Instantaneous outbursts of coal and gas have occurred in Australia in the Sydney Coal Basin since 1895 and in the Bowen Coal Basin since 1954. The largest has been about 500 tonnes of coal and so their magnitude and character have not approached those experienced in some other countries. The occurrence of CO2 with some Australian cases provides some similarity with the worst affected areas in France and Poland.The proneness of seams depends on coal rank and seam gas composition, among other factors. The proneness of places depends on depth, structure, intrusion, tectonism and other factors affecting the geometric, physical and chemical uniformity as well as details of mining. As a phenomenon due to gas and stress, prevention can be achieved by relief of high gas and/or stress condition. Alternatively, controls can be applied to render mining safe for personnel. Unfortunately day-to-day prediction is not widely and reliably achieved to allow selective use of prevention or control. The initial rate of desorption is the most promising day-to-day indicator.Various researches include gas conditions and parameters, stress and failure conditions and parameters, coal variables and geological variables in relation to prediction, prevention and control. Some assistance in research may derive from study of analogous phenomena of instantaneous outbursts of salt and other rocks and gas. It is concluded that in the Sydney and Bowen Basins, any coals with less than 30 per cent Volatile Matter (VM) ash free dry (afd) at depths over 200 m could be prone. Proneness increases with depth, with lower volatile content, with geological disturbance including faulting, intrusion and recent tectonics, with increased CO2 in seam gas, with narrow work and with other factors. Much more research is needed.Unfortunately outbursts are needed too, to provide the research with realistic data. With the problems of mechanism and prediction still being unsolved much research remains to be done. No present aspect of research is satisfactorily resolved.

Valuable data for geotechnical interpretation and integration into effective Australian underground mine planning may often be available, yet is not always fully appreciated or utilised, particularly in the early stages of mine planning or in due diligence studies. There may be considerable benefits associated with early prioritisation of geotechnical evaluation and impact on mine planning. Unidentified, misinterpreted, or ill-defined adverse geological and related geotechnical resource characteristics can pose significant business risk to underground coal projects and operations. Preliminary resource definition in the early conceptual mine planning stages attributes significant focus (entirely warranted) on resource quality and structural geology constraints. Yet detailed geotechnical data analysis and interpretation, which may have a substantial down stream impact and sensitivity with respect to future mine planning strategies, at times is given lower priority, or scoped and resourced in the later stages of a bankable feasibility study. Through extensive mine planning experience and observation of downstream process impacts, it has been found there is often data available for geotechnical analysis that does not readily stand out or is not adequately understood or utilised, available at the early (conceptual) stages of mine planning. Part of the issue may be that exploration geologists are not necessarily experienced geotechnical engineers and do not necessarily recognise or understand all important parameters. Subject to appropriate application of experienced professionals data can be manipulated to provide key geotechnical hazard assessment at minimal cost, and provide a framework for understanding and optimising the mine planning process. Although there is no single prescribed strategy for resource evaluation from a geotechnical perspective, potential business risks and mitigation approaches can and should be adopted at the conceptual mine planning stage. There has been a recent focus in the metals industry to provide a reporting framework for geotechnical classification of mining projects. This paper outlines the strategies and gives examples of key analyses adopted in mine planning and discusses the relative merits of adopting a reporting framework as a tool for geotechnical classification in mine planning.

