On January 1, 1961 there were 311 petroleum refineries in the United States with a total crude-oil throughput capacity of slightly more than 10 million barrels per day, according to the Bureau of Mines' annual survey. Compared with a year ago, this represents net increases of one in the number of plants and 109 thousand barrels per day in total capacity. Contributing to this increase was the completion of two new plants, one in Hawaii and another in Michigan, during the year. At the beginning of 1961 the industry was building facilities which will increase this overall crude capacity by 36,500 barrels per day. As part of its building program, it was also replacing 329,000 barrels per day of its present capacity. Of the total 10 million barrel per day installed capacity, the industry reported 380,000 barrels per day as being shut-down on January 1, 1961. This included 11,500 barrels per day considered inoperable without extensive reconditioning.

WHEN THE BUREAU OF MINES was created in 1910, the organic act had as one of its main provisions the following: That it shall be the province of said bureau and its director, under the direction of the Secretary of the Interior, to make diligent investigation of the methods of mining, especially in relation to the safely of miners and the appliances best adapted to prevent accidents, the possible improvement of renditions under which mining operations are carried on, the treatment of ores and other mineral substances, the use of explosives and electricity, the prevention of accidents, and other inquiries and technologic investigations pertinent to said industries, and from tinge to time make such public reports of the work, investigations, and information obtained as the Secretary of said department may direct, with the recommendations of such bureau. The nationwide nature of the health and safety work of the Bureau of Mines has given its representatives an opportunity to study and report on matters pertaining to health and safety in mines and related operations from the time the Bureau was established to the present. Regular annual reports and numerous additional papers and reports have been published each year to place on record and to make available the information gathered. While the basic purpose of this bulletin is to describe health and safety reports for the period January 1947 through June 1955, a selected number of earlier publica¬tions that are believed pertinent for reference purposes are included.

Geologic investigation of a mineralized zone in eastern Alabama indicates that large quantities of talc and soapstone are scattered over a wide area close to the surface. Laboratory experiments show that this material may be upgraded to a high-quality talc. A market survey indicates that the talc deposits may be of current and long-range interest. The anthophyllite asbestos which is associated with the talc does not appear to occur in sufficient quantities to be considered as a primary commercial source.

An environmental monitoring program was established to assess the baseline of parameters which may be impacted by a research and development hydraulic borehole mining operation. During the baseline program, two aquifers were identified at the borehole site with the overlying sand aquifer being distinct from the ore sand aquifer on the basis of radiological parameters. The direction of flow of groundwater was determined to be north 19° west at a rate of 1.82 feet per year. Tests to determine the effect of backfilling the boreholes indicated that using overburden from the open pit mining operation would not significantly increase the radiological consti¬tuents of the ore sand aquifer. Mining measurements of the- radon flux from the borehole indicated that the actual release rate of 0.035 pCi/sec was several orders of magnitude less than the calculated estimate by the Environmental Protection Agency. Finally, a gamma survey conducted at the site indicated that the terrestrial component of background radiation was consistent with that in areas near uranium deposits. The methodology used as well as the supporting data are given in this report.

The successful injection of liquids into subsurface permeable formations for production stimulation, storage, or waste disposal requires a rapid, precise, and accurate method of determining the permeability of porous solids. This report describes a method and apparatus, developed by the Bureau of Mines, that use the principle of specific-volume permeametry. Calibration of the apparatus over a wide range of permeabilities and standardization of several apparatus constants have eliminated many of the tedious calculations and problems of manipulation common to some other methods. Improvements in reproducibility and accuracy have resulted from reducing experimental measurements to one parameter--time. Specific permeabilities of reservoir rock samples are determined directly from a chart that relates elapsed time to a permeability equivalent to that determined by bubble-tube measurements.

