This , the twelfth annual report of research and technologic work conducted by the Bureau of Mines on coal and coal products , summarizes the research and tests conducted frah July 1, 1946, to July 1, 1947. The organic act of Congress establishing the Bureau of Mines authorized tech- nologic investigations of all phases of mining, preparation, treatment, and utilization. These investigations cover eight main fields of activ-. projects varies from time to time. The on ity. The emphase-half of the coal reservos of the world. United States These reserves are not always of the quality desired or in the place where they could best be used. It is necessary to continue research in order that increased output, greater recovery, and better quality can be main- tained under safe mining conditions. Coal comprises 98 percent of the known fuel reserves of the United States and ad eventually must take over much of the requirements now supplied by petroleum and natural gas.. The purpose of this report is to bring to the reader a resume of the work of the fiscal year. The material presented herein is based largely upon publications. In a few instances the results of research that would not otherwise be available in the immediate future are presented. For details concerning the research, it is suggested that the readers consult the publications given in the footnote references." The Bureau of Mines has evaluated the extent of phosphate resources available for recovery by the experimental borehole mining method in the Southeastern Coastal Plain of the United States- Phosphate re- sources at overburden depths greater than 30 m are as a rule currently unsuitable for recovery through conventional mining methods because of economic, environmental, or technical considerations. In the identified deposit areas, borehole mining operations are projected to yield a more favorable rate of return and to be environmentally more desirable than conventional surface mining. Borehole mining resource estimates presented in this study are preliminary and designed to serve as a basis for future resource evaluations, as the current data base is relatively sparse and incomplete. The resulting resources have, therefore, been classified as hypothetical and speculative and are subject to up- dating as additional exploratory data become available. Hypothetical and speculative resources amenable to borehole mining are estimated to total about 385 billion metric tons (rat) of phosphate matrix with a minimum in situ grade of 5 pct P205. With projected borehole mining capabilities and current conventional beneficiation procedures, this resource would make available approximately 64 billion mt of phosphate rock product at an estimated grade of 30 pct P205.

Approximately 6,000 coal mines are operated in the United States. All of them have in some degree the elements that are likely to contribute to an explosion, hence it is surprising that explosion disasters are not more frequent and that many mines have been operated for years and finally worked out and abandoned without experiencing an explosion. The absence of coal-mine explosions does not always indicate that effective efforts have been made to prevent them but rather that the nine has been fortunate in that the combination of circumstances necessary to cause an explosion has not existed. In view of present knowledge of the methods of preventing explosions, disasters are inexcusable and discredit the mining industry. The methods of preventing mine explosions are known to experienced, well-informed persons engaged in coal mining, yet despite this knowledge far to many coal-mine operators continue to use practices and methods that they should know have resulted in numerous explosions. Moreover, many mine workers persist in following past procedure irrespective of consequences and in breaking safety rules or indulging in practices almost certain eventually to result in disaster. Continued failure to apply known common-sense methods of accident and explosion prevention unquestionably will cell for ultimate enforcement of law.

The number of Persons fatally injured in the petroleum industry in California in 1930 was 50, a decrease of 20.6 per cent from 1929, when 63 men accidentally lost their lives. The decrease in the number of fatalities for 1930 has caused the first downward trend in the fatality curve of the California petroleum industry since 1927 and is coincident with a period of little active development in new fields, the shutting in of many wells, and reduced activity in the older fields of the State. That a direct relationship exists between the number of accidental deaths and the rapidity of new field development is particularly emphasized by the fact that in 1929, a year of intensive field development in California, 48 men were killed in the drilling and producing division, whereas in 1930, a year of less development work, only 25 men were killed in this division. The figures for the average number of drilling and producing wells in 1930 decreased appreciably from comparable figures for 1929 and a greater percentage of producing wells were shut-in in 1930 than in 1929.