The behaviour and deportment of indium during the precipitation of sodium jarosite from Fe2(S04)3 - Na2SO4 solutions were investigated. Indium is readily precipitated with sodium jarosite, and the extent of In precipitation increases as the In concentration of the solution increases. It was shown that In 3+ substitutes for Fe 3+ in the jarosite structure to form a nearly ideal solid solution series. On a molar basis, the precipitation of Fe is slightly favoured over that of In, and the difference is reduced as the pH increases. Sodium jarosite precipitation becomes kinetically rapid at temperatures >70¦C, but increasing temperatures in the range 70 to 150¦C affect neither the relative precipitation of In and Fe nor the composition of the jarosite product. Low Na2SO4 concentrations result in reduced product yields and jarosite precipitates in which H3O' > Na+. The hydronium-rich precipitates have reduced In contents. Increasing the ZnSO4 concentration of the solution slightly increases the quantity of jarosite formed and results in the incorporation of -0.3 per cent Zn in the jarosite structure. Otherwise, the presence of ZnSO4 has no significant effect on the composition of the jarosite. Seeding accelerates the rate of jarosite precipitation but has a negligible influence on the deportment of In. The jarosite precipitation reaction at 98¦C is relatively rapid and near-steady state conditions are achieved in - 6 h even in the absence of seed. The initially precipitated jarosite is slightly enriched in In with respect to Fe. The ferric ion concentration of the solution has a significant influence on both the amount of jarosite formed and its composition. In particular, the jarosites precipitated from dilute Fe3+ media have significantly enhanced In contents. Hence, it may be possible to recover - 25 per cent of the dissolved In, at the 1000 mg/L level, in a jarosite precipitate assaying - ten per cent In by the controlled oxidation-precipitation of sodium jarosite from a ferrous sulphate processing solution.

The United StatesÆ reporting standard for the mining industry for securities purposes is contained in the Security and Exchange CommissionÆs Industry Guide 7. It defines proven and probable Reserves using its own definitions, and prohibits the disclosure of quantitative estimates, for all mineralisation other than those two Reserve categories (though disclosure of Measured and Indicated Resources as quantitative mineralised material estimates is now informally allowed). Similarly, it restricts disclosure of value estimates to Reserves only, which SEC policy generally requires to be on an historic cost accounting basis. The SEC does not maintain a formal Competent or Qualified Person policy. In March 1999, the US-based Society of Mining, Metallurgy and Exploration (SME) released an update of its 1991 guidelines for definitions to be used in reporting of Mineral Resources, Reserves and Exploration Information, closely abiding by the 1997 CMMI recommendations. However, without SEC recognition, reporting under the SME and CMMI definitions is effectively barred for US companies. The SEC intends to adopt the International Financial Reporting Standards (IFRS) of the International Accounting Standards Board (IASB). This will occur within just a few years, when the convergence project for development of the IFRS has reached a satisfactory point. The US is the largest financial supporter and participator in IASB. The Extractive Industries Standard of the IFRS will likely terminate Industry Guide 7. However, the effect of this international replacement will likely be equally restrictive. This could possibly neutralise the benefit of a CMMI-based global reporting standard. SME, the US society encompassing the widest range of mining industry professionals, does not have a Code of Ethics. It has no mechanism for requiring members to abide by a professional standard. SME is presently looking into possible solutions for this deficiency. US-based professional societies that do have a binding Code of Ethics, generally cater to a single profession, and are not just mining industry related. The American Institute of Professional Geologists (AIPG) and the American Institute of Minerals Appraisers (AIMA) are examples. The SME is considering creating a subsidiary body with an enforceable Code of Ethics. To support a CMMI-based global reporting standard, competent persons will need to work across international borders. A standardised mechanism for qualifying and registering competent persons will be needed. National rules and laws must allow competent persons to easily enter countries to perform their work. State issued licenses are increasingly required for much of the work performed in the US mining industry by engineers, geologists and minerals appraisers (valuers). Such licenses are not required by the SEC for Reserve reporting in the US, may not be required for valuation of mineral properties under certain circumstances, and except for real property valuer licenses, they generally do not have a binding code of conduct. However, state licensing of professionals forms a substantial and increasing barrier to interstate trade in professional services, and can be a prohibitive barrier to professionals from outside the US. Any rationalisation of this confusing patchwork of regulations confronting US minerals industry practitioners will only occur as part of larger, national change, hopefully aimed at compliance with international standards and protocols. The US does not have a valuation standard aimed specifically at the mining industry. The Uniform Standards of Professional Appraisal Practice, the national valuation standards, often must be applied to mineral property valuation, but contains no specific instructions for minerals. The author has campaigned against development of minerals valuation standards proposed by US minerals institutes. Instead he encourages the mining industry worldwide to place its support behind the initiative of the International Valuation Standards Committee (IVSC) to include an extractive industries section in its International Valuation Standards (IVS). This should provide a global set of valuation standards for the mining and petroleum industry within two years. This addition to IVS will provide essential valuation standards reference support for the extractive industries financial reporting standard of the International Accounting Standards Board. The IVS has achieved a high level of acceptance in the developed and lesser developed countries of the world. It provides a comprehensive framework of Generally Accepted Valuation Principles for the valuation profession internationally, for valuation of all property or asset types. IVSC is effectively a sister organisation to IASB. The IASBÆs International Financial Reporting Standards (IFRS), previously known as the International Accounting Standards (IAS), reference and quote IVS in some instructions for determination of fair value. IVSC is a non-governmental organisation (NGO) member of the United Nations and maintains liaison with many important international economic, accounting and financial agencies, such as the OECD, IMF and WTO.

