Oil fields in the Powder River Basin of Wyoming have produced 731 million barrels of petroleum through 1959. Production in 1959 was 32 million barrels, the highest production since 1924. The record production was in 1923, when the Basin produced 38 million barrels of oil and the Salt Creek field, then at its peak, produced 35 million barrels. In this report, the characteristics of crude oils found in the Basin are used as a basis for determining the best re-fining uses for the oils and for predicting the characteristics of oils that may be discovered in the Basin in the future. Analyses of 108 oils sampled over a period of 30 years are presented Crude oils of two major types are produced from the Powder River Basin. One has a low sulfur content and occurs in younger formations, and the other has a high sulfur content and occurs in older formations. The oils with low sulfur contents are generally light colored and waxy, and may be either paraffinic or naphthenic. The oils with high sulfur contents are usually dark colored and asphaltic; only their low boiling fractions are paraffinic. Alteration appears to account for the anomalous properties of some oils found at shallow depths. Shapes and slopes of correlation index curves classify the oils into the same two groups as their sulfur contents, with gently sloping curves representing the low-sulfur oils and steep curves representing high-sulfur, asphaltic oils,

Five mine fire experiments were conducted in a 2.08m high and 2.90m wide, ventilated mine entry in the National Institute for Occupational Safety and Health (NIOSH)'s Safety Research Coal Mine (SRCM) to determine the effect of the dispersion of carbon monoxide (CO) on mine fire detection. CO measurements were made at distances from 7.6 m to 45.2 m downwind from the fire with diffusion mode CO sensors positioned near the roof. For small intensity fires, less than 30 kW heat release rate, generated by 14 kg coal in a 0.61 m square tray, it was determined that air flow and sensor spacing were significant for fire detection at the 10 ppm CO alarm level. Within 15.0 m downwind distance from the fire, 10 ppm CO alarm values occurred for volumetric air flows less than 11.5 m3/s. However, the 10 ppm CO alarm value did not occur 30.0 m downwind from the fire for air quantities greater than 6.2 m3/s due to dilutive mixing of the CO in the air stream. The criterion that the mine fire alarms occur within 15 min of the onset of flaming combustion could not be consistently met with the 10 ppm CO alarm. This suggests the use of lower CO alarm values, or reduced CO sensor spacings for mine fire protection. It is demonstrated how computational fluid dynamics (CFD) can be used to model the CO dispersion downwind from the fire in support of a plan to optimize sensor spacings.

Arc flash generally refers to the dangerous exposure to thermal energy released by an arcing fault on an electrical power system, and in recent years, arc flash hazards have become a prominent safety issue in many industries. This problem however, has not been effectively addressed in the mining industry. MSHA data for the period 1990 through 2001 attributes 836 injuries to “non-contact electric arc burns”, making it the most common cause of electrical injury in mining. This paper presents results from several elements of a recent NIOSH study of arc flash hazards in mining, and provides information and recommendations that can help reduce these injuries. Characteristics of past arc flash injuries in mining are first outlined, such as the electrical components and work activities involved (based on MSHA data). This is followed by a review of important concepts and terminology needed to understand this hazard. Next, methods for identifying, measuring, and managing arc flash hazards on a power system are covered, with emphasis on recommendations found in NFPA 70E, Standard for Electrical Safety in the Workplace. Finally, results are presented from a detailed arc flash hazard analysis performed on a sample mine electrical power system using IEEE 1584-2004a, focusing on components and locations presenting severe hazards as well as engineering solutions for reducing the risk to personnel. The other South Pacific islands included in this chapter extend from Papua New Guinea, east of the Indonesian Province of Irian Jaya on the island of New Guinea, to Fiji, straddling the 180° meridian. A number of islands have been omitted from this chapter owing to the fact that their only mineral production remained insignificant to the economy of the respective country or territory. These islands include the French overseas territories of French Polynesia and Wallis and Futuna Islands; the independent states of Kiribati, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands; and the New Zealand dependency of Niue. The mineral production that did exist in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities used solely for domestic consumption. FIJI Fiji, an archipelago in Melanesia consisting of 300 islands ranging from tiny coral atolls, cays, and rugged coral limestone islets to the larger mountainous, volcanic islands of Kadavu, Taveuni, Vanua Levu, and Viti Levu, straddles the 180° meridian about 1,800 kilometers south of the Equator. Fiji has been an independent member of the British Commonwealth of Nations since October 10, 1970.

The Trail Lake RARE II area comprises 1,300 acres (526 ha) in Lassen and Plumas Counties, California, adjacent to the Caribou wilderness. No mining claims, prospects, or quarries are reported within the study areas, and no evidence of potential mineral deposits was found during a field reconnaissance. Quaternary basaltic lava flows uniformly underlie the area. INTRODUCTION The Trail Lake (No. B5-095) RARE II further planning area occupies 1,300 acres (526 ha) adjacent to the Caribou Wilderness in Lassen and Plumas Counties, California. Susanville is about 30 mi (50 km) east and Chester is about 17 mi (27 km) south of the study area. Access from State Highways 44 and 36 is provided by well-maintained gravel roads.

