In view of the singleness of traditional methods about international petroleum (Brant) price forecast, ten main factors that affect international petroleum price are fully analysed. Based on time series method and multivariate linear regression method, the simulation model with the theory and idea of system simulation is firstly established. And this forecasting system realizes visual operation under the environment of MATLAB/SIMULINK. So this article tries a new way for further exploring petroleum price’s running law and guiding its forecasting practice. After 1990, a great process of re-organisation and economic reform has occurred in the Romanian mining sector and especially in the pitcoal mining in the Jiu Valley. This process has included both legislation and the main aspects for getting an economic efficiency in the environment issues and for dealing the problems with social impact. Accordingly, starting with the year 1993 a new mining method has been introduced to turn efficient the pitcoal mining, and we speak about mining with caved in bed. This method has two variants: - with transverse strips and caved in bed; - with long face and caved in bed. Each of the above-mentioned variants has in turn several subdivisions, depending on how the longwall is prepared and on other characteristics. By using this method, the output has increased compared to other mining methods. The main safety aspects concerning caved in mining refer to: - great emissions of methane; - technical aspects (a mining method system, supports, discharging process); - pressure driving (analysed for the case of mining with long face, with transverse strips as well for the case of transverse strips when mining a subsequent sublevel).

Equipment selection in mining operations is an important issue, and also difficult to solve in multiple criteria environments. The paper in question has aimed to develop computer software for solving equipment selection problems in mining. In their paper, Basçetin et al. have analysed two case study problems related to open pit and underground mining method selection. By using Yager?s method1, the authors have selected 18 different criteria in the first case study and 21 criteria in the second case study. However, as emphasized by Ozdemir2, in pair wise comparison matrices the appropriate number of criteria should be seven as the maximum, from the point view of validation, consistency and redundancy. In cases where there are more than seven criteria to be handled, it is suggested that the criteria should be clustered and then the maximum number of clusters and subcriteria of every cluster should be limited to seven4.

1. INTRODUCTION It gives me great pleasure to extend my warmest greetings to everyone attending the 30th International Conference of Safety in Mines Research Institutes. I would also like to bid a special welcome to all of the international delegates who have travelled to Johannesburg to take part in what surely be a most rewarding session of deliberations. As you come together over next four days, you will have a wonderful opportunity to exchange ideas and information on strategies and practices for the implementation of sustainable patterns of development. The objectives of this meeting are both timely and far-reaching, as countries around the globe work towards the sustainable use of the world resources. Each of you brings a high level of expertise to these deliberations. I know that you will make the most of this opportunity to address the challenges and opportunities to highlight the most innovative and technologically efficient methods of social protection in order to ensure an increase in the quality of life, health, safety and living environment for the peoples of the Africa. Our country, although endowed with an immense and diverse array of mineral deposits, is perhaps best known in the mining industry for the fact that it is the world’s biggest producer of gold. Although South African gold production has declined over the past years and the industry faces serious problems, it is a myth that the South African industry is moribund. There is a new energy coursing through the South African producers which will ensure their powerful presence for many years to come, based not only on their domestic production but also and probably increasingly on their external operations. Africa features prominently in the latter category.

Abstract: From the viewpoint of interaction mechanics of solid and gas, a coupled mathematical model is presented for coal/rock mass deformation and gas leak flow in parallel deformable coal seams. Numerical simulations for the prediction of the safety range of mining of protection layer are performed with experimental data from a mine with potential danger of coal/gas outbursts. Analyses show that the numerical simulation results are consistent with the measured data on the spot. Therefore, the coupled model shows a positive future for applications in a wide range. ZUSAMMENFASSUNG:Von der Veranschaulichung der Abhängigkeit Mechaniker für Körper und Gas, wird ein verbundenes mathematisches Modell für festen coal/rock Deformation und Gasleckstelle Fluß in parallele deformable Kohlenähte dargestellt. Numerische Simulationen für die Vorhersage der Sicherheit Strecke, die Schutzschichtbergbau verwendet, werden mit experimentellen Daten von einer Grube mit möglicher Gefahr der coal/gas Ausbrüche durchgeführt. Analysen zeigen, daß die numerischen Simulation Resultate mit den gemessenen Daten bezüglich des Punktes gleichbleibend sind. Folglich zeigt das verbundene Modell eine positive Zukunft für Anwendungen in einer breiten Strecke. RÉSUMÉ: Du point de vue de la mécanique d'interaction pour le solide et le gaz, un modèle mathématique couplé est présenté pour l'écoulement plein de déformation de coal/rock et de fuite de gaz dans les filons houillers deformable parallèles. Des simulations numériques pour la prévision de la gamme de sûreté employant l'exploitation de couche de protection sont effectuées avec des données expérimentales d'une mine avec le danger potentiel des accès de coal/gas. Les analyses prouvent que les résultats numériques de simulation sont conformés aux données mesurées sur place. Par conséquent, le modèle couplé montre un futur positif pour des applications dans un éventail.