"In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. One that encourages an understanding of the rigour of the project evaluation process and the robustness of the result will allow directors to understand better the implications of their decision.CITATION:Knight, R, 2016. IN any assay office it is of paramount importance to keep the men interested in their work; and in order to do this, men on routine work, such as lead, zinc, and sulphur deterrrrinations, slag analysis, etc, should be changed around monthly. This gives some variety and helps to keep a man's interest on his work, so that better work results. It may be maintained that to keep a man on the same class of work indefinitely makes him more expert at his work. This is certainly true; but in assaying, where accuracy is so essential, it is absolutely necessary for a man to keep his mind on the work, and not 'get' into a mechanical method of working. He is also on the alert to discover means for shortening his analytical methods, and his capacity forwork is increased. Another advantage is that the men get a good all-round training, and one is never at a loss to replace a man on any class of work when he is absent from any cause. This tends to smoother and more efficient running of the assay department. In industrial assaying it is often advantageous to have a result quickly, so that it will be of maximum benefit in the running of some part of the plant, In such a case it pays to sacrifice a little accuracy to speed up a method. The shortest method is less costly, and a quick approximate method is all that is required to give the superintendent the requisite information. Time is thereby saved, and the cost is less. In carrying out assaying for any large industrial plant, such as a smelting works, there is always a tendency for superintendents running the different departments to send in more samples for assay than are absolutely necessary when no system of costing is in operation. Some of these samples may involve a lot of work and heavy expenditure, as, for example, the estimation of only one impurity in a sample of refined lead. Coal Services (Health and Safety Trust) funded ARRB Transport Research Ltd to investigate fatigue and performance of truck drivers over consecutive shifts. The main questions were to assess: What is the most important contributor to acute fatigue in mining? Is it length of shift (eg eight hours versus 12 hours) or is it time of day (eg circadian effects)? What is the limit of successive day or night shifts before chronic fatigue affects operator performance in open cut mines? The project methodology included utilising ARRB Fatigue Monitoring Devices (forced-choice stimulus reaction) in eight haul trucks, testing 24 subjects over several weeks. Each subject filled in a Fatigue Risk Questionnaire on lifestyle and health. Operators worked a 14-night, one day off, 13-day roster of 12-hour shifts in a fly-in/fly-out operation with excellent opportunities for restorative sleep between shifts. A total of 3500 hours of real-time data was collected, representing the first set of objective, real-time driver performance data for Australian mining. The data showed that for a single night of driving haul trucks, there appears to be no effect on operator fatigue from the amount of time on task (for the 12 hours). In fact performance was worse through the first eight hours than the last four. The circadian influence had a stronger affect than working more than eight hours. Of the 14 nights worked at the site, nights 13, 14, seven and two respectively, were the worst. This presents a conundrum for policy makers who may like to place caps on working hours or rosters in the hope that it will alleviate the fatigue issue. It will not. The major finding within this study is the combined influence of circadian rhythms (human body clock) and individual variability on performance. The lifestyle habits and the health of individuals have a profound effect on operator performance as shown by the strong positive correlation between high fatigue risk scores from the Fatigue Risk Questionnaire and poor performance. An individualistic approach would appear to have the best chance of reducing high potential incidents due to fatigue through successive nightshifts.