During the search for deposits of soluble potash salts in the United States, carried on by the United States Geological Survey, much information was collected on the salt resources and industry of the United States. The more important features of the information thus gathered, compiled, and digested may be classified under five headings, as follows: 1. Geology of the salt deposits of the United States. 2. Theories relating to the origin and formation of salt deposits. 3. Chemical composition of saline materials in the United States, principally rock salt and natural and artificial brines. 4. Statistics of salt production in the United States. 5. Technology of salt production. The first four items are not discussed in this report, but their treatment will comprise a separate report published by the Geological Survey,a which will supplement this report, relating to salt-making processes, and will describe comprehensively the salt resources of the United States. In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. sand and gravel mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and nonmetallic mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the coal mining sector.

The Bureau of Mines conducted a mineral investigation of the 177,000-acre Secesh study area; most of the area had been proposed as wilderness. Bureau personnel mapped and sampled several hundred mine and prospect workings; 1,715 rock, soil, and placer samples were taken during the investigation. The study area is centered about 25 mi east-northeast of McCall, Idaho, in the Payette National Forest. Five mining districts extend into or are adjacent to the study area. There have been more than 3,000 mining claims located inside the study area, 884 are current. In excess of $17 million (historical value) in placer and lode gold has reportedly been produced from the Warren district alone. The study area contains gold, silver, copper, lead, zinc, tungsten, and antimony. At least six properties that would be in the proposed wilderness contain gold resources; more than 18 million tons averaging 0.038 oz/ton gold have been identified. Additional resources may be located at 4 other localities. The 4th of July mine is currently producing gold/silver/lead ore. Similar resources may be located on at least 3 other properties. Placer samples from the study area contained up to 0.34 oz gold/yd3 ($120/yd3). The samples are representative of relatively small occurrences and do not constitute resources; small quantities of gold may be recovered by recreational placer miners.

"INTRODUCTION For a number of years, the Bureau of Mines conducted tests on various types of structures to ascertain the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage. Associat¬ed with these tests, occasional records were made of the characteristics of the air blast or concussion from the explosions. Although the importance of the air-blast problem was recognized, the equipment was not designed for airblast measurements, nor was the early research program concerned with the problem. After the ground-vibration tests had been completed, attention was turned to study of the air blast and its effect. The program was modified, however, in certain aspects by the imminence of war and the final entry of the United States into the conflict. These modifications were made to supply information pertaining to military and civilian defense problems.Detailed discussion of these problems is beyond the scope of this report, which attempts to present preliminary results of factual and fundamental character. However, it may be noted that airblast data are urgently needed for intelligent design of both Government and non-Government buildings, which must withstand the air blast from bombs and afford maximum protection for the occupants. The safety of vital equipment above and below ground necessitates consideration of damage from air blast. Protection against use of dynamite by saboteurs, moreover, hinges largely on the effect of air blast. Identification of a planned ""accident"" involving dynamite often entails knowledge of the characteristics and power of the airblast.The peacetime problem of damage from air blast resulting from quarry and mining blasting activities is of course exaggerated by the wartime requirements of increased production accelerated operation, and enlarged development."

Amenability studies were conducted by the Federal Bureau of Mines on an electrooxidation technique for the extraction of mercury from cinnabar ores, particularly those that are too low in grade to be furnaced or retorted economically. Oxidation was accomplished by electrolysis of the ore while slurried with brine. Mercury was dissolved through the formation of the soluble tetrachloro mercury complex, HgC142-. Mercury extractions ranged from 90 to 98 percent in 4 to 6 hours of processing time when tests were made on eight different types of cinnabar ores containing from 0.7 to 18 pounds mercury per ton ore. Salt concentration was varied from 4 to 10 weight-percent depending on whether Pb02 anodes and iron cathodes were used or whether graphite was used for both electrodes. Power consumption ranged from 17 to 64 kilowatt-hours per ton of ore treated. Ninety-nine percent of the mercury was recovered from pregnant solutions by precipitation on an active metal such as zinc, followed by distillation of the resulting amalgam at 600° C.