This study investigates the feasibility of using waste iron slag, the by-product from a mineral sands processing works, in road construction. The study includes the different options investigated for the treatment of a leachate that is produced during the cooling of the iron slag, prior to processing. It also reviews the reasons for choosing the current treatment option that is being trialed. Cooling the iron slag with water results in the formation of a leachate with a high pH and high sulphide concentration. This leachate can seep into the ground and, over time, it will contaminate the ground water. A system was designed to collect and treat the leachate to prevent contamination of surrounding natural water sources. Numerous leachate treatment options were investigated to find cost effective method of treatment After cooling, the iron slag is passed through an iron recovery plant and the unsaleable product is placed on a dumpsite. Rain percolates through the dumpsite, which can result in the formation of a leachate that can contribute to a contaminated plume. After extensive testwork, it was found that the dumpsite, which was leached of contaminants, could be screened and used as a G5material (specifications in Table II) in road construction. The initial challenge was to establish that this material was environmentally safe for use in this particular application. Approval from the Department of Water Affairs (DWAF) was required for the testwork and then for the long-term use of this material in the construction industry. The following challenge involved establishing a market for the material. Construction companies in the area were reluctant to change to a new product that was not naturally occurring. The economics of this project are extremely sensitive to transport costs and hence only projects within a specified radius can be supplied with the Black Top Gravel (BTG). This project is not are venue generator, but it does save the money that would be required to manage the dump, and it reduces the closure costs.

Electrowinning is the final step in the hydrometallurgical production of high purity copper, involving the passage of electric current through an electrolyte and consequent plating of solid copper to form cathode sheets. Key electrowinning performance indicators are the current efficiency, specific energy consumption, yield, and quality of the metal. The high energy demand and associated cost mean that determination of performance indicators is critical during operation, but ‘online’ measurement is impractical due to the nature of the measurements and corrosive environment brought about by acid mist. This research considered the development of a predictive electrowinning model as a shift towards a pre-emptive approach to attaining plant performance data. A steady-state model was created from input variables available in the industry, using a first-principles approach combining mass balances, electrochemical and thermodynamic equations, and property correlations. A circuit diagram equivalent of an electrowinning cell, containing multiple pairs of electrodes, was used as the backbone of the model. The kinetics of each electrochemical reaction were modelled including iron as a major impurity. Losses in current efficiency due to ineffective electrode contact, short circuits, and stray currents were also incorporated. The model was used to predict the current efficiencies for tests performed at varying conditions in a bench-scale electrowinning cell; the average absolute error between the measured and predicted current efficiencies was 3.2%. The model requires a unique parameter fitting approach for each industrial operation; if parameters are customised for specific plants, the model will be a useful tool to predict performance and can aid the development of effective process control systems in copper electrowinning tank houses. In 1991 the Government of the Republic of Zambia passed legislation providing for the privatisation of Zambia Consolidated Copper Mines Limited (ZCCM). The newly formed Mining Companies, established after nearly a decade of difficult and protracted negotiations on such matters as, cash at close; retained percentage interest by ZCCM; equity investment; future investment commitment and tax concessions, were faced with great internal challenges and a harsh external environment. There was a convergence of a number of negative forces that had and will continue to have an impact on the mining environment in Zambia. The most crucial of these being, the competitive pressures of the global economy, fluctuating copper price and the prevailing HIV/AIDS pandemic. In the short period after privatisation, the Industry has seen the collapse of Binani Industries (Luanshya Mine), the withdrawal of Anglo America Corporation from Konkola Copper Mines Plc and the disposal of Chambishi Cobalt and Acid Plants by Anglovaal Mining Ltd. The objective of this paper is to provide a theoretical and practically researched foundation, which may be used to assist Zambian Mining Companies in making informed decisions on the issue of Strategic Outsourcing and the degree to which this may support the successful and sustainable growth of the Zambian Copper Mining Industry. If judiciously implemented, Strategic Outsourcing has the potential to generate a practical business valuation and process to assist Mine Management in the achievement of their business goals and consequently the return on investment to their Shareholders.