To determine their effectiveness in different climate and soil conditions, a demonstration of dozer blades specifically designed for recontouring mine spoil was conducted at an East Texas surface coal mine. The specialized equipment included a 48-foot angle blade, a modified 24-foot "U" blade, a 13-foot deep "U" blade, and a 24-foot grading bar. Both the 4b-foot and the 24-foot "U" blades were mounted in a two-tractor, single-operator configuration. To meet flotation problems common in this mining region, a 22-foot lightweight blade was developed and demonstrated for use on a 400-430 hp tractor. The demonstration involved 1,185 acres and showed a 50% reduction in reclamation costs and a 47% reduction in fuel requirements for this mine site over conventional equipment. Improved equipment, trained operators, good supervision, and improved monitoring techniques contributed to the savings. Procedures and results of the demonstration are presented and analyzed here along with guidelines for application of findings.

[The Cartersville mining district is in Bartow County, Ga., about 40 miles northwest of Atlanta. Barite, limonite, ocher, amber, hematite, and, manganese oxide ores have been produced from the strict since about 1840. In the search for a possible source of manganese ore, Bureau of Mines engineers made a preliminary study of the district from September 1950 to January 1951. During this study 139 deposits were examined, and many mineral exposures were sampled. Manganese mineralization occurs as fine oxide and concretionary pellets in residual clays, as fine oxides in umberous clay, in brown-iron deposits, and in a limited quantity in mud ponds and Jig-tailing piles. The future supply of ferrograde manganese ore from the district, using current mining and benefication methods, appears limited to the recovery of the hard manganese ores deposits. Rough estimates indicate a reserve of manganese-bearing clays of about 8,000,000 long tons. This type of deposit has been extensively exploited and the larger deposits mined out to depths of from 50 to 200 feet. The remainder of these deposits are low grade, are covered with deep layers of colluvium, or lie below the ground-water table. Any future production from this source will require systematic prospecting, improved concentration, and an increase in the price of concentrate.]

The mining industry of the United States has long been severely criti- cized because of its high rate of accident occurrence, not only as compared with other industries of the United States but also with the mining industries of other countries, particularly Europe. Statistics, often not strictly com- parable, indicate that the accident-frequency rate in all mining is currently about three times and the accident-severity rate is about seven times as great as the average for general industrial work in the United States. These fig- ures are by no means comforting to humanitarian mining men, irrespective of their status in the industry, and they constitute a challenge that certainly cannot continue to be ignored much longer. The picture becomes much darker when the above statistics are augmented with data indicating that on an exposure basis our mines (more particularly our coal mines) have accident rates two, three, or even more times as great as more or less similar mines in Europe, particularly England, Wales, Belgium, France, and Germany. The sting is alleviated to some extent by the knowledge that our coal mines produce about 4 to 5 times as much coal per man day as is produced in at least some European mines. However, all of these foreign acci- dent statistics should be analyzed carefully before we become very much con- cerned about them, because they are not strictly comparable, for several reasons, not the least of which is the fact that foreign methods of compiling or recording accident statistics often differ materially from ours. Moreover, foreign mining and other conditions are definitely dissimilar to ours in many phases, and numerous other factors affect the comparability of foreign mine- accident statistics with those of the United States. Unquestionably, it should also be taken into consideration that the accident rate of the 140,000,000 or more constituting the populace of the United States as a whole is much higher than that of any other major country in the world and is two, three, or more times the rate of the European countries that have more favor- able mine-accident rates than those of the United States (table 1). Moreover, it is significant that the mine-accident-severity rate of British mines is about six times the average accident-severity rate of the major industries of the British Isles, or but little more favorable than the comparable figures in the United States; namely, that mining has an accident severity rate about seven times the average of about 30 of the major industries of this country.

This report describes the initial feasibility, the development and the field demonstration of a system for shaft sinking employing a high energy mechanical impact rock breaker and a compatible muck disposal system. The increased shaft sinking rates, decreased costs and improved safety conditions obtainable by the elimination of the less efficient conventional drill-blast-muck cycles are discussed. Four shaft sinking concepts utilizing the impact rock breaker in various shaft configurations are developed and the field demonstration in a rectangular shaft is described. The progress achieved, the problems and their remedies and the proposed modifications to improve the machine are described.