This study was conducted to determine the effects of a machine-mounted scrubber and water sprays on face methane levels. Testing was conducted in the NIOSH ventilation test gallery which was designed to simulate a full-scale mine entry. In the test entry, a model mining machine, equipped with water sprays and a simulated dust scrubber, was located at the face of a 20-ft box cut. Blowing ventilation was provided using a curtain with a 40-ft setback distance. Methane released from a pipe manifold located inby the mining machine was monitored at six locations that were 1 ft outby the pipe manifold. Tests were first conducted to evaluate the effects of using sprays and scrubber separately on face methane levels. Additional tests were conducted to determine how a scrubber used with various water spray systems would affect face methane levels. The use of either sprays or scrubber reduced face methane levels significantly. The combined use of sprays with the scrubber further reduced face methane levels a small amount. Primarily the sprays affected methane levels by changing airflow distribution close to the face.

Rock mass deformability is commonly predicted using correlations with RQD or other indices of rock mass quality, or by extrapolation from large in-situ tests. Based on the probabilistic description of rock masses empirically developed in Part I a new approach was attempted in modeling for predictions of deformability. This approach decomposes the rock mass into spatially variable joints described by probability distributions, and intact rock blocks. Stiffnesses and elastic parameters are associated with the joints and intact blocks respectively, and deformations built up by adding the contributions of each. This model allows relaxation of many of the simplistic geometric assumptions which constrain parallel attempts to model deformation in rock masses. The model has been applied to four standard cases in order to test its results against previously existing models, and to check whether it replicates empirical correlations. When joints are taken as parallel, common empirical correlations are closely approximated by the model output. However, the closeness to empirical correlation breaks down when variability of the jointing geometry is increased.

Among the rarest of the rare metals are four that are linked together by a common historical background as well as by chemical relationship. With the excep- tion of indium, these metals are likewise characterized by the patriotic nature of the names given them by their discoverers. The existence of gallium, germanium, and scandium, was predicted by the Russian cherist, D. I. Mendeleeff some time prior to their discovery; and these elements might well have been overlooked, had not the search been stimulated by the urge to confirm the scientific hypothesis of their existence. Nowhare found in sufficient quantities to attract attention, these little known elemente are nevertheless widely distributed in the earth's crust. So far they are found commercially mostly in the sulphide ores of zinc and must be considered as being largely curiosities of the zinc smelter. Recent progress in electrolytic zinc refining, however, now gives promise that the way may be open for the recovery of these very rare metals in larger quantities-- possibly in quantities sufficient to permit of their finding commercial utilization.

Coal miners often handle heavy electrical power cables, weighing up to 10 kg per meter. These cables are manually lifted and attached to the mine roof to prevent damage from mobile underground equipment. Data suggest that workers who commonly perform cable handling tasks experience a high rate of lost time back injuries. In this study, six male underground miners performed a total of 12 cable-hanging tasks in standing, stooping, and kneeling postures, during which kinematic and ground reaction force data were collected. Reductions in vertical work space were found to result in a linear increase in the peak moment experienced by the lumbarspine (p<0.05). In restricted postures, peak moments were not significantly different in stooping vs. kneeling postures (p>0.05). Average lumbopelvic flexion during the tasks was highest in stooping conditions, followed by standing and kneeling exertions (p<0.05). In this paper, a state-of-the-art, three-dimensional, full waveform, microseismic system was used to analyze the rock failure around a deep (> 750 m (2500 ft) of cover) bump-prone longwall panel. The microseismic system consisted of both underground and surface geophones coupled through radio telemetry and a fiber-optic network to produce pseudo real-time detection and location of seismic events surrounding the coal seam. This was the first microseismic installation of this scope at a U.S. coal mine, and the system was intended to help determine the exact strata mechanics associated with the redistribution of stress and the associated gob formation at one of the U.S.’s deepest longwall mines. Overall, 5,000 calibrated seismic events were recorded during the mining of one panel, including a Richter magnitude 4.2 event which occurred inside of the array. Analysis of these events provides a number of notable insights into the rock mass behavior. For instance, the longwall panel was widened during the retreat process, and the mining-induced seismicity shows a distinctly different behavior between the start of the panel, the mining of the narrow part of the panel and the mining of the wider part of the panel. Also, in itself, the acquisition of the ML 4.2 event was a major milestone in geomechanical and bump research. This is the first time that such an event has been recorded with this detail and accuracy at a bump-prone coal mine in the U.S. The analysis of this single event has set distinct new limits on the relationship between mining seismicity and coal bumps.

