Real2 gross national product (GNP) grew at a seasonally adjusted annual rate of 1.3% in the fourth quarter and at 2.5% for all of 1986, according to the most recent Department of Commerce estimates table 1). The 1986 GNP growth was the lowest since the recession in 1982, and was slightly below the estimate published in the last issue of Minerals and Materials. Barriers to greater economic growth in 1986 included the Federal budget deficit, the trade deficit, reduced energy-sector investment because of low oil prices, and uncertainty over changes in the Federal tax code.3 Major sectors of the economy responsible for the fourth-quarter growth included real Government purchases of goods and services, up $19.9 billion from the third-quarter level; real net exports, up $12.2 billion; real residential investment, up $3.0 billion; and nonresidential fixed investment, up $1.5 billion. The increase in Government purchases of goods and services was attributed to the S25.1 billion rise in net purchases of farm products by the Commodity Credit Corp-oration. Real personal consumption expenditures and inventory investment declined, however. Personal consumption expenditures declined primarily because of reduced motor vehicle purchases. Despite only modest growth during the fourth quarter, the economy improved significantly because of the narrowing of the trade deficit and growing employment (table 2) while maintaining low unemployment and inflation rates. Business sounded an optimistic note, with planned increases in current-dollar capital spending of 0.9% for 1987 compared with a 1.7% decrease in 1986. While it is primarily the nonmanufacturing industries that expect to increase investment from 1986 levels, some manufacturing industries are increasing investment by significant percentages as well, notably the steelmaking and nonferrous metals industries (table 3).

"INTRODUCTION Abnormal material requirements of the nation at war impose an intensive demand upon many irreplaceable natural resources. Natural-3as reserves) for example, are being subjected at the present time to extensive depletion by large-scale withdrawals of gas to supply unprecedented demands for fuel and raw materials for the synthesis of strategic products. Fluids produced from many so-called gas-condensate type reservoirs have become an important source of hydrocarbons vital to the war effort.Development of gas-condensate type reservoirs in Arkansas, Louisiana, and Texas in recent years created many problems not common to ordinary gas-producing operations. Early in the development of condensate-type gas fields, general practices were evolved and applied to insure efficient re¬covery of the hydrocarbons existing in the gas phase under initial reservoir pressures and temperatures, put often the practices were predicted mainlyregardingupon generalized theory regarding the behavior of the fluids and were not always the most efficient, because field and laboratory procedure for testing these hydrocarbons had not progressed as rapidly or as far as field development. Specific information regarding the composition and properties of fluids ultimately recoverable from many gas-condensate reservoirs, especially, is lacking."

This is the third of the series of reports on coal-mine royalties and leasing conditions in Illinois. The results of the study of District VI were published as Serial No. 2726, January, 1926, and those of District VIII as Serial No. 2745, April, 1926, of the Bureau of mines. The counties of Macoupin, Sangamon, and Montgomery, which are three of the principal coal-producing areas in the northern part of District VII, have been chosen for this report because these counties cover an entirely different part of the State than do the two districts already covered. Some leases in, Randolph and Washington counties are included as they are in the southern part of the district, and the data happened to be readily available.

"INTRODUCTION A preliminary examination of the Argentena mine was made in 'January 1945 by an engineer of the Bureau, who recommended investigation by diamond drilling. The Bureau conducted a core-drilling project at the mine from April 30 to August 4, 1946. Claims investigated are in sec. 33, T. 24 S., R. 58 E., Mount Diablo base and meridian, in southern Clark County, Nev., about 2.2 miles west of Goodsprings.The Argentena mine has been an intermittent producer of zinc-lead-silver ore since 1926. During the war years, ore was shipped to the Government stock pile at Jean, Nev., and to the International Smelting F. Refining Co.'s smelter at Salt Lake City, Utah. The mine has been shut down at intervals because of lack of a market for mixed oxidized zinc-lead ore.The 12 holes drilled by the Bureau totaled 1902 feet. The program was designed to test for faulted portions of the ore bodies know in the mine and to test favorable areas for similar ore bodies. As a result of this program, one faulted segment of the ore body was found, and it was established that no one was present in a second fault block. Similar blocks remain unexplored in the vicinity of the mine. Two holes drilled in favorable areas several hundred feet from the mine failed to discover new ore bodies."

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

Lead Tariff.--The full House Ways and Means Committee approved H.R. 6089 which will have the effect of reducing the tariff on unwrought lead to 3% ad valorem, with a floor duty of 1.0625 cents per pound, compared with the currently effective rate of 3.5% ad valorem. Consideration is also being given to tariff rates on imports of red lead and litharge from Mexico. A consortium of domestic producers has appealed to the Office of the Special Trade Representative (STR) requesting a return to tariff schedules which were in effect prior to the concessions made effective on January 1. Mexican producers have filed a proposal in favor of lower duties, and the matter now awaits a ruling by the STR. Ferrous Scrap Exports.--After holding public hearings and receiving public comments in May, the Department of Commerce announced that it would not institute formal monitoring of ferrous scrap exports, as requested by the Ferrous Scrap Consumers Coalition. The Department said, however, that it would follow the trend of scrap exports and prices. Ferrous scrap prices are currently low and supplies are reported to be adequate.