It is indeed a pleasure to be here this morning to open the 4th Mill Operators' Conference. It is no mean feat to organise such an event and I would like to congratulate the committee for the work that they have done. I am sure that the Conference will be an outstanding success. I welcome overseas visitors and hope that they gain and share in the openness of this Conference. There is personal satisfaction for me to speak to you as a mining engineer addressing a large group of metallurgists and mill operators. I would have thought that it would be impossible for a mere mining engineer to inform a metallurgist of anything. I will desist from using such derogatory terms as "xanthate munchers", "bubble makers" and "glorified mathematicians". Terms of endearment as these may not be seen with much equanimity. Such is the warm association that the two professions have enjoyed over the years. The economic climate that we at present face is a major problem to all of us. I wonder how many people here come from mining operations that are in trouble financially or that are cutting back in one form or another. This is the recession that we needed to have. When the world's greatest treasurer can tell us that then we truly have a lot to fear. The present downturn can be seen as a normal adjustment in the cycle of our business. Yet the world does not experience such severe adjustments as frequently as we experience ours. The root cause for the regular adjustments can be placed at the feet of inflation. Until the politicians of this country of ours can come to grips with inflation, we will continue to experience downturns on a 5 to 7 year cycle. This, in my opinion, is the basic reason why we appear to experience more downturns than the rest of the world. We simply price ourselves out of the market. This takes about 5 to 7 years to be highlighted and then we need to make adjustments. However, this recession is worldwide. The adjustments usually take the form of redundancies, retrenchments and early retirements. What is the solution?

In the 1890s, The Goldfields Water Supply Department in Western Australia commissioned the diamond drilling of two deep artesian exploratory water bores near Coolgardie (Blatchford, 1899). At the time, in spite of strongly-worded advice to the contrary from the Government geologists, there was a wide popular belief that you could obtain artesian groundwater virtually anywhere providing you drilled deep enough. The first Coolgardie hole was drilled to over 900 m, despite the fact that the bore penetrated granite from a depth of 5 m below the surface. Drilling proceeded for more than 16 months, between July 1896 and November 1897. A small quantity of salt water was struck at a depth of 36 m. The second bore was mercifully terminated at a depth of 50 m, also in granite, with again only a small inflow of salt water. Such were the desperate lengths that were pursued to obtain a reliable water supply for the influx of people in the Eastern Goldfields gold rush. The WA Goldfields continued to rely on huge condensers for water supply until that great engineering feat, the construction of a water pipeline from Mundaring Weir to Coolgardie, was completed in 1903. An enormous network of rail tracks penetrated outwards from Kalgoorlie and Coolgardie for the collection of timber, principally to feed the condensers. Remnants of the rail network are still visible today. The acute shortage of fresh water led to great deprivation, disease and death among the early miners. Today, the water problems faced by the mining industry are thankfully not as severe, but they are nevertheless no less challenging. The southern part of the WA Goldfields is a notoriously difficult area for finding potable quality groundwater. Even as recently as the 1990s, there were occasional serious efforts to find potable groundwater in that area, some very imaginative and innovative. One mining company, working south of Southern Cross, spent many months experimenting with recovery of potable quality water from a shallow freshwater lens overlying hypersaline water in a low permeability weathered granite aquifer. They used very low capacity pumps manufactured from car windscreen washer pumps powered by solar panels.