Efforts to evaluate washery performance are nearly as old as the art of coal cleaning, and in former years there was no uniformity in either the methods used or the basic terminology employed. This situation, and the con- fusion it bred, prevailed until about the time of the First International Coal Preparation Conference in 1950, Largely because of the interest of the French coal research organization Cerchar, the subject of evaluating performance was given prime importance at this conference. As a result, there is now a much greater degree of uniformity in terminology and methods of expressing cleaning results. The International Standards Organization currently is working toward international standards of terminology and methods that should improve the situation even more. The various criteria that are used to evaluate the performance of coal- cleaning equipment fall into three categories, depending upon the extent to which they are dependent on the density composition of the raw coal; some are directly dependent, others are only indirectly dependent, and still others are substantially indenpendent.

This report describes a study designed to evaluate a pro-posed modification in the cap lamp battery cord intented to reduce the incidence of snagging and catching of the cord. A three phase evaluation was performed comparing a prototype with the standard, currently available cord. First, a ?pull test? equipment was run. The second evaluation was a body conformity study. The third evaluation involved subjects performing common tasks in a low seam coal mine simulator. The results of these evaluations clearly demonstrated significant safety advantages of incorporating coiled cord into the design of the cap cord. The coil cord presented less of a snagging hazard, allowed the wearer more time to respond to a snag, and transmitted lower levels of force to the helmet when snagged. The research team recommended that cap lamp cords be commercially developed which incorporate coiled cord at the battery and helmet.

In the summer of 1979 the University of Minnesota Mobile Laboratory (UMML), designed for the analysis of airborne particles and gases was used to study fugitive dust from an open pit coal mine. The analysis consisted of determining the particle size distribution and concentration of dust from various mining operations, such as blasting, draglines, loading, roadways and bottom scrapers. For some operations the particles size distribution and concentrations were determined at varying distrances. Details of the dust concentration within the plumes as the plume passed the UMML were measured with an optical particle counter. For line sources, such as roadways this enabled the calculation of the particle flux at the sampling location. In addition to the standard instruments associated with the UMML, the applicability of some new instruments were investigated. These included a uniform deposit cascade impactor and a flux meter. Finally, a technique in identifying plume origins which utilized elemental X-ray flourescence analysis of filter samples was shown to be effective.

This paper is one of a series on milling methods and costs being. published by the Bureau of Mines. The milling practices and special problems relating to grinding, tailings disposal, and choice of a treatment process at the Cardinal mill are discussed. The property of the Cardinal Gold Mining Co. is about 18 miles southwest of the town of Bishop, Inyo County, Calif., at an altitude of approximately 8,500 feet. The camp has been designated Bishop Creek by the postal authorities. The property comprises 33 mining claims, including fractions and millsite in sections 19, 20, 29, and 30, T. 8 S., R. 31 E. These claims are located in a general way along the strike of a band of quartzite.

The results presented in this report deal with the elimination of explosion hazards of ether-oxygen mixtures by the addition of helium. The method is based upon the fact that every combustible gas, vapor, or dust will not burn or explode when the oxygen content of the mixture is reduced below certain definite values. These critical oxygen values are usually different for each combustible, varying with the percentage of the combustible present in the mixture and also with the inert gaseous material used to reduce the oxygen content of the mixture.

This Bureau of Mines report is a reference manual of procedures used by the Bureau's Twin Cities Mining Research Center for obtaining rock properties. Included in the report are discussions on the usage of each property, descriptions of the general test methods for obtaining the properties, and instructions for performing the tests. The Instructions embrace details of the specimen configuration, test apparatus, test procedure, test conditions, and calculations needed to achieve satisfactory results. Although the procedures presented in this reference manual generally conform to recommendations of the ASTM Administrative Committee on Standards, they are not purported to be standards.

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. Tri-axial strains in pillars, created by pillar robbing, were measured in an experiment at the Dysart No. 1 uranium mine near Grants) New Mexico. At this mine, room-and-pillar stoping is used on the advance, and pillars are recovered on the retreat. The are deposit is, for all practical purposes, horizontal. Measuring devices were installed in pillars approximately 90 to 200 feet from the break line, and strains were recorded over a 4-to 6-week period. The measurements indicate that, in general, the algebraic magnitude of vertical strains increased, and the horizontal strains decreased, in turn, indicating that vertical (or near vertical) loads on the instrumented pillars lessened as pillars were recovered.