Although the mining industry has achieved record-low fatalities and injuries for each of the last three years, there are still too many miners injured or killed in this nation ís mining operations. Many mining injuries or deaths might have been prevented by using risk assessment to identify and control or eliminate the hazards associated with a task. To focus attention on the importance of conducting risk assessments in keeping mining workplaces safe and healthful, MSHA introduced this initiative on October 12, 2004. This initiative is called SLAM. SLAM is an acronym for Stop, Look, Analyze, and Manage. The steps involved in SLAM are: Stop ñ stop and consider the work involved Look ñ look for and identify the hazards Analyze ñ analyze what needs to be done Manage ñ manage safety by developing and implementing controls Everyone should be aware of the risks of an accident before beginning a task. It may not always be obvious that performing a seemingly routine task could result in an accident. That is why conducting a risk assessment is so important. Itís important to remember that over time a mining workplace seldom remains unchanged. Risks must be assessed whenever procedures or processes change, whenever new tasks are started, or non-routine tasks are performed.

Energy Incorporated has prepared this final report presenting the results obtained from the program for extracting alumina from anthracite culm along with the recovery of energy. This work has been accomplished under the auspices of the U.S. Bureau of Mines with technical coordination through the bureau&apos;s Reno, Nevada facility. The objective of this program was to develop a process to recover alumina and energy from Northeastern Pennsylvania anthracite mining waste. The program included Identification of sufficient resources to support a commercial facility, identification of the operating parameters which maximize alumina and energy recovery, the development of a conceptual process design, preparation of material and energy balance(s), and the performance of a system economical analysis. The program was conducted in three major phases. In the first phase the program concentrated on selecting several anthracite culm banks capable of supporting a commercial alumina producing facility. The chosen banks were then sampled and analyzed leading to the selection of two banks which were chosen far testing. The Harry E. and Eckley culm banks were the ones selected. Material from these banks was tested in Energy Incorporated?s Idaho Falls, Idaho testing facility. Parametric testing was accomplished in an eight-inch-diameter fluidized bed test facility. The test program consisted of twelve separate tests. After critical operating parameters were determined, the second phase started: process development in EI&apos;s 18-inch fluidized bed test facility. Three material and energy balance tests were completed in this facility. Following these tests a 72-hour demonstration test was performed. The data acquired from these tests were used in the last phase: the process conceptual design and economic analysis. The design basis was a commercial scale facility capable of producing 500,000 tons of alumina per year for 15 years. Based on the test program, It is technically feasible to build and operate such a plant today. The facility would produce, along with the alumina, 81.5 MWe of electricity for outside consumption. A preliminary rate of return indicates that the plant is not feasible with today&apos;s economic conditions. An increase in the market price of either the alumina or the electricity is required to provide an attractive rate of return for the facility.

Multiple seam interactions are a major ground control hazard in many U.S. underground coal mines. The two most common types are: • Undermining, where stress concentrations caused by previous full extraction in an overlying seam is the primary concern, and; • Overmining, where previous full extraction in an underlying seam can result in stress concentrations and rock damage from subsidence. The National Institute for Occupational Safety and Health (NIOSH) has completed a major study aimed at helping to identify the location and likely severity of these interactions. In the course of field visits to mines throughout the U.S., more than 300 multiple seam case histories were assembled into the largest data base of multiple seam case histories ever collected. These data were analyzed with the multivariate statistical technique of logistic regression. The study also employed LaM2D to estimate the multiple seam stresses, ALPS and ARMPS to determine pillar stability factors, and the CMRR to measure roof quality. The study resulted in the development of a computer program, called Analysis of Multiple Seam Stability (AMSS), which can help mine planners to evaluate each potential interaction and take steps to reduce the risk of ground control failure. AMSS first evaluates pillar design by calculating the single seam Stability Factor (SFSS) using ALPS or ARMPS. It also automatically generates a LaM2D analysis that provides the additional multiple seam stress so that the final, multiple seam SFMS can be determined. The second part of the AMSS procedure builds upon the statistical findings that overmining is much more difficult than undermining, isolated remnant pillars cause more problems than gob-solid boundaries, and weaker roof significantly increases the risk of multiple seam interactions. AMSS quantifies these effects and predicts the outcome in terms of three levels of risk: GREEN (where a major multiple seam interaction is considered unlikely), YELLOW (where adding a pattern of cable bolts or other equivalent supplemental support could greatly reduce the probability of a major interaction.), or RED (a major interaction should be considered likely, and it may be desirable to avoid the area entirely).