Kroemer(1-3) and Kroemer et al.(4) define the isoinertial technique of strength assessment as one in which mass properties of an object are held constant, as in lifting a given weight over a predetermined distance. Several strength assessment procedures possess this characteristic. Most commonly associated with the term is a specific test developed to provide a relatively quick assessment of a subject's maximal lifting capacity using a modified weight-lifting device.(1,5) The classic psychophysical methodology of assessing maximum acceptable weights of lift is also considered an isoinertial technique under this definition.(6) While the definition provided by Kroemer(1) and Kroemer et al.(4) has been most widely accepted in the literature, some have applied the term "isoinertial" to techniques that differ somewhat from the preceding definition, such as in a description of the Isotechnologies B-200 strength testing device.(7) Rather than lifting a constant mass the B-200 applies a constant force against which the subject performs an exertion. The isoinertial tests described here apply to situations in which the mass to be moved by a musculoskeletal effort is set to a constant. Is Isoinertial Testing Psychophysical or Is Psychophysical Testing Isoinertial? As various types of strength tests have evolved over the past few decades, some unfortunate developments in terminology have arisen to describe and classify different strength assessment procedures. This is particularly evident in sorting out various tests that have been labeled "isoinertial." One example was cited earlier. Another problem that has evolved is that the term "isoinertial strength" has two connotations. The first is the conceptual definition: isoinertial strength tests include any strength test in which a constant mass is handled. In practice, however, the term is often used to denote a specific strength test in which subjects' maximal lifting capacity is determined using a machine and a constant mass is lifted.(1,5) Partially as a result of this dual connotation, the literature contains references to both "isoinertial strength test" as a psychophysical variant(8) and the psychophysical method as an "isoinertial strength test" (4,9) To lay the framework for the next two chapters, the authors will briefly discuss some operational definitions of tests of isoinertial and psychophysical strength. In stating that the isoinertial strength test is a variant of the psychophysical method, Ayoub and Mital(8) refer to the specific strength test developed by Kroemer(1) and McDaniel et al.(5) Clearly, this isoinertial protocol has many similarities to the psychophysical method: both are dynamic; weight is adjusted in both; and both measure the load a subject is willing to endure under specified circumstances. However, while both deal with lifting and adjusting loads, there are significant differences between the psychophysical (isoinertial) technique and the Kroemer-McDaniel (isoinertial) protocol in their procedures and the use of the data collected in these tests. This proceedings volume contains papers presented at technology transfer seminars sponsored by the National Institute for Occupational Safety and Health (NIOSH) on New Technology for Ground Control in Retreat Mining. The seminars were conducted at five locations: Uniontown, PA (March 26, 1997), Norton, VA (April 8, 1997), Pikeville, KY (April 10, 1997), Charleston, WV (April 17, 1997), and Evansville, IN (April 22, 1997). The papers presented here describe several new, highly practical technologies developed by the NIOSH Pittsburgh and Spokane Research Centers3 to improve safety during pillar retreat operations. Two central issues are addressed: pillar design and mobile roof supports (MRS's). Proper pillar sizing is essential for safe pillar extraction. The Analysis of Retreat Mining Pillar Stability (ARMPS) program and its large data base of actual mining case histories are presented. LAMODEL, a second computer program, can be used for analysis of multiple-seam and other complex mining situations. Other papers address pillar design to avoid massive pillar collapses and the proper role of coal strength testing. MRS's have greatly improved safety where they are used for pillar line support. We studied the application of MRS's at 20 mines throughout the Eastern United States. Conclusions regarding the most effective section layouts, cut sequences, and support placements are reported. Field and laboratory tests of MRS's are also described.

Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

"INTRODUCTION Three representative lots of ore wore obtained from the Aguila minim district in Arizona during the Bureau's exploration of manganese deposits there. Since only selectively mined ore from this district will meet commercial-grade specifications, the ores were studied to determine their amenability to concentration.Although the purpose of the investigation was to determine the possibilities of the district as a source of commercial-grade manganese, testing was sufficiently comprehensive to indicate the response of the ores to several different types of treatment. Many data of secondary importance have been omitted, end only the more pertinent tests are presented in detail.At the beginning of the investigation of manganese-ore beneficiation in December 1940, the only product marketable to. Metals Reserve Company was ferro-grade manganese, grade B, the requirements for which follow: Mn, min., 48 percent; Fe, max., 7 percent; Si02, max., 10 percent; P, max., O.18 percent; Al12O3, max., 6 percent; Zn, max., 1 percent.Later the specifications were modified gradually. As of May 15, 1943, manganese products were acceptable if they contained over 35 percent manganese and less than 3 percent zinc and 1 percent phosphorus. Prices were based upon material containing 48 percent manganese, 6.O percent iron, and. 11 percent silica plus alumina. Premiums were paid for manganese con¬tent over 48 percent and iron content under 6 percent, penalties being imposed upon products containing loss than 48 percent manganese or more than 6 percent iron or more than U. percent. silica plus alumina.. The specifications for commercial manganese further required that the maximum particle size be 12 inches and that 75 percent of the product be coarser than 20-mesh. Therefore, fine material, such as table and flotation concentrates, had to be nodulized or sintered. In addition, carbonate manganese ores were not acceptable unless calcined.."

The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

The Bureau of Mines is investigating possible applications of acoustic energy at sonic and ultrasonic frequencies in petroleum production. A phase of this work involves measuring sound velocity through petroleum reservoir rocks. References and abstracts were prepared as a bibliography to make available to others some of the material obtained from a literature search covering the past applications and the present uses of sound. Laboratory and theoretical studies of the various parameters that influence the velocity of sound in porous media account for the wealth of information now available. Velocity of propagation of sound waves in porous sediments as a function of depth is a quantity frequently measured. Velocity logging systems, capable of measuring speed of sound waves in underground formations penetrated by wells, have been developed for interpretative studies. The close relation between acoustic velocity and porosity makes it possible to determine porosity from velocity logs. Most velocity log interpretation in terms of porosity is based on a formula developed by Wyllie and others known as the time-average relation.

This study by the Bureau of Mines documents the leadtime required for preliminary and detailed exploration, development of the mine, and construction of beneficiation and support facilities for selected copper deposits in Arizona. The time for major exploration ranged from 1 to 15 years, time for open pit development (or construction) was 1 to 4 years, and time for under- ground development was 4 to 8 years; one underground mine presently being developed may require 12 years to achieve production. Construction of the beneficiation plants required 8 months to just over 2 years. The data are supported by historical facts for each deposit during the leadtime stages from location of claims through exploration, construction, expansion, and leaching. The sequence of development and factors contributing to differences in the time spans are discussed. Histories are detailed for the Miami, Castle Dome, Copper Cities, San Manuel-Kalamazoo, and Twin Buttes properties; briefly summarized are the Pinto Valley, Miami East, Esperanza-Sierrita, Pima, and Mineral Park Properties. Each mining operation had its own pattern of development, and together they present a source of planning information for the development of other properties.

A process for recovering manganese from open-hearth steel-plant slags was investigated. The proposed method of accomplishing this is indicated by the flow diagram in figure 1. Mixtures of open-hearth, steel-plant flush slags and limestone, so proportioned as to have molar [CaO -3P205] ratios of approximately 2, were fired at approximately 2,400° F. in an oxidizing atmosphere and then cooled slowly. This treatment produced a clinker consisting principally of two solid phases comprised of (1) various combinations of the oxides of manganese, iron, aluminum, and magnesium, probably in spinel complexes, and (2) a dicalcium silicate phase, which contains the phosphorus. Reduction of these clinkers with hydrogen or with gaseous mixtures containing CO, CH4, and other hydrocarbons at about 1,300° F. formed manganous oxide as well as varying amounts of ferrous oxide and iron. Carbon monoxide and mixtures of hydrogen and carbon monoxide effectively reduced the clinkers but also gave higher proportions of soluble iron when the manganese was extracted from the reduced clinkers by leaching at about 80° F. with ammonium carbonate solutions containing 26 to 28 percent ammonia and 15 to 26 percent carbon dioxide. It is believed that the manganese is in solution as an ammonia-manganese complex. Concentrations of about 90 grams of manganese per liter were obtained by batch countercurrent procedures. By distilling 50 percent of the ammonia, the ammonia-manganese complex was decomposed, and approximately 90 percent of the manganese was precipitated as the carbonate with the simultaneous precipitation of 15 to 30 percent of the iron, the larger amounts of iron precipitating in the continuous tests. The manganese-iron ratio in the product could be increased either by recycling more manganese from the distillation to the extraction or by aerating the liquor to purge it of iron before, rather than after, the distillation step. Calcination of the pelletized manganese carbonate in an oxidizing stmosphere at 2,000° F. or above gave a final product, Mn304, resistant to crushing and apparently possessing the other physical properties essential in a ferromanganese blast-furnace feed.