Whereas many researchers and mine engineers have conducted tests on cable bolts using various grouts, water: cement ratios, and physical modifications of the cable to determine the load-carrying characteristics ofa bolt, few studies have been conducted on cable bolts fitted with internal instruments. Those studies that have been done have concentrated on cable response averaged over significant (6.1 m) cable lengths. Researchers at the Spokane Research Laboratory (SRL) of the National Institute for Occupational Safety and Health in Spokane, WA, are investigating the physical properties of cable bolts by replacing the conventional king wire with a modified king wire on which strain gauges have been installed. A numerical analysis was performed to match laboratory results. Loads calculated by the model were then compared to loads measured in the laboratory on 1.83-m-long cables grouted into two 0.91-m-long pull-tube assemblies. Load along the cable was monitored with 20 strain gauges installed along the length of the cable. This paper documents test results on these modified cable bolts. The instrumented cable bolt provided reproducible point measurements of cable load as opposed to load measurements averaged over long cable lengths. Such point measurements can assist in interpreting the influence of cable confinement, grout quality, rock mass stiffness, and other factors. The instrumented cable bolt is a practical field and research tool because it can predict point loading along the cable. The instrument has been successfully field tested at FMC's Granger Mine, Granger, WY; the Meikle Mine, Carlin, NV; the Stillwater Mine, Nye, MT; and the Getchell Mine, Golconda, NV. By monitoring load and displacement of the rock mass using these instrumented bolts, more-effective ground support can be selected and installed, which will lead to safer working conditions for miners.

Noise is one of the most pervasive health hazards in mining. A compilation of Mine Safety and Health Administration (MSHA) noise survey data for fiscal year 1990 shows that approximately 40% of the total samples taken for longwall occupations exceeded the Permissible Exposure Limit (PEL) of 100% (Gigliotti et al., 1991). To effectively determine worker noise exposures on longwall coal mining systems, it is necessary to provide accurate baseline measurements for these mining systems. This research was designed to develop measurement methods and test procedures for identifying noise sources that are major contributors to the underground noise exposure of longwall coal mining system workers. The measurement system that was used to analyze the noise sources around a stageloader used stationary dosimeters in a documented repeatable pattern to record the sound pressure and dose levels. A time-motion study of the cutting cycle and stageloader operator’s work cycle was done to correlate the sound levels at measurement locations and the resulting operator’s daily dose with significant noise events. Results from the underground measurements show that the highest sound levels recorded were at the stageloader discharge segment and tailpiece controls, where sound levels remained about the same throughout the test.

The purpose of this study is to formulate practical guidelines for active underground mining in close proximity to water bodies. This was accomplished through systematic completion of three phases of study: I) Collection and Documentation of Data; II) Application of Existing Guidelines to Case Histories of Previous Inundations; and III) Development of Recommended Guidelines for Underground Coal Mining Near Bodies of Water. Phase I of the study involved a worldwide data collection effort designed to obtain foreign and domestic guidelines for mining near water bodies, and accident records and case histories of accidental mine inundations. Within Phase II, existing guidelines were categorized and classified and then evaluated as to their effectiveness in precluding past inundations had they been in effect at the time of inrush. Advantages and disadvantages of existing guidelines were defined. Drawing on the broad data base established in previous study efforts, Phase III was directed at development of viable guidelines to promote the greatest possible coal extraction while precluding accidental mine inundation. Two levels of guidelines are presented; Level I Guidelines require little or no subsurface exploration on the part of the mine operator, while Level II Guidelines recommend various testing and investigative procedures to permit greatest possible mineral extraction. This report presents findings and conclusions of the study.

Component failures in the electrical control circuits of mining machines account for a large percentage of the total downtime of the machine. Once a failure has occurred it is always a tedious and usually a time-consuming task to locate the failed component. Moreover, the pressure to quickly locate the cause of a delay can lead to compromises in safety. Thus an onboard diagnostic system, essential for an automated machine, would be a very useful addition to existing machines. This report details U.S. Bureau of Mines development of a generic procedure for synthesizing diagnostic systems for electrical-control-circuit failures in mining machinery. A continuous mining machine is used as the testbed to illustrate the application of the developed methodology. Substantive differences among mining machine control circuits made it impossible to achieve a generic diagnostic system, but a generic approach for the synthesis of the diagnostic system was possible. As the research progressed, it became apparent that an algorithmic approach was better than an expert- system-based implementation. A prototype system was constructed and used to evaluate the diagnostic system. Prototype implementation issues are also examined.