Pyrrhotite is pyrophoric when in a finely divided form. The problems of disposing of large quantities of finely divided pyrrhotite separated out by metallurgical processing from ore are formidable. In the case of an underground mine, a solution to the problem of disposal is to place the pyrrhotite in the stoped out areas and seal from any air supply. Further, the pyrrhotite could be diluted with tailings which would reduce the possibility of combust- ion. Several enquiries to various centres and authorities have shown that the products of the slow oxidation of pyrrhotite with moisture present can cement an inert matrix into a stable fill similar in physical prop- erties to fill stabilised with Portland cement. Stabilised fill can be used to advan tage with a suitable mining method to provide high recovery. The investigation demonstrated that air and 15% w/w water must be present for the fill to harden and that the sizing of the particles is a critical factor in drainage of a hydraul- ically placed fill and subsequent even harden- ing of the fill in a stope. With the materials used in the experiments in which the - 51 micron component of the tailings had been dis- carded, an optimum mix was found to contain 4:1 tailings/slag ratio and an overall pyrr hotite concentration of 8% (all proportion by weight). Approximately 34 days after drain- age to 15% moisture in natural air flow condit- ions, an unconfined compressive strength of 1.862 MPa was attained. A subsequent experi- ment was conducted with a sample of optimum mix in a pipe one metre long in forced air flow conditions. At a superficial velocity of 3.Om per hour the mix required 155 hours to harden to 1.862 MPa after drainage to 15% w/w moisture content. The pressure drop bet- ween the top and bottom of the mix in the pipe remained constant at 9 KPa/metre length. This result suggests that forced air flow conditions will increase the rate of hardening. No dangerous effluents were detected in the course of the experiments which could affect mine equipment or personnel.

Ordinary kriging and non-linear geostatistical estimators are now well accepted methods in mining grade control and mine resource estimation. Kriging is also a necessary step in the most commonly used methods of conditional simulation used in the mining industry. In both kriging and conditional simulation, the search volume or ækriging neighbourhoodÆ is defined by the user. The definition of this search can have a very significant impact on the outcome of the kriging estimate or the quality of the conditioning of a simulation. In particular, a neighbourhood that is too restrictive can result in serious conditional biases. The methodology for quantitatively assessing the suitability of a kriging neighbourhood involves some simple tests (which we call æQuantified Kriging Neighbourhood AnalysisÆ or QKNA) that are well established in the geostatistical literature. The authors argue that QKNA is a mandatory step in setting up any kriging estimate, including one used for conditioning a simulation. Kriging is commonly described as a æminimum variance estimatorÆ but this is only true when the neighbourhood is properly defined. Arbitrary decisions about searches are highly risky, because the kriging weights are directly related to the variogram model, data geometry and block/sample support involved in the kriging. The criteria to look at when evaluating a particular kriging neighbourhood are the following: the slope of the regression of the ætrueÆ block grade on the æestimatedÆ block grade; the weight of the mean for a simple kriging; the distribution of kriging weights themselves (including the proportion of negative weights); and the kriging variance. Outside of the technical geostatistical literature, there is little in the published domain to describe the nature of QKNA and no practical presentation of case examples. In this paper we attempt to redress this by setting out the calculations required for QKNA and defining some approaches to interpreting the results. Several practical worked mining case examples are also given. Finally some comments are made on using the results of QKNA to assist with block size selection, choice of discretisation and mineral resource classification decisions.

Why is it so difficult? Why are there differences throughout the resources industry in how reconciliation factors are reported and calculated? Why is there no standard formula to use? These are common questions asked when mining companies try to compare reconciliation results across operations or attempt to undertake internal or corporate governance reporting processes. For many mining companies the calculation of reconciliation factors is often a very time and resource intensive part of mandatory reconciliation reporting. Some major mining companies, that move millions of tonnes of material per annum, dedicate full time resources to the calculation of reconciliation factors. The willingness of these companies to set aside resources demonstrates the value that operations place on good reconciliation reporting. Reconciliation is about measuring the variance between two like measures at different points along the mining sequence. It can be undertaken between predictive models, forecast plans and actual measured performance. Calculations are used to derive a variance between two sections within the mining sequence, with the result being commonly known in the resources industry as a æfactorÆ. Mining companies use the calculation of reconciliation factors as key performance indices (KPIs) to provide a æhealth checkÆ of their operation, with variances often pointing to issues either with the accuracy of the original estimate or the quality of the measurement being used in the comparison. There are many reconciliation factors that can be calculated and reported. This paper will set out, clarify and provide a recommended standard means of calculating each specific factor that, where adopted by a company, will ensure compliance with the international reporting codes, such as JORC. Using case studies from Rio Tinto Group (Rio Tinto) and BHP Billiton Mitsubishi Alliance (æBMAÆ), and the authors experience across a wide range of mine sites, the outline of a generic solution for tracking a parcel of material from the pit through to the port along with appropriate reconciliation factors is provided. The intention of proposing standardised reconciliation factor terminology and methodology is to provide the foundations of a system to enable communication and comparison across different commodities, companies and mines sites.