In various publications relating to safety in mining the Bureau of Mines has called attention to the hazards attending the use of openBame lamps. An open-flame lamp is a potential source of danger in any coal mine. It may start a fire in a dry mine or an explosion in a gaseous mine. The type of open-flame oil lamp now used in mines is the product of long evolution; its principal merit is simplicity. That such a light is unsafe in an atmosphere containing gas (methane) is evident, and Sir Humphrey Davy immeasurably increased safety in coal mines when he found means of protecting a lamp flame so that it would not readily ignite gas. The safety lamp, however, gives less light than the open-flame lamp, is not as simple in construction, is more cumbersome, and must De carried in the hand .. Consequently, some miners are reluctant to abandon the open-flame lamp for the safety lamp, and risk their own lives and the lives of their fellow workers with the one rather than to be hampered by the other. When small electric bulbs, with their clear, white light, and small electric storage batteries became available, the advantage of combining these elements for a miner's lamp seemed manifest. The combination looked simple and safe, but was soon found to have elements of danger and weakness peculiar to itself. The Bureau of Mines showed, in 1911, that the breaking of a miniature electric bulb in an inflammable mixture of gas and air might ignite the mixture, so that only the fragile glass of the lamp bulb might stand between the miner and injury or death. There Was also a possibility that sparks from the small battery would ignite gas, and the accidental spilling of the contents of a battery on the miner's clothing or skin was a possible source of injury. The first portable electric miner's lamps that were carried in the hand, or with the battery strapped to the back and the light carried on the head, were exceedingly crude and were designed without appreciation of the sources of danger. The possibility, however, of producing a safe and practical miner's lamp by the proper combination and design of the elements available promised to increase safety so greatly that the Bureau of Mines attemr>ted to stimulate better design and construction by careful investigations and the establishment of an approval system that would be an assurance to the miner and an advantage to the maker of the lamp. As a result various manufacturers submitted types of lamps, cords, and bulbs for test and cooperated with the bureau in efforts to so improve the safety features of these devices that the lamps would P&$ specific tests for approval.

The vaporization thermodynamics of the aluminum-silicon carbides Al4SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 K. Vapor pressures were measured by a Knudsen effusion-mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each compound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. Experimental results are based on the following equations for incongruent decomposition: A14SiC4(cr) - 4A1(g) + SiC(a,hex) + 3C(gr); Al8SiC7(cr) - 8A1(g) + SiC(a,hex) + 6C(gr). The observed vapor pressure-temperature relationships determined with a cell orifice area of 2.0 x 10-3 cm2 for Al4SiC4 and 1.81 x 10-3 cm2 for A18SiC7 are the following: Log P - (-18,682/T) + 12.476, for Al4SiC4 (1,550 to 1,643 K) and Log P = (-19,308/T) + 12.421, for Al8SiC7 (1,526 to 1,784 K), with P in pascals and T in kelvins. Third-law analysis of the data provided the following heats of formation: A14SiC4 ?H at 298.15 K - -50.0 kcal/mol and A18SiC7 ?H at 298.15 K - -92.1 kcal/mol.