"INTRODUCTION A considerable part of the metallurgical work of the Precious Metals Section comprises ore-testing experiments on ores selected as representative of various mining districts on areas. Projects authorized by the Bureau and assigned to the Precious Metals Section generally include only those ores or tailings in which the precious metals are the main valuable constituents; however, there are also included ores that contain strategic or critical metals in addition to the precious metals. The recovery of strategic and critical minerals is the most important phase of the treatment of this latter class of ores. However, if a considerable percentage of the precious-metal content of such ores can be recovered without complicating the flow sheet too much, it may be possible to treat an ore for the recovery of strategic or critical metals that could not otherwise be treated at a profit.Standard testing procedure involving cyanidation, amalgamation, gravity concentration, and flotation, or a combination of these methods, is employed in the greater part of this work. However, as the complexity of the ores furnished for this work has increased, it has been necessary to include special applications of standard procedures in many instances, Standard methods of conducting tests and the purposes of the work as a whole have been discussed in previous reports 4/ of ore-testing studies. In the present report, whenever it has been necessary to apply some special phase of standard treatment, this has boon explained in detail in that particular section of the report."

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

On April 5, the potlines at Consolidated Aluminum Corp.'s 35,000 ton-per-year primary aluminum smelter at Lake Charles, La., were frozen when natural gas lines were accidently cut by a dredge. Full production is expected to resume in 3 to 4 months. Three primary aluminum producers announced plans to restore much of the idled capacity in the Pacific Northwest as a result of a special power allocation by the Bonneville Power Administration. Reynolds Metals Co. planned to bring a total of 40,800 tons per year of capacity back onstream at Troutdale, Oreg., and Longview, Wash. The Aluminum Company of America (Alcoa) will restart half of a 23,500 ton-per-year potline at Vancouver, Wash. Kaiser Aluminum & Chemical Corp. planned to restart a 27,500 ton-per-year potline at Mead, Wash., and to bring an additional 10,000 to 20,000 tons per year back onstream at Mead and Tacoma, Wash.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. These volumes report on the study initiated by the U. S. Bureau of Mines to develop and apply a methodology to quantitatively assess the probability and potential benefits of technological innovation over the next twenty-five years. The potential was recognized for new technology to solve copper industry problems in the United States. Objectives of the study were to: (1) Develop a methodology to obtain the opinions of mineral experts about future events -their likelihood of occurrence, and, conditional on occurrence, when and to what extent they are likely to occur; (2) Identify, select, and describe potential technological innovations which would have significant impact on copper production; (3) Implement the methodology and obtain the opinions of the mineral experts regarding selected copper technologies; and (4) Analyze the expected future benefits of successful technological innovations :n the copper industry. Although individual technologies are continuously examined throughout the copper 'community', this study is the first known comprehensive forecast of future copper technology. This study is also believed to be unique 1n that it represents the consensus opinion of over sixty expert copper technologists on the expected use of innovative technology in the industry over the next 25 years. This publication describes mining and milling methods and costs at the Madison mine of National Lead Co., St. Louis Smelting & Refining Division, in the Fredericktown district of southeast Missouri and is one of a series prepared by the Federal Bureau of Mines on methods, practices, and costs of mining and milling throughout the United States. The are bodies of the Madison mine are known for the complexity and diversity of their are minerals. Sulfides of copper, nickel, and cobalt occur in commercial quantities with lead sulfide, which is the most valuable metallic mineral in are bodies of the Bonne Terre formation in southeast Missouri. Several attempts were made by various operators to mine the complex ores and separate the sulfide minerals before 1927 when National Lead Co. became interested in the Fredericktown district. Operating then as the St. Louis Smelting & Refining Co., the company began mining and milling ores from the Madison mine in 1944 and has operated continuously since then. A recently built refinery produces copper, nickel, and cobalt metal from a concentrate containing iron sulphides and small quantities of copper, nickel, and cobalt sulphides.

The results of extensive field tests of a new and powerful method of hard rock excavation are presented in this report.* The method, known by the acronym REAM (Rapid Excavation and Mining), employs high velocity, smooth bore cannons to efficiently deliver energy to the rock and has been demonstrated for underground tunneling, drilling, surface benching, scaling, and secondary breakage in hard granitic rock at the Hope Valley Mine test site in California. Solid projectiles made from inexpensive materials such as concrete or steel, and weighing from 8 to 12 pounds, are launched by conventional high speed cannons and impact the rock at velocities of 5000 feet per second--an impact energy of about 4 million foot pounds (Figure 1). The energy applied at peak pressures of nearly 2 million psi over a period of tens of microseconds breaks down the rock by a complex mechanism of crushing, spalling, and initiation and propagation of fractures produced by the interaction of successive impacts and free surfaces.