The extraction of world-class mineral deposits using massive underground mining techniques is not an entirely new theme to world mining companies and experts. Previous MassMin conferences have helped to gather and disseminate the valuable experience and knowledge so important for the proliferation of safe and efficient mining of large underground deposits. With the passing years since the first MassMin conference in Denver in 1981, a number of factors have contributed to an increase in massive underground mining around the world, including environmental pressures, gradual exhaustion of shallower deposits and the enabling effects of improving technology in disciplines related to underground mining. Massive underground mining is heading deeper, embracing challenges which include working with elevated temperatures, increasing in situ and mining induced stress levels and longer ore transport routes. Improvements in mineral processing technology will tend to lead operators to contemplate the extraction of lower grade orebodies in the event that the ore can be efficiently transported to the surface and hence the plant. No doubt this tendency, and its associated challenges is encouraging a rich growth in innovative engineering in such fields as mine planning and materials handling as well as geomechanical issues such as support design and the simulation of extraction sequence effects on stress re-distribution. MassMin 2000, we are sure, will showcase a wide variety of new contributions in thought and actions in these fields. There is a definite place for academic institutions and mining related suppliers in the process of developing new technologies and practices in support of present and future endeavour in this field. Dyno Nobel has its own part to play, certainly as an enthusiastic and proud major sponsor of MassMin 2000, but also by means of identifying common cause between our Vision and Values and the needs, present and future, of the underground massive mining industry. The critical success factors, which Dyno Nobel pursues are:health, safety and environment, customer relationships and market development, cost optimisation (while maintaining quality), technology and innovation, organisational development, and leveraging capabilities globally. Through the present paper we would like to share some of these values and offer some practical insights as to how their realisation will contribute to the achievement of MassMin goals and needs.

Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

The story of the rise, progress, and development of our modern railway system is a long but an exceedingly interesting one. The phases it has passed through, the discussions that have arisen from time to time on the most economic modes of construction and working, and the final result these various discussions have led to, are full of importance and interest to the engineer. It is not my intention to deal historically with the subject. I desire simply to speak to the requirements of the hour in Australia. It will not be disputed, I think, that these colonies have reached a point in railway construction and management when, if additional lines to any extent are still to be built, a different principle must be adopted. There are yet large tracts and areas of country to be tapped by the rail and the locomotive, which for years to come must remain untouched if the same expensive gauges and modes of construction are continued. We have yet to see clearly the necessity of introducing a system of light lines that will pay their own way and at the same time augment the traffic of our main lines. This question really no longer remains an unsolved problem. It lies, in a few words, in the acceptance of the, narrowest gauge and the simplest mode of construction that can constitute a pacticable railway. I fear it is hopeless to suggest that private companies should be legally permitted to construct such lines. It seems as if it were next to impossible to move official authorities to enter upon the construction of lines on this principle. It is, all the same an undoubted fact that if private companies could obtain Acts of Parliament, that in several of the colonies a new impetus would be given to railway construction.I may point out that not only has the principle of narrow gauge light railways been adopted in India but private companies are obtaining power to build them. Outside of :England many narrow gauge lines have been made, and in France, Denmark, Italy, and Sweden they have been highly successful.

