosive energy, reducing the unit explosive consumption and the engineering cost, is therefore of great significance."

In Southern Africa, historic mining and mineral processing of base metal deposits have almost exclusively focussed on the extraction of major metals, leading to the loss of remaining valuable raw materials into tailings dumps and waste rock piles. At the Namib Pb–Zn mine (Erongo Region, Namibia), historic base metal tailings deposits are present as unreclaimed exposed waste piles. The tailings comprise silt- (fraction A: d50 = 25 to 48 μm) to sand-sized (fraction B: d50 = 86 to 185 μm; fraction C: d50 = 210 to 230 μm) material and contain major concentrations of base metals (Pb av. 1.15 mass%, Zn av. 3.20 mass%), S (av. 9.95 mass%), as well as lower values of other metals (Cu av. 490 μg/g, Cd av. 133 μg/g, Ag av. 22 μg/g), and critical elements like Sb (av. 14.7 μg/g) and In (14.3 μg/g). Former mineral processing only targeted the extraction of galena and sphalerite. As a consequence, qualitative mineralogical composition of the tailings is similar to that of the primary ore. Ca–Fe–Mg(–Mn) carbonates, quartz, micas, chlorite, minor graphite, magnetite, and rare parisite relate to the former host rock and gangue matrix, whereas Fe-rich sphalerite, galena, magnetite, pyrite with minor pyrrhotite, rare arsenopyrite, marcasite, cassiterite, and accessory scheelite are original constituents of the primary ore. Reprocessing of such a material would be challenging, but a mixed Pb–Zn concentrate enriched in Cd and Ag might be obtained. In future, possible reprocessing of Namib tailings and associated disposal of wastes into an appropriately designed repository would not only generate valuable metal commodities, but such activities would also eliminate a major metal pollution source from the local environment.

Investing in a mining venture can be risky and stakeholders need transparent, unbiased reports to understand the Mineral Resources and Mineral Reserves a mining company holds. Readability and textual choice can be used consciously to manipulate perceptions, or it can be done unconsciously. This exploratory study investigates the readability and textual choice of supplementary Mineral Resources and Mineral Reserves Reports of companies listed on the Johannesburg Stock Exchange. The results indicate that narrative manipulation occurs in these reports through word choices that make the reports difficult to read, as well as specific narrative selections. This reduces the informational value of the reports. The results of the study will be useful to various stakeholders, such as mining company management, investors, investment specialists, financial analysts, and even employees and the general community, who all use these reports to make important decisions. It is also useful for the preparers of the Mineral Resources and Mineral Reserves Reports, Competent Persons, and other technical specialists to be aware of readability and that certain textual choices can affect the interpretation of these reports. It is recommended that bodies such as the JSE and the SAMREC and SAMVAL Code committees consider adding a plain language requirement to regulations, guidelines, and codes to ensure transparent, unbiased, and objective reports.

Preparation of suitable core specimens for physico-mechanical testing s not always possible, particularly for soft and clay-bearing rocks. Although several indirect test methods have been proposed to predict the properties of rocks, specimen preparation from soft rocks for some indirect tests is still difficult. For such cases, the needle penetration test has been developed. In this paper we present a study on the predictability of the physico-mechanical properties of pyroclastic rocks from the needle penetration index (NPI). The NPI, uniaxial compressive strength (UCS), Brazilian tensile strength (BTS), density, and porosity tests were performed in the laboratory on specimens from ten different locations in Turkey. Correlations were established between the NPI values and the physico-mechanical properties. Strong correlations were observed between NPI and both UCS and BTS. General correlations were found between NPI and both density and porosity.

The real cost of any mining incident has, empirically, proven to be estimation-driven, rather than factdriven. One of the main reasons for this lies with the complexity of the cost composition of any given mining incident. Incident costs comprise both direct and indirect cost factors, and in many cases the costs associated with these factors are incurred during different time periods following the incident. In this paper we aim to identify the various cost factors arising from mining incidents, provide a thorough understanding of all the potential cost factors identified, and draw general conclusions on the knowledge obtained. Furthermore, recommendations are made on how mining companies could use the results, in order to assist them in calculating the costs of mining incidents. The paper also provides suggestions for further research, with the emphasis on the most significant immeasurable cost factors, namely the costs of implementing job accommodations following an incident, the harm to company reputation, and the decreased productivity due to low worker morale/psychological factors following an incident. If mining companies are aware of and understand which factors could contribute to the cost of any given incident, future planning and incident cost estimations could be easier. It should, however, be noted that although this study provides a comprehensive list of cost factors (and detailed explanations), other unknown cost factors relating to mine incidents could prevail in extreme cases.