The common law requires an employer to take reasonable steps for the safety of employees. In general, the duty of care means that the employer, acting personally or through its employees or agents, must take reasonable care for the safety of its employees (Van Deventer v Workmen?s Compensation Commissioner; 1962 (4) SA 28 T; Oosthuizen v Homegas (Pty) Ltd 1992 (3) SA 463 T).The duty of care includes the provision of safe premises, safe machinery and tools and a safe system of work. The obligation is not an absolute one, but is restricted by the concept of reasonableness. The common law duty may, in certain cases, include the assessment of hazards and risks. 2 International law Great emphasis has been placed in the Western world on the prevention of occupational diseases and injuries. Detailed statutes and regulations govern specific industries in many countries. See, e.g. the Control of Substances Hazardous to Health Regulations of the United Kingdom and various regulations applicable to the use of asbestos and lead, fire protection, mines and quarries, petroleum, etc. Risk management is an important part of managing health and safety. In the United Kingdom, the Management of Health and Safety at Work Regulations, 1999, require every employer to make a ?suitable and sufficient assessment of the risks to health and safety of his employees to which they are exposed whilst they are at work?. The particularity of the assessment is determined by the risk in question.

The essence of the method consists in creation of drop of opposite sign at the isolating stoppings, by which air losses through the accident district change direction of their motion. The period of reversal is selected in that way so that air may not find itself in the zone of burning. The method of fighting the fire considered was repeatedly used in the coal mines of the Ukraine. The theoretical basis of efficiency and two examples of use of this method by fighting the underground fires are adduced in the paper.

Abstract: The amount of published literature pertaining to the field of rock mechanics has increased markedly in recent years. Whilst computer applications aid our understanding of the mechanisms of pillar instability, the applications do not take into account the effect of time; thus the determined pillar factor of safety has limited meaning. A more realistic approach would be to consider pillar stability in terms of time to failure. However such an approach would require a reasonable estimate of the in-situ pillar mass strength and a validated methodology linking the time to failure with in-situ pillar mass strength and the geometric layout of the working. Résumé: Le volume de bibliographie au sujet de la mécanique des roches a augmenté considérablement ces derniêres années. Alors que des modeles informatiques aident a la compréhension des mécanismes d'instabilité de pilliers, ces modèles ne prennent pas en compte les effets du temps; ainsi, la determination du coefficient de surete du pillier a un sens limité. Une approche plus réaliste devrait considérer la stabilité du pillier en fonction du temps de défaillance. Cependant une telle approche exigerait une estimation raisonnable de la resistance du massif rocheux du pillier ainsi qu'une méthodologie qui lie le temps de défaillance avec la résistance in-situ du massif rocheux du pillier et la géometrie de l'excavation souterraine. Zusammenfassung: Die Anzahl der Veröffentlichungen auf dem Gebiet der Felsmechanik ist in jüngster Zeit sehr gestiegen. Computerprogramme sind wertvoll um den Mechanismus der Pfeilerunbeständigkeit zu verstehen, aber sie vernachlässigen den Zeiteffekt. Daher haben die errechneten Sicherheitsfaktoren der Pfeiler nur begrenzte Bedeutung. Eine realistischere Bewertung wäre, die Stabilität der Pfeiler auf Grund der Zeit bis zum Verfall zu beurteilen. So ein Verfahren würde eine Schätzung der in-situ Gebirgsfestigkeit und eine validierte Methologie, die die Zeit zum Verfall in Abhängigkeit der in-situ Pfeilerfestigkeit und der geometrischen Auslage der Grube zusammenbringt, brauchen.

The SMR geomechanics classification system (adaptation of RMR for slopes) is reviewed with data from 87 actual slopes in Valencia. In a research project, SMR has been applied by a GIS system, as a method to forecast stability problems in future road construction. As a result of this work a methodology for GIS application has been developed. On revient sur la classification geomechanique SMR ( une adaptation du RMR pour talus et pentes) avec les dates de 87 talus existant autour de Valencia. Dans le cadre d’un projet de recherche SMR a été appliquée, avec un système GIS, comme méthode de prévision de stabilité problèmes dans la construction de futures routes. Une méthodologie pour l’application du GIS a été développe. Das Geomechanische Einteilungssystem SMR (eine Anpassung des RMR an Böschungen) wird an Hand der Daten von 87 Böschungen im Gebiet von Valencia überdacht. In einem Forschungsprojekt wurde das SMR in einem Geographischen Informationssystem (GIS) als Methode zur Vorhersage von Stabilitätsproblemen bei zukünftigen Straßenbauprojekten eingesetzt. Das Ergebnis dieser Arbeit ist die Entwicklung einer Methodologie für die GIS-Anwendung