What is the best method of splitting a sample from a reverse circulation drill rig? How important is it to obtain a correctly split sample? What is the impact of an incorrectly split sample? These are just a few of many questions asked daily in the mining industry with regard to sampling. Modern sampling theory is well described in the literature in texts and is taught in short courses throughout the world, however little has been published on the relative performance of sample splitting devices used in the field. This paper compares the performance of the Jones tiered riffle splitter with a cone splitter manufactured by SGS Metal Craft in Western Australia. The testwork was carried out at AnglogoldÆs Sunrise Dam Gold Mine, 55 km south of Laverton in Western Australia. Mineralisation at Sunrise Dam is hosted in a structurally complex framework of shear zones with dips that range from steep (70¦) to shallow (25¦). The deposit is characterised by significant amounts of coarse gold, which presents a challenge in sampling, analysis and grade estimation. The three major areas where sampling errors can occur are in drilling, sampling, sample preparation and analysis. Sampling errors attributable to drilling and sample preparation often far outweigh the errors made at other stages in the process, however historically most effort to identify sampling errors has concentrated on the laboratory and analytical procedures. Splitter design and cleanliness can have a large impact on sample collection and preparation. Splitter performance was tested with respect to sample weights, particle size distribution, and gold grade consistency. The aim was to determine if each particle has an equal probability of being sampled, the resulting sample has integrity, and if any segregation problems occurred. The cone splitter was found to provide the best split in terms of particle size distribution, with no apparent size bias. Duplicate samples had more comparable masses than those provided by the riffle splitter. Most importantly, the cone splitter gave less grade variability between duplicate samples than the riffle splitter. Testwork also confirmed that, like the riffle splitter, the cone splitter must be oriented vertically and the design of the rig or cone splitter trailer should accommodate this requirement.

In 1990, the Queensland mining industry had come to the conclusion that new safety and health legislation based on risk identification and control was required if the mining industry was to be effectively and efficiently regulated. In particular stakeholders in the coal mining industry had arrived at this opinion after the industry had suffered a number of major underground explosions over the 14-year period between 1972 and 1986. Also by 1990, a general consensus had emerged across both the coal and metalliferous mining sectors that mining industry was over regulated and, more to the point this over regulation did not encourage industry to identify and address the underlying causes that had led to a cycle of major mining accidents in the state. The prevailing opinion was that the prescriptive legislation left the ownership of risk management with the regulator and not with the mine operator. This paper discusses the background to the development of the Queensland Coal Mining Safety and Health Act 1999 and the Mining and Quarrying Safety and Health Act 1999 and the progress made in improving safety and health since the statutes came into force on the 16 March 2001. The paper discusses the issues that had to be addressed during the development of the legislation including the interaction with other legislation based on based on risk management principles that either overly or interface with the mining legislation. The effect the underground explosion at Moura No 2 in 1994 had on the final content of the new legislation is also considered. Health is often the neglected twin of safety and health legislation and the paper previews the health surveillance system being proposed in Queensland to ensure that health of mine and quarry workers is afforded the same priority as their safety. By increasing the structured management of occupational health problems in our mines there is an opportunity to make significant improvements in mine safety In conclusion the paper reviews the results to date since the introduction of the new mining safety and health legislation in Queensland on the 16 March 2001. Progress has been made and more is yet to be achieved

Diagnosis of the surface chemical factors playing a part in flotation separation of a value sulfide phase requires measurement of the hydrophobic and hydrophilic species that are statistically different between the concentrate and tail streams. Statistical methods, based on the monolayer-sensitive time of flight secondary ion mass spectrometry (ToF-SIMS) technique, have been developed towards this ultimate aim by measuring hydrophobic species (collector ions, dimers and metal complexes, polysulfides) as well as hydrophobic metal ions, precipitates and added depressant species. Reliable identification of specific mineral particles is central to this statistical analysis. A chalcopyrite/pyrite/ sphalerite mineral mixture conditioned at pH 9 for 20 minutes to study transfer of Cu from chalcopyrite via solution to the other two mineral surfaces, since this mechanism can be responsible for their inadvertent flotation in copper recovery, showed no statistical difference in the copper intensities on pyrite and sphalerite (selected from Fe and Zn images) after this conditioning. Principal component analysis (PCA) identifies combinations of factors strongly correlated (positively or negatively) in images or spectra from sets of data. In images, PCA selects these correlations from the mass spectra recorded at each of 256 ¦ 256 pixels in a selected area of particles. In the image mode, PCA has proved to be a much better method of selecting particles by mineral phase with clearer definition of particle boundaries due to multi-variable recognition. It has clearly separated a statistical difference in copper intensities between the sphalerite and pyrite phases. The PCA method has been applied to concentrate and tails samples collected from the Inco Matte Concentrator demonstrating extensive CuOH and NiOH transfer between the chalcocite (Cc) and heazlewoodite (Hz) minerals. Statistical differences illustrate the important discriminating depressant action of NiOH in flotation despite the activation of Hz by Cu transfer. The adsorption of the collector at specifically-identified Cu sites has been elucidated by the study. Importantly, the statistical analysis has been able to confirm some mechanisms and deny others proposed to control recovery and selectivity giving more focus on the control factors.