The Bureau of Mines, in its effort to promote greater utilization of domestically abundant materials, conducted reasearch on an alternate mold material that has commercial potential for titanium investment casting. Using variations of the conventional lost wax molding process, investment shell molds were formed entirely of fused, calcia-stabilized Zr02 and a Zr02-forming binder. Optimization of binder/slurry properties&apos;, stucco grain size and dis¬tribution, and curing practices resulted in a structurally sound investment shell that was distortion free and thermally stable. Small titanium castings, weighing up to 10 pounds, were prepared in unheated molds by both static and centrifugal casting techniques. Microstruc¬tural examination of the castings revealed that mold fill and surface quality were enhanced by centrifugal casting, although good results also were obtained from the statically poured molds. Microstructural and electron microprobe examinations showed that excessive, brittle case formation could be avoided by curing the dried shell molds in air for at least 2 hours at 1,400° C. Increasing curing temperature and time above these levels yielded added bene¬fits. Molds fired in vacuum at 1,500° C for 4 hours yielded castings essen¬tially free of case formation. The tensile properties of as-cast test specimens (no surface conditioning performed) id the chemical composition of representative metal samples showed that castings produced were comparable to Grades C-1 and C-2 unalloyed titanium This indicated that no sifnificant degradation of metal properties resulted from mold/metal interaction.

As one phase of a general program of enthracite mine-fire research initiated by the Bureau of Mines in September 1935, a study of the records of past fires was considered a necessary approach to a proper understanding of present and future fires because only limited information could be obtained directly from existing active fires on account of their inaccessibility. Through the courtesy of interested operators, all available records of fires that had occurred in a large group of steep-pitch anthracite mines in the Western Middle and Southern fields of the Pennsylvania anthracite district were examined and analyzed for data on the causes, costs, behavior, and control of fires, and this report is primarily a discussion of these factors based on a close study of these particular records. Mining Conditions The records pertain to a group of mines that have contributed about 12 percent of the total Pennsylvania anthracite production and constitute a large proportion of, and well represent, steep-pitch operations in this district. Throughout the area represented, the coal occurs as a series of up to 20 parallel seams in folded slate and sandstone strata and almost entirely on pitches of 400 to 80°, with vein thicknesses of 5 to 60 feet. Practically all are old mines with histories dating back to 1850, or thereabouts, and present operations are either under or adjacent to mined-out areas extending to surface or to the saddles of anticlines. All operations are at relatively shallow depths, that is, within 1,000 feet, vertically, of the surface. Mining methods are largely a heritage of the past and embrace typical breast and pillar operations with practically no mechanized mining and with the coal shot ?off the solid.? Most of the mines are rated as gassy and are operated now on a closed-light basis. Permissible explosives are now used entirely for breaking coal, and dynamites for rock work and chute-starting blasting.

Since 198 1, Federal mining law has required every miner working in underground coal mines to have a self-contained, self-rescuer (SCSR) available for use in emergencies. Some miners that have escaped from fires using SCSR&apos;s have reported that they had to remove their mouthpiece to talk during escape, thus compromising the protection afforded by the SCSR. If miners are in thick smoke during an escape, they may have trouble if they become separated from their group. The visibility can be so poor that separation can occur at very short distances. To address this problem, two-way, FM radios were built into the SCSR to improve the ability to communicate should the miners be separated over relatively short distances. The SCSR prototypes built and used in testing included both two-way radios and improved mouthpieces. Comparison studies were conducted using combinations of the new and old mouthpieces, and trials using the radio or not using the radio. Subjective judgments indicate that communication ability was significantly improved using the prototype devices. Communication problems have been encountered with teams using standard voice- powered communications systems. Mine rescue teams perform rescue and recovery work under extremely hazardous conditions, life lines are a standard part of mine rescue team equipment. Leaky feeder and quasi-leaky feeder life line communications systems provide significant improvements over standard systems. These improved systems allow all members of the team to communicate with each other and their base of operations. These innovations will significantly enhance the safety of mine rescue operations.

This article examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are:(a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f)training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

"Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has prompted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believed would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units.The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendation are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many other problems, will bring the most enduring benefits to the industry as a whole, the writer urges that the most earnest consideration be given to this vital problem now facing the slate industry.Grateful acknowledgment is made of the helpful assistance rendered by R. E. Eckert of the accounting firm of Eckert, Degan, and Palmer of Easton, Pa., in compiling the charts and the explanatory text. That work and many observations from of the authors have shown the general prevalence or acid drainage from bituminous coal mines. In connection with investigations pertinent to coal-mine drainage that are being conducted by the United States Bureau of Mines, it was noted with considerable interest therefore, that a mine in the Thick Freeport bed about 20 miles north of Pittsburgh had no acid water in the workings, As it was thought that this condition might be common to all mines,this condition in this bed most of them were visited, samples of the outflow and from different parts of the mine inside were examined, and such general information as was available was gathered.ACKNOWLEDGMENTSThe authors acknowledge with thanks the courteous assistance of mine officials in connection with collecting the data for this paper, and of the analytical and coal laboratories of the Bureau of Mines for analyses."