Expert Online, as a software system, is aimed at providing plant operators in the minerals industry with effective training and on-the-job assistance. It incorporates a number of features to achieve this goal, of which the most important is its ability to explain the dynamics of the plant and control system in simple language, mimicking an informed plant expert who has online access to the inner workings of the plant and control system. This is made possible by a novel form of Artificial Intelligence, called the Interpreting Expert System. Previous implementations of the IES were only capable of explaining controller actions. Expert Online will extend this capability to also perform the more difficult task of explaining process behaviour. Expert Online will implement three main processes, namely the accumulation of data from the controllers and plant models, the interpretation, processing and filtering of that data and lastly communicating the relevant information to the user, both as written messages and in other audio-visual forms. Although Expert Online is aimed at the operator, other plant personnel, like supervisors and plant managers, will also benefit from it. This paper focuses on the structural and functional design of Expert Online for implementation on the latest version of Mintek’s open control platform, PlantStar, highlighting advances and additions since the previous implementations of the Interpreting Expert System and concluding with an example illustrating some of the principles.

Dowding, Reynard and Associates Mineral Projects (DRAMP) was approached by the ARM/Lion Ore JV during July 2006 to conduct a feasibility study and control budget estimate for a new greenfield project for their NKOMATI Nickel mine 45 km east of Machadadorp. The scope included the evaluation and review of previous studies as well as a techno-economic trade-off on four possible comminution circuits ranging from conventional crushing and ball milling to fully autogenous milling. The following document encapsulates the thought process, decisions and the references used in selecting the final comminution route for the new 375 ktpm MMZ concentrator. Apart from the pilot test work performed, design simulations from a number of sources, performance results from a recently commissioned 100 ktpm MMZ concentrator, together with an understanding of the geology and mineralogy of the orebody and possible variations in the characteristics of the orebody over the life of mine were assessed. The results from all the above-mentioned work indicated that it would be possible to treat the MMZ ore at the desired throughputs to the desired grind sizes in a fully autogenous grinding (ABC-type) circuit. Autogenous milling is generally considered to be one of the higher risk milling circuits. This is mainly due to the fact that the ore, which is utilized as the grinding media, could be variable in terms of hardness and mineralogy/geology. Nevertheless, it is a very popular route as the cost benefits, more specifically the operating cost, are normally very attractive. This is especially the case when large low grade orebodies are evaluated. In North/South America, autogenous and semi-autogenous grinding circuits have been successfully employed during the past 20 years on large scale low grade operations. Taking all the above factors into account, the DRA/Nkomati project team recommended an autogenous circuit with the option to add steel to both the primary and secondary mills (if required) for the new operation in order to create the opportunity for significant operating cost savings. One has to bear in mind that all the new design simulations and decisions are based on previous work and potential unknown variations within the orebody will never be fully understood until the pit is operational for some time.

The Merensky Reef zone, as developed on Impala Platinum?s Rustenburg Operations, displays a gradational mineralized zone, with grades decreasing from the Merensky Pegmatoid Unit into the footwall and hanging wall. A system of identifying a manageable method of defining the mining cut is introduced, termed the grade profile attenuation cut-off grade. Although horizontal grade selectivity is not applied in the mining of the Merensky Reef zone, low extraction of the orebody, due to manageable and non-manageable factors, can contribute to a reduction in revenue, even losses, due to fixed cost contributions in the mining and beneficiation of the ore. A model is proposed that integrates all variables affecting the revenue of the mining operation, including the grade profile attenuation cut-off grade, the extraction factors, commodity prices and exchange rates, utilizing numerical simulation techniques in a PC-based environment. A breakeven extraction factor for a specific cut-off grade is delivered for a range of market conditions. The breakeven extraction factor is a useful guide when designing mining layouts in structurally complex and low metal content areas. Incorporating distribution functions for individual commodity prices and exchange rates into the model provides mineral resource managers with a risk profile for individual mining areas. Shaft areas have varying grade profiles and each area should have individual models run, to prevent generalizations being made about acceptable risk levels on mining areas.

One of the ways of trauma and occupational diseases level reduction is noted to be the improvement of the labour protection measures planning. As an indicator for prospective trends determination in the labour protection planning improvement sphere economic risk has been proposed to be used. The trauma and occupational diseases analysis based on the correlative and regressive methods has been carried out for the “Vorgashorskaya” mine of Pechora coal basin. Trauma and occupational diseases occurrences frequency and economic losses value have been estimated. Trauma and occupational diseases economic risk distribution analysis has been presented in respect to the different subdivisions and occupational groups of “Vorgashorskaya” mine.

Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized.