The Youga gold mine in Burkina Faso, West Africa, is scheduled to produce first gold in the third quarter of calendar 2007. The project is expected to produce 540 000 oz of gold over 6.5 years, from a conventional open pit carbon in leach mine. The direct capital cost of the project is US$47 M. Etruscan Resources Inc, a Canadian based gold exploration and development company, holds 90 per cent of the project company Burkina Mining Company SA (BMC). The state of Burkina Faso is free-carried for the remaining ten per cent of BMC. RMB Resources Limited, of Melbourne Australia, has arranged a US$35 M project finance facility for BMC (the Borrower) as the majority of funding for the Youga project development. The loan facility was provided by RMB Australia Holdings and Macquarie Bank Ltd (the Lenders) each as to 50 per cent in the lending syndicate. The Lenders also provided a gold hedging facility to guarantee a minimum price for the projectÆs gold production. Burkina Faso is a francophone country, part of the Economic and Monetary Union of West Africa (UEMOA). The project financing is the first such facility to be arranged for a mining project in Burkina Faso, with little or no precedent available in other UEMOA countries. Therefore, while the Youga gold project is forecast to be a robust project applying conventional mining and processing methods, a number of legal, technical, commercial and social issues required identification, evaluation and resolution before the loan could be established. This paper describes that evaluation process and the resolution of these issues. In-house experience and expertise in both the LendersÆ and BorrowerÆs teams has facilitated a greater understanding and æownershipÆ of the issues and hence provided comfort with risks which might not normally be taken in conventional project developments and project financings. As a result, blanket external reviews were not required by the Lenders. A long-standing relationship between Etruscan and RMB Resources also facilitated solutions to a number of issues. Nevertheless, a degree of flexibility by the Lenders, the Borrower and Etruscan was required to successfully close the financing.

Highly weathered ground, limited collar options and the need to achieve a desired outcome at the lowest possible cost led to the need to adopt a construction approach that had no established design methodology. The newest ventilation shaft at Mandalay Resources’ Costerfield Operations had to be established to a depth of 30 m through poor ground best described as ‘sticky swelling clay’, some of which was contained within an old backfilled pit.The ability to excavate a traditional presink was not possible due to limited space and the introduction of men into the shaft was to be avoided due to the associated safety risks and corresponding increase in cost. Piling in conjunction with raise boring and remote fibrecrete application was identified as a possible solution that could achieve the desired outcome at an acceptable level of risk.Construction of the piles was challenging and required continual refinement until an acceptable level of productivity could be achieved. Limitations on concrete delivery was taken into consideration to ensure hole stand-up time was acceptable and re-drills were not required. The adoption of a set process from alignment, drilling, concrete placement and testing ensured the desired design was achieved. Mine operators should consider the use of piling as a method of shaft stabilisation for the portion of raise bored shaft that passes through the weathered zone.The importance of quality control and attention to detail through the entire shaft construction process cannot be underestimated as issues such as insufficient geotechnical investigation, pile and pilot hole deviation, concrete and fibrecrete quality, as well as delays in the application of fibrecrete can place the success of the project at risk.This paper outlines key learnings from a client’s perspective with regards to the concept, planning, design, execution and completion of a 3.1 m diameter raise bore shaft through both weathered and highly structured ground at the Augusta Mine.CITATION:Green, S and Austerberry, R, 2014.
